ABOUT thirty miles north of, the city of Belleville (which is situated on a branch of Lake Ontario), and in the township of Marmora, Ontario,: there is found a. belt of gold-bearing quartz veins, which present geological, mineralogical, and economic features of great interest to the profession. The district in which these veins are found is characterized as a rolling country, with low rounded bills of syenitic granite, overlain on the flanks of the hills by Silurian limestones, which lie in nearly horizontal beds, and in some places are so fine in texture as to afford lithographic stone of a fair quality. The gold-bearing veins run north and south through this belt of syenitic granite, and are quartz-filled true fissures, with micaccous or talcoid slates forming the walls of and horses in the veins. THE first year to which the Revenue Act of 1936 has applied is now passed. It is appropriate to try to give some calm thought to the plan of Federal income taxation as now imposed and what it will mean to the business and industry of the country if this plan of taxation is continued unchanged. Whether or not we like to pay these taxes is beside the point. Taxes are high and may be expected to be high for many years. The important question is whether the taxes to be imposed will destroy or injure business enterprise and development, and, in so doing, lower the standards of employment, living, comfort, and welfare of our people. The power to tax is the power to destroy. That destruction may come suddenly as a cyclone, or slowly as dry rot. What, if any, features are there in the present plan of Federal income taxation that have these destructive tendencies? A few of the points follow that seem to call for consideration.

(written discussion ?).¬Your secretary requested a brief description of the Russell Sage Foundation, in order that members of the Institute, if they should desire to avail themselves of it, would know what type of service is offered to them through our institution. The foundation was established in 1907 by the gift of Mrs. Russell Sage of $10,000,000 as a capital fund, the income of which is to be spent for the improvement of social and living conditions in the United States. One of the lines of activity which the foundation has felt would lead toward this end is the development and promotion of community surveys; and because the scope and methods followed in these surveys are very similar to the scope and method of much of the institution's work in general, an idea of its main activities can perhaps be given best by describing one of our surveys. Incidentally, it may be pointed out that antecedent to the survey stand at least two important facts: first, the recognition. that communities are active, not static forces, that they develop, that changes in. material and human relationships occur continuously, and that with them come new social and civic problems which must, in many cases, be diagnosed and prescribed for anew; and second, the reality of scientific advances along lines which make possible at least some measure of solution of the problems. Evidences of these changes are abundant; many of them are found in the rapid growth of cities in the last few decades. Villages in agricultural districts, places where everybody knew everybody else, where the pulpit had been long the chief or only influence molding public opinion, where the air was unclouded by the smoke from factory stacks, where the water supply was not affected by pollution, where sunlight and building

The exploratory program initiated in Egypt in 1937 by four major oil companies was well under way early in 1939. Extensive gravity-meter surveys were carried out in the Sinai Peninsula and the Eastern and Western Deserts. Seismic and magnetometer work vas conducted on a restricted scale. The data collected justified wildcat drilling on structures located geophysically and/or geologically.

THE story of Miami really is two stories. First, that of an excellent Porphyry Copper mine, ably managed as a business enterprise, and always among the leaders in technical progress. Concentrating its first ore in 1911, it had by 1925 paid dividends totaling $30,000,000 or $40 per share on stock that had cost the public $5 per share in March, 1908. The ore, containing 2.5 per cent copper at the start, had become progressively leaner but the recovery had tended to improve. Production costs had gone up during the World War and the early post-war period; and had come down again. In all these respects it had followed the norm. If the mine had been abandoned as exhausted and the company had been liquidated late in 1925 (a program that had been given earnest consideration in 1924), Miami would have gone down into history a first-rate mining venture; as an active and progressive participant in the great Porphyry achievement. But Miami was not liquidated in 1925; instead it started to write the record of its second and really amazing story. Near the old mine was a large body of low-grade ore containing, in place, less than 20 lb. of copper to the ton, and without, incident- ally, any considerable sweetening of gold and silver. Any method of underground mining that was cheap enough would certainly entail some dilution, so that ore as sent to the concentrator necessarily would average much less than 20 lb. As a matter of record, the average for 1929 was 16.6 lb., from which 11.726 lb. was recovered as concentrate. As already said, the exhaustion of the older orebody during 1925 was foreseen; but in 1924 the decision was reached to enlarge the concentrator and develop a new mine. Each spring most secondary schools select their best student science exhibits, prepared during the preceding academic year, and send them to regional "Science Fairs", which now number over 220. Winner-finalists of these regional contests are then sent to the annual National Science Fair, conducted by Science Service, a non- profit institution for the popularization of science, for final judging. (The Fair is now known as the "National Science Fair-International" because of participation by finalists from Japan, Thailand, Germany, France, Sweden and Canada.) For the first time since the Fair was started in 1950, AIME participated in the awards presentation. Held this year in Baltimore, Md., from May 5 to 9, five members of AIME's Washington, D.C., Section consented to represent the Institute as judges. They were: Marlin J. LESS advances in the technology of non-metallic minerals than for several years past mark 1931, and the cause is easily found. The universal depression and decreased markets for non-metallic as well as other mineral commodities has forced the producers to cut out all unnecessary expense and reduce operating costs to a minimum in order to keep going, even on a reduced output, and to prevent insolvency. The result. has been that but 'little research has been carried on, and such as has been completed has in but few cases been put into commercial practice on account of the expense involved in new equipment and plant changes. The trend in the industry has been more economic than technologic, and the greatest effort put on market studies and sales attempts to expand markets and scrutiny of present operating 'practice leading to reduction of cost of production. This tendency has been increased by highly competitive conditions and the buyer's market which has prevailed and to the fact that price has been a greater factor than quality in placing orders. Only in cases where improvements in technology would immediately and effectively reduce costs or where in special cases there was but little competition with almost a monopoly control has actual technical development taken place.

GEOTECHNICAL OBJECTIVES OF UCG PROGRAM Underground coal gasification (UCG) is one of several in situ extraction technologies for utilizing deep, otherwise unmineable coal. This technology involves the injection of air or oxygen into the target coal seam, ignition of the coal and recovery of product gases. Geotechnical characteristics of the coal and enclosing rock strata strongly influence the success of this Process. The flame front follows the coal cleats (Hill, 1979), and cleating and bedding control the manner in which coal collapses into the cavity, thereby affecting recovery efficiency (Ramirez and others, 1982). Moreover, coal seams typically behave as fracture dominated aquifers in which cleat orientations govern subsequent contaminant dispersal. For these reasons, the Anaconda Minerals Co. undertook a detailed study of fracturing within the Wyodak-Anderson Coal in the eastern Powder River Basin (PRB) near its Rocky Hill UCG test site (Fig. 1). STRESS HISTORY AND FRACTURING IN THE POWDER RIVER BASIN Vertical jointing, or cleating, in coals may arise from shrinkage shortly after deposition under low confining pressures, or later in time, soon after burial but after the coalification process is well advanced (Ting, 1977). There is much evidence to support the formation of cleating after coalification (e.g. Hawkes and Mellor, 1970; McCulloch and others, 1974), which suggests that the stress state existing at that time strongly influences cleat formation. McCulloch and others (1974) argue that the typically better developed face cleat forms parallel to the plane containing [ol] and [o2]. Where the relation between cleats and stess has been studied (McCulloch and others, 1974; Stone and Snoeberger, 1977; Ward, 1977; Kulander and Dean, 1978), the highly systematic face cleat strongly parallels the [o1] direction. Stone and Snoeberger (1977) report face and butt cleat measurements of N70E and N29W for the Felix Coals 220 m stratigraphically above the Wyodak at the Hoe Creek UCG site (Fig. 1). Structural trends also indicate the past state of stress in the PRB. Glaze and Keller (1963) suggest that the NE-SW regional compression during the late Permian formed major N-S fold lines and basement magnetic anomalies. Mapel (1959) describes folds having N60W and N30W rends in the northern PRB, as well as a large normal fault trending northeast. Glass (1976) also describes normal faults trending northeast. IT is apparent that repressuring of the oil measures is becoming increasingly important to the oil industry, and is a matter that warrants the best efforts of the petroleum engineer charged with applying this method of operation to a producing property. Considerable attention has. been directed to repressuring in various California oil fields, such as Dominguez and Seal Beach, which have served to sell the more progressive operator on this idea and also to keep him sold. The projects that have received most attention are in comparatively young fields where the fluid levels are high, the wells, perhaps, still flowing, where the wet gas production is of considerable volume, and where there is vital need of immediate conservation of gas, which otherwise would be blown to the air. The new State of California Gas Law, which prohibits the waste of gas, has served to interest the oil industry in -means of conserving the gas that is now being blown to the air because of lack of markets. This vitally affects the operator in the older, well-depleted oil fields of the state, because in many cases he has a limited market for gas, on account of the flush production from the more active oil fields. While the waste of gas is relatively small in these older fields, such as the Midway-Sunset area, it now attains considerable importance, since under the new State Gas Law it must be put to some beneficial use. Repressuring in the older fields of California has not received the attention of the petroleum engineers that is warranted by the present situation. This paper was prepared with the view of presenting the salient features connected with repressuring in the well-depleted oil measures of the older fields, and to show what results have already been obtained in these fields by injecting the unmarketable. gas into the sands, particularly in the Midway-Sunset field in the San Joaquin Valley of California. Other projects in the older fields of the state offer some supporting data in this connection, such as the Shields Canyon and the Brea Canyon fields.

MORE years ago than I care to admit I conferred the title of "combustion engineer? upon my-self since nobody else would confer it. I thought at the time, and for some, years thereafter, that my field was limited to the precincts where the fuel was being burned, but I found that I could stand in the door of the furnace room and hear distressed heat units calling for help all over the plant. Some of them were over-worked, others were compelled to do useless work, and still others, anxious to render a proper account of themselves, were not permitted to do any sort of work at all and were utterly wasted. The combustion engineer has something to do at that interesting occasion when the heat unit is being born in the furnace, but his responsibility does not end there. He must follow the little fellow throughout the entire period of its hectic existence in the plant and see that it gets a fair chance and a square deal everywhere. I fear that the general impression of the combustion engineer's duties is much as mine was in the beginning; that his job is limited to the implements and processes incident to the specific operation of converting fuel into active, heat energy and of applying it to the boiler, the still, or what-not, with the least possible waste. But is it not true that a heat unit saved in a remote corner of the plant means just as much to the fuel account as another saved at the furnace? And if nobody else is looking after the heat units out on the range why should the combustion engineer spend all of his time hanging around the corral? If combustion engineer is not a broad enough title to cover the man in charge of a general heat unit rescue campaign call him any-thing else you please. The job is all that counts. The name means nothing. A skunk by any other name would smell as bad. The greatest field I have ever found for general "heat rescue" work is the oil refinery. In refining we first put heat into the oil and then take it away from the vapor. The greatest heat losses occur during the cooling operation, but there are losses, many of them preventable, either wholly or partly, at every step of the several processes in oil refining.

International Minerals & Chemical Corp. (Canada) Ltd. is presently exploiting by underground mining a potash-rich zone in the middle Devonian Prairie Evaporite formation near Esterhazy, Saskatchewan. Of the three main potash-bearing horizons denoted by Goudie as zones 1, 2 and 3 only the 1ower. two are present at Esterhazy and mining is confined to the lower or zone 1 horizon. The area in which the evaporites were deposited, although flanked on the west by a zone of geosynclinal deposition and tectonic activity, has been subjected to only very gentle epeirogenic activity. The sylvinite ore is coarsely crystalline and occurs in well-defined beds. The halite, sylvite and insoluble content of the ore bears a direct relationship to the lithological units, but the carnallite cuts across the beds. Local concentrations of salt produce blank spots in the ore horizon. Some of these appear to be salt-filled, post-ore channels and cracks while others have been formed by brines emanating upward from below the ore. INTRODUCTION International Minerals & Chemical Corporation (Canada) Ltd. is operating an underground potash mine near the town of Esterhazy in eastern Saskatchewan. The deposit was discovered by IMC in 1955. Subsequent drilling outlined extensive high-grade reserves, and in 1957 shaft sinking and plant construction began. Production from Yarbo No. 1 Shaft commenced in September, 1962 and quickly reached the initial capacity of one million tons of muriate product per year. Production is currently being expanded to 1.6 million tpy. The single mining level is 3140 ft below the surface at No. 1 Shaft. GENERAL GEOLOGY The Esterhazy district lies within the Interior Plains region of Canada and on the northeast rim of the Williston Basin (Fig. 1). Average dip of the rock formations in this area is about 40 ft per mile to the southwest. The potash ore occurs in the Prairie Evaporite formation of the Middle-Devonian Elk Point Group. The Prairie Evaporites are overlain by 3000 ft of Paleozoic shales and limestones and by Jurassic and Cretaceous sandstones and shales (Fig. 2).

THE practice of fine-grinding is now being so successfully - carried on in some fields, notably in West Australia, and its advisability has been so frequently pointed out' that the matter in this paper is not put forward as being new ; its chief object being to call attention to the importance of fine-grinding in the treatment of comparatively low-grade ores. I have been engaged during the last five years in the cyanide-treatment of ores in the Ohinemuri district (North Island), New Zealand, and I consider that, in the near future, extremely fine-grinding (almost sliming) will become a very important feature of the milling-methods in this field, since it seems absolutely necessary to reduce the most of ores to a very fine state of division if a high extraction is to be obtained; and, in most cases, the extra percentage of saving will leave a good margin above the increased cost of treatment due both to the fine-grinding and to the interest on the capital spent for the grinding-machinery. The average ore of the Ohinemuri field is composed of a quartz-gangue with some calcite, carrying the gold-value in the form of an alloy of gold and silver in about equal proportions, and the silver-value in the form of mixed sulphides of silver, usually associated with a considerable amount of iron pyrites. In the upper levels, the ores are decomposed and carry large quantities of black manganese oxide and some iron oxide, but, as. depth is reached, the decomposed ore gives place to sulphides and, in some mines, rhodonite, manganese silicate, is present in fairly large quantities. Dropping from third position among the oil-producing states of the nation in 1942, Oklahoma ranked fourth in 1943 with a total output of 121,431,ooo bbl., a decline of 11.9 per cent from the previous year's total of 137,792,000 bbl. Production ranged from a maximum of 346,900 bbl. daily in February to a low of 322,800 bbl. daily in October, and at the close of the year was averaging 330,000 bbl. daily from 52,096 wells, or an average of 6.3 bbl. per well. The state's well, average at the close of 1942 amounted to 6.7 bbl. At the turn of the year, it appeared reasonable to assume that Oklahoma's producing rate would continue its downward trend during 1944 unless reversed by greater than normal discoveries. To Jan. I, 1944, Oklahoma has produced 5,188,466,-ooo bbl. of crude oil. Development and Exploration A total of 1287 wells was drilled in 1943, representing an increase of 77 wells, or 6.4 per cent over the preceding year's total of 1210. Of the wells completed, 587 (45.6 per cent) were oil wells with an average initial production of 319 bbl.; 127 (9.9 per cent) were gas wells with an average initial of 8,639,000 cu. ft.; and 573 (44.5 per cent) were dry. A total of 333 wildcats was drilled (25.9 per cent of all wells), an increase of 13 (4.1 per cent) over the 1942 total of 320. Of the*wildcats drilled, 46 (13.8 per cent) were oil wells with an average initial production of 235 bbl.; 27 (8.1 per cent) were gas wells with an average initial of 8,249,-ooo cu. ft.; and 260 (78.1 per cent) were recorded as failures. Reconditioning of wells throughout the state led to a total recompletion of 230 wells. Of these, 131 were oil wells with a combined initial production of 8360 bbl., 31 were gas wells with a total initial of 211,950,000 cu. ft., and 68 were abandoned. The 46 successful wildcats opened 33 new producing areas, one of which produced from three separate horizons, and led to the development of production in new horizons in 11 old pools. While none of the 1943 discoveries have as yet developed into what might be termed major pools, the West Moore pool, in Cleveland County, and the West Edmond pool, in Oklahoma County, are the two outstanding new areas opened to production. The West Moore pool, sec. 29, 10 N., 3 W., discovered in December 1943, was completed for an initial production of 248 bbl. of oil in 3 hr. through small tubing chokes in the second Wilcox sand from 8787 to 8800 ft. One well was drilling in this area at the close of the year. The West Edmond pool, an April discovery in sec. 32, 14 N 4 W., is producing from the Hunton lime at a depth of approximately 6950 ft., the world's deepest Hunton lime pool. To the end of the year, 15 oil wells had been completed, with no gas wells and no failures. Accumulated production to Jan. I, 1944, amounted to 474,300 bbl. of 41" gravity oil. There were 29 active operations in the field at the end of the year. The West Edmond and West Moore pool discoveries established the first commercial production west of the Granite Ridge,

THE principles and theory on which the U. S. mining law of 1872 was based are well understood, and have been discussed at great length by many writers. The papers by Dr. R. W. Raymond1 in the Transactions of the American Institute of Mining Engineers have covered the subject very fully, with explanations of practical results in many adjudicated cases. It is believed that the following instance of the application of the law in recent years will have some weight in a discussion of proposed changes in our mining laws. The litigation between the St. Louis Mining & Milling Co., and the Montana Mining Co., Ltd., a British corporation, over portions of the Drumlummon lode covered more than 20 years, and resulted in a judgment for damages in favor of the St. Louis Co. of such an amount that the Montana Co. declined to pay the judgment, and therefore lost the entire property. The Drumlummon lode claim in the Marysville district, Mont., was located in 1876 by Thomas Cruse. When he staked out his claim, he assumed that the discovery on the Drumlummon vein, and another showing of mineral about 200 ft. distant, were on the same vein, and the center line of the claim was given a course of N. 57'2'E. Development of the Drumlummon vein soon showed that its strike was about N. 15 E., and that the other outcrop was on the North Star lode; so it was inevitable that the Drumlummon vein would cross one or both side lines of the location, and the Montana Co. found it advisable to acquire adjoining claims on both sides of the Drumlummon, in order to avoid possible litigation over apex rights. They bought the Marble Heart, but would not purchase the Hopeful (see Figs. 1 and 2), at the terms proposed for the reason that exploration in the Cruse level had shown the vein to be barren in that region. The owners of the Hopeful were sinking an incline from that claim in 1889, and the Montana Co. enjoined them, contending

MOST important of the naturalcalcium silicates is the meta¬silicate, CaSi03, known as wollastonite, after W. H. Wollaston. A large deposit of this mineral was dis¬covered some seven years ago near Code Siding, Rademacher mining dis¬trict, Kern County, Calif., the deposit being some 7500 ft. long and of an average width of 300 ft. It consists of a series of small domes striking north¬erly and southerly and with a dip of 81 ° to the south. This deposit was opened up by a series of small quarries showing a potential tonnage of 12,000,¬000 tons, allowing of cheap mining and transportation, the Southern Pa¬cific R.R. spur track being one mile north of the workings. Numerous sam¬ples taken from different points on the deposit, tested by Mr. Brinker, of the California Testing Laboratories, Los Angeles, showed an average as fol¬lows: Per Cent Silica (SiO2) 47.12 Lime (CaO) 41.72 Magnesia (MgO) 2.72 Alkalies (R,0) Trace Iron (Fe.,O,) 1.60 whereas the theoretical composition of of wollastonite, as given by William Shirley Bayley, is as follows: Silica 51.75 Lime 45.25 The tonnage and purity of this de¬posit led to investigations into its com¬mercial development. Early work es¬tablished the fact that wollastonite was ideal for the manufacture of a tough, almost unbreakable, glass similar to Pyrex. It also established the fact that wollastonite was particularly adapted for use in the manufacture of mineral wool, towards which further research was then directed. Briefly, the prin¬cipal advantages were the substantially unvarying chemical composition of the naturally occurring mineral and its characteristic of being relatively flexi¬ble and highly resilient when fused into a glass. A mineral wool produced therefrom is thus not only of highly uniform composition and color but is most desirable because of the high mechanical strength and length of the individual fibers constituting the wool. The influence of deformation, relative movement and surface cleanliness on the strength of room -temperature "interparticle" bonds between copper surfaces has been studied. No bonding resulted when clean surfaces were merely pressed together, even under pressures of 50,000 psi. Bonding resulted, however, when clean surfaces were simultaneously pressed and moved relative to each other, some bonding occurring no matter how small the pressure or relative movement. Exposure of the clean surfaces to various chemicals inhibited bonding, none at all being produced by small relative movements. The size of the movements which first produce bonding between exposed surfaces depends on the nature of the chemical, being less than 0.002 in. for cleansing reagents and greater than 0.004 in. for lubricants, water and hydrogen sulfide. It is concluded from the experimental data that the prime requirement for bonding is the dispersal of surface films such as oxides and adsorbed contaminants. THE formation of interparticle bonds during the room-temperature compaction of powder metallurgy components greatly increases the ease of handling in subsequent production operations prior to sintering. The strength of unsintered compacts follows the same general trends as their density and hardness, but quantitative data are extremely Scarce. Quantitative correlation of the data on the overall strength of a compact with that of the individual interparticle bonds is virtually impossible due to the extremely complex geometry of powder compacts. Qualitatively, however, the strengths of unsintered compacts can be correlated with variations in parameters known to influence the extent of cold bonding, and hence interparticle bonding, such as surface cleanliness, relative movement, and deformation of the mating surfaces. Kuzmic and seelig4 found that contamination of powder particle surfaces with lubricants reduced the strength of unsintered iron and copper compacts. Interparticle shear has been shown to promote bonding by Train and Hersey7 while Gregory has shown that die rotation is beneficial. Eilender and schwalbe6 concluded that most bonding occurred during the early stages of pressing iron powder compacts when interparticle shear is one of the principal processes occurring. mile there can be little doubt that these and other factors, such as particle size and shape, affect the extent of interparticle bonding produced by compaction, evaluation of the influence of individual factors is not easy. THE lead-zinc mill of Phelps Dodge Corporation, Copper Queen Branch, Mines Division, Bisbee, Arizona, is about 3 miles from the main hoisting shafts of the Junction and Campbell mines at Lowell. All the ore treated in the mill is obtained from these two mines. The mill was designed for an all-flotation treatment of 450 tons of lead-zinc ore per day, and has been operated at that capacity since the start of milling operations on Nov. 17, 1945. An expansion program is underway whereby the mill capacity will be doubled, but this article describes only the original program and presents results of the 45o-ton operation. GENERAL DESCRIPTION The milling plant consists of an ore-receiving bin and three steel-constructed buildings housing, respectively, the primary crushing equipment, the secondary crushing equipment, and the ore-storage bins, grinding, flotation, and filtering equipment. The mill site is the one that was used for a previous copper-concentrating plant, which was operated over a period of years and then dismantled. There remained from this operation some milling equipment, a reservoir for mill-water supply, railroad tracks, tailings-disposal ponds, and a steel-constructed building, all of which were incorporated in the design of the present lead-zinc mill. The location plan of the plant layout is shown in Fig I. The flowsheet of the mill is based on the conventional scheme for lead-zinc treatment, however, several innovations were made necessary in order to utilize the existing building. Placing of equipment also was governed by the design of the building; thus making the mill unique in many respects. The following brief description of the mill building as adapted to the flowsheet points out the compactness of the installation and some of its unusual features. The first floor (Fig 2) houses the grinding equipment, with connecting conveyors for ore feeding, also an air compressor, two vacuum pumps, bins for lead and zinc concentrate storage with individual conveying systems for loading the two kinds of concentrates. Filtering of concentrates is done on the second floor, the concentrates discharging directly into the concentrate-storage bins. On this floor are the lead and zinc filters, two diaphragm pumps, sample-filtering equipment, sample-preparation room and a change room for the mill employees. The flotation machines are on the third floor, at elevations allowing a gravity flow of the lead and zinc concentrates to the thickeners. The annex to the building contains a freight elevator and provides space for all reagent mixing and feeding, also storage of reagents and grinding balls.
