The lack of comparable and accurate statistics of coal-mine accidents in the United States as a whole led the Bureau of Mines in 1911 to undertake the collection of such data. The importance of such statistics as a basis for remedial legislation can not be overestimated, moreover they serve to indicate the results of the efforts made by the Federal Government, State mining departments, and mine operators throughout the country to lessen the hazard of coal mining. The mining departments of the leading foreign coal-producing countries have long taken cognizance of the importance of such statistics. In Great Britain, official statistics of coal-mine accidents have been collected and published since 1851, in France since 1853, in Austria since 1875, in Germany since 1852, and in Belgium since 1831. The United States not only leads these countries in the production of coal but the output of its coal mines is greater than those of Great Britain, France, Belgium, Austria, India, Japan, and New South Wales combined. Accordingly, it is proper that there should be some official record of the accidents in this, the greatest mining industry not only in the United States but in the world. It is especially appropriate that this work should have been undertaken by the Bureau of Mines, as, through its investigations of mine accidents in the field, it is constantly in close touch with coalmining conditions throughout the country. Its engineers are not only able to obtain first-hand information as to a great many accidents, but, through their special training and experience, are able to appreciate the significance of the figures reported by the coal-mine operators, thus aiding an intelligent and uniform classification 01 the accidents for the country as a whole. Further, the State mining dnpartments and State mine inspectors of every State in the country having a system of coal-mine inspection are cooperating with the bureau by sending it monthly reports of accidents in the coal mines of their respective States. The receipt of such reports places the bureau in a most advantageous position to publish promptly statistics of these accidents. Although a few years ago accurate statistics of c~al-mine accidents in the United States as a whole were entirely lacking this bureau was able to pubjiish the 1912 statistics within three n:onths after the close of the year and long before corresponding statistics had been issued by the mining departments of the leading foreign coal-producing countries. The cooperative agreement with the State coal-mine inspectors has not only made possible the prompt publication of the statistics, but it has also enabled the bureau to classify the fatalities by months and according to cause, showing the months in which the greatest and the least number of men were killed and from what causessomething that has never before been accomplished for this country.

The Bureau of Mines investigated alloys of copper with 2, 3, and 4 vol pct alumina and with 2 vol pct yttria. Alloys were prepared by a coprecipitation process and were fabricated by pressing and sintering of powders, extrusion, and swaging. Tensile properties at room and elevated temperatures, stress-rupture strength, electrical conductivity, and density were measured. The superiority in elevated temperature strength of dispersion-strengthened copper to OFHC copper was confirmed. Increasing the oxide content from 2 to 4 vol pct produced only a small improvement in strength properties and decreased the electrical conductivity. The 3 vol pet alumina alloy had the best overall combination of properties.

The procedure suggested in this report is intended for the use of engineers, esters, accountants, etc., in estimating the cost of chemical-type operations. It is intended to over operating costs, not investment costs, as the latter have been covered numerous other publications. However, as capital investment costs are reflected to a high degree in operating costs, it is important to point out that accuracy of investment costs is highly essential. Therefore, all factors that might be included under plant -capital costs should be considered, such as requirements of shops, employees' housing, etc. The procedure is designed primarily for use in types of chemical oper¬ations, such as the production of synthetic liquid fuels, anhydrous ammonia, and others of like or similar nature. Yet, no attempt has been made to cover the entire chemical industry.

This circular presents the method of making tests and apparent results of comparing performance of tungsten carbide insert bits and steel detachable bits by the Cleveland-Cliffs Iron Co. at the company's mines on the Marquette iron range of Michigan. The mines are at Ishpeming and Negaunee, Mich., and include the Cliffs Chaft, Mather "A", Cambria-Jackson, and Mather "B". There are four general characteristic types of high-grade iron ore on the Marquette range. B. H. Boyum2/ classifies the Cliffs Shaft as "hard-ore" and the Cambria-Jackson and Mather "A" as "soft-ore" types of deposit. Shaft sinking through Jasper, slate, and graywacke was in progress at this writing at the Mather "B", with completion at 3,100-foot depth in August 1949. The many different kinds of rock and ore at the mines of the Cleveland- Cliffs Iron Co. and the experimental work being carried on with carbide in- sert bits make it possible to compare, generally, the carbide insert and steel detachable bit. The type of "hard ore" at the Cliffs Shaft mine re- quired close study of the possible use of the insert tit, and their records are more complete than those of the "soft-ore" mines. History and development of tungsten carbide tips inserted in rock drill bits have been covered by R. W. Adamson, C. H. Vivian, R. C. Sullivan,5/ and others. Tungsten carbide insert rock bits have only recently been introduced to the domestic mining industry. Although unusual performance records are being reported at operations employing the insert bits, the general adaptability of the tool to all rock types and the advantages to be gained by using carbide insert tits remains to be demonstrated. Insert-bit performance is being observed at numerous mines and quarries throughout the United States The several mining operations at the Cleveland-Cliffs Iron Co. at Ishpeming, Mich., is one site where exhaustive comparative tests of insert and conventional steel detachable bits are currently in progress. The Bureau of Mines estimated reclamation costs for 13 surface coal mines in nine States west of the Missisisppi River. With the exception of the Pacific Coast coal province, at least one mine in each of the western coal provinces was studied. Cost estimates were, made using standard estimating procedures from data obtained from company records, interviews with industry personnel, and onsite observations. Estimated costs are presented in four categories which represent the four phases of mined-land reclamation: (1) Design, engineering, and overhead; (2) bond and permit fees; (3) backfilling and grading; and (4) revegetation. Estimated costs as of the first quarter of 1976 are expressed as averages and ranges in terms of per acre, per ton of coal produced, and per million Btu. Total reclamation costs ranged from $860 to $7,200 per acre, from 6 to 84 cents per ton, and from 4 to 35.3 mills per million Btu. A mine in the Northern Great Plains coal province (Region D) showed the highest per acre cost whereas mines in part of the western region of the Interior coal province (Region A) experienced the greatest per ton and per million Btu cost. The high cost of reclamation in the Western United States is reflected in the backfill in and grading category, particularly in the cost of topsoil removal and subsequent replacement as required by individual State reclamation regulations.

The Federal Bureau of Mines has determined the distribution of forms of sulfur for several lignites and gasification chars and noted the changes induced by the gasification process . A method was adopted for quantitatively determining sulfide sulfur that was found to be present in the chars , although absent in the lignites . Changes in the behavior and distribution of sulfur forms were further investigated concerning the ashing of lignites and chars under standard conditions , as well as at various temperatures , and the determination of volatile matter applied to both chars and lignites . The authors concluded that the first and greatest change in the form of sulfur present in natural lignite , upon heat treatment , resulted from the reduction of pyritic and sulfate sulfur to sulfide . Organically - bound sulfur originally present is less reactive , but largely disappears on strong ignition . An appreciable part of the sulfur content of natural lignite is fixed in the char as sulfide and in the ash as water - soluble sulfate and will affect the summation of constituents , to a greater or lesser degree , in reporting the ultimate analysis of a lignite or char .

The alveolar macrophage (AM) responds to stimuli such as coal mine dust by releasing inflammatory mediators such as cytokines, growth factors. reactive oxygen species. and eicosanoids. Eicosanoids are synthesized by°AM through the action of cyclooxygenase and lipoxygenase enzymes and serve to modulate the proinflammatory function of this cell as part of the lungs' host defense mechanism. Reactive oxygen species can be generated by AM as a by-product in the biosynthetic pathway of the prostaglandins. AM produces primarily prostaglandin E2, thromboxane A2, and leukotriene B4 as part of the cellular response to an inflammatory stimulus. There is evidence to suggest that eicosanoid production by AM is functionally linked to both surface interaction with mine dust particles like silica and by the phagocytosis of the dust particle itself. In this report, we examined the effects of an antioxidant, vitamin E. on dust-induced synthesis of PGE2 and TXB2 in vitro and in vivo by AM obtained by bronchoalveolar lavage from rats. We also looked at the effects of the surface of silica particles on AM eicosanoid biosynthesis under conditions of calcination, a process that removes exposed hydroxyl groups from the surface of silica particles, thus reducing the likelihood of soluble hydroxyl radical formation. Treatment of AM with vitamin E in vivo and in vitro reduced the augmentation in eicosanoid production usually observed when AM are exposed to mine dusts. These results suggest that vitamin E may effectively reduce the inflammatory and fibrotic response produced by inhalation of mineral dust through an antioxidant mechanism. Silica that has been chemically altered by calcination was unable to activate AM eicosanoid production in vitro when compared to untreated, freshly fractured silica. These findings suggest that the mechanism by which dust particles can activate AM eicosanoid release may involve interaction of surface and/or soluble factors with the cell membrane. Taken together, these studies point to the involvement of AM eicosanoid production as part of the proinflammatory response of this cell to occupational inhalation of mineral dust. - Environ Health Perspect 102(Suppl 10):97-100 (1994)

"The generation of free radicals from reactions of nickel (Il)-thiol complexes with molecular oxygen and model lipid hydroperoxides was investigated by electron spin resonance (ESR) utilizing 5,5-dimethyl-1-pyrroline-N-oxide (DMPO) as a spin trap. Incubation of nickel (II) [Ni(II)) with cysteine in an aerobic environment generated hydroxyl (·OH) radical, which then reacted with cysteine to generate a carbon-centered alkyl ( · R) radical. Radical generation was inhibited under a nitrogen atmosphere. Model lipid hydroperoxides, cumene hydroperoxide, and I-butyl hydroperoxide enhanced the yield of these radicals and also generated an alkoxyl (·OR) radical. Radical yield decreased by approximately half under a nitrogen atmosphere. Although histidine did not cause radical formation in the reaction between Ni(II) and cumene hydroperoxide under aerobic conditions, the addition of histidine to a mixture containing Ni(ll), cysteine, and cumene hydroperoxide under the same experimental conditions increased the yield of · R radical but lowered the yield of ·OR and ·OH radical adducts. It thus appears that histidine caused the ·OH attack to be more site-specific. Similar results were obtained utilizing 1-butyl hydroperoxide. Penicillamine or N-acetylcysteine yielded similar results except that under aerobic conditions, reaction between Ni(ll) and N-acetylcysteine without hydroperoxide did not generate a significant concentration of free radicals. Under the same experimental conditions, cystine did not generate any detectable free radicals, suggesting an important role of the -SH group in Ni(II)-mediated free radical generation. The results indicate that free radical generation from the reaction of Ni(Il)-thiol complexes and molecular oxygen, and/or lipid hydroperoxides, may play an important role in the mechanism(s) of Ni(II) toxicity and carcinogenesis. INTRODUCTIONWhile nickel is a well-recognized carcinogen [l, 2]. the underlying biochemical mechanisms remain unclear (3, 4). Recent studies suggest that these mechanisms may involve oxidative DNA damage through free radicals, especially the hydroxyl (•OH) radical [5-13]. The mechanisms of nickel carcinogenicity and toxicity may also involve lipid peroxidation [14-21]. Unlike ferrous ion [Fe(II)], the Ni(II) cation itself does not directly react with 02, H2O2, or lipid hydroperoxides to generate free radicals [12, 21]. However, it has been reported that Ni(II) complexes with certain synthetic oligopeptides, e.g., tetraglycine or glycylglycylhistidine, make Ni(II) reactive with 02. This reaction results in transitory formation of Ni(III) and degradation of the organic ligand via free radical reactions [22]. Such Ni(II)-peptide complexes are also capable of reacting with H2O2 to produce oxygen free radicals [11, 12]. Although the cellular environ¬ment may not contain these particular peptide ligands that are known to render Ni(II) redox active in vitro, it does contain a variety of oligopeptides that are capable of forming Ni(II) complexes at physiological pH, and thus may facilitate Ni(II) redox activity in vivo. These oligopeptides include glutathione (y-L glutamylycysteinylglycine), carnosine (homocarnosine (y aminobutyryl-L-histidine), and anserine ( B-alany1-3-methyl-L-histidine)."

This circular is intended to present in brief form the statutory provisions of Pennsylvania regarding mining operations, in force at the end of the 1931 session of the legislature. lo reference is made to general laws which affect mining only incidentally in common with other subjects, such as the workmens compensation law. The statements have been condensed as far as practicable, and provisions not deemed of general interest, such as matters dealing only with administrative details, have been omitted. This circular obviously is not written with such particularity as to be of great value to the legal profession, but it is hoped that it will be beneficial to the mining industry in giving this information in a relatively compact form. At the end of each paragraph the statute from which it is derived is cited to facilitate reference to the text of the law. It is planned to publish additional circulars from time to time dealing with the mining laws of other States. Any criticisms of the form of publica- tion followed herein, or suggestions aimed at the improvement of future circulars, will be welcomed.

The proper disposition of phosphatic clays has been the subject of research and debated for years by phosphate producers, State and Federal research agencies, regulatory authorities, and environmentalists. To date, no "universal" solution exists for the ultimate disposl of phosphatic clays. This Bureau of Mines report examines the state of conventional clay disposal technology and reviews the technical progress of innovative alternatives. Twenty impoundment sites were investigated by the Bureau of Mines using geotechnical methods and laboratory analysis of cored samples. In addition, quasi-static cone penetrometer soundings were conducted to define clay and/or sand-clay interfaces en masse. Samples of the top, middle, and bottom hole segments were obtained at each station for laboratory studies of clay densities, pore fluids, plasticity, and mineralogical properties. The results of this study support the continued use of initial clay settling impoundments but emphasize the need for "in-line" systems to reduce the initial volumes of plant-generated phosphatic clays. The effective use of sand tailings is also encouraged to promote further consolidation of clays via self-weight stressing, sand-clay admixtures, and/or surcharging sand caps.

The Strawberry tungsten mine is in the Jackass Mining District, in an isolated portion of eastern Madera County, near the southeast corner of the Yosemite National Park. The deposit was discovered in 1941, and production started in 1943 when the mill was completed. With the exception of 1946 and 1947, production has been continuous. The area in the vicinity of the mine is granite containing islands of sedimentary beds highly altered by metamorphism that resulted from the intrusion of acid igneous rock. Schoelite occurs in almost vertical lenses of tactite between the limestone and the granite.

VOLUME III The objective of Volume III of this report is to provide a concise review of six major types of legal constraints, controls, and regulations on surface coal mining in the United States, as of January, 1976. At the same time, an attempt is made to format the details of federal and state exploration, mining, and reclamation regulations such that point-by-point comparisons can be made and updated as revisions occur. Thus, Volume III should provide both an executive overview and a user's manual of legal controls of surface coal mining.

As a part of a larger study of the distribution of metals within ore deposits, the geometry of distribution of gold, silver, lead, copper, and zinc in five veins of the Fresnillo mine, Zacatecas, Mexico, was established. The purpose was to obtain basic data necessary for evaluation of geological theories about processes of vein formation and useful for practical mining applications in ore estimation and prediction of ore beyond present workings. The Bureau of Mines investigation comprised statistical analysis of 64,000 assay values from some 16,000 mine samples. The samples were taken at 2-meter intervals in drifts exposing the veins through a vertical range of some 750 meters. Within individual veins, the metals are distributed in dome¬like patterns with highest metal contents tending Lo occur in oreshoots at the centers of the developed parts of the veins. However, in the block of ground containing all five veins, base metals define mathematical domes with highest contents near the center; precious metals define mathematical basins or troughs with low contents near the center. The ratio of silver assay values to lead assay values corresponds to two geographically distinct types of mineralization: one in which silver is closely related to lead, and another in which silver is independent of lead. Other metal ratios also vary regularly from one place to another. The statistical methods employed in this study would be useful for other geologists or engineers who need to analyze large amounts of assay or similar numerical data.

The Bureau of Mines investigated the conversion of nonmagnetic iron minerals to magnetic form through reduction Toasting operations. The primary objective was to obtain a concentrate that could be used as a direct shipping material for blast furnace consumption. Crude iron materials from the Steep Rock Lakes, Ontario, area were prepared into a blend of 8 parts siliceous ore, 3 parts pyritic ore, and 1 part tailings. Experimental work included laboratory reduction roasting tests, two continuous 10-day campaigns, and one 12-hour test all in a 34-inch by 36¬-foot rotary kiln. The objective of the project was achieved in producing an iron concentrate containing about 66 percent iron with over 90 percent iron recovery. Desirable operating conditions were developed in the kiln but optimum process variables were not completely established.

During the investigation of the occurrence of manganese deposits in western United States, the Bureau of Mines collected 2-ton samples from three oxide manganese ores in the Columbia and Elberta Mining Districts, Tooelo and Juab Counties, Utah. To determine the amenability of these ores to standard ore-dressing methods: of concentration, extensive laboratory tests were made. The Wildcat property, one of those sampled, is 7 miles east of Fairfield, Tooele County, Utah. The ore is described as a replacement deposit and occurs along fracture and bedding planes of shale and limestone. Experimental work was done on a sample taken from a stockpile at the mouth of the shaft. The Wildcat manganese ore is intermediate in grade (25.7 percent manganese) and contains clay as the principal gangue constituent. A high-grade product was obtained with high recovery of Manganese by simple washing.

To determine the nahcolite and dawsonite content in oil shales, the Bureau of Mines compared X-ray diffraction, infrared spectroscopy, thermal methods, and a previously published method by Smith and Young based on the selective solubility of sodium compounds. The Smith and Young method and a new method based on the weight of carbon dioxide produced by thermal decomposition are recommended for determining nahcolite. X-ray diffraction and the Smith and Young method are recommended for determining dawsonite. X-ray diffraction, infrared spectroscopy, and differential thermal analysis were useful for identifying other minerals in the samples.

"INTRODUCTION Barite is one of the major industrial minerals whose production has increased considerably in the last 10 years. In 1935 domestic production of barite was 218,075 tons and. had increased by 1944 to 515,136 tons. 3/ Most of the primary uses for barite and barite products were developed before 1935, so the increase in barite production reflects the growth of industry in general rather than any recent developments in barite technology.The principal uses for ground and crushed barrite are as a weighting agent in heavy drilling fluids, as a filler in rubber and other materials, as a pigment and extender in paints, and as a flux in glass melt. In addition, a considerable' quantity of barite serves as the raw material for the manufacture of lithopone and barium chemicals.Specifications for barrite vary widely and depend primarily on the use to which the material is put. The primary requisites for barite used in heavy drilling muds -are that it have a minimum specific gravity of 4.2 and be very,low in soluble salts. A minimun barium sulfate content of 92 percent may be specified; but this is less important than the gravity. 4/ In addition before consumption the material must be ground to '92 percent minus 325-mesh. 5/ Lithopone and chemical manufacturers require a minimum of 94 Percent barium sulfate, a maximum of 1.0 percent iron oxide, and not more than a trace of fluorine. 6/ Barite used as fillers in light-colored products should be of fairly high grade, but the filler used in dark products may be considerably lower grade.Glass barite should contain a minimum of 96 percent barium sulfate, not more than 3 percent moisture, a maxium of 0.2 to 0.4 percent iron oxide, and not more than a trace of titanium oxide. Particle size is a matter of some importance in glass barite, also. 7/"

Mining companies are usually held responsible for accidents occurring to the public around their operations . Safeguards are provided by progressive mining companies to prevent the public from getting into danger from wandering unattended about the properties . At abandoned operations , where little or no supervision can be maintained , persons are often injured through the negligence of the operator in leaving the property in unsafe condition . After a mine is abandoned or a lease is given up by a mining company , the responsibility for the safety of the property rests sometimes with the State to which the property ownership reverts or with the owner of the land ; either is usually quite unwilling to spend any money to remedy unsafe conditions due to the carelessness of the mining company . The land owner or the State , or both , should see that the work of leaving safe conditions behind is done by the operator before he abandons the mine or gives up the lease . Some of the worst hazards to the public at abandoned mines are from old test pits , abandoned shafts or tunnels , open pits , caved ground , and bodies of water in abandoned open pits . Hazards exist from some of these sources during the active operation of a mining property as well . In the early stages of mining operations test shafts are often sunk from 50 to 100 feet deep through the more or less loose material overlying bed rock . When these shafts are left unprotected , they are a serious danger for many years to come . In the course of time they become largely concealed by brush and grass , and thus are a deadfall to anyone who might happen to step into them . This condition will hold true for any part of the country, but to a much less degree where it is not necessary to sink through a great amount of cover . Many progressive operating companies have adopted the practice of filling in test pits after securing the information desired . Some nonresident landowners and exploration companies , however , have left such pits open , and it is extremely difficult for the mine inspector to get into communication with the owner . "INTRODUCTION Cobalt is an essential metal in the normal industrial ac¬tivity of the United States. Being an important constituent of high-speed steels and other cutting-tool materials, it becomes of critically essential importance during periods of national emergency. 3/ The Presidential order of December 20, 1940, included cobalt among other essential commodities that could be exported only under license. The Executive order 4/ listed cobalt metal, cobalt oxide, and alloys containing more than 5 per¬cent cobalt as being within the licensing requirements.There was no domestic marketed production of, cobalt products from 1931 until 1940 when the Pyrites Co. 5/ produced some cobalt oxide. The major portion of the domestic cobalt requirements has been obtained from Northern Rhodesia, the Belgian Congo, and French Morocco. 6/ The uncertainty of sea transportation from those sources of supply demanded that steps be taken to obtain from domestic raw materials an adequate supply of cobalt for use in the materials required for production of indispensable machined war metal products. In connection with the national policy for attaining self-sufficiency of strategic and critical materials, the Bureau of Mines, Boulder City, Nev., Experiment Station initiated studies to recover cobalt from the low-grade oxidized cobalt deposits in the Goodsprings district, Nevada. Hewett 7/ reported occurrence of cobalt specifically in the Blue Jay, Columbia, Copper Chief, and Highline mines and generally over a widespread area in the district."

The U.S. Bureau of Mines has established a wire rope research laboratory to examine the factors that affect the life of wire rope. Two 2 in-diameter 6x25 fiber core (FC) ropes were degraded on a bending fatigue machine. These were the second and third ropes in a series of tests on this construction and size rope. Tensile and nondestructive tests were performed on samples of the rope Lo determine the relationship between rope deterioration and rope breaking strength. The tests indicated that once a wire rope nears the end of its service life, both deterioration and the consequent loss of rope strength begin to increase at an accelerated rate.
