Many mine samples of coal are analyzed each year in the laboratories of the Bureau of Mines. The analyses are made in connection with investigations relating to fuels belonging to or for the use of the United States Government, the causes of accidents in coal mines, the geologic relations of coal beds, and the character and the value of the coal and lignite in the public lands. The systematic collection and analysis of such samples in connection with fuel investigations was begun in 1904 at the Government fuel-testing plant at the Louisiana Purchase Exposition, and was under the direction of the United States Geological Survey for six years. Descriptions of the coal samples collected between the beginning of this work, July 1,1904, and the transfer of the fuel-testing and mine-accident investigations to the Bureau of Mines, July 1, 1910, were compiled and published in Bureau of Mines Bulletin 22.a Descriptions and analyses of samples collected during the fiscal years 1911 to 1913 were published in Bureau of Mines Bulletin 85.b The present bulletin presents analyses and descriptions of samples collected during the fiscal years 1913 to 1916. In order that the material in this bulletin may be used to supplement that presented in Bulletins 22 and 85, the same plan of geographical classification has been followed, the analyses and descriptions of the samples being grouped in alphabetical order according to the State, county, and town near which the mines or prospects sampled are situated.

A 3-month study in 1971 of the Essen Roof Support and Rock Mechanics Research Center's program of roof and support evaluation included 25 mine trips. German miners must adopt mining methods and environmental control measures involving methane drainage and water infusion to improve productivity under severe natural conditions. Pressing problems in ground control must be solved such as cavities in front and above the supports at longwall faces and excessive convergence in gate roads. The Center developed automatic data processing methods to quantify the results of roof and support surveys and to establish criteria. Another approach to ground control is the study of mine models. The Center's laboratory has the facilities to test elements of powered roof support and whole assembled units. Face automation and roof control by powered shields are novel developments that are under close scrutiny in the field as well as in the laboratory. Though the Essen Center's roof and support evaluation techniques are tailored to the needs of the coal mining industry of the Federal Republic of Germany under conditions vastly different from those in the United States, some application may be found here, for instance, monitoring faces and roadways and preventive maintenance of hydraulic systems.

Wyoming is estimated to have more than 700 million tons and Utah more than 2.5 billion tons of +10 percent P2O6 phosphate rock considered to have some future economic potential. In Wyoming, the +24 and +18 percent P205 rock potential resources total nearly 250 and 450 million tons, respectively. In Utah, the +31, +24, and +18 percent rock total approximately 33 million, 222 million, and 2.2 billion tons, respectively. These resources are all located above the local drainage levels and do not include latent resources. All of the mining and beneficiation of phosphate rock in the two States is done by San Francisco Chemical Co. The facilities include open pit mines at Vernal, Utah, and Leefe, Wyo.; an underground mine in the Crawford Mountains, Utah, and beneficiation plants at Leefe and Vernal. One of the principal markets for the phosphate rock is Western Phosphates, Inc., fertilizer plant at Garfield, Utah. Recent exploration and development has been under-taken by different companies in the Southeastern Wind River Range, Sublette Range, and Crawford Mountains. The facilities at Leefe and Vernal are in the process of expansion. Some of the areas of western Wyoming contain vast quantities of phosphate rock in minable units, but, because of their remote location, are classed as latent areas. In these areas, there are estimated to be about 700 million, 2 billion, and 3 billion tons of phosphate rock in the +24, +18, and +10 percent P205 grade classes, respectively. The Snake River Range of Idaho and Wyoming is also estimated to contain roughly 21, 106, 177, and 214 million tons of potential resources in the +31, +24, +18, and +10 grade categories, respectively. This area also contains a large amount of latent rock in the more remote areas.

This report presents a structural-mesh-generating computer program for the two-dimensional finite-clement method of mine structural analysis of single and multiple openings in nonhomogeneous rock mass. This program greatly reduces the amount of input data required and the chances of error which otherwise are large owing to the large amounts of data and the complex mesh involved. The average number of men working, on active days in 1963 was 48,429, or 635 fewer than in 1961. However, mines and mills, wore active an average: of 5 days more for a total of 277 in 1965, and each worker averaged 2,245 hours compared to 2', 190 hours in 1961. As a result, aggregate worktime of 108.7 million man-hours increased 1 percent over the 1964 total of 107.4 million hours.]

"INTRODUCTION The Powhatan mine of the Franklin Coal Mining Co. is located in the western part of Jefferson County, Ala., on the Louisville and Nashville Railroad, 40 miles west of Birmingham. The Mary Lee bed at this point yields coal with fair coking qualities, but with an ash content as mined so high as to prohibit its use in the production of metallurgical coke. At present the entire output of the mine is washed in single-compartment jigs and marketed as locomotive and domestic fuel.Figure 1 gives a typical seam section of the Mary Lee bed at the Powhatan mine. This section shows that the bed is divided by rock partings into three benches. In many parts of the mine, particularly in the older workings the roof rock is so weak that it can not be held without excessive timbering. This condition has restricted the operation in many parts of the mins to the middle and bottom benches of coal. The 6 inches of draw rock between the top and middle benches is very strong and makes an excellent roof requiring only a normal amount of timbering to support it. In the newer workings of the mine the character of the rock above the top bench is strong and it is believed that in the future it will be possible to work all three benches. This study was undertaken for the purpose of determining the washing characteristics of the Mary Lee bed at Powhatan and the effect on these characteris-tics of including or omitting the coal from the top bench. It was also the purpose of the study to show whether it would be possible to produce a washed product sufficiently low in ash to be used for the manufacture of metallurgical coke. This paper is one of a series of reports on the washability of Alabama coals which is being prepared by the U. S. Bureau of Mines and tin University of Alabama. With the cooperation of the coal producers of Alabama. It contains the results of screen sizing and float-and-sink tests of representative samples of run-of-mine coal, and the results of table tests on the minus 3/16-inch sizes of the raw coal."

MIGRATOM is a third-generation PC-based computer program developed by the U.S. Bureau of Mines for geophysical tomography. Like its predecessors, BOMTOM and BOMCRATR, MIGRA TOM was developed to enable users to address a variety of mining-related problems by mathematically reconstructing the distribution of physical properties in a rock mass, using measurements of travel time or amplitude of wave energy propagated through the rock mass. Examples of applications include lithologic characterization, fracture detection, fluid monitoring, stress evaluation, and blast assessment. The resolution and accuracy of tomographic reconstructions generally depend very strongly on the geometry of source and receiver locations. In many practical applications, such as cross-borehole tomography, limited coverage results in nonunique reconstructions. MIGRATOM follows the precedent of BOMTOM and BOMCRATR in allowing the user to constrain the inversion, in order to reduce the nonuniqueness problem. A new approach to application of constraints implemented in MIGRATOM is based on fuzzy logic techniques. Refraction of wave energy is modeled in MIGRATOM using an approach based on Huygens' Principle. Propagation of a continuous wavefront is modeled as a constructive interference phenomenon, which obviates the shadow-zone problem that affects conventional ray-tracing calculations. MIGRATOM has been tested with both synthetic and field data sets.

Three coals from the Wilkes on - Carbonado district of Pierce County , Washington , were subjected to washability analyses to estimate the amount and quality of washed coal obtainable . Because the coals were unusually difficult to clean , the washability examinations were supplemented by table tests , tests in dense - medium cleaning units , and flotation tests . None of the coals could be reduced to the desired 10 percent ash by tabling and the response to flotation by two of them was poor . Dense -medium treatment provided coal of the desired quality , but with the most difficult coal the recovery efficiency was lower than usual .

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. OBJECTIVES The objectives of this project were: ? to determine the principal factors contributing to high accident frequency and severity in both conventional and continuous mining operations; ? to compare and evaluate the safety aspects of the "open end" and "split and fender" systems of pillar mining; to establish basic data required to decide what constitutes an adequate pillaring plan that will optimize efficiency, recovery, and safety; ? to determine what measurements or information should be collected, (e.g. roof sag, pillar stress,) to make on-the-spot judgment of impending roof or pillar collapse; ? to make recommendations to improve existing methods or to insure proper techniques are implemented, and ? to suggest areas where additional studies or new research may be of value.

This study gives an analysis of the copper system byproducts and discusses the identification and classification of byproduct metals and their supply systems. Arsenic, platinum-group metals, silver, gold, selenium, tellurium, molybdenum, rhenium, uranium, aluminum, magnesium, and byproduct copper, lead, and zinc from complex ores are covered. The report describes several metallurgical systems, the marginal and incremental products costs of byproduct subsystems, industry structure and organization, and the historical data on price, consumption, and supply. Supply curves are presented for about one-half of the byproduct metals studied. The study develops a conceptual framework for analysis by reviewing the present concepts of byproduct supply and the related price theory. It gives the sources of supply of the individual byproduct metals to indicate the importance of the byproduct supply to the total supply. Mills, smelters, and refineries processing byproduct materials for their metal content are identified by geographic location and company ownership, The study also includes information on the reserves-resource base supporting byproduct output, reserve estimates, and the demand aspects of each byproduct metal.

A prototype adaptive volume control for the loudspeaker output of mine trolley carrier phones was designed, built, and tested in the laboratory and in a mine. This volume control senses, and adapts to, the ambient acoustic noise environment in such a way as to produce a loud sound output under noisy conditions, and a quieter output under quiet conditions, thereby producing an understandable and unstartling volume level under all noise conditions. The design approach, prototype hardware, and test results are described, and the device is shown to be feasible for in-mine operations. The circuit design principles are easily applicable to currently available mina trolley carrier phones. Recommendations for practical improvements are included. An in-mine experiment to assess the practical feasibility and utility of the dedicated wire technique for overcoming poor trolley carrier phone system performance was designed, performed, and evaluated. The technique involves the use of a single, low-loss, properly terminated auxiliary wire, placed in the rail haulageway, which allows signals to naturally couple to and from the trolley wire/rail transmission line, and thereby significantly decrease the overall signal attenuation rate on the trolley wire/rail line. The in-mine dedicated wire experiment, results, and conclusions are described, and the technique is shown to be a valid and practical one for significantly Improving carrier phone system performance in mines. Guidelines for the installation and use of the dedicated wire are provided. Recommendations are made for obtaining further practical information on its performance and utility. A second in-mine experiment to assess the feasibility and utility of the low-impedance (low-Z) line technique for overcoming poor carrier phone signal transmission in mines was designed, performed and evaluated. The low-Z line technique involves the periodic connection of shunt capacitors between the trolley wire and the rail to artificially lower the line characteristic impedance. This causes the low impedance shunt loads encountered across the trolley wire/rail line to be less mismatched to the line, thereby reducing the overall attenuation of carrier phone signals. The results of in-mine experiments performed along unenergized and fully operational sections of trolley wire/rail line are described. The experiments were designed to measure line parameter such as inductance and capacitance per unit length, characteristic impedance, and propagation phase velocity, in addition to signal strength versus distance behavior under normal and low-Z line conditions. The low-Z line technique is shown to be valid, but not as practical as the dedicated wire technique which is recommended as the most favorable for most coal mine applications.

Early in 1936 the Interstate Oil Compact Commission and other groups interested in forecasts of demand for petroleum requested the Bureau of Mines to make a physical inventory of crude-oil stocks in the United States. Accordingly, the 74th Congress -appropriated funds for conducting such a survey during the fiscal year ended June 30, 1937. In the discussions end hearings2/ relative to the need for the survey, the opinion was expressed that crude oil held is storage for long periods had lost so much of its gasoline content that the economic significance of total stocks should be discounted materially. The Bureau of Mines is conducting investigations to determine how fuels belonging to or for the use of the United States Govern- ment can be utilized with greater efficiency. As a result of these investigations a number of reports have been published, each report treating of one phase of fuel utilization. A list of these publications is given at the end of this bulletin. The efficient utilization of coal depends on the correct design of furnaces and on their proper operation. To attain both of these conditions a knowledge of the fundamental principles of combus- tion is necessary. Therefore, the study of the combustion of coal in industrial furnaces has been made a part of the bureau's fuel in- vestigations. The desirability of investigating the fundamental principles of combustion was suggested by the study of a large number of steam- ing tests made by the fuel-testing division on coals from all of the more important fields in the United States. The results of these tests have been published in Bulletin 325 of the United States Geological Survey and in Bulletin 23 of the Bureau of Mines. As a result of that study a plan to investigate the combustion of coal in a special apparatus in which all conditions could be controlled was presented to the National Advisory Board for Fuels and Struc- tural Materials at its meeting of April 10 and 11, 1906. The plan received the approval of the board, and since the establishment of the experiment station of the Bureau of Mines at Pittsburgh the investigation of the combustion of coal has been carried on intermit- tently. The history of these investigations is given in Technical Paper 63.

New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

This three-part report provides the results of an industrial engineering study that assessed the safety and efficiency of underground ore handling in U.S. metal mines. One of the primary findings of the study was the improvement needed in controlling muck size in the are handling stream. Oversize ore is causing much additional labor, creating work stoppages, and is a principal cause of accidents in metal mines. The specific objectives of the Present Systems Study were to determine and evaluate the productivity of existing ore handling systems in a representative group of underground metal mines, to relate the available historical accident record statistics of these selected mines to the specific operations in the overall ore handling operations, and to highlight the potential areas of improvement for each mine on the basis of productivity and associated hazardous index for each operation.

The record of fatalities from mine explosions in the United States during the fiscal years 1934 to 1937 wars the best in the history of the mining industry; that for the fiscal year 1939, however, is not so favorable, since nearly as many men (170) were killed by explosions in 1938 as were killed during all of the previous 4 years (182). In spite of the large increase in fatalities from explosions during 1938, the average for the past 5 year period (70.4) is less than one-half the average (13) of the preceding 5 year period. The reasons for the large increase in the number of explosion fatalities during the 7 past year as compared with the previous 4 year are not entirely clear; it is: evident, however, that in some instances there has been laxity in the enforcement of State minim laws, and also that come of our coal-mining people, including workers and operating officials, have failed to carry out tine known precautionary measures to prevent explosions.

This report summarizes a systematic 20-year study of the organic sulfur compounds in Wasson, Texas, crude oil and, to a lesser extent, of three other crude oils, that has culminated in some 200 individual sulfur-compound identifications. The development and application of special separation and identification techniques generally suitable for the characterization of sulfur compounds in any crude oil are discussed. This report reviews early sulfur literature covering petroleum sulfur compound identifications completed before this study was begun, and cites 58 papers resulting from this work. The sulfur compounds in petroleum, both as to type and quantity, have long been of concern to the petroleum industry, and such compositional data are not only of theoretical interest, but also of practical value.

"INTRODUCTION The major objective of our research is to help reduce the incidence and severity of coal worker's pneumoconiosis (CWP). To that end, this project is designed to improve our understanding of the processes that lead to pulmonary dysfunction following mine dust exposure, and how those processes might be interrupted or attenuated. The response of the lung ' to inhaled particles is complex, and the course of development of disabling CWP is slow and unpredictable. From among the numerous cellular and molecular interactions involved in the pulmonary response to inhaled particles, this project is focussed on the role that the pulmonary alveolar macrophage (PAM) may play in regulating the activity of fibroblasts.The PAM is the lung cell that has the most immediate and the most obvious interaction with inhaled particles. Within a short period after particles are arrested in the alveolus of the lung, they are phagocytized (engulfed) by these specialized cells. The PAM then has a diverse potential repertoire of subsequent activities. Which reaction actually ensues is determined, in large part, by the nature of the phagocytized _particles. Activated PAMs produce a variety of products that may affect adjacent lung tissue, including superoxide free radical, elastase, collagenase, prostaglandins, platelet activating factor, etc. Those may well be important in the pathogenesis of CWP, but they are beyond the scope of this project. Background information that is cogent to this project has come primarily from investigations using animal models of silicosis and asbestosis. PAMs that have ingested silica particles synthesize and release molecules that control the behavior of surrounding cells. One such mediator is interleukin-1 (IL-1), a molecule that plays a central role in many aspects of the response to injury. It can stimulate fibroblasts (the cells that help to hold tissues together) to release the enzyme collagenase, resulting in breakdown of the structural collagen fibers that support the lung tissue. IL-1 also stimulates fibroblasts to undergo mitosis and to proliferate, which is an initial stage of fibrosis. Certain stimulants cause PAMs to release fibroblast growth factors (FGFs) that are distinct- from IL-1. Under other circumstances activated PAMs synthesize and release molecules that stimulate fibroblasts to accelerate synthesis of collagen fibers, thus contributing to fibrosis. Although these observations provide a valuable precedent for analysis of the mechanisms involved in CWP, their relevance to CWP cannot be assumed since most of those studies involved macrophages or fibroblasts obtained from tissues other than the lung, and because almost none of them have used CMD as the stimulating particles. Therefore, the goal of this project is to learn how exposure to CMD affects the behavior of PAMs, and in turn how products of dust-exposed PAMs affect fibroblasts and the process of fibrosis in the lung."

Coal mining in the United States, had a somewhat higher death rate per million man-hours of exposure among the employees in 1937 than in 1933 to 1936. However, the rate in 1937 was lower and therefore more favorable than that in any year since 1921 but previous to 1933. The nonfatal injury record, which began in 1930, was lower and therefore better in 1937 than in any other year since 1930. Separate figures covering bituminous-coal mines in all States showed a lower fatality rate in 1937 than in any year since 1920 but before 1933, and a lower nonfatal injury rate than that of any year since 1930 except 1933 and 1936. Reports for anthracite mines in Pennsylvania revealed a better safety record for fatal accidents in 1937 than in any year since 1930 except 1933, 1934, and 1936 and a better record for nonfatal injuries than in any year since 1930 except 1933.
