"The tax reform process marches on. The December 16, 1987 measures tabled by Finance Minister Michael Wilson represent one more step toward the objective of total reform of Canada's income and sales taxes. While the income tax changes are taking shape, much work still needs to be done on the sales tax side of the coin.IntroductionOn December 16, 1987 Finance Minister Michael Wilson tabled measures to implement the changes to Canada's income tax system that were proposed in the June 18, 1987 White Paper on Tax Reform. The measures were set out in a Notice of Ways and Means Motion; draft legislation relating to preferred shares, research and development expenditures; and draft regulations regarding capital cost allowance, certified films, flow-through shares, and the resource sector. The reaction of the government to the recommendations made by the Finance and Economic Affairs Committee Report on Tax Reform (the Blenkarn Committee), the Report of the Standing Senate Committee on Banking, Trade and Commerce and through consultations with interested groups and organizations, business, labour and individual Canadians is set out in a booklet of supplementary information.The basic features of the reformed income tax system set out in the White Paper remain. However, a number of significant changes have been incorporated in the Notice of Ways and Means Motion and other material. The following comments address those area s where changes have been made to the original White Paper proposals."

(Spokane Meeting, September, 1909.) DURING. the summer of 1905 I was employed by the U. S. Geological Survey to investigate the geology, Mining, and preparation of barite in most. of the fields of the United States. The Eastern districts have been more or less completely described ; the Virginia field in detail by Thomas L. Watson, in his paper, Geology of the Virginia Barite-Deposits,' and other fields in abstract., including statistics of production and references to current literature, by various authors .2 There have also been published a few details of the occurrence of barite in the lead-mines of Washington county, Mo.3 The other accounts of this district are erroneous and meager, and since this field is the most important one in the United States at the present time, a detailed description of the local geology seems doubly desirable. Barite-deposits are scattered over nearly the whole of Washington and adjoining counties, but. the product, is all mined from the areas indicated upon the sketch-map, Fig. 1, and is shipped from the stations of the St. Louis, Iron Mountain &. Southern railway, between Blackwell and Potosi, from 45 to 60 miles SW. of St.. Louis. The topography is for the most part gently rolling, with slightly graded streams, usually less than 200 ft. below the higher hill-tops. Mr. Chairman, distinguished guests, ladies and gentlemen. Thank you for asking me to your conference, with its most fundamental and appropriate topic of 'Investment in Mining'. I must confess at the outset that I am one of those Australians who has rarely visited your fair land of New Zealand. This is in fact only my third visit, with all three related to Institute Conferences, and all much too brief. In so many ways your country provides a counterpoise to ours, despite the obvious disparities in size and population. And I am not only referring to the Bledisloe Cup! We would certainly each be much more lonely without the other, in this strange long-lost corner of the globe û if globes can have corners. Such an important factor in common in our shared heritages has been the mineral industry we have won from our alluvials and our rocks û especially for gold. So much of the major mineral developments which have supplied the world's appetite for metals and fuels in the past two hundred years has come from the countries settled in that period by people from Europe, especially those from the British Isles. So much of the technology for mineral and metal extraction has come from the skills of those people in New Zealand and Australia. And so much of the further development of metal processing and manufacturing of productive equipment has come from those people and from their cousins throughout the world. It is, I believe, a fair question to ask why we have failed to build on those early and considerable successes, and why we have in so many ways apparently been so content to allow others to add value to our raw materials, and to take our technological developments on to levels far beyond those that our domestic markets could sustain.

Fires in underground coal mines are persistent problems anywhere in the world that coal is mined. Coal fires pose safety and health hazards in the form of mine subsidence, loss of energy reserves, destruction of property and surface improvements, and air pollution. In 1995, the US Bureau of Mines (US-BM), in cooperation with the Colorado Division of Minerals and Geology (CDMG),entered into a contract with Goodson & Associates Inc. (GAI) to design and field test the effectiveness of a new foamed grout technology called ThermoCell. GAI is a Lakewood, CO geotechnical and mining reclamation engineering firm. The company developed ThermoCell to control and extinguish underground coal fires. The viability of the special grout and the technology of application were established during a full-scale field demonstration at the abandoned IHI Coal Mine fire, near Rifle, CO. Following acquisition of additional funding by CDMG in 1999, Goodson returned to the site in April to continue the grouting to fully extinguish the IHI fire.

The term "operational research" was probably first used to describe work started under E. C. Williams, now Director, SHAPE Air Defense Technical Center, late in 1937 or 1938, at the Bawdsey Research Station of the British Air Ministry, a laboratory center concerned with the development of radar equipment. After the practicability of the early techniques had been demonstrated, a large (for those days) program of development and installation was authorized. It was very soon realized, both by the Royal Air Force and by the scientists that almost as important as the gear itself was the way in which it should be used. Accordingly, it was decided that some scientists should cooperate to study the way in which the equipment should be deployed and operated in conjunction with the Royal Air Force. To distinguish this work from the normal work of a research and development establishment, the term "operational research" was coined. It merely meant at this time that this particular section of scientists was to be concerned with the use of the gear rather than with its technical development and it seemed natural to those concerned to adopt the word "operations" which has a specific connotation in the armed forces.' This method was later extended to peacetime business enterprise, government operations and other human activities. Operations research appears to have penetrated the extractive industries more slowly and less completely than other industries, the military, or the government. This may be due (1) to a difference in the attitude of management towards operations research, or towards research of any kind, for that matter; (2) to unsuitability of the extractive industries for application of the operations research method; (3) to inaccessibility of the data; (4) or to a lack of trained personnel who are interested in applying operations research to the mineral industries.

This report covers the final results of a two-phase contract study conducted between July 1974 and October 1976. A comprehensive summary of the initial phase of the study is included. Phase I of the study involved the investigation and evaluation of all potential candidate underground systems for mining the deeper deposits of oil shale and associated minerals in the Piceance Creek basin of northwestern Colorado. Phase II called for the refinement and the detailed technical and economic analysis of the most promising system or systems, thus disclosed. Of the several systems initially investigated and evaluated, four Showed considerable merit for exploiting the deeper deposits: (1) chamber and pillar mining with spent shale backfill, (2) sublevel stoping with spent shale backfill, (3) sublevel stoping with full subsidence, and (4) block caving mining using LHD's. Final refinement and analysis of these four systems indicated their technical feasibility over at least part of the range of conditions expected in the deeper deposits. Their economic feasibility also was indicated under certain operating and market conditions. A variety of engineering, production, and cost information is provided on each of these systems.

Although known since 1902 , the Capitan iron deposits have not been mined mainly because of the low grade of the ore . A small amount of exploratory work carried on at an early date was reported . C. E. Johnson , district engineer of the Bureau of lines for New, Mexico , visited this propert , and as a result of preliminary sampling and mapping by the Bureau3/ and the Federal Géological Survey , an exploratory project was conducted during March , April , and liay 1944. Further mapping and logging of the vagon -drill samples was done by V. C. Kelly , geologist , of the Survey .

Steelmaking has a significant contribution in producing greenhouse gases and there is a worldwide push towards decarbonising the process. One of the approaches to reduce CO2 emissions is to use hydrogen in the blast furnace (BF) as the reductant gas. However, hydrogen reduction is an endothermic reaction, bringing changes to the temperature distribution in the BF. Understanding iron ore sinter mineralogy and reducibility under a hydrogen atmosphere is essential to optimise the process. In this study, sinter analogues in the Fe3O4-CaO-SiO2 (FCS) ternary system together with industrial sinters were reduced in H2-rich and CO atmospheres and the resulting reducibility and associated mineralogical changes were observed. Results show that magnetite-lime-silica (MLS) sinter analogues had similar reduction rates under H2 and CO, and also higher reducibility than most of the industrial sinters, suggesting that magnetite sinters could be used efficiently in a conventional or hydrogen blast furnace.

A small static bed was used to study the thermal cycles required for the heat hardening of pellets based on synthetic magnetite concentrates and a naturally fine hematite. This apparatus can be employed to yield broad process data for the design of a recuperative strand system operating on the magnetite concentrates.Various alternatives are given for a process to heat harden the hematite ore but a preference is given to the production of a self fluxing pellet. Bond types and general mineralogical structures are interpreted against the optimum firing cycle necessary to produce a defined quality of pellet.INTRODUCTIONThe work reported in this paper extends that on the "Heat Hardening of Artificial Magnetite Pellets", which was described at the International Symposium on Agglomeration, sponsored by the American Institute of Mining, Metallurgical and Petroleum Engineers at Philadelphia, U.S.A. in April 1961. Whereas that work was of a more basic nature, serving to illustrate the suitability of artificial magnetites with various admixtures, to the application of heat hardened pellets, on this occasion the aim is to illustrate the procedures which were used to establish the dimensions of commercial recuperative strands for Australian raw materials.The nature of the pellet feed, Le. relatively uniform spheres of + i in.-Yi6 in. diameter, makes it possible to use small scale static pots for test work. The Ilo Refinery was commissioned in 1975, with a cathode production capacity of 150,000 tpy. In 1994, Southern Perú Copper Corporation (SPCC) purchased the Refinery from Minero Perú SA. Subsequently, in November 1999, Grupo Mexico acquired control of Southern Perú. The anode production facility is located at the Ilo Refinery. A number of effective operating and quality control practices have been developed that have improved anode quality, as well as increasing anode production capacity to 350,000 tpy. These, and other optimization actions have allowed for a current density increase from 213 A/m2 to 275 A/m2, while maintaining current efficiency at 98% and sustaining the high quality of the cathode. The paper will outline the scope of operational practices in the Anode Plant and provide some discussion on the Ilo Smelter modernization project, and the resulting impact on the existing anode plant.

"The start-up of new plants, extending from the commissioning of equipment to the production ramp-up, is a critical period where the processing circuit operation must be done in a structured and well controlled way to enable the gradual, safe and rapid achievement of production targets. The magnitude of the many risks associated with this pivotal period is accentuated in the actual context of low commodity prices. However, the implementation of a method that analyzes risks associated with a start-up, their probability of occurrence and their impacts leads to the identification of a series of preventive actions that can be applied in order to reduce potential negative impacts.Soutex has been involved in numerous start-ups over the last few years and has developed a structured methodology to assess this crucial period, maximize the pre-start-up preparation, ensure a smoother and safer ramp-up period and minimize the time needed before reaching commercial production.This paper describes a method to identify preventive actions to apply in order to reduce risks related to a plant start-up. Then, the various steps of the method are demonstrated using the industrial case study of the Canadian Malartic gold plant situated in Abitibi, Québec. The specific preventive actions, during start-up, the organisational measures and the ramp-up plan are detailed as they were effectively achieved. Finally, the post start-up actions are presented as well as some key results illustrating the achievement of their prior defined objectives.IntroductionPlanning a new plant or new circuit start-up in a mine installation involves various risks, both at the economical and safety levels. Unprepared staff and equipment can lead to safety issues that could threaten plant staff as well as the environment. Moreover, a poorly prepared start-up could often lead to equipment break-down, production stoppages and delays, leading to important economic impacts, delaying commercial production and therefore affecting directly the profitability of mining projects.It is common in the industry to have structured commissioning procedures for major equipment taken separately. Technical personnel from the equipment manufacturing company would usually come on site in order to perform the pre-operation verification, dry runs and the first hours of operations. This kind of assistance is usually focussed on one piece of equipment and neglects the interactions between the various equipment of the production chain. The commissioning phase is usually maintenance oriented and the information given by the manufacturing representative seldomly flows through the operation staff (in the case of this paper, the denomination “staff” refers to both managing and operating employees). The global process is usually not taken into consideration by the technical personnel sent on-site by the manufacturer during the commissioning phase. Many papers can be found describing the commissioning of new equipment focussing on the technology (Côté and Adante (2009), Wells et al (2007)) but without dealing with its integration process in the complete production chain."

The Brunswick Mine Diesel Particulate Filter Study was one of several research projects initiated by the Diesel Emissions Evaluation Program (DEEP). The study was carried out at Noranda?s Brunswick Mine in Bathurst, New Brunswick by Noranda Technology Centre and Brunswick Mine personnel with the collaboration of Natural Resources Canada - Canada Centre for Minerals and Energy Technology (CANMET), National Institute of Occupational Safety and Health (NIOSH), Andreas Mayer of VERT, and diesel particulate filter (DPF) system suppliers. The study began in early 2000. Field evaluations continued for 20 months. The final report?authored by Sean McGinn?was submitted to DEEP in the Autumn of 2003.

Active placer mining in Alaska began near Juneau in 1880, but the first gold rush did not start until 1896; then the discovery of the Klondike brought gold seekers from all parts of the world. A few of the newcomers were experienced miners, but the majority knew nothing whatever of placer mining. Even those who were placer miners of much experience found entirely new conditions, notably frozen ground, that presented many difficult problems. As a result, numerous methods of mining and of thawing frozen ground were tried. From these trials the practice described in this bulletin has been developed. All known placer fields in Alaska have been mined to some extent, and some have been virtually exhausted. In most districts, however, there remain large quantities of low-grade gravel and also some small isolated areas of comparatively rich gravels which could not be successfully mined because of adverse physical conditions. These districts are now the scene of most placer mining, including dredging, hydraulicking, drifting, mechanical methods of open-cut mining, and ground sluicing (or booming) followed by " shoveling-in."

An unconventional drill pattern is used in an aggregate quarry to reduce pioneering costs. The site is the Iron Mountain Quarry, Granite Falls, WA., an aggregate quarry with an annual production of in excess of 1,000,000 tons. The problem is to pioneer a forty acre addition of on top of Iron Mountain. The entire area had a vertical relief of fifty to one hundred feet with no level surfaces. Approximately 75 percentage of the earth's land surface is comprised of shale or shale-like materials. Shale itself is composed of the residue from an almost infinite variety of weathered parent materials which have undergone deformations ranging from intense to negligible. Under standard test procedures, shales exhibit a very wide range of physical properties particularly if the test specimen is subjected to a change in moisture content, when the original test values may vary from 0 to 100 percentage. It is this wide variation in physical property values compounded by its ubiquitous presence that makes shale such a problem material to engineers. In reviewing the literature relating to shale, it is evident that the "problem" has been approached from many directions. In order to understand why shales behave as they do, investigators have sought mineralogical, geological, chemical, electrical, and physical answers. Each study yields valuable academic information, but few contribute much of value to the engineer in the field. Many valid relationships between shale strength or competency and clay type, clay content, organic content, water content, grain size, cementation, density, porosity, etc, have been established. Yet it is very difficult to extend these understandings to the in situ condition with results that can be used by the field engineer. One major reason earlier work has not produced better information lies in the ambiguity of the definition of shale. It is apparent that no one laboratory parameter can be successfully used to provide sufficient engineering information to properly describe in situ conditions. For example; shale with swelling clays will produce low strength values provided: the swelling clay is in sufficient quantity, the clay is dispersed throughout the medium involved, and there is a low value of cementation. Shales with high unconfined compressive strengths have been found with very low shear strengths. Sandy shales often provide as many ground control problems as clay shales. Shales of similar nature may provide good roof conditions in one part of a mine yet in another part of the same mine the apparently identical shale may cause substantial problems. A clear need exists to classify shale in a manner which will enable the engineer to better predict the strength and durability of shale-like materials. Studies at the University of Missouri-Rolla (UMR) have focused on finding parameters which influence durability and competency, while being discretely discernible through uncomplicated testing. Initial research concentrated on distinguishing shale8 on the basis of standard physical tests such as: unconfirmed compression, triaxial shear, and slake durability. As results accumulated, however, it became evident that moisture content played a much greater role in determining competency than had been recognized previously. As a result the focus of the research turned to developing tests which would evaluate the influence of moisture on shale behavior. The above work then became a foundation for a second phase of investigation in which a suite of standardized tests were developed to provide a classification procedure. From this study five tests were identified as being critical: Moisture Activity, Atterberg Limits, Submersion, Unconfined Compression, and Shore Hardness.

In-pit crushing and conveying (IPCC) is being increasingly considered as an alternative to traditional truck-shovel mining methods. The move towards IPCC is driven by a number of factors including the potential to reduce greenhouse gas emissions, the availability of skilled labour and the need to increase extraction rates to levels that present significant challenges to traditional methods.When considering the relative performance of IPCC and truck-shovel methods, the outcome can be inadvertently impacted by either the use of different simulation approaches, or techniques that do not adequately model the processes in sufficient detail.A simulation approach is proposed that models both IPCC and truck-shovel using the same software platform and is capable of functioning at a wide range of resolutions from life-of-mine scale through to second-by-second asset tracking level. The simulation framework also holds models of processing equipment and hence the mining simulations can be extended to gauge the impact on downstream plant.The approach, known as mine-process operational simulation (MPOS), can be tailored to the level of information available and hence the type of study required, ie order of magnitude, prefeasibility, feasibility, or detailed design.Using information from block models and a range of detailed equipment and process models, MPOS can span major system discontinuities, typified by the mine-plant interface, to allow the estimation of final mine and plant product specifications.

THE solid nonmetallic inclusions present to some extent in all commercial steels have been variously designated. In early references they were usually called slag inclusions, and this terminology is still retained to some extent. On the premise that all nonmetallic matter produced in a metallurgical process is slag, this can be justified. We have come to think of slag, however, in a more restricted sense, and calling these particles slag inclusions is further objectionable because it fosters the erroneous concept that they are actually incorporated portions of furnace slag. Rarely is this true. The term sonims (coined from solid nonmetallic impurities) was proposed many years ago but never came into common use. In general, the term non-metallic inclusions seems to be satisfactory and adequate. NATURE AND CONS1lTUTION OF NONMETALLIC INCLUSIONS From the standpoint of origin, inclusions fall naturally into two classes: (1) those occurring as a result of reactions taking place in the body of molten or solidifying metal and (2) those resulting from mechanical incorporation of refractories or other materials with which molten steel comes in contact. The former are by far the more numerous and have been called indigenous, natural, or native inclusions. The latter are by their very nature sporadic in occurrence and have been called exogenous, accidental, adventitious, or foreign inclusions. They are often referred to as the "slag-stringer" type, though here also the material is not likely to be furnace slag. Substances Found in Inclusions. Nonmetallic inclusions are composed principally of oxides and sulfides but carbides and nitrides sometimes play an important role. In the case of indigenous inclusions the reactions by which these particles are precipitated from molten or solidifying steel may be caused by: (1) oxidation such as may occur during refining or during tapping and teeming, (2) deoxidation by added alloys, (3) change

Recent mapping at the Kelian epithermal gold deposit in East Kalimantan, Indonesia has delineated intrusive and extrusive-phreatomagmatic breccias, their magmatic roots, and late-stage endogenous domes of a maar-diatreme complex. The Kelian epithermal system is characterised by a wide variety of mineralised and unmineralised breccias, which include tectonic, hydrothermal, phreatic and phreatomagmatic varieties. Phreatomagmatic breccias and associated igneous rocks post-date early stage alteration and mineralisation, and pre-date main stage precious and base-metal mineralisation. This study emphasises the spatial, temporal and genetic links that have been drawn between diatremes and both epithermal and porphyry systems in volcano-plutonic arcs.
