Under the first phase of this contract as reported in the Phase I report it was determined that certain types of commercially available molded case breakers are capable of interrupting mine dc power supplies of nominally 300 volts or 600 volts rating. These circuit breakers incorporate conventional overcurrent trip units but also can be operated by means of low power signals fed to a shunt trip coil. Further development in the Phase I program produced a means whereby a discriminating circuit breaker detector unit could sense the presence of illegitimate loads on the dc electrical system and cause the circuit breaker to trip. The detector unit operated by detecting the presence of 3000 Hz currents which were generated in the illegitimate loads by means of a 12 volt, 3000 Hz signal applied to the dc system. Further development of the program has continued in Phase II with the aim of verifying the practicability of the complete discriminating circuit breaker concept and developing other types of equipments required to implement a system. These other equipments include electronic means for raising the apparent impedance of high power legitimate loads and static filters for smaller loads. The results of laboratory work and limited underground tests have been successful. This report describes the system and the tests that have been conducted on the various equipments that comprise the complete Discriminating Circuit Breaker Concept.

Twin-roll continuous casting technology is rapidly approaching commercialisation. Fundamentally different than conventional continuous casting, heat transfer and hence solidification during twin-roll casting are governed by the interfacial melt/mould thermal resistance, as opposed to the resistance of the solidifying shell. Under these conditions the interface resistance is predominantly controlled by the melt/substrate wetting behaviour. The very early stages of melt/mould contact are characterised by highly transient heat transfer conditions. The overall melt cooling rates prior to the formation of the first solid are reported to be in the range of 1000 - 50000 K/s with melt undercoolings of up to 300 K. At the points of intimate melt/mould contact the thermal resistance is approaching zero, where cooling rates and undercooling much larger than those reported in the literature are probably occurring. Improved wetting will reduce the energy barrier for nucleation while at the same time increasing the cooling rate of the liquid. Since the overall nucleation rate is controlled both by the rate of cluster formation and the rate of atom transfer to the nucleus, a critical cooling rate will exist above which the nucleation rate is expected to be reduced. Under these conditions, it is possible that the first solid phase to form is a metastable glass which subsequently transforms into a crystalline phase. The implications on nucleation and early growth are also discussed.

To help maintain an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines developed a mathematical model that describes acidic ferric sulfate leaching of copper from sulfide ores. The leaching model can aid in maximizing minerals and metals recovery from primary sources by giving operators and management a better understanding of the copper leaching process. This will aid in improving dump leaching operations. The model is based on a steady-state approximation of the continuity equation for diffusion of ferric ions in the rock pores and the intrinsic leaching kinetics of the various sulfide mineral particles. Ore characteristics included in the model were ore particle-size distribution, particle shape, grade, mineral content, mineral particle size, porosity, and tortuosity. The continuity equation was used with ferric ion concentration gradients and a fixed value for the diffusion coefficient. Except for effective diffusivity, each of these factors was either measured experimentally or estimated from theoretical considerations. The effective diffusivities were determined by fitting calculated leaching curves with experimental leaching data. Vertical variations in leach solution composition and temperature within a dump are not considered in this model. The model accurately predicted copper extractions for several large-scale tests during nearly 500 days of leaching.

The origins of mine closure practice have influenced the way in which it is implemented by companies and regulators. Mine closure practices essentially started developing in the 1970s in countries with advanced economies and mature mining industries. In these settings, the emphasis was justifiably placed on restoration of the landscape and an attempt was made to return to the ?natural? pre-mining land cover. These practices continued to evolve and incorporated socio-economic and cultural aspects, especially after the Brundtland Report in 1987 and the subsequent Earth Summit in 1992. Today mining is increasingly occurring in remote parts of developing countries where there may be significant need for infrastructure such as roads, clinics, and schools. The costs of returning land to low (economic) value pre-mining use may be far greater than establishing a viable postmining land use that could potentially add value to the community and take pressure off sites for greenfield development elsewhere. Furthermore, natural resource limitations (such as topsoil availability) may limit the degree to which the historical land cover can be re-established. Establishing post-mining land uses may aid in mitigating the loss of employment that is inevitable when mines close. Stakeholder participation in establishing post-mining land cover and land use options is critical for long-term success. Similarly, third parties must be identified to support the development of the post-mining land use This paper draws on the experience of the authors in several developing countries and presents a case for maximizing re-use of mining infrastructure. The paper does not advocate the adoption of poor rehabilitation standards, nor or the wholesale destruction of land capability, but rather leaving key infrastructure in place for post-mining use that may support sustainable development.

A detailed analysis of the geomechanical behaviour in rock cutting with a diamond saw is provided to obtain a better understanding of the mechanisms involved in the process. The energy of elastic deformation (before failure) and plastic deformation (post failure) was determined in uniaxial compression tests as well as the energy consumed per unit volume in the cutting process. The test samples are White and Ruivina marbles from Borba - Vila Viçosa in Portugal. Correlations between total deformation specific energy and cutting specific energy, normal and tangential forces and diamond indentation are analysed, and some conclusions are presented.

Coking coals are very much in demand on a world wide basis, particularly the higher rank coking coals, which form an important part of many coking blends and which represent the smallest portion of the world'scoking coal reserves. Conventional coke oven plants, using these coals, will predominate at least until the next century.Blending schemes for conventional coking require definition of the basic properties of coals so that the factors influencing the carbonization behaviour may be assessed. Several concepts, which are relatively simple, ate available to help promote a better understanding of the bask factors controlling -coke strength and are also useful in suggesting possible lines to follow in the blending of coals for coking.The interpretation of carbonization behaviour and coke structure in terms of petrographically defined coal rank and type provide a basis for planning and exploitation of coal Teserves. The optimum parameters for coking are suggested as follows.1. Type- Vitrinite content (% m.m.f. by volume) 55 ± 5%2. Rank- Mean maximum reflectance of vitrinite 1.30 ± O.10% Carbon content of vitrinite (% d.m.m.f.) 87·5 ± 1·0%The value of a coal should be assessed in relation to all its possible uses in blends. This is a more realistic and productive approach, as compared with considering coals only in relation to the results of blending with"good" coking coals. The tracking of ore through process hold-ups such as stockpiles has been traditionally been difficult to achieve. The inability to pinpoint the exact source in the mine of material that is feeding a processing plant has led to inefficient mine-mill reconciliation processes. In addition, a lack of understanding of the behaviour of ore in process hold-ups such as bins and stockpiles often leads to poor predictions of plant performance and to poor reconciliation of this to the orebody.This paper reports on two short case studies. One case study addresses tracking ore from various parts of two mines to the concentrator. The other follows synthetic particles through the coarse ore stockpile. Both studies use radio-frequency identification (RFID) tracer technology. The paper concludes by discussing general strategies for implementation of such concepts into mine-mill metal accounting and reconciliation systems. As shown in this paper, reliable ore tracking systems will allow much more effective mine-mill reconciliations as well as the ability to model process hold-ups with regard to size by residence time distributions. This should, in turn, allow metallurgists to have a better understanding of the size and grade of material that will report to the plant at different process hold-up (eg stockpile) conditions.

This paper presents a simplified computerized method for the prediction of maximum subsidence and the subsidence profile for the Appalachian Coal Basin using the Hyperbolic Function Profile Method. Several case histories are cited to demonstrate the appropriateness of the predictive method. In addition, sample runs and a detailed listing of the computer program is provided. Other popular subsidence prediction methods are discussed and compared with the Hyperbolic Function Profile Method.

The decreasing availability of land in urban areas, and the increasing demand for urban development is leading to the construction of taller and heavier buildings at increasingly marginal sites. Such structures usually require founding at depth and modern construction methods are making the economics of piled foundations ever more attractive (Salgado, 1995). However, the urban environment is not suited to pile driving. Conventional dynamic installation techniques (i.e. drop hammer or vibro-piling) induce vibrations and settlement in a zone close to the pile, and cause noise and dust pollution. Damage to existing structures resulting from pile driving vibrations is not uncommon (Tomlinson, 1986).

"SynopsisGlow discharge optical emission spectroscopy (GD-OES) is an analytical technique used in the analysis of solid, conducting materials. Though primarily of interest as a depth profiling technique on samples with varying layers of both conducting and non-conducting materials, it is also capable of rapid bulk analysis of homogenous, solid samples. GD-OES combines the advantages of ICP-OES (wide detection range, speed, and lack of interferences) with the solid sampling of XRF techniques. This allows the analyst to not only quantify the elemental composition of a sample, but to evaluate it in terms of homogeneity with depth, a field in which auger electron spectroscopy (AES) and secondary ion mass spectrometry (SIMS) have traditionally been the primary techniques. Although GD-OES does not replace these useful techniques, it does offer various advantages over them, making it an excellent complementary analytical tool.In GD-OES analysis, a low-pressure glow discharge plasma is generated with the sample material acting as a cathode, accelerating the cations in the plasma towards the sample surface. This bombardment causes the sample material to ‘sputter’, essentially knocking free atoms or molecules of analyte material, which are then drawn into the plasma where they are excited. The light emitted by this excitation is then diffracted to separate the wavelengths emitted by the specific elements and detected by a spectrophotometer. The intensity of the signal is directly proportional to the quantity of analyte element present in the sample, allowing simple calibration and quantitative determination of the elements. Technological improvements made in the past twenty years or so have significantly increased the usefulness of GD-OES for surface analysis. Faster plasma stabilization and start-up allow for the quantification of surface layers as thin as 1 nm. Sputter rates have been accurately measured for many common materials, allowing them to be built into software libraries in the instrument’s control software. This dramatically expands the usefulness of this software and the ease of performing analyses.GD-OES analysis of nuclear materials allows for the rapid determination of the elemental composition without the requirement of initial dissolution. The thickness of any corrosion layers on nuclear materials can also be determined."

In the presence of oxygen, galena is oxidized in an aqueous medium containing ammonium acetate in accordance with the following reaction: PbS + 1/2 0, + 2 NH~Ac -» PbAc, + So + 2 NH: + H2O. This reaction was studied in an autoclave under oxygen pressure by polarographic measurement of the concentration of lead ion in solution. Oxidation rate is parabolic. The reaction products are lead acetote and elemental sulfur, the latter forming a film on the galena crystal. Reaction kinetics appear to be determined by the diffusion of lead from the galena phase to the solution interface through the film of sulfur. RECENT applications of pressure leaching on a commercial scale have emphasized the metallurgical importance of the oxidation of sulfide minerals in aqueous media by oxygen under pressure. Research experience has shown that sulfates, thio-nates, and metal oxides are the products of humid oxidation of sulfide minerals in basic solutions. The metal oxides may be solubilized in the presence of a complexing ion.' Certain oxide minerals are also amenable to treatment by this type of oxidation.' Several kinetic studies have been made of reactions of this type. Stenhouse' found that pyrite (FeS?) oxidized in a sodium hydroxide solution to produce a soluble sulfate and an insoluble layer of iron oxide and that the kinetics of the reaction were controlled by oxygen diffusion through the oxide layer. Andersen' studied the oxidation of galena (PbS) in a sodium hydroxide solution under oxygen pressure. He found the lead and sulfur to be simultaneously oxidized to produce plum bite ions and sulfate ions, and that the reaction rate was proportional to the surface area of the galena. The kinetics appeared to be determined by the reaction of oxygen and water with the galena surface. In each of the above reactions the metal and sulfur components of the mineral were oxidized simultaneously and at equal rates. In the present study the alkaline medium has been replaced by an approximately neutral solution of ammonium acetate in which lead sulfate is soluble. Under the conditions no sulfate was produced and no sulfur could be detected in the solution. The metal component of the mineral was solubilized and the liberated sulfur remained as a film of elemental sulfur on the surface of the galena crystal. A kinetic study of this reaction was undertaken to establish the kinetic mechanism and to determine the rate controlling step. Specific reaction rates were determined by oxidizing crystals of galena of measured surface areas in an autoclave maintained at the desired temperature and oxygen pressure. The rate of reaction was followed by measuring the concentration of lead in the ammonium acetate solution with a cathode ray polarograph, employing stationary platinum electrodes incorporated in the autoclave. Many different types of surface mining equipment use enclosed cabs to protect equipment operators from health and safety hazards. The overburden removal and mining process can be extremely dusty and can cause excessive dust exposure. To study this issue, a cooperative research effort was established between the National Institute for Occupational Safety and Health, U.S. Silica Co., Clean Air Filter Co., and Red Dot Corp. in an effort to lower respirable dust levels in an enclosed cab on an older surface drill at a silica sand operation. Throughout this research effort, a number of modifications were incorporated into the drill's filtration and pressurization system, as well as in other areas, to improve its design and performance. An average cab efficiency of 93.4% was determined with gravimetric sampling instruments when comparing the outside with the inside cab dust levels on the final design. Although this study considered just one operation, the goal was to identify cost-effective improvements that could be implemented on all types of enclosed cabs to lower respirable dust concentrations. Two critical components for an effective enclosed cab system are having a properly designed, installed, and maintained filtration and pressurization system, along with a method for maintaining structural cab integrity, which allows the cab to be positively pressurized. Another important component is maintaining cab cleanliness. Although this research was originally directed toward the mining industry, it is also applicable to agricultural or construction equipment.

The analysis of subsidence due to the opening of an underground void (mining, water exploitation or civil works hole) is a problem usually hard to solve. First of all, it requires a predictive model, in order to define both the displacement magnitude and area affected by subsidence. Such model should be validated with measurements of the actual movements sustained on the surface, in order to adjust it properly and enable influence of future behaviour in a reliable way. Two different kinds of problems might arise. On one side, it is necessary to control and measure surface movements in a very exhaustive way during a long period of time, beginning before underground works take place and finishing years after they are over. Furthermore, three factors bring in errors, some times of magnitudes higher than the displacement magnitudes measured. These include: the fact that reliable and long-term information cannot always be achieved; the precision of measuring devices; and the design of the topographical network itself. In addition, the predictive models more widely used only apply to certain excavation geometries, mainly to horizontal holes. In light of this background, the Group of Rock Engineering, of the University of Oviedo Mining Department, has developed a working methodology and a specific software tool, Subsidence 3D, to estimate ground displacements and strains. The program will allow for predictive models to be defined and also allows the treatment of data related with topographical marks and its comparative analysis with calculated results. The software has been programmed using Visual C++. Graphical outputs however are generated using AutoCAD 2000. This paper mainly refers to a practical situation, an underground coalmine, remarking the main difficulties arisen during the study of the available information and proposing how to solve them. Political risk is an integral part of the mining business in northern Andean countries. Peru, Ecuador, Colombia and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations require good political-risk information, a thorough political-risk-management plan and a strategy to deal with political-risk perception on the part of the investing public. Colombia is perceived as about the riskiest place in the world to do business. A selection of recent headlines reads: “Colombia on the brink” (Economist, 1998), “Colombia’s ship of state is sinking” (Insight on the News, 1998), or simply “Bad news” (US Catholic, 1998). The World’s Most Dangerous Places rates Colombia as “currently the most dangerous place in the Western Hemisphere, and perhaps the world” (Aral and Pelton,1998). The purpose of the paper is to give an introduction to the concept of fatigue and its causes in the mining industry. By knowing the fundamental role it plays, together with its dynamics, can positively contribute to a mine?s safety management system. The difference between physical and psychological fatigue will be addressed with a possible range of causes that could trigger fatigue. There are two main sources of fatigue: firstly, work-related fatigue which is associated with activities at the workplace; and secondly non-work-related fatigue. The shared responsibility between the employer and employee is also discussed as it involves factors that occur both in and outside the workplace. Employers have the responsibility to manage fatigue through using a risk management approach. Employees have the responsibility to ensure they get enough sleep, take sufficient and regular nutrition, are healthy and physically fit and come to work fresh and alert. The impact of the implementation of a fatigue management plan and procedures has the potential to eliminate employee fatigue or its causes, reduce the likelihood of fatigue occurring in the workplace, and counteract the effects of fatigue when it occurs. Factors considered when implementing a fatigue management system include: extended hours of work, shift work, time of day and work design. Fatigue is one of the major role players (either causal or contributory) when it comes to causes of fatalities in the mining industry. Our main challenge in identifying whether fatigue played a role is the fact that it cannot be tested in post-mortems like drug or alcohol abuse. It is an aspect worth understanding and getting an organization sensitive to managing it properly to benefit both organizational as well as employee needs. MFIRE, written in Fortran 77, is a computer program for ventilation state simulation in the steady state or transient state condition. It can be applied for the calculation of normal ventilation system planning or the analysis of the dynamic state variation in a ventilation system under thermal or mechanical disturbance. The state simulator MFIRE is a useful tool for mine fire fighting. In the case of a mine fire, mine ventilation engineers want to get some help to obtain more information, such as what is happening in the underground mine and how to control the mine fire, for correct decision making. By use of program MF'IRE, forecasts can be made on the variation of airflow, temperature, and contaminant distribution in a ventilation system during a mine fire. The paths which the contaminant takes at each time interval can be traced. The program MFIRE can be of assistance in the preplanning of escape routes. It can also be helpful during a mine fire emergency and mine recovery operation. Besides of offering the information of state simulation during a mine fire, MFIRE can be applied for state control by pretesting the suitability of the selected state control measures. It is to simulate the effects of the state control measures on the airflow distribution of a dynamic ventilation system. The testing result can be used for fire fighting in a similar real case of a mine fire. By employing empirical methods or a qualitative analysis like Budryk approach, ventilation engineers can choose different combinations of locations and sizes of control devices as samples of state control for an underground mine fire. Program MFIRE can simulate the different combination samples, that consist of a certain mine fue, the corresponding different control measures, and obtain the control effects. After the different control results are compared, the state control measure, which creates the best effect among the different state control measures, will be chosen for that fire case. When a mine fire, which is similar to one of the pretested cases, breaks out, the corresponding choice of the state control measure is applied to the ventilation system. It means that the simulator MFIRE has the function of indirect state control [10]. To achieve the above two functions, state simulation and state control, the mine ventilation system condition, sometimes, should be changed in a wide range to meet the requirement of the fire fighting. These wide system condition changes, such as adding operating fans, stopping or reversing fans, changing fan characteristics, adding regulators and making airflow shortcuts are represented in the time table of the input data set When the data files are changed in a wide range, however, an iteration divergence and some other computing errors in the distribution of airflow, temperature, and contaminant may occur. More serious logical programming and flexible selection on the algorithms are wanted to meet the request of the different data sets, to achieve correct state distribution simulation and improve the iteration convergence. To enhance the reliability and common suitability of program MFIRE, it is necessary to make investigation, analysis, and modification for the formal versions of MFIRE. In 1992, a detailed inspection of the Southfield Sewer revealed a reach of approximately 0.8 kilometers in length, located directly below the freeway lanes, which was severely distressed. Failure of this section of the sewer would result in the closing of the busiest roadway in the state as well as the potential backup of sewage into homes and spilling into nearby surface waters. As such, repair of the distressed section required development of a procedure that would not jeopardize the conveyance of flow through the existing sewer nor impede travel on the overlying freeway. Based on these constraints, the DWSD and NTH team developed a repair concept that entailed the mining of a new, 3.05-meter (10-foot) diameter bypass away from the traffic lanes. The new bypass section was connected to the existing sewer, up stream and down stream of the distressed area, using a “top down” construction approach, that required only minimal freeway closures during weekend periods. This paper, prepared jointly by the Owner, Consultant and Contractor will describe existing conditions, design considerations and construction methods.
