INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. A method is presented for calculating individual gas and oil or water and oil relative permeabilities from data obtained during a gas drive or a waterflood experiment performed on a linear porous body. The method has been tested and found both rapid and reliable for normal-sized core samples. INTRODUCTION Individual oil and gas or oil and water relative permeabilities are required for a number of reservoir engineering applications. Chief among these is the evaluation of oil displacement under conditions where gravitational effects are significant, such as a water drive or crestal gas injection in a steeply dipping oil reservoir. Numerous proposed methods of obtaining relative permeability data on reservoir core samples have been too tedious and time consuming for practical use, or have yielded questionable and sometimes inconsistent results. A method has been developed by which the individual relative permeability curves can be calculated from data collected during a displacement test. The method is based on sound theoretical considerations. Using this method, with a properly designed experimental procedure, relative permeability curves can be obtained using core samples of normal size (i.e., 2 to 3 in. in length and 1 to 2 in. in diameter) within a few days after receipt of the core. In a recent publication D. A. Efros1 describes an approach to the calculation of individual relative permeabilities that is based on the same theoretical considerations. We believe the approach described in the present paper is more adaptable to practical application than the method implied by Efros. In addition, comparisons with independently determined relative permeabilities are furnished to substantiate the reliability of the new method. DERIVATION Previously the theory of Buckley and Leverett as extended by Welge2 as been used to calculate the ratio of relative permeabilities. In the derivation which follows, this theory is further extended to permit calculation of the individual relative permeabilities. The theory assumes two conditions which must be achieved before the method is applicable. They are that the flow velocity be high enough to achieve what has been termed stabilized displacement,3 and that the flow velocity is constant at all cross sections of the linear porous body. In stabilized displacement the flowing pressure gradient is high compared with the capillary pressure difference between the flowing phases. The high pressure drop insures that the portion of the core in which capillary effects predominate will be compressed to a negligibly small fraction of the total pore space. Copper ores are widespread through the Lachlan Geosyncline in New South Wales, but the size of the orebodies is generally small. The largest deposits occur in the Cobar district where an iron-rich copper ore type has been developed in Silurian sediments. Similar de- . posits to the south in the Nymagee-Mt. Hope-Melrose districts are related to quartz feldspar porphyries of probable Upper Silurian age. Deposits to the east in the Tottenham-Girilambone districts are less complex mineralogically and are possibly related to an ultra-basic source.Copper mineralization in the Highlands further to the east is often developed in Ordovician andesite or MiddleUpper Silurian acid volcanic sequences. The deposits in andesite contain considerably less galena than those in the acid extrusives; a small proportion of the mineralization in the latter has texture, mineralogy, and geologic setting analogous to the Captain's Flat copper-Iead-zinc deposit, for which both syngenetic and epigenetic origins have been proposed. Very little copper mineralization occurs within granitic material, even though rocks of this type ranging from Silurian to Carboniferous in age crop out through much of the geosyncline, and the extent of the metal contribution from plutons to the deposits in volcanics is open to question. Numerous deposits are known in the contact zone around Mid-Devonian and Mid-Carboniferous granites, however, and the formation of these orebodies has undoubtedly been influenced by plutonic activity. Small occurrences of copper with associated minor nickel sulphides are developed in a narrow serpentinite belt of possible Lower-Middle Devonian age in the southern section of the Highlands.

The relationship between efficient liner exchange, concentrator availability and concentrator profitability is well documented. Russell Mineral Equipment’s (RME) relationship with OZ Minerals’ Prominent Hill site personnel enabled sound collaboration between the two parties. Both parties worked together to identify the sources of productivity and efficiency loss and developed solutions to reverse them.This paper chronicles the identification of production inefficiencies and the resulting removal of mill relining from the critical path through the materialisation of mill relining optimisation strategies. "ABSTRACT: In the year 2010 the State of Denmark together with the Municipality of Copenhagen, launched a very important and complex Project : the complete construction of a new double Subway Line :the CITYRINGEN.Copenhagen is the capital with a metropolitan population of 1,9 million.This line is like a ring placed in the very town center which includes all the most historical and monumental buildings and churches, with a total length of 17 km, and the presence of 17 stations plus 4 service shafts.The buildings have been built in the last centuries in an area where the groundwater is near to the surface and there are lakes and channels: the techniques adopted were advanced for those times, but limited as far as regards settlements and resistance to horizontal movements.The soil consists in 2 main groups.1.Upper sediments of the glacial ages : thickness total = 5-20 m composed by clay- silt-sand-gravelcobbles- granite boulders and flint in blocs and in layers : frequency and size of these obstacles wherenot determined.2.Limestone layers : 2a. upper limestone : highly fractured ,highly permeable2b.Itermediate limestone : less fractured, medium permeability.2c. Lower limestone : almost not fractured, low permeability.2d Bryozoan limestone : composed by fossils with microscopic dimensionsIn all the limestone formations there are important layers of flint , having thickness variable up to 3 m and important extensions. Water : in a part of the areas of the Cityringen the water is drinkable and utilized in the public waternet.Pollution: there are polluted zones due to previous industrial activities. Benzene areas have been identified, and for those areas special protections against pollution have been implemented.METROSELSKABET ,the public owner of the Cityringen,has set as priority to operate for the construction of the Cityringen the full protection of the environment and the respect of all the stakeholders :Very strong limits for the exhausted gas emissions have been introduced, by far stronger than those applied from the State of Denmark, very strong limits for the acceptable noise emission. And last but not least very important safety measures and procedure to avoid any accident on site."

"The worldwide demand of ores and the depletion of the high-purity deposits make it necessary to recover ores in increasingly finer size fractions in the feed material. The flotation technology of more than 40 years old plants was not able to recover the ultra fine material. Those slurry tailings ponds now have the chance to be re-processed with PNEUFLOT® technology.The bubble sizes of different flotation technologies have a huge influence of the results especially regarding the recovery of the ultra fine particle sizes.PNEUFLOT® technology of HUMBOLDT WEDAG Coal & Minerals Technology GmbH in Germany was applied to ultra fine Phosphate, Copper and Platinum ores. The results will be presented in this paper.Conventional technology like agitator flotation has its limits in the flotation of fines due to turbulences in the cell. The position of the agitator influences the recovery of the fines. A deep impeller generates a higher froth zone. This helps to catch the medium fines. Due to the static head of the slurry inside the cell, compressed air is required for such cell designs.Column flotation is well known for a good selectivity without having in the first cell a good recovery. This leads to invest in several cleaning stages to reach an acceptable recovery. Further more, compressed air is required to generate the air bubbles to the flotation process, which are much bigger than with PNEUFLOT® technology applied.INTRODUCTIONHigh metal prices are actually the basis to invest in poor deposits or deposits with very fine intergrown ores which have to be milled down to ultra fine powders less than 60 micron. The liberation grade has to be determined by a mineralogical analysis. Polish sections have to be prepared and interpreted by using of a microscope. Figure 1 and figure 2 are showing polish sections of a platinum-nickel ore from Petchenga Nickel at Zapolyarni Mine in Russia. The head grades for rich ore are for copper between 0.05 – 0.15%, for nickel between 3 – 7% and for platinum group minerals approx. 0.15 oz/t. With an efficient flotation technology it can be upgraded to 20 oz/t."

For Fe-Mn alloy production, two reactions are responsible for this process: the MnO reduction in the slag and the carbon dissolution in the bath. The smelting-reduction process has been studied as alternative route to be used to produce alloy so as steel. This technical paper presents some initial studies to be used to determine the main ways that one can have for the mechanisms for this reaction. The limited factors like mass transport or chemical reaction were analysed. The Mn content in the bath were varied and it was concluded that by increasing the former, dissolution of Mn into the bath was increased, so as a reduction of MnO in the slag. For carbon dissolution, it was used a experiment with a stationary bar, this one was added into the bath, after ten minutes probes were catched, by temperature 1600¦C, for the dissolution of MnO, one graphite crucible was employed, after 45 min the slag and alloy were analysed. After the experimental part, some curves were plotted against time, based on these graphics, and kinetic analysis was made.

The thermite process, now approximately 80 years old, has heretofore been practiced in ceramic vessels. This paper outlines the successful production of several million pounds of alloy produced in zuater-cooled copper vessels. THE high temperatures necessary to produce fluid high-alumina slags have probably discouraged earlier workers from attempting to utilize water-cooled vessels. The following is a report of the successful application of this method, together with a report of the physical and chemical problems which had to be solved to make the process practical. About 1955, when Reading Alloys was more concerned with the production of ferrotungsten than with most other types of alloys, it was found to be exceedingly difficult to predict the reaction rate that one would experience from one tungsten ore to another . This difficulty was increased for two reasons: the physical state of the ore as received was seldom uniform, and the size of the mass to be reduced is a very important factor in developing the proper mix for the final reaction rate and temperature. For example, the reduction of ferric oxide with aluminum would theoretically produce temperatures of about 2600°C, and, in spite of the losses due to radiation, the energy is quite sufficient to produce a very fluid slag and iron effecting a very clean separation. On the other hand, the reduction of ferrous oxide with aluminum, while it is not as energetic as the first reaction, nevertheless should give temperatures above 2000"C, which should cause separation of alumina and iron, but, in practice, this is not the case and good fluid slag is not obtained. The heat of reaction, calculated from the thermo-dynamic heats of formation of the constituents of the reaction, offers a convenient guide to the feasibility of a thermite reaction. Thus, the values listed in Table I can be used as an approximate guide for estimating the results which may be expected in the reduction of various oxides and combinations of oxides using aluminum as the reducing agent. As a generalization, those reactions releasing approximately 600 cal per g of total mass represent the lower limit at which to expect separation of slag and metal. On the other hand, those reactions which release 1100 to 1200 cal per g are too violent to be used successfully without the addition of considerable inert material, such as lime, fluorspar, and so forth. Reaction rate is also a very important factor. This, of course, is governed very largely by the sizing and intermingling of the oxidant and reductant and by the starting temperature of the reactants. This is why those figures shown in Table I can only be a general guide. Further, it must be understood, that by adding powerful oxidizing agents, such as nitrates, chlorates or metallic oxides, such as molybdenum trioxide or chromium trioxide, certain problems respecting low temperatures are not necessarily solved. This is true in the addition of oxidants, such as sodium chlorate. By adding too high a concentration of sodium chlorate as a booster for a particular reduction, explosions are generated. Generally, they are of an intermittent type so as to give a Roman Candle effect to the reduction itself; with each surge resulting from a minor explosion more and more material is thrown

The copper and zinc contents of herbarium specimens of 11 of the 12 Australian species of Polycarpaea were determined in order to establish background and anomalous values of potential use in biogeochemical prospecting.Cumulative frequency curves were used to establish appropriate threshold concentrations for six species including the "copper plant"' P spirostylis. Collection localities of Polycarpaea specimens with anomalous copper or copper-and-zinc values are under investigation.

According to the U.S Department of Energy (DOE), mineral processing activities including comminution (size reduction) uses 4% of the world electrical energy consumption. Such numbers reinforce the need to invest in energy savings initiatives in order to produce more using less. ENERGY EFFICIENCY OPPORTUNITIES AND CHALLENGES IN MINING OPERATIONS In addition, DOE, in its Mining Industry Energy Bandwidth Study, has identified huge potential for energy savings for the coal, metals and mineral industries. Even knowing the overall causes of energy waste and some potential tools for remediation, mining companies may struggle to apply such tools and get the desired results due to the following reasons: ? Limited staff ? Lack of accurate economic and investment analysis to justify energy savings projects ? Lack of knowledge to identify low or no-cost savings opportunities ? Internal competition for resources According to the workforce and talent management experts, the Talent Strategy Advisors, the demand for mining engineers is expected to exceed supply by 30% by 2013. Mining personnel are likely to be burdened with increasing and varied workloads with limited training. This will result in the need for automated and simple tools to support energy efficiency activities. Mining engineers will simply not have the time and resources to create such tools, collect and analyze the data to make decisions, and track results.

In 1992, the United States economy grew at a rate of 2%. The Gross Domestic Product rose to $5,946 billion. With 257 million people - 635,000 in mining including petroleum - the United States has more than 100 million dwelling units and more than 190 million licensed motor vehicles. New private housing starts rose I 1 % to 1.2 million units. New car production rose 4% to 5.7 million units. Truck and bus production rose 20% to 4 million units. The rate of inflation was 3.5% and the prime rate of interest was 6.25%. The Producer Price Index (1982 =100) was relatively unchanged from 1991 as follows: fuels and related products and power 80, metals and metal products 119, chemicals and allied products 126 and nonmetallic mineral products 117. Energy Imports of crude and refined petroleum, costing $50 billion, rose 3% to 455 Mm3 (2.9 billion bbl). Domestic petroleum production fell 1 % to 582 Mm3 (3.5 billion bbl). Petroleum supplied about 41 % of US energy, natural gas 24% and coal 23%. Coal production, 60% from surface operations, rose 1 % to 914 Mt (1 billion st). About 78% was used to generate electricity and 3% was coked. Exports valued at $4 billion included 57 Mt (63 million st) of metallurgical coal and 39 Mt (43 million st) of steam coal. Ura¬nium mining, including recovery from phosphates, fell 18% to 3 kt (3300 st) U308.

As an extension to investigations into methods of upgrading the Iitania content of ilmenite concentrate from beach sands using 100 g/day, a small pilot plant treating 23 kg/ day of ilmenite was used.In the pilot plant the iron oxide in the ilmenite was reduced to iron at 1200°C using carbon (coal/char) without melting the material, using a tunnel kiln heating cycle, the charges contained in saggars, The iron was then separated from the titania fraction by ball milling, wet magnetic separation, and screening. The resulting magnetic product was high in iron (about 80 per cent Fe) and the non-magnetic product high intitania (about 70 per cent TiO2).From this trial sufficient data were obtained to enable the preparation of a flow sheet for a plant producing 62,300 tonnes/year total products, and an estimate of costs to be made. This has shown that for an estimatedcapital expenditure of nearly $6,000,000 and annual production costs of about $4,000,000, the cost per tonne of high titania product (76 per cent TiO2) would be nearly $70.

The granulites and related "dry" igneous rocks tend to be passed over during exploration for metals. Preliminary data show that high trace concentrations of eu, Ni, and other metals of economic interest are commonin orthopyroxene and some of the other granulite minerals. During retrograde metamorphism of granulites, pyroxenes are converted to amphiboles or phyllosilicates, and significant quantities of metals are released andbecome available for incorporation into new mineral phases, or may be transported elsewhere. S-rich scapolite is the normal scapolite of granulites. Its retrogression to secondary plagioclase provides much S which scavengesCu and Ni, from pyroxenes undergoing retrogression, thus producing ore-fluids. A full analysis of a scapolite with 5·10 per cent SOg is given.Beryl is unstable in granulites but the rare Be mineral taaffeite (Al4Mg(Be, FeII)Os) with 5·50 per cent BeO occurs in central Australia as a pale green tabular mineral easily confused for chloritoid in hand-specimen.Metamorphic differentiation and mobilization of primary ore concentrations are major factors controlling their post-granulite attitude and grade.Zones of retrograde metamorphism are commonly found cutting or engirdling granulite terranes. As the "volatiles" for the new hydrous minerals of many of these zones are of deep-seated origin and may be juvenile, sulphide mineralization in them may also be of mantle origin. However, it is likely that much of the metal content could be scavenged from the granulites as they are down-graded by juvenile volatiles. Major Bouguer gravity anomalies delineate some granulite terranes (e.g. Fraser Block, Western Australia), and are related to deep-seated geosutures and mantle disturbances.Many granulite terranes are linear belts and appear to be welded to older cratonic blocks.

A paper was presented by Bateman Minerals and Metals at INFACONX (2004) describing a simplified Computational Fluid Dynamics (CFD) Model for predicting the temperature and velocity distributions in all the fluid zones of a single electrode DC Furnace simultaneously with the temperature distributions in the refractory lining of the vessel. The boundary conditions imposed on the model consisted of the arc current, external surface film coefficients and ambient temperatures. The temperature and velocity distributions in the free-board, slag and metal were solved simultaneously by coupling across the interfaces between the fluids and transportation phenomena developing in the plasma arc. A simplified model was used to describe the ex-change of energy by radiation between the arc and surfaces enclosing the freeboard region. The strengths of this model were reported as being the ability to: ?Solve the different zones and transportation phenomena simultaneously without the need to transfer partial numerical results between different numerical analysis applications. ?Solve velocity and temperature distributions without assumptions regarding internal film coefficients and additional internal temperature boundary conditions. One of the disadvantages of the model was that the energy absorbed by the process was not modelled, resulting in vessel performance predictions under heat loss conditions only. Whilst this allowed potential problem areas such as localized refractory heating to be identified, the model was only capable of predicting how these could be improved by varying the overall geometry and materials of construction. This paper presents improvements in the application software and user defined subroutines of the model as follows: ?Incorporation of surface to gas, gas to gas and gas to surface radiation models to improve the accuracy of radiative heat transfer mechanisms within the freeboard. ?Incorporation of a process energy absorption model based on a theoretical temperature dependant enthalpy curve which incorporates melting, smelting and superheating in selected areas of the bath. This enables the effect of feed distribution and power to feed ratio changes to be estimated. The effects of a commercial arc at full power on the freeboard and slag can now be simulated with increased accuracy.

Proper employment of numerical stress analysis design tools is based on the demonstrated ability of a model to capture key elements of the geologic site model and accurately simulate how these elements interact with a mine design. While these tools have progressed markedly, they are, at heart, a gross simplification of the abundant complexity of a natural setting and its response to mining. A generic deep longwall site model was developed that includes aspects of the geology of deep coal mines in the Wasatch Plateau and Book Cliffs coal fields of Utah. The site model contains a set of common features and observations of how these features typically respond to mining. This site model was the basis for evaluating use of empirical, boundary element and volume element stress analysis tools to analyze the distribution of stress around a deep longwall panel. More specifically, this evaluation examined shifting of stress to panel abutments and gob, distribution of stress in the abutment, and deformation and failure of bridging strata. Measurements of abutment stress changes at two sites in the Wasatch Plateau region were used to illustrate model calibration. Overall, these comparisons highlight the considerable differences between methods. Volume element tools can incorporate considerable detail and have fewer underlying assumptions, but this detail carries a considerable computational cost. Boundary element tools are much more efficient. But this efficiency also comes at a cost of added assumptions. These assumptions were challenged by the presence of a strong sandstone unit in the overburden, leading to boundary element results that depart significantly from volume element results. Empirical rules are the simplest, but are even more burdened by assumptions, many of which are implicit in underlying cases. Insight into the nature and impacts of underlying assumptions in each method is essential to proper use of results in mine design. This article first explains the mechanism of forming strength in the Jet grouting reinforced foundation, and points out the function of cement hydrates and clay minerals in clayey soil, the reinforced body with the character of long-term growth of strength. Secondly, regarding the strength and the deformation characteristics of compound foundation, the article points out that the stress-strain curve of the jet grouting pile is approximate to hyperbolic curve. Finally, the article cites three examples of application in the construction of the metallurgical industry.

Beaches contain the residue of eroded rocks which have resisted weathering, and it is common to find in all beaches some of the harder, heavy minerals. The natural sorting action of waves and winds tends to concentrate the heavy minerals into banded deposits.The value of such deposits is extremely variable. Even amongst the more concentrated deposits, the principal minerals, in the vast majority of cases, are magnetic, titaniferous magnetite and other forms of iron oxide, which, in the present state of mineral economics and technology, are of little or no value.Valuable minerals of fairly common occurrence in beach sand deposits are rutile, zircon, ilmenite, monazite and chromite, and each of these minerals, as well as others of less common occurrence, is obtained from beach deposits in various parts of the world.Along a stretch of 300 miles of coast from Coff's Harbour in New South Wales to North Stradbroke Island in Queensland, occur unique concentrations of heavy minerals. The principal minerals which occur are rutile, zircon and ilmenite, and for some years these deposits have contributed half to three-quarters of the world's consumption of rutile and zircon 1, ,2. The only other notable beach sand concentrations in Australia are at a number of places in the southwest of Western Australia, where deposits containing highgrade ilmenite are being developed.

Discussed in the paper is the redesigned reserve/resource classification for solid minerals being put forth by the authors to replace the acting Russian classification of 19961. The new version is based on the traditional foundations of former Russian classifications and the principles of the ‘McKelvey box’, both categorizing mineral resources according to the degree of geological assurance and economic viability. Based on these approaches the classification deliberately deals with both reserve and resource categories very similar to those established by the Geneva Accords in terms of definitions implied. The authors proceed from the UN-ECE proposed concept of ‘reserves’ being a part of ‘total resources’ explored in great detail by geological and feasibility studies and economically mineable at the time of reporting. The draft classification distinguishes ‘proved’, ‘probable’ and ‘possible’ categories of reserves depending on the stage of feasibility assessment carried out, i.e. the degree of detail and accuracy with which modifying factors affecting mineability of an orebody are taken into account. The reserves are regarded as a product of feasibility assessment of ‘measured’, ‘indicated’ and ‘inferred’ resources. The portions of them not having been classified as ‘reserves’ are regarded as composed of two classes: ‘subeconomic’ and ‘potentially economic’ resources (or ‘resource base’). All the cells of the classification matrix are provided with traditional for Russia alphanumeric designations and appropriate UNFC codes. The classification scheme recommended is viewed as a step forward in improvement of the State inventory and reporting mineral resources in market conditions, conducive to cross-border professional collaboration in the field of providing reliable information on the mineral rawmaterials base of the world’s economy. Besides, it recommends an easy way to get rid of amethodological error in the UNFC classification scheme where consecutive stages of geologicalexploration are identified with a single inherent degree of geological assurance.
