This report provides the results of a two year study of the projected time and cost requirements for new mine development in Wisconsin and is based on a unique blend of information from mining company officials, state regulatory agency officials and contractor experience. Through formal cooperative and review agreements with Kennecott Copy per Corporation, Exxon Minerals Co., U.S.A. and Noranda Mines Ltd., and the Wisconsin Department of Natural Resources plus informal arrangements with knowledgeable Wisconsin persons, lists of the tasks and subtasks required to plan a new mine in Wisconsin were developed. Times and costs were assigned to all tasks and subtasks and these data reviewed by all cooperators. Critical Path Method Diagrams were then developed for a generalized mining project. Total time and cost for the premine planning process was estimated to be 25..1 years and 223 person-years of professional time excluding public affairs effort respectively. By eliminating redundancies in the process and by increasing project efficiency through early public review and participation, recom¬mendations were made to lessen the time and lower the cost of premine planning. The streamlining recommendations could shorten the overall critical path length to 18.16 years and lower the cost to 208 person-years of professional time excluding public affairs effort. The estimated distribution of professional effort (cost) for mine planning in Wisconsin approximates 50.5% for traditional mine engineering tasks, 36.6% for environmental-regulatory tasks and 12.9% for traditional geological-exploration tasks.

Small scale gold mining operations in Papua New Guinea (PNG) have been observed to use very low flow rates of water in sluice boxes. In a series of laboratory experiments carried out to determine whether this approach was unsatisfactory or not for their situation, indications were obtained that it had some advantages in the recovery of fine gold but at the cost of considerable throughput. The separation mechanisms operating in such a system are analysed.

There was little change in the mineral industry of Benin in 1986, as the economy remained in the grip of a regional recession exacerbated by failing oil prices, which nullified much of the income from Benin's oil production. Benin's industrial sector accounted for less than 10% of the gross domestic product (GDP), with the mineral industry providing about one-half of that total. Several major projects initiated over the last several years continued to perform and/or progress below Government expectations. These included the Save sugar refinery, the Dassa-Parakou section of the Dassa-Cotonou highway, the Benin-Togo Nangbeto hydroelectric plant, the Onigbolo cement plant, and the Semé Oilfield. Funding for these projects is the major source of the Beninese external debt, which was estimated to be over $800 million.2

China has made great progress in thick coal seam mining, commonly characterized by longwall top-coal caving mining and single-pass longwall mining with a large cutting height. At present, the maximum mining thickness of longwall top-coal caving reaches 20 m while that of single-pass longwall mining approaches 8.8 m. The top-coal caving–related technologies have significantly improved the mining efficiency of thick coal seams and have also made a great contribution to the centralized underground mining of coal. Thus, the number of underground coal mines is greatly reduced in China. However, due to the increase of the mining height and the changes in mining operations, the overburden movement caused by the mining of thick coal seams is more intense, and the influence scope is larger, which brings a series of new problems on ground control of longwall faces. The authors of this paper have a combined construction experience of 70 years. They have served as engineers and managers on projects throughout the United States and Canada. Approximately 50 shafts have been sunk under their direct and daily participation. Several shafts have been selected from each of their experiences and have been briefly summarized here. SHALLOW SHAFT SINKING Sinking shallow shafts in highly urbanized areas adds an additional set of problems to those encountered in normal sinking operations. During the time between July, 1975 and early 1981, a series of shafts were sunk for The Washington Metropolitan Transit Authority. All of these were located along the "A" line, starting soon after the route departed from its path along Connecticut Avenue, proceeding to Wisconsin Avenue and then along Wisconsin Avenue to the city line at Western Avenue. (See WMATA System Map, Figure 1) The first three shafts were subcontracted from Morrison-Knudsen & Associates, Contract A9a, in July, 1975. Mining companies sponsor a range of non-core, corporate social responsibility projects to adhere to social and labour plans and environmental management prerequisites that form part of a mining licence application. Some companies go above and beyond such projects, sponsoring initiatives that generate renewable energy through solar power, wind energy, natural gas, etc. The challenge for these companies is to choose between a variety of projects to ensure maximum value, especially in times when the economic climate might be less favourable for such projects. The focus of this research was to analyse the concept of sustainability as it exists today, and to apply that to the triple bottom line accounting method in an attempt to quantify the sustainability of a project. Research was done on the methane burn-off project at Sibanye Gold?s Beatrix Mine to establish how such projects are planned and financed, and what impact they have on the triple bottom line of a company. The financial bottom line is, by definition, one that executives understand. This paper also proposes a quantitative method for defining the social and environmental bottom lines as well. By considering the financial, social, and environmental values, the study attempts to determine a monetary value for a sustainable renewable energy project. This monetary value can be compared to similar values obtained for other sustainable renewable energy projects under consideration. The research suggests that monetary value alone is not enough to base a sustainable decision on, and qualitative measures are suggested for use in conjunction with quantitative methods. The selection method proposed should assist the board of a mining company to choose the most sustainable option and the project that will add the greatest value to the company across all three bottom lines. It will also provide increased justification for such renewable energy projects, even in periods of harsh or uncertain economic climates.

The paper describes the design process, trial testing and contract pile installation of 772 pre­cast concrete piles at a site in Surrey, South East England. Recommendations on how to improve the design, construction trials and main contract piling phases of the project are made. The building layout is shown in Figure 1 and is comprised of a central circulation area with five office wings radiating out from its southern side (only three of these wings were constructed in Phase 1 of the project). Approximately 60% of the circulation area and one office wing were built with a single level basement. The basement was constructed "bottom-up" in open cut with the void between the basement walls and the cut slope being back-filled with compacted site won soil above a perimeter drainage system at basement slab level. The building has up to 3 stories above basement level and is a reinforced concrete structure. The client for the project is Pfizer Ltd. Pfizer Ltd was represented on site by Laing Project Management (Laing). The consulting engineer was Ove Arup and Partners (Arup) while the piling contractor was Roger Bullivant Ltd (RBL).

An investigation was made of the Rehbinder-Kuznetsov pendulum as an instrument to aid in the study of rock drillability and of the effect of surface active agents on rock drillability. The "critical weight", i.e., the pendulum weight at greatest sensitivity, was determined for several solids and it was shown that a change in surface environment changed the maximum value of the apparent hardness but not the critical weight, and the critical weight increased with increase of hardness of the solid used. Using silver halides as the solid material, and solutions of either silver nitrate or the appropriate alkali halide, it was shown that there is a hardness maximum at the zero point of charge of the particular silver halide. INTRODUCTION The development of relative hardness measurement by the method of damped oscillations, or what has been called the pendulum sclerometer, is due largely to the Russian workers P. A. Rehbinder and V. D. Kuznetsov and their co-workers.1,2 The apparent simplicity of the method has led to its use in a number of fields, particularly those where relative hardness has to be determined on a brittle solid. As will be shown, the simplicity of the method belies its complexities. THEORY OF THE PENDULUM SCLEROMETER The operation of the pendulum is quite simple. Make a sharp point such as a diamond, hardened steel or tungsten carbide, as the fulcrum of a pendulum, with the center of gravity of the system below the point of support. The attenuation of this pendulum is a function only of air friction, provided no fragmentation, breakage or other work is performed by the point. However, when the solid surface breaks or disintegrates under the point, and the latter penetrates the solid, part of the energy of oscillation is absorbed in the work of creating new surface, and the rate of attenuation increases. In the case of brittle solids, the point of the pendulum produces fragmentary particles, whereas the point produces plastic deformation in a plastic solid; but in both cases damping occurs. This pendulum damping is a function of the hardness or strength of the solid. Whereas a pendulum oscillating on a hard material attenuates primarily by air friction, in the case of a soft material, the points penetrate the surface of the solid, producing new surface, and the pendulum damps much faster. Thus the attenuation rate is a function of the hardness or strength of a material in both plastic and brittle substances. Russian workers initially used a single support for the pendulum, but this created many problems because of oscillation of the pendulum in more than one plane. A revised version used two points, or sometimes a prism as support, successfully confining oscillation to one plane. The version using two points was constructed and used throughout this investigation, making the recording of the attenuation as a function of time relatively easy. That both points should be in contact with the solid during the damping is implied. Rehbinder (c.f. Kuznetsov2) proposed that the hardness H as measured by this method could be expressed by a quantity which is inversely proportional to the relative initial rate of attenuation of amplitude. where H = hardness parameter (arbitrary units) a, = initial amplitude da/dt = rate of attenuation of amplitude with time. In the simplest case of damping with a constant logarithmic decrement, H can be regarded as a constant for the duration of the whole damped oscillation process. That is

All development proposals have to run the gauntlet of the approvals process. Major resource projects are generally subject to particularly intense scrutiny. The key element in the approvals process is that it is about making decisions that take into account the benefits or otherwise to society as a whole - the interests of any one group do not take precedence. Most groups tend to see their relatively narrow interests as representing those of the broader society. Each group develops their arguments for or against a project in isolation, and then presents these to an arbiter in an adversarial situation. From this mire of argument and counter-argument it is often difficult to discern just what the real benefits of a project are, and opportunities for agreement and constructive modification of proposals to meet real concerns are often missed. The contention made in this paper is that the inevitable differences between these various viewpoints should be harnessed to help the proponent to come up with a proposal that is clearly of overall benefit to society and which gains approval. It is better to accept that no one group has a monopoly on wisdom in this area and to engender an environment of creative tension in which the pros and cons can be broadly considered and good planning and design used to produce a proposal that has a high chance of success. There are a variety of ways in which this approach can be implemented. Some of these options will be discussed in terms of their likely applicability to energy projects and their potential for success.

To aid in minimizing adverse environmental impacts of mining and mineral processing, the Bureau of Mines studied changes in soil characteristics in topsoil stockpiled during mining operations. Topsoil stockpiles in arid areas of New Mexico, Utah, and Wyoming were sampled over a 1- to 8-yr period to determine any changes in physical, chemical, or biological parameters in the top 15 ft of soil. Parameters examined in this study included soil moisture, pH, electrical conductivity, and cation exchange capacity; total nitrogen, organic carbon, carbon to nitrogen ratio, extractable potassium, and soluble phosphorus levels in the soil; general levels of bacteria activity in the soil; and productivity of the soil as measured by shoot yield in growth tests. Data were analyzed by multiple linear regression to determine possible effects of stockpile age and depth. Bacteria population counts, used as an indicator of goner l bacterial activity, was the only parameter found to be significantly correlated with stockpile age and depth at more than one site. Bacterial activity increased with depth at the two sites where it was measured. Activity increased with age at one site and decreased with age at the second. Significant changes in soil pH, electrical conductivity, and moisture were significantly correlated with stockpile age and depth at single sites. This study did not show significant, consistent deterioration in soil characteristics or growth yield of topsoil stored in stockpiles.

Mineral fillers have been defined as inert materials that are included in a composition for some useful purpose. Because this definition and the scope of this review are not specific- indeed, exceptions abound-accurate total statistics are unavailable. One source estimates the total production in the United States in 1971 at 5 million tons valued at $200 million, averaging $40.00 per ton. Included are a broad group of minerals-asbestos, barite, bentonite, calcium carbonate, clays, diatomite, feldspar, micas, silica, talc. Additional references will be made to synthetic mineral-derived fillers such as aluminum hydrate, precipitated calcium carbonate, and pyrogenic and precipitated silicas and silicates. A section on related uses at the end of this chapter covers absorbents and filters. Mineral fillers can be included in compounds to accomplish a variety of final results. Hardness, brittleness, impact strength, compressive strength, softening point, fire resistance, surface smoothness, electrical conductivity, and a host of other physical characteristics may be modified by the inclusion of fillers. These effects are the result of properties of the fillers, including chemical activity, hardness, particle size, shape and distribution, surface structure, color, density, and refractive index. To facilitate an overview of the mineral filler industry, this chapter will review the general usage of fillers, the inherent characteristics that intensify their utilization, and similarly their manufactured characteristics. Major using industries will then be examined in detail. Specific information on deposits and processing for industrial minerals will be found in the appropriate commodity chapter. The chart in Table 1, updated from the 3rd edition of Industrial Rocks and Minerals, illustrates the major mineral fillers (both natural and manufactured) and their more important end uses.

Following the experimental work of Denny, Robson, and Irwin, and the clinical investigation by Crombie and Blaisdell, an investigation of aluminium therapy was begun at Washington, Pa., which is situated In a very large industrial section of the State. Some of the men to be studied were from plants manufacturing silica brick, refractories used in steel and glass manufacturing, and semi-porcelain table-ware; others were workers in foundries, sand blasters, and men engaged in the quarrying of ganister rock.This group of workmen gave an opportunity to study the effects of aluminium on various types of silicosis which differed somewhat from that found in hard-rock miners.EXPOSUREIn their occupations, the men studied were exposed to silica dust concentrations ranging from 17 to 97 per cent free silica. In the silica brick industries, the unfired product averages 96 per cent silica in the form of quartz, whereas the fired brick contains 50 to 62 per cent. cristobalite plus 11 to 80 per cent. tridymite, forms of silica that, on account of their higher solubility, are more toxic than quartz. The operational dust counts in the plants varied from 15 to 9,500 particles per c.c., and the median particle size from the aerial samples was 1.0 micron for the green product and 2.0 microns for the fired product. The length of exposure varied with the occupation as well as with the individual plant, but disabling silicosis could be produced in less than four years in certain exposures. The average time needed to produce radiological silicosis in those susceptible to this disease was eight years. Some of the men in our series of cases have been treated as long as fifteen years after exposure had ceased, and have improved under treatment.The dust counts mentioned above had been reduced prior to the aluminium therapy studies and the presen.t exposures do not exceed '900 particles per c.c., the average being 370 particles. per c.c. This improvement in dust conditions was due to improved dust control apparatus, which was installed before aluminium therapy was instituted. Aluminium powder is not a substitute for dust control.PATHOLOGYThe pathological picture of silicosis in men engaged in the ceramic industry is somewhat different from that in hard rock miners." Minerals appraisers/valuers often find great difficulty in attempting to employ the sales comparison approach to the market value appraisal of development and operating stage mineral properties. An important factor generally overlooked is a comparison of net operating income (NOI) margins on a per-unit-of-production basis between mineral properties, whether these be demonstrated or forecast margins. NOI margins can vary greatly between mines or quarries that are producing similar products. Ultimately, the expected NOI margin determines what a buyer is willing to pay for an income-producing property. Here, common criticisms of the sales comparison approach by mineral appraisers are introduced. These are counterbalanced by raising some issues in the way the inputs for the income approach are usually derived by minerals appraisers and by review of some conspicuous examples of the much-too-common misuse or abuse of the income approach in market value mineral appraisals. Example transaction analyses and sales comparison analyses are used to demonstrate the author?s methodology for adjusting units of resource in his transaction adjustment tables. The examples are used as the basis for a discussion of ways to employ adjustments for operating economics and many other factors, while warning against the potential for double counting. The conclusions include a recommendation that minerals appraisers attempt to apply at least two of the three valuation approaches when appraising the market or fair value of development and operating stage mineral properties, the two being the sales comparison and income approaches.

A procedure was developed for recovering metal values from copper-smelter fume. The fume is first leached to neutrality with dilute sulphuric acid to obtain a solution of zinc sulphate containing a low level of impurities. The tailings from this leach are treated with hydrochloric acid in two stages, in which tin and zinc are quantitatively leached and recovered as a tin concentrate and a zinc sulphatelzinc chloride solution.About 80 per cent of the lead sulphate is converted into lead chloride, which can be recovered as a pure product.Data on the effect of temperature, acid concentration, aeration, and solid/liquid ratios on the hydrochloric acid leach are presented, and the fate of the most important metals during the recovery process is described. Alternative treatments of the tailings from the neutral sulphuric acid leach were briefly investigated.

"Abstract The Deep Mixing Methods (DMM), in their current forms, have been employed in the United States since 1986, although an earlier version had seen service from 1954. The earlier developments were strongly influenced by practices in the Nordic countries and Japan, while by the late 1980’s several DMM systems had been developed in the U.S. itself. Since then, DMM has continued its evolution, principally via the challenges of a series of large, landmark projects, but also via distinct, significant technological advances. This paper highlights the key points in the history of DMM in the U.S., and provides an overview of the different methods currently in use.In the BeginningIt is a common misconception that the history of applications of the Deep Mixing Methods (DMM) in the United States dates from 1986 when SMW Seiko Inc. — a subsidiary of Japan’s Seiko Kogyo Company — was established in the Bay Area. However, the author believes that Intrusion Prepakt Co.’s patented MIP (Mixed in Place) system had been used, albeit sporadically (about 30 projects are recorded), since 1954 (FHWA 2000, 2001). Ironically, by 1961 this single auger method had been extensively used under license in Japan for excavation support and groundwater control — by the Seiko Kogyo Company. By 1972, the original MIP technique had been succeeded by more advanced Japanese methods, involving multiple augers. Intrusion Prepakt have long since become defunct.The first systematic studies of contemporary Deep Mixing Methods in Japan began in 1967 when the Port and Harbor Research Institute of the Ministry of Transportation began laboratory testing using granular and powdered lime for treating soft marine soils. Fundamental studies continued through the early 1970’s, by which time the development of industrial scale equipment was well advanced, having its first application on a marine trial near Haneda Airport. Coincidentally, laboratory and field research also began in 1967 in Sweden (“Swedish Lime Column Method”) for treating soft clays using unslaked lime. Reportedly the progenitor was a Norwegian, Kjeld Paus, who had made observations on fluid lime columns in the U.S. It would seem that developments in Japan and the Nordic countries proceeded independently until 1975 when the technology leaders from each group (Broms and Boman; and Okumura and Terashi, respectively) presented their — very similar — findings at a conference in Bangalore, India. Limited technical exchanges ensued thereafter.Whereas the Nordic developments continued to focus on the use of dry reagents (cement and lime) and relatively light equipment compatible with operating on and in very soft clays and organics, the Japanese progressed into the use of fluid reagents (cement-based grouts) and heavier equipment for both marine and land-based projects. Thus, by 1986, there were a large number of proprietary (wet and dry) DMM systems in Japan, and a rapidly growing market already by then accounting for over 12,000,000 m3 of ground treatment."

Time-dependent ground behavior may have important implications for the construction process or the life of a tunnel. The paper gives a concise overview of the influence of time on the deformations and the stability of underground openings, including topics such as face stability in soft ground or the time-development of pressure or deformations in squeezing or swelling rock. While keeping in mind practical questions of tunnel engineering, emphasis is placed on understanding the observed time-dependency, on the underlying mechanisms (such as pore water pressure dissipation or chemical processes) as well as on the respective inherent prediction-uncertainties and design-uncertainties.

As part of the I-94 North-South Corridor reconstruction program, the Wisconsin Department of Transportation (department) is reconstructing the Mitchell Interchange in Milwaukee, Wisconsin. Located on the south side of Milwaukee near Mitchell International Airport, The Mitchell Interchange interconnects I-94, I-43 and I-894. Reconstruction began in 2009 with the letting of the first advance contract for local crossroad bridge reconstruction. A second advance contract for construction of collector-distributer roads on each side of the I-94 mainline was completed in 2010. The main contract involving reconstruction of the core of the Mitchell Interchange was let in the summer of 2010, and is scheduled to be completed by the end of 2012. The core contract includes construction of three cut and cover tunnels along two system interchange ramps. Construction of the three tunnel structures is on the critical construction path. The contract includes an interim contract completion date that requires the tunnels to be open to traffic by the end of 2011. A top down method of construction using drilled shaft secant piles for the sidewalls of the cut and cover tunnel structures was selected as the preferred structure type to address subsurface and construction schedule challenges. The department identified in pre bid coordination that no cost reduction incentives would be reviewed or accepted for changes in tunnel wall type. A major component of the tunnel structures requires the installation of 1,500, 4-foot diameter secant piles. This paper presents mitigation strategies to manage construction risks associated with the installation of the secant piles including; prequalification of the secant pile subcontractors, requirement for use of full depth temporary casing, a site specific quality control plan, specifying drilling equipment, and developing a geotechnical baseline report for this critical component of the Mitchell Interchange reconstruction project.

The use of valuable minerals is a necessity to maintain a modern society. Not only the iron, aluminium, coal and oil that are used in large quantities, but also the uranium, copper, vanadium, tungsten, antimony and many others play an essential role in the bigger picture of our modern civilisation. Minerals occur in a form and in places determined by a long history starting at the dawn of creation. Over billions of years the elements have combined in wondrous combinations and structures. They have been broken up by massive explosions, movements in the earth's crust and erosion by wind and water. They have been restructured and recreated in even more configurations by the application of heat and pressure, leached by and exposed to new chemical compounds. The result is that most valuable minerals are found in impure form and mixed up with other, less useful waste material. 2. Mineral Beneficiation The processes used for the purification and enhancement of an ore, to satisfy the needs of downstream applications, are collectively referred to as mineral beneficiation. Mineral Beneficiation starts in the mine where only that portion of the ore, that can be economically processed, is selectively extracted. It may also include ore blending, to ensure a more consistent feed to the following stage of valuable mineral recovery. The next stage in mineral beneficiation is the liberation of the valuable minerals from the gangue. This is achieved by blasting, crushing, milling and grinding down to an adequately fine grain size to facilitate good separation. Separation can be achieved by a variety of different techniques. ?Screening coarse from fine particles is an easy method if the valuable mineral is dominant in a certain screen fraction. ?Magnetic separators can differentiate minerals on the basis of their difference in magnetic susceptibility. ? Electrostatic separators differentiate on the basis of electrical conductivity. ? The differences in density are exploited in spirals and jigs. ? Particular surface properties provide a separation technique in flotation. ?The selective sorption properties of a collector medium are another option.

A new method, localized uniform conditioning (LUC), was proposed in 2006 for modelling grades of small blocks of ore when data spacing is too broad for their accurate modelling by the linear regression based techniques, such as kriging (Abzalov, 2006). It represents a modified uniform conditioning (UC) technique that calculates the grade distribution functions for the large panels. LUC uses partitioning of the panels onto the small blocks and then ranks them in increasing order of grade. Based on the block ranks, a single grade value can be deduced for each block from the UC model of the gradetonnage relationships of the corresponding panel. After being first presented in 2006, the LUC method has been implemented in ISATIS© (commercial software) and became one of the common approaches for grade estimation when data spacing is broad in comparison with the estimated block size. Several years of study on the LUC method and its application to different geological environments, have allowed identification of the strengths and weaknesses of the method, which are as follows: ? The method produces accurate grade-tonnage functions, which are in a good accordance with a volume-variance relationship principles ? An initial ranking of the selective mining unit (SMU) blocks can be made by direct kriging from the sparse data grid. Therefore, the LUC method can be particularly useful at the early stages of exploration and mining project evaluations when sparsely distributed data is often the only available information ? Accuracy of the local estimation depends on the SMU ranking techniques. When ranking performed by direct kriging of the SMU blocks their spatial distribution is approximate. When the variogram of the studied variable is characterized by a large nugget effect, the block ranks produced by kriging can significantly differ from their ?true? distribution ? Block ranking can be improved using auxiliary data, either geophysical or geochemical. This allows use of the LUC method for integrating different data sets.
