Three electrostatic field sensing proximity warning devices were tested using full-scale cranes and power line systems, a scaled model facility, environmental testing facilities, and theoretical/numerical analysis. The design objective of each device is to assist in safe crane operation near overhead power lines. Several design deficiencies (varying from device to device) were observed, including inadequate overlap in sensitivity ranges, utilization of vacuum tubes and electro-mechanical parts, temperature sensitivity and inaudible alarms. In addition, the testing showed major device limitations including sensitivity to boom orientations and length, polarization dependent responses, and unreliable operation in the presence of multiple power line circuits. The multiple power line circuit problem is intrinsic to electrostatic sensing devices. The remaining deficiencies and limitations are correctable within a state-of-the-art design. This investigation is not intended to evaluate the safety aspects or policy of utilizing proximity warning devices. Rather, the purpose is to determine the performance characteristics of such devices in relation to the criteria specified in proposed MSHA regulation 77.805-4 (i. e., the devices must alarm at a distance of 10 feet from the power line).

LET'S imagine we are at the Grand L Coulee Dam, where daily 15,000 barrels of low-heat Portland cement and 27,000 tons of processed aggregate in various sizes are mixed to produce 30,000 tons of concrete. Inspect the autographic records which show for each 4-cu-yd. mixer batch of concrete the weights of its constituent materials including its several sizes of aggregate, cement, and water, and which also show the period of mixing and the consistency of the mix. Watch the inspectors sample and test the aggregate for gradation and moisture content of sand, and sample the concrete for homogeneity. Watch the huge buckets deposit the concrete in the forms. It looks too dry to handle, but the concrete vibrators make it melt away. Just enough vibration fully to com- pact the mass, but not enough to produce segregation of the materials; the inspector says when. See the sprinkler system covering all hardening concrete with a spray so that it may not thirst for water. Watch the cleaning of the top of an old lift preparatory to placing a new lift; the sand blasting; the blow-down; the mop-up; the minute inspection.

NEW YORK'S largest hotel, the Pennsylvania, will be filled with mining and oil men and metallurgists the third week of February when some 3000 AIME members, their wives, and guests will gather for the Institute's 1948 Annual Meeting-its 166th general meeting. Except for the usual Sunday afternoon and evening sessions of the Mineral Industry Education Division at the Columbia University Men's Faculty Club, the big assembly will be under one top and members will not this year have to consult compass and map to find their next session. Possibly enervated by the stupendous effort of the Anniversary Celebration last spring and the plethora of highly successful fall meetings, the various committees have been a trifle slow in arranging their social and technical programs, but in mid December as we go to press there is already much to report indicative of substantial fare and high interest. The definite timetable schedule will appear in the February M&M.

THE purpose of this communication is to present activity data of nickel in the Ni-A1 binary system that was obtained for oxidation studies in this system. This data has been calculated from previous aluminum activity data at 1000°C1,2 by two types of Gibbs-Duhem integrations. These results should be of particular current interest to oxidation studies of aluminide coated nickel-base superalloys3 as well as other problems. The aluminum activity of Steiner and Komarek1 is plotted in Fig. 1 as a function of composition in Ni-A1 alloys at 1000°C. The dashed parts of the aluminum curves represent our approximate extrapolations from the directly measured regions. In the terminal solution regions (a and L phases) standard parabolic solution functions of the following form are assumed: where i is the component subscript, Ki is a constant at a fixed temperature, and xi is the atom fraction. The resultant nickel activity curve at 1000° C from the Gibbs-Duhem integration4 of the aluminum data is shown in Fig. 1. The solubility ranges of the phases present in the Ni-A1 binary at 1000°C are also denoted at the bottom of Fig. 1. Corresponding values of the nickel activity, aNi and yNi, are listed in Table I at useful compositional intervals. including phase boundary values. The aNi and yNi data listed in Table I are subject to the uncertainties present in the experimental aluminum activity data1 and to deviations from parabolic solution behavior in the terminal solutions. The errors introduced into aNi and yNi due to the parabolic solution assumption are expected to be relatively small (<20 pct of the values given) in all the phases except the liquid phase. The pioneer work on pressure hydrometallurgy was conducted in Russia at the end of the nineteenth, and the beginning of the twentieth centuries, by Karl Josef Bayer (1847-1904) and Vladimir Nikolyevitch Ipatieff (1867-1952), both working independently in Saint Petersburg. Bayer was studying pressure leaching while Ipatieff was studying the precipitation of metals and their compounds by hydrogen under pressure. Gradually, industrial applications took place first in the aluminium and later in the nickel industry. Today, the technology is well established in a large number of industries, such as uranium, gold, zinc, titanium, tungsten, and more recently copper.

Bolting the mine roof is one of the noisiest underground mining operations. The main contribution to the noise is the drilling of the roof bolt holes, especially drilling in hard rock. Previous research shows that the specific energy consumed in drilling bolt holes is inversely proportional to the bite depth (i.e., penetration per drill revolution). Less specific energy at a reasonably high bite depth means less energy is wasted in the drilling process for producing heat, bit wear and noise. Therefore, proper control of the drilling operation to achieve a reasonably higher bite depth can reduce drilling noise from its sources as a proactive noise control approach. In order to explore the feasibility and develop the proactive technology for reducing drilling noise, drilling tests have been conducted in laboratory settings. The preliminary results show that significant reduction in noise dose can be achieved by drilling in medium hard rock with uniaxial compressive strength of about 276 bars (4,000 psi) and at a reasonably high bite depth of about 4.6 mm/rev (0.18 in./rev). This paper presents the findings from laboratory experimental studies.

STATISTICAL evidence shows that continued efforts made by Government and industry to make mining safer during the last two decades have had most favorable results. In the copper-mining industry an accident frequency of 146 per million man-hours worked in 1925 dropped 71 per cent by 1945 to 43. This downward trend was relatively consistent except for a high period in 1937 which was probably due to a resumption of large-scale operation with many untrained miners. The iron-mining industry showed a similar trend, but at the relatively lower accident frequency of 66, which dropped to 24 in 1945. The close relationship between the steel and iron-mining industries may be one reason for the lower accident frequencies, because the steel industry is noted for its greater recognition of the fact that safe working conditions are an important part of labor-management relations.

The Federal Government, as the largest lessor of oil and gas lands in the United States, is vitally interested in the conservation of those resources. This manual has been prepared at the direction of the Secretary of the Interior to call the attention of lessees of public oil and gas lands to the most common oil and gas field wastes and the best methods of preventing them; to outline the policies of the Interior Department on field operations; and to give information as to how the "Operating Regulations" of the department will be interpreted by the Bureau of Mines. The oil industry has progressed steadily. Present operating methods are much more efficient-and less wasteful-than those of a few years ago; moreover, the art of producing oil and gas is continually advancing. Public interest requires that improved methods, which will result in obtaining the greatest possible amounts of oil and gas from the natural deposits, shall be developed and used. Part I of this manual points out types of oil and gas wastes and suggests, in detail or by reference, the most practical and effective methods in current practice for stopping these wastes. Throughout Part I the department's operating policy is given, with interpretations of the "Operating Regulations" for enforcing every practical measure of conservation. Part II comprises the revised "Operating Regula-tions" which supersede all previous regulations and will govern future operations on public lands; it will be found in the pocket in the back cover of this bulletin.

The austenitic and ferritic stainless steels do not undergo any phase transformation that induces very fine grains in the product through thermomechanical processing as practiced in most other steels. Considerable grain refinement can be achieved by intense multistage deformation descending through warm to cold working; notably multi-axial forging of bulk material can attain high strains with diminished risk of cracking. Hot working to improve ductility yields finer grain sizes as the T is reduced and strain rate E raised; increased strain has limited effect due to the steady state regime. Ferritic steels develop subgrains with size diminishing as E rises and T falls with the advantage of retained strain hardening; recrystallization delivers grains several times the cell size. In austenitic steels, dynamic recrystallization (DRX) provides finer grains at higher E and lower T with a lower limit due to intergranular cracking. The DRX grains contain a strengthening substructure that can easily be retained by quenching; if static recrystallization is allowed to occur the grain size rises markedly. Multistage rolling with diminishing T is able to provide grain refinement to the same degree as straining at the finishing T yet provides better ductility. grains on recrystallization. As a result of the strain induced transformation to martensite, small subzero deformations of austenitic or duplex steels produce very high dislocation densities that yield marked grain refinement when they revert upon reheating.

This report presents a quality control approach to the derivation of strategies for monitoring a work environment; specifically, the environment in underground mines where diesel-powered equipment and blasting agents are used. The approach is presented as a series of 22 steps called the Monitoring Strategy Development Scheme. The scheme is an orderly method for selecting from a number of options a strategy or tactics to cost effectively meet the requirements of a chosen objective related to the monitoring of breathing zone air quality. The scheme provides a format to quantify many of the factors that influence the selection of on strategy or tactic over another, and to ensure that important considerations are not neglected. The premise that breathing zone air in work environment can be considered to be manufactured product and that, therefore, conventional quality control approaches are applicable, is introduced. Typical approaches to the quality control of manufactured products and how these approaches can be applied to the selection of monitoring strategies are discussed.

INSPECTION and test methods of great diversity have been used from the most ancient times to select raw material, control its manufacture, and appraise its finished properties and value. The "miller thumb," expert in grading flour, the vintner&apos;s sense of taste, the goldsmith&apos;s micro-wear test on a touchstone, the enquiring sniff over the doubtful egg -these are all nondestructive inspection methods, accurate and depend- able, but not readily reduced to numbers in the c.g.s. system. A horse trader inspecting a possible purchase is interested in more than age, size, weight, color. heredity, speed, or drawbar pull which can be reduced to figures. Behavior, temperament, stamina, health-past, present and future---are just as important as the numerically determinate constants.

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . This report presents research results obtained in the investigation of deviation control of boreholes in the rotary drilling process. The approach taken in this research is the passive method of placing stabilizers in the bottom-hole assembly to control deviation. Extensive use was made of the drill string mechanics theories of Lubinski and Woods. Analog, digital and hybrid solutions to variety of boundary value problems were investigated in order to determine the best models for bottom-hole assemblies. Field drilling data was analyzed and the results obtained from various models were compared to the actual drilling results. Various accomplishments of this work have been published in open energy industry literature, with more publications to follow.

Electrical accidents occurring in coal mines from 1975 through 1979 were categorized and analyzed. The data was searched for common electrical hazards, common activities on the part of those injured, and common negligent or careless behavior. The most common electrical hazard was abnormal arcs or sparks, the most common injured activity was handling energized trailing cables, and the most common careless behavior was failure to de-energize circuits before working on them. The accident data was combined with mine production statistics to form a normalized electrical accident rate. It was found that some mines have consistently more lost workdays per man-hour worked than do other mines. Bureau of Mines electrical safety research contract expenditures were reviewed to judge whether the research effort was directed to those areas which are related to the most accidents. In some cases it was not. A method was devised and utilized to estimate the relative cost to the mining industry to implement certain safety measures developed through Bureau research, and also to estimate the potential safety benefits. Some safety changes are recommended, others are not. MSHA regulations were reviewed for effectiveness in preventing electrical accidents, and suggestions were made for discontinuing, clarifying, or otherwise modifying the regulations.

The value of U.S. mineral raw material output reached a record $63.1 billion in 1975. This high exceeded the 1974 value of $55.2 billion by 14 percent. Among the three major mineral categories -fuels, metals, and nonmetals -only fuels showed an increase in value. Both the metal and nonmetal categories showed declines in value. The significance of this nearly $63 billion mineral output can be noted in the fact that it is the basis for the subsequent production of over $270 billion a year in energy and processed materials. Of the 78 individual mineral commodities included in these 1975 totals, only 17 registered gains in output, while 45 registered value increases, reflecting higher prices.

This study undertook the development and implementation of a methodology for estimating the impact of coal seam interaction on the eastern bituminous underground reserve base as published in USBM Information Circular 8655. The effects of previous mining in multiple coal seam areas on currently mined and reserve seams are predicted as a percentage coal loss by an engineering assessment model called the Coal Loss Calculation Model. The model utilizes twelve input variables easily derivable from mine maps or other existing data sources and calculates the effects of subsidence and high-stress due to remnant pillars in the previously mined seam. Extensive literature review resulted in the identification, definition, and quantification of the critical variables of seam interaction. Export opinion surveys were made of mining experts, MESA mine inspectors, and coal mine operators. Statistical analysis was used to establish the redundancy of the critical variables and to develop a total coal loss prediction algorithm. A regional analysis resulted in the production of a series of thematic maps on coal characteristics and distribution. A derivative map showing the areas of commonality within the eastern bituminous coal region served as the basis for implementation of the coal loss calculation model. The model was developed and tested using data from four coal mines in western Pennsylvania and southern West Virginia.

Asimismo, los beneficios obtenidos por usar las mallas, no se limitan al ahorro en costo material de relleno, sino que se logra un mejor desempeño- en tanto optimiza la superficie de circulación de los vehículos mineros, reduciendo los tiempos de operación, así como prolonga los períodos de reparación y mantenimiento.
