The coal industry is ever changing and complex. This article discusses some problems that must be faced and their projected economic effects. Coal's dominant market is for electric power generation. While growth rates in the 1980s will be nominal compared to historic growth rates, such growth will be substantial in absolute terms because it comes from a very large base. Higher growth is expected in the 1990s. History When looking toward the future, an examination of the past is helpful. Figures 1 and 2 present production and consumption statistics (expressed in short tons) on bituminous coal and lignite in the US from 1945 onward. After an all-time peak of 572 Mt (631 million st) in 1947, total production dropped to 356 Mt (392 million st) in 1954. Sustained growth in total production did not begin until the 1960s. Coal production from under-ground mines declined from more than 400 Mt (440 million st) in 1947 to about 295 Mt (325 million st) during 1965 to 1970. A further decline ensued until a strike in 1978 reduced production to only 218 Mt (240 million st). Underground mines produced 283 Mt (312 million st) in 1983. Coal production from surface mines has increased steadily since the early 1960s. While some of this increase has come from mines east of the Mississippi River, most has resulted from surface mines developed in the West. Production from surface mines west of the Mississippi River was 224 Mt (247 million st) in 1982. Total coal production from under-ground and surface mines, other than Western surface mines, continues to approximate levels of 40 years ago. In spite of several wage increases, increasing productivity in surface and underground mines enabled the coal industry to hold the average value f.o.b. mine to about $5.50/t ($5 per st) from the end of World War II to 1969. Under-ground mine productivity peaked at more than 13.5 t (15 st) per man-day in 1969. Mining is most vital to our civilization. The current model of extraction technologies was designed without an expiration date and therefore generates environmental effects that are severe. Mining results-effects have been traditionally accepted and promoted around the world since Agricola described mining. Mining’s extractive technology is outmoded and standardized and inflicts negative results-effects on nature. Those results are liabilities dimensioned in legacy and type of nature able to provide to the next generation. In order to design, build, and transform mining effectively we must ask: What is the vision of mining? Mining has exhausted its antiquated mindset of over 200 years. Now it merely pilots us into crisis. The challenge today is to resolve the socio-environmental conflicts globally with a radical transformation of the mining business at its core. This paper illustrates that old mindsets must be radically updated or the concept of mining will continue to be trapped. Changing the mindset will enable discourse toward a new destiny. These changes will change mining for the better. We are able to evolve and get different results than in the past by pursuing a new legacy to live in harmony with nature for many more years. INTRODUCTION Minerals are supported by the law of conservation of mass. They have the unique characteristics of being finite, exhaustible, unsustainable, and have an unlimited recycling. Minerals are also hard to find because we have explored and virtually exhausted the whole crust of this planet. Orebodies that used to be considered world class are almost exhausted. In the short-term, it would be almost impossible to find new world class orebodies unless they could be extracted from the ocean, the moon or other planets like Mars. Mining is designed to extract minerals for profit and to keep civilizations functioning. Subsequently, mining has a social issue that is an economic issue. Thus, mining must be seen as a real and urgent subject matter that must be protected in thought and in fact. The actual mining extractive technologies produce disequilibrium in nature that has unknowable effects in the course of time. History is filled with the negative consequences to nature due to the model of mining. The evidence of these effects from mining’s model is apparent in repetitive liabilities around the world. The effects negatively impact nature without any consideration to how these impacts will manifest themselves in the future. This model of mining is widespread and extolled in every corner of the planet because it is old and familiar and although wasteful and outdated, we do not want to expend financial resources from profit or elsewhere to explore newer ideas, methods, or technologies that would help us keep a sustainable harmony between extraction and nature. We need a new vision for mining today and to explore in what way academia can and must play a social role in the teaching of mining methods. We need to question why we continue to support the old model of mining and to ask ourselves what prevents us from updating and modernizing the method of mining to meet the current needs not just of civilization but the urgent needs to undo some of the damage to the earth. This paper hopes to develop a method to change our minds about how we conduct the business of mining in order to control the destiny of it.

History of Underground Coal Mining in Illinois The production of coal in Illinois using underground mining methods, commenced early in the 1800's; however, the first shaft entrance was not sunk until 1842. The shafts range in depth from 16 feet (4.9 m) in Peoria County to 1,001 feet (306 m) in Christian County. The earlier mines were smell, private operations that worked outcrops and shallow seams at less than 100 feet (30.5 m) in depth. By 1975, there were reported 4,076 abandoned underground coal mines in 70 Illinois counties (Nawrot, 1977). There were many more mines; however, only 4,076 underground mines have been documented. Small mining operations characterize the majority of the underground mines. There have been no significant multiple seam operations in Illinois. The most extensively mined seams were the number two, five, and six seams. Number two seam was worked in the early 1900's by 252 mines in the longwall mining region of northern Illinois (Nawrot, 1977). Available records for 2,054 abandoned mines identify 1,043 as shaft nines, 700 as slope mines, and 311 as drift mines. Some operators began reporting annually to the State Department of Labor in 1879 and by 1882 all mine operators were reporting. Annual reporting still continues to date. The information is compiled by the State Department of Panes and Minerals in their "Annual Coal Report." By the end of 1974 there were 800,000 acres (323,756 hectares) of abandoned underground coal mine workings (Smith-Stall, 1975)2 Copies of abandoned underground coal mine maps may be inspected by interested parties in the State Department of fines and Minerals office in Springfield, Illinois, or at the office of any county recorder for mines within their county. Copies of active underground coal mine maps may be inspected at a State mine rescue station near the mine site or at the county recorder's in the county in which the mine is located. Copies of active underground coal nine naps shall be open to the examination of all interested persons, but such examination shall be made only in the presence of the State mane inspector or the recorder. Cyanidation of gold and silver ores by conventional mining and milling techniques has been practiced for over a century. During the past decade, heap leaching has emerged as a viable process for treating certain gold and silver ores. (1) The rapid development of heap leaching for gold and silver ores is largely a result of lower capital and operating costs and faster start-up time than that offered by conventional mining and milling. In general, these features make heap leaching an ideal approach for exploiting either small or large low-grade disseminated deposits of gold and silver considered to be uneconomic by conventional methods. The development of heap leaching technology has evolved from the operations initiated in the western United States. The basic components of a typical heap leaching operation are depicted in Figure 1. Run-of-mine or crushed ore (usually 1 to 5 ppm gold) is delivered to specifically prepared impervious pads. Alkaline cyanide solution is applied to the surface of the heap and allowed to percolate through the heap (typically 10-30 ft high). Pregnant leach solution which drains from the heap is collected and stored in tanks of sufficient size or in collection reservoirs. Gold and silver are recovered from the pregnant solution and the barren solution is recirculated back to the heaps after reagent make-up.

World demand for phosphate fertilizers has grown at an average annual rate of between 6 and 7 per cent over the past 10 years. In the next five years world demand is expected to at least continue to grow at that rate. Also, the continued need for improved fertilizer materials, coupled with improvements in fertilizer technology, have placed added importance on the use of phosphoric acid as a starting material for high analysis phosphate fertilizers. This demand for phosphates and phosphoric acid must be met by increased production. Increased phosphoric acid production also brings increased demand for chemical processing agents including foam control agents. We at Arizona Chemical Company have closely followed the phosphate fertilizer industries needs. Arizona Chemical Company has been an important supplier of flotation agents to the phosphate industry, primarily from its Panama City, Florida plant. We have also recognized the important role played by foam control agents in the wet-phosphoric acid manufacturing process. We feel it is the responsibility of the supplier of foam control agents to offer specifically designed products that are highly efficient and economically useful. The difficulties involved in evaluating foam control agents in the plant are recognized. Owing to the large number of variables present, and the difficulties in controlling these variables during the period of a plant trial, plant evaluation of a large number of foam control agents is impractical. We have attempted to develop a practical, reproducible, and yet rapid, laboratory evaluation test which correlates with plant performance.

In order to rapidly evaluate an area for its mineral potential, a reconnaissance exploration program generally includes the following: 1. Outlining an area of interest 2. Identifying known mineral deposits 3. Bibliographic search of the literature 4. Evaluation of geochemical and geophysical surveys 5. Compilation and review of geologic maps The information now available from various government agencies regarding the mineral deposits, geology, and geochemistry may be integrated and used as a tool to rapidly evaluate an area before the field season. The databases most commonly used in the United States are the USBM MAS/HILS system and the USGS MRDS system for their information on mineral deposits; GEOREF and GEOARCHIVE for bibliographic information; and NURE data for the geochemistry and geophysics. In conjunction with the project geologist, this information may be used to plot known deposits and their geochemical signature as well as any other areas of like signature for further examination.

Current mine development requires the safe, 'expedient, economical construction of vertical shafts for ventilation and access in diverse ground conditions. Advancements in large diameter shaft drilling have lead to exceptional mechanical refinements of shaft drilling technology. The author traces the history of the equipment and methods employed by the large diameter shaft drilling industry and explores likely paths of future development. A few case histories are cited to illustrate the adaptability of shaft drilling as a versatile tool for advanced worldwide mining operations. Safety, schedules, cost, environmental impact, and capability are discussed to assist the mining engineer in the investigation of feasible projects.

Abstract. The Surface Mining Control and Reclamation Act of 1977 (PL-95-87), Section 522, establishes requirements for state regulatory authorities to designate lands unsuitable for all or certain types of surface coal mining. Any party having an interest in an area that may be affected can petition for it to be designated unsuitable for mining. Section 522 could present major obstacles to the mining industry by typing up an area in an endless round of petitions. The program under development for Kentucky is examined and analyzed as an example for determining the hidden impacts of Section 522.

In this paper, a computer program that has been developed for determining the capital and operating costs for coal preparation plants is described along with its applications. The logic of the computer program is based upon the results of a survey of existing preparation plants, operators, plant contractors, equipment manufacturers, and consulting firms. This survey provided information on plant performance, order-of-magnitude costs, and costing procedures. Additionally, an extensive cost data file for the major capital equipment in coal preparation plants has been developed. Using the washability data and the computer program outputs, the cleaning costs per million Btu can be calculated. Details about the program and its applications can be found in a report by the authors (Zigmond et al., 1979).

This paper describes a graphical technique by which the operating points for a two-fan ventilation system can be represented as the intersection of the modified fan curves. In constructing the diagram, the air quantities associated with the fans are considered to be independent variables and employed as the axes of a rectangular coordinate system. The diagram may include, in addition to the modified fan curves, contour lines for resistances, pressures, and air powers. Procedures for drawing the diagram are discussed and illustrated with an example of the ventilation system.

This paper presents a method for evaluating the economic feasibility of solution mining a hypothetical uranium roll-front deposit. It is assumed the wellfield will be operated in a prudent manner and that leaching tests were performed in depth in both lab and field (push-pull) prior to startup. Leach test results are reduced to two important parameters and used as the basis for solution mining a wellfield. This case study assumes a 10 mil- lion-lb uranium deposit with 40 possible small wellfields; four are kept in operation simultaneously until the deposit is depleted. The wellfields have different ore reserves and grades, lixiviant circulation rates, leach rates, and peak concentrations, and thus the daily uranium production will vary. Daily production is used to assess the profitability of a particular lixiviant and the mode of well- field operation in light of realistic market price estimates. The mathematical procedure is simple and straightforward, based on reasonable in-situ leaching relationships as well as accepted accounting practices.

The Lower Cretaceous McMurray Formation in northern Alberta contains bituminous sands interbedded with other sediments which form the reject encountered during mining operations. Grade prediction is based on a combination of geological interpretation, computer modelling and past mining experience. In addition to estimates for ore, an accurate estimate of "waste" or "reject," are required for Mine Planning. This study investigates the ability of point-kriging using geostatistics, to augment the existing data base of drill-holes in a study area on Syncrude's leases. This approach enables the assessment of potential "worst" case - "best" case scenarios within the context of Mine Planning.

A review of published literature reveals case histories whereby the entire periphery of a coal pillar has “burst” out as a single event during first workings, the associated energy and material release causing significant damage to adjacent roadways and any equipment/infrastructure located within said roadways. Such events are distinct from coal burst events during first workings such as that at the Austar Mine in 2014, or those linked to overburden bumps related to either horizontal stress-driven slip along major faults and/or thick, massive strata units in the overburden or floor of the coal seam.

This study seeks to define the mechanism of oxyanion sorption onto surfactant-modified zeolites. Zeolites which have been treated with hexadecyltrimethylammonium bromide (HDTMA) surfactant to produce a hydrophobic surface are capable of sorbing both organic compounds as well as oxyanions such as chromate, selenate, and sulfate. Simple ion exchange and charge-balancing mechanisms do not fully explain this unusual phenomenon. The sorption of HDTMA surfactant appears to be partly ion exchange and partly sorption to non-ion-exchangeable sites. Sorption of chromate is a simple exchange mechanism with bromide, which co-adsorbs with HDTMA to form a surface precipitate. Information from this study will be used to design on-site and in situ treatment systems for contaminated water, such as filter beds and permeable barriers.

Recently, a new theory of the subsidence of rock masses has been advanced by Litwiniszyn and coworkers, which is based on the notion that the individual rock particles perform random walks. It is shown in the present paper that the final equations of the random walk theory can be justified from general principles of statistical mechanics in which no specific theoretical model of particle behavior has to be made. The theory appears to account appropriately for subsidence phenomena.

The U.S. Bureau of Mines is developing designs and estimating costs for vertical in situ copper mining wells as part of its in situ mining research program. Conceptual designs and estimated costs for "deep" 1100 m (3600 ft) recovery and injection wells in an undisturbed copper ore zone are presented. Within a single in situ copper mining well, multiple perforated well completions and associated costs are discussed for two ore zones between depths of 370 m (1200 ft) and 550 m (1800 ft). The order of well specifications for designing these wells is explained.

Effective management of ore loss and dilution is essential for successful grade control and short-term mine planning due to their significant impact on the economic, environmental and technical aspects of openpit mining operations. Factors influencing ore loss and dilution fall into two categories: (1) controllable factors, like mine equipment selectivity and blast design, and (2) uncontrollable factors, such as spatial heterogeneity of ore and waste blocks on a bench. This paper focuses on the second category by applying spatial entropy concept to capture heterogeneity at the scale of selective mining units. In this paper, global spatial entropy is used to assess the impact of spatial heterogeneity between ore and waste blocks on the magnitude of ore loss and dilution, while the local spatial entropy can guide the allocation of blast movement monitoring balls preblast. High values of the global spatial entropy indicate increasing potential of ore loss and dilution, which reduce profit. Furthermore, through a number of case studies, the study investigates the relationship between spatial entropy, cutoff grades, blast movement, dig-limits optimization model running time, and profit. The results show that changes in cutoff grade and blast movement can significantly affect spatial entropy post-blasting and increase ore loss, dilution and profit reduction, revealing the need for controlled blasting at specific bench sections. Additionally, the results demonstrate an exponential increase in profit reduction due to ore loss and dilution with a rising global spatial entropy

It is no longer a question of "If" mining operations will meet standards and regulations set by various governing bodies and the demands of citizen groups. Legislation is fact. The needs of citizens are becoming more of a integral part of mining company planning. "Open Planning", regardless of some frustrations it provides, is working. Climax, AMAX Chemical and AMAX Exploration are successfully employing several citizen involvement techniques in exploration and feasibility study phases of planning for potential new mines.

This paper discusses recent Federal Bureau of Mines research on the selective flocculation of various minerals with insoluble crosslinked starch xanthate (ISX). ISX is insoluble, has a shelf life of over a year when kept cold, and has a higher molecular weight due to cross linking than the soluble noncrosslinked starch xanthate used in previous flocculation studies on nonsulfide minerals. ISX readily flocculates a number of sulfide mineral fines but not silicious gangue. Floc formation, floc size, and settling rate are strongly dependent on pH, with the pH dependence differing for each mineral. Bornite has been selectively flocculated from bornite-quartz mixtures, and the bornite-containing flocs were separated from the unflocculated quartz using decantation and washing procedures.
