Installation of equipment and structures at mines often requires mine planners to evaluate unique loading and operating conditions. Consideration of these unusual features is required throughout design and construction and into operation. Most planners understand the necessity of employing sound civil, structural and mechanical engineering techniques to design these structures and equipment. However, the influence of geotechnical factors on the overall progress of construction and operation is less appreciated. Mine operators routinely perform exploratory drilling to define ore deposits. These exploration activities can be extensive and often include provisions for assessment of subsurface conditions as they relate to the mining operation - requirements for ground support. All of these factors are important to the economics of the mine and are well justified. Surface facilities are provided to access and service the mine, and they play an important role in the successful development and operation of a project. Headframes, hoist foundations and shaft collars, in particular, are examples of unique installations encountered at underground mine sites. The design and above-surface behavior of these facilities can be analyzed with the usual fundamental engineering practices employed throughout the engineering professions. However, near surface exploration for the purposes of assessing soil and rock conditions for foundations is often given a reduced priority and less consideration. This article provides an outline of the benefits and importance of performing such exploration. References here relate particularly to shaft headframes, hoists and shaft collars. But the issues raised apply equally to other installations of a similar nature, including milling equipment.

From the waste material of the production of aluminium foil aluminium pigment is produced for the paint industry by grinding it in white spirit. During grinding 1-2 % iron impurity gets into the product, weakening its quality, from the wear of the mill armour and the grinding bodies and from the contamination of the raw material. For deironing the product, a stage-operated electrically induced magnetic filter separator was developed and put into operation. The separator was sited in an explosive environment and therefore required a special design and safety system. The paper describes the results of the development work. the device that was developed, the safety system as well as the results of and experiences with the operation of the separator.

Because of the "energy crisis" emphasis has been placed on bringing coal mines into full production faster. To accomplish this, more is involved than a rapid excavation system. Mine design should have the freedom within the law to customize as mining conditions dictate as long as the maximum safety of the miner is insured. A year ago, safety was the most prominent "social-human factor"--now, safety and energy self-sufficiency are primary to our national policy. The Single Entry research program as designed satisfies both. It investigates the hypothesis that a single-entry system, for longwall development, supported in the center by open cribs and divided by a fire-resistant partition, can be regarded as being equivalent to or better than a multi-entry system. This paper provides an explanation for the use and advantages of a single entry system in development for longwall mining, explains the problems anticipated with single entries and presents the research approach needed to evaluate and solve the problems. Under study are ground control, ventilation, fire and explosions, emergency procedures, and industrial hazards. Described are measurements data on crib and roof bolt loads as entry heading advances and longwall abutment load is superimposed, stress field determinations and preliminary structural analysis of the double and single entry, and methane liberation and ventilation records as entry advances. Some of the mine operation problems and waivers of mining laws will be discussed. This project is a complete system study having progressed approximately two years in a five-year program.

In considering the use of underground space for civil works functions, there are several criteria that must be met if transfer of any of them is to occur. It is important to recognize that these criteria involve social and political as well as conventional engineering and economic considerations. It is the purpose of this report to identify certain of these criteria and develop a set of measures that will permit the evaluation of the potential benefit of transferring civil works functions underground. The work reported here was completed for the ASCE and is contained in the report, Undergound Space, 1973. If one examines the total direct and indirect economic return from the location of civil works in subsurface rather than surface space, sizeable benefits accrue. This occurs largely because design, construction, operating and maintenance costs of these systems are highly dependent upon the forces exerted on these systems by the surface enviroment itself. Transferring of these facilities to underground space would eliminate a large segment of those costs. It is equally true that civil works functions compete with other uses for surface space and generate significant conflicts with these competing uses. Highway construction takes land from other productive uses. Electrical transmission lines conflict in terms of safety and aesthetics with adjacent social activities. Assuming that construction costs can be made equivalent, the analyses in the previous report indicate that the locating of all civil works functions underground would yield an annual net savings to the society of the order of 60 billion dollars. The evaluation criteria for cost comparison of the Gearless Drive, also called Ringmotor or wrap-around motor, as variable-speed drive with a Twin Drive System using synchronous motors are reviewed. Both mechanical and electrical components of the drive system are considered. The evaluation criteria are described and for the cost comparison the applicable method is demonstrated. The cost comparison is based on a medium and large sized mill system. Each drive package will display cost details with regard to capital cost, maintenance, power losses, overall efficiency, overhead and loss of production. As conclusion the benefits and disadvantages of the two drive/mill packages will be presented together with a payback diagram.

Advanced remote sensing can be a powerful new information tool to help private and public entities make better environmental and resource management decisions. However, some regulated entities are reluctant to develop or use this tool because of their concerns that it will lead to increased risks and costs of environmental legal liability. They fear that new ways of monitoring the environment will increase liability, undermine existing enforcement agreements, reopen compliance agreements, and generally provide a competitive disadvantage to early adopters by accelerating environmental cleanup costs. Others counter that the increased risks are marginal, and that several advantages outweigh these risks, including the opportunity to more effectively manage environmental operations, target and set priorities, measure and track management and compliance effectiveness, provide more defensible environmental assessments and baseline conditions, make and defend optimal siting decisions, and avoid or resolve environmental disputes. This paper offers strategic advice on ways regulated entities can enjoy the benefits of these powerful new information tools while mitigating down-side legal and compliance risks as much as possible.

Gold is commonly associated with copper minerals, particu­larly in the more geologically recent rocks of Northern Australia, Chile and the Pacific Rim. Traditionally, oxidised copper-gold ores are selectively mined and processed for gold by cyanidation, ensuring that levels of reactive copper in the ore are kept low to minimise cyanide consumption; whilst sulphide copper-gold ores are floated and gold is ultimately recovered as the by-product from copper smelting and refining (La Brooy, 1992). Very few process­ing options exist for treating copper ores which cannot be selec­tively mined or floated, and for treating floation tailings which often contain significant gold (Muir et.al.,1989). The ammonia-cyanide leach system stands out as a unique method of selectively extracting gold without copper using economic levels of cyanide (1-2 kg/t NaCN) and ammonia (1-5 kg/t). Although first patented in 1904, it proved difficult to control and predict per formance with different ores. However, recent research and development in Western Australia by Ruane (1991), Hayes and Corrans (1992), La Brooy et.al.(1991), Muir et.al.(1993), Muir and La Brooy (1993), has led to an under­standing of the mechanism, and the commercialisation of the process at the Paris Dump (W.A.), Akjoujt (Mauritania), and in the Eastern Transvaal (Laxen,1994). Efforts are now underway to pilot and develop a tailings treatment plant at Telfer following successful laboratory trials. To date, process optimisation has relied on trial and error and large numbers of tests covering a range of conditions. Thus the results are specific to the ore. At Murdoch University, process optimisation is now focused on measuring and control­ ling Eh, pH, NH3 [Cu(II)], and Cu-CN species at the optimum levels identified from the recent mechanistic studies. In this way, the optimum composition required to process any ore should be readily established and maintained.

Low world gold prices stimulate development and introduction of economically efficient ( cost saving) technology for operating gold mills. This report covers the results of testing and introduction of CIL technology to recover gold from flotation concentrate of Samarta gold concentration plant located in Buryatia (Russia). This plant is treated the ore of Zun Kholba gold deposit using gravity and flotation of gravity tails as preconcentration processes. Till recently high grade gold gravity concentrate was smelted to gold bullion and shipped to gold refinery, gravity middlings were leached by cyanidation in cone type equipment developed by Irgiredmet and flotation concentrate shipped to copper smelter. The disadvantages of flotation concentrate shipping to copper smelter are following: high concentrate transport cost; problem with gold shipped balance; high cost of flotation concentrate treatment; comparatively low gold recovery. In this connection IRGIREDMET developed the hydrometalurgical technology for gold recovery from flotation concentrate. The flowsheet was developed on the base of laboratory, pilot plant and industrial scale tests conducted by IRGIREDMET in 1987-1997 and lrgiredmet experience on CIP process testing and industrial scale introduction in Yakutia [1-6]. In recent years limited markets have been developed for fly ash, the dust removed from coal-burning powerplant stacks, but most of it is still dumped in spoils areas at a cost ranging from 20 cents to $1.75 per ton. Aside from this cost, the creation of huge spoils areas can present a considerable aesthetic problem. Since the present annual fly ash output of about 20 million tons will probably reach 30 million by 1970, and because satisfactory disposal areas are becoming more limited, markets for much larger quantities of the waste are needed to keep disposal costs from becoming a significant economic factor in coal-burning powerplant operation. Current stress on air-pollution control and beautification, plus the vital need for good powerplant economy, makes it imperative, therefore, that coal producers and consumers expand markets and develop new applications for fly ash. Markets for established uses can be increased by making a greater effort to sell fly ash. New large tonnage markets for fly ash should be sought via more intensive, coordinated research. The economics of fly ash utilization underscores the vital role that must be played by research. To be competitive with other products, processes for the conversion of fly ash into marketable materials face difficulty in regard to two important economic factors--transportation cost and product utility--the other economic factors are favorable. Raw material costs of fly ash, for example, are quite attractive, and supply is no problem because there are many coal-burning powerplants in operation and many more are planned. Demand for products made from fly ash will grow if their utility is established and a good sales program is initiated. The major problems then are transporta¬tion costs and development of useful products.

Grinding process optimization is an exciting new tool for maximizing the performance of existing mineral processing plants. This paper discusses the methodology of optimization which involves plant sampling, pilot tests, modeling, computer simulation and plant verification. The methodology developed emphasizes the interactions among operating variables and design options. Two example applications demonstrate that AG and SAG optimization provides the basis to increase grinding throughput up to 10 percent. This sys- tem optimization technology has been proven to be very cost effective for grinding plant performance improvement.

Large (> 100,000 oz.) sediment hosted disseminated gold (SHDG) deposits are often spatially associated with anticlines. Many SHDG deposits are within or closely associated with windows. Windows are erosional manifestations of fold culminations (4-way closed anticlines). Hydrocarbons are often trapped in fold culminations in the Canadian Rockies, and may account for degraded hydrocarbons in many SHDG deposits. In the Eastern Basin and Range Province, Mesozoic anticlines may have been large scale conduits fm gold bearing Mesozoic and Cenozoic hydrothermal fluids which became trapped and/or concentrated at the fold culminations.

The Metropolitan Water District of Southern California established a Board of Consultants to assist them in administering the design and construction of the Inland Feeder Program tunnels. The Board acts as an expert review body for the owner, looking at key issues that can potentially impact the success of the program. The use of the Board evolved over the life of the project, and its composition was modified to better address the needs of the owner, and the Program requirements. The experience, function, and value of such a board is analyzed and discussed in this paper.

Sediment consolidation in highly flocculated suspensions occurs only if the self-weight of the material exceeds its compressive yield stress. A simple model for sediment densification is presented and applied to the simulation of thickener operations. Measured relationships between sediment self-weight and the extent of consolidation are used to establish underflow densities. Supernatant turbidity data provide the information necessary to predict overflow clarity. It is shown that thickener depth can play a role in determining solids-handling capacity as well as dewatering performance. The application of the model to the design and operation of full-scale thickeners is described.

Introduction The Bailey mining complex is located in Greene County, PA, in the Talley Run valley. It includes two Pittsburgh No. 8 seam deep mines (Bailey and Bailey No. 2), a coal preparation plant, and two refuse areas. Clean coal is shipped from the complex by way of a 24-km (15-mile) rail spur. It con¬nects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Co. (Consol) began a permitting effort aimed at building the mine. Construction began in Dec. 1981, less than six months after the first application submittal. Clean coal was produced by the Bailey preparation plant in Sept. 1984. Several factors allowed quick permitting at Bailey. Effective project planning, including early formulation of a project planning team, and identification of red flag issues helped. So did innovative responses to environmental questions, and development of environmentally sound project designs. Forming a project planning team Consol management decided that Bailey mine construction had to begin in late 1981. A project permitting team was immediately formed to see that this goal was achieved. Team members included a project manager and personnel from Consol's engineering, environmental, and operating departments. Communications among all team members was crucial in obtaining the various state and Federal environmental permits. All project permitting team members participated in weekly meetings during application preparation. Discussions at these meetings ranged from recent public contacts, to application content, to environmental design considerations. Establishing a project manager was critical to the team's success. The project manager was responsible for seeing that permit acquisition, facility construction, and operation of the mining complex proceeded on schedule. The project manager had the final word, mediated disagreements, and frequently served as project spokesman to the public. Identifying red flag issues Red flag issues are those environmental factors with the most potential for delaying the schedule or stopping the project. The first red flag issue identified was organized local opposition. This opposition had completely derailed a US Soil Conservation Service proposal to build a multipurpose dam on Enlow Fork, a short distance

The principles of quality management are well developed and, from a practical stand- point, thoroughly implemented in the process industries of Japan. Although these principles are now applied to the U.S. manufacturing industry, and as a result, the steel industry, they have been largely ignored in the non-ferrous and precious metals industries. This paper presents the concepts and practical approaches to implement a total quality management program. Contrary to the beliefs of many managers, such a program increases yields, recoveries and output while it decreases unit costs. In fact, quality management incorporating statistical process control will be an essential ingredient for metallurgical plants to effectively compete in the '90's.

More efficient classification with a single hydrocyclone through equipment and/or operating design changes does not appear possible. However, improvement in classification efficiency by increasing the sharpness index and decreasing the apparent by-passing while changing the cut size is possible through proper staging of inefficient hydrocyclones. But feasible multistaging requires achieving the necessary material balances around the units. Because of the interactions among the units, these balances require extensive iterations. The final step before commerical installation should be a laboratory demonstration, in order to define the control algorithm required to maintain stability. However, eventually a sufficient knowledge base should be developed that will permit simulation in place of laboratory testing as well as the incorporation of a feed forward strategy.

Not quite a year ago, during a speech to a group of mining professionals in Washington, DC, the subject centered around the long-range importance of conducting research projects and how much that research needs to specifically apply to health and safety matters in our industry. The point was made about the critical need to work together with government, private industry, labor organizations and academia speaking with a unified voice as we all march into the future together. The fundamental benefits of competitive research were mentioned -- to improve our quality of life, to develop our energy resources, to achieve a safe and healthy environment and to ensure long-term economic growth. Very importantly, emphasis was given to the natural link that makes my agency, the Mine Safety and Health Administration, and the National Institute for Occupational Safety and Health -- NIOSH -- the beneficiaries of each other's findings.

The single most unique design feature of the Centralia Coal Mine is the public information program. Just what the heck does public information have to do with the development of a coal mine? The utilities of today have had to build larger and larger plants to keep down the costs of power to the consumer. The large plants require huge amounts of capital, take up large areas of real estate, consume unprecedented amounts of coal, and generate large quantities of waste products which have to be reckoned with. Coal mines supplying these plants have also increased in size and production to meet the power plants' unending appetite for coal. This means the disturbance of great areas of land and significant alterations to the landscape. Today's public is greatly concerned about the environment in which he is living. The great size of a power plant with its large stacks, coal piles, and the coal mine with its large earth movers, disturbed acreages and the resulting waste products of both operations appears to present a threat to his environment. Because of this,' many power plants and coal mines are having public acceptance problems. This has resulted in the passage of stringent legislation and in some cases brought upon construction delays for major power plants.

INTRODUCTION The Metropolitan Water District of Southern California (Metropolitan) is the largest water wholesaler in southern California. Its service area spans the major urbanized portions of Ventura, Los Angeles, Orange, San Bernardino, Riverside and San Diego counties. More than 15 million people are serviced by Metropolitan through its 27 member agencies. The primary sources of Metropolitan's water supply are the Colorado River Aqueduct (CRA) and California's State Water Project (SWP). Currently, planning and design level studies are underway by Metropolitan to expand the water storage and conveyance systems within the service area for the purposes of providing increased efficiency and flexibility to manage limited water supplies, improving water quality, and increasing system reliability. The system reliability issue is particularly significant because the conveyance facilities from both the CRA and the SWP must cross the active San Andreas fault. This fault is considered to be the source fault for the anticipated "Big Earthquake" in southern California. To meet these objectives, Metropolitan's expansion plans involve a major new storage reservoir, new large diameter pipeline and tunnel conveyance facilities, more efficient utilization of existing groundwater basins, and an aggressive public awareness and conservation program. This paper focuses on the planning studies that have been carried out for over 50 miles of tunnels being considered for several of Metropolitan's proposed conveyance systems. These tunnels have ranged in length from a few hundred feet to over 42,000 feet, with depths of cover ranging from a few tens of feet to over 3,000 feet, and finished diameters ranging from 10 to 20 feet.
