If Campbell County, Wyoming were an independent nation, it would rank fifth in the world among countries with known coal reserves. Only the United States, Russia, mainland China and West Germany would have greater volumes available. Not too many years ago that statement would not have seemed important, because oil and natural gas had become our nation's principal fuels. Western coal deposits, particularly those of the Powder River Basin in Montana and Wyoming, and which underlie virtually all of Campbell County, were largely unknown. But recently, in response to the three-pronged stimulus of vanishing gas reserves, rising petroleum prices, and clean environment statutes, these vast deposits have been delineated and have become, in the minds of many, indispensable to our goal of energy independence. Not only does western coal lie in thick seams near the surface where it can be mined in huge quantities at low cost, but also it possesses another coveted attribute in this age of environmentalism: low sulfur content. At Burlington Northern we count ourselves at the forefront of those who believe this coal is essential to any hope for the government's "Project Independence." But to that belief we add another article of faith. We are convinced the economics of unit train delivery of this incredibly immense resource make it the only transportation system that can help us achieve energy self-sufficiency in this country.

A beneficiation process has been developed to provide selective separation of unburned carbon from high LOI fly ash. Previous reports of utilizing froth flotation to achieve selective separations required long residence times and high reagent costs. A proprietary reagent system has been developed to address both of these limitations. Based on the results obtained from laboratory and pilot-scale investigations, a flowsheet design has been developed to produce two distinct usable products from class F fly ash; low LOI ash and a high carbon product suitable for reburning or further upgrading. A process flowsheet and description are presented.

"When most people think “miner,” they picture an older white man in a dusty shirt and suspenders. He’s holding a gas lamp and a pickaxe, peering at the walls of a dimly lit cavern. This image, while steeped in heritage, is no longer representative of what mining is: a global, increasingly diverse industry.It’s an industry made up of individuals like Zambian-born Chushi Mwewa, PE, president of Southlands Engineering, LLC in the United States and managing director of Southlands Engineering Limited in Zambia; Navajo tribe member Peter Denetclaw, manager of environmental programs and Navajo relations at Freeport-McMoRan; and Chinese and Jewish Alyssa Hom, a project engineer at McCarthy Building Companies.According to the Austrian Federal Ministry of Science, Research and Economics, 168 out of the world’s 195 recognized countries have some mining or mineral resources activity, and the mining industry directly employs more than 25 million people across the globe.However, according to McKinsey & Company’s 2017 “Women in the Workplace” study, white males hold 67 percent of C-Suite positions and 70 percent of senior vice president positions in the corporate world, and mining is no different. This uniformity among leadership has been tied to lower levels of employee engagement, innovation and business growth. The bottom line is this: Diversity is good for business. The question industry leaders must now ask themselves is not “Will we promote diversity?” but “How will we promote diversity efficiently and permanently?”More than 80 industry professionals, consultants and students gathered to discuss this question and share stories at the “Developing Diversity in Mining” workshop organized by the University of Arizona’s Lowell Institute for Mineral Resources (IMR), held during the 2017 SME Arizona Conference in December 2017.Brad Ross, co-director of the IMR and one of the facilitators of the workshop, said he felt diversity was important to discuss because he has witnessed its benefits throughout his career in the mining industry.“By creating a team of people with different experiences and perspectives, a company is better equipped to see the big picture and to creatively tackle problems,” he said. Speakers from industry and academia,including Mwewa, Denetclaw and Hom discussed the challenges surrounding achieving diversity and inclusion as well as the roles and responsibilities of different stakeholders."

Mining haul trucks comprise the majority of the equipment used in underground limestone mining operations and are known to emit high levels of noise. A previous study conducted by the National Institute for Occupational Safety and Health (NIOSH) indicates that 70-90 percent of all miners have a noise-induced hearing loss (NIHL) great enough to be classified as a hearing disability by retirement age. These results demonstrate the public health need to protect the hearing of workers in the mining industry, including haul truck drivers. ng of workers in the mining industry, including haul truck drivers. Cab enclosures present an opportunity to isolate the haul truck operator from both truck and other noise in the mining environment. A total of twenty-five haul truck cabs were studied which were divided into three style (treatment) categories determined by soundproofing features and technology for noise reduction: old-, new-, and retrofitted-style. This study examines the contribution of cab acoustics, operator performance, and maintenance to noise reduction for each cab style. Dosimeters were used to measure 8-hr time weighted average sound pressure levels (TWA8 SPLs) inside and outside the cabs to determine if different acoustical treatments affect cab attenuation. Adherence to the Mine Safety and Health Administration (MSHA) Permissible Exposure Limit (PEL) of 90 dB TWA8 (with a 90 dB threshold) was used as the main indicator of overall noise reduction achieved. Dosimetery results indicate only 2% of the samples exceeded the PEL, but samples could still be reduced much further. Descriptive and comparative statistics indicate that noise levels inside the new-style cabs are significantly lower than the other two cab styles. Also, data suggest that there is no difference in noise exposures when comparing the old-style to retrofitted cab styles. Operator influence (opening doors and windows) was a significant factor for increasing noise exposure. This paper demonstrates that properly designed cabs can achieve major noise reductions, but noise levels could still be reduced much further below the MSHA PEL. New-style cabs, equipped with modern noise-reduction treatments, exhibit much lower noise exposures than the other two cabs styles, and the effectiveness of the current noise-reduction treatments for retrofitted cabs is questionable. Haul truck driver observations indicate that improved noise exposure reduction training is needed. Finally, specific targets for future noise reduction research are suggested that will further contribute to the prevention of hearing loss for haul truck operators.

The purpose of this paper is to outline the advantages and disadvantages of single tube and twin tubes for subway systems. Different aspects such as diameter of the tunnel (tunnel spaceproofing), configuration of subway line and stations, impacts on passenger safety and evacuation, ventilation system as well as rail system for each solution were evaluated and compared. In addition, a multi-criterion approach is established to facilitate the decision making for these two different subway systems. The practical example of a mega project has been discussed and the details of the decision-making process has been explained. This proposed multicriterion can be used to facilitate selecting the best subway system in any urban areas.

High-value materials, such as gold, platinum and other precious metals, are subject to loss through unauthorized removal from mines, smelters, refiners and other places where such materials are processed. A study by Gastrow (2001) determined that between 1994 and 1998 an average of 603 kg/a (1,330 lb/year) of gold was stolen from South African mines and subsequently recovered. This does not include the gold that was stolen but not recovered. At 2011 prices, 603 kg/a (1,330 lb/year) of gold would be worth approximately $33 million. Mine security personnel believe that the unrecovered stolen gold far exceeds what is recovered (Gastrow 2001). Traditionally, metal detectors have been used to screen personnel leaving secure areas to discourage such unauthorized removal. However, with the current near-record prices of gold, platinum and other precious metals, it has become worthwhile for people exiting a facility to walk out with quantities of product that are too small for ordinary metal detectors to register, resulting in substantial financial losses.

Cyanide leaching is the most common process employed in the majority of the gold extraction plants. These gold extraction plants naturally generate tailings and/or effluents that contain highly toxic cyanides, In geographic locations with excess precipitation and therefore net positive water balance, a portion of these tailings must be discharged. Before these highly toxic cyanide-containing effluents can be discharged to the waterways, cyanide and any other toxic substance must be destroyed. Geographic locations with high evaporation and low precipitation, as in the western USA, result in net negative water balance and therefore these plants can operate with a zero discharge option. However, with the current stringent environ­mental regulations and concerns for bird and wildlife mortality, even these operations may be required to partially treat their tailings to preclude potential harm to wildlife. Furthermore, heap leach opera­tions are now generally required to detoxify the heaps before abandonment. It is, there­fore, apparent that all gold extraction plants may be required to install some form of effluent treatment in order to achieve the above objectives,.

One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. The CSO 52 Storage Tunnel and Pump Station project consists of 4,700 ft of hard rock tunnel, 2 intakes, and a 4 MGD wet pit pump station. During the geotechnical investigation, it was determined that the host geology contained abundant suldes. The purpose of this paper is to detail the investigation and subsequent determination that acid producing materials would affect the project during construction as well as long-term exposure of tunnel lining and permanent components during the operational life cycle of the tunnel and pump station. Details regarding the interaction between tunnel components and the acid producing material are also provided.

Simultaneous alkaline pressure oxidation and sodium cyanide leaching treatments on a pyritic ore from Mulatos Mine located in Sahuaripa, Sonora, Mexico, were carried out. Mineral characterization, agitated leaching, hot cyanidation under atmospheric pressure conditions, simultaneous moderated pressure oxidation and leaching, and kinetic tests results are shown. The modified variables were temperature, pressure, and cyanide concentration. Characterization indicated that pyrite was the main mineral. Simultaneous pressure oxidation and leaching experiments were conducted in a temperature range of 40 to 80 °C, an oxygen pressure range of 87.5 to 200 psi, and cyanide concentration range of 0.8 to 1.2 weight percent in a 2-L Parr pressure reactor. Dissolution rates of 81 to 86 percent were achieved under the following conditions: 87.5 psi, 80 °C, 0.8 weight percent NaCN and processing time of one hour.

This paper summarizes the process development behind the design of three different types of paste fill plants at operating Canadian hard rock mines. Each application has a unique paste backfill mix and process which utilizes the materials economically available to the mine site. The different plants produce paste fill composed of base metal tailings, a blend of recovered disposal pond tailings fines and alluvial sand, gold ore tailings, and a blend of gold ore tailings and alluvial sand. This work has led to the joint development by Inco and GL&V Ontario of the compaction storage mechanism for the de-watering of mill tailings to a paste consistency.

By way of background. it is important to keep in mind that the information presented in this paper relates specifically to synthetically produced precipitated calcium carbonate (PCC) fillers. Natural calcium carbonate fillers manufactured by grinding limestone, marble and chalk, though having similar chemical and physical analyses to PCCs, normally contribute somewhat different performance properties in paint, paper and polymer systems. Many factors have been cited and numerous theories have been proposed for the observed differences. Particle size parameters, surface chemistry and particle morphology are the items most frequently mentioned. A discussion of this subject is beyond the scope of this paper.

The preparation of coal is essentially the same for export as it is for the domestic market. The big difference, I would say, is that, while coal for certain domestic uses (utilities, for instance) need not always be of the highest quality, as long as it is uniform, the buyer of coal for export invariably demands a well-prepared, top-quality product. And he is willing to pay for it, as long as he knows what he is buying. This is where quality control enters the picture. The day is long past since the export market was the dumping ground for coals which could not be sold on the domestic market. Today, the export buyer wants American coals not so much for a price but for the necessity of blending the American coals with foreign coals to achieve the desired chemical and/or physical characteristics, To blend intelligently, he must know in detail what are the qualities of the coals to be blended. Sampling and chemical analysis facilities at the piers provide the information on the coals exported, These facilities are maintained for the export buyer by independent laboratories; however, in one instance, the buyer operates his own laboratory. With very few exceptions, and Clinchfield?s Moss No. 3 mid-volatile coal is one, cargoes shipped overseas are loaded as blends of two or more coals. Up to now, foreign requirements have not been too clearly defined; therefore, shippers must be prepared to blend mixtures of the desired combination. Successful blending requires an accurate knowledge of the coals shipped. And this makes it necessary for the coal producer to maintain his own control laboratory.

Many high-grade manganese deposits of the world occur in marine transgressive sedimentary sequences deposited on stable platforms. These include the Nikopol and related deposits in the Soviet Union and Groote Eylandt, Australia, among others. We suggest that the Atlantic and Gulf Coastal Plains and the vast area of Cretaceous rocks in the middle of North America are favorable provinces for sedimentary manganese deposits because regionally transgressive units are widespread. North America has 16% of the world's land area but only about 0.2% of known high-grade manganese reserves. This disparity is difficult to reconcile in view of the fact that large areas of North America are underlain by rocks that we consider at least broadly favorable to contain manganese ores, and we suggest, therefore, that important high-grade deposits remain to be found in North America.

In Louisiana salt mines a sudden erruption or outburst of salt and gas occurs when the heading face approaches a pressure pocket (altered salt with high pressure gas). The resulting cavity is semi-ellipsoidal, reaching lengths of 50m or more. Potential risks from the outbursts include loss of life and equipment. A gas outburst is initiated by "disking" of the salt in biaxial compression and propagates by spalling of the cavity walls and further disking. The outburst is terminated by a combination of dilatancy hardening, increase in stress along the cavity axis, and enlargement to boundaries of the pressure pocket.

Rockbursts and rockfalls cause very large safety and productivity losses in underground mines. One of the major unsolved problems of safe, economical rock support in underground mining has been that of maintaining anchorage during dynamic rock loading conditions or seismic related occurrences. It is recognized that the large displacements and high strain rates in excavation walls and underground structures cannot be countered by increasing the strength of stiff rock-reinforcing systems but must be accommodated by introducing yieldability into the support elements. This paper introduces a low cost yieldable support system which provides viable solutions to dynamic support loading. Such system should not only provide a feasible and more effective rock mass stabilization strategy but improve mine safety and reduce losses.

Controlled and uniform distribution of the leach solution to a heap is of primary importance to achieving the desired rate of metal recovery and PLS grade from the heap. The step used to engineer the irrigation system are the same whether drips, wobblers or sprinklers are to be used. The mining rate, leach cycle time and heap height influence the heap cell size which along with the irrigation method selected controls the design of the irrigation system. The steps in the design procedure are explained as are the advantages and disadvantages of each irrigation method.

Existing classifications of mining and construction equipment have had major deficiencies. They often lack organization, balance, and have remained obscure. Particularly when proceeding to great.er resolution these deficiencies have proven crippling. By adopting "Classes", "Groups" f "Types" and "Kinds" at successive degrees of refinement, a "Taxonomy" is developed based on clear visual differentiation or on a "Morphology??. This symbiotic application, adopted from the Biological Sciences, yields clear, simple and unambiguous results. Supporting this effort are guidelines for easily and credibly sketching equipment which are also distinctive. Numerous illustrative examples are provided. Communications are improved and the engineer obtains a confident feel for the equipment at hand.
