Control of coal dust has long been an important aspect in the conventional mining of coal; the main reasons being from a health and disaster standpoint. With the advent, of mechanized longwall mining, the control of dust has required more attention due to the high extraction rate common to most longwall systems. The purpose of this paper will be to describe the dust abatement activities of the longwall operation at Sunnyside. Kaiser-Steel Corporation has three mires located at Sunnyside, Utah, with a total production averaging 6,800 tons of clean coal per day. Of this 6,800 tons, 71 % is mined with continuous miners, the remaining 29% coming from one longwall unit located in No. 3 Mine. Our first longwall panel was started in November, 1961. In October, 1966, we started mining our seventh panel. The present panel is located in the Upper Sunnyside Seam which averages five feet in thickness, but does get as low as 51 inches. The seam pitches 5.5% in this vicinity. The roof is generally good and is comprised of 10 inches of shale cap rocs overlain with sandy shale and sandstone. The floor is sandy shale and is quite undulating in nature. The present panel is 3,800 feet in length with a face of 670 feet. The major equipment employed on our longwall unit is a 125 H.F. Anderton Shearer-Loader, British Jeffrey Diamond armored conveyors and a Dowty self-advancing-roof support system. The Anderton Shearer in use on our longwall unit has a 60" diameter x 27" cutting drum. During the shearing cycle, it traverses the face at 20 feet per minute with a cutting rate of 7.5 tons/minute.

The subsidence monitoring program at the Old Ben No. 24 Mine was planned in 1976 as part of the on- going demonstration of longwall mining. The construction and installation of the network of surface subsidence monuments was started in Play of 1976 and completed four weeks later after which an initial reference survey was made of all surface monuments. Mining of the first longwall panel started in September of 1976 and was completed in May of 1977. Mining of the second panel started in August of 1977 and is continuing at this time. The Automatic Data Acquisition System (ADAS), which is the subject of this paper, was installed over the second panel on March 29, 1978 near the panel center (Figure 1) and approximately 104 meters (370 feet) in front of the face position at that time. Mine No. 24 is located approximately 5 kilometers (3 miles) Northwest of Benton, Franklin County, Illinois. Coal is being mined from the Illinois (Herrin) No. 6 seam which is at a depth of about 189 meters (620 feet) at the site. The Herrin No. 6 is up to 2.7 meters (9 feet) thick in the mine but a constant thickness of 2.1 meters (7 feet) is being mined by the demonstration longwall with both roof and floor coal being left for stability. Although the seam is flat laying at the mine, it dips north- ward regionally. Topographically, the surface over the demonstration panels is essentially flat and low laying with several areas of standing water. The Rend Lake Dam (United States Army Corps of Engineers) is about 305 meters (1000 feet) north of the demonstration site.

"INTRODUCTION While the United States coal mining uses prescriptive regulation under the Title 30 Code of Federal Regulation enforced by the Mine Safety and Health Administration (MSHA), Australia uses a risk based approach. Australian regulation is individual to each state. In Queensland, Australia this risk based approach to address principal hazards is underwritten by the Queensland Coal Mining Safety and Health Act of 1999 and the Coal Mining Safety and Health Regulation of 2001. Each Queensland Mine is required to have an overarching Health Safety and Environment Management System, of which Safety Management Plans are an element. “Safety Management plans (SMP’s) are intended to formalise the process by which mines address principal hazards and other related matters to ensure the safety of mine personnel.”7 THE QUEENSLAND CONTEXT In Queensland, the basic elements of a coal mine’s safety and health management system must provide for risk identification and assessment, hazard analysis, hazard management and control, and the reporting and recording of relevant safety and health information and data.5 (Part 2 Division 1 Section 6(a-d)) The initial guidance for writing Safety Management Plans comes from the Approved Standard for Mine Safety Management Plans and Guidance Note QGN09- Reviewing the Effectiveness of Safety and Health Management Systems. The Guidance Note and Approved Standard are supplemental to the Act and Regulation, and put in place to provide more clarity around the topic. The definitions in this section come from the Approved Standard and are included to provide context for those who may not be familiar with Australian or Queensland law and regulation. A hazard is defined as a source of potential harm or a situation with a potential to cause loss, while a principal hazard is a hazard with a potential to cause multiple fatalities. A risk is the chance of something happening that will have an impact upon objectives which is measured in terms of consequences and likelihoods. It is important to be able to make the distinction between a hazard and a risk. For instance, a lion is a hazard, while the risk associated with a lion is getting eaten. As defined by the Queensland Approved Standard for Mine Safety Management Plans, a Safety Management Plan (SMP) requires a systematic definition of all the actions necessary to ensure that mining operations are carried out safely. A SMP includes, but is not limited to organisational structures, planning, activities, responsibilities, practices, risk identification, audits and reviews.7 The goal of a SMP management plans is to mitigate the risks to bring them to an As Low As Reasonably Achievable (ALARA) level."

The Bureau of Mines has investigated the fundamentals of fatty acid/fuel oil conditioning for improved flotation selectivity. Both conditioning time and intensity can provide optimum flotation selectivity as well as good recovery. Traditional conditioning seeks to optimize conditioning parameters with subsequent recovery of the hydrophobic mineral. In the fatty acid/fuel oil system many silica gangue particles are also rendered hydrophobic by the flotation collector. Fundamental studies have shown that particle-particle collisions transfer the collector reagents selectively to the mineral surfaces with the highest affinity for the reagent. This mechanism deactivates the gangue particles while increasing the collector reagent loading on the selected mineral. The degree of this transformation is directly related to the number of particle-particle collisions which can be controlled through conditioning time or conditioning mixing intensity.

The purpose of this discussion is to try to offer some suggestions as to how the zinc and lead markets will perform over the balance of the decade, review some of the factors influencing production and come to some conclusions regarding prices. The past 2 years have been simply awful in terms of consumption, prices and overall profitability for the industry. In looking ahead to the year 2,000, it is probably not a bad idea to look back about 20 years to see where we have been and how we got to where we are. Zinc consumption from 1950 to the early 1970's increased steadily and rather nicely at an annual average rate of close to 4.0%. It was starting in the early 1970's that things started to get volatile and at times, difficult for the industry. The general economic boom of the early 70's was marked by annual consumption rates close to 5.0 million tons, a level not seen again for over 10 years. The First Oil shock of 1973-74 was followed by the sharpest consumption drop in memory. In two years, Western World zinc consumption fell 27%. While our chart shows a rather dramatic recovery thereafter, the average annual growth rate since 1970 has only been a rather modest 1.5%.

Road construction in the near future will require contractors to guarantee that a project will remain trouble free for years after the project has been completed. These guarantees will challenge aggregate producers to become technically proficient in judging performance of their products. Testing procedures are described that may be used to predict performance of concrete and asphalt pavements before being committed into a construction project, and may also be used as quality assurance tools during construction to monitor performance as construction proceeds.

"The Bypass Tunnel has high head conditions ranging from a minimum of 600 feet (183 m) under the Hudson River to a maximum of 875 feet (267 m) on the west side. The ground cover ranges from 425 feet to 900 feet (130 to 274 m). A two-pass lining is designed for the Bypass Tunnel. The bolted, gasketed precast segments carry the temporary hydrostatic and permanent ground loads. After the tunnel is put into service, the design assumes that the final lining, which varies from reinforced concrete to reinforced concrete with steel interliner, will carry the permanent hydrostatic loads. The design head for the segments is assumed at 775 feet (236 m), and the internal operating pressure head is around 1,200 feet (366 m). This paper discusses the design hydrostatic head and different load conditions considered for the segments, the load sharing between the segments and final lining, and the means employed to control water and hydrostatic pressure. PROJECT BACKGROUND The Rondout-West Branch Tunnel (RWBT), a segment of the Delaware Aqueduct, was built from 1937 to 1944 and provides about 50% of New York City’s total water supply. Monitoring and tunnel operations have shown that the RWBT is leaking up to 35 million gallons per day (MGD) (132.5 million L/day). In particular, two locations have been identified as areas of concern: Roseton and Wawarsing, as shown in Figure 1. The Wawarsing reach of the aqueduct will be repaired with an extensive grouting program when the RWBT is unwatered. However, because of the extensive nature of the leakage in the Roseton area, a Bypass Tunnel will be constructed to divert the flow around this area."

For the purpose of this discussion a small flotation concentrator is defined as a facility having a designed ore feed rate of 1,000 metric tons per day (MTPD), or less. The decision to design and construct a small flotation concentrator is the culmination of a series of logical steps relative to the ex¬ploitation of a potential ore body. The information required for a rational and timely decision regarding plant design and construction is usually contained in a feasibility report. The information required in a thorough feasibility report has been summarized (1) (2) as follows: Type of mine or plant and proposed daily, monthly, and yearly production of all intermediate and final products. Quantity of indicated ore reserves. Location of project illustrated by a map showing surroundings, trans-portation facilities, and existing utilities.

"Stretching from Norway’s capital, Oslo, to the city of Ski, a new railway line is under construction with a 20 km long hard rock tunnel. This is a major project with high demands regarding quality, cost and schedule. In addition, restrictions concerning locations close to sensitive urban infrastructure require execution with the highest level of precision and expertise. The new double track railway line forms an important part of the intercity rail development southwards from the capital and includes the longest railway tunnel to date in the Nordic countries. With its novel methods and solutions, this project offers a model for future railway project developments in the region. This paper provides general pertinent details and facts relating to this current railway project and includes a description of the project with information relating to concept and design of the tunnels, geological conditions, particular challenges, selected tunneling techniques and contracting strategies. THE FOLLO LINE PROJECT The Follo Line is a new 22 km long double track railway line under construction between Oslo Central Station and the city of Ski. The project is divided into four subprojects, as shown in figure 1. The main part of the project consists of a 20 km long hard-rock tunnel, which will be the longest railway tunnel in the Nordic countries to date.The Østfold Line is the existing double-track railway line running between Oslo Central Station and Ski serving 12 local stations. The new Follo Line will offer a direct service, without stops, between Oslo Central Station and Ski and reduce the travel time from 22 minutes to 11 minutes. After completion of the Follo Line, these two railway lines will, in combination, more than double the capacity for train transport in the region south-east of Oslo."

A detailed strata-mechanics investigation and examination was carried out in the E2 Panel (ML-II/7) of the XVI Bottom coal seam, which is located in the Moonidih Colliery of B.C.C.L., Jharia coalfield, India. Above this panel, the XVI Top coal seam was previously worked out by a longwall panel. Based on intensive field study and on experiments in a number of longwall panels located within various Indian coal mines, the actual behavior of the coal roof strata was evaluated and new strata-mechanics concepts around the longwall panels were developed. These concepts resulted in new methodologies concerning the behavior of roof rocks, caving characteristics, etc. within longwall panels and in the area of strata mechanics. Based on these new strata-mechanics concepts, a very simple, but realistic, model was developed to determine the optimum capacity of the powered supports. This model considered the combined loads resulting from the detachment of strata and composite layer blocks from the face and, also, loads due to the deflection of strata and composite layers situated above the detached roof rockmass. This formula, along with the other related formulas by the author, prompted the determination of the optimum capacity requirement for the powered supports to be used in the XVI Bottom coal seam, located under the worked out area. This new concept in strata mechanics and capacity requirements of the powered supports in a longwall face may be an aid to Mining Engineers.

In order to patent an industrial mineral placer mining claim, it must incorporate an economic deposit. Each ten acre parcel is evaluated for its mineral -in -character nature. Nonmineral -in -character parcels cannot be patented. Economic concerns include: claim locations, dummy locators, common variety nature, "excess reserves," and environmental constraints. Also, geologic and mineralogic studies, sampling and testing procedures are vital. Mining, milling, processing cost, and taxes must be evaluated. Product marketability analysis is necessary before starting any cash flow or discounted cash flow study. Valid data is essential to evaluate an economic industrial mineral deposit.

Before discussing minicomputer software for the mineral industry, it is helpful to explain some of the computer program terminology. Most of the terms are the same as those applied to large computers. A computer system consists of a machine (hardware) with electronic and mechanical components and instructions (software) that define its operational logic and sequence. This logic is described by sets of commands grouped into programs. Each program has specific objectives related to the computer's operation and to production information from computer data that are input and processed. Software, therefore, is a general term applied to any type of computer program. Instructions to the computer are communicated through languages that convert logical and arithmetic statements into machine operations. The languages may consist of statements resembling mathematical or logical phrases understandable by humans, or they may be coded statements with no apparent resemblance to spoken language but readily understandable by the computer. Computers also translate higher level languages such as FORTRAN or COBOL into machine languages using other programs called Compilers. Programs written in these higher level languages are generally called source code. However, programs written in computer assembly language may also be called source code. The compiled version of the program after it has been translated by the compiler software is called object code. Programs used to "instruct computers how to be computers" are generally called systems software. They relate more to computer operation than to producing externally usable results. Programs producing information for many users-engineers, accountants, managers-are termed applications software. For the most part, applications software is the principal concern of the mineral industry. Programs are developed to fit user requirements as interpreted by programmers. Programs vary in quality, precision, efficiency, accuracy, and complexity, depending on programmer skills and abilities and programming decisions forcing design tradeoffs. A well written program should have speed, efficient use of available hardware resources, accuracy, and an inherently logical structure that aids documentation and subsequent modifications. Programs developed to fit specific requirements are termed customized software. A program organized and prepared for general commercial use is called a package, or a software package, and includes documentation for program use. A form of customized software that takes an existing program or package as its starting point and modifies it is called a customized package. A minicomputer program can be stored on computer cards, standard magnetic tape, magnetic cassette tape, floppy disk, or hard disk. The software purchaser or lessee may select one or more of these media when specifying a program in a software contract. Supporting documentation may include a listing of the program instructions linkages, hardware and storage resource requiremnents, flow charts, and programmer and user manuals. The purchaser must carefully make and clearly understand specifications for media and format of program delivery. This assures that delivered software is compatible with the intended hardware. Mineral Industry Attitudes Toward Computer Software The mining industry has traditionally been conservative concerning computer applications. Furthermore, large computer costs have made these systems accessible only to large companies, for the most part. But in the past few years, mining software systems developed at schools such as Pennsylvania State University and Virginia Polytechnic Institute have gained wider acceptance in the mineral industry. More mining engineers now have academic training in computer application, and computer use is now more acceptable to the mining industry. Mining managers in decisionmaking positions are faced with a new generation of computer technology resulting from the rapid evolution of minicomputers. Not too long ago, manufacturers such as Digital Equipment Corp., Data General, and Hewlett-Packard were considered newcomers. They are now established companies. In addition, Apple, Radio Shack, Commodore, and others have emerged in the growing microcomputer industry. So the mine manager or mining executive now has more options. Mining Software is Limited Along with the rapid evolution in hardware development, much general purpose software is now being developed for minicomputers. The 1981 Apple Software Directory can be obtained for about $14; Radio Shack published the Application Software Source Book in three volumes for $1.95 each. Brochures describing software can be obtained for other minicomputer manufacturers by contacting local sales representatives. Hewlett-Packard software can be obtained and exchanged through HP user's groups. Manufacturers' programming staffs are generally concerned with developing applications software. In some instances, manufacturers will recommend software developed by their hardware users. Until now, however, software development for mining applications has been minimal. This should not be surprising, since software development traditionally lags hardware development by several years. At the 25th Peruvian Mining Convention, the start-up of Antamina was called ?the mining event of the year.? Antamina, one of the largestcopper-zinc mines in the world, began operations in May 2001.Augusto Baertl is Executive Chairman of Compañía Minera Antamina, the operating company. He said in a convention address that Antamina would be in full production in 2002. ?I would like to stress that Antamina is, in every respect, a highly stringent operation, as it intends to be the Peruvianmine of the future,? Baertl said. ?Antamina has set the target of being, and remaining throughout time, a model mine as to technology, environmental practices and social responsibility.? [ ] In the areas of technology and operations, Baertl noted that ?we have incorporated the best engineering design available and state-of-the art technology for mining, grinding and transportation processes, among others.? In the environmental area, he said that ?we have carried out careful environ-mental impact studies and have incorporated modern technologies and methods to control and minimize any environmental impact.? In the social field, Baertl noted that ?our relationship with neighboring communities is being developed under the premises of the social responsibility philosophy.? These include popular consultation processes, environmental committees and conciliation discussion committees. The purpose, he said, is to encourage communities located within the area of influence of the project to find and lead by themselves their path toward sustainable development, beyond the life of the operation itself.?

"The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), commonly known as Superfund, mandates evaluation of remediation alternative using nine criteria: (1) overall protection of human health and the environment, (2) compliance with ARARs (applicable or relevant and appropriate standards), (3) long-term effectiveness and permanence, (4) reduction of toxicity, mobility or volume, (5) short-term effectiveness, (6) implementability, (7) cost, (8) state acceptance, and (9) community acceptance. Many states have adopted these or similar criteria for remedy selection under state laws. Although not explicitly addressed in the CERCLA criteria, consideration of sustainability can be incorporated into these criteria. This paper explores how sustainability can be evaluated for remedy selection using the CERCLA criteria. INTRODUCTION Sustainability considerations can be incorporated into all phases of site remediation: • Site investigation (remedial investigation). • Remedy selection. • Remedial design. • Remediation construction. • Operations, maintenance, and monitoring. This paper focuses on remedy selection. Many have looked at remedy selection using sustainability criteria. However, CERCLA and corresponding State programs require remedy selection using mandatory criteria. This paper shows how sustainability can be explicitly considered using the mandatory criteria. REVIEW OF CERCLA CRITERIA First, we review the definitions of the CERCLA criteria. We then explore how sustainability criteria can be fit into the CERCLA criteria. Overall Protection of Human Health and the Environment This criterion addresses the degree to which each alternative is protective of human health and the environment, considering both long-term and short-term risks. Overall protectiveness is a ""threshold"" criterion, in that alternatives that do not achieve adequate protection of human health or the environment are eliminated from further consideration. Evaluation of this criterion is derived from the evaluation of the other criteria (e.g., long-term effectiveness and permanence, and short-term effectiveness). It is not an independent criterion, but more a summary of the overall evaluation."

Thunder Basin Coal Company's Black Thunder Mine is located 80 km (50 miles) southeast of Gillette, Wyoming in the Powder River Basin. Surface coal mining operations began in 1977. The Black Thunder Mine has been North America's largest producing coal mine for over 5 years. Production in 1988 totaled 22.6 million mt (24.9 million st) of sub-bituminous coal. Thunder Basin Coal Company is a subsidiary of Atlantic Richfield Company. The mine began as a truck-shovel stripping and mining operation. Haul trucks of 154 mt (170 st) capacity were part of the original fleet. In 1985, 218 mt (240 st) capacity trucks were introduced to the fleet. In 1988 a dragline was added for stripping. A single, primary/ secondary crushing stream feeds either a slot storage facility or dual silos. Three loading points are situated over two rail loops serviced by the Burlington Northern and Chicago North-western Railways. A Near Pit Crushing and Conveying system is currently under construction. It is expected to be completed during the fourth quarter of 1989. During the past 10 years, the conceptual crushing/conveying design has changed several times as technology and commodity markets have changed. The system under construction will have a capacity of 4700 mtph (5200 stph). The overland belt will be 3570 m (11,700 ft) long and 1800 mm (72 in.) wide. The belt speed will be 300 meters per minute (1000 fpm). Two separate crushing streams will feed the overland belt. Each stream will be comprised of a dump hopper at reclaim surface elevation, a drag feeder, a two-stage triple-roll crusher, and an incline conveyor of 2700 mtph (3000 stph) capacity. This article will describe the different concepts and factors that have resulted in the system design now under construction.

Why would a company in its right management mind risk a fuel conversion program on a fuel that can't burn if it's too wet or too dry, too hot or too cold, too coarse or too fine, or doesn't have enough Btu's to supplement good combustion? On December 23, 1981, two months ago, we finished our first ten years of burning lignite -- this unconventional coal. It is from that experience that I am qualified to address you today. As some of you here probably already know, my company, Texas Utilities Generating Company, has pioneered the utilization of Texas lignite for electric power generation on a large scale, and I think it is fair to say that we have done this pioneering work largely on our own. Some of us feel like Noah did when he built the arc! I have titled this presentation "The First Lignite Decision" because our company was the first to make this major decision in Texas in the mid-1960's. It was a big decision, and at the time, perhaps a bold one. When you look at the conditions that existed in the mid-1960's, you can see why.

Ground freezing has been used for the sinking of deep mine shafts for more than 140 years. While advances in refrigeration technology have refined the overall freezing operation, the basic ground freezing concept remains the same. This paper presents an overview of the ground freezing process and the unique advantages that ground freezing brings to shaft construction. Design and construction considerations, including instrumentation and monitoring, are discussed. Case studies are presented to illustrate ground freezing applications for mine shaft installation.

"INTRODUCTION Tunneling and underground excavation is related to handling of uncertainties, risks associated with geological conditions are significant and ‘unexpected geological conditions’ often claimed. This fact was brought to the table long ago, and ITA (the International Tunnelling and Underground Space Association) published its 25 Recommendations on Contractual Sharing of Risks in 1988 (Ref. 1). This public-cation constitutes an important asset to the tunneling industry in terms of being a guideline for those working with contractual issues, even today almost 30 years after being published. A more recent document is the ITIG code of practice for risk management of tunnel works from 2015 (Ref. 9). Various countries or geographical regions have their own view and tradition on risk sharing and tunnel contracts. In Scandinavia unit rates contracts are most commonly used with bid-build model, it shares risk between owner and contractor, owner retains the risk for geological conditions while contractor carries risk for performance efficiency. Rock strengthening is determined assessing rock mass quality encountered at tunnel face. Grouting is applied to stem water. Actual quantities may differ from the contract’s BoQ but a flexible contract with remuneration is installed to enable adjustment of actual quantities. Variations of quantities involve a clause to adjust construction time. Unit price contracts deals with expected and foreseen still ‘unexpected geological conditions’, if the ‘unexpected’ element results in variations in quantities. Work activities have quantities and ‘standard capacities’ for regulation of construction time. Variations in quantities are expected in tunnelling and hardly deserve the term ‘unexpected’. If truly unforeseen geological features necessitate work not included in the BoQ, then the contract must be supplemented and can be said to be inappropriate. Fixed price contracts may not provide the intended predictable cost and is as such also inappropriate in the view of a risk sharing principle, once the geological baseline proves to be incorrect. ‘Adjustable fixed price’ contracts, combining unit rate and fixed price, may prove suitable."

"Tunnel inspections are increasingly needed to ensure that aging infrastructure does not fail in service. To this end the time between inspections is being reduced, the thoroughness of each inspection is being increased to provide for a more detailed assessment of conditions and inventory defects. The conventional Tunnel Report, containing hand-drawn maps and/or photos, and a log describing observed defects and areas of deterioration, is being increasingly replaced by LiDAR generated 3-D surface maps. The data collection process that traditionally supports development of a Tunnel Report is labor-intensive, taking crew-days of engineering effort, and requires partial or full stoppage of tunnel operations. In an urban setting, such multi-day interruptions in service are difficult to countenance for a near-capacity tunnel operation. Under time pressures, the detail and accuracy of the manual inspection process will inevitably be compromised, resulting in a high cost, low quality product. As the tunnel inspection window decreases the argument for incorporating laser scanning in to the inspection process is increased dramatically... The 3D scan technology allows detailed and accurate data to be collected within the tight time frames demanded by the owners and operators of critical infrastructure. Not only does the use of laser scanners improve the 3D accuracy of the data collected, it also, enhances the efficiency and safety of the inspection process, reduces data collection and processing costs and enhances the reliability of results over time. Debate on an appropriate, acceptable method of regulating mine and mineral processing wastes has been ongoing since Congress passed the Resource Conservation and Recovery Act (RCRA) on October 21. 1976. Final regulatory determination on which mineral processing wastes are excluded from the RCRA hazardous waste regulations under the Bevill amendment was made by the U.S. Environmental Protection Agency on June 13, 1991. Regardless of whether a mining or mineral processing facility?s waste stream(s) lost or maintained its exclusion status under the Bevill amendment, that facility can expect more stringent regulation of affected waste streams. These more stringent regulations will be added to an already complex regulatory maze, which includes the Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA), and Toxic Substances Control Act (TSCA), as well as state and municipal environmental regulations.
