The present work describes an investigation of a hydrometallurgical process for the recovery of mercury from spent silver oxide button cells. The cell paste was leached in nitric acid to solubilize silver, mercury and zinc. The optimum leaching conditions, in which mercury is entirely converted to Hg2+ ions and, therefore, does not co-precipitate with silver chloride during treatment with potassium chloride solution, were 1.0 M HNO3, 45° C, 1 hour and 200 rpm. After the silver was removed from the solution, mercury was cemented out with zinc powder with an efficiency greater than 99%. In the cementation experiments, the amount of zinc powder, shaking rate, temperature and solution pH were investigated in detail. The mercury recovery (%) increased as the amounts of zinc powder and the temperature were increased. Zinc hydroxide was precipitated from the waste solution by the addition of sodium hydroxide. The Zn(OH)2 precipitate was then converted to zinc oxide. The proposed process is proven to be simple, straightforward and environmentally friendly.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. Electroplating is a widely utilized but little understood process. The fact that the average person is in contact with dozens of plated items daily without even being aware that they are electroplated is evidence of the success of the process. Although a complete explanation of electrodeposition involves thermodynamics and modern theories of bonding and catalytic reactions, in its simplest form the process conforms to the following description. A metal salt dissolved in water partially dissociates into negatively charged and positively charged ions. In the case of nickel sulfate dissolved in water, for example, a portion of the salt dissociates into positively charged nickel ions and negatively charged sulfate ions. If an electrical potential is applied between two electrodes in this solution, the nickel ions migrate toward the cathode and the sulfate ions toward the anode. The negatively charged cathode has a high concentration of electrons, which combine with the positively charged metal ions to form neutral metal atoms with a stable electron configuration. These insoluble atoms thus form a deposit on the cathode.

In this investigation, the changes in the grindability of both ulexite and colemanite related with the different structural modifications created by the heat treatment were examined with respect to work index (Wi). The effects of the heat treatment temperature and time on grindability index were also investigated. It was observed that, heat treatment significantly affected on the grindability of ulexite. The work index of original ulexite was found 7.11 kWh/shton and decreased to 3.5 kWh/shton level within 200-480°C for 60 minutes. On the other hand, the work index of original colemanite was found as 6.48 kWh/shton and no appreciable change was observed when heated up to 320°C. Thermally assisted comminution can be used to improve the grindability characteristics of ulexite. Besides, the different behaviour of ulexite and colemanite under heat treatment can be used for their separation. The artificial mixture of ulexite and colemanite could be separated with over 90% recovery by utilizing their different grindability characteristics by thermal treatment, semi-autogeneous grinding and screening.

INTRODUCTION The Astoria property is located in the prolifically mineralized Abitibi greenstone belt and is one of the most advanced projects presently under development by Yorbeau Resources Inc. This property, which hosts the Astoria gold deposit, is located in the southern part of Rouyn township, Abitibi area, Quebec, 4 km south of the city of Rouyn-Noranda (Figure 1). The Astoria deposit has been the subject of underground development for over a half century, beginning with Granada Rouyn Mining Co. in the 1930's and followed by Astoria Rouyn Mines Ltd. in the 1940's. Yorbeau Resources Inc. acquired the property in 1984 and has, since then, conducted numerous exploration programs on this gold deposit. The diluted reserves of the Astoria deposit are estimated at 1,3 million metric tons grading 6,14 grams of gold per metric ton (1.4 million st at 0.18 oz/st). This reserve figure is based on the results of surface and underground exploration carried out from January 1986 to June 1987 and includes ore in the proven, probable and possible categories. This paper is divided into two sections. The first part includes a summary of the geological environment including a description of the gold bearing zones and a short discussion on wall rock alteration. The second part of this paper reviews the underground work and the objective of the ongoing exploration program.

In 1977, Vertical Crater Retreat (VCR) Mining was developed at the Homestake Mine and by 1983 had become a fully integrated mining method contributing 60% to total underground production. VCR has proven successful for continuous ore blocks exceeding 55,100 tons (50,000 st) with dips greater than 60" and provides a productivity average of 39 tons (35 st) per man shift (tpms) which is 92% greater than Open Cut-and-Fill. Discontinuous ore bodies, small pods, or flat structures not amenable to bulk systems are mined with Mechanized Cut-and-Fill (MCF) and have been able to achieve a 32 tpms (29 st) average productivity. Small, low grade, remnant ore bodies were not economically viable with large scale bulk techniques and couldn't support the development required for a MCF system. As a result, Homestake began researching modified bulk mining methods to increase production rates and maintain safety, while lowering costs. A modified version of VCR with significantly diminished development was prototyped in an effort to reduce initial capital investment and expedite the production phase. This modified method is called Small Block Vertical Crater Retreat (S. B. VCR). Geology The Homestake Gold Mine is located in the northern Black Hills of South Dakota at Lead. Having been active since 1876, it now extends from the surface to the 2,440 m (8000 ft) level underground.

Under contract to the U. S. -Department of.-Interior, Office of Coal. Research, Hittman Associates recently completed a 16 month study of the environmental-factors associated with the siting, construction, and operation of large scale coal refineries. (1 2) The objective of this study was to identify the environmental effects and to define the magnitude of these effects and the approaches which can be used to mitigate adverse environmental consequences. In the study, the five major coal bearing regions of the country having reserves adequate to support a number of large scale coal refineries were considered. The regions considered were: Appalachian, Eastern Interior, Fort Union, Powder River, and Four Corners.

A couple of miles southwest of the town of Saltville in the western tip of Virginia is a little village called Plasterco. Gypsum has been produced in this area since about the year 1815, being originally found as small outcrops at the surface. Production in the early days was very small, and the use of the mineral was limited to that of "land plaster" or ground gypsum which was spread on the land to sweeten the soil. In the late 1800's, a small calcining plant was constructed and the production of gypsum plaster began. About this same time, the surface rock was depleted and it became necessary to begin underground mining operations in order to maintain a continuous supply of raw material. The United States Gypsum Company became interested in this property in 1909, and has operated there ever since, having enlarged the calcining mill and built a plant for the manufacture of gypsum wall-board in the middle 1920's. Production of gypsum continues from underground' mining operations, and the present mine at Plasterco is now about 1,000 feet below the surface, making it the deepest gypsum mine' in the world.

CARBAD is a recently developed Australian process for the recovery of gold and platinum group metals (PGM). The process relies on the selective agglomeration phenomena of the gold and PGM to capture the mineral in a carbon-hydrocarbon media. The precious minerals are then extracted from the loaded media by a solvent gold room process producing a relatively pure concentrate. The media is then reformed and recycled. The process development from batch test work to a 5 t/h commercial scale CARBAD plant is discussed. The operation and results of processing a variety of ore types at several alluvial and hardrock gold mines is examined. The operating and capital costs for the CARBAD process shows that it is significantly less than that the conventional CIP/CIL. The environmental safety of the process is a major feature where precious metal deposits are located within urban environments or within wilderness areas.

The mine disaster last November in northern West Virginia has compelled the coal mining industry to take a closer look at the methods of transporting and applying rockdust. The USBM has indicated they would like to see a minimum of 80% incombustble in the back entries and want rockdust to be maintained to within 40 feet of the face at all times. With today's high rate of advance of mining machines it will be necessary to apply dust in the immediate returns continuously and the working places mutt have dust applied during the operating shift. The inspectors have become more demanding in requiring clean-up of coal and coal dust in the working place before rockdust is applied and are insisting on better clean-up and better rockdust applications along belt conveyors. Maintaining a constant application of rockdust in the back entries can be done with a Trickle-Duster. The machine is designed with hopper capacities of either 400 or 1,000 pounds of dust. The discharge rate of dust being fed through 1-1/2 inch diameter hose can be adjusted from 1/2 to 5 pounds per minute. The hose is extended into the return through the last open breakthrough and the return air carries the rockdust along w th the coal dust, depositing them uniformly on rib, roof and bottom.

Separation of valuable constituents from a complex mineral mixture was examined. Nitric acid leaching produced a solution containing copper, zinc, iron and a large proportion of silver. The residue contained antimony, lead, the remaining silver and elemental sulfur. A caustic sodium sulfide leach dissolved the antimony from the residue, producing an insoluble, high-grade silver-lead product and a filtrate for electrolytic recovery of antimony. The pH of the primary filtrate was raised, precipitating the iron and leaving a solution containing the copper, zinc and the soluble portion of the silver, which would be recovered by conventional means.

Centromin is a Mining Company owned by the peruvian government. It's considered as one of the major mining and metallurgical center in Latin America. The main operations of the Company are: Mining, Concentration, Smelting and Refining of several metals (Figure 1). At present, dentromin operates with six mining units: Cerro de Pasco, Morococha, Casapalca, San Cristobal, Yauricocha and Cobriza; which are located in the Central part of the country between 2 100 m and up to 4 800 m above sea level. The installed capacity of concentration all together ranges about 14 000 tons per day. There's also a metallurgical plant in La Oroya with a production capacity of 220 000 tons per year of refined metal. The production of the Company is diversified in twenty two (22) final pro- ducts, whose major productions are : copper, lead, zinc, silver, gold, tungg ten and bismuth. The minor products are: arsenic, antimony, cadmiun, teluriun, sulphuric acid, indium, selenium, etc.

The City of Los Angeles will rehabilitate approximately 9 miles of its North Outfall Sewer. This sewer was constructed in the 1920s as an unreinforced concrete semi-elliptical sewer. One of the methods for rehabilitation is to approach the sewer as a pre-excavated tunnel and install pre-cast segmental liners to provide a single pass corrosion resistant, structurally self sufficient project. The estimated cost for this project is $46 million. The project has completed the pre-design study, and the design is now underway.

Several underground coal mining disasters, such as Upper Big Branch in 2010, have revealed technological and organizational shortcomings related to self-escape. Efforts to address these gaps have primarily been top-down, that is, identified and implemented by upper management or external governing bodies. In contrast, this study employs a novel miner-centered approach to identify perceived technological boundaries to self-escape. Using a semi-structured, scenario-based survey, we elicit direct feedback from miners about current, emerging, and hypothetical technologies aimed at improving self-escape during mine emergencies. The results show a general high usefulness rating across all 21 technologies in the survey. Miners who work underground (both outby and working face miners) appear to give higher usefulness ratings overall than miners on the surface and other locations. This work will be directly applied to a series of proof of concept and prototype studies on self-contained self-rescuers (SCSRs), refuge alternatives (RA), and communication devises aimed at improving self-escape technologies through miner-centered research and design.

"To explore blast furnace slag as a secondary resource for rare earth elements (REEs), blast furnace slag containing lanthanum (La), cerium (Ce), erbium (Er) and neodymium (Nd) in concentrations of 17, 16, 4 and 44 ppm, respectively, was processed with sulfuric acid while optimizing the parameters of acid concentration, temperature and pulp density. The experiments showed that recovery rates of 92, 36, 35 and 52 percent for La, Ce, Nd and Er, respectively, were achieved at 1 to 5 weight/volume (w/v) percent pulp density using particles smaller than 250 µm and treating with 1 M sulfuric acid for one hour at room temperature. Raising the temperature to 95 °C promoted the dissolutions of Ce and Nd to 89 and 84 percent, respectively, for the same 1 M acid concentration and one-hour duration at 5 w/v percent pulp density. Cyanex 923 was preferred over Cyanex 301 for the purification of REEs from leach liquor. In another route, the leach liquor was subjected to precipitation with 0.5 to 1 M oxalic acid, resulting in a product with 4 to 5 percent concentration of REEs.IntroductionRare earth elements (REEs) are important materials in numerous high-technology applications, but they have high supply risk, giving rise to the study of new sources. The recycling of REEs has been well researched, especially on a small scale, but has not been widely implemented. Less than 1 percent of REEs were recycled in 2011 (Binnemans et al., 2013). REEs occur in a large number of minerals in oxidic compounds, such as oxides, carbonates, phosphates and silicates, and are present as mixtures at 10 to 300 mg/kg concentrations in many rock formations, such as basalts, granites, gneisses, shales and silicate rocks. The most abundant REE in the Earth’s crust is cerium (Ce), at a concentration of 20 to 70 mg/kg, followed by neodymium (Nd) and lanthanum (La), with heavier REEs being less abundant (Binnemans et al., 2013). REEs occur in nature in their oxidized forms in salts and minerals due to their electropositive nature and high affinity for oxygen. The possibility of recovering REEs"

Laboratory tests were conducted by the U.S. Bureau of Mines to determine the respirable dust reduction effectiveness of and interaction between face airflow and water sprays for a continuous miner. Exhausting face ventilation was varied from 3,000 to 9,000 cfm (1.42 to 4.25 m3/sec). Spray-water-flow was varied from 15 to 35 gpm (0.057 to 0.132 m3/min), while nozzle operating pressure was varied from 80 to 200 psi (5.62 to 14.06 kg/cm2). Results from gravimetric dust samples indicated that airflow had the greatest individual impact on reducing dust levels, with return and operator concentrations reduced by as much as 57% and 99%, respectively. Interactions between dust control parameters were found to be significant. Often, these interactions defined a level of application for a control parameter where further increases in that parameter failed to produce additional reductions in dust concentrations. In several cases, increases in a control parameter resulted in higher dust levels at the operator's location. These higher dust levels were attributed to additional rollback and/or airflow turbulence. Regression modeling indicated that increases in airflow to 8,400 cfm (3.96 m3/sec), water flow to 25 gpm (0.095 m3/min), and water pressure to 140 psi (9.84 kg/cm2) typically were beneficial at the operator and return sampling locations.

Mr. Chairman; honored guests; ladies and gentlemen: The subject assigned me today by your committee, according to the program, is "the mineral industry and the public land law I have preferred to title the talk, "you can't mine here", for that is the essence of the message we, as an industry, have been getting from so many agencies of the federal government for so long. And, unfortunately, we can expect to hear the same message even louder and clearer -- with increasing frequency in future, unless. Every segment of the industry devotes the necessary time, energy and creative thought to combat successfully the forces that are writing and broadcasting that message. I said that agencies of the federal government are sending the message --- and this, of course, is true, the forest service, for example, and some bureaus of the department of the interior as well as others have appeared in recent years to be abiding by a policy designed to block mineral entry to as much of the public lands as possible and to wipe out existing mining claims.

"SJVN Limited successfully commissioned its Rampur HEP (412 MW) in 2014. The project has been planned to operate in tandem by directly utilizing the Tail Water of SJVN’s prestigious Nathpa Jhakri Hydro Power Station 1500 MW located upstream. The initial filling of voluminous water conductor system of RHEP with 10.50 m diameter, 15 Kilometer long Head Race Tunnel, involved more than 1.5 million m3 of water. The filling operation of such a large diameter tunnel constructed in young folded Himalayas which always offer less ideal sites for tunnelling and their subsequent operations under pressurized conditions is worth sharing with tunnelling fraternity. The paper covers meticulous planning, execution, precautions taken, and performance monitoring during filling process keeping in view the fragile geology, low rock cover zones, shear zones in close vicinity of thickly inhabited areas, squeezing zones, hot water zones encountered during excavation.1.0 RAMPUR HYDRO POWER STATION IN BRIEFRampur Hydroelectric Project (412 MW), is located in Himachal Pradesh (India). This project is a downstream development of Nathpa Jhakri Hydro Power Station (1500 MW) constructed on river Satluj and commissioned during 2003. Both the projects today are now successfully working in tandem. The upstream NJHPS has been constructed on the left bank of the river while the downstream Rampur HPS is located on right bank of the river (Figure-1).The major length of HRT of Rampur project lies on right bank of river before it crosses under the river in its initial reach (Figure-2). The main features of the project are as below:• 10.50 m diameter 15 km long HRT ending in a 155.75 m deep, 38.00 m diameter surge shaft.• 3 steel lined pressure shafts, 5.4 m dia, 211-220m long.• Surface valve house 69 m long x 10.50 m wide x 23 m high housing 3 No. butterfly valves• 3 No. surface penstocks 5.4m dia 368-382m long, bifurcating into six penstocks, each of 3.80 mdia. to feed six generating units of surface power house 158 m long x 24.50 m wide x 48 m high, with Francis turbines each of 68.67 MW capacity."

Demonstrating aquifer restoration is an essential component of regulatory approval needed to mine uranium, copper, and other minerals by in-situ recovery (ISR). A PHREEQC geochemical model provided a useful means of forecasting the time for restoration and predicting future groundwater quality following low pH mining at Strata Energy’s Ross ISR Project in northeast Wyoming. The model simulated groundwater quality at three phases of the process: at the end of mining; during restoration; and post- restoration. The model utilized the one-dimensional reactive transport and dual porosity features of PHREEQC. Mineral surface ion-exchange, dissolution/precipitation reactions, and adsorption processes were simulated to estimate water quality as the pH was shifted from circumneutral to acidic during mining and back to neutral during restoration. The model results showed that cost-effective management of mine water could meet regulatory requirements. Additionally, the model was used to interpret results from a field trial and inform operational decisions. The predictive approach and geochemical understanding developed have application in assessing aquifer restoration for other ISR projects.

In 1900, placer gold was discovered on the beach of Nome, AK on the southern coastline of Alaska's Seward Peninsula (Garnett, 1991). The site is about 800 km (500 miles) from Anchorage. Nome is connected to Anchorage only by air (daily) and by sea (summer). Total onshore placer gold production from Nome's immediate vicinity was more than 155.5 t (5 million oz). Alaska Gold Co, has continued to produce gold onshore with, until recently, two bucketladder dredges, each of 255-L (9-cu ft) bucket capacity. Small-scale marine dredging for gold has been at- tempted several times this century (Garnett, 1991). Western Gold Exploration and Mining Co. Ltd. Partnership (WestGold) is the only company to have been successful in achieving a significant offshore production. The Nome bucketladder-dredging operation from 1986 to 1990 constituted a unique marine-mining experience in the United States. \Inspiration Gold Inc., WestGold's predecessor, acquired six offshore leases in 1985. The total lease area of 87 km2 (21,551 acres) extended from the coastline to the 4.8-km (3-mile) offshore limit (Fig. 1). Those leases al- ready had been partially explored. Drilling was conducted off the shorefast winter sea ice. Therefore, it was rarely more than 1.6 km (1 mile) from the shore or in water deeper than about 9 m (30 ft). In 1985, estimated reserves comprised of a 5-m (17-ft) vertical thickness of sediments below 6.3 m (20 ft) of water. This meant a mean digging depth below the mean sea level (msl) of 11.3 m (37 ft). It was thought that the offshore Nome deposit possessed a feature that is common with many terrestrial gold placers - the secret of profitable exploitation of the marine deposit lay in maximizing the dredge throughput to minimize the unit costs. The inability of the project to withstand the prohibitively high cost of a new dredge was recognized. So Inspiration Gold purchased a used unit. This was the world's largest ocean- going bucketladder dredge (Fig. 2). Binzn was an 850-L (30 cu ft) bucket capacity dredge that was lying idle in Singapore. Originally constructed in the Jurong shipyard of Singapore in 1979, Bima was designed by Mining and Transport Engineering, a subsidiary of IHC Holland. Billiton Marine used the dredge for tin production at Pulau Tujuh in Indonesia (Dieperink, 1978) before it was laid up in mid-1985. Bima underwent a nine-week refit before departing Singapore on June 4,1986, with 800-t (880-st ) of deck cargo. It was dry-towed for 32 days to Alaska. A slower, less expensive, wet-tow at the authorized 5.5 kmthr (3 knots/hour) would have delayed the dredge's arrival in Alaska untl almost the onset of winter. The 13,000-km (8,100-mile) voyage was made on the deck of Smit Lloyd's "Giant-4" submersible barge towed by its 7.8- MW (10,500-hp) tugboat. The first season's dredging revealed several major shortcomings in Bima. Further repairs and modifications were undertaken at Tacoma, WA. The dredge returned to Nome for the June start of the 1987 summer dredging season. The refitted Bima worked offshore at Nome from 1987 to 1990. It produced 3.67 t (118,078 oz) of gold at an average recovered grade of 824 mg/m3 (0.0204 oz/cu yd). In 1991, the dredge was dismantled and sold.
