The first reaction in organizing a project of magnitude is that it's the same as smaller projects -- just bigger. This is not totally correct. The industry's record of completing big-money jobs on time and within budget is not outstanding. From a personal point of view, my question is: What is the project size at which controls are lost? Is it controls? Is it the number of pieces of equipment? Is it the number of decisions to be made? The slowness of communications? Or is it a combination of all of these? In working on multimillion-dollar jobs, the percentage of overrun seems to be lower or show an underrun when the following basics are followed: 1) Preplanning is intensified 2) Data gathering is complete 3) Approach is optimized 4) Planning is realistically scheduled 5) Changes are minimized 6) Decisions are expedited

D-LM at Mobile The qualified success of iron ore pelletizing processes has influenced considerations for production of highly beneficiated fur¬nace charges. Such beneficiation would necessarily involve some forms of chemical and perhaps thermal conversion for production of prereduced pellets, preheated pellets, precalcined pellets, and perhaps pellets which contain all of the above features as preheated, prereduced, precalcined products. This type of furnace burden will be adapted within a new ironmaking process to be activated commer¬cially during the latter part of 196$ in Mobile, Alabama. This process will integrate a new pelletizing system with an electric smelting furnace and the pellets will be comprised of a composite charge blended from metallurgical proportions of iron ore, coal, and limestone. AMPS[. has completed a rationed grinding ball test in a 2.93 m x 2.93 m ball mill at Climax Molybdenum Company. The test consisted of purging the ball distribution formed by charging 100%, 76 mm carbon steel balls with a distribution formed by charging 50% 76 mm and 20% 51 mm alloy steel balls. The resulting change in ball surface area yielded improvements in both tons ground and fineness of grind with a significant reduction in total ball consumption. This paper summarizes preliminary studies leading to the plant test, grinding efficiency results, and future plans to optimize the ball charge.

The following paper summarizes our observations on building response to mine subsidence and techniques for mitigation of building damage. The subsidence cases are located in Illinois. The general description of the geologic and mine conditions are primarily for those sites. Data on building response and mitigation measures were collected under grants supported by the Abandoned Mined Lands Reclamation Council (AMLRC) of Illinois and the U. S. Bureau of Mines, in Twin Cities, Minnesota. Case histories include pit and sag subsidence primarily beneath abandoned room and pillar mines. The majority of the paper deals with structures affected by sag subsidence. Most of the structures are one and two story homes. The first section of the paper summarizes the typical geologic and mining conditions at the sites. Building response to pit and sag subsidence follows the first section. Emphasis is placed on the behavior of concrete and masonry foundations, and wood frame and masonry superstructures. The third section describes mitigation techniques used to prevent or minimize building damage. A summary of the observations and critical parameters is given at the end of the paper.

In the early 1960's the Company, then named the United States Smelting Refining and Mining Company, was drilling the Continental ore body located near Fierro, New Mexico. Reserves of underground ore of sufficient quantity were indicated to build a mill. At the same time some ore from the Continental No. 1 mine was being milled at the Company's Bullfrog Mill, formerly a lead-zinc mill. The copper ore in comparison to the lead-zinc ores was very hard, abrasive, and heavy. These factors pointed out the possibility and attractiveness of autogenous grinding. While prior to this some study had been given to autogenous grinding, no large scale tests had been made. Such a program was carried out and from the pilot plant data the following was established: 1. Grinding of the ore by autogenous means could be accomplished. 2. This could be done in one stage; however, not at a satisfactory tonnage throughput rate. Thus, the use of a secondary unit has been employed. 3. Grinding in the secondary unit could be done by pebbles generated in the primary unit. This resulted in the scheme whereby the ore would be ground 100% autogenously. 4. Liberation of the copper minerals was excellent so that good recovery at a satisfactory concentrate grade would be obtainable.

Computers are a valuable tool to the aggregate industry and should not be overlooked. The selection of proper mechanical components is necessary. Merely the addition of a computer to operate a mechanical system will not guarantee that the system will work. Material delivery by rail or truck for stock-piling and intra-plant material transfer can be accurately supervised by automation with simplified controls for the layman to use. There are mechanical problems that occur in material blending and load-out systems when such a system is automated. Such things as material flow, bridging, stockpiling methods, overloading of equipment and safety must be considered. How these problems can be overcome by proper selection of compatible mechanical and computer equipment will be discussed. Also, there are many individual material circuits in a plant that can be computerized at a nominal cost. This type of computer installation will not necessarily result in increased production, but it will produce greater efficiency in manpower. These small computers, binary counters, memory circuits and other devices and their application to the aggregate industry will also be presented. A careful evaluation of the mechanical and computer inter-relationship by someone understanding both "Rocks and Electronics" is essential to proper handling of material by computers. Computers for the mining industry may be either digital or analog computers. Unless the computer is to control some type of chemical process, such as a cement plant, the, analog computer is not required and the digital computer' will be quite adequate and less expensive.

Respirable (PM-10) crystalline silica is regulated by the State of California as a carcinogen. The risk-management of this material by the State exemplifies the inherent problems in the development of regulations based on current risk-assessment practices. The influence of extremely conservative risk-assessment and risk-management can be expressed in economic impacts including the increased cost of production, reduced competition, increased prices, reduced employment and redistribution of income. This paper attempts to contrast theoretical risk- assessment and risk-management with current application using crystalline silica as an example. Based on health information pertaining to silica, the paper examines federal and State of California regulatory and public policy positions. Using current risk factors and empirical data for the Central Valley of California, the projected incidence of lung cancer in humans is examined. While such an analysis would project an extremely high incidence of lung cancer as well as silicosis, not a single case of either lung impairment has been recorded within the study area or throughout the world in the general population. This suggests that sound guidelines for the analysis of scientific information have given way to the assumption that virtually any information representing a substance as a carcinogen is to be considered valid with little or no qualification.

What is the cummulative rate of recovery of copper from a sulfide leach dump? This is one of the most frequently asked questions today. We, in the industry, ask it of each other when we meet; however, the technical answers may vary from "I don't know" to 'quite good" from people within the same company. Management also poses this question because it plays a vital role in our planning for future production. The answer is difficult because of the many variables between different operations such as physical construction of the dump, topography of the original site, characteristics of dump material, mineralization, water application, etc. Each has a bearing on the rate of recovery. OPERATIONAL DATA Our method of water distribution is unique in that each dump is drilled to allow physical injection of water into the dump. The in¬jection holes are drilled vertically, on 251 centers, from the surface of the dump. Normally, the holes are drilled 40' deep and cased with 4" PVC perforated pipe.. The pipe is perforated at one-foot intervals with four V diameter holes at 901 spacing on the pipe circumference. We formerly alternated shallow holes (20'-40') with deep holes (80'-l80') in an effort to cover the entire dump and hasten oxidation. The shallow hole depth varied according to the compaction thickness. The deep hole depth varied according to the height of the dump and the original ground profile, We prefer to have the deep holes end 20'-30' above the original ground level. This generally allows us to penetrate the coarse material at the bottom of the dump. We had to discontinue the deep holes_ in order to cover more dump area in a shorter period of time to meet increased production requirements.

INTRODUCTION The variety of uses of coal and the wide range of characteristics of coal combine to produce a need for a wide variety of laboratory analysis. Coal is used to heat homes, produce electricity, and make coke for steel manufacture. It can also be used to produce both gaseous and liquid fuels as well as a variety of chemical products. Various applications may require specialized analytical procedures. For example, some of the procedures developed for the coke industry, such as expansion or contraction during carbonization, have little value to the power generation industry. Even for a single application, the type of analysis needed can depend on the source and/or general nature of the coal. This section provides a general overview of the types of analytical procedures commonly applied to coal from the perspective of the user of this information, not the producer. The intent is not to detail laboratory procedures, but rather to discuss the application of commonly used laboratory tests in coal preparation. Accordingly, laboratory procedures are categorized by type of information produced. Gravimetric Analysis Procedures that produce weight-based information (parts per million, pounds per cubic foot, or weight percent). Such analyses can relate to the coal's physical, chemical, or mineralogical characteristics. Volumetric Analysis Procedures that produce volume-based information (amount of a mineral present as a volume percent). The primary source of volumetric information is from petrographic analysis. Application Tests Procedures that measure some characteristic of coal that has been empirically related to some application or handling or processing step. Typically, these procedures attempt to duplicate some aspect of the commercial application at laboratory scale and may produce information in the form of an index. Applications procedures do not measure a single component of the coal but infer the combined effect of multiple components. Each class of information is discussed in the order listed. References are provided as a source of more detailed information. The American Society for Testing and Materials (ASTM) publishes the most inclusive reference to analytical procedures. This publication,16 which is revised annually, provides extensive information concerning generally accepted methods of laboratory analysis. ASTM also provides standards for sampling and some information concerning sample handling.

Risk is a major factor in all mining activities, arising from many internal and external variables. The authors? research has resulted in a systematic method for the quantification of risk in mining projects (Park, 2012), and this research is being presented in a series of papers. The first paper (Park and Nelson, 2013a) identified the variables associated with risk in mining projects, and their effects and was published in the October issue of Mining Engineering magazine. The second (Park and Nelson, 2013b) discussed methods of assessing the overall risk associated with those variables (published at www.me.smenet.org), and presented a statistical model based on a survey of 31 experts. This paper will present an evaluation of the statistical model, using data from previous mining investment decisions in which the authors have been involved.

Mine face ignition due to high levels of methane is one of the most common fire incidents in underground coal mines. In continuous miner headings, depending on the magnitude of the ignition or resulting fire, auxiliary ventilation controls may be damaged or dislodged, affecting the ventilation into the area. A computational study was conducted to investigate the effects of different levels of damage to an exhausting ventilation curtain in a continuous miner heading, and the impact on ventilation to the face. The computational fluid dynamics software Fire Dynamics Simulator (FDS) Version 6.0 was used to predict the conditions that develop due to a 200-kW fire in the face following a methane ignition with different levels of assumed ventilation curtain damage. Smoke layer depth, temperature and mass flow inby the last open crosscut were used to evaluate the impact of no damage to the curtain, partially dislodged curtain, and fully removed curtain. As more of the ventilation curtain was damaged, smoke depth and temperature outby the fire increased. With the full removal of the curtain, the smoke accumulated from the last open crosscut to the face, with the ventilation completely bypassing the continuous miner region.

This paper describes the results of a comparative study of the geostatistical ore reserve estimation method over three conventional methods; the polygon method, the inverse of the distance squared (IDS) method, and ELIP which is similar to IDS. Each method was evaluated on its ability to accurately predict individual block grades for one bench of the Pima Nine, located near Tucson, Arizona. Results at the Pima Mine indicate that the geostatistical method is no better nor worse in predicting block grades and total tonnage than the ELIP or IDS methods in contrast, the polygon method is clearly inferior. All of the methods would have given better results if geology had been included in the block model. At already producing mines ELlP or IDS may be good choices since they involve substantially less cost in computer time. For prospective or new properties, the geostatistical model is more attractive, due to its ability to construct confidence limits on the estimates.

Case studies are presented in this paper to illustrate the usefulness and applicability of using conditional simulation in under- ground coal mine planning. Conditional simulation is a technique developed in the last five years that allows the building of a simulated ore body (or coal deposit) model. Construction and validation of the simulated model is described in order to show how well the model reproduces the essential characteristics of the deposit. In the model, the thickness, ash, and sulfur content are known everywhere in the deposit and each variable has the same mean, variance, and spatial variability (variogram) as that variable has in the real deposit. Use of the simulated deposit in the design of drilling strategy for long range mine planning is demonstrated in me case study. Determining the potential of short term production scheduling to reduce the fluctuations of sulfur in run of mine coal is described in the second case study.

Introduction Rod mills are horizontal, cylindrical, rotating, tumbling mills in which steel rods, that are usually about 6 in. shorter than the length of the grinding chamber, are used for grinding media. Fig. 33 shows a cutaway view of a rod mill. Rod mills were first used around 1910 because of their ability to grind in open circuit, consistently produce a uniformly sized prod¬uct, give greater continuous availability, and give lower maintenance costs. They have basically replaced roll crushers and coarse grinding ball mills in comminution flowsheets. The present 20-ft limit on rod length, based on rod manufacturing methods, and the pulp flow char¬acteristics, that influence mill capacity, have established the maximum rod mill sizes' of 15 x 21 Vs ft using 20-ft rods and drawing from 2,200 to 2,300 hp. Rod Mill Uses. The principal uses for rod mills are: preparing feed for ball or pebble mills, grinding gravel or aggregates to the size analysis required for making concrete sand, preparing coarse agitator feed for leaching operations, and for primary grinding circuits, particularly in industrial mineral applications. Wet grinding is the most frequently used grinding process for rod milling. There are a few special cases where dry rod milling is used. Preparing feed for ball or pebble mills is the most common use for rod mills. In ferrous and nonferrous ore concentrators, wet open-circuit grinding is used to prepare ball-mill feed. Figs. 34 thru 37 show the four basic grinding circuits used in these concentrators. In rod mill-ball mill grinding circuits, where the rod-mill discharge contains 25% or more of the grinding circuit product-size material, the rod-mill discharge can be fed to the ball- or pebble-mill classifier as shown in Fig. 34. This is the most frequently used rod mill-ball mill circuit in the nonferrous ore concentrators. In a few concentrators such as Anaconda's Weed concentrator,55 the rod mill discharges to one classification stage which makes the same or a slightly coarser particle-size cut as the classifiers used to close the ball- or pebble¬mill circuits, as shown in Fig. 35. In concentrators where rod mill-ball mill circuits are used to grind low grade magnetic iron ores such as Reserve Mining Co., Silver Bay, Minn.; Erie Mining Co., Hoyt Lakes, Minn.; Eveleth Taconite Co., Forbes, Minn.; US Steel, Mt. Iron, Minn. and Atlantic City, Wyo.; Inland Steel-Jackson County Iron Co., Black River Falls, Wis.; and The Cleveland-Cliffs Iron Co., Adams mine, Kirkland Lake, Ont., the rod mills discharge to rougher magnetic separators (cobbers), the concentrates from which are fed to a ball milling stage as shown in Fig. 36. The same basic circuit is also used with gravity concentra¬tion methods such as spirals (Hanna Mining Co., Groveland, Mich.), tables (St. Joe Minerals, Bonne Terre, Mo.), and jigs. When the rod-mill discharge contains less than 25% of the grind¬ing circuit product size, this indicates an ore that does not readily produce the fines needed to help carry the coarse feed into the ball charge. When this occurs, the fines in the rod-mill discharge are needed in the ball mill or pebble mill so the rod-mill discharge flows direct to the second-stage mills as shown in Fig. 37. Rod mills are used to make feed for open-circuit ball mills such as those used in wet grinding cement raw material (American Cement, Brennan Ave¬nue plant, Detroit, Mich., and Port Huron, Mich., plant, and at the South Dakota State Cement plant, Rapid City, S. Dak.). Grinding gravel or aggregates to the size analysis required for making concrete sand is used in areas where natural sand of the proper particle size gradation required to make concrete is not availa¬ble. Three-quarter inch crushed aggregate is ground to 4 mesh using center peripheral-discharge rod mills (Fig. 38) operating in open circuit. US Corps of Engineers specifications state that the sand product be 93-100% passing 4 mesh and contain no more than 3-7% passing 200 mesh. It may be necessary to classify the rod-mill discharge to remove any excess -200 mesh sand produced in the rod mill. Particu¬larly when processing aggregate with high abrasion indices, center peripheral-discharge rod mills are used instead of hammer mills, fine bowl crushers, and crushing rolls for the production of specification sand. A recent development in underground drilling has been the introduction of the down-the-hole drill, an old and very familiar tool to the surface operator. The idea of moving such a rig underground is not new. Tests were conducted at INCO in Canada and Mt. Isa, Australia in the early 1960's, and St. Joe used one for underground exploration in their Missouri lead mines in the mid-1960's. However, the trend to full scale production programs did not start until the mid-1970's. The first successful North American test was at INGO in early 1973. This led to a large-scale pillar recovery and open stoping program which en¬compassed 25 drilling units by mid-1976. Meramec Mining Company tested a unit using air boosted up to 200 psi (140, 000 kg(m2) in the summer of 1973 which by 1976 led to an open stope and pillar drilling program using 12 units. By mid-1976, production units using boosted air were also in use at Pilot Knob in Missouri and at St. Joe in Balmat, New York. Experimental and utility units were in use in several other mines and down-the-hole drills were being seriously considered for at least one major new underground mine.

The sorptive and impervious nature of clay materials was recognized long before modem technology allowed us to understand the physiochemistry of clays. In Cyprus, around 5000 BC, sorbent clays were used for fulling woolen cloth. One of the earliest recorded uses of clays as an impervious liner was more than 3200 years ago in the construction of a bitumen-sand-gravel-clay liner built along the embankment of the Tigris River at Assur. Today one of the most common applications for clay minerals in the environmental industry is for use as impermeable barriers to fluid transport. Clay minerals are fine in particle size and thus have large surface areas, which, as a result of intermolecular forces and ionic substitutions, make them excellent materials for both ion exchange and ion sorption. Therefore it was logical to consider certain clay materials for applications in the environmental industry, where they can act as physical and chemical traps for potential contaminants. Certain bentonites have historically been used as sealants for fluids (Grim, 1962), and other clays have been used as sorbents for both water and oil (Haden, Jr., 1972). Prior to the 1980s, disposal of the nation's municipal, commercial, chemical, and nuclear wastes was largely indiscriminate and poorly regulated. This created environmental pollution problems, especially with respect to groundwater contamination. Promulgation of federal regulations like the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA - commonly known as Superfund) have forced a more careful and costly approach to waste disposal. The US Environmental Protection Agency (EPA) is the government body charged with enforcing and ensuring compliance with federal regulations governing toxic waste production, storage, and disposal. Widespread application of geotechnology to the design and construction of waste containment systems and to pollution remediation has become necessary due to such laws and because of increasing use of the subsurface environment for the disposal of hazardous wastes. In the United States nearly 1.8 kg of trash is disposed of per person per day, which amounts to nearly 181 Mt per year. This amount is more than double the waste produced in 1960, and these numbers are expected to continue to increase. Canada produces approximately 1.68 kg of waste per person per day. The EPA estimates that in the United States 64% of our garbage is landfilled, 18% recycled, and 18% incinerated. Even with continued increases in recycling and incineration efforts, the EPA projects that the United States will still need 82% of today's landfill capacity in the year 2000. Data on the exact number of landfills in the United States and Canada is conflicting in part because of changing definitions of what constitutes a landfill and because of inadequate record- keeping by some states and provinces. An estimate of the number of municipal solid waste (MSW) landfills in the United States in 1990 to 1991 ranged from 4 462 to 10 467 with an average estimate of 6 600. In Canada the number of MSW landfills reported varied from 5 493 in a 1982 survey to 1 766 reported in a 1991 National Solid Wastes Management Association (NSWMA) survey (Repa and Sheets, 1992b). A properly operated MSW landfill on average requires 1 hectare of land per year per 25 000 people (Coates, 198 1). In addition to MSW facilities, there are also waste disposal facilities needed for hazardous waste and low level and high level radioactive waste. In 1983, approximately 266 Mt of hazardous waste was generated in the United States, almost 50% of this by industrial production. About 68% of the hazardous waste generated in the United States and Canada and almost 50% generated in Europe are still landfilled (Egger, 1987). In 1985, approximately 51 000 m3 of commercially produced low level radioactive waste was disposed of in radioactive waste disposal sites across the United States (Jungling and Greeves, 1989). By 1987, the US defense program had produced approximately 10 000 t of high level nuclear waste. In addition, there were approximately 14 000 t of spent fuel assemblies from commercial nuclear power plants in temporary storage; the amount is expected to nearly triple by the year 2000. Presently most commercial spent fuel assemblies are stored in water-filled pools at nuclear power plants. Defense waste is stored on federal reservations in surface and underground steel tanks (Anon., 1987). Under federal law nearly all waste disposal and containment sites are required to have a liner or barrier and a cover system design that meets federal- or state-approved hydraulic conductivity requirements for the type of waste that the site will receive. When approved materials, necessary for constructing the waste containment structure, are not available on site, one of the most economical ways to meet these requirements is through the use of clay, soil/clay, or clay/geotextile materials. In a 1991 survey by NSWMA of its members and other select private sector facilities, 81% of the surveyed landfills had some type of liner system. About 75% of these liners were clay materials (either recompacted or natural). The remaining 30% were using flexible membrane liners as part of a liner system. Clay liner materials are most commonly used in the South, Midwest, West-central, and South-central regions of the United States. About 93% of the landfill facilities had closure plans, and of these 91 % were using clay materials in some way for the final cover material (Repa and Sheets, 1992a). Waste barriers and containment structures take several basic forms, and they are used in a variety of different applications: 1) cutoff walls, 2) soil or soil/clay-admix liners, 3) geosynthetic bentonite-clay/geotextile membranes, 4) radioactive waste containment barriers, and 5) synthetic geomembranes. In recent years, considerable advances have taken place worldwide in the design and construction of first tunnel linings. With these advances, there is a tendency to move away from traditional support that includes heavy open profiles of rolled steel arches, to a lighter solution with the use of an optimized tubular steel cross section rib, and shotcrete reinforced with steel mesh and/or steel fibers, providing a continuous support (Lunardi, 1982). The development of tubular ribs has provided greater design options, increasing flexibility to engineers and contractors while providing a efficient and cost effective construction method. In this article, the authors describe numerical and experimental investigation on this problem, suggesting as a new first lining steel arch design approach by using tubular ribs cross section as new technical solution for first lining underground support.
