The exclusion of coal fly ash from regulation as a hazardous waste has led to increased interest in returning ash to the coalfields for co-disposal. A multi-year column study used coal refuse with high potential acidity (4% total-S), and two alkaline ashes in various bulk-blends. The unamended refuse acidified rapidly, producing acidic (pH 1.7) leachates, high in dissolved metals. Treatments blended with sufficiently high amounts (20 to 33%) of alkaline ash produced alkaline (pH >8.4) leachates with low metal levels, while lower ash blending rates acidified over time to produce metalliferous leachates. Examination of solid materials indicated that pyrite oxidation was occurring to some extent in all treatments. A regression equation (r2 = 0.95) was developed to estimate time to net acid release for mixtures of these materials. Ash alkalinity and refuse potential acidity must be balanced to insure water quality for co-disposal environments, or the ash materials should be isolated away from acidic drainage waters.

INTRODUCTION Prior to excavation in soil and rock, it is useful to know the subsurface structure. This is important information both for safety and for equipment scheduling reasons. It is useful to know whether parts of the subsurface might be potentially troublesome or of different character than is generally thought present. By using geophysical probing, it is possible to infer the location and size of these unusual regions. The ground structure is commonly estimated from core samples taken from boreholes. These cores give a detailed knowledge of the structure in the borehole. However, knowledge of the structure exterior to the borehole can only be extrapolated from core data. By using seismic and electromagnetic cross-borehole geophysical probing, remote probing can be used to sense the region exterior to boreholes. A recent advance has significantly improved the state-of-the-art for defining the ground structure between boreholes. This new procedure utilizes large amounts of data and provides a detailed picture of the subsurface. The data processing algorithms used are similar to those in medical imaging of the human body using x-rays, a science called x-ray tomography. This imaging of the ground is called geotomography, which is a shortened acronym for geophysical tomography. Several examples of geotomography applied to imaging ground structure are presented. Our approach has been to probe the ground with electromagnetic and seismic waves. We map the region of interest with signals transmitted between multiple source and receiver pairs lowered in boreholes on opposite sides of the region (Figure 1). R.K. Leininger, N.R. Hasenmueller, and D.D. Carr The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp. for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in southeastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retort¬ing of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. Development of improved transportation networks in major urban centers has led more and more to underground construction, the only reasonable solution for decreasing surface traffic congestion. Excavations required by these projects usually cause decompression of the surrounding soil mass which results in subsidence of several centimeters. While these magnitudes of subsidence have no consequences in undeveloped areas, they are often unacceptable in urban areas where existing buildings, structures and utilities are endangered. Recent tunneling projects for the extension of the Paris Metropolitan Transit System (R.A.T.P.) underground network were carried out with this in view and gave rise to the development of a number of innovative techniques for minimizing ground decompression and subsidence. As shown in Figure 1, the recent R.A.T.P. expansion program includes a new express metro, 46 km long, crossing Paris from East to West, and the extension of many existing metro lines in the suburbs. From the start, R.A.T.P. was faced with many unique technical problems for which there was little precedent experience. The structures to be built have large dimensions, with cross-sections typically ranging from 40 to 300 m2, and exceptionally to 600 m2. The new lines are often very deep because the shallow profile is already congested by the existing metro, interceptors, sewers and a very large number of utilities. As a result, new construction is often below ground water level by as much as 20 m. Moreover, the geology varies widely from hard limestone with compressive strength over 1500 kg/cm2 to inconsistent water bearing sand. Finally, curves in the East-West line must have a minimum radius of 500 m which frequently forces the alignment to pass below existing structures, buildings and monuments.

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. Appropriate software and hardware necessary to adapt a x-ray CT analyzer for determination of coal washability has recently been developed and sucessfully tested for well characterized samples under laboratory conditions. Evaluation of the CT-based analyzer under simulated on-line conditions is also presented to verify the on-line capabilities of the newly developed x-ray CT analyzer for the control of coarse coal cleaning circuits. The investigation shows that the data obtained from CT washability analyses compare favorably with experimental sink-float data. Further, image frequency was considered to evaluate the CT-Based coal washability analyzer for simulated on-line conditions. Specifically the number of observations (image spacing) needed for accurate sampling and the total time required to perform the calculations for a representative data set were determined.

Introduction Fluorspar demand or consumption has been taken for granted in recent years, except for those that produce, market, or consume the commodity. Thinking used to be that as the steel and aluminum industry goes, so goes fluorspar. This is much less true today. The industry is becoming more dependent on chemical industries that feed primarily off hydrofluoric acid (HF) production. The US Bureau of Mines (USBM) published an assessment of world fluorspar reserves and resources. It created a foundation of valuable data that can be used to monitor fluorspar availability. Celebrations were held this year commemorating the 100th anniversary of the isolation of fluorine. The US and other countries continue to struggle with the controversy of ozone depletion and the effect of fluorocarbons on the atmosphere. Goals for the government's strategic stockpile are being reevaluated. The market for fluorine chemicals is changing and diversifying, making it a challenge to assess and forecast fluorspar/fluorine demand. US production and distribution Fluorspar Fluorspar shipments from US mines reached an all-time high near the end of World War II in 1944 at 375 kt (413,800 st). Eighty-two mines produced more than 453 t (500 st) each, and 10 mines produced more than 9 kt (10,000 st.) each. Illinois supplied 43% of total shipments. Consumption in 1944 was 372 kt (410,200 st), of which 56% was used by steel producers and 32% by HF producers. This was the last year that US production exceeded US consumption. The post-World War II record for fluorspar shipments occurred in 1951 at 315 kt (347,000 st) 58 mines produced more than 453 t (500 st) and eight mines produced more than 9 kt (10,000 st).

Slurry diaphragm walls are commonly used as both temporary excavation support walls, and permanent structural walls, for circular shafts and long rectangular structures (such as underground subway stations); however, they are not commonly used for more compact rectangular or square shafts. In these instances, a second wall is typically cast inside the slurry walls to form the permanent structure. This paper discusses the approach used on the Silicon Valley Rapid Transit Project in California to analyze these compact rectangular types of structures for static and seismic loading, and to determine whether or not slurry walls can be confidently used as both the temporary and permanent walls for two tunnel ventilation shafts.

INTRODUCTION The Brightwater conveyance system project in King County, Washington consists of constructing about 21 km (13 mile) of effluent and combined influent and effluent tunnels. The influent tunnels will collect sanitary sewerage from the service area and convey it to the new wastewater treatment plant (WTP) site at Route 9 in Woodinville, Snohomish County, Washington. The effluent tunnels will convey treated effluent from the WTP to an outfall at Puget Sound. The tunnels will be constructed primarily under residential areas, busy suburban roads and state highways. This 21 Km (13-mile) soft ground tunneling project faced many design challenges because of the geologic and hydrostatic conditions, long tunnel reaches, and large overburden depths. Boring depths typically varied from 45.7 M (150 ft) to 114 M(375 ft) with a maximum depth of 185.6 M (566 ft) deep. Conventional empirical methods for non-mountain terrain based on a 1:1 ratio of drilled footage per foot of tunnel bore (National Research Council, 1984) for evenly spaced borings provided a good start for the Phase 1 explorations. However a continuation of this approach with closer spacing was deemed inadequate by the geotechnical team for efficiently allocating geotechnical exploration resources for the final design. This paper presents a rational approach that was used to evaluate the value of a particular geotechnical exploration boring, pump test or other in-situ test. The method of analysis, which was initially developed for rock tunnels (Einstein et al., 1978), was modified for the Brightwater project. The method considers the potential construction cost risks resulting from variable geologic conditions, the cost and reliability of the geotechnical exploration and the earned value (cost risk reduction) of performing the geotechnical exploration. A five steps remediation program was commissioned in 1998 for the acid generating Lorraine mine site, located in the Témiscamingue region, Quebec, Canada. It included, as the main expenditure, a cover with capillary barrier effects (CCBE) used to limit oxygen migration. After construction of the cover, instruments were installed on site to monitor the CCBE performance. Modified oxygen consumption tests were also done to measure the oxygen flux through the cover. Results from water content and suction data, measured from 1999 to 2003, show that the capillary barriers effects are effective and that the water retention layer stays near saturation throughout the years. Oxygen fluxes estimated from monthly water content measures are generally below 10 g/m2/year. Results from modified oxygen consumption tests made on the site give almost similar oxygen fluxes. A two dimension numerical model of the Lorraine mine site was also constructed to verify that mathematical models could predict realistically the in situ conditions on such a large scale site. Numerical results obtained for three years show a good concordance between measured and calculated values. The results obtained form these different evaluation methods for the performance of a CCBE concur and confirm the efficiency of this cover in limiting acid mine generation.

Various attempts have been made to build leadership and management expertise with little success. There are numerous reasons these attempts have failed. Three reasons, along with suggested solutions, will be explored: 1) lack of ownership of the development process by those affected; 2) lack of congruence of the development process used and the business strategies of the organization; and 3) a comprehensive development process. We will discuss a development model applied inside a smelter and refining complex over one year involving all levels of management. The process was credited with helping to substantially reduce cost and enable breakthroughs in production, quality and safety results.

A hydrogeologic characterization and impact analysis was performed for a proposed quarry at the Hitch Rack Ranch located in the Little Turkey Creek watershed southwest of Colorado Springs, Colorado. Continuous multiple channel tubing, nested piezometers, stream flow measurements, and mapping of known seeps were used to define the three-dimensional potentiometric distribution and areas of groundwater recharge and discharge. Water balance considerations, mass balance calculations, and potentiometric response to earth tides and barometric fluctuations confirmed that the granite fracture system in the ridge area of the proposed quarry has an extremely low bulk hydraulic conductivity resulting in minimal groundwater discharge to sustain the baseflow of Little Turkey Creek. The Little Turkey Creek valley forms the major conduit for groundwater flow exiting from the upper part of watershed underlain by granite. This conclusion has significant implications with respect to mine planning to minimize projected impacts to the hydrologic system and preserve this recharge component to downgradient Denver Basin sedimentary deposits.

Heat and humidity buildup withn refuge alternatives (RAs) may expose occupants to physiological hazards such as heat stress. The Mine Safety and Health Administration (MSHA) regulations require RAs in underground coal mines to provide a lifesustaining environment for miners trapped underground when escape is impossible. RAs are required to sustain life for 96 h while maintaining an apparent temperature (AT) below 95 °F (35 °C). The National Institute for Occupational Safety and Health (NIOSH) tested a 10-person tent-type RA, a 23-person tent-type RA, and a 6-person metal-type RA in its underground coal mine facilities to investigate the thermal environment over a 96-h period. The test results showed that mine air and mine strata temperatures surrounding an RA occupied by simulated miners (SMs) increased over the 96-h test period. The test results suggest that RA manufacturers should consider this increase in temperatures when calculating and evaluating RA components during surface and laboratory tests. The findings can equip stakeholders with additional considerations for calculating the interior heat and humidity temperature profiles for occupied RAs not tested in situ.

From Sept. 22-24, the Las Vegas Convention Center will be home to MinExpo 2008, the world?s largest mining equipment show that comes along once every four years. Sponsored by the National Mining Association (NMA), this year?s show is on pace to be the largest ever. Nearly 1,300 exhibitors have purchased nearly 55,700 hm2 (600,000 sq ft) of booth space. At the center of it all will be some of the most impressive mining equipment that the industry has to offer. And in the shadows of the massive haul trucks, drill rigs and bulldozers, attendees will be able to see the latest and greatest products including hand tools; the latest in automation and robotics; safety and communications equipment; longwall mining equipment; engines and parts; materials handling and processing equipment and services; pollution control equipment; reclamation equipment and services; computer applications; consulting and financial services and more. While many companies will be on hand to display the tried and true, there will also be plenty of new things to see. ?We anticipate that a whole range of new products will be introduced at the show,? the NMA said of the show that has been called the world?s richest deposit of mining technology, services and products. In addition to the show that will take place in Center Hall and North Hall of the Las Vegas Convention Center, MinExpo 2008 includes a conference program with 20 educational sessions that will tackle the most timely and pressing issues affecting the mining industry. Attempts are made to evaluate the feasibility of using a water-injection cyclone for the concentration of iron ore fines. The separation characteristics of clay fines, containing large amounts of alumina and silica, from the iron values are discussed. The effects of critical variables, such as injection water rate, truncated cone diameter, spigot opening and vortex finder diameter, on the performance of a water-injection cyclone in terms of iron, alumina and silica grades; iron recoveries; and alumina and silica rejections are discussed. A set of 16 full-factorial experiments (24) was carried out to gain an understanding of the individual and interaction effects of the variables. The results indicate that classifying iron ore fines containing 63.0% iron, 2.5% alumina and 3.5% silica through a water-injection cyclone can produce concentrates with iron grades greater than 66.0% and alumina and silica contents less than 1.5% and 2.0%, respectively, at different study conditions. The achievable iron recovery values are greater than 88%, and alumina and silica rejections are more than 80% and 50%, respectively, within the specific study conditions. While the truncated cone diameter, injection water rate and spigot diameter influences the alumina rejection to a considerable extent, it is mostly influenced by the vortex finder diameter. The iron recovery and silica rejection values are mostly influenced by spigot diameter and truncated cone diameter. The effect of injection water on the concentration characteristics depend on the prevalent truncated cone diameter and spigot diameter conditions.

This paper describes the driving of a 400 m long by 25 m diameter highway tunnel through sensitive, overconsolidated silts and clays. The design concept requires the construction of the permanent support system, consisting of 24 concrete filled perimeter drifts, before excavating the mass core. General construction procedures used during the construction of the perimeter drifts are described.

The economic interest of oceanic ferromanganese crusts and nodules is determined by high grades of major, rare and earth rare elements in these types of marine minerals [1]. Modern oceanic ferromanganese deposits have a global distribution with the largest fields in the Pacific Ocean. The Arctic Ocean still remains a poorly explored region. The first ferromanganese deposits from the deep part of the Arctic Ocean were recovered almost at the same time in 2012 both in US and Russian cruises to the Chukchi Borderland (1) and Mendeleev Ridge (2). Preliminary results of mineral deposits from the first area were reported at UMI-2012 by James Hein et al. [2]. We present here the data of ferromanganese deposits from the Mendeleev Ridge.

The iron nugget process is an economical, environmentally friendly, cokeless, single-step pig iron making process. Residence time dependent process requirements for production of pig iron nuggets at a fixed furnace temperature (1425 C) were investigated. Three chemically and physically different products were produced after complete reduction to iron, depending on the residence time in the furnace. These products were direct reduced iron (DRI), transition direct reduced iron (TDRI), and pig iron nuggets (PIN). The increase in the carbon content of the system as a function of residence time was detected by optical microscopy and Microhardness measurements. Sufficient carbon dissolution for the production of pig iron nuggets was obtained after 40 minutes residence time. The pig iron nuggets produced had chemical and physical properties similar to blast furnace pig iron. They were liquid state products and slag was completely separated from the metal.

This paper gives a brief overview of impacts of coal blending on coal-fired power plants performance and discuses the preliminary results of an on-going study aimed at evaluating the effect of coal properties on the effectiveness, compatibility and thermal reactivity of coal blends. Plant survey studies reported no significant impacts on an existing plant designed for a high rank coal when switched to a blend of low- and high- rank coal. However, slight modification of some aspects (handling, fuel storage/stockpile, transportation, preparation, and general housekeeping) of plant design and operation may be necessary. The preliminary results of an on-going study at the Mineral Industry Research Laboratory shows that more compatible and better blends could be made from coals where ranks are closer than from those where ranks are far apart.
