The current emphasis on environmental problems has focused attention on the massive nationwide accumulations of mine, mill, and smelter wastes that represent potential air and water pollution hazards. The pollution hazards can be reduced or eliminated by utilization or stabilization of these wastes. The U.S. Bureau of Mines, since the inception of the Solid Waste Disposal Act of 1965, has been conducting research to determine the practicality of various utilization and stabilization procedures. Investigations include partial extractions of desirable waste components and full utilization of the wastes as simulated soils or in ceramic or other structural products. Chemical, vegetative, and combined chemical-vegetative methods of stabilization have been actively studied. This report updates information previously developed by the Salt Lake City Metallurgy Research Center and presents the current status of antipollution solid waste work 1/,2/.

Ladies and Gentlemen, There have been no less than ten major coal project financings in the last eighteen months. Each of these has been in the order of $100 million to $1 billion for the development of a coal property and its associated infrastructure. It is appropriate at this time to review the nature of these past financings. Why has there been so much activity? There are primarily two reasons. The first is due to the large number of contracts which were signed as a result of OPEC oil shocks. High projections were made for increased coal consumption particularly in world trade. This is distinct from domestic coal mine/power plant projects which often tap a government source of funds. Second is the high cost of coal development in the 1980's compared with a typical company's corporate borrowing capacity.

A parametric study was conducted to establish the optimum operating conditions for the column flotation of fine coal. The parameters examined in this investigation included collector and frother dosages, feed solids content, and the volumetric flow rates of feed slurry, air and wash water. Despite the wide range of conditions studied the experimental data were found to fall along single grade-recovery curves, just below the maximum separation predicted by the release analysis technique. The deviation of the parametric test data from the release curve was attributed to the nonselective entrainment of mineral matter associated with poor froth washing. The operating point on the characteristic recovery-grade curve was found to be primarily determined by feed rate and aeration rate.

Commercially mined calcium carbonate is normally found near the surface in the United States. It is nun& either by open pit or underground methods, depending upon its geologic setting. Processing ranges from simple crushing to the more sophisticated ultrafine processes. Intermediate steps are pulverizing, screening, beneficiation, classification, fine and ultrafine grinding, and surface treating. These processes are performed both dry and/or wet resulting in powdered or slurry end products.

"Confidence in the design and stability of an undercut cemented rockfill (CRF) span requires a thorough understanding of its emplaced material properties. The unconfined compressive strength (UCS) of cast 6×12-inch QA/QC cylinders is typically used as an index test to track the performance of a backfill plant. However, these strengths need to be adjusted for oversize aggregate removal and sample size effects if used to estimate the emplaced UCS. UCS testing of 6×12, 12×24, and 18×36-inch cast CRF cylinders was used to quantify the relationship between readily available 6×12-inch QA/QC strength data and the emplaced UCS. Test results indicate that the UCS of 18×36-inch cylinders is roughly 40% of the 6×12-inch UCS for similarly compacted samples. Mine QA/QC data indicate that the UCS of CRF is highly dependent on the degree of compaction as measured by bulk density. Based on these results, knowledge of the emplaced CRF density compared to 6×12-inch QA/QC density is also necessary to estimate the emplaced UCS. The scale effect reported in this study is more pronounced, compared to current understanding of backfill properties discussed in the literature, and underscores the need for further site-specific testing. INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) Spokane Mining Research Division (SRMD), in cooperation with Barrick Gold Corporation, is conducting research with the goal of determining a relationship between 6-inch QA/QC cylinder strengths and the in-place strength of cemented rockfill (CRF). CRF cylinders with dimensions (diameter × length) of 6×12, 12×24, and 18×36 inches were cast onsite at the Turquoise Ridge Joint Venture (TRJV) and Cortez Hills Underground (CHUG) mines using CRF mixed at the mines’ respective batch plants. UCS tests were performed after 28 days of curing to estimate the size correction factor for each mine’s CRF. This paper presents an overview of the mix designs, sample collections, testing methods, test results, and an estimate of the UCS size correction factor for CRF at these mines. BACKGROUND Underhand cut and fill mining methods utilizing cemented backfill are common in underground metal mines in the United States. These methods are advantageous for controlling weak or highly stressed rock mass conditions by creating an engineered material that can be placed in openings, forming a beam that provides a safe, stable back for the next undercut. Increased use of underhand methods in the last 30 years has greatly improved safety in many cut-and-fill mines. However, with the continual push for more efficient and cost effective mining, there is a need to thoroughly understand the geotechnical properties of cemented backfill to assist in designing safe, stable openings while optimizing costs and production schedules."

In just over a generation, the United States bentonite industry has grown from almost a rake and shovel operation into one with a multimillion ton annual production rate and exports to all corners of the globe. Bentonite production, pressed to keep pace with the soaring demand, has increased more than 10 fold in the last 30 years. The worldwide demand for bentonite is expected to double during the next eight to ten years. It remains to be seen whether U.S. producers will be able to maintain the dominant position in the world market. It should be noted that accurate statistical information regarding production or market information is difficult or impossible to obtain abroad and also within the United States. Published information obtained in response to questionnaires of the Bureau of Mines tends to be on the conservative side. FOUNDRY It has only been in the last thirty or forty years that bentonite has become an indispensible part of the age old metal casting industry. The relationship has proven most beneficial to both industries and promises to be long lasting. Returning the original soil material to the surface of smoothed mine spoils is n practical means of restoring agricultural productivity. Research has established that high-sodium spoils in North Dakota (a) must be covered with about 70 cm of soil material to achieve maximum production; (b) topsoil must be segregated and spread separately from subsoil; (c) potential production depends on the quality of the soil material returned; and (d) erosion and upward salt movement must be controlled for sustained production. Erosion is best controlled by reducing final grades as much as possible during the smoothing process followed by prompt establishment of vegetation. Almost half the nation's cool reserves are in the Northern Great Plains underlying several million hectares of agricultural land. Social pressures to return mined land to agriculture or other productive uses have resulted in recent enactment of state and federal legislation, which is intended to restore productivity to disturbed areas. All such legislation relating to the Northern Great Plains has stipulated that useable soil material be saved and returned to mined land after spoils are smoothed. This requirement immediately raises questions as to how much soil material is needed, what criteria are important in defining useable soil material, how is the soil material to be handled in the earth-moving operations involved, and how can replaced soil material be maintained and revegetation. Scientists at the USDA Northern Great Plains Research Center at Mandan, North Dakota have conducted research on the reclamation of disturbed lands since 1970. Initially this research was designed to identify and characterize those physical and chemical properties of spoils that are most restrictive to plant growth (1). Basically, they found that any properties of spoils that reduced the efficiency of storage and utilization of the limited precipitation received adversely affected plant growth. Thus, in the Northern Plains, revegetation of mined land was found to depend upon the management of factors affecting the availability of water to plants - the same as on unmined land. After the major problems in revegetation were identified, technologies were developed to circumvent the effects of the growth-limiting factors (2). Basically two approaches were identified by which plant growth-restricting properties of spoils could be corrected: (a) various amendments (gypsum, sulfur, Fertilizers, mulches, calcium chloride, etc.) could be applied to spoils to improve their ability to conserve precipitation and provide water for plant growth; or (b) undesirable spoils could be covered with suitable soil materials to reduce or alleviate adverse effects. The latter approach appeared to be more feasible in most instances And is the approach specified in current legislation. The remainder of this paper discusses research on the use of roil materials returned to spoils and summarizes the information obtained.

Coal mine infrastructure is rarely designed solely on the basis of ventilating the underground workings. Instead the optimization of a mining sequence, the minimization of coal quality variation, reduction of coal losses by adapting to property boundaries and geologic structure (seam inclination, roof conditions, coal thickness, etc.) or other similar considerations have formed the objective for mine plant design and layout. Infrastructure development may also reflect a desire to maximize production early in the life of the mine or to permit flexibility in mining according to market conditions. Requirements for coal mine ventilation, established by the 1969 Coal Mine Health and Safety Act, have mandated changes in the traditional concepts of mine plant design in the United States. Mines, in operation prior to the passage of the Act have experienced severe limitations when attempting to adapt the existing mine infrastructure to meet the requirements of the law. In addition the increased quantities of air required, velocity limitations on trolley haulage and belt lines, the establishment of separate intake escapeways and gob area ventilation have com- pounded the inherent complexity in planning mine ventilation systems. Past practices in mine ventilation planning and design are no longer adequate. Given the complexity of today's ventilation systems, effective planning and design approaches are required. As such, the interrelationship between the overall coal mine plant design and ventilation system design is examined. An approach to ventilation system design constrained by global considerations of mine plant design, is presented. The proposed approach is, however, applicable to the design of new mine ventilation systems as well as to the modification of existing systems.

In some ore grinding circuits it is desirable to make separations purely on size. The normal choice for this is vibrating screen equipment. Developments in screening process technology have led to improvements in the capacity and efficiency of vibrating screens, through the adoption "Thin Layer Wet Screening". This process can reduce recirculating loads and equipment requirements in the ore grinding circuit.

The practical and effective pulp distributor here presented is believed to be of a completely new and innovative design. It was developed at the San Nicolas Plant of the Marcona Mining Company in Peru, where it has been thoroughly plant tested using iron ore slurries of a particularly abrasive nature. It has proven to be superior to the apparatus originally installed, or to any observed in operation elsewhere. In plant practice the capacity and efficiency of many process units such as screens, magnetic separators, and jigs are strongly affected by the loading pattern, and for better results the flow of pulp must be proportioned across the receiving lip in equal quantities per unit width. The distributors originally installed on the drum magnetic separators in San Nicolas proved to be unsatisfactory, and several trial modifications failed to show any improvement. As is usually the case, feed rates were being steadily increased, and appreciable losses to tailings resulted. A check of the distributors on the market discloses no reasonable substitute, so efforts were directed toward devising an entirely new type. Required was a positive type of action which would guarantee that the pulp flow be spread equally along the length of the drum. Discussion As indicated, the motivation for development was simple necessity. The plant in San Nicolas crushes, grinds, and concentrates magnetic iron ores of a particularly abrasive nature, and depends largely on magnetic separation to obtain a marketable product. Feed to the numerous drum magnetic cobbers and finishers varies from rod mill discharge at a nominal minus ten mesh to a ball mill fine grind of seventy percent minus three hundred and twenty-five mesh. "India’s economy is expanding with rapid urbanization. Improvement in infrastructure is a keystone to the Indian government’s economic plans, including expansion of transit systems. Most of these systems are designed with elevated and underground sections. New Delhi, a city of 23 million people, suffers from heavy traffic congestion and pollution. The transit (metro) system is seen to be of critical importance. Phase 3 of the Delhi transit system project is 140 kilometers (km), with 40 km of twin-bore tunnels requiring 35 tunnel boring machines (TBMs) for construction. Transit systems are also under design or construction in Chennai, Bangalore, Kolkata, Hyderabad, Jaipur and Mumbai. Most have twin-bore tunnels. At present, 55 TBMs are operating on underground metro construction, and future projects will increase this number. This paper highlights the unique challenges of construction of underground metro systems in highly congested urban environments, using Kolkata and Delhi systems as examples. INTRODUCTION The first transit system in India was constructed in Kolkata (India’s third-largest city by population.) This line is 28 kilometers (km) in length, has underground and at-grade sections, was built in phases, runs north/south, and has 24 stations. This project was sanctioned in 1972, started construction in 1984, and was completed in 1995. The tunnels were constructed primarily by cut and cover methods with some open-face, compressed air shield tunneling. In 2006, the urban transport policy recommended construction of transit rail systems in all urban cities with a population exceeding 2 million. Further, in 2014 the central government stated that it would assist in financing transit systems in all cities with a population of over 1 million. In 2015, the central government approved the development of transit systems in 50 additional cities across India with a budget of $75 billion (see Figure 1). Transit development is just part of a huge expansion in planned rapid transport systems, which include metro, bus, high-speed rail, and monorail systems. Metro systems will include elevated and underground sections with twin-bore tunnels and underground stations. In the Delhi/National Capital Region (NCR), now the largest city in India by population, Delhi Metro Rail Corp (DMRC) was formed in 1995 as a joint venture company between the central government and Delhi state. DMRC operates the Delhi metro system. (see the case studies described later in this paper). DMRC has developed an external function to carry out studies and to offer consultancy to other cities planning transits. Since its inception, DMRC has produced Detailed Project Reports (DPRs) for every metro and monorail project in India. In 2012, DMRC became a partner in the management consultancy for Jakarta Mass Rapid Transit System, its first project overseas. DMRC became a model organization for other cities to follow. These cities have included Chennai, Hyderabad, Kolkata, Bangalore, Jaipur, Mumbai, Ahmedabad, and Nagpur. Other cities (e.g., Lucknow and Patna) are in the metro planning phase. Metro systems are under construction or partially operating in Hyderabad, Bangalore, and Jaipur."

"A longwall mining method is a productive mining method of coal extraction that involves the complete removal of large, rectangular panels of coal. Since this method causes deformations through the overlying strata to the ground surface, the surface- and ground-water regime above the longwall panels may be adversely affected and drained into the lower strata. The purpose of this study is to determine the effects of longwall mining subsidence on surface- and ground-water systems.This study is a site-specific hydrogeologic analysis conducted before, during, and after panel retreat at a site located over two selected longwall panels in the Pittsburgh coal seam in Greene County of Pennsylvania. Mine subsidence causes fractures in the overlying strata and enlarges bedding plane separations, increasing the effective porosity and storativity of the overlying strata. Generally, the water in deeper aquifers located in the lower fractured zone drains into the mine void due to the vertical fractures. Moreover, the water level does not recover after longwall mining (but may recover when the mine is flooded). The upper aquifers over the thick aquitard layers may maintain the water level or drop slightly during longwall mining and recover very quickly. The reason is that the underlying aquiclude layer has less change in porosity and permeability after longwall mining (Carver, 1994).A groundwater flow model-MODFLOW was used to predict the water table contours for the periods of pre- and post-mining conditions. The hydraulic gradients of post-subsidence became larger outside the panels and smaller inside the panels than that of the pre-subsidence. The groundwater hydraulic heads above the longwall panel dropped a maximum 50 ft in the study panels. The shallows monitoring wells that were less than 50 ft deep from the surface were deeply affected by longwall mining subsidence. For the intermediate wells that were more than 85 ft deep from the surface, where strata movement acted as a unit during longwall mining subsidence, there were little impacts of longwall mining on the intermediate wells in the study area. For the deep wells that were located below the Waynesburg sandstone, the water was drained to the underlying strata or even into the mine gob."

The results of an experimental study on the dispersion and deposition characteristics of fine coal dust in mine airways are presented. Experiments were conducted at various flow velocities using bituminous and semi-anthracite-coal dust which had a large proportion of dust in the respirable size range. Cross sectional variations in the concentration of dust at various points in the airway were also measured. Instruments used in the experiments included gravimetric samplers and impactors. Concentration measurements were made both for the respirable and total airborne dust. The experimental design, sampling procedures and results are discussed. The study is aimed at providing a better understanding of the temporal and spatial behavior of dust particles in underground mine airways.

The U.S. Department of Energy is charged, by federal law, with the responsibility for developing and implementing programs for long- term storage and terminal disposal of high- level radioactive wastes from both commercial and defense nuclear operations. Approximately 288,000 cubic meters of defense high-level wastes are currently in storage at the government's Hanford Reservation in the State of Washington, the Savannah River Plant in South Carolina, and the Idaho Chemical Processing Plant in Idaho (U.S. Department of Energy, 1980a). High-level wastes from commercial nuclear power production are stored in water pools or basins at various power plant sites. At the end of 1980, approximately 7.460 metric tons of uranium, contained within 28,300 fuel assemblies was in storage at various reactor basins. Although the present inventory of defense wastes are many times larger in volume and in total level of radioactivity than the commercial wastes, in the future, the latter will constitute a substantial quantity of wastes that will have to be disposed of. The present electric generating capactiy of nuclear power plants in the United States is 56.5 Gigawatts-electric (GWe). The amount of spent fuel that would be discharged and accumulated by the year 2000 from these operating reactors would be 38,000 metric tons. With a projected growth of the nuclear industry to 180 GWe in the year 2000, the amount of spent fuel accumulated at the turn of the century could reach 89,000 metric tons of uranium or approximately 318,000 assemblies. In any case, whether one postulates a no growth pattern or one where nuclear power provides its share in the country's electric generating capacity in the next two decades, a means for safe and environmentally accept- able disposal of high-level nuclear wastes must be found. Storage of commercial wastes in water basins, either at reactor (AR) sites or at away from reactor (AFR) sites, and storage of reprocessed defense wastes in surface or near surface tanks is a temporary solution and is not an alternative for permanent disposal.

A unit for separating minerals into two prescribed size fractions, designated as a Lewis Hydrosizer, was developed at the North Carolina State University Minerals Research Laboratory. Ore samples with different mineral compositions, including coal, were separated effectively with the laboratory continuous unit. Commercial size units are in operation in North Carolina and Mexico, and under construction in Norway. Additional units are being build or are in the planning stage at several companies.

In the mining industry and in new and expanding fields, such as electronics, nucleonics, and astronautics, a new type of manager has evolved. The name most generally used is project manager. His business is to create a product and the principal means through which he accomplishes this is project management. In this chapter, new information is the product of the project manager; as such the products, for which the computer methods described throughout this volume are designed, fall in the domain of project management. It has been the author's experience that project management is the management tool to effectively direct the information technology function within an organization. The purpose of this chapter is to describe project management and to identify and present a solution to the problems associated with project management in the development and application of computer methods in a minerals environment. Specifically, the problems to be addressed will center around: (1) recognition of the need for project management in terms of business-environmental factors and product characteristics, (2) formulation of a method of operation in terms of organization and implementation, and (3) application of project management to the minerals industry.

The lithologic, mineralogic, and magnetic beneficiation characteristics of the iron formation at U. S. Steel's Atlantic City Ore Mine, Fremont County, Wyoming, have been determined. The iron formation averages about 30 percent Fe content, and varies from 125 feet to about 500 feet in thickness. It is composed of interbedded magnetite-rich quartzites, magnetite-quartz-amphibole schists, and amphibole-chlorite schists. Quartz, actinolite-tremolite, chlorite, and magnetite are the essential mineral constituents. These rocks are differentiated into four major ore types on the basis of their relative quartz and amphibole content. The iron content of the magnetic concentrate decreases and the silica content increases with decreasing grain size and increasing amphibole content in each ore type at the same fineness of grind. Criteria were developed to enable the mine operator to recognize the ore types and to blend them to produce a more uniform concentrator feed. This results in less variation in product quality and requires fewer changes in operating conditions-in the concentrator.

Column flotation cells continue to gain acceptance in the coal industry for the treatment of high-ash streams containing clay slimes. Unfortunately, some industrial installations have failed to meet expectations due to improper scale-up, incorrect operation and poor ancillary circuit design. To overcome these problems, case studies have been conducted to fully define the capabilities of column cells for coal applications. These data have been used to develop generic engineering guidelines for column circuit design and operation. An economic analysis has also been conducted to illustrate the importance of key capital cost considerations. These analyses indicate that column cells are significantly more expensive than conventional machines, although this difference can be greatly reduced through the installation of very large-diameter columns.

The Candelaria copper-gold mine is located approximately 25 km south and east of Copiapo in Region III, Chile. The original concentrator was designed to treat 28,000 t/d (30,800 stpd) of chalcopyrite-bearing ore through a circuit consisting of a single 11.0 m (36 ft) diameter SAG mill, two ball mills, conventional rougher and scavenger flotation, column cell cleaner flotation, and ceramic disc filtration. The plant was commissioned in August 1994 and quickly reached capacity and expected levels of metallurgical performance. In May 1996, a decision was made to double the capacity of the concentrator by the addition of a second line of equipment. The expanded facilities were commissioned in October 1997, less than 18 months after the decision to proceed, and well within the budget. The original concentrator facilities were replicated or duplicated as much as possible, however, a number of important equipment changes were made to take advantage of industry developments since the original concentrator was designed. These included the use of Eimco 120 m3 (4,200 ft3) cells for rougher and scavenger flotation and the installation of a Svedala VTM -800 Vertimill for regrinding. This paper describes the rationale behind these changes and explores the reasons for the success of the project.

The term kaolin is derived from "kauling". a Chinese word meaning high ridge, which was the name of a hill in China where kaolin was first mined several hundred years ago.(1) Other common names used today for kaolin include "clay" and "China Clay". The former word technically has a broader meaning and could refer to various types of clays such as bentonite and ball clay as well as kaolin. China clay, as a descriptive term, apparently results from kaolin's origin as described above but could also be due to a significant historical use in ceramic applications. The terms "kaolin" and "clay" will be used interchangeably in this analysis because of the common practice of using these terms in the paper industry. Major reasons for kaolin's widespread industrial usages center on the mineral's (kaolinite) physical features of good color, low viscosity and inertness. Kaolin is described as a hydrous aluminum silicate with approximate composition Of 2H20.A1203.2Si02. As will be shown later, a new version of the product, calcined clay with modified hydration content, is gaining widespread usages. Components of any particular kaolin in addition to alumina and silica are viewed as impurities. The more valued deposits and, hence, higher priced kaolin products are those of highest purity.
