The Monterey Coal Company, a wholly owned subsidiary of The Carter Oil Company of Houston, Texas, recently awarded a contract to build the Monterey No. 1 Preparation Plant, which will be located near Carlinville, Illinois, to the McNally Pittsburg Manufacturing Corporation. The preparation plant will be one of the most modern jig preparation plants in the State of Illinois. Illinois No. 6 coal will be delivered by a 48" slope belt having 35-degree carrying idlers, operating at 650 FPM and operating on an incline of nearly 17 degrees. The slope belt is driven by two 450 BP motors and will deliver the mined coal at the rate of 1800 TPH to a stationary step-type ' screen having six-inch openings. The overproduct from the stationary screen will discharge into a 10' x 24' McNally Rotary Breaker and the underproduct will bypass the rotary breaker. The rotary breaker is equipped with heavy manganese screens with 6 ½" diameter openings. The sized 6" x 0 coal from the stationary step screen and the rotary breaker will be discharged by gravity to a 4%" raw coal incline storage belt. The 48" raw coal storage belt will deliver the 6" x 0 sized coal at the rate of 1800 T?H to an 8000 ton concrete raw coal silo, 70 feet in diameter and 1x7 feet high. The 6" x 0 sized coal will be drawn from the concrete storage silo by seven (7) 36" wide reciprocating plate feeders. Five feeders are to have constant speed drives at a rated capacity of 145 TPH each. Two (2) feeders will have remote con- trolled variable speed drives, to provide a varying feed.

In 1963, a major expansion program at Kennecott's Bingham Canyon mine converted rail operation in the upper portion of the pit to truck haulage. Since that time truck-haulage capacity has increased to about 272 000 Mg (300,000 tons) per day. The majority of this production is waste material which is deposited in monolithic dumps located on the eastern slopes of the Oquirrh Mountains. The largest of these dumps, referred to as Copper Notch and Keystone, measures approximately 1830 m (6000 ft) in length, from 180 to 300 m (600 to 1000 ft) in height, and contains some 430 Tg (470 mil lion tons) of waste. The height, structure, rapid rate of growth, and anticipated leaching suggested the possibility of dump failure. In order to evaluate this possibility, an outside consulting firm was retained in 1966 to investigate the stability of the growing dumps. Their investigation indicated that, other than superficial movement, the waste dumps would be stable under static loading, and that soil distribution was not continuous enough to sustain massive foundation failure. Since this investigation, however, several failure processes have been observed. Crest settlement occurs frequently in response to compaction and over-steepening in the upper portion of the dump surface. Over-steepening results from accumulation of fines near the crest caused by natural segregation. Normally, coarse material, near the base of the dump, exhibits an angle of repose near 0.65 rad (37"). The fine material, however, stands as steep as 0.75 rad (40"). Periodic equilibrium adjustments cause stepwise settlement (Figure 1) of the dump surface and occasional sloughing of the protective berm. Routine surface preparation by dozers and graders and frequent inspections by supervisory personnel have proven adequate in preventing problems associated with this form of crest instability.

Discussion by M.R. Yalamanchili and J.D. Miller The authors, M. S. Celik et al., should be recognized for their efforts to describe the flotation behavior of boron minerals. In the case of borax and other soluble salt minerals, analysis of the flotation chemistry has been difficult because of the high ionic strengths associated with these soluble salt systems. However, considerable progress has been made in this area, and recently a surface charge/collector colloid adsorption model was proposed by Miller and his coworkers to explain the collector adsorption phenomena observed in soluble salt flotation systems (Milleret al, 1992; Yalamanchili et al., 1993; Miller and Yalamanchili, 1994; Yalamanchili and Miller, 1994a: Yalamanchili and Miller, 1994b). In this work, the sign of the surface charge of alkali halides in their saturated brines was established on the basis of nonequilibrium electrophoretic mobility measurements by laser-Doppler electrophoresis (Miller et al., 1992). Generally, these results are what would be expected from the simplified lattice-ionhydration theory. This electrokinetic information coupled with the stability and prevalence of collector colloids in such soluble salt flotation systems indicates that the selective flotation of alkali halides is due to the adsorption of oppositely charged collector colloids by heterocoagulation. Experimental flotation/bubble attachment results for 21 different alkali halides (Yalamanchili et al., 1993; Yalamanchili and Miller, I994b) confirmed that the flotation response of soluble salt minerals with weak electrolyte collectors can best be explained by the adsorption of oppositely charged collector colloids rather than by the adsorption collector ions and/or neutral molecular dipoles as originally suggested by many researchers (Fuerstenau and Fuerstenau, 1957; Schubert, 1967; Roman et al., 1968). In addition, the flotation of certain alkali oxyanions (Pizarro et al., 1993) and double salts such as schoenite and kainite can be explained by the same collector colloid adsorption mechanism (Miller and Yalamanchili, 1994). The borax flotation results reported by Celik et al. need to be examined in terms of the above mentioned surface charge/ collector colloid adsorption model. Unfortunately, the authors seem to be unaware of this recent work that nicely describes soluble salt flotation with weak electrolyte type collectors such as amines and carboxylates. In view of our past work, the flotation characteristics of borax were of particular interest, and, in this regard, the results of dodecyl amine flotation of borax reported by Celik et al. have been examined in further detail in the light of experimental results from our laboratory. In our research, a vacuum flotation technique was used to study the flotation response of borax (Na2B407.10H20), which has a solubility of 39 g/L at 25 °C) with dodecyl amine hydrochloride as collector. These chemicals were purchased from Eastman Kodak and used as received. Saturated solutions of borax at desired pH values were prepared by continuously stirring the salt solutions over a period of about 10 hrs. It should be mentioned that the conditioning time to achieve equilibrium is an important variable and can significantly change the flotation response of some soluble salts (Yalamanchili et al., 1993). Collector was added to the saturated borax solutions containing about one gram of 100x 150 mesh borax particles, and conditioning was done for about 20 minutes prior to flotation. The borax flotation recoveries from saturated brine are presented in Fig. 1 as a function of collector addition at the natural pH of 9.3, as reported both by Celik et al. and as measured in our laboratory. In addition, the region of precipitation for the dodecyl amine hydroborate is included in Fig. 1. It can be seen in Fig. 1 that the flotation response curves are separated by about one order of magnitude in R12NH3CI collector addition. The flotation results of Celik et al. show that the maximum borax recoveries can be obtained below the solubility limit of the dodecyl amine hydroborate collector. However, in our experiments borax flotation seems to occur only after the precipitation of the dodecyl amine hydroborate collector as might be expected from the collector colloid adsorption model (Yalamanchili et al., 1993) if borax were negatively charged. Further analysis by nonequilibrium and equilibrium electrophoretic mobility measurements for borax indicates that borax is negatively charged at the natural pH of 9.3, as discussed below. The reliability of the nonequilibrium electrophoretic measurements has been demonstrated previously for alkali halides and alkali oxyanions (Miller et al., 1992; Miller and Yalamanchili, 1994). The equilibrium and nonequlibrium electrophoretic measurements for borax were found to be consistent and are presented in Table 1. These results provide clear evidence that borax carries a negative surface charge in its saturated brine (pH 9.3), and the sign of the surface charge of borax reverses and becomes positive if the pH is reduced to 8.6. Over the past six or seven years important new ideas have been developed concerning the origin of nickel sulfide deposits. To a large extent these have been stimulated by the major nickel discoveries of the Eastern Goldfields area of Western Australia (Woodall and Travis, 1969; Ewers and Hudson, 1972). Prior to these finds, the most important nickel camps were regarded as being associated exclusively with intrusive rocks such as the Nickel Irruptive at Sudbury or the intrusive peridotites at Thompson, rocks that were thought to have no close association with volcanism. Study of the Australian discoveries, coupled with work in South Africa (Viljoen and Viljoen, 1969) and Canada (Naldrett and Mason, 1968; Pyke, Naldrett and Eckstrand, 1973), has shown that volcanic rocks with true ultramafic compositions and extrusion temperatures of 1400 to 1600°C were a common feature during the Archean. Under certain circumstances economic concentrations of nickel sulfides have formed from these rocks, either settling to the base of their associated flows or accumulating in shallow intrusive feeders to the flows. The aim of this article is to show how these ultramafic rocks can be recognized, how the nickel deposits, if present, are likely to occur within them, and what special features characterize ore-bearing examples of the rocks.

INLAND STEEL COAL COMPANY'S experience with a gypsum cement, with and without fiber glass filler, indicates that the concept of utilizing standard rock dust equipment to dry handle and apply gypsum cement as a mine sealant is feasible, simple and economical. Prior to 1975, Inland had casually experimented with a few sealants and had discussed the advantages and shortcomings of other sealants with various users. Hower in mid-1975, Inland foresaw the need to seriously acquire a practical sealant system. There were nearly a dozen sealant materials on the market at that time: silicate-based materials, Portland cements, vermiculite cements, gypsum cements, and magnesium-oxysulfate cements, each with their own fillers and additives. The applicating equipment ranged from simple to complex: wet mix or slurry machines operating on either a batch or continuous basis, high viscosity pumps, and pneumatic, dry conveying machines with water nozzles. Compounding the selection process, two or more products could often be used with the same machine, or a given material could be successfully applied with more than one type of machine.

The Bear Butte Creek watershed, in the northern Black Hills of South Dakota, shows the effects of past mining activities in the form of dissolved metals and arsenic in stream water. Bear Butte Creek, during normal flow periods, loses all of its discharge to sinkholes that recharge the Madison Limestone aquifer. This work focused on the geochemical transport and fate of arsenic and on understanding ground-water flow conditions in the Madison aquifer through development of a three-dimensional ground-water flow model that was coupled to a geographic information system (GIS). Stream sampling and discharge measurements helped determine sinkhole losses and loading rates. Column laboratory tests provided data on arsenic adsorption and the mixing of stream water with aquifer water, which also was simulated with the geochemical models, pHREEQE and NETPATH. The models and GIS can be updated with new information and will be useful in managing the water quality of the Madison aquifer.

Recent advances in Virtual Reality (VR) technology have resulted in major opportunities to improve safety training of mine workers, supervisors and managers. The hazardous nature of both surface and underground environments limits the type of safety training that can be carried out. VR offers the potential to expose mine personnel to hazardous situations in a safe, highly visual and interactive manner. Customized simulations of mine layouts, dynamic operations and mine environment can be set up and mine personnel can be allowed to move around the virtual mine, making decisions at key points. The consequences of both correct and incorrect decisions can be immediately fed back to the trainee.

Extensive record of tunnels excavated with SEM (sequential excavation method) in swelling grounds exists in literature: global experiences include successful tunnelling both through clayey and rock masses with time dependant deformation. However, TBM (tunnel boring machine) use in swelling conditions with high water pressures (EPB, earth pressure balance, machines or slurry shields) is much less documented, considering the lower expected impact due to the limited stress relief and operations under saturated conditions. This paper summarizes a number of studies conducted as part of the risk assessment and detailed design of a large diameter TBM tunnel in variable and challenging geological conditions. The tunnel alignment is driven through mixed face conditions including swelling soils and clayey soft rocks, prone to intense time-dependent deformations. The paper also describes the approach adopted for the design of pre-cast segmental lining subject to both swelling actions and high seismic loads, due to the regional active tectonic faults. The design of this lining included a detailed parametric study performed to handle the existing uncertainties related with ground characterization, potential deconnement and complex geological congurations.

Copper has been mined in the Philippines since at least as early as the Ming dynasty (1368 A.D. to 1644 A. D.). The principal source areas of this early production were in Camarines Norte (Paracale), in the Mountain Province, which now boasts the largest number of Philippine porphyry copper deposits, in Masbate and in Surigao, The Spanish Era began in 1521. Although they were primarily interested in gold, the Spaniards operated several copper mines including the San Remigio mine on Panay and the Lepanto mine in northern Luzon, beginning in 1842 and 1865 respectively. Prior to World War II most of the Philippine copper production was supplied by these same two mines together with the Hixbar mine, Rapu Rapu Island which began operation in 1939. The Hixbar and San Remigio mines are cupriferous pyrite deposits and the Lepanto is a vein-¬form replacement deposit (Kinkel et al. ,I 1956). No significant copper production was derived from porphyry copper occurrences prior to world War II.

Explosives are probably the most widely used and most mysterious large scale' mining tools of modern times. The post black powder explosives were primarily nitroglycerin-based straight dynamites, ammonia dynamites, blasting gelatin, gelatin dynamites, ammonia gelatin dynamites, etc. Of these, the strongest and highest velocity explosive used in industrial operations is blasting gelatin, which is nitroglycerin colloided with a nitrocellulose of medium nitrogen content in proportions which give the product a plastic character, or about 93 to 7. Many variations of the basic groups above were developed by substituting ammonium nitrate and/or sodium nitrate for some of the nitroglycerin. The nitrates being insensitive to caps required a certain percentage of nitroglycerin to sustain detonation in smaller quantities or diameters. Paralleling the development of industrial dynamites was the development of more expensive, highly sophisticated explosives which were developed for specific military purposes. Such explosives as Amatol, RDX, Composition A, Composition B, Composition C, Lead Azide, PETN (Pentaerythritol Tetranitrate), Tetryl, Pentolite, TNT, etc., were primarily military explosives. Amatol, which is a cast mixture of ammonium nitrate and TNT (Trinitrotoluene), and identified by percentage of AN versus TNT as 50-50 Amatol, 80-20 Amatol, etc., was a favorite World War I explosive. RDX, or Cyclonite, was widely used in World War II. Also used during WW II were compositions A. B, and C, which were mixtures of RDX (Cyclotrimethylene trinitramine), TNT, and other nitrotoluenes. These high explosives, along with nitroglycerine, are exact chemical compositions or mixtures of exact chemical compositions which are individually explosive, or in other words, individually capable of explosive chemical decomposition when properly initiated. These chemical decompositions result in the formation of simpler compounds and/or large quantities of common combustion gases, and large amounts of energy in the form of heat. Of these, the most powerful is RDX which, based on the ballistic mortor test, is 1.5 times as powerful as TNT. Chemically, the decomposition of TNT releases about as much energy as the reaction of ammonium nitrate and fuel oil.

United States Steel Corporation's Winifrede Mine is operated by Lynch District in the mountainous region of Eastern Kentucky. This region is characterized by narrow mountain ridges and precipitous slows which present both an opportunity and challenge in the design and selection of coal handling facilities for the movement of coal from the section belts to the railroad cars. The narrow finger ridges precluded use of underground haulage and, thereby, presented the opportunity to use high capacity equipment on the outside bench. The precipitous mountain slopes, steepest at the Winifrede seam horizon, presented a challenge to select a solution for lowering the coal approximately 1000 feet from the seam level to the valley floor railroad load-out point. It was evident from the start of planning that these two factors predominated; namely, rail haulage and coal lowering, and solutions to these would determine the final design of the Winifrede Mine coal handling facilities.

THE CIP PROCESS "IN THE RIGHT PLACE AT THE RIGHT TIME? After its tentative introduction to the precious metals mining industry in the earlier part of this century, the carbon in pulp (CIP) process has now come of age, and is the process of choice on all new gold mills. Well over 50 percent of all gold that is mined each year is recovered by adsorption on activated carbon, and the percentage will increase in the years ahead, when old mills using Merrill Crowe technology come to the end of their lives, and as the proportion of world gold production from low-grade resources increases. The pioneering process development work in this field, which was mainly concerned with carbon elution, was carried out by Zadra and his colleagues at the United States Bureau of Mines in the early 1950's (Zadra et al., 1950, 1952), and led to the commissioning of the first large-scale, industrial CIP plant, at the Homestake Mine in South Dakota, in 1973 (Hall et al., 1974). From there, the process spread rapidly, firstly in South Africa in the late 1970's. and then throughout the rest of the gold producing world in the 1980's. There were several factors that led to the meteoric (by gold industry standards) acceptance and successful implementation of this new technology into gold processing operations worldwide. Firstly, and perhaps most fortuitously, the development of the technology closely paralleled the 1968 release of the gold price from the rigid constraints of the $35/oz. gold standard. With the value of the metal allowed, for the first time in modern history, to fluctuate in response to free market supply and demand forces, the gold industry witnessed an unprecedented boom as the price of their commodity increased ten-fold in a remarkably short period of time. This had several important spin-offs as far as new process developments were concerned: The profits realized by established gold-mining companies increased enormously and, consequently, there was more to spend on research and development and exploration for new deposits.

Monitoring devices have been installed at several mine sites to assess the potential for the development of acid rock drainage (ARD) in waste rock, spent ore, and tailings material. In addition, instrumentation has been designed for monitoring changes in water quality in pit lakes. These devices monitor temperature, oxygen, water movement, and water chemistry in the waste rock pile. This information can be used to evaluate the current and future ARD risk, the effectiveness of caps and covers, and provide information to aid in the design of other reclamation strategies that limit ARD development. The instrumentation includes nested thermistors and oxygen sensing ports, neutron access tubes, heat dissipation units (HDUs), and lysimeters. Many of the monitoring devices can be linked to a datalogger and telemetry systems, enabling monitoring data to be downloaded from the office.

Underground testing was carried out by Ingersoll-Rand, Inc., under contract to the Bureau of Mines to determine the effectiveness of a machine-mounted scrubber system for ventilating the face during an extended advance. A continuous miner equipped with an integral flooded-bed dust scrubber system was instrumented with methanometers and Real-time Aerosol Monitor (RAM) dust monitors. Methane and respirable dust data were collected at brattice setbacks of 7.5 m (current operating distance), 10.5 m, and 15 m (blowing ventilation) during production shifts. Results showed that a suitable machine-mounted scrubber system can adequately ventilate the face at brattice setbacks up to 15 m. No deterioration in ventilation performance was observed as brattice setbacks were increased from 7.5 m to 15 m. The scrubber system effectively controlled face methane levels at large setbacks, though respirable dust levels increased as much as 33 pct at the operator's cab at setbacks greater than 7.5 m.

Decreasing ore grades and increasing labor and material costs have seriously eroded the economic vitality of many mining operations. Coupled with global economic stagnation and recession in the early 1980's, these conditions have forced reevaluation of operating strategies and methodologies with the objective of remaining competitive in a world marketplace. A concept offering large potential benefits is hardrock portable crushing and conveying. Implementation of this system at Duval Corporation's Sierrita open pit copper-molybdenum mine (Figure 1) has significantly reduced mining costs, becoming a major part of Sierrita's cost reduction strategy. Located 48 km south of Tucson, Arizona, the 209 000 t/d property has one portable 60x89 gyratory ore-crusher in operation with tentative plans for two additional units.

"Mining industry as a source of raw material is essential to society however, it lacks of good reputation due to the type of management historically applied to many of its social and environmental impacts. It is argued that this situation has hampered the obtaining of social license to operate of a lot of mining projects around the world. The last considerations are very common in Latin American countries. As a result, the mining sector has understood that the viability of the business long term is associated with more profit for the shareholders but also with activities that improve the livelihoods of local communities, enhance the capabilities of local governments and preserve the ecosystems around the projects. Nevertheless, recent studios have shown that most of the current advances to incorporate sustainability concepts in mining have been mainly focused on control and the prevention of environmental and social impacts of extractive activities. Thus, contributing to the development of territories around mining projects constitutes a fundamental aspect of the business competitiveness through reducing cost and risks of stopping projects, innovating new ways of relationship with stakeholders, improving the level of reputation of the industry as well as its position in the market. However, this contribution requires formal strategies and models that enable companies understand the different resources in the territories where their mining activities are developed and those resource transformations, in order to establish the best way to articulate the project with the territory, pursuing an effective contribution to its development, truly sustainable over time even after the mine closure. CONTEXT Currently in the world but especially in developing countries such as Latin Americans, different stakeholders are increasingly vigilant of how mining companies carry out their activities in terms of socio-economic and environmental management of territories, not only for its impact on the livelihoods of the communities that inhabit them, but also because many demanders of raw materials -both countries and companies- have set sustainability standards as a prerequisite to establishing business relationships with mining companies, such as the recently declared Sustainable Development Goals by 2030 (UN, 2015). Accordingly, decide underinvest or not to invest in sustainability issues carries risks for mining companies. However, invest much in the wrong way may involve the same risks. Managers are concerned to ensure profits, and therefore they decide carefully how to invest in the areas of production, R & D or marketing. Likewise, they should think strategically about investing in initiatives related to sustainability. This if they really want that those investments in fact help to improve the competitiveness of the company. The mining industry benefits from natural capital that extracts, so it should implement strategies that lead to remunerate such benefit to the territories (Almaguer, 2007). One option is through the transformation of natural capital in other types of non-existent capital or poorly developed in their areas of influence. In this way, the value generated by the extraction of underground resources is shared and additionally contributing to improving the quality of life of the communities. Historically, mining industry has been into several problems to achieve this, which represents one of the aspects that has most influenced the current reputation of mining industry in some regions of Latin America. Many communities, local governments and civil society organizations continue to associate this activity with the destruction of the social fabric and ecosystems in the territories, and their opposition against companies working in the areas has led to affect the operational continuity of many projects (Hamann, 2003; Prno and Scott, 2012; Slack, 2012)."

Utah Development Company (UDC) operates five large opencut coal mines in the Bowen Basin of Central Queensland, Australia. In total, over 20 million tonnes of coking coal are exported annually from the five mines. Typically, the coal seams dip at 5 percent, are 2 to 10 metres thick, and sub-crop some 20 to 40 metres below surface. In the main, the operations are single seam, but multiseam (2, 3 or 4 seams) operations do exist and will form an increasing proportion of the mining activities as depths increase. Draglines are used as the major stripping equipment, highwall depths currently ranging from 20 to 65 metres. Whilst project feasibilities were based on stripping to a 60 metre highwall, it is now proposed to continue opencut mining to depths exceeding 100 metres. This will entail large quantities of prestripping (ahead of the draglines) and overcoming problems associated with steepening seam dips, including haulage of coal from the pits.

The primary merit criteria used by the mining industry is internal rate of return (IRR) rather than net present value (NPV) although NPV is favored by academicians. This paper discusses the problems with IRR and NPV and compares the multi-goal nature of decision makers and their need for information with the characteristics of NPV and IRR. Conclusions are that both NPV and IRR are needed for investment ranking, that NPV suffers the same multiple root problem as does IR.R, and the determination of incremental IRR to reach NPV consistent project ranking is misguided in practice.

"Due to the time-consuming nature of froth testing in a laboratory environment, practical limitations require the development of a method of applying a single set of performance test data (Visintainer and Whitlock, 2012) obtained for a single froth pump at a given speed to a range of froth pump speeds and sizes, % air content and liquid viscosities. Head, efficiency and flow all vary as functions of both liquid viscosity and air content. As such, it is necessary to develop a technique that can be used to interpolate from existing test data in order to predict froth performance for pumps of various sizes running at variable speeds. Details of the technique developed in order to achieve this goal, as well as the insights gained from analysis of the resulting regressions, are discussed. Additionally, comparisons are made between the performance predictions of this test-derived method and those of the Hydraulic Institute standard for the effects of liquid viscosity on centrifugal pump performance (ANSI, 2010).IntroductionPump performance data (Visintainer and Whitlock, 2012) has been collected for a froth pump using an experimental loop outfitted with an array of pressure transducers, mass flow meters, an inverted U-loop, magnetic flow meter and an assortment of other instrumentation. Experiments were performed on pure water, water and air, pure corn syrup, and corn syrup and air. Data was obtained for % air contents of 0-30% and viscosities of 1- 15,000 cSt at eight specific valve positions (eight different flows as a percentage of best efficiency flow points) and the viscosity was changed by allowing the system temperature to increase during testing. The test pump is a 710-mm diameter impeller, GIW HVF, open shrouded, vented design that has its discharge axis oriented at 45° upward from the horizontal.
