Keeping an eye on the future while honoring the past, Frank McAllister, chief executive officer of Stillwater Mining Co., and life member of the National Mining Hall of Fame and Museum, gave the keynote address to a packed house during the 23rd National Mining Hall of Fame and Museum Banquet in Leadville, CO on Sept. 11. McAllister?s company made news just days before the induction ceremony, when it was announced that Stillwater Mining would acquire Marathon PGM Corp. for $118 million (ME, Oct. page 14).

The sign of the surface charge of selected potassium soluble salt minerals namely KClO4 , K2SO4 , KNO3, and KCl was determined from nonequilibrium electrophoresis measurements and found to be negative for each of the salt. Dodecylamine flotation of these salts revealed that the concentration of amine required for flotation increases in the order KClO4< K2SO4< KNO3<KCI. Precipitation of the amine collector colloid was not required for flotation of the oxyanion salts and in this case it appears that adsorption of the dodecylamine cation is sufficient to create the hydrophobic surface state. The order for flotation is explained in terms of surface hydration of these respective potassium salts based on contact angle measurements and FT Raman spectroscopic characterization of water structure.

INTRODUCTION The simplest way to drill a hole into rock is to strike a steel chisel or drill bit with a hammer. Early miners used this elementary hand technique so successfully in "single jacking" and "double jacking" that the first mechanical rock-drill designers sought to duplicate it. However, in the early developments, the designers were forced to retreat to a construction known as the "piston drill," wherein the entire drilling element is tied to the piston and reciprocates with it. It took nearly 50 years to devise a method of divorcing the two elements and to achieve the original hammer principle used in hand drilling. The Mont Cenis tunnel, drilled through the French Alps in 1861, usually is considered the birthplace of the mechanical rock drill. The Hoosac tunnel in Massa¬chusetts was drilled at about the same time, and the success of these two ventures paved the way for innova¬tions that produced the Burleigh, Ingersoll, Sergeant, and Waugh piston drills between 1870 and the turn of the century. In 1897, George Leyner of Colorado introduced what has been considered the most significant development in rock-drill history. He devised the hollow drill steel for water flushing; when combined with his free-piston hammer drill, this became the first lightweight and dust¬free underground machine. In addition, Leyner&apos;s drills introduced improvements such as automatic rifle-bar rotation of the drill steel and chuck, automatic lubrica¬tion, and an enclosed throttle control. During the 1920s and 1930s, automatic feeds, centralizers, sliding cones, and the automatic water back head were developed, laying the groundwork for all pneumatic underground drills currently in use. Since these pioneering efforts, rock-drill development has been concerned primarily with refining the designs and improving the metallurgy to make faster, lighter, and more dependable machines. Fig. 1 illustrates the progress in drilling speed during the first 125 years of rock-drill development; that progress is a credit to the persistence and inventiveness of the designers in the rock-drilling industry. ROCK-DRILL CLASSIFICATIONS To meet the variety of conditions encountered in rock drilling, several distinct types of drills have been de¬veloped. In general, rock drills may be classified as either hand-held or mounted, with the hand-held ma¬chines including the jackhammer or sinker, the jackdrill or jackleg, and the stoper. The mounted drills are com¬monly known as "drifters." Table 1 shows that each type of drill is available in several sizes from different manufacturers. Fig. 2 illustrates a typical rock drill, showing the principal components. The jackhammer or sinker, shown in Fig. 3, is used primarily for general mine utility work such as drilling anchor holes (short vertical holes to bolt or anchor machinery), pin holes (short, usually horizontal holes to fasten sheaves, etc. to side walls), popholes (for blasting large boulders), and similar applications. They also are used for shaft sinking. Jackhammers are classified ac¬cording to weight, and they range from 7 to 30 kg (15 to 65 lb). The rock drill originally known as a jackleg was made by clamping a pneumatic cylinder or leg to a jack¬hammer, both to support the weight of the machine and to feed the tool forward in horizontal or uphole work. The more modern jackdrill refined this concept to make the hinged pivot for the leg integral with the drill cylinder and to group all drill and leg controls in the drill back head for convenience. Fig. 4 illustrates a typical jackdrill. Jackdrills are classified according to cylinder bore size, ranging from 60 to 83 mm (2.375 to 3.25 in.). Because of their light weight and versatility, jack drills are very effective in small drifts, small tunnel head¬ings, and stoping. A microcomputer controlled data acquisition system has been developed for automatic monitoring of underground instrumentation from a remote location. The system has been used extensively by Spokane Research Center personnel for monitoring rock instrumentation in shafts, drifts, and stopes in hardrock and coal mines, especially where instrument access is limited. Ruggedness was a major consideration in designing the underground portion of the system and it has performed satisfactorily under extreme environmental conditions, including temperatures to 1100 F, 100% humidity, and falling water. The major advantage of the system is that it multiplexes the data from 16 channels through a single twisted pair cable to the receiver, significantly reducing cabling requirements. This receiving station can be as far as 8,000 ft from the instruments without the addition of line drivers. The receiver maintains a data buffer with the latest scans, which is periodical 1 y accessed by a micro- computer, either locally or through a modem, that automatically records and reduces the data. Utilities allow on-site plotting of data and uploading of data to mainframe computers.

INTRODUCTION The Cyprus Pima Mine is located 20 miles southwest of Tucson, Arizona and about fifty miles north of the Mexican border. The Cyprus Pima orebody was discovered in 1950. Feasibility studies were begun in 1952 employing underground development. Economic studies showed open pit operations to be feasible and stripping of overburden was begun in late 1955. The first ore was reached in October of 1956. A 3,000 tpd (tons per day) concentrator was completed and began operation January 1, 1957. From these beginnings, Cyprus Pima Mining Company has expanded into a plant processing approximately 54,000 to 56,000 tpd. Four expansions were required to bring the plant up to its present capacity. Each expansion incorporated what had been learned in previous operation of the plant. The first expansion was completed in August of 1963 doubling design capacity to 6,000 tpd. In reality, because of softer than average ore, capacity was closer to 8,000 tpd. Expansion I1 was completed in July 1966 bringing design capacity to 18,000 tpd. Expansion I11 followed immediately. Completed in the summer of 1967, this expansion increased the design capacity to 30,000 tpd. The actual dry tonnage of this portion of the operation in 1974 averaged 38,400 tpd, again, primarily as the result of treating softer than average ore. The latest expansion (Expansion IV), completed in December 1971 and utilizing a semi-autogenous grinding circuit, is located in a separate building (Mill 11) approximately 200 yards southeast of the original mill (Mill I). Expansion IV was designed for 14,000 tpd, but after circuit modifications, averaged 16,500 tpd in 1974.

"The impact of mine closure is perceived through a veil of compliance to human laws and regulations rather than the laws and equilibrium of nature. This perception motivates present research. Understanding the causes and effects of mine closure defines levels of responsibility. This understanding evolves from mine closure&apos;s legacy. Mine closure is characterized in perpetuity by three aspects: Future liabilities; level of technologies for extraction and, usage of mineral resources. These aspects must be updated to a rationally appropriate level. This paper will address the following questions: Will the minerals remaining in the process of mine closure ever be recovered? Will the mine closure inhibit the availability of minerals for the next generation? How many mines are designed to perform a successful mine closure? Do we close the mines or do we close nature? Is it responsible to continue mine closures as we do them today? Is mine closure a complement of mine operations or a contradiction of mining? Do we need to perform mine closures, yet? This paper reviews mine closure practices and principles with the level of responsibility to nature and for the next generation.PREFACE The planet has irreversible issues to deal with regarding the depletion of mineral resources and contamination occurring from human activities. The population increased exponentially to more than seven billion, this high population with its lifestyles, demands a higher supply of minerals. In spite of these conditions, mining is a vital industry to keep ""civilization"" in society. This is evidenced by what we see around us, in that everything ""made"" in society is directly or indirectly due to mining. Hence, mining cannot be avoided or ignored. Society misunderstands the importance of mining in relation to other activities. At this time, mining is fragmented and economically oriented to supply cheap minerals to a market with peculiar characteristics regarding products that could be designed for recycling and stimulate nature’s equilibrium. These issues add important “variable factors” to the equation, when they are considered as parameters for the next generation. It also raises many questions regarding principles and attitudes about morals and ethics exercised in all anthropogenic activities. The industry&apos;s practices have many flourishing paradigms which are subject to a variety of criticisms and observations. Some of these observations will be described in this paper. It is important to clarify in advance a ""normal disclaimer"" about the ""apparent contradiction"" that could take place in the writer&apos;s comprehension when we abruptly ""jump to conclusions"". We must remember that we are profiling the future in an arena that demands a better understanding of solutions to problems created by actual mining."

Weather changes of a daily, weekly, or seasonal period affect mineral production and cause significant losses that are considered unavoidable. Private weather forecasting services are available on a contract basis that can significantly reduce the uncertainty associated with weather-induced changes in the production of and demand for minerals. This paper provides examples of current practice and reviews the opportunities that await those producers who incorporate weather services as an integral part of their operating, scheduling, and planning procedures. Private weather forecasts can be highly accurate because atmospheric trends such as conditions and movement tend to persist and are related to previous meteorological events. Commercial meteorological services are prepared to deal specifically with a mineral producer&apos;s special problems (Table 1). Tactical use of private forecasts is a major advance over the severely restricted value of public forecasts which, of necessity, are general in nature and cover a dispersed geographic territory. Private weather services provided on a consulting fee basis offer the mineral producer the opportunity for tactical and strategic response to weather conditions at an acceptable cost. This contrasts with the too-frequent current tendency to view weather as a random variable the costs of which are unknown and about which nothing can be done.

Several issues deserve further attention to improve subsidence prediction accuracy. These include: subsidence initiation and development over a setup entry area; subsidence development after face stop; and subsidence over chain pillar. An intensive subsidence monitoring program has been carried out over several longwall panels. A large amount of subsidence data has been collected, analyzed and solution techniques developed. In this paper, some of the measured data. data analysis techniques and the developed prediction methods are presented.

The Peñasquito deposit in Mexico is one of the largest grassroots precious metal discoveries to be developed in recent years Minera Peñasquito, S.A. de C.V., a wholly owned subsidiary of Goldcorp Inc. has developed the Peñasquito property to produce an average annual production of 120 kilo tonnes of lead containing 0.5 million oz gold and 30 million oz silver and 250 kilo tonnes of zinc containing 20 thousand oz gold and 1.5 million oz silver.. The Peñasquito property covers a 39,000 hectare area in the western half of the Concepción del Oro district in the northeast corner of Zacatecas State, Mexico, approximately 24°45&apos;N latitude/101°30&apos;W longitude. The sulfide reserves are 1,009 million tonnes containing 3.33 million tonnes of lead, 7.26 million tonnes of zinc, 16.5 million ounces of gold and 1,000 million ounces of silver. This paper describes the work to justify the installation of HPGR to process the crushed SAG mill pebbles. The SAG mill-Ball mill and Cone crusher (SABC) grinding circuit is an accepted grinding circuit to optimize power consumption relative to throughput. The installation of a HPGR to process the Cone crusher product is the next step in optimizing the power consumption relative to throughput. The concern expressed by some on not moving on this change in grinding circuit was the capital and operating cost of a HPGR. The pebbles from the SAG mill can be the more abrasive and are the harder particles of the ore. Goldcorp investigated the wear and processing costs of installing a HPGR to treat the crushed pebbles. The conclusion was the installation would be a very positive economic factor in the operation of Peñasquito. This is the first application of the use of HPGR to process crushed pebbles. Minera Peñasquito and M3 Engineering selected Polysius to provide a Polycom 2417 with twin 3,000 kW drives. A comprehensive test program at Polysius has shown for 7% higher circuit power it is possible to get approx 23% higher tonnage. This coupled with full utilization of the SAG and Ball Mill available energies and with proper control of the transfer size from the SAG to Ball mill circuit there is the potential to achieve 65,000 mtpd per line or a 30% total capacity increase. The cost of power for this increase in grinding capacity is 4.8 kWh/tonne.

The power generation industry may be required to reduce CO, emissions if regulations related to global climate change are enacted. Coal-fired generation, which emits 82% of the power sector CO2, would be a likely target for CO2 reduction. Compliance with the Kyoto protocol will require a 30% reduction from the projected year 2012 emission level even with moderate load growth. This paper describes an analysis of power industry CO2 reduction options and their costs to assess how a generator would make compliance decisions under a mandatory CO2 emissions reduction program. Carbon sequestration, fuel switching and new plant construction are considered.

The Mineral Resources Institute of The University of Alabama conducted research on the removal of sulfur from coal using a combination of gravity concentration and flotation methods. The research utilized the gravity and centrifugal force capabilities of the Humphreys spiral to remove part of the pyritic sulfur and ash. Flotation of the Humphreys spiral coal concentrate removed additional sulfur and ash to yield products that conform to Federal air quality standards for sulfur oxide emissions. The clean coal products recovered by the combined process contained 7.7 to 8.0 percent ash, 0.12 to 0.16 percent pyritic sulfur, and 0.78 to 0.96 percent total sulfur. Pyritic sulfur rejection by the process was about 95 percent. In addition to obtaining good recoveries of high quality coal the tests demonstrated that the pyrite in the wastes could be isolated as enriched flotation products by the combined gravity - flotation apporach. Pyrite concentrates analyzing 25 to 33 percent sulfur were recovered. Potential benefits of the pyrite flotation step are recovery of a product of possible market value and the elimination of the pyrite from the waste ash which could be a potential acid water problem when impounded.

"Considering the dominant role of fertilizers in global phosphate production, it is evident that with the ever increasing development in agriculture there will be a growing demand for phosphate beneficiation. With the rapid depletion of high quality reserves, investigations into more complex and lower grade ore bodies are required. The Minerals Processing Division at Mintek has been involved in process development and flowsheet design projects on phosphate resources since 2003. This paper will discuss the processes that Mintek has explored and employed to upgrade various phosphate ore bodies (>30% Phosphorous Pentoxide (P2O5)) in preparation for end user application. These are aimed at an improved understanding of ores in terms of their varying mineralogy and the development of appropriate process routes to meet product specification. OVERVIEW OF MINTEK Mintek is a state owned science council that undertakes R&D, consulting and sells products and services into the minerals beneficiation industry. Mintek has been in existence for 83 years with a current permanent staff complement of 750 of which 300 are professionals with a tertiary education. Being a non-profit organisation, the majority of funding comes from state grant and earmarked funding. All research is needs-driven exploring innovation through technology and process optimisation trends. Owing to a solid base of expertise, extensive laboratory and pilot facilities, and a historical database of knowledge, Mintek is well positioned and equipped to execute projects on a scoping, feasibility, prefeasibility and bankable level. USES OF PHOSPHATE Phosphate is the component in fertilizer essential for root and stem development in plants as well as rejuvenation of harshly depleted soil for which there is no agricultural substitute. Phosphate rock is essential for global food security with 87% used in the production of fertilizers. In agriculture as fertilizer, phosphate is one of the three primary plant nutrients in addition to nitrogen and potassium. In former times, it was simply crushed and used as is, but the crude form is now only used in organic farming. Normally it is chemically treated to make Single superphosphate (SSP), Triple superphosphate (TSP), or Mono-ammonium phosphates (MAP) and Di-ammonium phosphates (DAP), which has a higher concentration of phosphate and is more soluble, thus more suitable for plant absorption."

Although the first published optimum pit limit design algorithm by Lerchs-Grossmann dates back to 1965, the majority of the open-pit mines in the U.S. has not as yet adopted such a rigorous optimization algorithm. Instead, the floating cone approach initially developed by Kennecott Copper in 1961 is still used today for various reasons. However, shortcomings with the floating cone algorithm, particularly for precious metal deposits with erratic mineral distributions, have provided a renewed interest in optimizing algorithms.

In the construction of "Hamacho" subway station (Tokyo Metropolitan Rapid Transit), in order to minimize ground surface settlement, the pipe-roof method was employed as an auxiliary measure when removing the portion between two parallel shield tunnels to form one large tunnel for the station. 14 steel pipes (dia.1,219.2mm, length 75m) were driven in horizontally so as to cover tunnels and support heavy and extremely soft covering soil and surface structures. Procedures of temporary supporting, excavation under compressed air, reinforcing, concreting, etc., and some comparisons with conventional methods are described.

Air pollution control in primary aluminum smelter . Various processes are known for air pollution in electrolysis plants. Mainly two systems have to be taken into consideration: -Treatment of concentrated gases collected directly from hooded pots. This is normally achieved by either dry or wet process. This is not the object of this paper as these processes have been already described. -Treatment of low concentrated fumes. A certain amount of gaseous and solid fluoride (35 % of total fluor pollution) goes out of the hooded pot. Gases commonly called secondary fumes are generally treated by wet process. The object of &apos;this paper is to describe two plants with specific treatment for secondary fumes. 1/ A plant in operation in Vlissingen (Netherlands) for PECHINEY. 2/ Presentation of tests carried out by a specialized Company. The results of such tests have been used for the design of the scrubbers presently under construction for ALUMINIO ESPANOL San Ciprian (Spain).

This study reports that routine mining activities could produce a high number of nanometer sized particles which have not been well characterized and may represent an unacknowledged exposure present in the mining environment. A preliminary survey of the particle emission from the feed-leg drilling activity was conducted in the excavations of an experimental mine. The level of particulate exposure was monitored by real time direct reading instruments include a NanoScan scanning mobility particle sizer (measurement range 10-420 nm) and an optical particle sizer (measurement range 0.3-10 μm). Particulate morphological and structural examination was conducted through transmission and scanning electron microscopy and x-ray dispersive analysis of samples collected by a thermophoretic sampler, and a novel nanoparticle sampler. The real time instrument data revealed high concentrations (> 3.5 x 106 particles/cm3) of ultrafine/nanoparticles generated from the drilling activity. Analysis of particle sampler specimens with energy-dispersive x-ray spectroscopy showed a large amount of submicron silica, spherical primary particles and agglomerated soot particles rich in carbon. Exposure to particles in the nanometer size from various sources within the mining environment may be associated with the poorly understood rise in respiratory and systemic disease among miners. INTRODUCTION Exposures to mine dust have been measured and evaluated for decades. Exposures to aerosolized dust such as coal or silica particles can cause lung and other diseases (1-7). One way that The Mine Safety and Health Administration (MSHA) characterizes inhalation exposures within the mining environment is through measuring the respirable dust mass concentration within the breathing zone of workers (8). Respirable particulate matter (RPM) is of great concern due to its ability to deposit in the alveolar region of the lungs (9-10) where it can affect respiratory function. Interventions championed by MSHA have greatly reduced the prevalence of coal workers pneumoconiosis (CWP) and progressive massive fibrosis (PMF). Although great progress has been made, the prevalence of CWP and PMF appears to be trending upwards and the measured increase in prevalence is not elucidated in RPM measurements (11-12). Though the presence and risk associated with ultrafine particles such as emission from diesel engine within the mining environment has been previously established (13-14). There is suspicion within the mining industry that this resurgence of lung disease may be due to very fine particulate matter from various source that is not properly characterized by current sampling methods. Nanometer sized particles, in the range of ultrafine particles, fall within the RPM size range and have been found to deposit in all regions of the respiratory tract (15). Nanoparticles are commonly accepted as particles that are greater than 1 nm in two or three dimensions but smaller than 100 nm (16). Once in the lungs, nanoparticles can enter the blood stream (17) and selectively affect other target organs such as the heart, liver, bone marrow, lymph nodes, spleen, and brain (15,18-19). The size of nanoparticles has been shown to correlate with their translocation behavior on secondary target organs (20-21). There is strong evidence that the clearance mechanisms used to rid the lungs of particulate matter are not as effective on nanometer sized particles, leading to a greater fraction of never-cleared particles which may enhance disease development (20). Research has demonstrated that nanometer sized particles have unique properties (22) whose adverse health impact is greater than what has been found with micrometer sized particles of the same type (23-26). The large ratio of surface area to mass compared to larger particles is believed to make nanoparticles a greater hazard. Regarding the March 1991 ME technical paper by De Souza and Moore: For more than a decade since my February 1981 article on how to use modern metric, which SME-AIME had decided to do, I have monthly pointed out metric errors to the editors. In part, I do this because there has been no action to al low editors to fix figures and tables or to allow them to require authors to do so. The latest resulting atrocity provokes this discussion of vibrating drill handle units being stated in decibels.

The Lithium Corporation of America&apos;s Hallman-Beam spodumene-pegmatite open pit mine is located in the Kings Mountain area of North Carolina. Figure 1. Presently this area of North Carolina is the lithium center of the U.S., if not of the whole world. The Lithium Corporation mine was started in 1968 and now covers 61,000m2 (15 acres) with projected are reserves in excess of 20 years. Lithium occurs at the Hallman-Beam property in a mineral known as spodumene (LiAlSi2O6), a lithium aluminum silicate. The run-of-mine are averages 1.43 Li2O. Figure 2 of the general Mining Division flow sheet follows the concentration of the Li2O to 5.5% and also lists the various by-products that are sold commercially. The unique properties of lithium have led to many commercial applications, some of these including lubricating greases, ceramics, glasses, glazes, welding fluxes, aluminum reduction cells, dehumidifying and air-conditioning equipment, sanitizers, polymerization catalysts, batteries, and pharmaceuticals. Over the years, Alabama&apos;s coal industry has generated, during mining and cleaning operations, about 150 million st of fine waste coal, with this total increasing at a rate of 2 million stpy. Reclamation of the fine-size wastes (containing 20% - 60% clean coal by weight) provides, free of charge, mined and crushed feed stocks for coal recovery. Also, the removal or recovery of pyrite from the tailings should eliminate a major source of acid-water pollution. Tests were made on the impounded wastes and current plant discharges to recover the coal fraction by sizing, gravity and flotation techniques. Gravity separation of the +100-mesh material produced commercial-grade coal averaging 7.6% ash, 0.8% sulfur and 13,471 Btu/lb. However, the coal yield, at about 31 % - 56%, was relatively low. Froth flotation, using mechanical and froth column methods, gave similar coal products at much higher coal recovery rates of 87% - 93%. This coal analyzed 10% ash and 1.1% sulfur.

Zinc ferrite is the major phase component present in zinc refinery residue (ZRR) and electric arc furnace dust (EAFD). Up to 71 percent zinc ferrite has been reported to be present in ZRR, and in most studies zinc ferrite has been deemed the major phase in EAFD. In 2010, the global annual production of EAFD was 3.7 Mt, with 15.20 kg of EAFD generated per ton of recycled steel [1]. The generations of ZRR and EAFD have been growing over time, requiring a greener approach for the reutilization and extraction of valuable elements. ZRR can be a potential source of zinc, as its zinc content is as high as 30 percent [2,3]. The presence of zinc ferrite makes the extraction of zinc difficult because zinc ferrite is refractory to leaching, and direct leaching is inefficient. The Waelz process is currently employed to extract zinc from EAFD and other metallurgical wastes. The Waelz process operates in the temperature range of 1,100 to 1,500 °C and uses coke as reductant. This study explores a carbon-free and relatively low-temperature process for the selective extraction of zinc from pure zinc ferrite.
