Survival of the mining industry as a viable economic entity in the United States is being seriously threatened by declining grades of ore reserves, rising operational and capital costs, and increased governmental taxes, restrictions, and subsidizing of third world competition. Discovery of major high-grade deposits is becoming increasingly unlikely. International competitiveness of the U.S. deposits will depend upon 'Yankee Ingenuity', innovations in mining methods, metallurgical treatment, and financial arrangements, and a viable national strategy. This will require not only effective management for control of operations, but management that encourages breakthroughs in technology, financing, labor relations, and in public and governmental understanding. The mine geologist and the exploration geologist both have important roles to play in all aspects of this fight for survival of the industry.

The Gateway program will provide additional rail capacity between New Jersey and Manhattan. This paper describes how a 70-foot-deep section of cut and cover tunnel was designed to directly support future high-rise towers. The tunnel will link previously completed tunnel sections under Hudson Yards to future tunnels under the Hudson River. The design aims to minimize constraints on future overbuild and future tunnels, while maximizing constructability within a small worksite. The tunnel will pass under the High Line elevated walkway, next to an active rail yard, and close to a subway tunnel. The design was developed by a tri-venture of WSP, STV and AECOM. WSP led the design of major underground works; STV designed utility relocations and the underpinning concept for the High Line; and AECOM designed temporary in-tunnel systems. Construction is expected to start in 2023.

After years of steadily declining employment and production, the U.S. coal industry is having a moment. In 2016, when Donald Trump was running for U.S. President, he cast a spotlight on coal mining in his campaign speeches, promising to end the “War on Coal.” Fast forward to 2025. On the first day of his second term, President Trump signed the National Energy Emergency Act, which emphasizes domestic energy production as a matter of national security and focuses on incentivizing domestic energy resources. Then on April 8, President Trump issued an executive order opening federal land to coal mining to reinvigorate “America’s beautiful clean coal industry.” As the nation seeks to identify reliable solutions to meet its ever-growing energy needs, the administration is going all in on proven, reliable and readily available natural resources, including coal. This means the coal industry is positioned to play a pivotal role in the administration’s stated energy policy, and highwall mining could be an integral factor in helping the industry optimize the extraction of ore to make the most of this moment. The White House noted in a statement that the United States’ “abundance of energy and natural resources … have historically powered our Nation’s economic prosperity” and vowed to remove regulations that have hindered developing these resources — regulations that resulted in job reductions and higher energy costs for U.S. consumers, while weakening national security. “There has been an increase in electricity prices in the United States of over 30 percent in the past four years,” said Rich Nolan, president and chief executive officer of the National Mining Association (NMA). “This administration wants to focus on that, inflation and on increasing electricity availability to help lower the price over time by incentivizing energy policy. Coal is definitely a high priority for this administration.” Part of the White House’s strategy is to facilitate investment in coal-fired plants. The shift comes at a time when the reliance of coal-powered energy plants has been waning. According to the U.S. Energy Information Administration, 7.5 GW of electrical capacity from coal-fired plants was retired in 2024, following the retirement of 22.3 GW of electric generating power the two years prior.

An extensive geotechnical monitoring program was used to assess ground and liner behavior, provide input to a Disputes Review Board, and verify design assumptions during construction of the Mt. Baker Ridge Highway Tunnel along I-90 in Seattle, Washington. The stacked-drift tunnel liner was constructed with twenty-four 2.9 m diameter concrete-filled drifts forming a semi-flexible compression ring, followed by excavation of the 19.4 m diameter soil core. Instrumentation data was used for monitoring hillside stability, liner deflections and loads, impacts on adjacent highway tunnels, for back analyzing soil properties, and for helping to limit construction-induced settlements to about 6 cm.

When discussing stock market investments, a company's performance is important. But so is the financial community's perception of that performance. To be sure, a good product or service, coupled with sound manage¬ment, remains important but is no longer enough. How stock analysts view a company's performance has become equally important. A major task of a mining company's investor relations officer, then, is to build and maintain a positive perception of the company to mining analysts throughout the world. That's a tough assignment in any market. The subject here, though, is gold. And, with its weakened price, gold companies must work harder to convince analysts their company is still a good investment. The analyst, on the other hand, must see through the corporate hype and decide whether it's worth recommending to clients as an investment. No simple task, either. Annual reports, 10-K forms, and quarterly reports only tell part of the mining company's story. Site visits, complete with discussions (sometimes interrogations) with a mine's principals, oftentimes tell an analyst more about a company's investment potential than the annual or quarterly report. So it was that three of the nation's major gold companies arranged a three-day tour of their gold operations in Nevada for a group of 22 analysts and a pair of mining industry scribes. The analysts represented investment houses the US, Canada, and England. The host companies and mines visited included FMC Gold's Paradise Peak mine, Amax Gold's Sleeper and Wind Mountain mines, and Battle Mountain Gold's Surprise and Fortitude mines.

The mine development decision is made on completion of exploration to determine whether or not a mineral deposit should be developed to production and, if so, how. This involves the selection of an optimum mine development alternative from a number of technically feasible alternatives and the comparison of this optimum with those of other available investment opportunities. If the optimum is sufficiently attractive, the deposit is developed to production. The selection process is carried out within a framework of corporate objectives and resources. The mine development decision is based on the balancing of two parameters - - rate of production as reflected in plant capacity and cut-off grade. On the basis of available information and experience, detailed revenue and cost 'estimates are made for each feasible combination of plant capacity and cut-off grade. What economic evaluation techniques should be applied to these estimates to reduce each alternative to economic indicators that will enable meaningful comparisons and an informed investment decision? This is the essence of the paper. The determination of optimum plant capacity and cut-off grade has been the subject of intensive research efforts by economists and mining engineers (1-7). Their studies are based on marginal analysis and assume that, at the time of decision, certainty conditions prevail with respect to ore reserves, mining costs and mineral markets. The optimum mine development alternative is defined as that which maximizes profitability.

The ASTM standard method D 5744-96 was developed to provide a well-defined kinetic test protocol, conducted under controlled reaction conditions, with the intent of generating reproducible results. The US Bureau of Land Management, American Assay Laboratories, and the Minnesota Department of Natural Resources cooperated in a intralaboratory and interlaboratory testing of the protocol. Intralaboratory testing was conducted on duplicate samples of gabbro (8) and siltite-argillite (5) rocks for periods of 20 to 125 weeks. The difference between replica& intralaboratory pH readings on drainage from the gabbro for the drip-trickle leach alternative typically did not exceed 0.1 units, although differences as high as 0.4 units were observed. The difference from the mean for rates of sulfate, calcium and magnesium release was typically within 10%. Intralaboratory results for the siltite-argillite samples were generally similar, although a one unit pH difference was observed for one sample. Three different laboratories tested a gabbro sample for 125 weeks, with a maximum difference from the mean pH of 0.5 units. The percent difference from the mean for sulfate and calcium release rates was typically within lo%, although values as high as 30% were observed. Data on intralaboratory and interlaboratory agreement on the flood rinse alternative of the method were limited. Replication on the sample tested was comparable to of better than that observed for the drip-trickle method testing of the same sample.

The application of artificial intelligence (AI) to improve tunnel boring machine (TBM) operations requires a significant amount of information to train robust performance prediction models, e.g., for tunneling-induced settlement, productivity, tool wear, etc. This paper presents the AI framework applied to the North-East Boundary Tunnel (NEBT), the largest component of the Clean Rivers Project in Washington, DC. The paper focuses on required elements for real-time AI use to estimate tunneling-induced ground and building deformation and cutter tool wear. Keys to the framework include defining the necessary quantities of data required as well as the process of windowed training, validation and model testing. To date, the models developed for ground deformation and tool wear show satisfactory performance when compared to observed field observations during tunneling.

During the past ten years, the US coal industry has experimented with various ways to extract methane from coal seams. Drilling long horizontal boreholes in solid coal from mine workings and vertical gob degas boreholes are becoming standard techniques for methane recovery from coal seams. Prime motivations for such work have always been safety and productivity in mines, but the commercial value of gas so produced is encouraging utilization. The paper reviews various ways to produce methane from coal seams and discusses some utilization projects extant in the industry.

The health and safety of employees, efficiency of the operating system, and production are paramount goals in underground coal mining. The section foreman assumes responsibility for making his part of the total system function to meet these goals. However, section foremen often have not been prepared to assume the full range of their responsibilities upon becoming a supervisor. This paper addresses the full range of section foreman responsibilities and concomitant authority. Management principles that must be mastered by him are presented, and performance expectations as well as criteria for their evaluation are examined. The benefits realized from effective foreman training are discussed.

Bastnaesite, a rare-earth fluocarbonate, was separated from associated calcite and barite gangue minerals in the Mountain Pass, CA rare-earth ore beneficiation plant by froth flotation using fatty acids (tall oil) collector, lignin sulfonate depressant and soda ash modifier after high-temperature (steam) conditioning with reagents. Starting with a feed grade of 7.6% REO, concentrates having a grade of 65% REO can be produced at a recovery of around 80%. A detailed investigation consisting of Hallimond tube microflotation experiments, bench-scale tests with a laboratory Denver flotation cell, and predesigned plant campaigns was made to delineate the underlying surface chemistry involved in this separation and to develop an alternate reagent scheme to enhance the selectivity of separation for this ore. Our results clearly demonstrate the superiority of alkyl hydroxamates to the conventional fatty acid collectors that were being used in the plant. Our study also indicates the possibility of achieving the desired selectivity with alkyl hydroxamates even at room temperature, thus obviating the need for steam conditioning. A critical review of the literature on rare-earth mineral flotation suggests the possibility of designing a more selective reagent combination for the beneficiation of Mountain Pass rare-earth ore, using a methodology based on ab initio molecular modeling computations.

Central Mexico's mining districts, opened centuries ago during the Spanish conquest, still form the backbone of metal mining in the country today. Beginning at Chihuahua City, the Second Mexican Mining Rail Excursion traveled southeast from camp to camp through this major mining area to Taxco. Improved exploration, exploitation, and beneficiation methods have permitted continuous mining of many old deposits, and led to the discovery of new ones. Minerals not sought by early miners-lead, zinc, copper, and fluorite-now contribute substantially to mining activity in central Mexico. Of Mexico's five physiographic provinces, the rail excursion passed through two: the Mesa Central, and the Sierra Madre Occidental. The Mesa Central province is a wide tableland with basin and range topography, containing important base metal deposits. Mining in this region is primarily of limestone replacement ore bodies. Massive deposits form horizontal mantos or vertical chimneys. In northern Zacatecas, the Santa Eulalia and Naica mines demonstrated this character. The Sierra Madre Occidental lies west of Mesa Central in northern states, then widens to almost the entire width of the country from outside Mexico City to the southern border. The area consists of volcanic beds, several kilometers thick. These intermediate volcanics are primarily andesitic, of Tertiary age. Resting on older strata of adjoining physiographic divisions, the volcanic beds are overlain by a thick series of acidic flows and tuffs. Economic mineralization in the Sierra Madre Occidental is vein-type, primarily gold and silver. Mines at Fresnillo, Guanajuato, Pachuca, and Taxco contribute to the claim that this region is the center for precious metals in Mexico. A third type of mineralization, contact metamorphic deposits, is commercial at Santa Eulalia. First Stop, Santa Eulalia Mine tours began with the Santa Eulalia unit, located 25 km east of Chihuahua City. Mining in the region dates back to the early 1700s. The oxidation zone was worked until 1790, but mining declined until Asarco arrived in the early 1900s, building a selective flotation plant for treating primary sulfides. Asarco still owns 34% of Industrial Minera Mexico, S.A. (IMMSA), operator of the Santa Eulalia mine. Santa Eulalia currently has a milling capacity of 850 t/d. The San Antonio and Buena Tierra mines provide feedstock. Head grades at San Antonio, the mine participants toured, average 80-120 g/t of silver, 1.5-4.5% lead, 4-16% zinc, and 0.1-2.5% copper. Tin and vanadium were also recovered between 1930 and 1940. Estimated proven and probable reserves total about 7.6 Mt, although 1.8 Mt of reserves are located in areas of high water pressure and volume, which makes extraction difficult. Water is a significant production problem at the San Antonio mine. In one area, an AX drill hole encountered 2.6 m3/min (700 gal/min) at a pressure of 2.5 kPa. Today, the two major operating costs of rubber tired off-road equipment are diesel fuel and tires. Mine Management has minimal control over the ever accelerating diesel fuel costs. However, they can exercise control over abnormal tire costs. Fortunately, with available technology and cost analysis methods, experience shows us the outlook for controlling tire costs is encouraging. Most earthmoving operations using off-road, rubber tired haulage and support equipment have abnormally high total tire costs. These costs, utilizing Tire Information Management, have been reduced more than 30%; 20% can often be guaranteed. Management Apathy on the subject of tires in a complex mining operation perhaps can be understood, but management apathy applied to an abnormally high operating cost, of which tires are, begs for a solution.' Tires have been professionally neglected for many years in most mine operations. This is exemplified in the January, 1982 issue of Mining Engineering by Charlie Son in his article Reducing Earthmoving Tire Costs. He compared the efforts to improve diesel engine costs to the same efforts given to earthmover tires.

It is said that there is nothing new under the sun and this is certainly true about refractory gold Ores. Ores which have been refractory to treatment have been the bane of the Metallurgist's life ever since gold has been recognized as a metal valued for its indestructability, malleability and beauty. Webster's Dictionary defines "Refractory" as; "Resisting control or authority, stubborn, resistant to treatment or cure, unresponsive to stimuli, difficult to corrode or draw out," And gives as a synonym the word "unruly." I don't think any metallurgist would disagree with these definitions as they quite accurately describe refractory gold ores as we know them and I wouldn't be a bit surprised if many of you in this room today had applied far stonger language to your own refractory ores in the course of your metallurgical test programs. Pliny the elder put it very well when he wrote in 79 A.D., Gold is the first of man's follies, Silver the second." Perhaps Pliny was speaking of "unassayable gold" or "incipient gold." These are truly refrac tory ores which probably existed before Pliny's time and although many people have claimed to have solved their metallurgy the untold wealth that lies within them has never been bankable. On the other hand, Virgil is his Aenead, could very well have been speaking of refractory ores when he wrote; "Quid non mortalia pectora cogis, auri sacra fames!" which translates as, Accursed thirst for gold! What doest thou not compel mortals to do. Certainly, gold was extremely rare at that time because it had to be recovered by much labor from the then refractory ores and their refractoriness caused the early metallurgists (or alchemists if you will) to seek an easier way to produce it; thus the long and fruitless search for the "philosopher 's stone" which would aid in turn-

The objective of this investigation was to compare the results of counter-current flotation column versus conventional flotation cell for the cleaning of a sulphur ore and its discrete size fractions. The tests were carried out using diesel oil as a collector and alcohol as a frother. Generally, flotation column produced concentrates of higher grade. For example, the grade of a rougher concentrate for a given feed obtained with the column increased by 33% higher than that produced with the flotation cell. Such higher grade could not be obtained using conventional cell even after 3 cleaning stages. Moreover, the column gave superior results for flotation of fine and ultrafine particles.

The detection and quantification of invisible gold by microbeam techniques is discussed. Ion probe microanalysis is used to quantify the gold content of individual sulphide, sulpharsenide and oxide particles with a detection limit of 0.2 ppmw (g/t). The proton microprobe is used to determine the gold concentration of gangue minerals with a detection limit of 2 - 4 ppm. Using these techniques complete mineralogical balances for gold are obtained to assist in the process selection and optimization. A total of twenty gold and gold-bearing ores have been examined. Selected examples are presented.

INTRODUCTION The decontamination of the former Shiprock uranium millsite and the interim stabilization of its tailings piles began in March 1974, and ended in June 1978. Personnel monitoring for whole body gamma ray exposure was conducted for selected individuals working at the mill site throughout most of this period. The millsite and exposure conditions are briefly described to develop a basis for interpretation of the exposure data. Millsite The Shiprock uranium millsite is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the millsite are located on the Navajo Indian Reservation. About 1.5 million tons of tailings were produced on the millsite during its operation from 1954 to 1963. The tailings were pulped with waste process fluids and water, and discharged to form two tailings piles. The piles (ponds, dams) were formed with earth starter dikes and the dikes were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and tailings reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a tribal enterprise. In addition to its regular activities, NECA established an on-site training school for heavy equipment operators. The trainees principally used the south tailings pile as a practice area and spread the tailings into a 10 hectare row of raffinate ponds located along the southwest side of the millsite. Overall, the training activities inceased the effective area of the tailings piles from 20 to 35 hectares. Another 56 hectares were contaminated with wind and water eroded tailings. Exposure Conditions Persons decontaminating a millsite may be subject to radiation exposures from several sources. Only whole body gamma exposures are discussed in this report. These exposures are arbitrarily divided into three levels: high, intermediate, and low. The levels are related to areas in which the decontamination work was being done and have no connotation concerning imminent hazards. High exposures would result when persons were working with raw tailings, and intermediate exposures would occur when persons were working in the ore storage and mill yards. Low exposures would result from working in areas where surface contamination exists from wind and water erosion. [ ] The millsite and its contaminated environs were divided into major areas to facilitate the decontamination work (Figure 2). "Researchers at the National Institute for Occupational Safety and Health (NIOSH) have advocated the use of instrumentation in underground mine ground control studies to aid in understanding failure mechanisms and to calibrate numerical models. The purpose of these efforts is to reduce accidents and fatalities in underground mines resulting from inadequate design of mining layout or supports. A recent examination of some results of stress change measurement raised some questions about the validity of elastic solutions in ground, such as coal. Particularly under deep cover as is prevalent in the western United States, the coal around a borehole would likely have yielded so that post-yield behavior would govern the response of the instrument.A numerical experiment was conducted by NIOSH researchers using the FLAC software (Itasca Consulting Group, 2016) to investigate the response of the borehole pressure cell (BPC) and the biaxial stressmeter to varying degrees of plastic behavior. The pre-encapsulated BPC cell pressure exhibits increasing departure from the elastic case with decreasing post-peak-strength slope of the stress-strain curve. On the other hand, because the BSM usually provides much more confinement to the surrounding rock than does the BPC, the measurements obtained from the BSM do not depart significantly from the changes in secondary principal stresses and directions as calculated by the elastic solution.INTRODUCTIONSeveral years ago, Larson et al. (2000) described several instruments that NIOSH had used in underground field studies and how to monitor them with dataloggers. This information is still relevant because of the need to understand how excavation affects the stability of mines and thus, the safety of mining personnel. One class of instruments described in that paper includes those instruments that measure change in rock stress. Although several such instruments might be used to measure stress change, the focus of this paper is on two instruments with which NIOSH has had more recent experience—the borehole pressure cell (BPC) (Geokon, 2018a; RST Instruments, 2018) and the biaxial stressmeter (BSM) (Geokon, 2018b). Other instruments, such as the CSIRO hollow inclusion stress cell (HICell) (Earth Sciences, 2019; Worotnicki and Walton, 1976) may be included in future studies.Early studies in the development of the BPC were those of Panek and Stock (USBM, 1964), Sellers (1970), Lu (1984), and Babcock (1986). Babcock’s work is particularly useful, but his setting and testing range was far below what we experienced in the NIOSH study, and it was Babcock’s data reduction scheme from his laboratory experiments that was used to calculate stress change in the NIOSH study (NIOSH, 2019a)."

[On Pier D in the Port of Long Beach, California, the Port of Long Beach has built a new bulk cement distribution terminal. The facility is operated by Pacific Coast Cement Corporation, who designed the complex and leased it from the Port of Long Beach on a 40-year lease. At one bulk cement is unloaded from vessels carrying from 12,000 to 30,000 t. The unloading is performed with pig speed mechanical unloading equipment and delivered into a concrete silo complex with, a capacity of 50,000 t. From the silos, bulls cement is loaded into trucks for delivery. The facility was completed in September 1981.]

In this article, the cementation of major impurities from zinc sulphate leach solution by the addition of zinc dust was studied by considering different parameters including time, mesh size, and percentage of excess zinc dust. The output obtained from various experiments was utilized for the design of experiments. A multi-level categorical factorial design with a quadratic model was employed during this study. Results were predicted to minimize the concentration of impurity metals in the solution by altering the parameters. Furthermore, these predicted results were validated by performing another experiment. Successfully, it showed that the predicted and experimental data values were close to each other. The predicted optimized values were 40 min, 100% excess zinc dust, and 300 mesh size for copper; 42 min, 100% excess zinc dust, and 300 mesh size for cobalt; 37 min, 100% excess zinc dust, and 300 mesh size for cadmium; and 34 min, 100% excess zinc dust, and 300 mesh size zinc dust for nickel. At these optimized values, the experimental results showed 99.99%, 55.7%, 99.6%, and 76.6% cementation efficiencies for copper, cobalt, cadmium, and nickel respectively. The statistical design of experiments for the effective cementation of impurities corroborates the economic feasibility of optimizing parameters for the proposed process.
