Sixty years ago, underground coal mining was the most hazardous job in the United States. Roof falls were a big part of the problem. They killed about 100 miners every year, more than all other causes put together. Fast forward half a century to 2016, which is the first year ever with zero roof fall fatalities. Just three miners were killed by roof falls during the following 6 years. How was this historic goal achieved? This paper starts with a modern analysis of the causes of the roof fall fatalities in 1968. Then it follows the reductions over time by category, using snapshots of the fatalities occurring in subsequent decades. Along the way, it evaluates the influence of the regulatory environment, changing mining methods, and better ground control technology. The paper shows that in 1968, more than half of roof fall fatalities at large mines were attributable to an inadequate safety culture. The immediate effect of the 1969 Coal Mine Health and Safety Act was to reduce the riskiest activities, like needlessly going under unsupported roof. Other hazards, like large roof falls, required technological developments before they were brought under control. Roof control plans, which the U.S. Bureau of Mines had been advocating since the 1920s, played a significant role throughout the process.

Exposure to whole-body vibration has been recognised as an occupational hazard in the mining industry, especially in the operations of earthmoving equipment. Managing whole-body vibration exposures requires periodic measurement of exposure levels to identify priority areas for implementing controls. However, due to different approaches to collecting exposure values, significant variabilities lie in the results. This systematic review is the first attempt to analyse whole-body assessment methods in the mining industry. The aim was to identify how whole-body vibration has been assessed, including the sources of variabilities to improve future research. The PRISMA methodology was adopted for the review and a total of 152 peer-reviewed journal articles were identified. However, only 24 were included in the review, following the application of some inclusion criteria. Descriptive and thematic analyses were performed on the 24 selected articles. Results indicate that whole-body vibration has been assessed as a function of either equipment characteristics, activity undertaken, operator characteristics, measurement approach or the assessment standards. Due to the multifactorial and dynamic nature of wholebody vibration exposures, the variabilities in results are due to the interrelationships between the risk factors of whole-body vibration and the differences in the sample sizes. To identify the sources of variabilities, a comprehensive assessment of all the risk factors, including equipment characteristics, road conditions, operator characteristics, and activity undertaken, is highly warranted. Finally, research gaps and directions for future research have also been discussed.

Universities and colleges in three countries, Australia, Canada and the United States, recognized the need to establish and/or reorganize geoscience programs at the vocational and two-year technical levels. To accomplish this goal, a cooperative study with industry in one state or province from each country was initiated. These include 1) Tasmania, Australia, 2) British Columbia, Canada and 3) Alaska, United States. Over one hundred mineral industry organizations cooperated in the study by providing information regarding their specific training needs for support personnel. The data gathered has been used to identify training areas for semi-skilled, skilled and technical personnel in geochemical mineral exploration, including, but not limited to, geological skills, geochemical skills, environmental skills and computer skills. With the areas of major educational need defined for geochemical exploration, an educational field skills model has been developed for the three levels of training. The depth of each level of education and the training objectives for the work force at each level will be discussed.

Ice frozen from a dilute chemical solution is mechanically weaker than ice frozen from pure water. This phenomenon is the basis of a practical method for reducing the strength of a mass of frozen coal. If a chemical additive is applied to moist coal, prior to its shipment during freezing weather, the resulting frozen coal can be more easily broken than in the absence of the chemical additive. This greatly expedites the unloading and handling of coal during winter. There has been considerable research into the nature and mechanical strength of ice frozen from various solutions. The literature relating to this process has been reviewed as has the literature relating to the chemical treatment of coal and mineral particulates. Some important articles are discussed and speculations are made about the nature of the ice-weakening process. A laboratory evaluation of the effects of chemical additives on the mechanical strength of ice and frozen coal has been made. An apparatus designed for this purpose is described, and some results obtained with it are discussed.

The latest estimates compiled by the Society of Exploration Geophysicists again indicate a moderate increase in mining geophysical activity in 1980 over the 1979 level. While North American activity remained at above the 1979 level, a considerable increase in mining geophysics was reported in South America, Australia, and the Far East. The total worldwide expenditures for mining geophysics were reported to be $53.7 million in 1980, compared to $44.4 million in 1979, and $31.6 million in 1978. During 1980, approximately 2% of all dollars spent on geophysics were attributed to mining geophysical activities; this percentage has remained relatively constant in recent years. Airborne surveys accounted for 51% of the total worldwide mining geophysical expenditure, 43% was spent for land surveys, and 6% for borehole surveys. Within the US, the breakdown of expenditures for land surveys was 60% for elec¬trical methods, 23% for gravity and magnetic methods, and 17% for seismic techniques. Electrical techniques remain the primary exploration tool for US mining geophysicists. Electrical Methods With inductive or electromagnetic (EM) techniques, significant developments were achieved in both frequency-domain and time-domain systems. Work continued on increasing the signal level on most time-domain (TEM) methods, to increase the exploration depth. The Crone group increased the power of its Pulse ElectroMagnetic system (PEM) to a 20-amp transmitter-loop capability. The GEOEX group is modifying the SIROTEM II system to obtain larger transmitter amperage from a portable motor generator. Geonics developed a new digital recording system (data logger) for its EM-37 system. This development should increase the productivity of EM-37 crews. A new ground, frequency-domain EM system was developed by the Scintrex group. This novel Genie system does not require a wire link between the receiver and transmitter. Because an amplitude-ratio is measured, the Genie data are reported to be relatively insensitive to coil orientation and distance errors. This new technique does not need extensive line-cutting or accurate station-chaining and would appear to be a good reconnaissance instrument. Scintrex also began marketing the new IPR-11 induced polarization spectral receiver. This receiver is microprocessor controlled, and can output to a cassette tape and record 10 windows of secondary voltage decay simultaneously from up to six receiver dipoles. The Phoenix group's new 100 kW induced polarization/resistivity (IP/R) transmitter began tests using their IPV-3 multifrequency, multichannel receiver. While this unit was primarily developed for "oilfield" IP exploration research, it has obvious application to "deep" mineral exploration. The Phoenix group also developed a new remote-reference, real-time magneto-telluric (MT) device in 1981. This five-component MT sys¬tem has a frequency range from 0.0005-384 Hz. Helicopter-borne electromagnetic (HEM) developments also continued in 1981. The mining in¬dustry increased its use of the new Geonics EM-33-3 multifrequency, multicoil instrument. In 1981, the Dighem group developed software for estimating magnetite as a mapping parameter from its HEM system. Dighem's work is said to complement airborne magnetic intensity surveys, since the HEM estimate is independent of remanent magnetism and magnetic latitude effects. Gravity and Magnetic Methods Probably one of the most innovative techniques in geophysics in 1981 was the use of airborne gravity surveys for both mining and petroleum exploration. The Carson group is using a modified, shipborne LaCoste-Romberg platform in helicopters. Data accuracies to 0.5 milligal have been achieved by flying gridded surveys. Although this airborne method is expensive-up to $186/ km ($300/line-mile)-the geophysical community has been excited by initial results. On the ground, the portable proton-precession magnetometers are becoming sophisticated. Both GeoMetrics and EDA recently introduced field magnetometers having data storage and processing capabilities. This development should greatly increase the productivity of ground-magnetic surveys. Seismic Methods Development of high-resolution seismic techniques continued in 1981. These techniques have primarily been directed toward coal studies for fault detection. OYO Instruments introduced their McSEIS-1500 seismic data acquisition system in 1981. This device contains a 24-channel recording capability, with digital output to 256-kbyte floppy disks. The high-speed data transfer using the disk media is considered a desirable feature. Borehole Methods The general decrease in uranium exploration, where borehole logging is extensively used, probbly led to the overall decline of geophysical logging activity in the minerals industry. However, a number of new sondes and logging systems were introduced in 1981: • Mount Sopris recently introduced their Series III logging system. This microprocessor-controlled unit records up to four channels of data on nine-track or cassette magnetic tape. The logging package is relatively light-weight, so helicopter transport to mountainous or roadless exploration sites is possible. (Both the Edcon and Woodware-Clyde consulting groups offer "slinging" capabilities for their Mount Sopris units.) Mount Sopris is continuing work on their 500-mm-diam (2¬in-diam) spectral gamma-ray sonde. This tool is expected to be available soon. • Owl Technical "slim-downed" its successful digital deviation probe to 380-mm (1.5-in) outside diameter. This new sonde will also measure inclinations up to 80° from the vertical, as compared with its older instrument that could measure inclinations to 30°. • A magnetic susceptibility sonde was introduced in the US by the OYO Instruments group. This Kappalog sonde contains two aircored coils for measurements slightly affected by thermal changes within the borehole. The Deserado Mine and transportation system is the fuel supply portion of the Bonanza Power Plant project. Deserado Mine con¬sists of an underground mine with a capacity of 1,224,700 tonnes (1,350,000 tons) of clean coal per year, a 649 tonne (715 tons) per hour closed water circuit jig type preparation plant, a 5.6-kilometer (3 ½ -mile) overland conveyor with covered slot storage, a unit train rail load-out and 59.5 kilometers (37 miles) of totally independ¬ent, captive electrified railroad. Planning and exploration started in March of 1978. Construction of all facilities was completed in April of 1984, approximately six years after initial planning was commenced. This paper will discuss exploration, environmental permitting, mine planning, engineering and construction of the Deserado Mine project.

"The diversification of energy sources in the United States has seen some major shifts during the past decade resulting from:• A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques.• Incentive-driven policies leading to new development in alternative energy.• The emergence of alternative energy sources proliferated as a result of state and federal level incentives and falling capital costs.Coal was once recognized as the primary low-cost fuel source for the generation of electricity in the United States for most of the last century, providing upward of 50 percent of the total generation capacity during much of that period. However, within the past decade, lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and alternative sources have steadily grown to now account for approximately 10 percent of the overall mix.West Virginia and Kentucky have not experienced the full breadth of the fuel shift, and, as of 2016, still obtained approximately 80-90 percent of electric power generation from coal. However, as coal plants are retired, there has been a shift toward natural gas for new power plants constructed in the region. The economics of power generation (i.e., lowcost fuel source) has typically been the major factor in determining shifts from one fuel source or technology to another. However, governmental energy policies and incentives have more recently been used to promote the development of new alternative technologies such as wind and solar energy growth to diversify the energy mix. The implementation of these incentives has provided some needed traction and resulted in driving the cost of manufacturing and installation of these new wind and solar systems downward to be more cost competitive with conventional fossil-fueled power sources. Future shifts in the generation capacity by fuel type will also be inevitable and impossible to project accurately as policies change and innovative technologies evolve. Determining factors may include the expiration of current incentives, decreasing capital costs, future environmental regulations, evolution of energy storage systems, technical challenges associated with increasing intermittent sources of generation and the development of unforeseen technologies. West Virginia and Kentucky have been among the least solar friendly states, ranking 44th and 48th of the 50 states (Fig. 1 for WV). Surface subsidence events induced by underground longwall coal mining operations can cause various disturbances to surface structures ranging from integrity and stability to functionality problems. Highway bridges, as a kind of special road construction that can only tolerate smaller movements and deformations than road pavements, are particularly susceptible to severe influence caused by subsidence-induced ground movements and deformations. However, based on accurate subsidence prediction and correct influence assessments, efficient and effective mitigation and remediation measures can be designed and implemented to ensure the continuous service of bridges, safety of the travelers and smooth mining operations. In this paper, based on the predicted final and dynamic surface movements and deformations, the techniques to assess subsidence influence on the integrity, stability and functionality of bridge structures (e.g., decks, beams, abutments, etc.) are presented. A number of mitigation measures to protect the bridge structures are recommended along with an actual application case.

Haul truck fatal accidents and injuries continue to be a significant concern for the mining industry. However, the availability of high-quality training materials continues to be limited. Near-miss incident accounts, if packaged well, could help fill this gap, because for every fatality, there are hundreds of reportable accidents and thousands of undocumented near misses. Researchers from the National Institute for Occupational Safety and Health (NIOSH) collected detailed accounts of 21 near-miss incidents in virtual interviews with mineworkers at surface mining operations across the country. From these interviews, researchers created four simulation videos using the Unity game engine. The simulation videos bring these events to life through first-person retelling and various visual perspectives of actual events. Each video exemplifies a critical safety message and a common haul truck hazard. This paper describes the process of taking narratives and turning them into impactful visual stories using graphic simulation. NIOSH plans to co-release these simulation videos with the Mine Safety and Health Administration (MSHA) to the mining industry to raise awareness and ultimately help reduce haul truck-related accidents and fatalities in mining.

The Campbell gold operation of Placer Dome Inc. produces an arsenopyrite-sulphide concentrate which must be treated either by roasting, biooxidation or by pressure oxidation to obtain high gold recoveries. Pressure oxidation is a proven process and has the inherent advantage of meeting the stringent environmental regulations in the province of Ontario. A comparison of biooxidation and pressure oxidation was completed early in 1990 and the latter was selected by Placer Dome as the preferred process for replacement of the roasters. The commercial plant design was based on technology supplied by Sherritt Gordon and in July of 1991, the existing roaster operation was shut down and a new pressure oxidation plant was commissioned. The following summary describes the start up of the new facility and presents typical operating data.

The La Perla Mine, owned by Altos Hornos de Mexico, S.A., is located approximately 100 miles east of the City of Chihuahua in the State of Chihuahua, Mexico. The mine began operations in 1958. Existing ore beneficiating facilities, consisting of heavy media and jig plants, upgrade the ore prior to shipment by rail to the Altos Hornos steelmaking complex in Monclova. Sizable reserves of two distinct ore types, which were not amenable to treatment in the existing beneficiating plant, or usable in the blast furnaces, have been mined and stockpiled in order to uncover the treatable ores. One of these ore types has been labeled "Diseminado" ore, and is low grade containing approximately 42% Fe with sulphurs ranging from 1 to 2%. The other ore type has been labeled "Pulverulento" ore, and is high grade containing approximately 65% Fe and 0.1% S, but at 80% minus 325 mesh, is too fine grained for efficient sintering. Late in 1968, Arthur G. McKee & Company became involved with the problem of improving the above ores for their efficient and economical use in Altos Hornos' blast furnaces. Early in 1969 representative samples of Diseminado ore were obtained for laboratory bench-scale testing at the University of Minnesota, Mineral Resources Research Center. Concentration tests incorporating magnetic roasting, wet magnetic separation, high intensity separation, high tension magnetic separation, anionic flotation of apatite, cationic flotation of silica and oleic acid flotation of iron were performed. Laboratory testing was concurrently carried on at La Perla Laboratory, which resulted in plans to construct a 10 TPD pilot plant. The pilot plant was operational in September, 1969. Analyzing laboratory results as well as pilot plant results, Altos Hornos and Arthur G. McKee & Company metallurgists agreed that the most promising flowsheet for the low grade Diseminado ores entailed wet magnetic cobbing, desliming, and oleic acid flotation of the non-magnetic fraction. The field of percussion rock drilling is subdivided into two areas of application; that which takes place on the surface and that which takes place underground. Surface drills are used in quarrying, highway construction, and maintenance work; underground equipment in mining and tunneling work. Two basic principles are involved in the operation of all percussion drills. First, the principle that reciprocates the impacting piston and second, the principle that causes the drill steel and bit to rotate. The back and forth motion of the piston is accomplished by a self-acting automatic valve that admits air alternately to each end of the piston (Figure 1). Drill steel and bit rotation is imparted by an integral ratchet mechanism (Figure 2) in the so-called "rifle bar" machines (Figure 1) or by a separate pneumatic motor in "independent rotation" drills (Figure 3). While rock drills are subject to all kinds of physical and operational abuse, they are most sensitive to faulty lubrication. Proper lubrication is the single most important factor in the longevity of a percussion drill.

This paper describes current research by the Bureau of Mines to develop technology for improving efficiency and productivity in metal/ nonmetal mines. The research program addresses a wide variety of problems associated with each of the major categories of mining: underground mining, surface mining, in situ mining, and premining investigations. An overview of the Bureau's research activities is given with emphasis on underground mining. In particular, two innovative and promising concepts currently under development are described: a unique shaft sinking system that uses an impact hammer for rock fragmentation, and a low-profile, portable crusher for underground hard-rock applications.

"On January 9, 2014, a large chemical spill occurred on the bank of the Elk River near Charleston, WV. Within hours, the potable water supply for more than 300,000 people was contaminated, and the incident captured national headlines for weeks. Although the primary chemical, crude 4-methylcyclohexanemethanol, or MCHM, is deemed nonhazardous, the impacts of the spill are significant – with all stakeholders, including the public, members of industry, and relevant government agencies experiencing losses. This case highlights the need for a more proactive approach to environmental management, shifting from crisis control and remediation to crisis prevention and risk management. INTRODUCTION On the morning of January 9, 2014, approximately 10,000 gallons of crude 4-methylcyclohexanemethanol (MCHM) leaked from a 48,000-gallon storage tank sitting on the bank of the Elk River near Charleston, West Virginia (WVDEP, 2014; CSB, 2014). MCHM is a chemical commonly used in preparation of fine coal, and is deemed nonhazardous in terms of transportation and storage regulations and also toxicity (CDC, 2014a). Freedom Industries, Inc., a producer and vendor of specialty chemical products, had acquired the storage facility where the spill occurred from Etowah River Terminal, LLC just a few weeks prior in December 2013 (WVDEP, 2014; Freedom, 2005). The direct cause of the spill was ultimately determined to be two small holes in the base of the 76-year-old tank, which were created due to corrosion damage (Bauerlein & McWhirter, 2014). The spill site was located just over a mile upstream from the intake of a municipal water treatment facility operated by West Virginia American Water (WVAW), which serves a population of 300,000 across nine counties in central West Virginia (CDC, 2014a). In a matter of hours, the leaked MCHM made its way through the treatment facility and into the water of nearby homes and businesses, where its strong smell was noticed almost immediately. On the evening of the spill, WVAW concluded that its conventional treatment processes, which include carbon filters to remove a variety of contaminants from water, were not capable of fully removing the MCHM and a “Do Not Use” order was issued for all customers (WVAW, 2014a). With little information readily available regarding the potential human health effects of MCHM, the US Centers for Disease Control and Prevention (CDC) quickly issued an advisory ruling that set a maximum screening level of 1 ppm for safe drinking water (CDC, 2014a). Based on this recommendation, the “Do Not Use” order remained in effect for a total of eight days, until January 17, when the WVAW distribution water was confirmed to have MCHM concentrations below this level (WVAW, 2014a). However, due to the pungent odor of the chemical, its presence was still recognizable in the WVAW facility and in consumers’ tap water after the order was lifted (Manuel, 2014). Recent studies have shown that the chemical can be detected in water at concentrations as low as 0.55 ppb by individuals experienced in odor identification (Rosen et al., 2014); and even individuals with no such training can detect pure MCHM at just 7 ppb (WVTAP, 2014). The fact that this chemical can be sensed at such low levels – indeed far below those considered safe – undoubtedly added to growing public concern. In response to numerous complaints and demands, WVAW continued flushing the treatment facility and pipes until February 25 when MCHM levels were measured below 2 ppb (WVAWb, 2014), and eventually replaced the affected filter media (WVAWc, 2014)."

In Mineral Processing, the objective of most processes is the separation of mixtures of minerals, which are originally associated in composite particles. Feed preparation processes grinding for instance, which take place before beneficiation or separation processes do not usually break particles at the boundary between mineral phases. They produce composite ("middlings") as well as liberated particle. It is therefore necessary, in a particulate system, to determine the proportion of particles which are liberated as well as, ideally, the size distribution of minerals which remain associated in composite particles. Up to now, there has been a lack of experimental techniques to characterize completely composite particulate systems. Heavy liquid separation which is commonly used to obtain information of this type can only be applied to simple binary cases for which one mineral has a low density (lower than e.g 2.8 ). The technique which is proposed in this paper involves the measurement of parameters on polished sections of particles mounted in a matrix, and the use of mathematical transformations to reconstruct in three-dimensions the information obtained from these measurements .

Industrial shale-oil operations in North America and Europe predated the Drake discovery, but, since then, most have succumbed to competition from petroleum. However, the existence of enormous oil-shale resources in the Green River formation of Colorado, Utah and Wyoming [estimated at over a trillion bbl of shale oil in place] and the advancement of United States oil- shale technology by research and development programs of government and industry during the past 15 years point to a natural partnership of petroleum and oil shale to meet the accelerating energy demands of the future. The utilization of oil shale is not a question of limited petroleum supplies, but one of economics. Two factors are expected to improve the economic outlook for industrial shale oil production -- a rise in petroleum replacement cost and further advances in oil-shale technology.

INITIAL PRECONDITIONS To solve tile problem of using the potential reserves of the different coal ranks efficiently (the coal reserves being many times superior in quantity to those of natural gas and oil) one must realise an integrated estimation of the coalfields' and coal deposits' reserves. The actuality of this problem increased especially in the recent years, when the Russian coal industry is being restructured. A structural reorgaisation of this industry, in order to in- crease its efficiency, covers a large spectrum of social and economic problems, comprising a withdrawal from mining the coal reserves that are unsafe from the standpoint of economy and labour protection. According to the information supplied by the 'Rossoogol' company, the Russian coal industry, accounting for abut a fifth of the world coal reserves, has a rather unsafe resource base, for about 5% of the reserves involved in mining do not correspond to the world practice conditions, regarding the coal grade, thickness, geological conditions, proneness to coal and gas outburst hazards. These concern first of all the Moscow, Kizelovsk and Donetsk coal basins, the Prokopievsk-Kiselevsk district of the Kuzbas basin and several other coalfields. Thus, the problem of efficient potential coal reserves' utilization calls for a paramount solution of two basic problems, namely: a) a comparative coalfields' and sections evaluation, and their ranging, in accordance with their industrial importance; b) choosing the 'active' reserves good to be efficiently mined under the present-day conditions. PRINCIPLES OF EVALUATION The investigations that had been carried out make it possible to formulate the following basic principles of the coalfields' reserves' estimation (or assessment). 1. The necessity, possibility and expediency of coal reserves' industrial exploitation are determined by a set of natural, technical, technological, practical, economic, environmental and social factors, thus calling for an integrated and gradual approach to problem solving. 2. One cannot consider the results of same reserves' estimation as being invariable because the former depend both upon constant (mainly natural) and market demands for different grades of coal (those of different power engineering and technological situations), capital investments, material and labour resources, economic (price-forming), technical, technological, environmental and other factors. 3. The rational size and sequence of the operating mines' and reserve sections' resources' involvement into mining depend upon the final aim of posing the problem, whose variants may be (the corresponding limitations being considered) providing for a maximum run-of-mine output (these essentially featuring the past stages of the industry's evolution); providing for a maximum efficiency, measured possibly by the specific or absolute indices of profits an expenses, labour productivity e. al. ; providing for a maximum extraction (maximum integrate utilization) of the known reserves. In this case an important park goes to the economic evaluation (or assessment) of useful application of the by-products being extracted (methane, mine water, rack) compared to the expenses necessary for their utilization. Regarding the steam coal (posing the problem any way it be possible), and extreme limit to the absolute non-efficiency of the coal reserves' exploitation may be posed, using the proportion of energy obtained from the possible amount of the coal to be extracted to the energy consumption necessary to extract, prepare, haul and consume this amount of coal. 4. The most reliable and efficient solutions providing for opening the reserves can be obtained for group of mines, rather than at the level of an individual mine section or an individual mine because it is only in the former case that the possibilities to re- distribute the expenses necessary to develop the good for mining and worse sections and seams can be realized to the greatest extent. Therefore the prospective approach to be considered is the one providing for an integrated organization and choice of the optimum combination of the variants of the ways to use the mines in operation and the free sections of the region in order to satisfy the growing up requirements for coal rather than the one providing for individual mine sections' resources' evaluation. 5. The future possibility and expediency of coal reserves' industrial exploitation will depend upon the prospects to implant at the mines in operation and reserve sections new engineering and technological elements and coal extraction technologies which may essentially change the actual idea concerning the coal reserves worth of being developed in an efficient way. For example, reserves not available to be exploited using conventional coal extraction technology may be regarded as potential resources for in situ gasification, e. g. the operating mines' reserves (non-commercial and non-mined commercial ones), balance and outside balance reserves of the free sections having proved not available to be mined using conventional coal-extraction technologies, as well as the non-extracted reserves of the abandoned and closed mines.

New York State’s Metropolitan Transportation Authority (MTA) has undertaken the largest transportation project in New York City. The East Side Access Project (ESA) will introduce MTA’s Long Island Rail Road (LIRR) service to the East Side of Manhattan, to a new terminal located beneath the existing, landmark Grand Central Terminal(GCT). Construction of the Manhattan Segment of the project will affect overlying operating facilities of two other MTA entities, Metro-North Railroad (MNR) and New York City Transit (NYCT) and major Midtown Manhattan buildings. The paper describes the evolution of the GCT concept at Manhattan from a shallow alternative proposed by a Major Investment Study (MIS), that would require extensive underpinning of multi-story buildings and have considerable impact on MNR and NYCT operations, to a deep alternative with lesser risk and potential for disruption.

The Huari-Huari ore body is located in Southern Bolivia, at an elevation of approximately 3,800 meters above sea level. The ore is a complex massive sulfide, slightly marmatitic sphalerite, in a fault fissure filled hypo- thermal vein in Paleozoic shales and quartzite-altered sandstone. The sphalerite has common associations with pyrite and quartz and is frequently intricately intergrown with stannite, chalcopyrite, and pyrrhotite. The sphalerite also contains numerous inclusions of pyrite, marcasite, galena, boulangerite, jamesonite, quartz, arsenopyrite, and cassiterite. A research program was undertaken to develop a flowsheet for the recovery of separate silver, zinc, and tin concentrates by selective flotation. Based on this experimental work and subsequent flowsheet development, engineering and construction of a 500 metric ton per day concentrator was undertaken. This paper describes the process that was developed for the Huari-Huari ore and the unique aspects of the Huari-Huari concentrator.

CYCLING WITH CEMENT "THE WHEEL IS COME FULL CIRCLE" Shakespeare's King Lear Act V, Scene 3, Line 176 The time clock of the cement industry has been turned back to the early 1950s. After the trials and tribulations of the decade of the Sixties, the hands now stand where they did just over twenty years ago. Cement shipments have steadily increased, with a record 419 million barrel level (78.8 million tons) being reached last year. Plants are operating at average utilization rates in excess of 85 percent of rated capacity. The spread between supply and demand has narrowed to where a definite shortage of cement now exists within the industry. The notable and unfortunate difference between the two periods however is that, back then, cement's returns were a respectable 14 to 18 percent, whereas today they stand at less than half those levels. Insufficient return forms the present foundation of the U.S. cement industry. This lack is destined to have a cumulative effect. Just as the industry's balance between supply and demand is returning to favorable proportions, promising a period that has historically and now should generate those profit levels required to modernize and provide for capacity addition, cement instead finds itself frozen by federal price controls into the semi-depressed condition that has existed for over a decade and from which it was just starting to emerge. Capital is not attracted to continued low returns, and increasingly restrictive pollution control measures are necessitating great non-productive expenditures be made as definite costs to stay in business. Even a clouded crystal ball would reveal that additional cement plant closings can be expected.
