At the risk of belaboring certain facts which have so often been stated in the past, please bear with me while I set the stage. What are the projected electrical power needs of the nation and of the Northwest during the next 15 to 20 years? No one who has researched the subject over its historical past has reached a substantially different result than the following simple conclusion: electrical power requirements are doubling every decade. There are some who question the necessity of a power company's need to install capacity every ten years equal to what it has done during its entire previous history; there are even those who would argue that such growth should be arbitrarily curtailed. We are not here today to decide who should have light, heat, jobs and comfort, for we know that a power company must, by law, meet its responsibilities of providing the energy the public expects when the switch is thrown. The Northwest area (the States of Oregon and Washington), for which I speak, has the same case history of electrical power need as does the nation as a whole, and the requirement boils down to roughly an average of a million kilowatts of new capacity each year over the next ten years and we can estimate an average two million kilowatts per year in the 1980's. This is simple arithmetic, but the problems of meeting this exhausting schedule are a real challenge. The subject to which I address this paper is the role that Western Coal will play in the 6 billion dollar investment in these power generation stations. That 6 billion dollar figure represents today's dollar value and you may wish to apply your own escalation - frankly, I haven't the courage.

Platinum-group metal (PGM) converter matte from the Stillwater Complex, MT, was subjected to chemical and biological leaching in an effort to upgrade the matte by decreasing the Cu and Ni content. Copper and NL extractions were optimized in a two-stage chemical leach. Atmospheric pressure sulfuric acid leaching removed over 90 pct of the Ni and Fe in the first stage, while 95 to 98 pct of the Cu was removed is the second stage using an acidified cupric chloride leach. This two-stage leach, followed by an elemental sulfur removal step, decreased the weight of the matte by 90 pct. The combined Cu and Ni content was reduced from 65 pct to less than 20 pct, while the PGM content was increased from less than 2 pct to 26 pct. Biological oxidation using Thiobacillus ferrooxidans also proved to be an effective method for removing Cu and Ni. Over 90 pct of the sulfide was oxidized and 99 pct of the Cu and Ni were solubilized, leading to a 60 pct reduction of sample mass during the 17 week bio-oxidation of the Stillwater converter matte. The final residue, after removal of jarosite that accumulated during bio-oxidation, contained less than 3 pct combined Cu and Ni and 6 pct MM.

This paper discusses the challenges to complete the construction of two large underground Metro stations and connecting tunnels in the Tren Urbano system. The completion work includes the installation of specialized mechanical and electrical systems, extensive architectural finishing as well as coordination with systemwide power and controls installed by others. A unique feature of this project was the simultaneous design and construction of the structural/civil/architectural/mechanical/electrical works by KKZ separately from the power and control systems under the management of the Owner, its consultants and other contractors. Completion of this project comes after almost six years of continuous design and construction in a dense urban environment. The project was confronted by many challenges that could only be met with the combined efforts of the Joint Venture team in close cooperation with the Owner and its System wide Contractor. This paper will also address many of the major design and construction changes implemented to suit the Owner’s requirements.

"INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is located approximately 26 miles southeast of Carlsbad, New Mexico and is the nation’s first underground geologic repository for transuranic (TRU) and TRU-mixed waste (see Figure 1). The WIPP facility was opened for operation in 1999 when the first TRU waste shipment arrived at the WIPP facility for disposal.WIPP facility does not employ typical production aspects of a conventional mine. Instead, the mining focus is on the quality of the excavation to ensure safe disposal of TRU and TRU-mixed waste (Walls, 1991). GEOLOGY WIPP underground repository is mined within a 2,000 feet-thick bedded-halite formation (Salado Formation) (see Figure 2). The WIPP underground repository is located approximately 2,150 feet beneath the surface near the center of the Salado Formation. Geologic criterion and site-selection factors evaluated for the selection of the repository included topography, depth, thickness, lateral extent, lithology, stratigraphy, structure, erosion, dissolution, subsidence, surface water, aquifers, hydrologic transport, climatic fluctuations, manmade penetrations (U.S. Department of Energy, 1980).FACILITY DESIGN Profit did not play a major role in the WIPP’s conception like in a conventional mine. This was due to the extensive amount of additional regulations and safety controls that had to be built into the WIPP facility. Since it is nuclear and hazardous waste disposal facility, it must meet certain federal and state requirements for TRU-mixed waste. One of the major regulatory drivers for the WIPP facility is defined in the WIPP Land Withdrawal Act (LWA). One of the requirements in the WIPP LWA requires the DOE to submit documentation of continued compliance with Title 40 CFR Part 191, Subparts B, and C. These standards are regulated by the Environmental Protection Agency (EPA). The DOE must submit documentation of continued compliance (recertification) with these regulations every five years. In addition to the LWA, the Resource Conservation and Recovery Act (RCRA) is another major regulatory driver for the WIPP facility. Since the WIPP facility is categorized as a “Miscellaneous Unit” under 40 CFR, it must meet extensive environmental performance standards. These standards are defined in the WIPP Hazardous Waste Facility Permit (HWFP). The HWFP defines the terms and conditions that the Secretary of the New Mexico Environment Department has determined necessary to protect human health and the environment (U.S. Department of Energy and Nuclear Waste Partnership LLC, 2015)."

"The Sangan iron ore mines (SIOM) in Iran are located in a remote area near the Afghanistan border. The SIOM deposit contains a geological resource of 1.1 Gt (1.2 billion st) of mostly magnetite with an iron (Fe) grade ranging from 27 to 61 percent. The Iranian government plans a stepwise development of SIOM in cooperation with private companies to satisfy the growing demand of the Iranian steel industry. Sustainable development is an influential ethical concept in mining all around the world. However, a successful realization of a sustainable development plan is not possible without a foundation on the core values and regarding the specific circumstances of the individual mining country. This paper introduces SIOM and describes sustainable development activities undertaken during its development. From the early stages, these activities have been realized to secure the acceptance of the stakeholders in the region. To evaluate their effects, indicators were filtered to the ones with the highest priority for the stakeholders. Moreover, Islamic values and Iranian regulations and their influences on SIOM were analyzed.Mining industry in Iran The Islamic Republic of Iran holds 68 types of minerals, including salt, sand and gravel, gypsum, chrome, lead, zinc, copper, coal, gold, iron, etc., with 33.5 Gt (37 billion st) of proven reserves and more than 51.7 Gt (57 billion st) of potential resources. Iran is ranked among the 15 major mineral rich countries (1). In accordance with the statistics published by Statistical Center of Iran (SCI), there were 5,316 active mines and 84,922 employees in the whole country in 2012-2013 (2) and, according to the statistics published by Central Bank of Iran (CBI) in 2011, the share of this sector in the gross domestic product (GDP) of the country was 1.2 percent (3)."

This paper presents the concepts which are presently being utilized in the design of coal export terminals. Criteria for selecting a viable site and establishing the terminal plan are presented. Factors affecting the design of the terminal as well as the present techniques and procedures in use today to determine the optimum use of equipment will be discussed along with the current trends in export terminal control systems. Finally capital and operating costs for a typical export terminal are reviewed.

Functional Description Figure 1 is a typical flowsheet for a system for solid fuel addition to filter cake. Solid fuel, coal, coal breeze, or charcoal, is fed from a,stockpile to a surge hopper. The solid fuel is metered into a grinding mill. The fuel is dried and ground in a grinding mill. The on-size particles are removed from the mill by air sweeping. The ground solid fuel is separated from the air stream by a cyclone and stored in a surge hopper. The ground solid fuel is then pneumatically conveyed to a small hopper in the balling area. The fuel is proportioned into the filter cake just prior to mixing. An efficient mixer is very important to have a successful operation. The exact flowsheet would depend on a number of factors including what fuel is used, how the fuel is received, and the cnaracteristics of the fuel as received. Availability of floor space in the plant may also affect the flowsheet. For example, drying air may be supplied from the pellet furnace if the grinding mill can be located near the grate, or the pneumatic conveying system and a surge hopper may be eliminated by placing the grinding mill adjacent .to the mixing area. Also, for a multiple line plant, a ball mill rather than a roller mill may be more suitable.

Phosphate fines (size ≤ 45 μm), from the Red Sea Region, Egypt, were subjected to beneficiation process to recover the phosphorite grains from such fines. The sample is characterized by low P2O5 content (18.78%) associated with gangue minerals such as silica (22.77% SiO2) and carbonate (2.01% MgO) indicating its low grade. Phosphate pre-concentrate was prepared by gravity separation, using Falcon, where 63.37% of the phosphate, with 24.94% P2O5, 1.46% MgO, and 10.54% SiO2, was firstly recovered reducing the mass flow to the subsequent beneficiation process. However, the gravity tailing was the feed for the reverse phosphate flotation using bench scale column flotation where oleic acid was used as a carbonate gangue collector and amylase enzyme as a phosphate depressant. Under the appropriate flotation conditions (0.1% amylase, 5·10−4 mol/dm3 oleic acid, and temp. 30 °C), phospho-concentrate assaying 0.61% MgO, 13.14% SiO2, and 27.85% P2O5 with a P2O5 recovery of 55.45%, was finally obtained without the use of expensive depressants, e.g., phosphoric acid or sodium silicate. A tentative flow sheet for the whole process was postulated.

This study is initiated to investigate the efficiency of separation of mineral slimes using electroflotation as compared to that of column and conventional flotation techniques. Important parameters such as collector concentration, pH, current density, aeration rate, etc., have been studied. The results indicate that electroflotation can be used more efficiently in processing rutile slimes (10 µ) under certain operating conditions.

Fluorite (calcium fluoride—CaF2), also known as fluorspar, is an industrial mineral used in metallurgy, hydrofluoric acid production, and ceramics manufacturing. Based on the results from a previous study, a low-grade fluorspar by-product (20.0% CaF2) originating from the exploitation of a rare earth carbonatite deposit can be improved to 75.4% by combining magnetic separation and acid leaching. The present research aimed to develop and optimize a column flotation process to increase the purity of this fluorspar by-product by removing residual silicate minerals and meeting the requirements for ceramic manufacturing (> 85% CaF2). The optimal flotation conditions required for maximizing the recovery and improving the grade of a fluorspar by-product were identified using a conventional approach combined with a response surface methodology (Box-Behnken design). Optimal fluorspar flotation was achieved under the following conditions: 3.6 g/kg of sodium oleate as the collector, 2 g/kg of sodium silicate as the pH modifier and depressant, a conditioning time of 35 min, a flotation time of 7 min, and a solid-to-liquid ratio (S/L) of the pulp of 5%. Under these conditions, 86.8% fluorspar recovery was achieved, and the grade increased from 76.5% in the feed (metallurgical grade) to 88.6% (ceramic grade) in the final concentrate. The silicon content decreased from 5.66% in the feed to 1.12% in the fluorspar concentrate. Using magnetic separation before the flotation improves the final content of fluorspar in the concentrate with the final grade of 94.4%.

"The International Tunnelling and Underground Space Association (ITA) held its 42nd General Assembly along with the 2016 World Tunnel Congress (WTC) April 22-28 in San Francisco, CA. The event was co-organized by the Underground Construction Association of SME (UCA). This was the first time the event has been held in the United States in 20 years.As cities demonstrate strong needs in tunnels and underground spaces for public transportation, subway stations, hydroelectric infrastructures and other underground infrastructure needs, the WTC 2016 provided the 2,319 attendees from around the world a unique occasion to discover the latest state-of-the art innovations in urban planning and underground construction projects in the United States and worldwide.The Congress, held in lieu of the UCA’s North American Tunneling Conference, included an exhibit that attracted 226 exhibitors in 298 booths. The exhibit had on display the latest in technical equipment and services from some of the largest and best companies in the international tunneling industry. The exhibit hall was also the place where participants were able to interact with the authors of the 168 posters and receive answers to various topics directly concerning civil engineers: innovative procurement processes, cost and risk management, contractual methods, BIM technologies and examples of innovative underground infrastructures built worldwide. And the technical program included 353 technical presentations – 185 podium and 168 posters.What is ITA?ITA-AITES is a nonprofit, nongovernmental organization that promotes greater use of underground space as a key instrument in sustainable development. As the 2017 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2017 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 342. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2017 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH), a special review article on Heap Leach Modeling, and articles from two Special Issues on Rare Earths. The 2017 Transactions consists of a total of 54 technical papers, encompassing all 21 papers published in 2017 in the Technical Papers Section of Mining Engineering (Vol. 69) and all 24 papers published in 2017 in Minerals & Metallurgical Processing (Vol. 34). Additionally, this volume contains 9 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our Publications staff. As the 2017 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

A 63.5 metric tons per hour (70 TPH) demonstration coal preparation plant was constructed on the Iowa State University campus, Ames, Iowa, as a part of the Iowa Coal Project funded by the state of Iowa and administered through the Energy and Minerals Resources Re-search Institute. Processing equipment in the plant circuit includes a heavy media separator, concentration tables, separating and dewatering screens, and conveying equipment. Coal samples of size 907 metric tons (1000 tons) with sulfur contents ranging from 2.5 to 8.75% sulfur from seven mines in the state of Iowa have been pro-cessed in the plant. Sulfur reductions have averaged 35%. With ash reduction averaging 45%. Equipment for advanced fine coal beneficiation research is currently being installed in the plant to include a slurry pretreatment circuit, froth flotation, oil agglomeration, pelletization, hydrocyclones, advanced design thickener and disc filtration.

The South African Iron and Steel Company Ltd operates a large Iron Ore Mine in the Cape Province of the Republic of South Africa. The Mine is situated on the farm, Sishen, approximately 600 km west of Johannesburg. The annual capacity of the Mine is 100 million ton of ore and waste and the present production level is 60 million ton. The Mine operates continuously for 6 days a week. The primary equipment used to maintain the above production are 55, 154 t trucks (Wabco and Unit Rig) and 14 P & H shovels. During 1979 an urgent feasibility study into the application of a trolley assist system was launched at the Mine. This was due to the unrealistic escalation in the cost of diesel fuel and the appeal from the South African Government to reduce the use of fossil fuels. Tests and economic evaluations proved the system technical feasible. The estimated discounted cash flow return exceeded 50% and the diesel fuel consumption would be reduced by 120 million litres in the next 10 years. Management subsequently approved the implementation of the system at Sishen. The construction of 7,7 km of line and the conversion of 66, 154 t trucks were completed in March 1982.

Interest is increasing in obtaining incremental improvements in mineral recoveries in flotation processes because of changing world economic conditions. Research on collector reagents, long indispensable components in flotation systems may provide the cheapest and simplest route to higher metal recoveries. Sulfhydryl group - containing compounds (-SH) and their salts, e.g., dithiophosphates, xanthates and a few other derivatives are commonly used to promote the flotation of sulfide minerals. Alkyl mercaptans, another class of sulfhydryl compounds, have long been known to have collecting properties but have been relegated to dormancy for one reason or another. This paper reports results from new investigations of alkyl mercaptans, trithiocarbonates, and a petroleum oil with a variety of western domestic and Canadian ores for copper and molybdenum sulfides recovery. Specific opportunities are pointed out to the industry for mineral recovery enhancement through the use of the proper reagent combination.

Coal production in the United States in 2010 increased to a level of 960 Mt (1,085.3 million st), according to preliminary data from the U.S. Energy Information Administration (EIA), an increase of 1 percent, or 9.43 Mt (10.4 million st) above the 2009 level of 975 Mt (1,074.9 million st) (Table 1). In 2010, U.S. coal consumption increased in all sectors except commercial and institutional, while total coal stocks fell slightly for the year. Coal consumption in the electric power sector in 2010 was higher by 4.5 percent, while coking coal consumption increased by 37.9 percent and the other industrial sector increased by 7.1 percent. The commercial and institutional sector, which prior to 2008 had been called the ?residential and commercial? sector and is the smallest of all the coal-consuming sectors, declined by 3.1 percent in 2010. (Note: All percentage change calculations are done at the short tons level.) U.S. coal exports increased from the 2009 levels due mostly to higher demand for metallurgical coal, while coal imports decreased for a third year in a row. The increase in coal consumption for electric generation during the year was the consequence of improving domestic economic conditions further bolstered by a cold winter and warm summer in important coal-consuming regions. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. increased in 2010 by 4.2 percent. Coal-based generation also increased, resulting in a 38-Mt (42-million st) increase in coal consumed in the electric power sector. Coal use in all the sectors other than the electric power sector increased by 13.9 percent to a level of 65.9 Mt (72.7 million st).

Airborne coal mine dust is an unintended and unavoidable result of coal extraction operations that raises notable health and safety concerns. Modern mining techniques utilize several dust mitigation strategies, and the flooded-bed dust scrubber (FBS) is one such technology used extensively on continuous miners. The conventional static panel filter, instrumental in most scrubber designs, is fundamentally limited in collection efficiencies due to a high clogging rate and a tradeoff between mesh density and airflow rate. To overcome these deficiencies, a novel vibrating mesh panel is proposed. In this study, a laboratory-scale dust scrubber unit was used to investigate the efficacy of concept as compared to that of a static mesh. A statistical design of experiments study was first used to determine the effective vibrational parameters and scrubber operational parameters on dust collection and clogging mitigation. Optimized results from this study were then evaluated against those of a static mesh to determine performance improvement while investigating the mechanisms controlling dust collection and particle department through the scrubber system. Results show that the vibrating mesh conditions and higher water flow rates led to an improvement in the collection efficiency of the scrubber system. Compares to a static-mesh, the vibrating mesh FBS showed a significant reduction in pressure drop across the mesh screen indicating lower air loss through the test duration. Overall, the findings confirm that vibrating filter mesh reduces filter clogging while maintaining high collection efficiencies. This research supports further technological advancement in mine dust mitigation technologies.

The world's largest grinding mill operates at the Cadia Hill Mine in Australia. Svedala Industries supplied the 12.2-m- (40-ft-) diam, 20-MW Cadia gearless, semiautogenous grinding mill (SAG). This was a leap of more than 40% above the largest operating SAG mill. This article reviews the significant items involved in the development, design, manufacture, installation and operation of this mill. Description of the Cadia project The Cadia Hill Mine is located 25 km (15 miles) southwest of Orange, in the Central Tablelands of New South Wales, Australia. The mining lease covers about 3,100 hm2 (7,660 acres) of the Cadia Valley. The Cadia deposit is a large, homogeneous, low-grade, porphyry-type, gold-copper resource. Current reserves stand at 202 Mt (222 million st), grading 0.73 g/t (0.02 oz/st) gold and 0.17% copper. They contain 146.2 t (4.7 million oz) of gold and 347 Kt (382,500 st) of copper. The operation consists of openpit mining and ore processing to produce gold bullion and a gold/copper concentrate. The operation processes 17 Mt/a (19 millon stpy) of ore to produce 91 kt/a (100,300 stpy) of concentrate and 9.1 t/a (293,000 oz/year) of gold. The plant operates two 12-hour shifts a day and had a targeted availability of 94%. The plant facilities include a copper concentrator, o water supply system, an openpit mine, tailings pipeline and dam, and a concentrate pipeline and dewatering facility located in Blayney, about 35 km (22 miles) from the concentrator. Significant features of the process plant include o primary crusher and stockpile, a reclaim conveyor system feeding, the Cadia SAG mill (Figs. 1 and 2) and two 6.7-m- (22-ft-) diam ball mills (Fig. 3). A portion of the gold is extracted in a gravity circuit. The balance is extracted with the copper in the flotation section of the plant. Concentrate is thickened and piped about 35 km (22 miles) to the filter plant and rail loadout facility located in Blayney. Tailings are pumped to a tailings dam and process water is reclaimed from the tailings dam. The water system is designed to control and capture available runoff from local creeks, and to store these waters in dams and weirs. In addition, a major portion of the water for the process plant is treated effluent from the city of Orange and a smaller portion from Blayney Mill selection. The low-grade ore posed a dilemma for Cadia. To achieve a satisfactory economic operation, large-scale processing was required. The selection of the mills, equal to the largest designed and operated at the time, gave a plant configuration consisting of two 11.1- x 5.8-m (36- x 19-ft) SAG mills and three 6.1- x 9.1-m (20 x 30-ft) ball mills. This configuration did not provide the most satisfactory economic model for the project. A review of the single line configuration indicated that a significant reduction in the overall capital cost of the plant could be achieved by increasing the size of the mills and reducing the quantity. Minerals beneficiation commonly requires initial crushing and grinding so that the mineral phase we seek to concentrate is adequately liberated to obtain a product of specified grade at optimum recovery. To some degree this also is true for coal preparation. In the comminution process we liberate not only the product but also the tailings phase. The true objective is, therefor, to eliminate from the comminution circuit whatever particulate matter has reached specified liberation, regardless of whether the particle is product or tailings material. Overgrinding either of the two phases ties up mill capacity and usually also burdens the downstream processing steps by increasing costs or decreasing recovery, or both. In view of this situation, one would expect concentration steps to be commonly incorporated into the cominution circuit. The reasons this is not done may vary, but probably include the desire to utilize large scale unit operations, e.g., large mills, in conjunction with very simple processes. Hydrocyclones have satisfied this desire but may not always be employed for the right reasons. Hydrocyclones are indeed simple. They also are rugged and forgiving. Unfortunately, these virtues are frequently misused. The direct results are inefficient classification and overgrinding. The indirect results are added costs through recovery losses, unnecessary recirculation, and so on,

The global mining industry has recorded significant declines in accident and injury rates attributed to the advancement in technology, increased enforcement, and safety consciousness. A goal of the mining industry is to achieve zero injury and occupational illness on all mine sites, prompting increased research into ways to further reduce mine accidents. A machine learning technique known as multiclass logistic regression is applied on a 10-year injury dataset from the Mine Safety and Health Administration (MSHA) to determine a miner’s susceptibility to a class of injury and to help identify significant risk factors associated with different classes of injury. The data is aggregated based on injury classification to provide statistically relevant results. The analysis identifies specific risk factors that influence a mine worker’s susceptibility to a given class of injury, i.e., non-fatal with no days lost or restricted activity, non-fatal with days lost and/or days of restricted work activity, and fatal and total permanent or partial permanent disability. These factors include miner’s age, mine type (coal vs. non-coal), experience on the current job (years), shift start time, employment type (operator vs. contractor), mining district, and type of accident. The results of the analysis indicate that a miner’s experience on the job, i.e., the number of years worked in a current job, is a significant risk to injury occurrence, even for those with decades of total mining experience. We further show the differences and similarities between the surface and underground mine incidents.
