Management for mine construction and development differs from that needed for routine mine production and maintenance. An integrated approach to managing mine development projects must consider contract documents; management organization of a project; the project manager's role and the field supervisor's responsibility; and the use of scientific techniques for planning, scheduling, executing, and controlling projects. Professional project management encompasses the following: • Preparing contract documents that establish technical and financial schedules, and detail the responsibility for the physical work commitment. • Developing a project's organizational structure, to clearly define the roles of the project manager and the field supervisors. • Establishing project management and field supervisor relationships, to avoid ambiguity in assigning responsibility and to ensure desired project progress. • Using management science techniques, particularly networking techniques such as the critical path method for planning scheduling, executing, and controlling projects. Project Versus Production Management Project management differs from routine production management in the following ways: • Uniqueness: A project is unique. Production operations tend to be repetitive. The magnitude of one-time capital expenditures for many facets of mine development warrant special skills and attention. These professional project development skills must already be available by prior experience in the management team. • Personnel: In projects, personnel are usually assigned on a specialty basis and frequently change with the project activity. On the other hand, production personnel work together, more or less permanently. • Management Structure: In a project there may be several staff-line relationships that are not clearly defined and change with changing project activities. In a production situation, the lines of communication and authority are usually well defined. • Time Frame: A difference between project and routine production management is that project activities have comparatively less well defined durations and often tend to be relatively short-term. Production usually has both long-term and short-term plans and well defined long-term and shor-term goals. In project management, formal, critical, short-term reviews are frequently required. In production management, five year plans can be formally adjusted quarterly and annually. Short-term weekly or daily reviews can be informal. • Response to Delays: Delays in a development project may occur without anyone being immediately aware of their existence or suspecting the magnitude of consequence. In contrast, any delays in the production process can be easily identified from prior results comparison. Additionally, the response is quick, usually in a set routine. This can be traced back to the management structure and personnel. • Control Techniques: Measurements of project progress for control are not easily made due to the variety of activities that are carried on at the same time by different work groups. The yard-sticks of performance measurement for individual activities, let alone for the total project, are not easily established. However, due to the difficulty in detecting project delays, a workable control system is vitally important to a project manager. To apply a scientific project control technique such as "management by exception" requires specific planning and monitoring from the project manager for each activity in the project. Production and productivity are quick and effective yard-sticks of measuring performance in a routine operation. Control techniques required in production management usually revolve around these measures. Construction Contracts The construction contract is an important document that establishes contract scope, technical and financial details of the work, and achievement deadlines. It may also serve as the contract document to pay for work done and to verify field progress with planned progress. In practice, it is a good idea to develop a job-specific contract. This whole area is replete with legal precedence and procedures, and it is not the intent here to deal with the intricacies of establishing a contract document. But it is necessary to have an understanding of major contract types. Construction contracts are extremely important legal documents. They may vary in work specifications and enforcement of the provisions. Due to their nature, they must be composed with legal help and will take some time to compile. Even with all the precautions and provisions, it is not uncommon to find owner and contractor disagreeing. Therefore, it is important to include a way to resolve any difference quickly and to incorporate aspects of the contract as part of an overall management control tool for efficient project management.

Uravan, Ambrosia Lake, Gas Hills and South Texas are all historic names in US uranium. These mining areas supplied the uranium that brought the United States into the nuclear age during the 1960s, and fueled the birth of nuclear energy for peaceful uses — a promise of nearly limitless, clean energy for the world’s future. That promise still exists today, but it is hard to hear over the rhetoric of environmental activists and politicians. Nuclear power offers dependable electricity with limited environmental impact at stable prices. Nuclear power releases no greenhouse gases or particulate matter into the atmosphere. High level nuclear waste (HLW), although long lived, is readily controlled and compact. In the United States, generating 1 billion kWh of electricity with coal produces 47 kt (52,000 st) of solid waste (ash and sludge), compared to 3.6 t (4 st) of HLW produced by nuclear.

Acid-Minesite-Solutions (AMS) are defined as copper-containing pit lake, tailing pond, acid-mine-drainage, and heap and waste dump irrigation solutions. All of these solutions are characterized by copper, acid and water contents that have value as individual commodities. HW Process Technologies, Inc. (HWPT) has developed nano- and hyper-filtration membrane methods for the separation of copper and other base metals, acid and water from AMS. These treatments are collectively called HWPT?s Engineered Membrane Separation® (EMS®) systems. The EMS® method of copper recovery produces small volumes of higher-concentration copper solution from large-volume, copper-dilute AMS. A case study of the 4,000 gpm Cananea EMS®-AMS plant for the recovery of copper from an acid-pit-lake resource is described. The EMS® method of copper removal from AMD and tails pond waters has been bench-scale demonstrated and are described, complete with projected budgetary capital and operating costs. Additional treatments for the recovery of sulfuric acid and high-quality water from the permeate (membrane passing) waters for the above-described AMS treatments are presented, with budgetary capital and operating cost estimates. The surface heat transfer coefficient is measure of the rate of heat transfer from exposed rock surfaces to the ventilating air. Knowledge of its value is of particular importance to accurately simulate the early stages of rock cooling after the opening of an excavation. A number of theoretical formulae for the calculation of the coefficient are available for use in mine climate simulation. However, direct determination by in situ measurement is preferred. Instrumentation, which has been developed for in situ mine measurement, and experimental procedures involving measurement at varying air velocities, are described. In a major study covering four Australian underground mines, the system has been used to determine surface heat transfer coefficients. A direct relationship was clearly established between the measured surface heat transfer coefficient and air velocity. Comparison is made between experimental results and those previously measured or calculated by others. The relationship established can be described by an equation and holds for air velocities above 0.4 mls. The derived relationship was con- firmed at all mines tested and is independent of geology and tunnel dimensions found in modern mines.

Installation of a Load Commutated Inverter (LCI) provides an economical method for conversion of a Fixed Speed Semi-Autogenous Grinding Mill into one with variable speed, qualities. Though capital intensive, the conversion appears to be one of the most cost-effective methods to gain the advantage of critical speed variations for variable ore characteristics. Expected advantages from the installation of LCI drives at the Goldstrike Mine were decreased liner wear, decreased media consumption and additional grind for increased production rates. These issues as well as construction, economics and performance will be discussed in the presentation. The utilization of the existing equipment came to play an integral part of the study and economic justification of the overall project.

The long-awaited COSMAR study prepared under the auspices of the National Academy of Science reaches one emphatic conclusion that has been enthusiastically seconded by the mining industry: The 1977 federal surface mining act is "poorly suited" as a vehicle to regulate noncoal mining. Though the industry greeted the report with approval, the weight it will carry and the extent of its impact are yet to be felt. The COSMAR report makes no recommendations-that's a job left to the Administration's Council on Environmental Quality-and the prospect of legislation still hovers. For a closer look at the study, MINING ENGINEERING talked to COSMAR committee chairman James Boyd, a well-known presence in the mining arena for over 50 years. After highlighting some of the study's major points, Dr. Boyd comments on the report's impact and possible repercussions. Dr. Boyd, for those readers who haven't seen the COSMAR report, would you summarize some of its major findings? The committee analyzed the surface mining act to determine if it was applicable to noncoal mining and found that there were provisions of the act that either could not be met by existing technology or would be extremely difficult and not necessarily beneficial to adapt. We found that most noncoal mineral mines, despite their obvious diversity, can be considered in two major groups: 93% of all mines move 45% of all materials mined (mostly small units mining construction materials); and the few gigantic regional operations (2%)-copper, iron, phosphate, and uranium mines-that move 50% of the material. With few exceptions, neither of the two groups is amenable to the coal mining practices addressed by the act. The strip mine law was designed for coal mining, where land is regraded, revegetated, and returned to usefulness. In contrast, construction mineral quarries supply local needs for decades, remove most of the material from the immediate vicinity, and cannot be returned to their premining uses (though they have innumerable other valuable uses). The nation's huge mineral deposits require enormous capital investments, are vital to the nation's economy, and can take centuries to exploit. Any attempt to return these locations to premining use would be illogical. Pebble phosphate in Florida and red-bed copper in Oklahoma come near to meeting the conditions contemplated in the act. Expert control of grinding and flotation plants has been successfully used in the minerals industry since the 1970?s. The earliest of these systems were written in a hard-coded fashion in FORTRAN, BASIC or Pascal. Second generation systems were built using the first experimental expert system shells that were being developed in the artificial intelligence community. Later systems were deployed in expert systems designed for real-time processing plants that also include the ability to model the process with neural network models and optimize setpoint selection through the use of genetic algorithms. [1,2] In spite of the fact that significant performance increases have been achieved using these systems they are not perfect and can be improved. They suffer from the static nature of their rules and to a degree the process models. There is an opportunity to further increase system performance by systematically taking advantage of the tremendous amount of data produced by the expert system to improve the design, the heuristic rules, the model topologies and the use of the models. Data mining refers to extracting or mining knowledge from large amounts of data where the objective is to automatically analyze, classify and summarize the data to automatically discover and characterize trends in it and to automatically flag anomalies. [3] Clearly, modern process control systems are capable of collecting vast amounts of data. Without a doubt, these data contain important information on the operation of our plants and their ultimate optimization. Coupling the information mined from these data with Expert Control Systems should produce more effective control and greater knowledge of the grinding process and the flotation process. Now, with the advent of effective monitoring of entire minerals plant electric consumption it is possible to not only optimize plant production in real-time it is possible to analyze total plant electrical consumption and incorporate it into the plant control logic thereby improving the overall plant economic performance. This is particularly important with the ever more complex power contracts that plants operate under.

The aggregates industry is the largest minerals industry in the United States producing over 2.6 billion metric tons of crushed stone, sand and gravel annually. Approximately 5% of that production is fine material, passing a 75-micron mesh sieve. Of that amount, about 77% is not sold and represents one of the major industry issues. The material accumulates in stockpiles and settling ponds having an operational and economic impact on the site’s bottom line. Many factors cause this material to be produced: from blasting and processing techniques all the way to end use specifications.

The prevention of acid mine drainage (AMD) in situ is more attractive than down-gradient treatment alternatives that do not involve source control. AMD source control can be achieved by shifting the microbial activity in the sulfidic rock from pyrite oxidation to anaerobic heterotrophic activity. This is achieved by adding biodegradable organic carbon amendments to the sulfidic rock. This technique was applied to an abandoned coal mine pool in Pennsylvania. The pool had a pH of 3.0 to 3.5. Following treatment, near-neutral pH and decreased effluent heavy metal concentrations were achieved. In situ bioremediation by the enhancement of bacterial iron and sulfate reduction is a promising technology for AMD prevention.

Thallium is not significantly removed from mining influenced water (MIW) through conventional treatment in hydroxide precipitation plants. We experimentally investigated modifications to hydroxide precipitation schemes to concurrently remove thallium. Our goal was to determine cost effective and efficient hydroxide precipitation process modifications for thallium removal. Strategies for removal targeted multiple mechanisms including sorption, co-precipitation and/or oxidation of monovalent thallium. Modifications were tested in batch and included oxidant evaluation and the role of manganese. Removal of thallium was enhanced by the addition of permanganate as well as oxygen by aeration. In addition, contact with retained solids and the initial manganese concentration played an important role in the extent of thallium removal observed. This paper reports on our findings and discusses the implications in the removal of thallium with minor modifications to the hydroxide precipitation process.

Marble is a preferred surfacing material in up-scale buildings. Its use increased in the 1870's with rising national wealth and declined in the 1950's when synthetic materials for these applications were developed. Natural marble is now limited to high-end domestic and commercial structures. Cultured marble is a paste of white marble dust and polyester resin cured in molds yielding fixtures of specific finished dimensions. Dyes incorporated at different stages in the mixing cycle mimic shades and veining of natural marble. This paper discusses the filler requirements for cultured marble production and reviews new techniques to cut and finish natural marble.

In addition to compliance with government emissions and reporting requirements, mining and mineral processing companies are increasing energy efficiency to reduce costs and become more competitive in the global marketplace. One of the major obstacles to identifying opportunities for increased energy efficiency is the lack of readily available data on energy use, and more importantly the energy use linked to production data, that identify energy reduction opportunities. As well as energy reduction, mining and mineral processing companies often struggle with the prediction of energy use, and are often penalized for under or over forecasting. Once again, it is the lack of timely information that makes this prediction difficult. This paper looks at expanding the use of a Manufacturing Execution Systems by integrating with Energy Solutions. This will provide automatic, timely information, at a granularity that makes it easier to identify energy reduction opportunities, reduce energy costs, and better predict energy use in a mining and mineral processing operation.

The SFR system utilizes a skimmer or extractor placed at or near the slurry-froth interface where there is a higher concentration of valuable mineral particles. With assistance of hydrocyclones, it is possible to classify the extracted particles into coarse and fine particle streams, that can be handled separately. It also allows the coarser solids to be separated from entrained low-value fines. The first test results with the SFR system significantly improved both coarse and fine particle recovery in a flotation cell. The SFR system was tested in the flotation circuit at a copper-moly concentrator, and the results show that the use of the skimmer has huge potential to increase the froth recovery (Rf) of both molybdenum and copper.

The Nchanga Cu-Co ore deposit of the Zambian Copperbelt, is hosted in Neoproterozoic siliciclastic-carbonate sedimentary rocks, and it consists of two orebodies: the Lower Orebody (shale) and the Upper Orebody (arkose). Refractory Cu ores present in the Upper Orebody comprise 150 Mt with average 0.87% Cu, and are characterized by inadequate recovery of copper by leaching. This materials characterization study, conducted on refractory ore samples from the Upper Orebody using optical microscopy, QEMSCAN®, and microprobe, has shown that copper occurs mainly in biotite, phlogopite, malachite, pseudomalachite and goethite. QEMSCAN® has quantified the abundance of each phase and total Cu deportment in each phase.

San Juan Coal Co. (SJCC) operates an underground coal mine near Farmington, NM. Continuous miners and a longwall produce 6.3 to 7.2 Mt/a (7 million to 8 million stpy). SJCC is owned and operated by BHP Billiton. The coal seam at SJCC has been shown to have a propensity for spontaneous combustion. As such, during the feasibility study for this project, it was elected to use a bleederless ventilation system on the longwall. Due to the combination of spontaneous combustion, methane liberation and, to a lesser extent, hydrogen sulfide, a typical wraparound ventilation system would not be appropriate. Three-entry gate roads are developed, and the longwall gob is sealed as mining progresses. SJCC uses a nitrogen injection system to continuously inertize the gob.

Good times make for happy miners. And the past few years have seen a lot of smiling mining engineers, geologists, metallurgists, corporate executives, analysts, investment bankers and shareholders. And nowhere was that more evident than at the 74th Prospectors and Developers Association of Canada’s (PDAC) annual meeting. The meeting, held in Toronto March 5-8, attracted a record 14,500 people. Of those, the PDAC said attendees came from an estimated 100 countries. And about 40 countries sent national delegations to the meeting. Argentina, for example, sent nearly 100 people. The PDAC meeting has always been a event where companies and individuals can get a look at numerous properties in all parts of the world that could potentially become major mines. And through the many receptions, hospitality suites and just sitting in the local restaurants and taverns, deals are usually made.

A novel impedance probe has been commissioned specifically for capturing fast dynamic information about filtration processes. It provides an attractive alternative to more complex measurement techniques in situations where the slurry system is primarily one-dimensional. The probe can monitor mud-line, slurry densification and drainage. Dynamic variations in cake permeability are obtained by combining dynamic mud-line information obtained with the probe and filtrate rate data derived from a leaf test apparatus. The measurements are re-viewed in relation to micro structural measurements obtained on iron ore filter cakes. The practical significance of these measurements for optimization of the filtration process is discussed.

Groundwater inflows during construction pose one of the greatest risks to the successful completion of tunnel projects. Inflows can result in safety concerns, difficulty in mining and ground support, impact sensitive environmental habitats, create surface settlement and increase costs. Adequately planned pre-excavation grouting programs benefit both the Owner and Contractor in reducing risks and controlling project costs and potential schedule delays. This paper outlines strategic guidelines for assessment of site conditions for pre-excavation grouting hard rock tunnels. It also describes the design of pre-excavation grouting programs with respect to project requirements.

Due to safety-imposed constraints on clearances for mobile bulk handling equipment, it is necessary to optimally select a unit based on speed and size. The unit cannot be both large and fast. Since output is proportional to both size (or capacity) and speed, the combination must be carefully examined to maximize output. A simple graphical procedure and a calculus-based solution are presented to accomplish this. While the procedure applies to all mobile bulk handlers, as an example of the solution technique, attention is focused on shuttle cars. Background Major variables To fully define a bulk handling problem, the conditions, equipment, and activities must be characterized. The conditions and activities, when lumped together, are termed "encumbered space," since they "act to impede motion, as with a burden" (Lineberry, 1979). The insertion of mobile bulk handling equipment into what is already a difficult set of conditions and activities compounds the state of encumbrance, as limited space is competed for by many normal and life support systems. Long (1972) recognized the effects of design criteria, including road width, on haulage vehicle speed and, therefore, on production. Velocity -clearance curves Velocity-clearance curves are either available or can be constructed in the field. A preliminary set of curves for average conditions and activities is shown in Fig. 1, where clearances are only for the side of the vehicle (Lineberry and Adler, 1984). These curves set the safe speed limits for a vehicle operating at given clearances, under given conditions and activities. When feasible, velocity-clearance curves should be constructed through field measurement and observation. Curve construction should also consider haulway roughness, distances, and operator skill, as well as loading and dumping characteristics. It should be noted that haulage capacity determination is a total systems problem, not one just dependent on velocity and clearances. Production requirements and company capabilities also influence capacity determination.

The timing was right for SME to celebrate its 50th anniversary in February as a member society of AIME. The mining industry is in the midst of a commodities boom that appears to have legs. Not only is the demand for metals, construction materials and the like increasing in developing nations, but developed nations have also seen the demand for those materials increase at impressive rates. So, in addition to networking and seeing old friends, attendees at the SME Annual Meeting and Exhibit in Denver, CO. Feb. 25-28, had several reasons to enjoy the week — a healthy industry and their society’s landmark anniversary. This annual meeting was held jointly with the Colorado Mining Association’s (CMA) 109th National Western Mining Conference.
