Shubart: George Delamater of Fort, Lauderdale, Florida scads greetings to his friends here at the meeting. O. F. Lewis: Thank yon, Stan. This morning we will start our meeting by turning it over to a very distinguished gentleman. I'm sure all of you know him. He started his work career many, many years ago, but lie doesn't look nearly this old, and his energy belies this. From 1.910 to 1916 he was a chemist with the American Smelting & Refining Co. at. Garfield, Utah. From 16 to '17 he was a broker with J. A. Hogle Company at Salt Lake. From 1917 to 1948 he was a metallurgist, ore buyer, assistant manager and later general manager of the Utah department. ASRC at Salt Lake City; and also president of the Garfield Chemical Co. Since 1951 to the present. time he has been President and General Manager of the Independent Coal & Coke Co. and Vice President of the Western Rock Bit Co. He has held many, many honorary positions; former Chairman of the Board of Regents of the University of Utah, former President of the Salt Lake Winter Sports Association, Past President. of the Community Chest there, and is presently a Director of National Coal Association, a Director of the First Security Bank of Salt Lake City, Utah, and also a Director of the Hotel Utah.

Dear Sir: Yours of July 23rd, relative to my appointment on the Safety Committee in connection with the Rocky Mountain Coal Mining Institute. As you say in your letter, "The duty of this committee is to draft suggestions as to safer mining practices with the idea of preventing disasters in coal mines." Much has been written and many suggestions made on this same subject, and it is very hard to put up further recommendations than have already been made. The disasters you mention in your letter unquestionably have direct reference to coal mine explosions, which from time to time still occur in this and other countries. As far as our Western mines are concerned, you know that sprinkling and shot firing by electricity have been very extensively carried out. Notwithstanding these precautions; we have had a few rather serious disasters in the past in these mines. I do not care to place any blame or responsibility on the companies having these disasters, but it is a fact that in each and all of them, after careful investigation has been made, that the human element has had more or less bearing on the accidents happening. From most reports that we gain, either directly or indirectly, it is very evident that investigation shows after an explosion that the rules governing one or both of the above safety measures have been somewhat carelessly or negligently carried out. Much has been written and read about rock dust sprinkling, but it is questionable if this method is doing a great deal toward the eliminating of disasters. While it is true it may have the effect of preventing propagation, still I do not believe anyone claims for it a sure preventative against initial explosions. I had occasion not long ago to visit a mine, after an explosion, in which dust barriers were supposed to be hung, and from indications it was quite evident that the dust barriers had been in operation, but they did not prevent the explosion from reaching all open parts of the mine. It is also true that profuse scattering of rock dust throughout a mine would have a beneficial effect, but there is a question arises here as to whether the sprinkling by rock dust or the spraying by water, if available, is the most effective. I am satisfied that if all coal mines are kept well sprinkled and all open workings maintained in a thorough moist condition, that the biggest factor in a coal mine explosion is in this way eliminated. There is no doubt but what the use of permissible powder, particularly if shot by electricity, has had a very marked effect on the number of disasters in mines, and if this method of shooting was energetically carried out there would be a difference in the number of explosions, both minor and Major, all over the country. Some of the recent explosions have taken place where no shooting was being done, but there is no denying the fact that the other ingredient, namely, coal dust, entered in the elements very extensively. The Trapper Mine is a large surface coal operation located in northwestern Colorado US. The coal seams at the mine dip an average of 8 degrees so, historically, their dragline pits have been orien-tated parallel to the dip of the coal seam to balance stripping ratios. However, the mine plan in the future G and Z pits is designed to take advantage of pit orientations that are parallel to the strike of the coal. During the initial presplit and cast blasts in G pit, significant slope damage occurred. This damage included the opening of joints and tension cracking. There was also block movement directly above the L coal seam, which is the main plane of weakness in the slope. A detailed site evaluation was conducted to develop specific blast design modifications to protect the slopes during future blasting. The modified de-signs successfully controlled vibration levels during the blasting of the Z pit box cut. This paper includes a review of the blast vibration related factors that influence slope stability along with a detailed discussion of the field tests and design modifications developed.

Thank you, Tom, I appreciate that generous introduction - and your generous welcome. When Doris Finnie asked me to speak here today, my decision to join you couldn't have been easier - for two reasons. First, I can't say no to an opportunity to return to Steamboat Springs. My family has wonderful memories of skiing here. And this time of year, golf in the mountains is so good you almost don't miss the skiing. The second reason this was such an easy decision is that The Rocky Mountain Coal Mining Institute is such an important forum for the coal industry, and it's certainly important to Peabody. We have mines in five western states - Arizona, Colorado, Montana, New Mexico and Wyoming. Last year, our western mines produced more than 110 million tons of coal. That's about two-thirds of our total domestic production. So western states are obviously critical to us. A couple of weeks ago, the west became even more significant to Peabody. Of course, I'm speaking of PacifiCorp's planned acquisition of The Energy Group - including Peabody - announced the middle of this month. Admittedly, when I agreed to speak here - some months ago - I had no idea just how much change Peabody would face in this relatively brief period. Still, not knowing then about the PacifiCorp announcement, I chose change as the subject for this talk. I'll update you on our recent news. But, first I want to establish a broad context for the PacifiCorp/Energy Group announcement and other change in the electricity business, change here in the United States and all over the world. ? We'll see how change is driven by two major trends - privatization in emerging markets and deregulation in mature markets, In turn, those two trends will cause ever-increasing consolidation - in both the coal industry and the broader power industry. ? After outlining those trends, I'll discuss the change that will dramatically affect Peabody following the announcement a week ago that PacifiCorp and The Energy Group intend to join forces to create one of the world's largest international integrated energy companies - an event that adds considerable credibility to the prophesies I'll outline in my remarks today. ? Finally, I will discuss an issue that threatens our industry's future - and, indeed, the economic future of all Americans. That issue is the inappropriate response to the unproven possibility of global climate change. Let's set the stage for change. And let's begin with the first trend I mentioned - the trend to privatization in developing economies. What drives the trend to privatization? Economics. It's all about the supply and demand of capital. And the engine that drives the supply/demand ratio is growth in electricity demand - tremendous growth in demand in developing economies. The U.S. EIA projects worldwide growth in electricity demand at 63 percent between 1990 and 2010, most of it in developing countries. This strong growth means that a new 500 MW power plant will be needed every three and one-half days until the year 2010. Now, if we say that a 500 MW plant will cost about $500 million dollars, we're talking about a bill of about $1 billion dollars a week - through 2010. That voracious demand for capital drives the trend to privatization. It means countries in Eastern Europe and the former Soviet Union want to sell generating assets. And Asian countries - for example, India, Indonesia and the Philippines - want to find private investors to build power plants. Privatization already is well underway. In the future, it will grow, with countries in South America, Central America, and Africa joining the trend. Bottom line: The privatization trend means rich new opportunities for companies willing to think beyond "business as usual." Meanwhile, developed economies face a different but no less fundamental change. Western European countries, the United States and Australia face deregulation. Why does deregulation represent such a big change? Consider a few basic facts about the U.S. electricity market to see what a big change -

At the Annual Meeting of the RMCMI Board of Directors held June 29, 1985, the following amendments to the corporation bylaws Article III were made: Section 2. Advisory Board. There shall be an Advisory Board of Directors which shall be com- posed of all former presidents of the corporation and of the unincorporated association, also known as The Rocky Mountain Coal Mining Institute, of which the corporation is the successor. The Advisory Board shall periodically review the philosophy and policies of the corporation and make recommendations concerning the same to the Board of Directors. The Advisory Board shall hold an annual meeting at the same place as and immediately pre- ceding the annual meeting of the members in each year and written notice stating the place, day, and hour of the meeting shall be given or mailed to each member of the Advisory Board at least thirty days prior to the date fixed for such annual meeting. The annual meeting of the Advisory Board shall be for the purpose of electing a chairman from among its members and the person so elected chairman shall also serve as a member of the Board of Directors of the corporation. The Advisory Board shall meet at such other times and conduct its affairs in such a manner as it shall determine from time to time by resolution. Section 4. Regular Meetings. A regular meeting of the Board of Directors shall be held immediately following the annual meeting of the members, at the site of the annual meeting of the members, the day and time to be fixed by the Board of Directors at its annual meeting immediately pre- ceding the annual meeting of the members in each year, without the necessity of any other or advance notice. Such regular meeting of the Board of Directors shall be for the purpose of considering committee appointments, and for the transaction of such other business as may come before the meeting. A regular meeting of the Board of Directors shall also be held in the Fall of each year following the annual meeting of the members and written notice stating the place day and hour of the meeting shall be given or mailed each member of the Board of Directors at least thirty days prior to the date fixed for such regular meeting. Such Fall regular meeting of the Board of Directors shall be for the purpose of receiving the treasurer's annual financial report of the previous fiscal year as reviewed and approved by the auditor, to take action on the budget, and for the transaction of such other business as may come before the meeting. Section 8. Standing Committees. The Board of Directors may create by resolution adopted by a majority of the entire Board of Directors, a Bylaws and Resolutions Committee, a Nominating Committee, a Finance Committee, and one or more other committees each of which shall consist of two or more directors and which shall have and may exercise such authority in the management of the corporation as shall be provided in such resolution or in these bylaws. Section 9. Ad Hoc committees. The Board of Directors from time to time may by resolution create a Membership Committee, a Scholarship Committee, an Education Committee, various convention committees, and one or more other committees each of which shall consist of members of the corporation and which shall have and may exercise such authority, other than in connection with the management of the corporation, as the Board of Directors may determine. MINUTES of the Rocky Mountain Coal Mining Institute 81 st Member Annual Business Meeting July 2, 1985 The 81st Annual Business Meeting of the mem¬bers of The Rocky Mountain Coal Mining Institute was called to order by the president, Charles W. Margolf at 1:35 p.m. Tuesday, July 2, 1985 in the Windom Peak Room of the Tamarron Resort near Durango, Colorado. Thirty members were present and a quorum was established. It was moved by Bill Balaz, seconded and car¬ried to dispense with the reading of the minutes as these were published on pages 67 thru 77 of the 1984 issue of the Proceedings. The chair called for reports of the various com¬mittees and these reports will be placed on file in the RMCMI Office. Bylaws and Resolutions. Chairman Loren V. Linville reported that the Board of Directors had adopted changes to Article III, Sections 2, 4, 8 and 9 calling for clarification of Ad Hoc and Standing Committees as well as setting forth a purpose for the Advisory Board meetings and stating a time for an annual meeting. RMCMI members were welcomed at 12:30 p.m. by President McKeever. Following the luncheon held at the Conference Center, McKeever introduced Mr. Brooks Mitchell who is President, Human Resources Management, Inc. in Richardson, Texas. His topic was "Perspective on the Last Five Years. " The RMCMI Championship Tennis Tournament was held at the Marriott's Mark courts under the direction of Chairman Alan W. Czarnowsky and his committee members Mary Kay Aisenbrey and Jon Pratt. EVENING Tuesday, June 29, 1982 From 6:00 to 9:00 p.m. a Mini-Banquet was held for the young people of RMCMI members in the East Room of Lionsquare Gore Creek Lodge. The 6:00 p.m. time found RMCMI members gathered for a social hour at Marriott's Mark poolside, The Annual Speechless banquet followed at 7:00 p.m. in the Conference Center. After the dinner, President McKeever introduced the Golf and Tennis Chairmen who announced the prize winners. Robert W. Wilson, Chairman of the Nominating Committee, presented the following slate of officers for 1982-83: President, Vernal Mortensen; Vice Presidents-Colorado, Charles W. Margolf; Montana, Art K. Neill; New Mexico, Robert Diederick; North Dakota, James A. Brown; Utah, Bernard Bernstrom and Wyoming, John T. Goodier. It was moved by Loren V. Linville, seconded and carried that the elective ballot of RMCMI be cast for the officers as nominated. Mr. Wilson advised RMCMI that a successor to Mrs. Whiteside would be selected at a later date by the Committee and Executive Board inasmuch as Mrs. Whiteside's resignation had been received only ten days earlier and there had been no time for interviews. There being no further business, the meeting was adjourned at 9:30 p.m. MORNING SESSION Wednesday, June 29, 1982 President McKeever called the meeting to order at 9:30 a.m. in Salon A of the Marriott's Mark. New business included a report of the Auditing Committee and it was moved by Chairman Paul Hronich, seconded and carried that the Financial Report as prepared by the Treasurer, Mrs. Augusta Whiteside, be approved as submitted. Ladies and Gentlemen: At the request of Mr. J. M. Jennings, chairman of the General Committee on arrangements during the convention of the Rocky Mountain Coal Mining Institute here, I have endeavored to prepare a brief description of the Columbia Steel Corporation's tipple at Columbia, Utah, and its operations, but [ ] from the fact that you have already listened to, and have been interested I'm sure, in the description given by Mr. Jennings and Mr. Murphy, on tipple construction and operations, I am taking the liberty, with your permission, to embody in my paper a description of our haulage and ventilation systems at Columbia, which I hope will be, in a measure, also interesting to you. As many of you know, we are mining on a Multiple Panel System, which while comparatively new in Carbon County, is being used successfully in various mining districts of the United States. Mine The Columbia mine is situated about four miles south of Sunnyside, Utah, at an elevation of 6,760 feet at the portal or main entrance of mine. [ ] From this portal, the main air intake or solid rock tunnel, about 1,600 feet long, runs into the mountain in an easterly direction to an intersection of the coal vein on a grade of 0.5 of one per cent in favor of the loads. There this main entry divides and forms two main entries. These are run in parallel with 100-foot chain pillars between them and protected with 150-foot barrier pillars on each side, and run into the coal in a southerly direction on a 0.5 of one per cent grade in favor of the loads for a dis-

The 81 st Regular Meeting and convention was called to order by the President, Charles W. Margolf at 9:00 a.m. Monday, July l, 1985 in the Silverton Room of Tamarron, a resort hotel near Durango, Colorado. President Margolf welcomed the members and others in attendance to the convention and noted his theme of "Make It Happen!" He introduced those present of the 1985-86 Board of Directors and Officers who were elected by the Board of Directors at their Annual Meeting June 29. They were: Arthur K. Neill, President; Bernard Bernstrom, President-Elect; Loren V. Linville, Convention Liaison Officer; Vice Presidents Douglas J. Hammer of Colorado, C. Joe Presley of Montana, Alva L. Smith of New Mexico, Fred Wertz of North Dakota, Rex Berry of Utah and Thomas J. Lien of Wyoming; and Doris G. Finnie, Executive Secretary & Treasurer. He also introduced Ira. E. He introduced Robert W. Wilson, President of the Institute 1975-1976. PRESIDENT MOSES: Mr. Hall, can you tell us something that will help our cause? R. DAWSON HALL: I did not want to tell anything; I wanted rather to say something, if. I said anything at all, about my impressions regarding the safety of the mines in the West. We heard yesterday how terribly dangerous they were, and I think that is due to the natural conditions. It is interesting to note that many of the developments of safety, which you will find all through the country, had their origin here in the Rocky Mountain States. It has not been because the Rocky Mountain States have been negligent - though, of course, they could have been more active - but it is becaues the conditions have been such as to make accidents more numerous. Rock dusting by mechanical means was used here before any other country adopted it, let alone the United States. It is true that rock dusting was started in England; but it was by hand, as it remained with the Victor -American Fuel Company to be the first to distribute rock dust by machines, and that is to the credit of Mr. Murray, who was the man that did the original dusting in those mines. It was at Delagua, they put up shelving and put dust on it; they used the adobe, and Mr. Pryde, at Reliance, very early in the game, put dust in the Reliance Mines, and some of the dust, I believe, is there yet but they can hardly find it for the new dust. That is not all. I believe it was first in the Utah Fuel Company's mine that incombustible clay was used for stemming, and in the East, where we were in the habit of using slack entirely, that was a big advantage. Another thing that the West has originated has been the wetting of the chain in cutting. The people in Alabama took a great deal of credit for having used that very early, but not as early as Mr. Brennan did at the Hanna Mine, he having used water on the cutter bits in 1913. Another development was that the Phelps Dodge Corporation were the first people to use, I believe in the United States, storage battery locomotives for main haulage, and while they didn't go ahead with that, so far as putting in power trucks and mining machines, until just recently-I think the Consolidation Coal Company in the East managed to get ahead of them in that development,-notwith-standing, they were the earliest to use it for main haulage. When I came through this section of the country, in 1912, I think it was, I went through the mines of the Union Pacific Coal Company. I was surprised to see the extent to which fire-proofing had been carried out in that mine, with regard to non-combustible brattices and overcasts, which were of concrete; even the boxes were covered with sheet metal. They were very far ahad of us in that respect; far, far ahead of us in the East, because the East has its favorable conditions in the fact that most of the lump in the mines is more or less wet all the time. Another safety provision which has been taken by the Utah Fuel Company, was shooting from the surface. That has not spread very much in the, East, but it has been used in Oklahoma and the middle West. I think there is plenty of evidence that the Western people have been thinking for themselves, in going ahead and' establishing new standards in Safety. One of the most unusual things is this Safety Committee, permanent Safety Committee of the Rocky Mountain Coal Mining Institute, which has been endeavoring here to find out the conditions under which safety cant best be practiced. I think it is those who venture to. criticize the West that) have to show that in the East there is not the spirit which has led the Rocky Mountain region to endeavor to reduce its very terrible death rate that really exists. It has to be faced and it furnishes a cause, an incentive; for further work toward safety; but none can deny that the desire of the western mining man has been to find

Pictured on these pages are the seven RMCMI Scholarship Award Winners for the 1987-88 year followed by a brief profile. Six of the winners were present as RMCMI guests at the June convention in Breckenridge, Colorado to receive their recognition plaques at the welcome session held Monday, June 27, 1988. In addition to the plaques, each winner receives $500.00 to be used toward tuition in the coming academic year. Also, as this is a continuing award, the winners from the previous year will also receive an additional $500.00 for tuition use in their senior years provided they have maintained a good academic standing and are recommended by their university. Criteria for these awards is (1) That the award be made in the spring to a sophomore student to be used toward tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program was extended in early 1988 to include curricula other than mining department, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member. Bowler University of Arizona Tucson, Arizona Tony has taken a well balanced curriculum and at the same time maintained significant progress toward a Geological Engineering degree. He is interested in computer science and programs as a hobby He is the master of several computer languages including machine language on different personal computers. [ ] Christopher Taylor Colorado School of Mines Golden, Colorado Before matriculating at Mines, Chris served four years with the U.S. Army Special Forces attaining the rank of sergeant. He is active in the military, serving in the Reserves and R.O.T.C. This duty precluded his attendance at the Breckenridge meeting. He plans to get summer work experience in mining before graduation and is interested in the managerial and technical aspects of the mining business. [ ] Laverne West New Mexico Institute of Mining & Technology Socorro, New Mexico A native American of Laguna/Navajo ethnic origin, Laverne graduated from the Sante Fe Indian School as valedictorian. She served as both secretary and president of the American Indian Science & Engineering Society. She works at the Nevada Test Site with contractors assisting project engineers in a variety of jobs. She plans to earn a dual degree in Mining and Geological Engineering then pursue a Master's degree in Mineral Economics at the University of California at Berkeley. Among her honors are a four year scholarship from Sante Fe Southern Pacific Foundation, a one year scholarship from Mobil Oil Corporation and another from Eastman Kodak.
