The coal stripping project of the Edna Coal Company in Routt County, Colorado, near Oak Creek, is not greatly different than many other such projects in the United States-with two rather significant exceptions. The project is at an altitude of approximately 8,000 feet, and the topography is that characteristic of mountainous terrain. The first exception-that of high altitude-makes year round operation a challenge. The second exception-that of rugged topography makes the haulage of materials a difficult task.

?Twowinters ago, what had been a mediocre safety record at West Virginia?s Sago Mine grew dramatically worse. Over 23 months beginning in February 2004, two dozen miners were hurt in a string of accidents, some of them caused by rock chunks falling from the mine ceiling. Federal safety inspectors slapped the mine with citations 273 times, or an average of once every 2 ½ days. Despite this record, the price paid by Sago?s operators was light. Government regulators never publicly discussed shutting down themine and never sought criminal sanctions. The biggest single fine was $440, about 0.0004 percent of the $110 million net profit reported last year by the mine?s current owner.? -Washington Post, January 8, 2006

Dear Sir: Yours of July 23rd, relative to my appointment on the Safety Committee in connection with the Rocky Mountain Coal Mining Institute. As you say in your letter, "The duty of this committee is to draft suggestions as to safer mining practices with the idea of preventing disasters in coal mines." Much has been written and many suggestions made on this same subject, and it is very hard to put up further recommendations than have already been made. The disasters you mention in your letter unquestionably have direct reference to coal mine explosions, which from time to time still occur in this and other countries. As far as our Western mines are concerned, you know that sprinkling and shot firing by electricity have been very extensively carried out. Notwithstanding these precautions; we have had a few rather serious disasters in the past in these mines. I do not care to place any blame or responsibility on the companies having these disasters, but it is a fact that in each and all of them, after careful investigation has been made, that the human element has had more or less bearing on the accidents happening. From most reports that we gain, either directly or indirectly, it is very evident that investigation shows after an explosion that the rules governing one or both of the above safety measures have been somewhat carelessly or negligently carried out. Much has been written and read about rock dust sprinkling, but it is questionable if this method is doing a great deal toward the eliminating of disasters. While it is true it may have the effect of preventing propagation, still I do not believe anyone claims for it a sure preventative against initial explosions. I had occasion not long ago to visit a mine, after an explosion, in which dust barriers were supposed to be hung, and from indications it was quite evident that the dust barriers had been in operation, but they did not prevent the explosion from reaching. all open parts of the mine. It is also true that profuse scattering of rock dust throughout a mine would have a beneficial effect, but there is a question arises here as to whether the sprinkling by rock dust or the spraying by water, if available, is the most effective. I am satisfied that if all coal mines are kept well sprinkled and all open workings maintained in a thorough moist condition, that the biggest factor in a coal mine explosion is in this way eliminated. There is no doubt but what the use of permissible powder, particularly if shot by electricity, has had a very marked effect on the number of dis¬asters in mines, and if this method of shooting was energetically carried out there would be a difference in the number of explosions, both minor and Major, all over the country. Some of the recent explosions have taken place where no shooting was being done, but there is no denying the fact that the other ingredient, namely, coal dust, entered in the elements very extensively. Trevorrow, Safety Director, Bituminous Coal Operators' Association, Washington, D. C., who spoke on "Recent Developments for Improving Safety in Underground Coal Mines." (Refer to the index for the printed text of this paper.) Following Mr. Trevorrow's paper, James Westfield, U. S. Bureau of Mines, Washington, D. C., spoke briefly to the group or some of the new methods of controlling fire mentioned in Mr. Trevorrow's paper. Mr. Westfield stated that the Foam plug had been used in the Bureau's experimental mine, and was also used in New Mexico, but was not successful in putting out the lire. In a recent fire in Southwest Virginia where 18 men were lost, the foam plug was used after the fire had been burning for about 6 or 7 days. It did have a good effect, but the section had to be finally sealed off. In a fire in Pennsylvania about 2 weeks ago, the foam plug was put into action after about 9 hours. Although the section was finally sealed, managers of the mine credited the foam plug in saving the mine. Mr. Westfield stated that equipment must be at hand when fighting a fire; that time wasted in securing proper equipment may make the difference. Mr. Westfield also stated that as late as 2 months ago, it seemed that a methane monitoring device was as far as 4 or 5 years away. Now it is expected that it may be put in production within the year. Experimental models are in use in Pennsylvania and West Virginia. Mr. Westfield concluded by complimenting Mr. Trevorrow on his excellent paper.

Profiled on these pages are the eight RMCMI 1997 Scholarship Award winners. All eight winners were present as guests of the Institute at the June convention at Steamboat Springs, Colorado. Each received recognition at the Institute Awards Luncheon Monday, June 30, 1997. Each state vice president served as host for the collegiate winner and his firm provided travel and hotel expenses. In addition to receiving a plaque from the Scholarship Chairman, Alan Czarnowsky, each winner receives $1,000 tuition credit for the coming academic year, as well as transportation, hotel lodging and meals at convention as guests of the Institute. Because this is a continuing award, the winners from the previous year also receive a $1,000 tuition credit in their senior year if recommended by the dean of the college or university and if they remain full time students. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards made annually is that the recipient (1) Is a full time sophomore student who will use the tuition credit during the junior year. (2) Be both a U.S. citizen and a resident of the member state. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in western coal as a possible career path. The scholarship program includes curricula other than in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholarship program. A listing of current donors is found elsewhere in this book. Travis Naugle Montana Tech - Butte, Montana Travis, the son of Chelsea and David Naugle of Tempe, Arizona is a student at Montana Tech. He is well-rounded with studies, various athletic endeavors, campus D.J. position, and as a residence officer. He is now the Public Relations Director for KMSM-FM radio in Butte, MT. A Tempe High School graduate, Travis plans to work in coal extraction once he receives his Mining Engineering degree. [ ] COLORADO WINNER Suzanne Maddux Colorado State University - Fort Collins, Colorado Suzanne, the daughter of Janet Maddux of Arroyo Grande, CA and Lelen Maddux of Santa Margarita, CA, is the first scholarship recipient at Colorado State University. She is pursuing a degree in Civil Engineering. Since 1992 she has been working with TerraMatrix Inc. in Steamboat Springs and Fort Collins, Colorado which has offered her insight to the western mining industry. She has volunteered with Larimer County Partner (a big sister program) and has continued to be involved in many athletic endeavors.

The operation of gaseous mines is a problem, due to the fact that we have not only the ordinary mine accidents to guard against, but have also the ever present menace of a mine disaster involving a large number of human lives, and the destruction of valuable property. In looking over the reports of mine disasters throughout the country in the past several years, we find that methane gas, coming in contact with an ignition agency of some kind, has been the source of at least 75 per cent of our mine explosions. Coal dust, of course, plays its part in propagating the explosive action throughout the mine workings and rendering it more violent and destructive; nevertheless, the initial ignition of a body of explosive gas-sometimes of very small volume-has been the primer for the large majority of our mine disasters. We find also, that the places of initial ignition are most frequently found at the working faces, or in close proximity thereto. This is mainly due to the following reasons: First-The working faces are, as a rule, the places where methane gas is most freely generated. Second: They are places that are most poorly ventilated. Third-They are the places where ignition agencies are most frequently found. The sources of ignition, as a rule, consist of naked lights, the shooting -of shots, defective flame safety lamps, and electrical arcs. The problem, then, in the operation of gaseous mines, is primarily to so ventilate the working faces that an explosive mixture is not likely to occur, and to endeavor to keep away from the working faces all sources of ignition. To do both of these things may seem impossible. Nevertheless, by working along both of these directions, a great many disasters can be avoided. The efficient ventilation of the working faces is paramount. By efficient ventilation, we mean the continuous passing of large volumes of air at the working faces. This can only be accomplished by adequate ventilating equipment, capable of being driven by at least two independent and distinct sources of power, together with large, clean, straight air courses which are free of short turns, constructed areas, and leaky doors and stoppings. In other words, furnish a suitable course for its travel through the mine. Many of us sharpen our pencils and rack our brains to properly estimate the proper size pump and pipe equipment that may be needed to handle a certain amount of water. We estimate the size of copper conductors to a nicety. We immediately rush to repair leaks in our water, compressed air or electric lines. But how many of us give serious thought to the travel of the air through our mines, the health and safety-giving fluid on which so much depends! In driving air courses, a certain economical cross-sectional area should be adopted and maintained as standard. When turns are necessary, they should be made with long radius curves, and the cross-sectional area should be increased on the curves. All entry stoppings should preferably be built of monolithic concrete, with suitable hitches into floor and ribs, and after the concrete has set, they should be examined and leaks due to shrinkage and settling should be eliminated. Overcasts and their approaches should have cross-sectional areas larger than the entries leading to them, to allow for the sudden change of direction, bearing in mind that air wants to travel in straight lines. The Tuesday morning session opened at 9:00 a.m. and was presided over by John Peperakis, Manager Sunnyside Mines, Kaiser Steel Corporation, Sunnyside, Utah. It consisted of a Round Table. The first speaker was Mr. G. A. Bennewitz, Market Director - Fuels - Denver & Rio Grande Western Railroad, Denver, Colorado. Subject - "Transportation." Mr. Gary Bennewitz has been a Market Director of the Rio Grande R.R. since February 1968. He joined the D&RGW in 1966. Mr. Bennewitz has a degree in Civil Engineering from The Cooper Union in New York City. Following graduation, he spent two years working with a consulting soil engineer. He then went to work for the New York Central R.R. as a Structural Engineer and Transportation Economist. He also had a year's stint at the Port of New York Authority before moving to Denver. His paper today deals with some of tile economic factors inherent in the development of an efficient, economic unit train system. His experience in this vein includes trains operating from the Sunnyside Mines, of Kaiser Steel, the coal delivery system to Geneva Works of U. S. Steel, and from the facility of Mid-Continent Coal & Coke Co. at Carbondale, Colo.

The eighth annual RMCMI Mine Rescue Evaluation was held during the 1999 Institute convention at the Crested Butte Marriott Resort, Colorado. [ ] Elliott Tsosie, Mary Rowell, Janna Aune, Guy Horton, Art Saenz and Bill Balaz were pleased with the 1999 Mine Rescue Program, The Mine Rescue committee is but one of 17 volunteer committees; this one co-chaired by Bill Balaz, Elliott Tsosie and Janna Aune. There were three evaluators, Art Saenz, Western Environmental; Mary Rowell, ProCare and Guy Horton, Horton Rope Rescue. Nine teams participated and brought 89 participants, 26 spouses, nine children and five teens. The teams were BHP LaPlata, BHP Navajo, BHP San Juan, all from Farmington, NM; Bridger Coal Co., Rock Springs, WY; The Coteau Properties Co., Beulah, ND; Northwestern Resources, Jewett, TX; Powder River Coal Co., Gillette, WY; Solvay Minerals, Green River, WY and Western Energy Co., Colstrip, MT. To observe were members from Centralia Mining Co., Centralia, WA. [ ] Evaluators: Mary Rowell, Guy Horton &Art Saenz The three professional evaluators provided challenging scenarios for the Mine Rescue participants on the grounds of the resort property. Some attending convention were alarmed to see stretchers with "victims" and phoned the hotel switchboard to report the catastrophe. Team members had no prior knowledge of what the scenarios might be and derails were provided only as they arrived at the scenario location, with one exception. Seven to ten or more articipants make up each team. Some teams also ring an alternate and team trainer. For identification purposes, the "victims" wore white shirts emblazoned both front and back with a red VICTIM designation. There was a staged demonstration by three response teams who had not previously worked together. This was enacted on the convention floor following a Technical Session meeting attended by about 200 members. Three response teams from BHP's Navajo and San Juan Mines together with Coteau Properties' Freedom Mine provided a demonstration of their response skills. For never having worked together before, they presented a very professional enactment. This is described at length in the Welcome Session copy. Training sessions were held Saturday and Sunday to enable the teams to prepare for the scenarios. A swap meet was Saturday evening for teams to swap hats, shirts, belt buckles, stickers etc. Each participant received a royal blue golf shirt and ivory cap with royal blue bill. Culmination of the Mine Rescue program was a Tuesday morning Awards breakfast when teams were presented with jade acrylic plaques. [ ] Teams participating in the Mine Rescue Evaluation received trophies on Tuesday morning. The captains above represent BHP-La Plata, BHP-Navajo, BHP¬San Juan, Bridger Coal Co., The Coteau Properties Co., Powder River Coal Co., Solvay Minerals, and Western Energy Co. Sponsors who contributed financially to the 1999 Mine Rescue program were Balaz & Associates, CMC, Civil Constructors, Colstrip Electric, Farmington Fire Equipment & Safety, Fisher Safety, Flanders Ellctric Motor Service, Magnum Metals, Richard Palmtag, Rocky Mountain Electric Motors, Sedona Consulting and Western Water Consultants.
