C. 7 Emergency Rescue Hoists There is a need, especially in mine development areas, for portable, on-call, man-rated equipment capable of lifting men through several hundred feet. Wire rope climbing equipment as shown in Figure 37 appears particularly suited to this need. It is portable, weighing approximately 100 lbs. , is currently man-rated for numerous above ground applications and can be electric or air powered. Commercial units currently have a lifting capacity of 1000 lbs. , and can be fitted with bosun' s chairs. Lifting speeds are in the 20-30 FPM range and the equipment is not depth limited. In a situation where miners are unable to climb to the top of a shaft this equipment could rapidly be anchored to the top of the shaft and lowered to them by hand. Since the self contained unit is controlled by the person travelling in the shaft he would be able to negotiate shaft obstruction himself. This would not be possible with other forms of easily deployed free-hanging equipment. The paper, "An Electromagnetic Roof and Rib Thickness Sensor" presented at The 12th WVU International Mining Electrotechnology Conference in 1992, presented the results of roof coal thickness measurements in underground mines and rib coal thickness measurements in highwall mines. The microwave sensor described uses a unique spatial modulation scheme created by antenna motion, along with frequency domain signal processing, to solve the problem of media, target, and antenna dispersion. This paper further describes the advantages of the unique frequency domain signal processing technology chosen by the U.S. Bureau of Mines in extending previously reported one-dimensional thickness measurement technology to the generation of a full three-dimensional underground image of the underground environment. The electromagnetic signature of a media, whether it is coal or other geological material, is its permeability and permittivity and the effect on the velocity and amplitude of an electromagnetic wave as it passes through. High-quality imaging cannot occur without the identification of, and correction for, the permittivity and permeability of each layer of a multilayer geological deposit. Clutter, or any signal that can interfere with target discrimination, usually comes from objects in the field of view for which there is no design control. These are nuisance targets with possibly very high contrasts compared to the real target. The only proven tool to reduce clutter is to increase spatial, spectral, and polarization diversity. This paper will describe some techniques being used by the U.S. Bureau of Mines to increase the information content of both single-dimensional and three-dimensional imaging systems through the identification of media distortion mechanisms made possible by the use of spatial/spectral sensor technology. These techniques will permit high quality imaging in an environment where the data is corrupted by dispersion and clutter.

This report describes a method developed by the Bureau of Mines for the determination of beryllium in coal ash. Samples are put into solution by standard wet chemical procedures. Interfering elements are complexed with Na2EDTA, and the beryllium is separated by extraction of its acetyl acetone complex with chloroform or carbon tetrachloride. Final determination is made with Beryllon II.

Results of the U.S. Bureau of Mines' survey of mineral resources in the Cuyama RARE II study area indicate there is no potential for metallic minerals and low potential for the development of gypsum resources. There are no producing or developing mines within the study area. The Santa Barbara Canyon Prospect contains 30,000 tons (27,000 t) of subeconmic gyspum resources, the Wagon Road Prospect 276,000 tons (250,000 t), and the Brush Fence Canyon 61,000 tons (55,000 t). Most of the resource in the Brush Fence Canyon Prospect is outside the area. Gypsum was not observed at the Cuyama River deposit. Present gypsum and gypsite requirements are being met by larger deposits closer to major markets. "Three men lost their lives in the Black Diamond Coal Mine near Seattle, Wash., recently while wearing oxygen breathing apparatus. The press dispatches stated that these men lost their lives while practicing with the apparatus. Later reports stated that the men died while attempting to make a trip 1200 feet down a 25 degree slope which was filled with black damp, in order to measure the amount of water that had accumulated at the bottom of the mine, and the trip was attempted with oxygen in the tanks of the apparatus with dials indicating only 45 minutes supply. The oxygen in the tank was used up and the men therefore lost their lives from a deficiency of air to breathe.In spite of all the education and training done by the Government to prevent accidents, men are prone occasionally to take unnecessary chances. Every piece of apparatus, no matter how perfect, has its limitations. The Government, through the agency of the Bureau of Mines, has trained many thousands of miners in the use of mine rescue apparatus. The training has been given to all miners who requested it, and the Bureau has gone to the extreme of urging miners to join the rescue and first-aid classes. In spite of all the efforts of the Government, men occasionally attempt the impossible."

"The term ""manjak"" is applied to a variety of bitumen or solid hydrocarbon occuring on the Island of Barbados, West Indies, and in Utah, Cuba, and Trinidad. The deposits on the latter island are found within a distance of three miles of San Fernando, the second largest town on the Island, and within three miles of the famous asphalt lake.In chemical composition, manjak is like asphalt. It is almost pure bitumen. Its melting point is, however, more than 4000F. whereas asphalt melts at 1000F. In composition, it consists of 80 to 90 per cent carbon, the balance being chief¬ly hydrogen, with a small quantity of sulfur. It resembles coal in appearance, is odorless, hard, and brittle. It is found in thin beds between layers of clay.The island of Trinidad is rich in this mineral resource. Its development has as yet hardly begun, and the exportations already made have been with the view of testing out the ma-terial. During 1918, exports to the United States were valued at about $3100, and in 1919, up to October 1, they totaled 41 tons, valued at $1900. Prior to 1900, manjak was mined on a small scale in Trinidad, but for various reasons, very little was done between 1900 and 1913. In the latter year, mining operations were resumed by the Trinidad-Tarouba Oil Development Company, of San Fernando. At the present time, there are five shafts, one of which has reached a 37 foot bed of manjak at a depth of 400 feet. Operations could be greatly extended if there were a greater demand for the material.It has not been found profitable to export manjak from Trinidad in the crude state as the price received, namely $35 per ton, hardly covers mining expenses. These are increased by the necessity for careful and thoro timbering on account of the clay formation.Compounds, made by combining manjak with mineral oil command fair local prices which have enabled mine operations to proceed at a profit. Experimentation is still in progress with different mixtures of manjak and oil for various purposes. The manjak, recently sent to the United States was for the purpose of ascertaining whether American oils would be more economical and useful for mixing with the manjak than the Trini¬dad oils. It is the plan to erect a plant very soon for the manufacture of a variety of manjak paints and compounds.Manjak is rapidly increasing in use, particularly in connection with the oil industry. It is produced in close proximity to the oil wells in Trinidad. It is boiled with oils at high temperatures and converted into compounds and paints for nearly every purpose where a preservative is needed, for example, on pipe lines, boilers, chimneys, and miscellaneous iron ware, machinery, etc. It is usually applied in the liquid state, hardening into a tough, rubberlike coating. It has low viscosity, and is not affected by ordinary heat. It makes an excellent insulating material and is impervious to both air and water. In hot and damp climates, like that of Trinidad where pipe lines quickly deteriorate, their life has been pro-longed for extended periods when painted with this material."

The Bureau of Mines, U.S. Department of the Interior, studied the use of manganese sea nodules for catalytic oxidation in air of 1 pct carbon monoxide, 1 pct propane, and 1 pct methane. Catalysts were prepared from both Pacific Ocean and Atlantic Ocean nodules and compared with a platinum catalyst using a fixed-bed, steady-state microreactor with gas chromatographic analysis. Combustion temperatures with manganese nodules were 50° to 100° C lower than those with the platinum catalyst. Ion-exchange addition of rare-earth promotors to the nodule catalyst decreased combustion temperatures an additional 5° to 45° C.

This chapter presents MSHA data on mine employment and active mining operations during 1986-1995. Figures 3-1 through 3-10 show, for each commodity, the location of mine operations in 1995, and employee hours and active mining operations by year during 1986-1995 for mine operators. For coal and nonmetal operators, the number of active mining operations and the number of employee hours decreased over the 10-year period. For metal operators, the number of active operations decreased, while the number of employee hours increased. For stone and sand and gravel operators, the number of active operations and the number of employee hours remained about the same. Figures 3-11 and 3-12 show that over the 10-year period, there was an increase in the proportion of hours worked by contractors in coal mining, while the overall employment decreased. For metal, nonmetal, stone, and sand and gravel combined, the proportion of contractor hours increased, with overall employment also increasing. Table 3-1 shows the distribution of hours worked during 1986-1995 by commodity and type of operation. For coal, the majority of hours worked were in underground mines. For metal, nonmetal, and stone, the largest number of hours worked were in mills and preparation plants. For sand and gravel, all work hours other than office were in surface mines. [ ]

Knowledge of fracture systems in oil or gas reservoirs is essential to the efficiency of both primary and secondary production operations. A relationship was established between structural features of the surface and both natural and induced fractures in oil and gas reservoirs, thus providing a method of predicting the direction of rock fracture prior to field development and well completion. Correlations between the surface features and under-ground fractures resulted from analysis of joint strike measurements, bottom-hole impression packer surveys, photographs of hydraulically fractured wells, fracture data from oriented cores, in situ strain measurements from formation outcrops, and lineament analyses from aerial photographs. The mean orientation of surface fractures, lineaments, and stress field directions ranged from N 53° E to N 73° E, compared with an average orientation of N 63° E for the hydraulically induced fractures. Tectonic stress field was shown to influence the direction of hydraulically induced fractures. This report presents the details and application of techniques to obtain the orientation of the principal horizontal compressive stress field component and thus the direction of induced fractures.

This book has employed miners' narratives to illustrate basic concepts about the escape process. One of the most powerful means by which people make sense of their experiences is through the telling and internalization of stories [Bruner 1990]. By couching one's own and others' motives and actions in terms of a coherent narrative, a person is able to learn from mistakes and plan future behaviors that may help ensure survival. A growing body of research suggests that decision-making skills used to deal with emergency situations can be taught and assessed by simulations based on narratives from the real world [Bransford et al. 1986; Brecke 1982; Brener 1984; Connolly et al. 1989; Halff et al. 1986; Jones and Keith 1983; Lacefield and Cole 1986]. Such techniques have been used to address the decision-making of medical personnel, civil and military flight crews, and even people involved in broader life events such as political and military situations [Babbott and Halter 1983; Dugdale et al. 1982; Farrand et al. 1982; Gilbert 1975; McGuire 1985; McGuire et al. 1976; Flathers et al. 1982; Giffin and Rockwell 1984; Jensen 1982; Janis and Mann 1987]. Given the validity of this method of study and the promise it holds for helping people improve the quality of their responses to nonroutine occurrences, it is perhaps surprising that there have been no studies of emergency decision-making among blue-collar workers prior to those conducted by the present authors and their colleagues. The purpose of this chapter is to describe underground coal miners' decision-making performance on a table-top simulation whose problem structure is derived from interviews with a group of eight miners who escaped from the 5 Left section at Brownfield Mine. The exercise was constructed by a panel of domain experts (mine safety and rescue personnel) with the assistance of an educational psychologist. The simulation includes actual predicaments with wise and unwise decision alternatives that, in the opinion of these domain experts, are characteristic of such escapes. Results reported in this chapter are the scores of a sample of experienced mine workers who completed the simulation. Because the exercise is a series of objective performance tasks coupled with detailed and immediate feedback, this simulation can be used to teach and refresh critical escape skills, as well as to provide data concerning the proficiency of miners at the time of exercise administration.

"The economic features of coal mining must take into account the drain on the man power. Study over a recent 5-year period reveals an average yearly loss of 2,125 underground men, of whom 1,182 are killed by falls of roof and coal, and according to recent data compiled by the Bureau of Mines it is estimated that 54,000 men sustain lost—time disabling injuries from the same cause.Under normal activity of the mines approximately 50 lives are taken by falls of roof during every 10 days the mines are operated, or 5 persons are killed per day, which, at a compensation charge of $5,000 each, amounts to $25,000 per day. Add to this the similar number killed by causes other than by falls of roof and we have $50,000 as an approximate daily fatality charge for each day the mines operate. On the basis of 200 working days per year, this amounts to the alarming figure of $10,000,000 annually. An investment at 5 per cent to yield this amount would require $200,000,000, which is equivalent to a capital investment of $0.40 per ton of coal, produced annually, on the basis of 500 million tons. These figures apply only to fatalities for which a fixed or stated amount is paid for compensation and do not include the compensation and hospitalization paid for the approximately 103,000 upon whom idleness is enforced by a lost-time disability injury. In one State having an annual production equal to approximately 30 per cent of the total bituminous production of the United States, the most recent data shows that for each fatality there are eight serious injuries causing 60 days or more lost time. The frequency rate of accidents for that State is less than the average for the United States, and so a conservative comparison may be made by using the figures of that State in estimating the total serious injuries, which gives 16,000 as losing 60 days or more. The average number of underground employees in the coal mines of the United States for the past 10 years has been approximately 570,000; the annual underground fatalities amount to approximately 2,000 and non-fatalities to 108,000, or a total of 110,000, which means that one out of every 5.17 employees ,or 19.3 per cent, receives an injury which results in either a fatality or a lost-time disability; this figure in a little over five years will reach a number equivalent to 100 per cent of all underground workmen. Against this is the record of many miners who have worked 25 years or more without a lost—time disability injury, indicating that coal mining is not necessarily productive of injury or death to workers.In the matter of falls of roof, it is found that 85 to 87 per cent of all fatalities occur at the working face, face of a room or entry, or in pillar work. It is at the working face that the greatest roof hazards are encountered, and when about 75 per cent of the underground employees spend approximately 90 per cent of their working hours at the face, it is logical that there is where injury is most likely to occur.Although the roof hazards may vary in different beds of coal, experience has proved that roof hazards can be successfully controlled in all coal mines, essentially regardless of the character of the roof if constant care and attention are given by the management and employees in applying the principle of safety. In almost every mining district some companies maintain an extremely low frequency rate of injury, whereas in the same district with essentially the same roof conditions the opposite is true.A study has recently been made of a number of reports upon fatalities in one district of one of the principal coal—producing States and it showed that 50 lives had been lost at 23 mines as the result of falls of roof or sides. These reports were made by the mine officials, safety engineers, and safety committees and an attempt was made to give both the cause and the person or factor responsible for the fatality. The Mine Safety and Health Administration (MSHA) has promulgated rules to limit the exposure of metal/nonmetal underground miners to diesel particulate matter (DPM). These rules have resulted in many types of control tech­nologies being implemented including diesel particulate filters (DPF). The passive type DPF is the most desirable because it requires little maintenance and it regenerates while the vehicle is operating. One problem with passive DPFs is that many vehicles cannot develop the sustained exhaust temperatures needed to initiate DPF regeneration, and thus it is required that the DPF be catalyzed to decrease the temperature needed for regeneration. In some past studies, such catalyzed filters have been shown to cause an increase in the nitrogen dioxide concentrations in the exhaust, resulting in a potential health hazard. In this study, a lightly catalyzed DPF along with a fuel-born catalyst were employed to help reduce the DPM emissions from a 980F loader used for cleanup in a stone mine. After 30 days of use, the filter continued to regenerate successfully at the exhaust temperatures generated by this loader, substantially reduced DPM concentrations emitted in the exhaust, and did not cause a measurable increase in nitrogen dioxide levels that could be attributed to the device.

The library is composed of six arrays containing both technical and cost data. The following description of the library input system provides the information necessary to maintain an active storage file. In its search for a highly productive mining system for anthracite beds pitching from 100 to 200, where conventional mobile equipment cannot be used) the Bureau initiated a longwall project by introducing a shearer drum cutter loader of European origin. Because of the undulating nature of the roof and floor and changing bed thicknesses, the machine proved inflexible and extra work was required in lifting bottom coal and blasting top coal.

According to Dr. Geller, author of Building Successful Safety Teams: Together Everyone Achieves More (1998), a team of people working together for industrial safety consists of as few as two people or as many as fifteen who have complementary skills, assignments, or abilities for completing a particular task. Effective teams have members who share a common mission and relevant goals, and they share specific methods to reach their goals and accomplish their mission. They also have an evaluation system in place for holding themselves mutually accountable for goal-directed responsibilities.

The Bureau of lines as repeatedly called attention to dangerous practices in the transportation and opening of kogs of black blasting powder. In 1914 Diwin Higgins (Prevention of Accidents from Explosives in Metal inos, Miners' Circular 19, Bureau of Mines, p. 15) stated "canisters should always be opened by removing the bung. To use a pick or other sharp tool for cutting a hole in the canister is dangerous. After the necessary amount of powder has boon taken out, the canister should be kept closed. The powdor should always be handled at a safe distance from an open light." In 1919, Geo. S. Rice (onthly Statement of Coal line Fatalities for June, 1919, Bureau of Mines, pp. 16 to 18) calls attention to the dangers that arise in underground transportation and handling of explosives, and calls special attmtion to the danger of hauling explosives in motor trips; the unnecessary risk involved in hauling men on the trip at the same time, and the necessity of keeping open lights away from black blasting powder. In 1919 the writer (Sensitiveness of Explosives to Frictional Impact, Tech. Paper 234, Bureau of Mines, pp. 13, 15) called attention to the fact that black blasting powder is not as sensitive to frictional impact as the nitro-glycerin dynamites and the gelatin dynamites. Black powder may be ignited by direct impact and the writer believes that this may occur without presupposing a preliminary spark. It is well known, however, that black blasting powder is very sensitive to ignition by spark flame, or heated materials, and these may be produced by an electric current, by an open light, by incandescent particles from a pipe, cigar, or cigarette, by the tearing of metal sheets or scraping of metal against metal, and possibly, by other means. -- The above discussion will serve to introduce a newly recognized hazard the ignition of black blasting powder by the forcible opening of kegs with wodden tools. The details of three accidents in which kegs of black blasting powder ex- ploded instantly when a wooden tool was driven forcibly through the top of the kegs are as follows: 1. In 1915, a powder man employed by a coal mining company stated that he was opening a 25-pound log of black blasting powder by driving a hole in the top with a wooden sprag when the powder in the leg ho was opening ignitod. This caused the ignition of fifty-two additional 25-pound logs of the powder, and the fatal burning of this and another powder man. The ono making this statement lived five hours after the explosion.

In the early part of the your 1919 the Bureau of Mines undertook a study of methods of handling oil after it had buon produced, with the view of pointing out the losses due to evaporation and other causes. Observations on present methods show that the oil is subject to largo losses in both quantity and quality from the time it loaves tho well until it is recoivod by the pipe-lina company. During this time it is splashed into four or more tanks of various sizes and with little or no protection over the tops. From the settling tank, where the flow of oil is tamporarily stopped in order to permit sparation of ter and sediments, through the gago tanks and leaso gathering tanks to the largo tank storage where it is hold for many days, rich gasoline vapors roadily escape, especially from tho ghor gravity oil. As no effort is made to measure the oil before it reached the storage tanks, where it is delivered to the pipe-line company, the lossos of the light products of the oil can only be approximated, and, as final results will show, are no doubt usually very much underestimated. In conducting this investigation, the Bureau has endeavored to make tests that would show quantities and values lost, in order to impress better upon those concerned what might be saved through a little more diligence. Eperiments were conducted on both California and Mid-Continent oils. The field operimental work done in California, on which a report is to be published in the near future, is cutlined briefly below: The field work consisted in collecting from operating companies data on storage of oils in large tankage and in performing experiments in the field on storing and piping oil to small lease tanks under practical conditions. Acourate Easurements were takon on the volume, gravity and gasoline content of the oil as it passed through the various stages in its removal from the lease. The work extended over the four seasons of the year in order to obtain better the effect of varying winds and high and low atmospheric temperatures during those periods. Thanks are due to the many oil operators who have taken a personal interest in the work and gave valuable information and assistance. One company furnished the oil and tanks and much of the apparatus and labor. This company also per- mitted the work to be done on its properties in the Coalinga field. This was of material aid, as the results were to be comparative and therefore it was necessary that the same gravity oil be used throughout the experiments.

The U.S. Bureau of Mimes is investigating Fourier transform infrared (FTIR) spectroscopy for on- filter quartz analysis of respirable dust. A custom accessory is described for full-face examination of filters utilizing a large-diameter infrared (IR) beam. The accessory positions samples to match diameters with that of the diverging analytical beam. Sample absorbance is then measured. With nonuniform deposition of dust on collection filters being a major issue for such analyses, this approach is the most direct way to accomplish sample area averaging. The approach is unconventional since it utilizes large-beam geometries instead of the usually desired minimized beam dimensions. The issues and problems involved in the analysis of quartz on a filter matrix are discussed. Absorption bands chosen, light-scattering effects, curved baselines, random noise, interference fringes, and possible solutions to technical difficulties are the topics covered. The more significant findings include a 20-pg detection limit for quartz when the custom accessory is used and minimal occurrence of light-scattering effects at low wavenumbers. The custom accessory performance was satisfactory and merits further work. With continued research, an on-filter method for quartz analysis of respirable dusts seems achievable.

The air is delivered to the loco- motives at a pressure of 1000 pounds per square inch. There are no receivers in the system. The air for running the locomotives is compressed by one three-stage and two four-stage compressors which have capacities of 600 and 300 cubic feet per minute, respectively. These machines are operated by electric power, and are in an end of the main compressor building in which air is compressed to supply the air drills in the mine. Whenever the demand decreases, as at the noon hour, one or more of the Compressors are shut down. On this particular occasion, at the end of the noon hour, one of the operators was approaching the high-pressure compressors to start the two smaller machines that were not running, when the explosion took place under the floor a few fost ahead of him. The man was mocked down and received some superficial cuts and bruises, but was not seriously injured. The floor was torn , the side of the building blown out, and holes imo cited in the roof some twenty feet above. The explosion was immediately followed by a fire which was quickly put out by the plant operators with hand fire extinguishers. At the time of the explosion the 600 cubic foot compressor was running alone, and the pressure in the system at the machine registered 1040 pounds por square inch. On examination it was found that two 6-fout sections of pipe, about tan feet apart, were completely ruptured into twisted fragments; the rest of the pipe line, apparently, was not injured. The destroyed sections were in that part of the pipe near the large compressor and above the connection from the two smaller machines. It is not definitely mom what caused the explosion. Explosions in other compressed-air systems have taken place, and, although of rare occurrence, have caused loss of life. Such explosions are not confined to high-pressure installations and several have occurred at plants compressing air te one hundred pounds per square inch, or less. plosions of this nature are not to be confused with the rupturing of compressor cylinders from excessive air pressure caused by the discharge valve being closed.
