INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) at its Pittsburgh Research Laboratory (PRC) is interested in the application of water mist sprays to extinguish diesel fie1 fires in underground mine diesel refueling areas. To this end experimental studies have been carried out on the extinguishment of diesel fuel fires at PRL's large enclosed fire suppression facility (FSP) at its Lake Lynn Laboratory (LLL). Two sizes of shallow fuel pans (3x3 ft and 5x7 ft) contained the fires, and a number of commercial mist spray nozzles (at roof locations) and spray/fire locations were tested (52 fires in all). Visual observations of the pool fire extinguishment process by the overhead sprays with an infra-red sensitive videocom suggests that there are two distinct actions involved in extinguishment due to two different transport mechanisms by which the water droplets can enter the fire plume. First, is a direct injection of water droplets into the plume from overhead. This is believed to involve larger water drops and leads to an extinguishment time of several minutes. Second, is an indirect injection process involving small water drops which are entrained in the sideways air flow that feeds oxygen to the fire. This second process apparently leads to relatively fast quenching of the fire in less than 1 minute - a highly useful attribute for a fire protection system. This paper describes a relatively simple parametric model for the indirect water injection process, and defines the critical spray conditions for achieving rapid quenching of the pool fire. While the model is consistent with the pool fire data obtained to date, the PRL studies are continuing with more complex pool fire scenarios. It remains to be seen if this simple parametric approach applies to these future fire tests. THEORETICAL Critical Drop Size In the two-dimensional representation of figure I, an oil pool fire is considered to be a cone whose base is the vaporizing liquid oil surface having an area n?, above which exists a fire plume diffusion flame) of height, L. The rising plume induces a horizontal air flow into the side of the plume supplying the oxygen necessary for propagating gas phase combustion reactions. Water droplets suspended in the air around the plume will tend to follow the horizontal air flows into the plume. The United States is more than 90 pct dependent on imported bauxite a source for aluminum, but it has vast nonbauxitic aluminum resources, such as kaolinite, anorthosite, alunite, etc. As part of a program to devise processes for treating these resources, the Bureau of Mines investigated a bench-scale leaching process using hydrochloric acid (HC1) and fluoride to extract aluminum from Wyoming anorthosite. HC1 and fluoride-to-aluminum (F/Al) mole ratios were studied with respect to aluminum extraction for single-stage, cocurrent, and countercurrent leaching modes. Using 95 pct stoichiometric HC1 and a F/Al mole ratio of 0.27, 90 pct of the aluminum was extracted by countercurrent leaching. Single-stage leaching with the same amount of acid and fluoride extracted 48 pct of the aluminum. Three fluoride sources, CaF2, Na2SiF6, and H2SiF6, were used and gave similar results on aluminum extractions.

"The Bureau of Mines receives and answers many requests for information on the qualities and properties of American coals, and also publishes many papers that deal with coal characteristics. Compilations of chemical analyses of coal from specific locations are contained in a series of technical papers,2/ by States, whereas typical analyses of coal seams, by States and counties, are given in data books, volumes 1 to 7,2/ by producing districts, as defined in the Bituminous Coal Act of 1937. Bulletin 446, ""Typical Analyses of Coals of the United States,"" condenses and supplements these data books, which do not apply to the Western States. Other coal properties are described in numerous publications listed in the Bureau of Mines Bibliography of Publications. However, no recent publication lists average B.t.u. values by rank on a Statewide and national scale. Averages have been estimated in the past, and some of them are included in this paper for comparison.The average and the ranges of as-received B.t.u. values of American coals on a Nation-wide basis, as found by the statistical method described in this paper, are given in table 2 and on a State-wide basis in table 3. The following is abstracted from table 2:In deriving average B.t.u. values for coals, the results depend on the type of data available and the methods of calculation. The data, or analyses, may represent any of three types of samples - mine, tipple, or delivered. In mine sampling, a channel cut is made of a vertical face of the coal bed, carefully excluding most of the impurities, and the material retained is the sample. It is readily seen that mine samples are selected samples and do not strictly represent the unmined coal bed, unless the coal contains no major impurities. Mine samples generally represent the best-quality coal that could be produced. In contrast to mine samples, tipple and delivered samples represent coal that actually has been mined, and their analyses may show either lower or higher values than mine samples of the same coal, depending on treatment and preparation after mining.Of the thousands of analyses accumulated by the Bureau of Mines, most are of either tipple or delivered samples and represent the coal after it has been mined. Any average calculated from this aggregate of data will, consequently, reflect coal that has been produced, and not unmined coal in situ.The method of calculating an average from the basic data also will have considerable influence. If there are three seams of coal in a county, the average analysis for the county is not necessarily the arithmetic mean of analyses of the three individual seams. For a probable average of unmined coal, the B.t.u. values of each seam should be weighted in proportion to the unmined reserves of each seam. In similar manner, an average for past pro¬duction should be weighed according to the past production for each seam. Figures for coal reserves are only estimates based upon geologic evidence and its interpretation. Production records are much more accurate than estimated reserves, although detailed production records for individual seams by counties are very few."

This report describes laboratory-scale experimental treatment of six base-metal ore samples taken by engineers of the Bureau of Mines, Region II, while investigating ore deposits in California and Nevada. The information is of interest in developing the mining districts represented or when similar ores from other sources are being studied. Simple treatment methods were employed as far as possible. More complex treatments also were tried when necessary. The possibilities and limitations of the methods applied to the several ores are shown by the data herein reported.

To realize a radiowave communication along mine galleries a few kilometers long without repeater, we show that it is possible to use a coaxial cable bearing an important surface transfer impedance like a transmission line with an inductive coupling to the transmitter and the receiver. We determine the electrical and geometrical constants of the cable and the optimal frequency.

A methane emission rate study was conducted in 1969 on a longwall section of a Lower Kittanning coalbed mine in central Pennsylvania. The longwall face was mined with a drum shearer between developed headings on the head end and headings on the tail end that were driven with a ripper-type continuous miner as needed. The study was conducted over 22 consecutive shifts (7-1/3 days). The average methane emission rate from the Lower Kittanning coalbed during mining at the face and developing the headings at the tail end of the face was 34 cfm. Caving of the gassy overlying strata as the result of mining at the face increased the methane emission to rates ranging from 702 to 1,049 cfm.

Cooperative research efforts by the Bureau of Mines and Agapito & Associates, Inc., Grand Junction, CO, used a one-dimensional, finite-element computer model to simulate turbulent mass transfer in face ventilation of oil shale mines. The objective was to study the dilution of methane released by rubbled oil shale during blasting. A methane release rate function was developed from the back-analysis of field measurements, and the finite-element model was calibrated using tracer gas characterization data from tests of full-scale face ventilation systems.

To improve mining safety and efficiency by providing a practical way of detecting faults and channel sands that disturb coal seams. Approach A seismic system using a shallow blasthole has been developed and tested. How It Works A small shock is caused in a shallow hole, sending seismic waves through the ground. These waves are reflected from the top of the coal seam, acid are detected by a line of geophones on the earth's surface. Dampening of the seismic signals by channel sands and other discontinuities in the seam is detected and recorded. See Figure 1. The seismic shock wave can be produced by exploding small charges, dropping a weight, firing a gas gun, or actuating a vibrator. Depending on the soil cover, the shock is usually generated in shallow vertical holes about 10 feet deep. Hole depth depends on the soil mantle thickness because it is preferable that the seismic shock originate below that layer.

Displacement and stress changes in cemented backfill and ore pillars at the Buick Mine, near Boss, MO, were monitored by engineers from the U.S. Bureau of Mines and The Doe Run Co., St Louis, MO. A test area in this room-and-pillar mine was backfilled to provide support when remnant ore pillars were mined. Objectives of this research were to evaluate the effect of backfill on mine stability, observe backfill conditions during pillar removal, and calibrate a numeric model to be used to design other areas of the mine. Relative vertical displacements in the backfill were measured with embedment strain gauges and vertical extensometers. Other types of instruments used were earth pressure cells (to identify loading trends in the backfill), borehole extensometers (to measure relative displacement changes in the mine roof and support pillars),and biaxial stress meters (to measure stress changes in several support pillars and abutments). Two- and three-dimensional numeric codes were used to model the study area. With information from these codes and the installed instruments, two failed pillars were identified and rock mass properties were estimated.

After thoroughly covering the health and safety training subjects required under Title 30, Part 48, of the Code of Federal Regulations (CFR), mine operators often find themselves with little or no time left in the class schedule for other important topics. This paper discusses a technique developed in partnership with RAG Twenty mile Coal Co., Oak Creek, CO, for incorporating employee participation at all levels in fire prevention and safe equipment operation training outside of traditional classrooms. The process involves development of training modules consisting of short, 5- to 7-minute videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner’s workplace.

Alternatives were developed to the conventional ammoniacal carbonate leaching-steam stripping procedure for recovering copper as an oxide from contaminated scrap metal. By entraining air bubbles in the leach solution, the copper dissolution rate was increased to 1.5 g/in2 of copper surface per hour, compared to 0.5 g/in2/hr produced by conventional agitation in stirred tanks. Using entrained nitrogen gas bubbles for agitation in conjunction with powdered sulfur not only resulted in rapid dissolution but also simultaneous precipitation of the copper from solution as a high-grade cuprous sulfide.

The added hazards to mining incident to oil and gas wells penetrating the coal measures in proximity to mine workings , have long been recognized in those fields where the extraction of oil , gas , and coal , has been in progress for a number of years . The history of these fields is replete with stories of serious mine fires , explosions , and miraculous escapes from both fires and explosions due to either oil or gas finding its way into the mine workings through the strata , or by mining into an unknown or uncharted and abandoned oil or gas well that had not been properly plugged . The Director of the Bureau of Mines , in response to numerous requests from coal operators and oil and gas operators , called a meeting in 1913 to discuss necessary precationary measures to take when drilling oil or gas wells through workable coal beds and to try , if possible . to formulate a set of regulations that might serve as a guide to those persons preparing regulations covering the drilling of oil and gas wells in the various coal producing States . This meeting was attended by representatives of the coal , oil , and gas industries , State geologists , State mine inspectors , and representatives of the Bureau of Mines . A committee was appointed to prepare a set of regulations , which was later published as U.S.Bureau of Mines Technical Paper 53 ; the discussions and results of the meeting werepublished as U. S. Bureau of Mines Bulletin 65 . Later , the American Institute of Mining and Metallurgical Engineers appointed a committee to draft a model law for the use of the legislature of any State concerned . This committee made its report on April 27 , 1928 . Several of the coal mining States now have more or less comprehensive regulations governing the drilling of oil or gas wells through workable coal beds , others have regulations that are inadequate , while some have no regulations . The State of West Virginia recently enacted a law containing reg lations which are the result of a comprehensive and careful study of the problem .

2, Survey of Representative Group of Metal and Non-mental Mines Before proceeding to develop and analyze Emergency Escape System Guidelines, it was necessary to obtain a broad range of information, including both fact and opinion. Although there were many areas to consider, the surveys had three primary goals 1. To determine the current state of underground escapeway planning and execution in American, metal and non-metal mines. 2. To determine, for a wide range of mining conditions, what difficulties can be encountered in complying with present and proposed escapeway regulatory standards. 3. To determine what improvements could be made and what equipment and technology was available to aid in implementing these improvements. To accomplish these goals, three major surveys were undertaken¬ 1. Survey of MESA and State Mining officials, discussed in Section 2. 1. 2. Survey of representative U S metal and non-metal mines, discussed in Section 2. 2. 3. Survey of manufacturers supplying equipment, primarily hoisting, suitable for use in escape systems, the product information which was obtained is discussed in Section 7.

Determine the extent of upper extremity cumulative trauma disorders (UECTD's) in the U.S. mining industry. Background UECTD's are injuries that develop gradually over a period of time as a result of repeated stress to a particular body part without adequate time between stresses for full recovery to occur. The stresses that contribute to UECTD's may occur because of the following work components: awkward position of wrist or arm, excessive manual force, high repetitions of manual movement and effort, cold environment, and vibration. Cumulative trauma injuries to the arm and hand have become an ever growing concern among safety and health professionals in a number of different industries and work settings, such as meatpacking operations, assembly-line work, and keyboarding. Mine workers arc also exposed to a combination of stressors and work design deficiencies that result in arm and hand injuries. For example, certain job tasks and environments, such as that of an underground jackleg driller, expose miners to segmental (hand-arm) vibration and cold temperatures. Operators of underground mobile equipment, such as scoops and trams, regularly have their hands in direct contact with vibrating levers and controls.

"During recovery operations following a recent coal-mine explosion, 12 small fires were encountered near the break line of pillar extraction in a large panel. All of the fires except one were quickly extinguished by the rescue and recovery parties. This fire had found its way into a large quantity of loose material at a corner of the cut-through between two rooms, about 100 to 150 feet from the break line of an extensive goaf; had it been necessary to seal the fire, the inclusion of this break line not only would have made the work difficult but would have made the section hazardous as it probably would have given off gas. The fire covered a floor space of about 100 square feet and when discovered was burning briskly, with the flame extending to the roof at a height of 3 or 4 feet; it was the cause of much apprehension on the part of those in charge of the recovery operations and resulted in delaying the work considerablyThe object of this article is to describe in detail the method by which the fire was brought under control and finally extinguished, so that other persons encountering similar conditions may have the benefit of the experience.When the fire was discovered a request for rock-dust, fire extinguishers, and other fire fighting equipment was telephoned to headquarters on the surface. The promptness with which fire fighting equipment and material was provided was a big factor in finally extinguishing the fire and illustrates one of the many advantages of a good organization for fire-fighting. Material was transported in mine cars to a point on the main hauling road about 1,200 feet from the fire. It was then carried to the scene of activity by workmen. The first material to be delivered at the fire was a number of fire extinguishers of various types. The contents of 30 to 35 of these were discharged on the fire and with the aid of a small quantity of rock-dust were sufficient to smother the flame temporarily. It was the opinion of several persons who were present when the fire extinguishers were used that the acid-soda type of extinguisher gave more effective results than the two or three other types used.When the contents of all of the fire extinguishers had been exhausted the fire was temporarily smothered, but as there appeared to be danger that the flame would burst forth again, means for completely extinguishing the fire were"

Carbon monoxide poisoning is one of the most widely distributed and most frequent causes of industrial accidents . Carbon monoxide gas is a product of incomplete combustion , and since it is without color , odor , or taste , its presence is frequently unsuspected in many places where it exists . It is an ever present danger about blast and coke furnaces , smelters , and foundries . It may be found in buildings having a leaky furnace or chimney , and in buildings where a gas stove is used without a proper flue connection , such as is often found in tenements , tailor shops , and boarding houses . Hospitals receive annually a great number of victims of poisoning , either by accident or in an attempt at suicide , from artificial illuminating gas . People may be affected by leaks wherever water gas is formed or used . The exhaust gases from gasoline motors under average running conditions usually contain 5 to 7 per cent carbon monoxide , and sometimes as much as 13 per cent ; deaths from running an automobile engine in a closed garage are not infrequent . A similar danger may arise in operating gasoline engines in launches without sufficient ventilation . The gas is formed also in stoker rooms , in gun turrets on battleships , in petroleum refineries , and by the Lablanc soda process in cement and brick plants . In underground mines carbon monoxide may appear as the result of shot firing , mine explosions , or mine fires , and in tunnels where automobiles , coal or oil - burning locomotives are operated . In spite of the common occurrence of carbon monoxide poisoning there appears to be no uniformly recognized treatment for a person overcome by carbon monoxide . In the rescue work of the United States Bureau of Mines , however , a method has been developed which has been supported by laboratory investigation , and has proved successful in practical experience , over a period of years . As outlined in this article , the method is useful in the hands of first -aid men as well as physicians .

The transportation of any commodity which is actually or potentially a source of fire or explosion, has been made safe, insofar as humanly possible, by rigid requirements as to inspection mechanical safety devices, and by printed labels. For the most part these precautions have been sufficient. This is evident when it is considered that in the thousands of instances in which commodities with a great fire risk have been transported, few disasters have occurred. This paper deals with the recent gasoline explosion which occurred at Memphis, Tennessee. At 7:50 a.m. January 24, 1921, vapors from a tan: car of gasoline became ignited and resulted in a blast that killed eleven people and badly injured nineteen others. Probably forty or fifty men, women, and children received slight injuries from falling debris or from burns. The explosion wrecked an oil plant, leveled a block of frame buildings, and broke window panes within a radius of five blocks.

"INTRODUCTION A preliminary examination of the Green Monster and Benich copper prospects was made by engineers E. W. Newnan and George N. Bennett, of the Bureau of Mines, on December 13, 1943. In an unpublished report, it was stated that certain geologic features appeared to be similar to those associated with the copper deposits of the nearby Butte district. On these premises, a preliminary diamond-drilling program was recommended to explore 300 to 400 feet below the mineralized outcrops for the possible presence of a sulfide enrichment zone. In accordance with that recommendation, three holes were drilled. This report presents the data provided by that preliminary drilling exploration.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell D. Moon, chief, conducts preliminary exminations, perform the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Since 1969, the Department of Interior, Bureau of Mines, has carried out communications research. Research has been directed toward developing emergency and nonemergency mine communications. This paper gives an overview of the progress made in the last two years. Particular emphasis is given to the overall program, noise and signal measurements, systems studies, guidelines, products, and demonstrations now being carried on in operating mines.
