The Bahamas Oil Refining Co. (BORCO) refinery in Freeport continued to operate at less than half its full 500,000-barrel-per-day capacity. Although owned through subsidiaries by the Carey Energy Corp (65%) and Standard Oil Co. of California (35%), BORCO is ineligible for participation in the Crude Oil Entitlements Program granted to companies operating within the United States proper or its territories. Like some other Caribbean refineries, BORCO has suffered a loss of normal market outlet due to the wt advantage afforded U.S. refineries by the Entitlements Program. Saudi Arabia, Nigeria, and Libya are the major suppliers of crude for the refinery. Its principal products, motor spirits, aviation fuel, distillate fuels, and residual fuel oils, were marketed in the United States and Puerto Rim. The Government-owned Bahamas Development Corp. and Burmah Oil Co. Ltd., held discussions pertaining to a renegotiation of Burmah Oil's management contract for the Grand Bahama Oil Transshipment terminal. The desired contract modifications were not made public but financial problems have plagued the terminal and its operation since construction started in 1972.

"1 Introduction The regrettable death of James S. Cunningham, Foreman Miner, attached to Bureau of Mines Rescue Car No. 2, while wearing a half-hour type oxygen breathing apparatus in a gasoline storage tank at Trinidad, Colorado, raised the question as to the possibility of gasoline vapors permeating the rubberized fabric of the breathing bags of such apparatus.It is known that most gases and especially certain organic vapors permeate rubber, by solution or a similar process. The rubber becomes saturated with the gas and if a concentration of gas is maintained on one side of the rubber sheet it slowly gives off gas from the other side. It of course takes some time for the gas to diffuse through the rubber and the length of time before it reaches the other side is proportional to the thickness of the rubber. The amount of gas that passes through per unit of area in unit time increases with the concentration of gas and also varies with the structure and composition of the rubber.It has been suggested that the gasoline vapor could not have penetrated into the interior of an oxygen breathing bag because the pressure is greater on the inside, but this is not true as the process of permeation by solution in the rubber is affected only by the difference in the partial pressures of gasoline vapor on the inside and outside of the bag. The positive oxygen pressure on the inside can only prevent the entrance of gasoline vapor through measurable holes, and has no effect on permeation by diffusion through the rubber."

In 1987, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied 11,069-acres of the 12,290-acre Eldorado Wilderness Study Area (NV-050-423) in order to evaluate its identified mineral resources. The study area is located in Clark County, NV, adjacent to and northeast of the town of Nelson. There are inferred subeconomic resources on the Paul (gold, silver), Bel (gold, silver), Big Horn-Inez (silver, copper, lead, zinc) claims, and Montezuma (gold, silver, copper, lead, zinc) patented claim group in the Eldorado study area. Because of lack of exposures, tonnage and grade on these properties could not be determined. No resources were identified for the other five properties examined in the area. The southern two-thirds of the area is in the Eldorado mining district, a base- and precious-metal district which has been intensely explored for over 100 years. Nine claim groups were examined in the study area. Eight claim groups are within the Eldorado district and include the Montezuma (patented -M.S. 3966), Bel, Eldorado, VAR, SINJUN, Paul, Rusty Bit, and Big Horn-Inez. One property, the Flintstone claim group, is north of the Eldorado mining district at the north end of the study area.

Underground coal mine fires in the United States continue to present a significant hazard to the safety and health of mine workers. The leading causes of mine fires include flame cutting and welding operations, frictional heating and ignitions, electrical shorts, mobile equipment malfunctions, and spontaneous combustion The National Institute for Occupational Safety and Health (NIOSH) is conducting an in-depth program of research to address mine fire prevention, early and reliable fire detection and mine fire suppression and control technologies. One segment of the research portfolio is focused on remote methods for addressing coal mine fires. This research is important because remote methods represent the primary means of fighting a mine fire when conditions are too dangerous to fight the fire directly underground. Technologies under investigation include remote methods for installing ventilation control devices (mine fire seals) and remote methods for suppressing the fire using, the injection of inert gas, gas-enhanced foam and jet engine exhaust gases into the fire zone. This paper presents a summary of remote mine firefighting technologies used in the U.S. and the results of completed NIOSH research.

Determine the effectiveness of remining operations in reducing contaminant load (acidity, iron, and sulfate) of discharges emanating from abandoned surface and underground coal mines. Background Until the implementation of remining initiatives, most States had regulations that held the operator remining an abandoned site responsible for preexisting acid mine drainage (AMD) discharges. For example, if a mining. company wanted to remine an area hydrologically connected to an existing AMD discharge, the company became responsible, as soon as the site was activated, for treating that discharge to meet effluent standards. If the mining operation improved the quality of the discharge, but the discharge failed to meet effluent standards, the company was held accountable for perpetual treatment. Because of this regulation, most mine operators avoided abandoned sites with minable coal reserves and AMD discharges. However, changes in remining legislation allow coal companies to be released from treatment liability as long as the post-remining pollution load does not exceed the pre-remining level. The development of large open surface fractures over mined-out coal longwall panels is the focus of this U.S. Bureau of Mines report. The research concentrates on defining the fractures characteristics and their controlling variables. The investigation was conducted at two mines in south-central West Virginia. All but one of the fractures are subparallel to the trend of the underlying longwall panel. One fracture is perpendicular to the trend of a longwall panel. Overall length of the fractures ranges from 60 to 900 ft. In cross section they are V-shaped, ranging from a couple of inches to 25 ft in width at the surface, but narrowing as they increase in depth. Fracture depth varies from a few inches to over 50 ft into bedrock. A vertical fracture or joint plane was observed in the bedrock at several open zones along the fractures. All of the fractures vary in elevation and do not parallel surface contours. The fractures are aligned with local joint trends, they correlate with longwall development, and they are situated in an increased tensional area over the mined out longwall panels. These observations indicate that the fractures are tensional openings along preexisting joint planes possibly triggered by longwall mining.

This is one of a series of circulars dealing with mining methods, practices, and costs. It describes the method of sinking a shaft 60 inches in diameter with a shot drill, as employed at the Idaho Maryland mine, Grass Valley, Calif. The operation involved a great deal of experimentation in applying the shot-drill method to large bore drilling, overcoming mechanical and other difficulties which developed during sinking, and developing operating technique. Under such circumstances, costs are obviously higher than they would be after the pioneer work has been done, but even so, these actually obtained compare favorably with costs of sinking by more conventional methods. The operation described herein differs from the usual practice in the Tri-State district in two important respects: (1) the ore is loaded into cars which are tramped to the shaft and hoisted on self-dumping cages, and (2) about 30 per cent of the ore is loaded by power shovels. The four-month period covered by the cost data appended at the end of the paper immediately followed a period of about one year during which the mine was shut down, and the expense incident to the resumption of operations is reflected in the costs. The author acknowledges the assistance of C. F. Jackson, mining engineer, U. S. Bureau of Mines, in the preparation of this paper and the compilation of the data.

[California's sensational rise to supremacy as an oil-producing State in 1923 was accompanied by a loss of 62 lives. These 62 deaths were from oil-producing accidents alone and do not include fatalities at the refineries, on tankers, or on any work not directly connected with the drilling for and the production of oil. The number of facilities for 1923 was 82 per cent greater than in 1922, the next most fatal year, with a record of 34 lives lost. The data submitted in Table 1 show that for the calendar years 1917 to 1923 inclusive, an average of 4.74 million barrels of oil were produced per Vitality in the California oil fields. On this basis, the record for 1923, hough a trifle below the average, shove up slightly better than that for 1922.]

Titanium is a well-known component of bauxite ores, sometimes occurring in sufficient quantity to mace its recovery worth considering. This question has been raised by some of the companies lixiviating bauxite ores. At the East St. Louis plant of the Aluminum Ore Co., a subsidiary of the Aluminum Co. of America, the waste sludge discharged daily contains over 75,000 pounds of Ti02. The sludge is all through 20-mesh, and a large proportion is slime. A supple of the waste was deslimed so that a gravity-concentration test of the "sand" could be made. The Aluminum Ore Co. cooperated in the work and made the chemical determinations In order to anticipate the results of table concentration a series of specific gravity fractions (float-and-sink) was made with heavy liquids. Acetylene tetrabromide was used for a density of 2.95, methylene iodide for 3.33, and thallium formate for 3.78, and the double salt of thallium formate-malonate made the separation at slimed sample appears in Table 1.

Analytical results for nahcolite, dawsonite, total extractable alumina, and oil yield are presented for samples representing Green River Formation oil shales in the saline section of two cores from Colorado's Piceance Creek basin. Analyses are also reported for samples extending the analyzed section of Colorado corehole No. 3 beyond that reported previously. These data permit evaluation of the deposit for possible production of three coproducts--shale oil, alumina, and sodium carbonates--from the saline section of the formation at these sampled points.

Gold was found in samples collected from Pleistocene and Holocene stream and terrace deposits. Approximately 15,000 cu yd (11,400 cu m) of small and discontinuous terrace and stream gravel deposits in the study area are composed of material derived from sedimentary and granitic rocks. The detritus is subangular to subrounded, and poorly sorted, ranging from boulder to sand size. Gold values in samples collected averaged 8.2 cents per cu yd (gold value of $500 per oz). Pan concentrates and rock chip samples collected from reported mineralized zones showed an absence of economic minerals. Stream placer deposits are uneconomic. No potential was observed for metallic or nonmetallic minerals in the La Panza study area. No potential exists for gas, oil, or coal resources.

The performance of Ecuador's mineral industry continued to be affected not only by depressed oil prices in recent years but also by natural disasters. In March 1987, Ecuador canceled foreign debt payments for the rest of the year and appealed for international aid because of a series of earth-quakes that destroyed villages and crippled the nation's oil industry. The earthquake destroyed a key section of the country's main oil pipeline and forced a halt to production and shipment of Ecuador's most important export product. Ecuador produces 240,000 barrels of oil per day and exports 144,000 barrels daily. Oil accounts for 60% of the nation's hard currency earnings. The Government of Ecuador asked the Organization of Petroleum Exporting Countries and other oil-producing countries to assume Ecuador's oil sales commitments. Ecuador agreed to pay the countries back in an equivalent amount of oil when it was able to resume exports.

Knowledge of the water content of oil-bearing formations is important in petroleum-reservoir evaluation work. Electric logging provides a means for making reliable estimates of water content if resistivity-saturation relationships representative of the formations are available. Relationships can be determined in the laboratory by a number of methods. This report describes and presents results of a laboratory investigation conducted at the Bureau of Mines Appalachian Experiment Station, Morgantown, W. Va. (1) to evaluate an evaporation method of attaining water saturations in sandstone samples when determining resistivity-saturation relationships and (2) to compare saturation exponents derived from data obtained, using different methods of achieving water saturations. A series of tests was conducted to determine the effect of evaporation on salinity distribution within the core specimen. Results of these tests show that a zone of high salinity was set up at the surface of a sample during evaporation and that long periods were required for the sample to reach resistance equilibrium after evaporation had ceased. Equilibrium time ranged from several minutes to several days, depending on the sample size and the technique used. The high-salinity zone was removed from the sample by using auxiliary porous material in capillary contact with the sample surface during evaporation. Salinity determinations and resistance measurements indicate that, at saturations greater than the minimum interstitial values, the mechanism of flow during evaporation was one of moisture migration mainly as a liquid from the interior of the test specimens to their exterior surfaces. The concentration of the contained brine remained essentially unchanged, except for a narrow zone near the evaporating surfaces.

Introduction This Instructor’s Copy contains most of the materials trainers will need in order to use Drill Rig Incident (DRI). It includes suggestions for using the exercise, performance objectives for the training, master answer sheets, a scoring key, and a set of discussion notes that provides additional subject information. Four appendices are also included. Appendix A is the complete exercise problem booklet. It may be reproduced so that every person in the training class has one. Appendix B contains answer sheet blanks. The blanks are furnished if you choose to have the invisible ink answers that appear in appendix C printed on them at your location.3 Answer sheets are consumable. One is needed for each group of three to five persons who work the exercise together. An alternative is for each individual trainee to have his/her own answer sheet. One of the goals of the Bureau of Mines is to develop metallurgical pro-cesses that conserve energy and/or that take advantage of abundant domestic energy sources. Western lignites and subbituminous coals can be used for firing pellet induration and metallization furnaces. However, the refractory linings of these furnaces must be able to withstand attack from corrosive alkali metal oxides present in the ash of many of the low-rank fossil fuels. The Bureau of Mines conducted dynamic and static slag tests on high-alumina and alumina-silica refractories to determine their resistance to lignite ash slags. The investigations showed that increased alkali content in the lignite ash caused increased corrosion and erosion of the tested refractories. The degree of corrosion decreased with increasing alumina content, with the 99-percent-alumina refractories having the highest resistance. In general, the matrix phase was attacked preferentially to the alumina grains. Also, porosity reduction and tar impregnation enhanced the corrosion and erosion resistance. The 90-to 99-percent-alumina refractories are recommended for use as furnace linings in alkali slag environments.

Timber decay is due largely if not wholly to a fungus growth on the timber from which it derives' food; a warm, moist atmosphere is necessary for rapid growth. The decay is spread from infected timber to sound timber by countless microscopic spores or seeds given off by the fungus growth and carried by air currents or by long, cottonlike threads, which spread from timber to timber. Haulage roads in most mines in the central coal fields are also return aircourses; hence moisture and temperature conditions are ideal for the rapid decay of mine ties and mine timber. Possibly the return air, which contains a higher percentage of carbon dioxide than normal outside air, also stimulates the growth of fungi. Those familiar with coal mining have observed the more pronounced growth of fungi and decay of timber in poorly ventilated worked-out sections of mines where the air is moist and where usually the percentage of carbon dioxide in the air is considerably above normal.

Estimates are given for the distance from a seismometer at which a miner can probably be detected. The procedure in making these estimates was to first establish the natural noise levels at the output of a surface seismometer for the 25 to 100 Hz frequency passband. The noise levels give the range of values which may be expected in areas with no man-made noise. For each noise level, we give the detection threshold which, when exceeded, indicates that a signal has been received. Based on the signals recorded by Westinghouse, curves are given which show the peak signal amplitude as a function of source- to-receiver distance (slant range). Curves are given for the Westinghouse seismic thumper, a 50-pound timber, and a sledge. For a given type of source, the receive signal strength depends more strongly on slant range than on any other factor. However, there is approximately a five-to-one scatter in the amplitudes. Thus, further study of factors affecting the signal amplitude might allow better estimates to be made for any particular geological setting. Combining the signal amplitude with the detection thresholds for the different noise conditions gives the distances at which a miner should be detected. These are given in Table l* below. [ ] The text also gives the increase in detection ranges which should occur if steps are taken to increase S/N by 10 dB. We feel that 10 dB is a conservative estimate of the improvement possible. THE MILDEST recession of the postwar period ended in the first months of 1961, and the economy climbed steadily during the remainder of the year. The Federal Reserve Board (FRB) Index of Industrial Production climbed from a low point of 102 (1957=100) in February to 115 in December, a rise of 12.5 percent. But economic activity for the year as a whole was only 1.5 percent higher than the 1960 level, as measured by real gross national product (GNP). Although activity increased throughout 1961, much of it was merely regaining ground lost in the decline during the second half of 1960 and the first months of 1961. The FRB index did not re ain the July 1960 high of 110 until June of 1961. Mineral fuels did not fully share in the economic recovery. The (FRB) crude oil and natural gas index rose only 5 percent between February and December. Although the index of monthly coal production increased 11.5 percent during the year, the February level was so low that total production for the year was the lowest since 1954. Total production of energy measured in Btu's was up slightly (1 percent) during the ear. Coal production was down; production of crude oil and natural gas was up. Calculated consumption paralleled production-total up slightly, coal lower, and crude oil and natural gas higher. The most interesting product developments were in coke and residual fuel oil. Sales of coke showed a sharper drop than steel

7. Development of Acoustic Seal Checking System The acoustic approach was shown in Section 4 of this report to be the most promising concept for checking the seals. This section describes the development of this concept into a working hardware system to be used later in the field test program. This development effort included: (1) Theoretical analysis of the acoustic behavior in the mine using acoustic modeling- techniques. (2) Experimental determination of acoustic patterns in mine passages. (3) Refinement of the theoretical model. (4) Verification of final theoretical predictions in the quarter-scale laboratory model of a mine passage and seal. (5) Development of system specifications. (6) Development of the Acoustic Prototype Seal Checking System. 7. 1 Analysis of the Acoustic Seal Checker Concept The acoustic seal checker concept is based on a model which combines corridor acoustics and hole transmission theory. The idealized model for the mine sealing application is shown schematically in Figure 66. A high intensity acoustic- source is located in a corridor at a, position adjacent to the location to be sealed. The acoustic signal transmitted through the seal is monitored by a microphone pick-up placed on the opposite side.
