This report describes development of the fusion-leach crystallization precipitation process for producing a hafnium content feed material for hafnium-zirconium separation plants. Mixtures of zircon, potassium silicofluoride, and potassium carbonate (or potassium chloride) were fused to prepare soluble potassium zirconium hexafluoride-potassium hafnium hexafluoride salts. High extraction of these salts was obtained by countercurrent leaching the fused material in dilute hydrofluoric acid. About one-half of the hafnium was recovered in hafnium-enriched mother liquor by cooling clarified lead: liquor to crystallize most of the zirconium salt. Additional hafnium was recovered from the primary crystals in a multiple dissolution-recrystallization step. Hafnium-enriched oxides having a hafnium-zirconium ratio of more than three times that of zircon were precipitated from the combined mother liquors. The hafnium and zirconium recoveries in the precipitate were 83 and 24 percent, respectively. About 71 percent of the zirconium and the remainder of the hafnium were recovered in potassium zirconium hexafluoride crystals of low-hafnium content.

This paper, describing the operation of the Gifford Hill & Co. plant at Hoot Spur near Texarkana, is one of a series being prepared for and published by the United States Bureau of Mines on methods and costs of mining and preparing gravel and sand throughout the United States. These tapers are designed to disseminate technical information regarding the methods used. The cost tabulations represent local operating expenditures only and not total production costs. Although the publication of total costs might not be advisable in some instances yet a knowledge of operating costs is essential to the technical discussion and study of methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulation shall ensue. The plant described combines some features of dredging and some of dry-pit operation, as material is excavated in a dry pit with a drag line, hauled to the plant in standard-gage cars, and then pumped. This operation should be of special interest to operators whose deposits contain a large quantity of clay.

Unfortunate occurrences resulting in injuries, loss of life, and destruction of property by explosion, fire, and other mishaps during shaft sinking focused the attention of the Bureau of Mines on the need for safety standards For such operations. Information Circular 7810 was published to meet that need. The current revision updates and replaces IC 7810. Several States have some rules and regulations applicable to local conditions, and several Bureau publications (including some now out of print) cover the hazards that may be encountered in shaft sinking. Certain requirements of the Federal Mine Safety Code and Federal Coal Mine Safety Act may be applied, but there are no definite, uniform standards that will guide those desiring to sink a shaft safely and bring about uniform safety inspections.

The U.S. Bureau of Mines investigated the performance of portable power cables under transient conditions. This research had a twofold purpose: (1) to define the thermal characteristics of electrically overloaded trailing cables, and (2) to conceptualize electrical protection for cables that allows maximum cable efficiency without diminishing electrical safety in underground mines. Several tasks were undertaken in support of these goals during the 3-year research effort. Overload tests ranging from 2 to 12 times rated ampacity were conducted in the Bureau's Mine Electrical Laboratory. Two thermal models of energized type G-GC trailing cables were constructed, one based on thermodynamic theory and the other using empirical data from previous Bureau load tests. The empirical model was then incorporated into an interactive computer program that can assist designers and approvers of mining machines in selecting the appropriate size trailing cable. This program can be the basis for a cable protection system that ensures that cables are not the source of fires, ignitions, burns, or explosions underground.

A system capable of monitoring mine electrical power systems and detecting impending component .failure could significantly improve power system safety and reduce unscheduled equipment downtime. Such monitoring would require a method of evaluating electrical parameters, calculated from terminal values, for indications of component deterioration. The U.S. Bureau of Mines has targeted electrical failure of squirrel cage induction motors and examined the use of mathematical models to aid in this evaluation. The initial stage of this work is complete, and has produced polynomial networks called adaptive learning networks (ALN's) that can detect and quantify winding insulation leakage simulated on laboratory motors. In this modeling process, empirical data from laboratory motors were used to select the electrical parameters most significant for assessing? motor conditions, and mathematical expressions relating these parameters to simulated deterioration were formed. ALN's developed thus far can process readily measured motor terminal information and quantify power and current levels of laboratory-simulated leakage to within 1% and 3% of full load values, respectively, for motors in the 10-to 150-hp size range. The next stage of this research is validation of these ALN's for actual motor failures; this stage is currently underway, using accelerated life testing of laboratory motors.

This paper has been written to aid the owner of a small gold mine or prospect in preparing a report on his property for the purpose of interesting capital. If an owner can afford to do so, he should employ a mining engineer of recognized standing and experience to examine and report on his property, but many owners of small -mines and particularly of prospects cannot make the expenditure required for this. Further, many of them do not know how to prepare a description which will cover those features of a deposit on which a potential investor promises his opinion as to its worth. If such an owner is convinced that he possesses an orebody of sufficient grade and size to warrant the required expenditure for a thorough investigation and wishes to present his property to prospective investors, then the following suggestions concerning the proper way to sample his deposit, estimate the tonnage of developed and probable ore, and prepare a report may be of assistance.

This report consists of a tabulation of the disposition of chromium samples distributed from July 1953 through June 1961; 109 requests for chromium were answered by providing chromium as electrolytic plate, powder, or wrought forms. The demand for samples reached a peak in fiscal year 1959 and declined to a relatively low level in fiscal year 1961. The largest number of requests came from individuals engaged in mechanical property studies; there were also many requests from those concerned with vaporized metal and physical properties studies. Most noteworthy application for chromium was the experimental use of the radioactive form, Cr[51], in radiotherapy of cancer.

"Researchers at The Pennsylvania State University are engaged in a project to understand the mechanics of respirable size fragment formation in coal. The project is based on the premise that a thorough understanding of the fundamental mechanics of fine fragment formation may lead to techniques for reduction and better control of coal dust problems in mines. Presently, it is believed that the mode of fracture propagation which can range from pure tensile to pure shear or any mixed mode in between and the loading or displacement rate can influence the amount of respirable size fragments that are generated on new fracture surfaces during the fracture propagation process The essence of any coal cutting process is one of mixed mode fracture propagation. To study the crack propagation process, a unique mixed mode testing rig was designed and fabricated. This rig is capable of applying loads to a prenotched test specimen that range from pure Mode I (tensile mode) to nearly pure Mode II (shear mode) or many mixed mode loading combinations. It is also possible to apply different loading or displacement rates to the test specimen. With this rig, it is possible to create new fracture surfaces via the different fracture modes and under various loading conditions.These new fracture surfaces are examined with a scanning electron microscope (SEM) to characterize the amount of structural damage and respirable size fragment formation that occurs during the fracture process. Initial observations suggest that the amount of fine fragment formation and the new fracture surface appearance is related to the fracture initiation conditions, particularly the fracture mode and the loading rate. Mode II loading and higher loading rates seem to generate more structural damage and respirable size fragment formation that Mode 1 loading at slower rates.With the mixed mode test rig, the mechanics of fracture initiation for a single crack can be controlled to better understand its influence on respirable size fragment formation. Such understanding may lead to methods which characterize the tendency of specific coal seams to produce undesirable fine fragments during the fracture process, or it may lead to rational recommendations and design guidelines or coal mining machines which inherently produce less dust.IntroductionAs part of a larger effort to reduce the incidence of coal workers pneumoconiosis (black lung) in coal miners, researchers at The Pennsylvania State University are engaged in a project to understand the fundamental mechanics of fine fragment formation in coal. This project is part of a com¬prehensive research effort within the Generic Mineral Technology Center for Respirable Dust which is jointly administered by The Pennsylvania State University and West Virginia University.The principal source of the coal dust in underground mining is the cutting operation. The U.S. Bureau of Mines (USBM) and various European research organizations have conducted investigations into the mechanics of coal cutting for many years. These studies of airborne respirable dust (ARD) formation have concentrated on empirical studies of the various cutting parameters and their effect on ARD for¬mation. The parameters study include depth of cut, cutting speed and bit spacing.(1,2) Other studies investigated the effect of symmetric and asymmetric bit wear and various bit geometries and designs (3-5) Roepke(6) summarized the principals of proper coal cutting to minimize dust formation by recommending to ""cut at maximum depth (maximum advance rate) at all times, at minimum RPM, with the fewest possible bits, having the lowest possible included tip angle."" The U.S. Bureau of Mines has tested cyanide leaching for recovery of palladium (Pd) from spent petroleum processing catalysts. Three different catalyst samples were supplied by a spent-catalyst processor. These catalysts consisted of a zeolite base and contained 0.4 to 0.7 pct Pd. During alkaline cyanide leaching, the catalysts exhibited ion-exchange properties due to their zeolite matrices. Hydrogen ions were released from the zeolite in exchange for sodium ions in solution, resulting in a significant decrease in solution pH. This could present a safety hazard because of the potential for release of toxic hydrogen cyanide gas. A pretreatment step where the catalysts were contacted with a 1.0M sodium hydroxide solution was found to prevent the pH shift from occurring. Following the sodium hydroxide pretreatment, two stages of leaching at 160 °C with solution containing 1 pct sodium cyanide and 0.1[M] sodium hydroxide gave at least 75 and up to 95 pct Pd recovery. The Pd was quantitatively recovered from the leach solution by thermal decomposition in an autoclave at 250°C for 1 h. The Pd content of the precipitate was over 50 pct. Thermal decomposition also decreased the total cyanide content of the barren solution to less than 0.2 mg/L. The catalyst leach residues passed the Federal Toxicity Characteristic Leaching Procedure and the California Waste Extraction Test, indicating that landfill disposal of the leach residues would be acceptable.

The author, who himself has worked inn the field with various types of torsion balances, expresses in the article his experience with the recently marketed Haff-Torsion-Balance. The advantages of practical work with Haff?s s torsion balance as compared with other types are mentioned. In spite of low weight and corresponding small dimensions (Model M = 23.5 kg., Model Al = 11.5 kg.) the sensitiveness is not less than that in the largest instruments. It is at 1.10-9, which is proved by calculations. A comparison with the corresponding values of other types of torsion balances (Eötvös, Askania, Gepege) is given. A guide to the development and use of an APL computer program for the analysis of load-flow problems is presented. The program is designed to provide an interactive method of load-flow study to improve underground coal mine electrical system design and safety. The theoretical basis for load-flow analysis is discussed, along with per-unit calculations which facilitate computation. Specific input/output, execution and network modification procedures are presented for using the APL program. In addition, typical results are given for examples taken from power system analysis literature.

The Bureau of Mines conducted radiation-ventilation studies in six large underground uranium mines to investigate the extent of radon-daughter exposure experienced by the miners and to analyze the ventilation systems to set what changes were required to achieve recommended radiation standards. The studies entailed tracing and measuring the mines' ventilating air, quantitatively and qualitaitively, from its entrance into the mines, through production areas, and lack to the surface. Pressures consumed in creating airflow through mine circuits were determined by altimeter surveys. Air quantities were measured with anemometers or by chemical smoke cloud methods. Air quantities delivered through tubing were determined using U-tube water gages to magnahelic gages to measure velocity pressures. Radon-daughters were filtered from mine air to measure alpha activity; activity levels were converted to "working levels," the established unit for reporting miner exposure. Attention was given to locating unnecessary contamination influx sources and recirculating air. The radiation-ventilation surveys showed that where basic principles of food ventilation were not followed, high alpha radiation levels invariably resulted. Some mines required more primary air for controlling radiation levels throughout active areas, but more efficient use of available air was generally possible. Premature contamination of intake air was prevalent where development Openings intersected ore or passed by worked-out stopes. Several auxiliary systems were inefficient in secondary distribution, recirculating air already too highly contaminated for ventilation. Many got these common problems can be traced try the lack of dine planning with radiation control in mind.

"In response to the U.S. Bureau of Mines (USBM) Request for Proposal (RFP) for "" the establishment of a Generic Mineral Technology Center (GTC) in Respirable Dust,"" the Mining and Mineral Resources Research Institutes (MRIs) at The Pennsylvania State University (PSU) and West Virginia University (WVU) in association with participating MRIs at Massachusetts Institute of Technology (MIT), and the University of Minnesota (UMN) have prepared the comprehensive research program described herein. Michigan Technological University (MTU) joined the Center as an affiliate after its inception. This program was developed with recognition of the stated objective of the Federal Mine Safety and Health laws which is to "". . . permit each miner the opportunity to work underground during the period of his entire adult working life without incurring any disability from pneumoconiosis or any other occupation-related disease . . . .""Exposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic consequences and some others, slow and long enduring, has been a major concern for labor, management and the government. This concern has manifested itself in four mechanisms of control -- (1) regulatory control through minimum standard setting by the passage of mine health and safety laws, (2) engineering control through design and operation of mines according to the best recommended practices, (3) interaction of dust and lung control through periodic physical examinations, wearing personal protection devices, etc., and (4) legal and social control through workman's compensation laws for occupation related health deterioration."

The Bureau of Mines adapted thermal theories explaining combustion of gases to correlate parameters affecting ignition of dust dispersions. The dust dispersions were ignited in a Godbert-Greenwald furnace at atmospheric pressure. Ignition temperature and the concentrations of fuel, admixed inert powder, and atmospheric oxygen were related mathematically. Values for these parameters obtained in laboratory experiments for cornstarch agreed with theory. The developed equation permits extrapolation; the predicted upper igni-tion limits correspond with limited experimental data from laboratory and large-scale tests. Explanation of the effect of fineness of dust on ignition parameters is attempted by introducing a surface-area constant to modify the activation energy. Arguments are presented to show that the ignition process is a solid-gas phase reaction rather than an ignition of prevolatilized gases.

This study presents the economics of the hot-carbonate purification process for removing C02. It considers three variations of the process in order to meet the design specifications, which call for a feed-gas flow of 10 million standard cubic feet per hour (std.c.f.h.) with C02 inlet concentrations of 10, 20, and 30 percent and exit C02 values of 5, 2, 1, 0.5, and 0.1 percent. Owing to changes in State mining laws, the Maryland Bureau of Mines requires all mine foremen to have a thorough, practical knowledge of mine gases and the limitations and use of recognized gas-detecting devices. This requirement involves immediate training of second-grade mine foremen and aspirants to qualify them for certification under the new law. Cooperation of the Federal Bureau of Mines was requested, and a plan for training was discussed and adopted. The methods used in Maryland aroused unusual interest by participating individuals, and the final results were very satisfactory. Consequently, it is thought that this plan will be of interest and assistance to other organizations faced with the need for such training.

Anthracite samples were oxidized with nitric acid to prepare products representing intermediate stages of oxidation . Similar oxidizing conditions affected different anthracites to varying degrees as characterized by peptization behavior with 0.1 N NaOH . Techniques used in attempts to separate and characterize the products included esterification , absorption spectrophotometry , sublimation , chromatography , electrophoresis , metal salt formation , and solvent extraction . Mellitic acid , either free or in the form of metallic salts , was identified in the acid- soluble products from 10 tests in which the anthracite was treated with nitric acid for periods varying from 24 to 1,000 hours . pentacarboxylic acid was also found in some products . Other benzene carboxylic acids were not present in amounts detectable by the methods used in this study . The acid- insoluble residue from nitric acid treatment varied significantly in solubility behavior toward different classes of solvents . The most effective ones tried included polar oxygenated solvents and pyridine . Infrared spectra of the extracted material indicated that similar compounds were extracted by the different solvents . Aliphatic amines and aniline peptized the residue and o- toluidine reacted with it . Organic material separated from the residue by peptization with dimethylformamide contained 1 percent ash , consisting of more than 50 percent zirconium .

Recommendations for safe practices in the operation of Diesel engines underground must take into consideration the hazards that might be created if the composition of the underground atmosphere differs from that of normal air. One aspect of this problem was discussed in the second report6/ of this series, which presented the results of tests in which a Diesel engine was operated with mixtures of normal air and exhaust gas supplied to the intake of the engine.
