Literature concerned with management and supervisory training was reviewed and analyzed from the perspective of relative effectiveness of various training methods for improving knowledge and awareness, changing attitudes, improving problem solving skills, improving interpersonal skills, and improving on-the-job performance. Conclusions were drawn relative to each method and the current state of the field of management and leadership training. A 168 item annotated bibliography is presented.

The U.S. Bureau of Mines investigated methods of separating valuable rare-earth materials from Fe in neodymium iron boron (NdFeB) magnet scrap. A selective oxidation treatment of the scrap oxidized the rare-earth portion while leaving elemental Fe. Magnetic and leaching procedures were tried for separating the metallic Fe and rare-earth oxides, but the extremely fine grain size of the oxidized scrap prevented recovery by either technique. The best separation of rare earths from bulk NdFeB magnet scrap was obtained by dissolution with H2S04 followed by precipitation of recyclable rare-earth salts. By precipitating neodymium-alkali sulfate double salts as an intermediate that can be converted to a variety of useful products, many materials-handling and economic disadvantages found with direct precipitation with fluoride or oxalate were avoided. Iron was removed from magnet leach solutions by precipitation as a jarosite, eliminating a major disposal problem. Research was also conducted with contaminated mixed SmCo5 and NdFeB swarf. Using a flotation-leaching technique allows the SmCo5 to concentrate in the froth, while the grinding-medium contaminant sinks and is removed as tailing. The NdFeB is dissolved by H2S04 during the process.

A brief résumé follows of some of the most recent activities of the Division of Coal-Mine Inspection that have had a favorable effect. on health, safety, and injuries at coal mines: 1. There were approximately 8,510 active coal mines in the United States during 1955. In all, 82,389 regular Federal inspections of coal mines have been made since Public Law 49 became effective in May 1941; 9,823 of these inspections were made during 1955. 2. The Bureau of Mines introduced the revised Coal-Mine Accident-Prevention Course for Supervisors in the coal-mining industry on March 1, 1948. Since that date, 19,455 supervisors and those aspiring to official positions have completed such training conducted by personnel of the Division of Coal-Mine Inspection.

A small electronic digital computer employing punched cards has been used to facilitate the solution of a variety of problems in Bureau of Mines pyrometallurgical research. In this work the computer has been found to be economical for solving both simple problems that occur repeatedly and those involving complex or iterative calculations. Each of these classes of problems and their respective solutions are described. These small computers can be used effectively by researchers when they work in consultation with a computer specialist. Close team work produces the required solutions in less time, and, oftentimes, in a more useful form. Participation in programming by researchers develops in them a skill for evaluating the suitability of problems for electronic computing.

The thermodynamic properties of two manganese silicates, pyroxmangite and fowlerite (zincian rhodonite), were experimentally determined by the Bureau of Mines. The standard enthalpies of formation were determined by hydrofluoric acid (HF) solution calorimetry, the low-temperature heat capacities by adiabatic calorimetry, and the high-temperature heat capacities by differential scanning calorimetry over the range 322 to 1,372 K. The Bureau of Mines evaluated the impact of the depletion allowance upon the economic availability of copper from domestic deposits. The potential long-run percentage depletion deduction, cumulated over the life of the properties, was estimated at approximately $2.5 billion for producing properties and up to $11.7 billion for nonproducers. The income transfer, in the form of higher Federal income tax payments if the allowance were repealed, was estimated at $1.5 billion for producing properties and up to $8 billion for nonproducers. The percentage depletion allowance, through its role in determining Federal income tax liability, was found to be very significant in affecting profitability. Repeal of the allowance could result in major domestic copper availability reductions at all price levels, now and in the future, as a result of reduced profit margins for current producers, and postponement of development decisions for nonproducers. It was demonstrated that a 50-percent reduction in the percentage depletion rate applicable to copper would also result in a significant decrease in profitability for nonproducing properties. For producing properties, the percentage depletion rate on copper was shown to be less significant than the income limitation that is placed upon the total amount of the depletion deduction. Repeal of the minimum Federal tax provision was shown to be significant in enhancing profitability for both producing and nonproducing deposits. The report concludes that the percentage depletion allowance operates as an important method of capital recovery and production incentive.

The results of a laboratory investigation of coal cutting mechanics and noise is presented. These experiments were performed using a linear cutting apparatus that operates over a broad cutting speed range. The influence of several coal cutting parameters on the noise, force, productivity, and specific energy associated with linear cuts is ascertained. Some basic theoretical aspects of coal cutting mechanics and noise generation are discussed, and the results of the laboratory experiments are used to Formulate analytical models of the coal cutting forces and noise. The analytical model For coal cutting noise is then generalized to account for the more important effects of rotary cutting. Based on the generalized model, an estimate of the sound pressure level at an operator's position is made for a typical continuous mining machine. It is concluded that by employing linear rather than rotary cuts, using deeper depths of cut, slower cutting speeds, and more efficient cutting tools, it is possible to reduce the level of coal cutting noise, as well as Provide benefits to other important areas of underground health and safety.

The Tri-State, or Joplin, zinc and lead mining district in south- western Missouri and adjoining, parts of Kansas and Oklahoma is one of the great mining districts of the world. It is in flat-lying or gently rolling agricultural country near industrial centers and coal, oil, and gas fields. The nearly horizontally, lying bedded rocks in which the ore bodies are found were originally limestone but are now largely chert containing minor percent- ages of dolomite and other minerals. The ore occurs in nearly vertical fis- sure zones, large and small, and in blanket (sheet-ground) deposits. The mining depth ranges from surface diggings to $50 feet. The average tenor of the ore mined, in recent years is much lower than that of ore produced in other large zinc and lead districts of the United States. Mining and mill- ing costs are low because of the shallowness of mining, amenability of ores to concentration, efficiency resulting from long experience of management and labor, and other factors. The operators comprise many small and medium-size producing companies and partnerships, as well as individuals and a few larger producers. About 7,000 men are employed in the mines and mills during normal industrial activity. The concentrates produced are sold f.o.b. the mill bins to local representatives of smelting companies at prices quoted on the Joplin market. The productive life of the district began with the discovery of lead near Joplin in 1848, but output was not large until after mining for zinc began near Granby in 1871. In most of the intervening years through 1945 the district produced more zinc than any other field, and it generally ranked third or fourth in the United States in lead production. Figures compiled from sources given later in this paper show a total output for the district from the beginning through 1945 of 20,755,020 tons of zinc concentrates and 3,334,057 tons of lead concentrates valued altogether at $1,110,058,581 in the mill bins. The output, in terms of recoverable metals, was 10,609,408 tons of zinc and 2,529,121 tons of lead, valued in all, at the average yearly market prices of the metals, at $1,691,282,419. During the 39 years (1907-1945) for which complete figures are available, the annual output of the district fluctuated from 23 to 66 percent of the total United States mine output of zinc and from 5 to 18 percent of the total lead; the averages for the period were 40 percent for zinc and 11 percent for lead. peak yearly production was attained in 1926, with an output of 423,800 tons of recoverable zinc and 102;117 tons of lead. Since that yoar the production rate has trended downward, accentuated at first by the depression in the thirties and later ameliorated somewhat under the stimulus of heavy demand and higher metal prices during World War II; the output in 1945 was 139,274 tons of recovorablo zinc and 23,556 tons of load. The above figures show the groat contribution made by the Tri-State district in the past toward the country's supplies of primary zinc and lead, cspecially zinc. However, the district's production is expected to decline both in quantity and in proportion of total United States mine output unless important discoveries are made. A Computational Fluid Dynamics (CFD) program was used to model buoyancy induced Product-Of-Combustion (POC) spread from experimental fires in the National Institute For Occupational Safety And Health (NOSH), Pittsburgh Research Laboratory (PRL), safety research coal mine. In one application, the CFD program was used to predict spread from fires in an entry under zero airflow conditions. At a location, 0.41 m below the entry's roof at a distance of 30 m from the fire, the measured smoke spread rates were 0.093 and 0.23 m/s for a 30 and a 296 kw fire, respectively. The CFD program predicted spread rates of 0.15 and 0.26 m/s based upon the measured fire heat production rates. Based upon a computation with [c3h3] as the hydrocarbon fuel, a predicted 5 PPM co alert time of 70 s at a distance of 30 m from the fire is to be compared with the measured alert time of 148 s. In a second application, the CFD program was used to analyze smoke flow reversal conditions, and the results were compared with visual observations of smoke reversal for 12 diesel fuel fires. The CFD predictions were in qualitative agreement with visual observations of smoke reversal.

A brief résumé follows of recent activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority (under Executive Order 9728) was removed on June 30, 1947, when Government control of the mines was terminated.

This report summarizes a U.S. Bureau of Mines study on the application of geotechnology to identify and minimize ground control hazards in talc mining operations in northwest Georgia. The major ground control hazard is pillar sloughing attributed to the steeply dipping orientation of a pronounced foliation in the talc ore body. The sloughing problem, which gradually reduces the effective support area of a pillar through attrition, can be minimized by appropriate artificial support, as determined by a rock classification system, and by a more uniform pillar design. A boundary element model confirmed the advantages of using a uniform pillar design to avoid excessive loads on portions of irregular pillars. Instrumentation to measure roof convergence and pillar loading was installed at selected locations in an active talc mine but failed to detect any significant changes, suggesting that the gneiss hanging wall constitutes a strong roof that probably can support large spans between pillars and permit high extraction ratios. This interpretation also is supported by a rock classification of the hanging wall gneiss.

An inexpensive technique that laboratory studies indicated would significantly reduce seepage in irrigation canals was devised and tested through research sponsored by the Bureau of Reclamation and the Missouri River Basin Field Committee. Laboratory tests simulating optimum field conditions determined that easily applied sodium carbonate solutions made test beds of canal lining materials virtually impermeable for long periods. The study comprised alternative laboratory treatments of 3-inch-deep test beds of canal earths with 74 water-soluble chemicals in search of one 01' more that would effectively improve the water barrier characteristics of the component clays. Sodium carbonate, one of the least expensive, was among the most effective. The addition of 0,4 lb of reagent per sq yd greatly reduced the seepage from typical, highly permeable test beds. The reagent penetrated and sealed surface for about a 1.5-inch depth.

Contract H0242013 was originally to evaluate through underground tests, water spray systems for controlling respirable dust at the face of a longwall plow. A number of difficulties were encountered which made such an evaluation impractical. The contract was modified to evaluate, in the BCR dust tunnel facility, the live factors believed to affect respirable dust levels. A 60-foot long; plow face mock-up was constructed in the dust tunnel, a facility with controlled airflow and dust concentration. Six types of nozzles were tested with the following parameters: two nozzle orientations, two levels of water pressure, two levels of airflow, and with and without simulated airflow through the gob. Of these factors, the most significant in reducing respirable dust levels was nozzle orientation, where the nozzle directed 45 degrees downstream resulted in 27 percent lower dust levels than those directed 45 degrees upstream (against the airflow). Following in order of effectiveness were the higher water pressure and the lower airflow. All nozzles tested resulted in similar dust reduction, i.e., the type of nozzle was the least significant factor.

This report is in three parts. The first part presents a review of theoretical models which have been developed to study removal operations for various types of materials. In the second part, a brief summary is given of coal cutting research. The majority of this work has been carried out in Britain using chisel type bits rather than the conical picks which are in general use in this country. However, a comparison of specific energies measured for conical picks in the laboratory and in the mine shows very encouraging correspondence. In the third part of the report, analytical models for coal cutting by picks are suggested. An extension of the British "tensile breakage" theory, developed for chisels, is given for picks. The role of crushing and cutting in coal removal is discussed as a theory which combines the two processes is shown to give reasonable predictions for specific energy requirements. Finally, directions in which the existing theory could be improved are presented and the need for further research is emphasized.
