This report contains the findings of a study to perform a task and skill analysis of roof-bolting operations, with respect to the operational training requirements and to prepare detailed recommendations for the operational training system. The extent of the problem was determined by visiting underground coal mines, interviewing training and safety personnel, observing and interviewing roof-bolter operators, and reviewing present training programs and facilities. In conjunction with the mine visits an extensive literature search was conducted with emphasis on training, mine safety, and accidents involving the roof-bolting operation and roof-bolter operators. A number of training programs and training devices were considered resulting in the development of a recommended training program including training devices to be used and establishing training objectives.

In the past the blast-furnace industry was under the stigma of being one of the most prolific sources of killed or seriously inj ured and permanently disabled workmen of any of the industries of the country. In the popular mind, labor at blast furnaces was little less hazardous than mining, powder making, or railroad work. This impression wasbased not so much on definite knowledge of the number actnally injured and the causes of injury as on the spectacular nature of the accidents that from time to time were described in the press. As with a mine disaster or a railroad wreck so with many furnace accidents, the number fatally injured in such accidents constitutes only a minor proportion of the workmen who suffer more or less serious injuries. However, the reader of the daily paper receives a distinct impression-of frightful and sudden disaster which is apt to be associated henceforth in his mind with work at blast furnaces. It is true that in the past this impression has not been without warrant, for from the time of the advent of Mesabi ores, taller furnaces, and faster smelting, which begain in the early nineties, the newspapers have chronicled a large number of blastfurnace disasters. Blast-furnace men have never assumed to tolerate failures in construction or defective control of furnaces. But the admitted hazards of the work are many, and the slow development of improvements in the construction and control of the furnace and its auxiliaries have occasionally given rise to a tendency to accept as a part of the day's work not only the unforeseen and difficultly controlled accidents but accidents whose recurrence might be stopped by the adoption of suitable preventive measures. In the smelting of iron, even more than in many other industries, safety is inseparably related to efficiency in production, and. the accidents strictly incident to work about the furnace are proportional in some degree to the success with which obstacles to smooth working are overcome. This relation does not hold, however, in regard .to such accidents as are incident to hand labor, falls, falling and flying objects, machinery, and the use of hand tools.

This publication is the third of a series of reports on hazards and the prevention of accidents at blast-furnace plants that is being published by the Bureau of Mines, Technical Paper 106a being the first and Technical Paper 136b the second of the series. This bulletin, which is arranged in three parts, treats of the causes and prevention of blast-furnace breakouts, explosions, and slips. The first part discusses blast-furnace breakouts, the hazards therefrom, causes, and features of furnace design and methods of operation that tend to prevent breakouts or lessen their number, and points out safety measures to be adopted. The second part takes up the theory and causes of gas explosions at blast-furnace plants and reviews the better methods in use for handling gas. The third part analyzes the causes of hanging and scaffolding in blast furnaces, with the resulting slips that frequently cause injury to the plant and danger to the workmen, describes features of construction and furnace design and methods of operation employed to prevent hanging and slipping, and suggests precautions and safeguards.

An important phase in the Bureau of Mines investigation of electrical machines designed for operation in gassy coal mines is testing enclosures of electrical components for explosion-proof qualities. In brief, this testing consists of filling and surrounding the enclosure with an explosive atmosphere of methane and air and then igniting the atmosphere within the enclosure to determine (1) Whether the resulting explosion is confined without discharge of flame; (2) whether the enclosure walls are permanently distorted; and (3) whether excessive pressures are developed within the enclosure. Ordinarily, the pressures encountered in routine testing do not exceed 100 pounds per square inch gage. Hence, the designer of the machine does not have too much difficulty in taking corrective measures to prevent flame discharge and distortion of the enclosure. Occasionally, however, the explosion pressures greatly exceed 100 pounds. Then the goblet of the designer may not be solved so readily, From experience over the year 0, the testing personnel often can predict that certain construction will result in high. Pressures, but, only in a very general way, has it been possible to advise designers what modifications might be made to reduce the explosion pressures to normal values. For example, if high pressures were developed in a motor starter having a partition with an opening through it, some enlargement of the opening may appear to be the logical procedure, but it has not been- possible to give information concerning the exact amount the opening should be enlarged to prevent development of high pressures .

The application of manganese in iron and steel metallurgy is very inter¬ esting historically. In general, ancient- irons and steels contained virtu¬ ally no manganese, probably because the available iron ores contained■only small amounts of the manganese oxides. Occasionally, samples of ancient irons were found to have appreciable amounts of manganese, but their presence is considered accidental and dependent upon the ore available to craftsmen of that time. Two specimens of iron (139;— made in 500 A.D. contained .negligible quantities of manganese. A sample of steel which constituted the base of .the Khan Baba pillar in India was probably processed in 12p B. C. by the1 cementa¬ tion of wrought iron. This material; contained 0.02 percent manganese and 0.70 percent carbon (20) . One Damascus-steel sword forged some time between 11'60 ' and l400 A. D. was found to contain 0.1^-i percent manganese and 0.j6l percent carbon. The manganese content of this bla.de was much higher than that of any other material of this type which has been analysed. In every other instance the manganese content was below 0.02 percent. A cast steel manufactured by the East India. Co. in India in the early nineteenth century, under the name of Wootz steel, contained rather appreciable amounts of manganese. This material was made by melting and refining fairly high-manganese pig iron prepared from high-manganese ore. Heath (106), who was working at the Co. plant between 1S20 and 1S40, was convinced that the manganese content of the steel was the determining fa,ctor in its high quality. He learned of certain difficulties English steel manufacturers were having in making even fair-grade steel, and analyses of the material indicated low manganese contents. This convinced him that.if the use of manganese could be introduced in England its steel would be greatly benefited. In consequence, he moved to England and soon was producing certain grades of ferromanganese for use with the crucible process. He recommended addition of this metallic material to the ingot mold just before pouring. It was soon found that inferior brands of steel containing only traces of manganese could be greatly improved by such additions. All metallurgists of that time became convinced

This study was conducted to identify, evaluate, and develop procedures to minimize or eliminate safety hazards associated with the electrokinetic dewatering process, such as toxic and volatile gas emissions, electrical shock, accidental detonation of explosives, electrochemical corrosion of metal appurtenances, and possibly others. The identification, evaluation, and procedure development were based on pertinent literature, existing safety regulations, interviews with mine personnel, physical and mechanical properties of the electrokinetic dewatering process, and physical characteristics of the material to be dewatered. The electrokinetic dewatering process was described in detail. Potential safety hazards were identified and evaluated. Procedures and/or safety regulations were developed to minimize or eliminate the potential hazards. It was recommended that the electrokinetic dewatering process when used in deep metal mines be properly monitored to obtain additional information on other potential hazards that possibly exist.

Since 1963, Bureau of Mines Information Circular 8179 has served the mining industry as a fundamental safety guide in the field of blasting agents. In the intervening 14 years, many changes have occurred, and this report presents revised and new recommendations which recognize these changes. For example, AN-FO is now supplied mostly premixed, whereas in 1963 much of it was mixed by the blaster; aluminum metal (A1) and other fuels are now often added to AN-FO to increase strength, and flake aluminum powder is used as a sensitizer in water gels; and water gels or slurries that are now extensively used were just coming into practical use in 1963. To provide the widest possible margin of safety, some of the Bureau's recommendations are more stringent than existing regulations,

This report is submitted in accordance with the provisions of the Synthetic Liquid Fuels Act of April 5, 1944 (30 U.S.C. 321-325, as amended), which require that: "The Secretary of the Interior shall render to Congress on or before the first day of January of each year a report on all operations under this Act." Owing to the broad scope of the content and the diversity of interests represented, the Annual Report for 1953 has been divided into two separate publications. Each has been published by the Bureau of Mines as a Report of Investigations, and the respective titles follow: R. I. 5043, Part I - Oil From Coal. R. I. 5044, Part II - Oil From Oil Shale. Identical in each report, the introduction summarizes research progress made in 1953 under the entire Synthetic Liquid Fuels program. The Lincoln Terminal System is described as a device with the capability to deliver technical information, monitor student performance, and assure learning in industrial training. An experimental unit, the LTS-3S, was constructed and delivered to the Bureau of Mines with appropriate lesson material for a test of feasibility and acceptability of this form of training in the mining environment. Operations were conducted at two mine maintenance schools. The overall results were that (1) there was a substantial improvement between tests before and after self-training on the LTS, (2) students found this an acceptable way to learn, and (3) reaction by training personnel and supervisors was favorable toward the feasibility and advantages of using the LTS in the mining environment. Transfer of the LTS to industry depends on availability of reliable units and adequate lesson material. The requirements for authors of training materials were established based on advice from mine training experts, formal analysis of lesson development procedures, and experience from efforts in lesson development at Lincoln Laboratory-It was concluded that experienced mine training instructors were best qualified to proceed effectively and economically to format instructional material for the LTS, if supported by well-designed facilities and services. Discussion with mining experts confirmed the desirability of generating training materials and delivering instruction at distributed locations to meet local training needs and in direct support of industrial operations.

With a growing concern over mine fires, prevention and suppression are hot topics. NIOSH researchers Michael Trevits, Alex Smith and Edward Thimons discuss their research in the area. The leading causes of US mine fires include flame cutting and, welding operations, frictional heating and ignitions, electrical shorts, mobile equipment malfunctions and spontaneous combustion. From 1990 through 2007, there were 1601 reportable fires that occurred in the US mining industry -an average of 89 fires per year. The fact that mine fires are occurring with alarming regularity reinforces the importance of recognizing and eliminating the potential hazards. These statistics also show the need for improved control and suppression technology to ensure worker health and safety if a mine fire does occur.

"Although coal-mine explosions rank third among causes of underground fatalities, they receive more wide-spread attention than any other accidents in mines because frequently many persons lose their lives in a single disaster. Each bituminous coal-mine explosion endangers the lives of approximately 100 persons--the average number employed underground in a commercial mine. A critical analysis of coal-mine explosions in a restricted district gives a cross-section of relative existing explosion hazards, of common causes of ignitions of gas and dust, and of effective prevention measures. The Safety Division of the United States Bureau of Mines is collecting data on coal-mine explosions in the various States, and this circular is one of a series analyzing the causes and recommending methods for thy prevention of similar occurrences,The data on this circular are based on records of the United States Bureau of Mines and the West Virginia Department of Mines. Unfortunately practically all of the early records were destroyed by fire in the State House at Charleston, W. Va.; the remaining records were made available to the authors by N. P. Rhinehart, chief of the Department of Mines, and his cooperation is gratefully acknowledged.The earliest available reference to coal in West Virginia is that made by John Peter Lally who in 1742 found ""a great plenty of coals"" near a river later called Coal River. In 1809, Nicholas Roosevelt found coal along the Ohio River and used it on the New Orleans, said to have been the first steamboat west of the Allegheny Mountains. In 1810, Conrad Cotts opened a mine near Wheeling and sold coal for domestic purpose in 1812, a mine was opened on the Ohio River opposite Mason City and produced 1,200 bushels of coal that year. In 1840 the total West Virginia coal production was 298,691 tons; in 1863, the production had increased to 444,468 tons, and in 1883, to 2,335,833 tons. During this period apparently most of the coal was extracted from coal outcropping on the hillsides; little danger of gas ignition existed at that time, but explosions from blown-out shots occurred frequently. On February 22, 1383 the West Virginia legislature enacted legislation providing for a mine inspector to inspect the mines of that State, to prevent mine accidents, and to insure properly ventilated mines.In a special report to the Governor on December 31, 1884 the Inspector of Mines reported:We have 5 shafts, in 4 of which there is more or less gas; and in 1 of our drift mines there was an explosion on the 27th day of March 1880, whereby 2 men were killed and a boy badly burned.Table 1 lists 287 explosions in West Virginia coal mines. Several early explosions were listed in the annual reports of the West Virginia Department of Mines as ""blown-out shots"" or ""powder explosions"". The injuries usually were described; explosives accidents have been eliminated from these and other available data, and only those in which dust or gas were involved have been included in this paper as explosions."

This Bureau of Mines publication reviews 237 papery on radiometric prospecting, which is the measurement of naturally occurring radioactivity in the earth's surface and its application to petroleum and natural gas exploration. Many theories and documented surveys are listed in both support and refutation of this reported phenomenon, and the Bureau of Mines is conducting research to obtain direct field information in order to determine the statistical credibility of a radiometric method of predicting petroleum accumulation.

"INTRODUCTION Extraction of alumina from various materials, such as low-grade bauxite and clay, by means of a lime-soda sinter has been the subject of a number ofinvestigations (1, 2, 3, 4, 5, 7, 9, 10, 11, 12, 13, 16, 17). 5/ in recent years, Although many of the details of these investigations are lacking, it is believed that there is one difficultly that frequently develops under certain conditions, namely, that of thickening or gelation of the slurry formed during extraction of the sinter. If gelation occurs even to a slight extent* Serious mechanical difficulties result, very low liquor recoveries are obtained, and the extraction step becomes virlually inoperable. Under 'favorable conditions, a solid gel is formed which can only be removed from the equipment with great difficulty. At the Eastern Experiment. Station of the Bureau of Mines in College Park, Md., a study of lime-soda processes was begun in November 1941. This work has included studies on low-grade bauxites, kaolin clay, and nodular diasporic clay. Gelation was most serous with kaolin clay and least with diasporic clay. As a part of the Bureau's investigation, a study was made of the effect of the pertinent variables on gelation. The results permit the selection of various sets of conditions at which gelation will not occur. These data are essential to the final selection of optimum conditions for the over-all process."

Specific data are presented on the paraffinic, unsaturated, aromatic, and alicyclic hydrocarbons, alcohols, ethers, aldehydes, ketones, and sulfur compounds, and an assortment of fuels, fuel blends, hydraulic fluids, engine oils, and miscellaneous combustible gases and vapors.

A family of personal computer programs that calculate the Coal Mine Roof Rating (CMRR) has been developed by the U.S. Bureau of Mines. The CMRR rock mass classification system provides a link between the qualitative geologists' description of coal mine roof and the quantitive mine engineers' needs for mine design roof support selection, and hazard detection. The program CMRR is a user-friendly, interactive program into which raw field data are input. A CMRR is calculated and output along with two graphic displays. The first graphic display is a plan view trap with the CMRR's displayed on a color-coded scale. The second display shows a stratigraphic section of the bolted roof interval and its resultant CMRR. In addition, a Lotus 1-2-3 worksheet, computer file BOM-CMRR.WK3, has been developed for easy storage of field data. The worksheet includes four macros that automatically calculate CMRR's, store field test data in a database format, and print a two-page report of the field data and CMRR parameters. Production of summary port; for analysis of site-specific information are readily generated using Lotus 1-2-3 software. These programs help to facilitate the engineer in utilizing the CMRR in ground control studies.

"The kaolin deposits of Aiken County, South Carolina (fig. 1), have been worked continuously since 1852. It has been long known that the deposits contain a high percentage of alumina and that large reserves exist. These facts led to the early selection of this area for examination in the search by the Bureau of Mines for high-alumina clays. An exploratory program was started by the Bureau, and drilling was carried on from June 27, 1942, to October 31, 1942.The kaolin-bearing district occupies an area approximately 25 miles long and 11 miles wide, running northeast, with its center at Aiken, S. C. (fig. 1). Within this district, a triangular area bounded by Horse Creek, Silver Bluff Road, and Hamburg Road was roughly prospected by boring 43 machine and 12 hand holes. As a result of the data obtained, a final smaller area was chosen for more systematic prospecting. This area is bounded by Pine Log, Tewkesbury, Silver Bluff, and Craig Sawmill Roads and covers about 4,000 acres.Mineral exploration agreements covering 11,272 acres were signed by 35 property owners, and 11,956 feet was drilled in 200 holes on these properties.The Bureau of Mines exploration work in the district has indicated 19,514,000 short tons of kaolin, of which approximately 10,000,000 tons would average over 35 percent alumina.The tonnages and grades of kaolin developed by this exploration are tabulated below.All grades of this kaolin average approximately 2 percent Fe203 and 1.5 percent Ti02.This project was under the general supervision of J. R. Thoenen, supervising engineer, Non-Metals Mining Section of the Mining Division, Bureau of Mines, until July 1942. The -project was then under the general supervision of E. J. Lintner and later Rowe McCrae, consecutively district engineers for Georgia, South Carolina, and Florida. The final report was prepared, under the general supervision of V..J. Lynch, chief, Raleigh Branch, Mining Division, by William A. Beck from the original report by the author.Acknowledgment is made for the wholehearted cooperation and assistance given to the Bureau of Mines by the various operating companies in the district. This interpretation of the mining laws of British Honduras has been prepared from the best available information in Washington and is released subject to amplification or correction, if necessary, by United States foreign-service officers. INTRODUCTION The mining law governing all mineral substances other than oil is ordinance No. 7 of 1927 (Minerals Ordinance, 1927), passed by the Legislative Council on March 25, 1927. The accompanying regulations, No. 3 of 1932 (General Minerals Regulations, 1932), made under the authority of section 66 of the minerals ordinance, were made by the Governor in Council on December 23, 1931.

The Bureau of Mines studied the feasibility of water diversion and overburden dewatering for underground coal mines in the Appalachian region. All relevant published literature pertaining to the occurrence and control of surface and ground water in underground coal mines was reviewed, and the impacts of mine water with respect to health and safety, production, environment, and costs were assessed and are described in this report. The report also identifies the sources of water inflow into underground coal mines, and gives a summary description and evaluation of techniques that can be used to reduce the amount of water entering these mines. Engineering practices currently used by operating coal mines in the Appalachian region to prevent the movement of ground and surface water into active coal workings were reviewed and are summarized. Major emphasis has been placed on the identification of geologic and hydrologic conditions of the site, the water control methods used, and an evaluation of their technical and cost effectiveness.

This publication reports on the design, fabrication and test of an Improved methane monitor system for compliance to 30CFR75.313. The system will Initiate automatic shutdown of mining machinery when excessive concentrations of methane are encountered. The prime consideration: In the design were small size, Improved accuracy and reliability, fast response and a transient resistant power supply capable of reliable operation from any mine power source. The power supply contains an internal battery that provides operating power to the detection system prior to mining machine start-up or after machine shutdown. This report documents the development program from conception through in-mine testing.
