Nineteen eighty-seven was a year of significant change in the Bureau of Mines-change to help it better adapt and respond to the wide range of new challenges facing the U.S. mineral industry. The Bureau has been regarded as the world's premier mineral information and research agency. Its authoritative, comprehensive data and its pioneering research have contributed significantly to the minerals position of the United States. Yet no organization in today's complex, dynamic world, with its rapidly advancing technologies, can afford to rest on its laurels. Mission and program must be constantly fresh and relevant to the day's issues and problems. Moreover, rather than reacting to events, the organization must strive to anticipate and prepare for them. It must have a sense-a vision, if you will-for the future.

The 53 countries that constituted Africa in 1989 accounted for a significant portion of total world output of a number of mineral commodities. Among the most significant minerals to be produced in Africa were andalusite, antimony, asbestos, bauxite, chromite, coal, cobalt, copper, diamond, fluorspar, gold, lithium minerals, manganese, phosphate, platinum-group metals, and the titanium minerals-ilmenite and rutile, vanadium, vermiculite, and zircon. Despite the underdevelopment of much of Africa, mineral raw materials played a very important part of the national economies of many of its countries. In terms of percent-age of export earnings, minerals accounted for more than 90% in some cases. In several countries with agrarian economies and little economic diversification such as Angola and Guinea, a single mining operation could represent an important source of foreign exchange. These latter operations tended to be the more easily mined surface deposits of diamond, gem stones, and precious metals. Mineral commodities for which Africa had a high percentage of world output were bauxite, 16%; chromite, 44.5%; cobalt, 76.5%; copper, 13.9%; diamond, 50.7%; gold, 32.9%; manganese, 27.1 %; phosphate, 22.1 %; platinum-group metals, 48%; uranium, 29.2%; vanadium, 54%; and vermiculite, 41 %. Several of these, chromite, cobalt, diamond, and manganese, were not produced in the United States.

Several studies have suggested that pulmonary toxicity to asbestos and silica may be mediated through oxidant-induced cell injury. We have reported recently that surface radicals associated with freshly fractured silica may be an imponant factor in cell injury and induction of pulmonary disease. Although the generation of oxygenated radicals in dust-cell interactions has been demonstrated, there are no data correlating the toxicity of a dust with the level of oxygen radical generation by the dust during its interaction with phagocytic cells. In the present study, we have investigated the in vitro generation of oxygen free radicals from human neutrophils and rat alveolar macrophages stimulated with freshly fractured silica, aged silica, amosite, crocidolite, chrysotilc, and a nontoxic dust, barite. Electron spin resonance (ESR) with the aid of a spin trap phenyl-N-ten-butyl nitronc (PBN) was used to measure the oxygen radicals generated during phagocytosis of the dusts. The relative toxicity index and ESR peak heights, on an equal surface area basis and normalized to barite as one, showed a direct relationship. The normalized toxicity indices and peak heights were: silica, 3.5 versus 2; chrysotile, 4 versus 2; crocidolite, 11 versus 8; and amosite, 26 versus 13. Addition of hydroxyl radical scavengers such as catalase, dimethyl sulfoxide, 1,3 dimethyl-2-thiourea (DMTU), sodium benzoate, and mannitol prevented the radical generation. Carmustine, a glutathione reductase- glutathione peroxidase inhibitor, caused a 5-fold increase in the radical generation. These results indicate that a nontoxic dust such as barite generates toxic oxygen radicals at a minimal level that can be quenched by the normal cellular defense system. For toxic dusts such as silica, amositc, chrysotile, and crocidolite, the potential for oxygen radical generation is enhanced by their surface propenies, physical dimensions, and the surface-based radical-generating redox sites. The enhanced radical generation may impair the cellular defense system, resulting in cell injury. Use of scavengers, chelators, and potentiating agents suggests the membrane-based oxidase system as the probable primary source of the radical-generating system. The data presented herein suggest the generation of oxygen free radicals as an important primary event in silica- as well as asbestos-induced cell injury.

Smoke abatement is a subject of which fuel technology, although absolutely essential, is only a part. Its successful accomplishment starts and ends with human factors that must be given thorough consideration; between this "start" and "end" fuel technology is applied. Smoke abatement usually starts from the desire of some person or persons to be free from uncleanness caused by the stack of someone else and ends with the sincere desire of the operator of the fuel-burning equipment to maintain a clear stack. Although "smoke abatement been discussed for many years, it is only recently that the public has been mindful of such expressions as "air pollution" and "air hygiene." The subject has duel in common with that of supplying pure water but is more complicated. The public desires pure water, expects pure water, is willing to pay for pure water, and expects to continue to pay for it indefinitely; it is a development of civilization. It is doubtless correct to say, however, that people in general do not et realize the detriment of air pollution to their well-being or give the question enough serious consideration. This is illustrated by the fact that in city smoke abatement it is the mass of small householders that sins the most and is the hardest to handle. It is rather difficult to assemble a group of people in a room without the air becoming contaminated with smoke. Smoke abatement will lag with the lack of desire for pure air - probably the biggest human factor involved in its accomplishment.

"Acid mine drainage can be controlled by water treatment, retardation of the pyrite oxidation reaction system, or enhanced prediction that allows preventive action to be taken. The Bureau of Mines is conducting research in each of these areas; the results of this research are summarized in the eight papers that comprise this volume. Field work to evaluate overburden analysis, alkaline injection, and bactericidal control of acid formation is described, along with two new inexpensive methods to treat acid mine water. These papers were prepared for an acid mine drainage technology transfer meeting held in Pittsburgh, PA, on April 3 and 4, 1985. INTRODUCTIONAcid drainage from coal mines is one of the most persistent industrial pollution problems in the United States. Over 5,000 miles of streams and rivers are adversely affected, primarily by underground mines that have been abandoned for decades. Meanwhile, at active mining operations and at sites where mining occurred after 1977, discharge water must be treated to meet fairly stringent regulatory limits--at a cost to the industry of over $1 million per day.The Bureau of Mines has a special responsibility to facilitate integration of mining and mineral processing with environmental safeguards. This responsibility is twofold: the development of techniques to reduce or eliminate environmental degradation, and the improvement of existing pollution control processes to make them more efficient and more cost effective. Research in acid mine drainage exemplifies the Bureau's concern for these environmental aspects of mining.This collection of papers summarizes much of the Bureau's recent research on acid mine drainage and will give the reader a sense of where the research is headed, in addition to providing details regarding new technology and recently acquired knowledge. This information circular, which describes mining methods and practices at the Baguio Gold Mining Co., Philippine Islands, is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs. Since January 1952, Baguio Gold Mining Co. has operated its rehabilitated mine and mill in the Baguio district. Postwar labor and supply costs are three or four times prewar costs, whereas ore tenor and tonnage are about the same. Ore reserves remain approximately the same, but deeper and more spreadout operations add to increasing costs. Recently the company has acquired an adjoining property, which may lengthen its life substantially. Costs and general operations are more or less typical of the district, which includes three other active gold mines. Gold ore mined in the district totals approximately 4,300 tons per day.

To determine the availability of aluminum from world bauxite resources, the Bureau of Mines investigated 139 bauxite deposits worldwide and evaluated the potential production of aluminum based on the demonstrated resources of bauxite ore from 91 mines and deposits in 22 market economy countries. The demonstrated resources of the bauxite mines and deposits included in this study represent an in situ resource of 20.2 billion metric tons of bauxite. Total identified bauxite resources in market economy countries amount to roughly 31.9 billion tons. Of the demonstrated resource, some 18.8 billion tons of bauxite considered minable provide a production potential of 3.6 billion tons of primary aluminum. Given the wide geographic distribution of bauxite deposits, stable supplies of bauxite for aluminum production seem assured well into the next century. However, a tight market situation could develop during the 1990's unless the real price of aluminum increases enough to stimulate massive new investments in production capacity, particularly in refining and smelting. This study indicates that a real price of at least $0.85 per pound (in January 1980 dollars) would be necessary to stimulate the required investments and provide a sufficient rate of return on invested capital.

This report presents a structural-mesh-generating computer program for the two-dimensional finite-clement method of mine structural analysis of single and multiple openings in nonhomogeneous rock mass. This program greatly reduces the amount of input data required and the chances of error which otherwise are large owing to the large amounts of data and the complex mesh involved. The program description, a user's guide, example problems, and program listing are included.

The Bureau of Mines surveyed unit trainloading and storage installations in the midwestern, eastern, and southeastern coalfields. Nine individual operations were studied in detail as a representative cross section of unit train operations in these areas. Of the nine operations studied, three were in Illinois, two in Kentucky, and one each in West Virginia, Tennessee, Ohio, and Pennsylvania. Information was obtained from coal producers, coal sale agencies, railroads, construction and equipment companies, and power companies.

This publication contains routine analyses and related source data for 547 natural gas samples from 22 States and three foreign countries. Of this total, 340 samples were collected during calendar year 1967. The remaining 207 analyses are of samples collected during previous years, but releases granting, permission to publish the results were not received until 1967. All samples were collected as a part of a continuous survey of the free world for occurrences of helium in natural gas. The Bureau of Mines has conducted this survey in the United States since 1917, and in 1965 it was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus which are described in Bureau of Mines Bulletins 4863 and 516.4 Nine previous publications have been made to present results of 7,618 gas analyses made by the Bureau of Mines Helium Activity prior to 1967. The first three, Bulletins 486,5 576,6 and 6177 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960. The other six

"The mission of the Respirable Dust Center is to enhance the health, safety and productivity of the miners 'through advancing the fundamental .understanding of all aspects of respirable dust associated with mining and milling and the interaction of dus.t and lungs for reducing the incidence and severity of respirable dust disease. All Dust Center activities are focussed to be responsive to this mission which is shared by several federal agencies closely associated with the Generic Mineral Technology Center for Respirable Dust such as USBM, M,SHA, and NIOSH, and the mining industry. While significant progress has been achieved in making mine atmospheres cleaner and healthier, respirable dust disease remains the nations worst industrial hazard. GOALSThe goals of the Respirable Dust Center have been formulated to recognize the diverse scientific, engineering and medical aspects of respirable dust as well as the need to enhance the interaction, education and technology transfer in the respirable dust area.The Center goals are to:1. Enhance the understanding of the scientific, engineering and biological characteristics of fine and respirable mineral particles, fibers, organic aerosols, and complex particles found in the mining and milling atmospheres.2. Advance the understanding of the physical behavior of airborne respirable dust particles in flowing streams under different. stimuli during mining and milling.3. Advance fundamental understanding of the causative mechanisms for the occupationally related lung impairments and the airway diseases of mine and mill workers.4. Establish the relationship between natural and cultural factors (mine geology, mineralogy, mining and milling methods, equipment and control measures) in the generation, exposures, and pathogenic properties of fine particles.5. Contribute to the development of control mechanisms for reducing ambient respirable dust concentrations, worker exposure, the incidence and severity of dust related lung disorders and disease prevention in mining and milling atmospheres.6. Enhance functional integration among the various research personnel in the Center, as well as, with other groups, such as MSHA, NIOSH and USBM involved in respirable dust research and control.7. Develop technically trained personnel for employment in the mineral industry for respirable dust research and control.8. The helium resources of the United States were estimated by the Bureau of Mines to be 1,037 Bcf as of January 1, 1981. These resources are divided into four categories, in decreasing degree of assurance of their existence: (1) helium in storage and in measured natural gas reserves, which totals 211 Bcf, (2) helium in indicated natural gas resources, which is estimated at 207 Bcf, (3) helium in hypothetical natural gas resources, which is estimated to be 318 Bcf, and (4) helium in speculative natural gas resources, which makes up the remaining 301 Bcf. These helium resources are further divided into depleting, nondepleting, and stored classifications, The depleting resources are those associated with natural gasfields that are, or will be, produced for the natural gas they contain. All of the helium in undiscovered (hypothetical and speculative) natural gas resources is included in this classification. These depleting resources are estimated to contain 897 Bcf of the total helium resource base. Nondepleting resources are those in shut-in, abandoned, or otherwise nonproducing natural gasfields. Helium resources contained in nondepleting natural gas resources are estimated to total 100 Bcf. There is 40 Bcf of helium in storage in the Federal Government-owned Cliffside Gas Field near Amarillo, Tex.

"INTRODUCTION The United States, although the leading consumer of chromite, depends almost entirely on imports for its supply. For instance, the consumption during. 1941 amounted to 714,645 long tons, whereas the domestic chromite production, although the highest since 1918, was 12,731 long tons or only 1.78 percent of the domestic consumption. 9/ Domestic production was tremendously, accelerated,after 1941 by war demands; however, only a small proportion of this domestic product was of sufficient quality to be substituted for the high-grade imported chromite demanded for metallurgical purpose. Chromite is used largely for making ferrochromium, an alloy containing 60 to 70 percent chromium which is used in making alloy steels. Peacetime specification for ferrochromium required that it should contain 68 to 69 percent chromium. These specification were lowered to between 60 and 63 percent, chromium in 1941 to permit the use of lower-grade ores. The specifications for metallurgical chromite, used for making ferrochromium, were established first by the Metals Reserve Company at 48 percent Cr203 and a Cr. Fe. ratio of 3 : 1 but later were lowered to 45 percent Cr203 and a Cr : Fe ratio of 2.5 : 1. The ratio of chromium to iron in chromite is important, because the contained iron enters the alloy in making ferrochromium and, although an ore may contain the required 45 percent Cr203, it may contain too much to be suitable for ferrochromium production. The principal sources of domestic chromite are California, Oregon, Montana, and Alaska minor, small, and widely scattered deposits in another dozen States. Without exception, these deposits are low-grade, require beneficiation to produce a commercial product, and are not competitive with imported high-grade ore in normal times. Nevertheless, these deposits form strategic reserve, which must be utilized in periods of national emergency. Recognizing this fact; the Bureau of Mines for many years has undertaken investigations to develop methods of utilizing domestic chromite ores. The problem has been approached from three angles: (1) Mechanical methods of concentration; (2) beneficiation by chemical or metal¬lurgical methods; and (3) production of metallic chromium by electrolysis of solutions prepared from ore or concentrate."

"INTRODUCTION This is the fourth report of investigations dealing with the cooperative tests between the Bureau of Mines and industry on the use of electrolytic manganese in steelmaking. The first report dealt with the use of electrolytic manganese in the manufacture of stainless steel 3/ the second with its use in acid electric steel practice, 4/ and the third with its use in low-carbon basic open-hearth steelmaking. 2/ A résumé of those investigations E7 appeared in the magazine STEEL. 5/ The present report deals with the use of electrolytic manganese in the manufacture of four types of stainless steel and the new Timken 16-25-6 alloy. The Bureau of Mines supplied The Timken Roller Bearing Co. with 62,000 pounds of electrolytic manganese for use in the tests.The electrolytic manganese was produced at the Bureau of Mines pilot plant, Boulder City, Nev., by the process developed by the Bureau and described in Bulletin 463, Operation of Electrolytic Manganese Pilot Plant, Boulder City, Nev., by J. "INTRODUCTION Red-iron-ore deposits in northeast Alabama have been exploited at vari¬ous times for nearly 6o years. About 3-1/2 million tons of ore have been produced in the Gadsden district; but mining activity has been dormant since 1926, and furnaces within this section of the State now suffer a shortage of red ore.To alleviate these shortages, work by-the Bureau of Mines was recommended after preliminary investigations. 4/5/ Diamond drilling, to determine the lateral and vertical extent of ores of known deposits in Greasy Cove and on Shinbone Ridge, was done from August 1946 to May 1947, as Project 9-106, Alabama Red Iron Ore. Three holes were drilled in each area.ASKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of domestic mineral resources to the end that they- make the greatest possible contributions to the national security and economy. It is the policy of the Bureau to publish the facts developed by each project as soon as possible after its conclusion. The Mining Division, Lowell B. Mine waste and mine reclamation are topics of major interest to the mining industry, the government and the general public. This publication and its companion volume are the proceedings of a conference held in Pittsburgh, April 19-21, 1988. There were nine sessions (50 papers) that dealt with the geochemistry, hydrology and problems of mine waste and mine water, especially acid mine drainage. These comprise Volume 1. The nine sessions (43 papers) that dealt with reclamation and restoration of disturbed lands, as well as related policy issues, are included in volume 2. Volume 2 also contains the ten papers that pertained to control of subsidence and mine fires at abandoned mines. Poster session presentations are, in general, represented by abstracts; these have been placed in the back of both volumes.

The three major objectives of this contract were (1) to survey underground diesel-powered mining machinery to determine noise exposure problems, (2) to recommend noise control techniques, and (3) to develop a technique for predicting underground sound levels from surface sound power measurements. The objectives were achieved. The contractor developed information on the severity of the noise problem caused by diesel engines underground and pinpointed the equipment causing the problems. He recommended a number of corrective techniques that can provide relief until long-term solutions are found. A procedure for predicting underground noise levels from above-ground measurements of the machine noise was found valid for several cases tested.

This Bureau of Mines open file report is one in a series of reports written about the Valdez Creek Mining District (VCM D) as a result of the continuing Bureau of Mines mining district evaluation program. This report presents the results of order-of-magnitude mining feasibility studies. The mining feasibility studies were conducted for mineral deposit models that were based on real and hypothetical deposits that occur in the VCMD. A total of 6b mine models were developed for application to the mineral deposit models. The goal of the feasibility study was to determine the monetary value per unit of minable ore that would cause the simulated cash flow for each of 66 mine models to achieve certain pre-defined rates of return for the invested capital.
