The results of a two-year research effort aimed at improving communication systems in coal mines is reported. A review of communication methods presently used in coal mines is presented. Theoretical and-experimental results of a four pronged effort in the areas of (1) through-the-earth propagation, (2) paging system design, (3) improvement of wired telephone systems, and (4) carrier current systems are described. Auxiliary systems not included in the above are considered briefly. Various conclusions are drawn in light of practical constraints and the needs of the mining industry. The study clearly demonstrated the need for nine communications to be designed on system basis. The viability of new technology for providing reliable mine communication for improving mine safety and operating efficiency is shown.

A sand and gravel deposit exists in the Wildrose Canyon Wilderness Study Area (WSA), Out it is limited to local use because of the distance from major markets and resulting high transportation costs. The WSA has no identified metallic minerals, oil, gas or other energy related deposits. INTRODUCTION The WSA encompasses 17,366 acres (7,028 ha) in the Panamint Range, Inyo County, California. Access to the area is by State Route 190, approximately 45 miles (72.4 km) east of Lone Pine, California and 16 miles (26 km) southwest of Stovepipe Wells, California (fig. 1).

This document is Volume II of a two-volume report on underground and surface coal mine fires occurring between 1950 and 1977. Volume I discusses the methods of data acquisition, data analysis procedures, results and conclusions. This volume contains (1) a master list of all fire incidents obtained from MSHA reports, (2) an annotated bibliography of all MSHA reports, journal articles on selected incidents, and non-reportable fires (appendix), and (3) indexes to be used in accessing incidents in the master list and annotated bibliography. These three types of information provide the reader with a complete summary of coal mine fires during the period from 1950 through 1977 and a convenient means to locate incidents of specific interest. The body of this volume is organized around two tables and a series of indexes. The two tables are master lists of underground and surface fire incidents. They are followed by 14 indexes keyed to the master list and annotated bibliography. The appendix contains three different parts: o The annotated bibliography of MSHA fire reports (one section each for underground and surface mine fires) o The annotated bibliography of journal articles about selected fires from the MSHA bibliography o A listing of non-reportable fires (one section each for underground and surface mine fires) Descriptions of the contents and use of each of the three major components of this volume (i.e., master list, indexes, and appendix) are presented in Section 2.0.

The Federal Bureau of Mines has conducted research in support of the National Aeronautical and Space Administration's (NASA) Apollo program to acquire fundamental scientific and engineering knowledge of lunar-mineral resources for NASA's Office of Advanced Research and Technology. Equipment and techniques were developed to conduct soil shear tests in a simulated lunar environment. Shear tests performed with this equipment in ultrahigh vacuum and controlled laboratory atmosphere showed that simulated lunar soil increased in strength in the simulated lunar environment.

A cobalt/manganese occurrence in Clark County, Nevada was the subject of a site-specific mineral investigation by the U.S. Bureau of Mines in 1988-90. The study site is in the northern part of the Million Hills (wilderness) study area which is administered by the Bureau of Land Management. Field work during a period of one week consisted of geological mapping and sampling of workings and outcrops, and geochemical and geophysical surveys conducted on four transects totalling 7,600 ft. Although the concentrations of cobalt (0.1 to 0.5 percent) detected in samples from the fissure zones are within the range of grades associated with world-class economic deposits, the volume of material enriched in cobalt at the study site is insufficient to warrant consideration as a potential resource. Concentrations of manganese, nickel, copper, lead, zinc, barium, and thallium, although anomalous, are too low for economic consideration. At the study site, workings consist of three trenches and nine pits. The exploration history is unknown, and no production is reported.

The Piedmont physiographic province of east-central Alabama lies in a humid subtropical climatic zone. Such an area with mature land forms underlain by rocks rich in feldspars provides conditions condusive to development of gibbsite, a major source of alumina; a raw material for which the United States relies on foreign suppliers for 85 percent of its needs. Gibbsite occurs in the northern and inner sections of the Piedmont Province of Alabama in Coosa, Clay, Randolph, Chambers, Elmore, Tallapoosa and Lee Counties in soils and saprolite derived from amphibolites, granites, feldspathic hornblende gneiss and other gneissic rocks. The major occurrences of gibbsite are in areas underlain by hornblende gneiss in Chambers and Randolph Counties. This region provides the proper physiographic and mineralogical setting for large areas containing up to 25 percent of saprolitic gibbsite. These areas provide potential sources of alumina that could be used to meet the United States future needs. Narrow zones and pockets rich in gibbsite also occur in soil and saprolite derived from areally restricted feldspar rich zones of narrow linear amphibolites in the inner Piedmont and feldspathic zones in various granites distributed throughout the Piedmont.

Although virtually every available indicator of world mineral industry activity demonstrated a gain in 1983 relative to the 2 very poor years of 1981 and 1982, the overall prospects for future years seemed far from bright. There were significant upturns in the quantity and value of mineral commodities produced, traded, and consumed in 1983, and many nonfuel mineral prices advanced, although the price advances in current dollars in most instances barely compensated for inflation. The pattern of investment in exploration and development of new mining ventures and new plant construction reflected virtual industry-wide concern that substantial upturns in demand for mineral commodities in the near future were unlikely, at least for most large volume products. The world oil glut continued despite cutbacks in production, and substantial stocks of many other mineral commodities mitigated against growth in total productive capacity, at least among market economy nations. In these countries, development activity at both mines and plants was confined largely to programs aimed at substituting new, more efficient installations for old, uneconomic or marginally economic plants. Among the centrally planned economy countries, the pattern was somewhat different on the whole, but even there, growth in total productive capacity was evidently somewhat restrained, although it seemed questionable whether the restraint was a function of intentional planning or simply an inability to accomplish planned programs on schedule. International political events, particularly the Iran-Iraq war and the unstable situation in the eastern Mediterranean countries (Lebanon, Israel, and Syria), continued to adversely affect mineral industry activities in those areas. Similarly, the internal and international conflicts in Central America negatively influenced mineral industry operations there. In Afghanistan, it appeared that there was some upturn in the very modest mineral industry operations, but industry activities there undoubtedly continued to be affected by confrontations between the Soviets and the local citizenry.

The Automated Breathing Metabolic Simulator (ABMS) is a versatile machine capable of performing almost any physiologically appropriate respiratory simulation. The first ABMS was delivered to the Bureau of Mines by IBM in 1973. Since then efforts have been made to refine the systems and components which make up the ABMS including the Breathing Simulator Module (BSM), Gas Analysis Module (GAM), and Supervisory Controller (SC)-each of which are also capable of stand-alone operation. Since September 1980, Reimers Consultants has been testing and modifying the ABMS and its components in order to improve the equipment and to develop simulation criteria and parameters. Changes have been made to the Phase I Design Plan and Performance Specifications; future improvements based on current experience are recommended; and test results of full scale testing conducted by Reimers Consultants in November 1983 on several types of breathing apparatus are reported and illustrated.

Approximately 270,000 cu yd (20[0],000 cu m) of inferred subeconomic auriferous gravel resources were estimated in three Tertiary deposits in the Polk Springs study area (fig. 1 and table 1). These resources are exposed between tuff-breccia and lava flows of the Pliocene Tuscan Formation and Paleozoic or Mesozoic metamorphic rocks which suggests that although no deposits were identified in the other RARE II areas, they may be concealed beneath the Tuscan Formation. Difficulty in choosing drilling targets will make the likelihood of resource discoveries small. The development and production of these deposits would also be prohibitive under current economic conditions due to the thick covering of volcanic rocks. Recent stream gravels of Deer Creek in the Polk Springs study area contain enough gold to attract gold hobbyists; however, the stream gravels do not have sufficient volume to be considered a resource. Potential exists for additional auriferous gravels near the Occidental Mine in the Polk Springs RARE II area.

The Bureau of Mines has designed and constructed an experimental coke oven, using a commercial oven as a model where practicable. Because the rate of carbonization is important in determining the quality of the coke produced and may affect the "mount of pressure developed during carbonization, particular attention was given to those elements of the design that govern the heat transfer to the charge. The new oven deviates in design from most existing test ovens in that the charge is full width (17 inches), the heating walls ore constructed of 4-1/2-inch silica brick, and zoned, heat-input arrangements compensate for heat losses at the ends, top, and bottom of the charge. This report describes the oven, which was designed by H. S. Auvil and installed under his direction, at the Southern Experiment Station, Tuscaloosa, Ala., while he was supervising, engineer, Coke Section. It gives the results of a limited number of carbonizing tests. These results indicate that the main objective in designing and building this oven, that off duplicating commerical, slot-oven carbonizing conditions, has been accomplished; if coke-discharge conditions simulate commercial-oven conditions, the cokes from the experimental oven arc very similar to oven coke, in soma tests being fully as close is duplicate tests from a Angle batch of coke.

In a review of so 40 papers on damage to residential structures resulting from blasting, only 3 were found that present data on the observed amplitude and frequency of the vibration levels produced by blasting together with an observed degree of damage to a residential structure. The data from these three reports have been analyzed statistically to determine if one of the quantities, displacement, velocity, or acceleration, is more reliable than the others for estimating the degree of damage to a residential structure. From this analysis the conclusion is drawn that a given degree of damage to a structure is most closely related to the magnitude of the particle velocity of the wave motion passing thru the earth at the structure location. On the average, only minor damage it observed for peak particle velocities of 5.4 inches per second, and major damage is observed for peak particle velocities of 7.6 inches per second. When the spread of the data is taken into consideration, the following statement can be made: Wave motions that have a peak particle velocity in excess of 2 inches per second have a fair probability of producing some damage to structures, whereas wave motions that have a peak velocity less than 2 inches per second have a very low probability of causing any damage. Therefore, the recommendation is made that vibration levels in the vicinity of residential structures should be maintained below a peat particle velocity of 2 inches per second. The above criterion for safe blasting is considered to hold over a wide variety of soil and rock conditions because the original data were obtained for a wide range of soil and rock conditions and on various types of residential structures. A study to explore the potential of utilizing the transport time required to move coal miners to and from the working sections. Consideration was given to all forms of training and presentation media, taking into account such environmental factors as noise, dynamic interferences, visibility, physical constraints, and contaminants. Indications of managements? and workers' attitudes toward man-trip training were also assessed. The final product was a proposed prototype training system for man-trip training. The U.S. Bureau of Mines (USBM) was established in the public interest to conclude inquiries and scientific and technologic investigations on mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increaseee efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the U.S. Bureau of Mines to "disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act." In accordance with this directive, USBM reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-USBM publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make this kind of list both necessary and valuable. This edition describes reports and articles published during calendar years 1992 and 1993. The value of Alabama's nonfuel mineral production in 1983 was $361.3 million, an increase of $61.9 million over that of 1982. The increase reversed a downward trend that started in 1980 and established a new record high for value of nonfuel minerals in the State. Output of most nonfuel minerals increased to some degree with unit value increases creating the record-high value year. Cement, clays, lime, sand and gravel, and crushed stone were the major commodities produced in Alabama. Alabama led the Nation in the production of crushed marble; was second in bauxite; fourth in ferroalloys, dimension marble, common clay, and fire clay; fifth in bentonite and kaolin; and sixth in masonry cement and lime.

This study provides recommendations for improved safety in underground blasting procedures based on in-mine observations of blasting practices in 30 underground metal, non-metal, and coal mines, and the analysis of blasting accidents since 1970 and existing state and federal regulations pertaining to the storage and use of explosives. Results of these analyses and observations indicate that 1) blasting accidents have declined but are an important contributor to the hazards of underground mining; 2) existing regulations are essentially adequate; 3) greater emphases should be placed on human errors and unsafe practices and the enforcement of existing regulations; and 4) future revisions of these regulations and standards should be organized, and their intent coordinated to eliminate ambiguities.

In 1979 and 1980, the U.S. Bureau of Mines and U.S. Geological Survey conducted a mineral survey of the 15,600 acre (6,310 ha) Freel Peak RARE II area (No. 5271) in the Lake Tahoe Management Unit. This study by the Bureau of Mines indicates that potential for economic mineral resources in the area is slight. The only mineralized structures in the area consists of two quartz veins. One quartz vein, at the Mountain Top Mine (fig. 1), located by Fred Denner in 1932, is estimated to contain 2,000 tons (1,800 t) of silver and copper-bearing resources. Chip samples from the vein averaged 0.61 oz silver per ton (20.91 g/t), and 1.59 percent copper. The narrow vein is not economically mineable. The other quartz vein is poorly exposed and contains traces of molybdenum. A second reported molybdenum occurrence could not be substantiated.

Oil shale, a long-considered potential source of motor fuel in the United States, is found over an extensive area in the Green River formation in Colorado, Utah, and Wyoming.4/ Oil has been retorted commercially from shale in Scotland for many years,5/ and work done by the Bureau of Mines and other investigators has shown that it is technically feasible to extract oil from American shales.6/ By refining, the shale oil may be converted into marketable products similar to those manufactured from crude petroleum. Intense vibration can be transmitted to the hands and arms of workers who use hand-held percussive or vibrating devices, tools, and work pieces. Continued habitual exposure to vibration directed to the hands can cause patterns of various symptoms associated with hand-arm vibration syndrome (HVAS). The International Organization for Standardization (ISO) first published ISO 5349 in 1986.3 This standard specified methods for measuring and evaluating vibration directed into the hands from hand-held vibrating devices, tools, and work pieces. The American National Standards Institute (ANSI) published ANSI S3.34 the same year.1 This standard was modeled after ISO 5349-1986 and specified methods for assessing exposure to hand-arm vibration. The Parliament of the European Union has issued the European Union Human Vibration Directive-2002/44/EC, which specifies vibration daily exposure action values (DEAV) of 2.5 m/s2 and daily exposure limit values (DELV) of 5.0 m/s2. These values have generally been accepted by medical experts, scientists, and engineers in governmental agencies, research institutions, and industry in the USA and other countries.2 When they are achieved, they will reduce the potential for the development of symptoms related to HAVS among workers exposed to hand-arm vibration. Significant improvements in measurement and analysis instrumentation, miniature and subminiature accelerometers, and medical diagnostic and assessment protocols have being introduced since 1986 when ANSI S3.34 was first published. In response to these improvements and the introduction of the EU Human Vibration Directive, ANSI Working Group S2.39 developed the revision to ANSI S3.34, which has now been published as ANSI S2.70-2006.2 Method ANSI S2.70 specifies the use of the hand-arm vibration measurement procedures outlined in ISO 5349, Parts 1 and 2.2,4,5 It requires the measurement of ISO frequency-weighted acceleration values in three mutually orthogonal axes of vibration. These values are then vectorially added to obtain the vibration total value, ahv: [ ] where ahwx, ahwy, and ahwz are the measured r.m.s. ISO frequency-weighted acceleration values in the x, y, and z directions, respectively. A design for a laser-powered optical interferometer, using a specimen whose thermal expansion is to be measured as part of the optical system, was conceived and applied in a prototype dilatometer. The object of thin work was the development of an absolute dilatometer capable of use at elevated temperature, particularly above 1,000° C. The prototype has been operated at temperatures exceeding 1,510° C. Results obtained with this device agree within 2.5 percent with the published data for the coefficient of expansion of columbium.

Overview: The first step to emergency preparedness and maintaining a safe workplace is defining and analyzing hazards. Although all hazards should be addressed, resource limitations usually do not allow this to happen at one time. Risk assessment can be used to establish priorities so that the most dangerous situations are addressed first and those least likely to occur and least likely to cause major problems can be considered later. Purpose: This training package was developed to assist instructors as they (1) determine how to use risk assessment to improve safety preparedness and (2) present risk assessment concepts and tools to trainees. The concepts and tools presented here can be applied to any mine hazard.
