"The new Ontario Liberal government introduced its first budget in October. The changes to The Mining Tax Act proposed in the budget are mean t 10 simplify the current system without any loss of revenue to the government. It goes without saying that some operators will benefit from the changes while others will pay more taxes after 1985.With regard to ongoing matters at the federal level, the proposed carve-out legislation and the issue of northern allowances are being discussed with government officials, and a small victory has recently been scored with regard 10 the laxation of certain share transactions of prospectors and grubstakers. A report on these issues is provided herein.Ontario BudgetOn October 24, 1985, Ontario Finance Minister Robert F. Nixon tabled a budget proposing several significant changes to both the Ontario Mining Tax Act and the province’s income tax legislation.Mining Tax ActA flat rate of tax and reduced processing allowances highlight proposed changes to The Mining Tax Act. The proposed changes, with a comparison to the existing system, are set out in Table I.The most significant change is the replacement of the graduated tax rate schedule with a flat 20010 tax rate. This is a welcome change for most mine operators who viewed the high rate of 30% on profit over $20 million as counter-productive.However, the flat rate of ta x may not be welcome to all operators. Generally speaking, operators with less than $ 10 million annual profit are better off under the graduated rate system, while operators with annual profit exceeding $10 million will benefit from the 20010 tax rate."

This paper demonstrates that the introduction of a Battery Energy Storage System (BESS) into an isolated diesel generator based grid has the potential to reduce the electricity cost and deliver a good return on investment. Energy storage also allows for increased renewable energy penetration, into the isolated grid, that further reduces the electricity cost. The isolated power system studied includes several diesel generators of different sizes. The typical operating pattern is for the generators to be run at 80% to 85% of their power rating to deal with load fluctuations. Operating the diesel generators near their full power rating, however, improves their efficiency, in this case, while the frequency and load control can be carried out by the BESS. Operating the diesel generators near their full power rating reduces the number of generators which need to be operating to support a given load. As a result, the improved efficiency of the diesel generators and reduced maintenance cost, for operating fewer machines, are the reason for the savings.

"A laboratory-scale continuous procedure for the up-grading of naturally occurring tin ores, based on the principle of spherical agglomeration, is described. High recoveries are indicated. A proposed second stage suggests useful fractionation steps.IntroductionA LABORATORY-SCALE batch process for the upgrading of a tin ore using the principles of spherical agglomeration has already been described (1). This procedure consisted of milling, for about an hour, a precrushed ore with at least 200 per cent water, 0.2 per cent of a reagent such as tall oil (to render the de-sired ore particles hydrophobic) and about 3 per cent of a viscous petroleum oil. The feed material passed an 8-mesh Tyler sieve, and the percentages of re-agents are based on the dry weight of the feed. Du-ring the grinding, the hydrophobic particles transfer into the oil phase to produce coherent semi-solid bodies while the gangue stays preferentially in the aqueous phase. The concentrate can be separated from the gangue easily by a mechanical operation. Using an ore containing about 0.3 -0.5 per cent tin, grades of from 1.5 to 7.0 per cent were obtained by varying the pH of the system. Recoveries fell from about 80 per cent to as low as 50 per cent as the grade in-creased."

Thermal transport properties of copper flash smelting flue dust have been investigated. Such values of the dust are needed to correctly model the process and to optimize its heat recovery performance. Dust accretions on heat recovery boiler walls may have a significant influence on the boilers heat transfer efficiency. Measurements of the thermal transport properties have been made for industrial flue dust and for pure sulphate components. The measurements have been conducted at temperatures up to 400 °C and the effect of porosity on these properties has also been investigated. The results indicate that the flue dust and the sulphate components are effective thermal insulators and the dust build-up on the boiler walls is likely to greatly decrease the heat transfer efficiency of the boiler.

The Iberian Pyrite Belt (SW Spain and Portugal) contains one of the largest reserves of pyrite in the world with mining activities dating back to prehistoric times. About one hundred abandoned mine wastes and galleries release a huge acidity and metal load to the Tinto and Odiel rivers. Once the mining activity is over, polluting discharges can persists for decades or even centuries with no specific responsible entity. In-situ passive remediation technologies are especially suitable for these orphan sites. The concept is to insert a reactive porous material in the natural flow path of contaminated surface and ground waters, and it is implemented through infiltration ponds and reactive barriers, respectively. Calcium carbonate pea-size gravel is the common alkalinity supplier to neutralize acidity and precipitate metals. These remediation systems have been traditionally implemented in coal mines. However, the acid drainages from the Iberian Pyrite Belt contain metal concentrations one to two orders of magnitude higher than those from coal mines and require special designs to avoid quick clogging or passivation (coating) of the grains of reactive material. To overcome these problems, a Dispersed Alkaline Substrate (DAS) mixed from fine-grained limestone sand and a coarse inert matrix (e.g. wood chips) was developed. The small grains provide a large reactive surface and dissolve almost completely before the growing layer of precipitates passivates the substrate. The high porosity and the dispersion of nuclei for precipitation on the inert surfaces retard clogging. However, limestone dissolution only raises pH to values around 6.5, which is sufficient to precipitate the hydroxides of trivalent metals (Al, Fe), but it is not alkaline enough to remove divalent metals. Magnesium oxide, which hydrates to Mg hydroxide upon contact with water, buffers the solution pH between 8.5 and 10. A DAS system replacing limestone with caustic magnesium oxide has been tested to be very efficient to remove divalent metals (Zn, Cd, Mn, Cu, Co, Ni, Pb) from drainage previously treated with limestone.

Introduction During recent years the work of the Geological Survey in northwestern British Columbia has been in the nature of reconnaissance and exploratory mapping, largely for the purpose of gaining knowledge of the potential mineral-producing zones known to occur along the eastern side of the Coast range, and also to gather such data as might facilitate their exploitation. Commencing with fairly detailed mapping in the more accessible parts, the work has been continued and expanded until now an understanding has been gained of the more general features of a continuous section along the range for a distance of about two hundred miles. Geographically, northern British Columbia is more or less isolated. It is cut off from the central part of the Province by a rugged and mountainous country which, except for the telegraph line and a rarely travelled trail along it, is not penetrated by any developed routes or lines of communication. To the west, it is cut off from the Pacific by the Coast range, an extremely rugged area sixty to eighty miles in width which, except along the few navigable rivers cutting across it, cannot be readily traversed. Politically, it is further isolated in this direction by the narrow strip of south-eastern Alaska which borders the coast and extends inland to the axis of the range.

"IntroductionMinerals may be classed broadly as ferromagnetic (magnetite for example), as paramagnetic (attracts to regions of magnetic field convergence) and as diamagnetic (attracts to regions of magnetic field divergence). High-intensity separators are not necessary to separate ferromagnetic minerals from other classes. Rather, low-intensity units that generate fields below 5000 gauss are adequate for this purpose. However, paramagnetic minerals, such as ilmenite, with high magnetic ""attractability"" require fields of up to 10 000 gauss; those with low attractability may require even higher fields. Table 1 shows approximate ranges of field intensities necessary to separate ferromagnetic and paramagnetic minerals from minerals of lower attractability, along with the force with which they are attracted relative to iron in a standardized magnetic field.Uniform magnetic fields, not useful for separators, are generated between flat parallel surfaces; non-uniform fields, useful for separators, arise when at least one of the surfaces is of irregular shape. The diagrams below show how magnetic lines of force align relative to north and south poles.If a particle is placed in a uniform field, it feels no displacing force unless the particle distorts the applied field assymmetrically. This is not the case in non-uniform fields which are required for magnetic separators.Magnetic fields can be generated by permanent magnets (low intensity), by electromagnets (medium and high intensity) and even by superconducting coils (100 000 gauss fields and higher), although the latter are not as yet useful in production environments .The magnetic force of attraction per unit of mass, that acts on a paramagnetic mineral such as hematite, increases in proportion to the strength of the field . Evaluating the economic viability as well as the sustainability of the Circular Economy (CE) system requires a deep understanding of the distribution of all elements, compounds, alloys, materials etc. in flows. In this paper, the circularity of the copper value chain, including primary and secondary processing, is rigorously evaluated. The studied system comprises the metallic copper production from primary sources (from mineral to metal), copper-containing commodity production (copper is mixed with other metals) and copper recycling through secondary smelting to close the loop. This is linked to photovoltaic (PV) panels and battery storage. A simulation model of this system is created using HSC Sim, considering more than 30 elements (and its various compounds), 180 unit operations and 800 flows. From the mass and energy balances obtained through the simulation, an exergy analysis is conducted to evaluate the resource consumption from a second law (entropy) perspective. Additionally, these results are complemented through a Life Cycle Assessment (LCA), the recovery of technology elements and by-products is discussed, while quantifying the losses through the value chain. Through the digitalization of the complete system, a better CAPEX and OPEX understanding of the metal recovery and losses can be obtained, as well as the associated resource consumption and environmental impacts. New flowsheets and technologies can be evaluated. Several scenarios show how the resource consumption and the environmental impacts are affected by the recovery of different materials to produce different products. INTRODUCTION A key challenge of the circular economy (CE) is the linkage and optimization of both resource and energy efficiency of the (renewable) energy infrastructure and the resource cycle depicted by Figure 1 simultaneously. In addition, the CE requires the linkage of all stakeholders as shown by Figure 1. This has been discussed in some detail by Reuter and Bartie (2019) and Reuter et al. (2019). Copper and all its associated technology elements is one of the key enabling metals that is an economical copper colored thread through CE society (Reuter & Kojo, 2014). The Metal Wheel (Figure 2) shows the linkage of and recovery of various elements associated with copper and other carrier metals. This reveals that copper acts as an important carrier metal because of its properties i.e. the wealth of technology elements it carries from geological ores, but also its capacity to act as solvent of valuable elements and thence a key closer of various complexly connected element and material cycles when these technology elements are released during copper refining. The same applies to all other carrier metals of modern CE society as shown for example recently in a lead policy brief (Blanpain, Reuter & Malfliet, 2019).

"Fractures induced by folds are pivotal in hydrocarbon exploration, ground water transport and harnessing of geothermal energy. This is because of the need to predict and understand fracture propagation in reservoirs which have folded rock formations. Despite its prominence, there is a lack of reliable numerical models for simulating fractures resulting from rock folding. This is partially due to the difficulty involved in fracture modelling. As a contribution to fold-fracture modelling, this work applies a coupled plasticity-damage model to rock fracturing and anticlinal folds. Parametric studies on a single folded layer give insight into the fold formation and behaviour. The anisotropic continuum damage model which considers both tension and compression is formulated using the power damage evolution law. For ease in formulation, strain equivalence hypothesis is adopted whereby the strain is the same for both damaged and undamaged configurations. Lubliner plasticity yield criterion is adopted for plastic deformation. The model is coded in Abaqus user subroutine UMAT and is applicable to quasi-brittle materials.INTRODUCTIONThe understanding of fractures in the earth’s crust helps in the prediction, evaluation and characterization of fractured reservoirs, whether they are petroleum, geothermal or underground water reservoirs. This is partly because reservoir permeability and stability are dependent on fracture properties (Nelson, 2001). To achieve this, various approaches have been developed to analyze reservoir rock fractures. These could be grouped into (a) discrete approaches – where the rock mass is represented by a finite number of well-defined components and (b) continuum approaches – where the mathematical assumption of an infinitesimal element is made (Jing, 2003). Ivanova (Ivanova, 1998) comprehensively studied fracture systems in nature and highlighted folds as one of the major geologic settings that produce fractures. Naturally occurring folds in reservoirs sometimes compound fracture analysis. It might not be clear whether the fractures formed before, during or after rock folding. Fractures formed during the folding process are expected to show stress orientations related to folding and are thus of primary concern in rock folding simulation. The Slave Province, a segment of Archean continental crust, migrated west and north from the northern flank of the Superior protoshield shortly after the Kenoran orogeny. The probable cause of migration, the path it followed and the cause of its coming to rest can be inferred from the Bouguer gravity data. The migration caused an indentation in the edge of the Superior protoshield which precluded the development of the Hudsonian orogenic front under Hudson Bay. As the nickel and asbestos deposits of the Thompson Nickel Belt and the New Quebec Nickel Belt are restricted to this orogenic front, no such deposits would occur under Hudson Bay.

"THE NOR-ACME gold mine is located close to the north shore of Snow Lake, at 54°53' north latitude and 100°03' west longitude. It is about 75 air miles east of Flin Flon, and 36 miles by road from Wekusko at Mile 81 from The Pas on the Hudson Bay Railway.The claims which contain the Nor-Acme orebodies were staked in 1927 by C. R. Parres, who, with his sons, held the ground until 1938 when Nor-Acme Mines Limited was incorporated. In 194 l, on the recommendation of F. Ebbutt (1), this property was optioned by the Howe Sound Exploration Company, Ltd. A program of 50,000 feet of diamond drilling resulted in the outlining of two orebodies containing an estimated 5,000,000 tons with an average grade of 0.15 ounces per ton to a depth of 1,000 feet.A period of inactivity during the war years was followed by the construction of a mining plant capable of treating 2,000 tons of ore per day. Milling started in March 1949, and to the end of 1954 has resulted in the production of 383,793 ounces of gold and 32,906 ounces of silver from 3,331,403 tons of ore.General GeologyThe general geology of the Snow Lake area is described by J. M. Harrison (2), and will not be discussed here except insofar as it affects the Nor-Acme orebodies. The orebodies occur in rocks of Precambrian age that have been classified by Harrison as the Snow group, comprising meta-morphosed sediments interbedded with acid and basic volcanic rocks. The volcanic rocks include pyroclastic types which are unique in the region, a fact which led to their classification in the Snow group rather than the more widespread Missi group that generally occupies the same stratigraphic position above the Amisk group (Figure 1)."

"This paper investigates why it is critical for a mine to accurately determine thermal rock properties and virgin rock temperatures. Theoretical simulations of deep mining production zones have demonstrated that thermal conductivity (k), virgin rock temperatures and specific heat (cp) significantly impact rock heat predictions which can be the dominant component of a mine’s heat load. Natural variability in these factors showed that realistic errors can have a significant effect on mine heat loads. This can ultimately affect miner safety and introduces risk to the viability and sustainability of a project. INTRODUCTION Accurate heat load determinations are critical to ensure that underground working conditions are maintained within legislated and mine specific parameters to safeguard the safety and productivity of employees. Underpredicting mine heat loads will result in hot underground conditions, which risk the health and safety of employees, reduce the productivity of employees or stop production if legislated temperatures in working areas are exceeded. Overestimating mine heat loads will result in increased capital and operating costs reducing the viability of the project. Over- or under- predicting the heat load for a project will increase the project risk. Heat sources in a mine can broadly be broken into two categories. These two categories are defined by Hemp and Rawlins (2014) as natural and artificial heat sources. Those sources which depend on the size, location and depth of the mining areas are defined as natural heat sources, whereas those heat sources which are a result of the actual mining activities are defined as artificial heat sources. Autocompression, or the conversion of potential energy, to enthalpy is an important consideration when determining the air temperature in the mine and its interaction with natural and artificial heat sources. It is documented by Jones (1985) and Hemp and Rawlins (2014), that the heat flow from rock in deep mines can dominate other heat sources; information from BBE’s archives show that this is between 40% and 60% of the total heat load. They also point out the importance of accurately measuring both the thermal rock properties and virgin rock temperatures (VRTs) for determining and planning the ventilation and refrigeration requirements for a mine. Both of these texts cite multiple methods for calculating the heat-flux and ultimately the heat load for the different working areas in a mine. All of these methods demonstrate that the heat flux and heat load will increase proportionally with increased thermal conductivity (k), specific heat (cp) of the rock or mineral, and VRT depending the area of the mine or mining method."

Ni current collector has excellent electronic conductivity and mechanica, properties. However, nicke, cannot be used in H2S-containing syngas SOFCs due to sulfur poisoning and coking. Copper coated nicke, is prepared by electrochemica, deposition. XRD, SEM, and EDX techniques are used to characterize the samples. After high temperature treatment in syngas containing, the coated samples exhibit high resistance of coke formation and sulfur corrosion compared to pure nickel. Therefore, copper coated nicke, is a promising anode current collector for H2S-containing syngas SOFCs.

THE British Columbia Coal Control was established in 1946 as a branch of the Department of Lands. Its functions are the administration of the Goal Act, the making of field and laboratory investigations bearing on the delineation and utilization of British Columbia coal deposits, and the dissemination of information concerning them. The Department of Lands in the Province of British Columbia retains and administers many of the Province's resources until such time as they are actively developed under the departments of Agriculture, of Forests, of Mines, etcc. The work of the Control is one of stock taking and appraising. We are picking up where the geological surveys leave off. In an effort to assist in the orderly, scientific development -of our excellent and extensive' ?Coat resources, we are bridging the gap between exploration and geological examination on the -one hand and mining on the other. All coal analyses required in the course of the investigations, together with? those requested by prospectors and others, are carried out in the very modern and efficient laboratories of the Coal, Petroleum, and Natural Gas Control. At its inception, the Coal Control began an investigation of coal seams in the Peace River area, specifically those contiguous to the Pine River valley about one hundred miles west of Dawson Creek. The occurrence of coal in the Peace River canyon, east of Hudson's Hope, bad been known since 1792, but the first record of production is for 1923.

"A significant addition to Canada's commodity export transportation capabilities is being built by Ridley Terminals Inc. on Ridley Island in the Port of Prince Rupert on British Columbia's north coast.Site preparation began in early 1982. By the end of 1983 the terminal will be receiving coal from two major new mines being developed in B. C.'s massive $2.5 billion northeast coal development.The RTI terminal will have initial capacity to transfer 12 million tonnes of coal a year from railcars to storage and to ships. Capacity will be doubled to 24 million tonnes as market opportunities are developed.The challenge of building this $220-million facility in less than 24 months, the benefits Canada has received from the work the project is generating, and the long-term faith in Canada that this project represents, are all part of the excitement which surrounds the Ridley Terminal and northeast coal developments.RIDLEY TERMINALS INC. (RTI) is building a very significant addition to Canada's commodity export transportation capabilities. The facility, on Ridley Island at Prince Rupert, on the north coast of British Columbia, is a key link in British Columbia's northeast coal development which in itself is a massive undertaking involving investment of some $2.5 billion. The entire project is making a substantial contribution to Canada's economy at a time when such contributions are sorely needed.The development is creating employment, not only in British Columbia where its various parts are being created by mining companies, railways and others, but also across the country where suppliers are manufacturing a wide variety of good s and equipment for the development's participants.The RTI terminal is no exception. It is a critical cog in this mega project's large transportation system and its construction is contributing substantially to job creation and to other economic activity, in the Prince Rupert area and in many other parts of British Columbia and the rest of Canada."

Industrial practice in mineral processing shows that an important problem in understanding and monitoring in-mill parameters is due to the lack of fundamental knowledge and appropriate sensors. With the development and growing use of DEM charge motion simulators for mill optimisation and design, it is possible to describe the fundamentals of grinding mill behaviour, in improving the understanding of internal grinding mill dynamics and in developing solutions to industrial practice. The main challenge to bringing this DEM technology to the mill operator however was the need for substantial computing power and time. However, what about a simplified DEM charge motion model running in real-time? What about the use of sensor technologies to correct any possible drift in simulator prediction? Could such a technological system be used to predict mill performance and eventually be used for mill control and optimisation? Some of these questions are answered with the development of an "on-line" DEM charge motion simulator package (SAGTools?) along with that of a number of sensor technologies (liner wear, acoustic, instrumented ball) that can contribute to simulator precision. With the objective of bringing this modelling and sensor technology into the concentrator control room to assist operators, this paper aims to describe the main elements of this emerging and developing technology and discuss how it can lead to online mill performance prediction and eventual control.

The efficient purification of soldering waste material can be achieved in a single operational step by the electrolytic refining in pure hydrochloric acid - tin-chloride media. The complex formation of the ionic species may offer a beneficial level of natural inhibition. Using the PCR (periodic current reversal) technology, is efficient in affecting the morphology of the cathodic deposit. In order to optimize the process, the investigation of the solution stability and the electrode reactions is essential. The natural tendency of the Sn(II) oxidation and precipitation can be overcome by properly controlling the concentration of the main components and the ratio of Sn(IV)/Sn(II) in the electrolyte solution. Polarization curves were obtained for different concentrations tin and hydrochloric acid. Conclusions referring to the electrode reaction were derived from the overvoltage - current plots. The morphology of the deposit can be correlated with the exchange current density, also determined from the polarization curves. The cathodic current efficiency and the morphology of deposited metal are affected by the distribution of tin species and the principal electrolysis parameters.

Of four main gypsum areas in the province, commercial production has only come from Falkland and the Kootenay and Columbia River valleys of southeast British Columbia. The Windermere deposit in southeast B.C. has been the major producer since /948. Gypsum and anhydrite from the Falkland deposit is used principally in cement-making at Kam/oops. GYPSUM deposits in British Columbia are known from four different areas: the southeast part of the province in the proximity of the Kootenay and Columbia River valleys; Forgetmenot Creek astride the British Columbia - Alberta boundary near Intersection Mountain; Falkland; and O'Connor River north of Haines . To date, commercial production has only come from Falkland and the southeast part of the province. Gypsum deposits of southeast British Columbia occur in the Burnais Formation of Devonian age. Outcrops of gypsum and numerous sinkholes indicating its presence are scattered over large areas of the Stanford Range. Several properties have been examined by industry in both the recent and more distant past. Significant production is reported from only two deposits. The Mayook deposit, active from 1926 to 1929 and from 1947 to 1954, produced approximately 95,000 tonnes of gypsum. The Windermere deposit, which has been active since 1948, is operated by Westrock Industries and has produced more than 6.8 million tonnes of gypsum. The Burnais Formation is composed principally of well bedded, finely 'laminated gypsum but also contains thin lenses of black fetid limestone and dolomite. Part of the Formation consists of breccia with angular carbonate clasts in massive, coarse grained gypsum. In several exposures, the Formation appears 10 be from 200 10 400 m thick, of which more than 75 Industrial Minerals in Canada per cent is gypsum . In the Stanford Range reserves mineable by quarry methods are estimated to be approximately 450 million tonnes.
