"Although the April 19, 1983 federal budget appears to put greater emphasis on new or expanded government spending programs in an effort to get Canadians working again, the budget proposals contain a light sprinkling of tax changes which could be of some direct benefit to the mining industry.This month, Tax Notes examines some of the more important of these changes.IntroductionSome sectors of Canada's mining industry could benefit from the proposed income tax changes announced by Finance Minister Lalonde in delivering his budget address to the House of Commons on April 19, 1983. Improved depletion allowance rules, expanded investment tax credits, better use of business losses, and inflation proofing of personal capital gains on Canadian common shares are all part of the measures included in Mr. Lalonde's first budget to try to reinvigorate the battered Canadian economy.Improved DepletionUnder the Income Tax Regulations, a taxpayer who incurs Canadian exploration expense (and certain other eligible expenses) is permitted to deduct not only the full amount of the Canadian exploration expense (""CEE""), but also an additional allowance (the so-called earned depletion allowance) equal to one-third of the CEE. Thus, a taxpayer in certain circumstances can claim a deduction of $1.33 for each $1.00 of eligible expenditure, including CEE.Although CEE can be deducted from any source of the taxpayer's income (for example, from investment income, salary income, and so on), prior to budget date the earned depletion allowance was deductible only from the taxpayer's resource profits. This restriction on the deductibility of the earned depletion allowance substantially reduced the attraction of the allowance: few individual investors or investment companies, for example, have the required stream of resource profits, at least when the CEE or other eligible expenditure is made."

Corrosion tests by corrosive alumina-lime slags were carried out on commercial high alumina bricks used in steel ladle linings and model refractories (with different raw materials : bauxite, andalusite, and different microstructures). Using (SEM) scanning electron microscope and (EDS) energy dispersive spectroscopy, microstructures of slag-corroded refractory interfaces were studied in detail. The monomineral and glassy phases, the composition of reaction products and chemical profiles were determined. A thermochemical analysis based on phase equilibrium diagrams has permitted to estimate the proportion and the composition of the high temperature intergranular liquid phase. These data were compared to the experimental microanalysis results. The viscosity of the high temperature liquids were calculated according to Urbain 's model and the relationship between the viscosity and the penetration of liquid phases were discussed. These theorical and experimental results were used to understand the complex phenomena of slag penetration and corrosion of andalusite and bauxite refractories at high temperature and to propose new ways of improvements for the formulation of high alumina refractories.

For SOFCs, composite cathodes comprising an electronically conducting electro¬catalyst (e.g. LSM) and an conically conducting electrolyte material (e.g. YSZ) are considered to improve the electrochemical performance by extending the active reaction zone to regions beyond the electrolyte-electrode interface, as in the case of conventional cathodes. Interpretation of experimental data for composite cathodes, however, is complicated by the mixed conducting behaviour which results in local overpotential distributions throughout the composite cathode. These local overpotentials depend on many factors, such as the composition, particle size, porosity and thickness of the cathode. Reliable experimental data obtained from composite cathodes requires carefully crafted microstructural parameters in order to minimize the overpotential variations. A mathematical model of a composite cathode was developed using coupled differential equations describing transport and consumption of chemical species, oxygen ion and electrons. Simulations under various oxygen concentrations were used to obtain the reaction order of the oxygen reduction reaction. An apparent po2 dependency was then extracted from the predicted Rp vs P02 data. It was found that this p02 dependency can be significantly influenced by the micro-structural parameters of a composite cathode, primarily due to local overpotential distributions.

Selective flotation of molybdenite and chalcopyrite using various oxidation treatments (i.e., ozone treatment, hydrogen peroxide, and Fenton-like reagent) was studied in this work. It was found that ozone treatment produced a depressing effect on both minerals, resulting in a lower separation of both minerals. On the other hand, oxidation treatment using hydrogen peroxide (H2O2) and Fenton-like reagent could deliver selective oxidation on chalcopyrite surface and depress its floatability. However, bench-scale copper- molybdenum (Cu-Mo) flotation tests show that oxidation treatment using H2O2 required a higher dosage of H2O2 and a longer treatment time in order to deliver comparable flotation results to that of conventional Cu- Mo flotation using NaHS treatment. On the contrary, Fenton-like reagent could deliver selective Cu-Mo flotation results comparable to that of NaHS treatment at a lower dosage of H2O2 and a shorter conditioning time. Contact angle measurements and X-ray photoelectron spectroscopy (XPS) analysis were employed to understand the depressing mechanism of these oxidation treatments. It was found that the chalcopyrite surface covered by various oxidation products that render the surface hydrophilic. Meanwhile, the surface of molybdenite was slightly oxidized, making the surface remained hydrophobic. INTRODUCTION Molybdenite (MoS2), the main source of molybdenum, is associated with copper sulfide minerals, mainly chalcopyrite (CuFeS2), as a trace mineral. Molybdenite is a valuable mineral and plays an important role in making the copper-molybdenum (Cu-Mo) processing plant economically viable (Laskowski, Castro, & Ramos, 2013). Therefore, it is important to recover molybdenite efficiently and effectively and separate it from copper minerals. Conventional separation of copper and molybdenum minerals is usually carried out in selective Cu- Mo flotation process using a copper depressant (i.e., sodium hydrosulfide (NaHS), Noke’s reagent, or cyanides) (Ansari & Pawlik, 2007; Bulatovic, 2007). However, this process still suffers due to imperfect molybdenum recovery. Moreover, the copper depressants use in this process are toxic and harmful to the environment. As alternative, various methods have been developed to replace these toxic and hazardous depressants, for example, by synthesizing new non-toxic or low-toxic depressants or by using various oxidation methods such as sodium hypochlorite in an alkaline medium, manganese dioxide, oxygen, and plasma pre-treatment (United States Patent Office Patent No. US 2559104 A, 1951; Patent No. US2238250 A, 1941; Barzyk, Malysa, & Pomianowski, 1981; Hirajima et al., 2014). However, the oxidation phenomenon and mechanisms are still not clear since detailed surface analyses have not done and the plasma pre-treatment method is facing technical issues for industrial scale application.

"IntroductionThe Canadian mining industry is under immense pressure to compete with foreign mine operations. The very survival of the Canadian mining industry is threatened by lower ore grades, environmental pressures, high cost of labour, unfriendly tax laws toward exploration and the increasing cost of new technology. In order to compete in the world market, Canadian producers and their suppliers are rethinking age old customer-supplier relationships in favour of preferred supplier relationships which can improve the profitability and enhance the competitive position of both partners.This paper attempts to redefine partnerships with suppliers in the context of a ""win-win"" objective. It will outline the measurable benefits to both partners through a representative product which highlights the keynote structure of any successful supplier partnership The Status Quo...Mines all over North America are plagued with the same recurring questions, ""Who has the best product for my operation at the lowest price... How do we know a product will perform to a supplier's projections after the sale...What do we do if the product fails to perform as expected?"" These questions have been asked by underground mining operators for decades but rarely have long-term solutions with measurable results been achieved.The LHD industry is one example of the status quo where partnerships will provide large gains toward technological advancement, reducing mobile equipment costs. The underground mining industry is out of sync with their surface counterparts in the open pit business.Partnerships with suppliers in the open pit world are not only a standard practice but a culture which has existed for decades. Open pit operators enjoy concepts which fix their mobile equipment costs for the life of the mine and hold the equipment supplier accountable for performance and fleet economics for 60 000 service hours and longer.Manufacturers are attempting to transfer this culture into the underground mining industry. Figure I illustrates the significance of a capital driven decision."

This paper focuses on the dissolution of various Manganese based compact additions into liquid Magnesium. The experimental procedure employed cylindrical compacts with various Manganese compositions. The various temperatures of the additions and the Magnesium bath were measured simultaneously during the immersion of the additions into Magnesium bath. The exothermicity level of these additions during their dissolution into liquid Magnesium was determined. The relation of the exothermicity level with the dissolution kinetics was also examined. In addition, SEM and EDX work was conducted for additions, which were withdrawn from the Magnesium bath. Finally, the recovery of these additions was estimated by taking samples from the Magnesium bath and conducting ICP analyses.

"IntroductionIndustrial applications of mica utilize two commercially important varieties of mica: muscovite and phlogopite. Muscovite mica is a potassium mica with a general chemical formula, H2KA1(Si04)3 h, and is sometimes referred to as a potas hsilicate. Phlogopite is a magnesium mica having a general chemical formula, H2KMgSi(Si04)3, and is distinguished from the muscovite mica by its decomposition in sulphuric acid.Canada is one of the major natural mica producers in the world. A large tonnage of the mica powders is at present mined and processed in the Eastern Townships of Quebec. This Canadian mica is of the phlogopite type. A closely related mineral of the mica family which is widely used in the construction industry is vermiculite. It is a dehydrated magnesium-aluminum-iron silicate characterized by a foliated structure. Expanded vermiculite, which is often referred to as exfoliated mica, is used as many types of thermal and acoustic insulation, as loose fill in buildings, as an aggregate in concrete, as an ingredient in plaster and insulating concrete , and in fire-proofing compositions. Natural phlogopite and muscovite mica powders are used extensively as reinforcing agents in organic polymers. They also have a wide range of applications in commerical products. For example, dry-ground mica powders are used in large tonnage as a surface finish in roofing materials and as a bonding agent in wallboard joint cement. Common products such as paint, rubber, plastics and welding rods contain mica. Recent studies have also shown that mica powders can be added to portland cement in the preparation of concrete products, as they could improve the tensile strength of the concrete products. Miners can be exposed to whole-body vibration (WBV), when sitting or standing to operate mobile equipment. In order to prevent vibration-induced injury it is important to understand how miners can be exposed to vibration, the health risks associated with vibration exposure, methods to evaluate vibration exposure, and strategies to reduce vibration exposure. WBV exposure typically occurs when operating mobile equipment, such as a load-haul-dump vehicle, haulage truck, or dozer. The probability of health effects such as low back pain, neck pain, headaches, and gastrointestinal track problems occurring from daily vibration exposure can be determined based on criterion values published in ISO 2631-1 and EU Directive 2002/44/EC. A special case of WBV termed foot-transmitted vibration (FTV) occurs when a miner is exposed to vibration that travels through the feet. FTV typically occurs when standing on vibrating surfaces associated with the operation of locomotives, jumbo drills, bolters, or raise platforms; however, there is no set standard to evaluate health effects associated with FTV. Recent medical evidence confirms workers exposed to FTV can develop cold induced blanching of the toes, in addition to numbness and tingling in the feet and toes. In order to reduce the risk of adverse health effects from exposure to vibration, the hierarchy of controls (elimination; substitution; engineering; administration; and personal protective equipment) should be followed. Best practices should be used to minimize vibration exposure through equipment purchases (i.e. vehicles with lower vibration emissions and seats that attenuate vibration), reduced driving speeds, and improved road maintenance for example. The elimination of other risk factors, which increase injury risk when combined with WBV exposure, such as awkward working postures, should also be eliminated. Very little is known about FTV exposure therefore further research is required in order to develop exposure standards and identify prevention strategies.

"Positioned at the forefront of the seafloor minerals industry, DeepGreen Resources is on track to becoming a leading producer of base and strategic metals obtained from vast high-grade seafloor polymetallic nodule deposits. DeepGreen believes the seafloor minerals industry is an opportunity for developing a more environmentally and societally attractive way to produce cleaner base and strategic metals. Polymetallic nodules contain nickel, manganese, copper, cobalt and other base and strategic metals. Polymetallic nodules represent an exceptional multi-metal-bearing resource, and no current metallurgical operation or flowsheet exists that can recover the primary metallic values while managing the distinct mineralogy. DeepGreen Resources is developing a new process to maximize the business outcomes consistent with the highest environmental standards, including targeting a near zero waste facility. The present paper discusses the history, context and driving forces of polymetallic nodule project development. An overview of DeepGreen?s Nauru Ocean Resources Inc. (NORI) project is presented along with a literature review of polymetallic nodule processing and the on-shore project development scope and plan at DeepGreen Resources is outlined.INTRODUCTION AND CONTEXT Polymetallic Nodules in the Clarion-Clipperton Zone Containing nickel, cobalt, copper and manganese, polymetallic nodules occur in most oceans of the world. The nodules lie on the seafloor sediment. The largest deposit in terms of nodule abundance and metal concentration occurs in the Clarion-Clipperton Zone (CCZ) on vast abyssal plains at a depth of 4,000 to 6,000 metres. The CCZ is located almost entirely in international waters as presented in Figure 1. It has been estimated that the CCZ contains (International Seabed Authority, 2010): •,>21 billion tonnes of nodules; •,>270 million tonnes of nickel; •,>6 billion tonnes of manganese; •,>234 million tonnes of copper; •,>46 million tonnes of cobalt. There are several active hypotheses for the mechanism of formation of the nodules including precipitation, hydrothermal decomposition of basaltic debris, and involvement of microorganisms. Nodules require a nucleus to start forming, which could be a piece of pumice, a shark tooth, old nodule piece, basalt debris or even microfossils like radiolaria and foraminifera. Nodules form concentrically with layers of iron and manganese hydroxides around a core. Although composed mainly of Mn, Fe, silicates and hydroxides, it is the significant content of Ni, Cu, Co, Zn and Rare Earth Elements (REE) that is generating the economic interest in harvesting these deposits. Nodules vary in size from micro-nodules to about 20 cm, the common size being two to eight centimeters. A typical polymetallic nodule and polished cross-section is presented in Figure 2."

After more than 93% of the uranium is extracted from Elliot Lake uranium ores by a sulphuric acid leaching process, the leach residue (tailings) contains small amounts of uranium and radioactive isotopes, particularly radium-226, which is the most serious health hazard. Heavy metal components and pyrite are also present, along with the gangue minerals. Currently, over /000 acres of the Elliot Lake area are covered with these tailings, which contain over five million tons of pyrite. Because of constant oxidation of the pyrite by bacteria (thiobacillus) and the presence of moisture, pyrite slowly generates sulphuric acid, which steadily leaches the metal-bearing constituents from the tailings. The seepage-flows of the dissolved contaminants, although often quite low in volume, have an environmental impact on the Elliot Lake area. Although these seepages are treated and most of the contaminants removed and impounded, a small amount of the radioactive contaminants reaches Lake Huron via the Serpent River. This paper describes a flotation approach for treatment of the Elliot Lake uranium tailings to produce new, decontaminated tailings practically free of pyrite, with radium, thorium and uranium contents considerably reduced. The decontaminated tailing produced, which comprises about 75% by weight of the current uranium tailings, appears to be suitable for mine backfill. Because mine backfilling normally uses about 50% of the plant tailings, the surface storage of about half of the uranium tailings, therefore, would be eliminated by this process. Mine backfilling would also increase the mine production and thus enlarge the over-all uranium resources due to recovery of the ore from pillars. The pyrite concentrate produced from the current uranium tailings would be suitable for sulphuric acid production. The possibility of uranium recovery, and disposal of radium and thorium from the concentrates produced, is now being studied at CANMET.

"The feasibility study determines the technical and economic viability of a project at the level of accuracy required by the owner to make an investment decision. The economic analysis usually includes calculation of the discounted cash flow. Key components of the cash flow include the project capital cost, the operating costs, construction schedule, production rate, product prices and financial details.This paper examines the feasibility study for a typical mining project. The paper discusses acceptable methods for the determination of the geological and mineable are reserves. The prerequisites for the development of suitable designs, and the calculation of capital and operating costs for the mine, processing plant, and infrastructure are reviewed. Important features of the cash flow analysis and its interpretation are presented.IntroductionThe commercial development of a mineral deposit invariably requires the investment of capital in preparing the deposit for production. It has always been necessary, therefore, to demonstrate to the investor of capital that production of a saleable commodity is both technically feasible and economically viable. The instrument typically used to make these determinations is the feasibility study .Traditionally, mining companies have been rather conservative in their approach to financial management. Until about thirty years ago, the capital required to develop a new mine was most frequently provided by internal corporate cash now and virtually all of the necessary technical and economic studies were performed 'in house'. Under these circumstances, there was little standardization as to what constituted an acceptable feasibility study, and even less as to what constituted an acceptable measure of economic viability."

The financial performance of the mining industry, measured by return on equity and capital employed, has been inadequate for many years. Consequently, mining companies are not valued highly by stock markets. Among the more important causes for the decline in the sector are the conservative working practices and reluctance to adapt to change or to develop new technology, although some relatively recent developments such as SX-EW copper and heap leach gold have made a significant impact on the cost base of these metals. The subsidiary business of metals exploration suffers from the same problems as the rest of the industry. The rate of discovery of ore deposits has been falling over many years and since the late 1990s, there has been a sharp reduction in global exploration activity that, if it continues, will further reduce the global supply of new ore reserves. New technological developments, particularly in geophysics and different operational practices may help reverse this trend. Statistical methods for evaluating the risk of ore reserve estimates will also improve the economic return on new mining ventures. The science of ore geology has potential to reduce exploration risk, but modern ore genetic theory has not contributed greatly to recent discoveries. The junior exploration market has almost ceased, but a new style of technically specialized efficient small exploration company has emerged which, in alliances with major companies, may be the vehicle for future global exploration. Exploration in virgin terrains has a higher risk discounted potential for the discovery of very large orebodies than that in known mining districts but mining companies have little financial incentive for this high risk exploration because of the very long lead time to production. Alliances of two or more companies reduce the risk in both the exploration for and development of major new mining projects. If new orebodies are not found, then metal prices will inevitably rise in the long term. Governments of industrial countries, particularly those with a significant mining industry such as Canada, should therefore provide assistance to exploration in order to maintain their existing industry and prevent a metals shortage from developing in the future with its consequent impact on the world economy and increased environmental damage as large lowgrade orebodies are developed to supply an expanding market.

Homogeneous chemical composition and microstructure are always necessary, but not always attained in practice. As-cast aluminium alloys tend to have a segregation microstructure. Features of the cast structure, which affect subsequent processing or properties, can be altered by the homogenization. The main task of the Department of Nonferrous Metallurgy was to investigate the effect of homogenization treatment on precipitation hardening of aluminium alloys 6061 and 6082. The effect of the solution heat treatment (SHT) temperature on the mechanical properties was also analyzed. The homogenized and non-homogenized rolling slabs were produced according to the usual conditions and methods. The metallographic investigations were carried out on the as-cast samples, after homogenization, after the hot and the cold rolling mill, and after natural and artificial ageing. Then, Brinell hardness measurements and tensile tests were conducted on both alloys in order to examine the influence of the homogenization.

"Gravity profiles were established over five known Middle Silurian pinnacle reef s in Lambton County, southwestern Ontario. The profiles were approximately 3 km long, with stations every 60 m. Four fairly recent technological developments were used which now make the gravity method relatively efficient and inexpensive compared to the techniques available two decades ago. These are: (1) a La Coste-Romberg model G gravimeter to measure the gravitational attraction with a sensitivity of 0.01 mgal; (2) a Sokkisha model B-2 semiautomatic engineers level to measure the station elevations with an accuracy of 0.5 cm; (3) a Huntec FS-3 hammer reflection seismograph to determine the overburden thickness to an accuracy of ± 7%; and (4) a modern microcomputer to process the data sets and mathematically filter the gravity values. Thus, two men can measure and analyze approximately 1 km of profile per day and obtain the residual gravity profile to an accuracy of ± 0. 05 mgal. Positive gravity anomalies of 0.17 to 0.72 mgal were observed along all five profiles that approximately delineate the dimensions of the known pinnacle reefs, which have an average height of 120 m, diameter of 1500 m and depth to top of 575 m. The relative ease of the gravity survey method makes it a cost-effective technique for hydrocarbon exploration in southwestern Ontario. IntroductionPinnacle reefs are important sources of oil and gas. Although the pinnacle reefs in southwestern Ontario are small, they may contain commercial pools of oil and gas because of their proximity to refineries. They are also useful for subsurface storage of gas to meet the winter surge in gas demand.At present, geophysical exploration for new pinnacle reefs is done primarily by relatively expensive seismic methods, which are also limited in southwestern Ontario by prohibitions on blasting. Gravity methods of exploration were attempted more than two decades ago in this region. (Pohly, 1954); however, the level of technology at that time made the method marginal in sensitivity and quite expensive. Several subsequent developments- gravimeters with greater sensitivity and operating ease, ""self-levelling"" levels for elevation control, hammer seismic reflection units for determining overburden thickness and portable microcomputers for efficient data analysis-have significantly improved the precision and cost effectiveness of the gravity method. Five known pinnacle reefs were selected in Lambton County, southwestern Ontario (Fig. 1), to test the effectiveness of integrating these developments to locate and define additional reefs. Isolated reefs were chosen to avoid the problem of the gravity effect s of one reef interfering with those of a neighbouring reef. The surveys were facilitated by choosing reefs with a concession road passing directly over them ."

In the present work, the effect of pH, non-ionic polyacrylamide flocculant and anionic polyphosphate on rheology and settling behaviour of colloidal TiO2 suspensions (15 ? 50 wt% solid) is investigated. Maximum particle aggregation, reflecting in the highest suspension settling rate and maximum shear yield stress was achieved at pH 7.2, the isoelectric point (iep), consistent with DLVO expectation. However, the maximum aggregation condition at the iep also resulted in the poorest suspension consolidation behaviour. Significantly enhanced consolidation was achieved for a more dispersed suspension at pH values away from the iep but at reduced settling rate. Thus, when pH alone is used to control conditions which facilitate strong interparticle attraction, a high settling behaviour which is not conducive to compact consolidation results. Improved suspension consolidation may be achieved at the iep via anionic polyphosphate addition which leads to attenuation of the strongly attractive van der Waals forces and emergence of "soft" repulsion due to weak inter-particle electro-steric forces. The weak repulsion act to lubricate particles involved in the hydrodynamic interactions which controls the compressibility of the sediment bed, allowing a compact consolidation of solids to be obtained. Alternatively, non-ionic polyacrylamide homo-polymer (Magnafloc 333) was fairly effective in flocculating titanium dioxide suspensions leading to high settling rate and acceptable pulp consolidation at the iep.

ABSTRACT: Milling operations in northern Saskatchewan’s Athabasca Basin have produced uranium continuously since 1975. During that period, the Athabasca Basin has been one of the world’s premier uranium camps, yielding more than 660 million lb (299,370,964 kg) of U3O8. In this paper, the author describes former and current milling operations and discusses why and how the milling process has changed and developed over the past 35 years. The author’s considerations for the future of uranium extraction in the Athabasca Basin conclude the paper.

Le Centre de Recherches minérales (CRM), qui est un organisme de recherche appliquée du ministère de l'Energie et des Ressources du Québec, a été créé en 1969, dans le but de procurer un support scientifique et technique à l'industrie dans le domaine des mines et de la métallurgie. Pour atteindre ses objectifs, le CRM met à la disposition de l'industrie un personnel spécialisé et compétent dont une quarantaine d'ingénieurs et de scientifiques. Etant donné la nature même de l'industrie minérale, ce personnel est très versé dans l'étude des problèmes diversifiés des domaines de la technologie minière, du traitement des minerais, de la métallurgie extractive et de l'analyse minérale. Ce Centre de recherches met également à la disposition de l'industrie une usine-pilote permettant de reproduire les résultats du laboratoire au moyen d'un appareillage de type industriel, d'obtenir des échantillons en quantité suffisante pour une exploration du marché et de familiariser du personnel avec les opérations normales de l'industrie. Certaines de ses contributions récentes au développement de l'industrie minérale du Québec seront présentées.

At both the international and country level, the issue of how the mining sector and indigenous populations should engage on issues of mutual interest or concern has emerged as one of central importance and controversy; involving the mining industry, Aboriginal communities, governments, the courts, and other stakeholders. At its heart, stakeholder engagement is an ethical issue, although it manifests itself in international instruments, domestic laws, industry guidance and agreements. At the international level, the concept of ?free, prior and informed consent? (FPIC), while not subject to widespread agreement on the finer details of evolving definitions, seems to be emerging as an increasingly recognized engagement norm. Within Canada, through a series of decisions, the Supreme Court of Canada (SCC) has articulated a fiduciary obligation of the Crown to consult with and accommodate impacted Aboriginal groups on resource management issues. Provincial governments have been variously attempting to adjust their resource management regimes to stay in alignment with SCC and lower court decisions. Mining sector organizations, working with First Nations partners, have developed agreements to work together for mutual benefit. At the individual mine and community level, there have been instances of constructive engagement, as well situations of physical resistance and legal challenges. The purpose of this paper is to examine the potential impact of new rules under the Ontario Mining Act introduced in 2012 and taking full effect in 2013, which amongst other procedural specifications, addresses the issue of mining industry-Aboriginal consultation in exploration and development activities. Leading up to the passage of the regulations, representatives from some junior mineral exploration companies have been highly critical of the new rules. Similarly, there have been a range of responses to the new rules from some in the First Nations community. The paper will review the regulation in terms of its apparent alignment with SCC decisions and the international norm, compare the regulations with existing mining sector organization guidance documents, and it will draw on the stated perspectives and commentaries of First Nations communities, mining firms, governments, nongovernmental organizations, and others. Building on the foregoing, the paper will provide a preliminary analysis of the perspectives and potential impacts of the new regulation on various stakeholders, and on that basis, possible avenues for further consideration will be suggested.

The elastic-plastic behavior and the fracture mechanisms of two 2198 Al-Cu-Li thin sheets are investigated. The first material (2 mm thick) is in a recrystallized state after cold rolling. The second material (6 mm thick) is hot rolled and has a fibrous grain structure. The two materials are studied in both T351 and T851 conditions. Tensile tests are carried out along different sheet directions using flat and notched specimens. Fracture resistance was characterized using Kahn tear specimens and M(T) panels. Macroscopic fracture surface of smooth tensile specimens depends not only on testing material but also on the loading direction. For Kahn tear specimens, fracture is initiated in a small flat triangle whereas slant fracture is observed during crack propagation. Fracture mechanisms were investigated using scanning electron microscopy (SEM) and X-ray 3D tomography.

Considerable attention has of late been given to the blasting of large amounts of ore in one operation, on account of the saving in labour and explosives and consequent low cost per ton, and also on account of the additional safety to employees. The blast here described, at the Hidden Creek mine. at Anyox, B.C., is not necessarily unique either in size or methods employed, but some interesting p10blems were encountered and the solutions of these may be of interest to others engaged in similar work. The ore consisted mainly of old scope-bottoms and sill pillars, although there also were some braces and parts of vertical pillars included. Some of the stope-bottoms were overlain by caved waste, and one of the problems was to break them in such a manner that the maximum amount of ore could be recovered without serious dilution with waste. The ore blocks, designated as the 385 silt and the 7 A-103 blocks, were under preparation for blasting for over a year, as conditions permitted. This work consisted in drilling long machine drill holes, varying in length from 14 to 20 feet. These holes were drilled with the Numa detachable bit, made locally, starting at 2~-inch diameter and bottoming at 2 inches for the longest length. The long hole drilling was used in the thinner sections of the area. For the stronger, thicker portions, powder drifts (3 ft. by 4 ft. in section) were driven for the powder charges. Reference to the plan and sections (Figures 2 co 8 inclusive) show the relative location of these, as well as the long drilling. The amount of explosives used in the powder drift charges averaged 0.25 pounds per ton of estimated burden, varying from 0.2 to 0.3 pounds per ton.
