Since the introduction of froth flotation for industrial practice, the process has long been developed and improved by making cultivated guesses or by using trial and error methods to a varying degree. Fresh possibilities have emerged after development of new surface sensitive analysing methods and in situ electrochemical methods. Having had the possibility to combine different findings between science and everyday plant practice, Outokumpu has been able to develop a catch-all procedure to manage a flotation process taking into account the specific requirements set by different minerals in a slurry. A number of these procedures are available and offered globally to clients as part of a Plant Audit service. The Outokumpu Plant Process Audit (Process ef-X) concept comprises of mineralogical determinations from process samples and plant data analysis together with electrochemical process measurements using mineral electrodes. Automatic control loop analysis can also be included. The objective is to combine the results for a basis of flotation process improvement. Since this methodology has earlier been an in-house practice, it follows that the results are also reflected in the development and design of the OutokumpuÆs processing equipment. An increasing number of ores have a very intimate fine-grained texture and it may be physically impossible to combine high grade with acceptable recovery by a flotation process alone. For such cases, combinations of different hydrometallurgical û mineral separation û pyrometallurgical processes are available. Mineral specific information and chemical expertise of flotation technology can be utilised in development of other processes, as well.

At Bulong, the mineralised (>0.8 per cent nickel) ore exists within numerous lithologies, which can and do occur coincidently. It is very important to discriminate between the different host units for estimation purposes, stockpiling and scheduling. This allocation of host unit has relied upon visual interpretation by the geologist recording the information, which can be very subjective by its nature. By using quantified constraints, such as assayed magnesium oxide and iron, the subjectivity of describing the host material of nickel laterite ore is reduced. The constraints permit consistent identification of the various host units, which improves the confidence in the overall estimation and scheduling of the ore.

Variations in many aspects of physical and chemical grade are often of concern to mining operations and mineral processing plants. In most circumstances these amounts of variation are predictable. At the time of planning new operations, we should be able to predict the amount of sampling and testing variation which our sampling devices, laboratory procedures and on-stream analysis devices will achieve. We should know how well our stockpiles, reclaimers and bins will homogenise material (or whether segregation will actually increase the amount of variation). We should be able to predict the amounts of variation that will occur on the important time or tonnage scales at the crucial p oints in our proposed operation. And once these amounts of variation are reliably known, mine planning will seem a little bit more like dealing with known knowns rather than like dealing with unknown unknowns.The first step towards quantifying amounts of variation for planned operations is to assess amounts of variation for existing operations. How many operations have estimates of amounts of variation in their databases? How often are people able to partition amounts of variation into amounts due to sampling error, amounts due to sample preparation, amounts due to assaying, and the amount of real variation in the stream of material?CITATION:Robinson, G K, 2012. Some words to honour Pedro:Pedro was among the few persons with a very high level in geology modelling, resource and reserve estimation, geometallurgy development, sampling theory applications and a deep understanding of the mining industry needs. He had brilliant ideas about new developments on economic geology. He was always looking at the long-term and proposed challenging questions a decade in advance on their solution.The fundamental aim of geometallurgy is to add economic value to the mining of mine resources by timely providing information and knowledge about the relevant metallurgical variables represented by their space models. In this manner, geometallurgy allows obtaining the optimal design of a project, mitigating processing risks, optimising and supporting production plans and identifying and assessing mining business opportunities.This paper describes the conceptual framework and geometallurgical definitions and some of Codelco’s experience during the last 15 years.

This paper gives a brief description of VirtuoBlast technology ù a new, automated and highly interactive stereo vision technology which has been developed in CSIRO Exploration and Mining. VirtuoBlast technology is an integration of three advanced technologies - close-range digital terrestrial photogrammetry, oblique stereo imaging or high-speed stereo imaging, and temporal-spatial image matching technique. VirtuoBlast has been developed for the automated 3D measurement of blasting through rapid collection, processing, analysis and visualisation of 3D data related to blasting. A major field trial has been undertaken in August 1998 at the KCGM super pit. The field trial involved three applications of the technology, namely, pre-blast 3D surface mapping; post-blast 3D performance measurement; and temporal-spatial modelling of dynamic blasting process. This paper presents some results from this trial with emphasis on the application of VirtuoBlast technology to pre-blast 3D surface mapping and post-blast 3D performance measurement. Application to the temporal-spatial 3D modelling of dynamic blasting process will be presented in a separate paper. Pre- and post-blast surface models derived using both VirtuoBlast technology and conventional field survey method are presented. The differences in results using the two mapping methods clearly show that the digital photogrammetric technique has many advantages over conventional survey methods. Results of pre- and post-blast from the field trial have demonstrated the potential of VirtuoBlast technology to efficiently perform pre-blast 3D surface mapping and post-blast 3D performance measurement of production blasts. Demonstrated applications of VirtuoBlast technology to automated 3D measurement of blasting are showing an exciting future in advancing blasting science and modern blast design. The basic technologies are in place, however, continued improvements to the functionality, robustness and outputs are needed. The challenge is to build on the current state-of-the-art, by developing techniques and hardware which can be easily transferred to and implemented by the mining community. Current and future research and development will see improvements in imaging systems, automatic image processing and 3D data analysis.

The first grant of land rights in Australia was pursuant to the Aboriginal Land Rights (Northern Territory) Act 1976. That Act has been at the core of the dispute between land rights and miners' rights. The mining industry believes that the Act, in giving a right of veto to Aborigines with respect to exploration and mining on Aboriginal land, has been responsible for a stagnation in exploration amd mining activity in the Northern Territory. In February 1985 the Commonwealth Government released for public comment its preferred model for national land rights legislation. The model has been opposed by the mining industry because it believes, first, that land rights is a matter which should be left to the States and, secondly, that the detailed mechanisms contained in the model constrain the industry in the manner of the Northern Territory legislation. Aboriginal leaders have opposed the model because it does not, in their view, measure up to undertakings given by the Commonwealth Government and, in addition, it provides for amendments to the Northern Territory legislation which are likely to result in the loss of the Aboriginal veto right. Are land rights and miner's rights compatible? The answer is yes provided all parties, including Governments, are prepared to talk and compromise and Governments recognise that the grant of land rights and any control by the Aboriginal people of exploration and mining on their land is not a substitute for raising the living standards of Aborigines as a significant group of disadvantaged Australians.

The general mechanism of recrystallisation for cold worked metal is well established, and need be only briefly summarised with a few references to recent articles which clarify minor points. The types of extension, whether by stretching, drawing, hammering, rolling, etc., do not alter the general principles (1), although quantitative results may differ somewhat, particularly with regard to differences between the surface and interior of samples.These principles can be summarised as follows: The first stage in annealing is a recovery (sometimes known as relaxation) of physical properties such as hardness, elongation, etc., without any appearance of recrystallisation; the second stage involves a further alteration in physical properties, accompanying the formation of new recrystallised grains which replace the original structure; a possible third stage involves an increase in the grain size of the completely recrystallised structure by absorption of smaller grains by larger ones. These three stages will be referred to as recovery, recrystallisation, and grain growth. Depending on conditions, the three stages may be clearly marked or may occur more or less simultaneously.For a given annealing temperature, cold deformations below a certain amount fail to give recrystallisation, and the final structure consists of the original grains which have recovered and possibly become more equiaxed. When a certain deformation, critical for that annealing temperature, is given, recrystallisation can occur, and will give the maximum recrystallised grain size.Increasing deformations beyond this give progressively smaller grain sizes.For each material there is a minimum recrystallisation temperature, below which recrystallisation will not occur whatever the deformation or time of annealing. For a given deformation there is a temperature, critical for that deformation, below which recrystallisation will not occur, and above which it will take place with increasing rapidity.

This presentation opens with a definition of technology and how it is implemented. The expenditure and progress on R&D in the mining industry is then investigated and found to be difficult to quantify. The needs and interests of that industry including contribution to this Congress are examined and it is concluded that short-term rather than long-term goals seem to be prevalent. The presentation concludes with the opinion that the answer to the question in the title is both affirmative and negative but overall there is a need for the mining industry to become more innovative.

Using the cellular automata computational technique it was possible to simulate the generation and discharge of an iron ore pellet pile inside a direct iron reduction oven, as well as to calculate the reduction degree of the pellets as they leave the oven. It allows simulation of the variation of operational parameters and verify the results of those variations in the pellet reduction degree. The simulated data was validated in two instances: for the dynamics of the pellet flow inside the oven it was used in an acrylic bi-dimensional silo; and data from direct reduction iron literature was used for validation of the pellet reduction. The simulated results were considered acceptable to describe the movement of the iron pellet inside the direct reduction iron oven and to describe the iron pellet reduction direct in the oven.

Current work is directed toward finding favorable structure and reservoir beds to test the oil prospects of the area.

Mining is still a significant economic activity within the Hauraki District. The Martha project is particularly significant. Estimates are that in the order of 850 direct and indirect jobs are derived as a consequence of the Martha project within the Waikato Region. The Resource Management Act 1991 (RMA) is New Zealand's primary piece of environmental legislation. It sets out to provide the framework for the control of the use, development and protection of almost all physical and natural resources. Minerals are excluded from the sustainability requirements of the legislation but as mining invariably involves the use of land, all the other elements of RMA apply. The Council's role in dealing with mining changed with the introduction of RMA. It became responsible for administration of those matters that fell within the functions set out in section 31 of the RMA in respect to existing authorisations. Mineral development needed to be considered in the development of the District Plan that the Council is required to prepare. Implementation of the Act has been a challenge for not only local government but for many industries and resource users since it came into force in 1991. There have been, and are, differing views on both the way it is administered and its intent. The Hauraki District Council has been at the forefront of some of the challenges that are a consequence of the Act. Its reactions to these challenges have been consistent. It treats mining in the same why it treats any other industry. At times this approach has not been understood and without challenge from sections of the community.

In 1993 after over 110 years of mining operations, production ceased at the Broken Hill North Mine. Following the cessation of operations a rehabilitation program was developed to satisfy the requirements of the various government departments. This program has been implemented progressively since mine closure. The paper will discuss: primary aims and objectives of the rehabilitation program, implementation of the program, rationale behind rehabilitation objectives, and problems encountered in implementation of the program. To-date the primary rehabilitation of the mine has involved the capping of redundant tailing dams with inert waste rock to prevent the contamination of the receiving environment. A Water Management Plan has been developed to contain all run-off from the mine area in an extreme storm event. A cultural heritage assessment of the leases has been undertaken to ensure the rehabilitation is consistent with the historical significance of the site and community expectations. All redundant material from the mine has been sold in a æno reserveÆ auction and the workshop area has been relocated to the Southern operations. At present the only active areas on the mine are a maintenance area for equipment for the Potosi open pit, and a primary crusher for Potosi ore which is railed to the Southern operations for further processing. Upon completion of the rehabilitation program, Pasminco Broken Hill Mine intends to relinquish the mining leases to the Department of Mineral Resources.

Since the introduction of the Neil George Five Point Safety System, to the underground sections of The Zinc Corporation, Limited and New Broken Hill Consolidated Limited mines in March, 1969, the Disabling Injury Frequency Rate has been halved and shows signs of contin- uing to fall. The total accident frequency rate has also fallen, although the decrease has not been as significant. Before the introduction of the Neil George Safety System, analyses of the direct causes of accidents showed that approx- imately 25 per cent were caused by "unsafe conditions", while 75 per cent were attribu- table to "unsafe acts". Within twelve months of introducing the system, these percentages had significantly changed to 7 per cent unsafe conditions and 93 per cent unsafe acts. Today, the figures are 3 per cent and 97 per cent respectively, and these figures clearly show that the main emphasis in the current programme must be directed towards making the operating men safety conscious. The effort must be focused on changing the minds of men.

Modern, high-output, continuous process plant requires heavy capital expenditure and is exroected to achieve a high rate of return upon the investment made, thus its high utilisation is an economic necessity. Downtime is extremely expensive not only in terms of idle capital but also in terms of lost production and revenue. A sound maintenance management system can alleviate the problem of unscheduled stoppages and a key document in the maintenance system is the Work Order because it both initiates work and conveys maintenance control information back to the administrator. This key document must be supported by an information base that provides technical data, job procedures, spare parts, history and costing. To be effective this information must be easily and immediately available to all concerned. Computer technology has developed extremely rapidly over the last ten years and with it a wide variety of on-line computerised maintenance systems. Selection of the most appropriate system for a given industrial plant is not a straight-forward process. Computer requirements for hardware and software must be matched to the requirements of the maintenance system and such matching must be carried out in an ordered and rational way. At Kalgoorlie Nickel Smelter, time was taken to review the existing maintenance system, select, study and test the new computerised maintenance management package and plan its implementation. As a result, the initial target of equipment recognition has been achieved on schedule and within budget.

Stawell Gold Mines operates the Magdala underground mine in western Victoria, Australia. Several orebodies are extracted by longhole open stoping at a depth of 900 m below the town of Stawell. Some stopes are backfilled with cemented slurry rock fill (CSRF) to ensure stability, increase recovery of ore reserves, minimise dilution of ore grades, and add value to the project. StawellÆs simple CSRF system is described, including the novel equipment used to minimise capital costs. Design criteria, operating procedures, monitoring systems and results are discussed in detail. Practical aspects are considered, including lessons learnt about barricades, overbreak and segregation. The economics of CSRF are discussed, including capital costs, operating costs and the total cost per ounce of gold poured. Options for mining with and without CSRF are compared in terms of return on investment and net cash flows. Examples demonstrate the method used to calculate æbreak-evenÆ stope ore grades which determine whether or not CSRF will add value in different circumstances.

Thrusting is well documented in the Finisterre/Sarawaget moun- tains, the Kainantu-Waf district and in the Highlands between the Kubor Anticline and the Ramu Valley, Papua New Guinea. The thrusts trend NW and involve rocks ranging in age from Permo-Triassic to Plio-Pleistocene. Evidence from the Finisterre/ Sarawaget mountains demonstrates that a major phase of thrust- ing commenced in Pliocene times and continues today. Palaeostress analyses is a sensitive technique for assessing the kinematic history of faulting. The picture gained from the Finisterre/Sarawaget mountains, the Kainantu district and be- tween Kundiawa and Keglsugl is simple, involving a north to northeast ol. Local complexities between the upper Chimbu Valley and Brahmin indicate extension on a NW-N trend. The simplicity of this anlaysis, which accords with seismic and geo- detic strain data, shows that the major faulting in Papuan Orogen is no different from that in the Papuan Fold Belt; that the Papuan Orogen and the Papuan Fold Belt together form a young thrust- fold complex; and that such structures as the Kubor Anticline may be fault-bend folds. Recognition of the obduction of the Finisterre/Sarawaget reef/ volcanic complex over the Australian plate, the gas seeps in the Ramu Valley and foothills of the Finisterre/Sarawaget Mountains, oil seeps in the Goroka and Kundiawa regions, and our interpre- tation of the PNG Orogen as part of the Papuan Fold Belt indi- cates unexpected probability that the PNG Highlands are pro- spective for hydrocarbons.

The emerging coal seam gas (CSG) industry has the potential to provide a large-scale energy province for Queensland. Aquifer impacts and management of associated by-product water, both in terms of quantity and quality, are pivotal considerations for the development of a sustainable CSG industry.Legislative changes have been introduced to ensure that the CSG industry manages potential groundwater impacts and beneficial reuse of the by-product water to a level acceptable to both government and the community.The relevant new pieces of legislation covering petroleum and coal seam gas activities include the Petroleum and Gas (Production and Safety) Act 2004 (P&G Act), Petroleum and Other Legislation Amendment Act 2004 (POLA Act), the Petroleum and Gas (Production and Safety) Regulation 2004 and the Petroleum Regulation 2004. Other relevant legislation includes the Petroleum Act 1923 (Petroleum Act) and Part 7AA of the Mineral Resources Act 1989 (Coal Seam Gas Regime). The P&G Act introduces a full regime for managing water rights. This includes provisions for monitoring and reporting on the effects that the taking of underground water under petroleum tenure has on other bores in the area. The P&G Act also imposes a æmake good obligationÆ on petroleum tenure holders, which requires the restoration of bores affected by the taking of water or the payment of compensation. These provisions represent a significant departure from the Petroleum Act, which says very little about water rights and does not specify restrictions on the taking of water under petroleum tenure. This paper attempts to outline the requirements and obligations of the P&G Act for the CSG industry in terms of underground water rights, development impact assessments, aquifer trigger thresholds, monitoring and reporting requirements, as well as the make good obligations.

The search for economic mineral deposits is becoming more difficult as exploration goes deeper in the established mining camps and spread out to the surrounding covered areas, which may have an `overburden' some hundreds of metres thick. Geophysics is finding an ever increasing role in such exploration. When the target is zinc, the task often becomes even more difficult since sphalerite, the most commonly mined mineral, is non-magnetic, resistive, and relatively light compared to other sulphides. Fortunately, sphalerite commonly occurs in association with other sulphides, which are magnetic and/or conductive and/or heavy, thus most zinc-rich orebodies have at least one contrasting physical property to aid exploration. This paper presents the physical properties of sphalerite and other potentially important zinc minerals. Results of petrophysical measurements of samples from various zinc-rich ores are presented together with examples of geophysical surveys over a number of zinc deposits. The results show that the physical properties are not merely dependent upon the properties of the orebodies' constituent minerals. For example, the small (0.4 Mt) and low-grade (five per cent Zn + three per cent Pb + two per cent other sulphides) Flying Doctor deposit at Broken Hill, New South Wales (NSW) is much more conductive than the large (3+ Mt) and high grade (14 per cent Zn + five per cent Pb) Cadjebut deposit in Western Australia (WA). The mining industry often needs to operate in remote or climatically harsh locations. The industry has recently been forced to deal with extreme conditions including floods, heatwaves and droughts. As these are becoming progressively frequent occurrences, mines typically build ‘downtime’ into production schedules and expect to incur costs to manage the various risks arising from climate extremes. Importantly, many environmental conditions are becoming more extreme and consequently, risk management based on past data can become increasingly ineffective. Market and shareholder demand for fewer interruptions are another pressure on mines to avoid prolonged or frequent downtime. Hence, adaptation to climate is becoming an important strategic move for many companies, many of whom are using future climate scenarios and alternative risk evaluations.We present here a method that uses commonly available mine site data to assist decision-making for reducing vulnerability to sudden flood. The method, ‘climate-related adaptation from terrain evaluation results’ (CRATER), identifies a mine’s flood ‘hot-spots’ and presents them as a ‘traffic lights’ warning map. The process then requires a failure analysis process such as fault-tree analysis to identify both the cause of possible failures and a range of possible failure-avoidance adaptations. In the final stage, management can assess the most suitable option for the mine, based on the availability of capital such as time, facilities, labour and money in addition to social acceptability of the options. CRATER has been tested in an open cut mine environment and is now being further developed to identify how subsidence over underground mines may impact on flooding and ponding over the mining life cycle (CRATER II). Elimination of zinc by the reduction of iron works dusts is examined. The process consists of blending, filtration, drying, balling, preheating and reduction in the rotary kiln. Dust slurries and dry dusts are mixed and stored in slurry basins and the blended slurry is filtered. In the balling process it is important to make green pellets which will withstand Thermal shock in the preheater and rotary kiln. Preheating to about 2000C is preferred to ensure effective use of coke fines in the blast furnace dust. The coke retained in the pellets accelerates the reduction rate. However, at the initial stage of the reduction the pellets become weakened and have to be heated slowly to prevent ring formation. In order to ensure zinc vaporization, pellets should be heated to a temperature of 1100-11500C in the kiln with injection of l ignite fines from the discharge end. Pellets having a degree of metallization of more than 90% and containing less than 0. 1% zinc have been obtained using a test kiln. The final pellet product is intended for use as blast furnace feed. A new plant with a capacity of 20, 000 tonne of dust per month is now under construct- ion and will be in operation next year.
