The Mt Lyell Mine at Queenstown, Tasmania was re-opened in 1995 by Copper Mines of Tasmania Pty Ltd, a wholly owned subsidiary of Mt Lyell Mining Co Ltd. The re-opening followed over 100 years of copper and gold mining at Mt Lyell. Major changes in practice were implemented across the site. Preventing further damage to an already disturbed environment was a major priority. Sublevel caving, at a lower cut-off grade, replaced open stoping for the deep underground mining. Development and later stoping are handled by a contractor, National Mine Management Pty Ltd, in the largest underground contract awarded at the time. Large scale sublevel caving was new to Mt Lyell and not widely practised in Australia, requiring studies and systematic development of the method, particularly in drilling and blasting. Rehabilitation and upgrading of mine infrastructure have been and will continue to be a challenge. The mine has, since 1995, returned to being a stable producer with potential for growth.

An important problem in open pit mine planning is that of detennining the optimum ultimate pit limits of the mine. These limits are that contour which is the result of extracting the volume of material which provides the total maximum profit while satisfying certain practical operational requirements such as safe wall slopes. The determination of the optimum pit contour provides information that is essential in the evaluation of the economic potential of the mineral deposit. A number of optimisation techniques are available for determining this contour with the Lerchs-Grossman and the Network Flow methods being the most favoured. Unfortunately, direct application of these techniques to large ore-bodies may cause considerable difficulties because of the computational time and storage requirements. In this paper, we present a strategy for resolving these problems, and the associated pit design software PITOPTIM (incorporating a fast network flow technique) and a data reducer, BOUND. The results presented highlight the speed and power of the software package rivalling the popular Lerchs-Grossman technique. An application of the software for a sensitivity analysis is also presented and discussed.

Depending upon the probability one assigns to project go-ahead, up to $10 billion (1978 figures) could be required for resource based projects in Australia in the next decade. In the past major resource projects were readily financeable against sales contracts. In the future the complexities imposed by such matters as political risk, inflation, currency movements and environmental and other socio- economic considerations on project development costs and returns may require a different approach. This paper addresses itself to the ramifications of providing development finance for resource based projects in the future - and in particular examines such factors as project completion guarantees, sales contracts, protection against exchange rate fluctuations, interest rate structures and debt/equity ratios as each relates to the provision of finance. Coal mining in the Bulli seam in the Southern Coalfield in New South Wales has experienced the dangers of outbursts of coal and gas. These incidents present a major risk to the safety of mine workers and consequently a threat to the overall viability of the mining operations. Since the occurrence of a major outburst incident in the South Bulli Colliery in 1991 involving three fatalities, the primary contributory factors associated with coal/gas outbursts in the Bulli coal seam have been identified and a strategy for the management of the outburst risk has been formulated by the cooperation of mine operators, mine workers and the Department of Mineral Resources. Utilisation of risk management techniques in combination with modern gas drainage technologies and geological control methods have led to the formation of this effective outburst management plan. Clause 15 of the Coal Mines (Underground) Regulation 1999 in NSW has made it mandatory in an area of outburst to carry out mining in accordance with a code or guidelines developed for mining in outburst prone areas (DMR, 1999). In this paper an outburst management system is discussed which was developed for collieries in the Southern Coalfield that brings together all the available information including past experiences and risk management techniques in a documented form in order to maximise safety of mine workers. It is concluded that since the introduction of the outburst risk management systems in the Southern Coalfield in 1994 considerable reduction in outburst incidences have been experienced.

The Treasurer, the Hon Wayne Swan, has nominated ‘maximising our advantages’ from ‘Mining Boom Mark II’ as the focus of the 2011/2012 Australian Budget. Australia therefore requires a bolder and better integrated economic reform agenda if it is to convert current strong demand for mineral commodities into lasting prosperity that benefits all Australians. Lasting prosperity, well past 2012, will only be achieved if Australia can effectively reverse a decade-long deterioration in the minerals industry productivity performance due largely to capacity constraints that inhibit growth. This requires improving the efficiency of energy networks, transport infrastructure, water markets, health and education services, access to skilled people and by streamlining costly, inefficient project approvals’ processes. The common thread that holds this economic fabric together is the importance of having the right people using the most appropriate technology within the correct policy framework.In December 2010, employment in the minerals sector stood at 187 200; 21 per cent higher than one year earlier, 15 per cent higher than the industry employment peak prior to the global financial crisis in 2008 and 14 per cent greater than anticipated by industry modelling published in 2008. Managers and professionals make up approximately 15 per cent of the total workforce, yet minerals-related higher education programs (mining engineering, metallurgy and geoscience) continue to be chronically underfunded, requiring direct industry subsidies of more than $25 M over the last decade. Also, the publicly-funded Vocational Education and Training (VET) sector continues to fail the industry in the delivery of quality training programs. Importantly, the industry is a key driver of economic activity in regional and remote Australia and is the largest source of private sector employment for Indigenous Australians who comprise up to a quarter of employees in certain locations.This presentation looks at what our industry and country need to achieve to ensure we have the right people for the challenges ahead. **This is an abstract only. Fracture zones are commonly found in the Earth’s crust. These zones may cause very severe engineering problems. Therefore, the formation and the assessment of the mechanical characteristics of these zones is of great concern for rock engineers. A new double shearing jig was used to study the formation of shear zones in rock under static and impact loading conditions using the device developed by the authors. A series of experiments were undertaken to investigate formation on the formation and characteristics of fracture zones in laboratory. Although actual fracture zones are more complicated, various tests give some insight view of the formation of fracture zones as well as some information on their mechanical behaviour under both dynamic conditions and static conditions. The authors report the outcomes of these experiments and discuss their implications in practice.

Ranger is a uranium mining operation located within one of the most environmentally sensitive regions of Australia. Geology has played an important role in mine planning, operations and rehabilitation since discovery of the deposits 25 years ago. The Ranger orebodies have a reserve total of 166 300 tonnes of U308 including 90 400 tonnes of U308 at North Ranger. At current milling rates these reserves give a mine life greater than 40 years. The uranium is hosted in Lower Proterozoic rocks of the Cahill I ormation and is associated with strong chlorite alteration. In pit grade control involves the use of calibrated probes and a radiometric truck discriminator allowing fast, accurate grade determination of material. Ore is defined at a cut-off grade of 0.2 per cent U308. Mineralised material is defined by the Uranium Mining (Environmental Control) Act 1979 (UMEC Act) at a grade of 0.02 per cent U30s. Natural water levels in the #1 Pit area vary as much as 7.5 metres between wet and dry seasons. Ground water inflow into the pit during the dry season is 600 m3/day. No significant slope failures have occurred in the pit. The environmental impact of mining operations is constantly monitored. Rehabilitation of non-mineralised stockpiles is ongoing. This paper discusses the interaction between geology, hydrogeology, rock mechanics and grade control with the present mining operation.

Owing to the 'creeps' and consequent movements in the mines, followed by the recent fire in the southern workings, the whole of the orebody above the 800 ft. level is now very much crushed and broken. The same applies to the hanging wall or overwall coutrny, which has subsided towards the workings, so that for some years past all development work within the lode has had to be carried out with extreme care.The continual but slow subsidence of the overburden into the stopes necessitates a periodical renewal of all gangways in the lode, and, as the subsidence amounts to as much as 60 ft. in places, these new gangways must necessarily pass through the mullock-filling of old stopes in addition to broken ore. They at times pass into the broken ground of the hanging-wall for some distance, where the orebody has widened underneath by the original folding and puckering.

The rate of discovery of shallow orebodies is slowing. This is very evident for base-metal deposits but is becoming increasingly apparent for gold deposits. The easy exploration era was marked by a heavy reliance on exploration techniques capable of directly detecting mineralization. The Endeavor Mine, located to the north of Cobar, New South Wales, was purchased by CBH Resources Pty Ltd in September 2003. The operation has been producing lead and zinc concentrate continuously for over twenty-three years. In 2004, a water management program was instigated to improve the raw water use efficiency of the mining operation. The water management program involved the establishment of a Water Management Committee, a review and quantification of water use across the site, investigation and implementation of efficient water use practices, and workforce awareness training. The program has seen the amount of water used per tonne of ore milled reduced from an average of 1.08 kL/t in the March 2004 quarter, to 0.68 kL/t in the March 2005 quarter. This paper outlines the Endeavor Mine water management program and may serve as a model for other operations that are planning to improve their water use efficiency.

The value of Raman spectroscopy to undertake mineral and chemical characterisation of iron ores was assessed by applying the technique to representative samples of banded iron-formations (BIF) and a BIF-derived, martite-goethite ore. The common iron oxides haematite, magnetite and goethite as well as gangue minerals such as quartz and carbonates all show distinct Raman spectra that enables these phases to be easily detected and mapped in situ for either samples prepared as polished blocks or unprepared material. Raman spectroscopy also offers the potential of in situ chemical characterisation. Shifts in the excitation bands of carbonate detected in BIF were related to the Mg content of Fe-carbonate and confirmed the first world-wide occurrence of a high Mg-bearing siderite (pistomesite) in BIF.The discriminatory power of Raman spectroscopy coupled with the potential of the technique to offer large-scale (volumetric) characterisation of iron ore will be of great value not only to the existing BID and CID ore types, but also to the newly emerging magnetite iron deposits (MID).

The principle underlying the winner's curse is that in competitive bidding situations where the value of the asset bid for is uncertain the winning bid will overstate the true value of the asset. The successful bidder is blessed with the winner's curse. What this paper will explore is to what extent this is true; how acquirers can avoid being blessed with the winners curse; and show how joint venture deal structures are used within the mining industry to avoid the winners curse.

The presence of rock joints has a huge impact on the strength, deformability, and permeability of fractured rock masses by providing surfaces of weakness on which further deformation are more prone to occur, and by serving as the major channels of water flow due to low matrix permeability. In earlier studies, water flow-through rock joints is often assumed as laminar flow between two ideal smooth parallel plates, and the well-known cubic law was derived and widely used to characterise the hydraulic behaviour of rock joints. However, natural rock fractures are irregular and of spatially varied aperture. Thus, the concept of equivalent hydraulic aperture was introduced to modify the cubic law. Numerous works have been conducted on the relation between hydraulic aperture and mechanical aperture incorporating various geometrical parameters. The surface roughness is one of the most sensitive factors for water flow-through rock joints. The aperture distributions are irregular in natural roughed fractures relative to the parallel plates. Barton et al (1985) and Olsson and Barton (2001) incorporated the joint roughness coefficient JRC in evaluating hydraulic aperture and proposed an empirical equation based on fluid flow tests. However, their equations do not conform to the dimensional consistency. Many other researchers (Zimmerman and Bodvarsson, 1996; Xiong et al, 2011; Li et al, 2019) considered aperture distributions in their equations. But the aperture distributions change during shear was always neglected. The contact of rock joints also has a significant impact on the hydro-mechanical behaviour of rock joint, since fluid tends to flow-through a rough joint along connected channels while bypassing the contact obstacles with tortuosity. Nonetheless, previous research mostly considered joint roughness or aperture changes based on 2D joint profiles, while the contact and tortuosity based on 3D surfaces were often overlooked. Only a few works have been made on quantifying the effect of contact area on flow behaviour (Walsh, 1981; Zimmerman et al, 1992; Zimmerman and Bodvarsson, 1996; Yeo, 2001), and mostly ignored contact area change induced by shearing and the associated impact on flow behaviour. Summarily, the quantification of fracture geometry effects on water flow in single rock joints still needs further investigation, especially when considering coupled shear-flow processes. This paper, therefore, aims to study the impacts of contact area and aperture distributions of the single rock joint on the flow behaviour. The evolutions of contact area and aperture distributions induced by shear are considered. Then, an improved model for estimating the hydraulic aperture with the mechanical aperture incorporating the above factors is developed. Finally, a series of shear and shear-flow tests are conducted on artificial joint samples and the model performance is verified by comparing against the results of experimental tests.

"The most commonly used method of thick coal seam extraction in Polish deep mines is multislice longwall (MSL). In MSL stability of goaf in the roof as a result of previous extraction in upper slice is a major geotechnical consideration that must be managed.This paper outlines the results of a wide range of investigations carried out in three longwalls that were in operation in a multislice system using caving with additional fly ash goaf stowing. The longwalls were operated by Katowicki Holding Weglowy SA (KHWSA) in the Upper Silesian Coal Basin of Poland.Examinations were completed on the properties of goaf at the roof of longwalls ie measurements of strength parameters of the goaf material by means of a borehole hydraulic penetrometer, determination of the goaf condition by means of a borehole endoscope and laboratory testing of the caved rock. A new gold cyanidation assay technique has been proven for a range of ores, where it has demonstrated benefits of being: ò Accurate (reduces the typical range of assay scatter almost three-fold, and avoids common fire assay interferences). ò Fast (under one hour, providing a quantum shift in space requirement and equipment utilisation each bottle roll can provide over 15 determinations per day). ò Simple (suitable for field application, no high skill or experience requirements). ò Profitable (reduced drilling, drilling time, ore misclassification and/or double handling after mining). ò Cheap (far lower cost than Fire or Aqua Regia Assays, ie LeachWELLTM costs around 10ó for a 20 g sample at 50 per cent solids, proportionately greater for larger samples eg $1 for 200 g samples which address most nugget effect problems). ò Relevant (distinguishes economic. ie cyanide-extractable gold, the only unequivocal value to use for true resource definition, mine planning and grade control). ò Robust (rough bucket chemistry of samplers does not seriously affect results). A new development is the provision of LeachWELLTM CAS, a solution, which also contains optimum cyanide and stabiliser concentrations; and offers greater: ò Safety (the dilute cyanide solutions are stabilised to avoid generating toxic HCN vapours; and present no cyanide dust or flying chips to deal with). ò Ease (a single squirt dispenses precise quantities of the entire reagent suite, avoiding multiple weighings). ò Reduction in total reagent costs. An inter-laboratory comparison on nine ore types, using two assay techniques (Fire Assay and Aqua Regia) involving 45 laboratories, has demonstrated that LeachWELLTM 60X assays for the samples tested, were equally or more reliable than typical Fire or Aqua Regia Assays. There is particularly great benefit in applying LeachWELLTM 60X assays to richer ores in comparison to Aqua Regia assays, which appear to be prone to very significant underassaying depending on individual analyst skills, and which often suffer greater nugget effects. The major impacts for heap leaching are that: ò Using the LeachWELLTM assay technique for grade control, ore of marginal grade is not accidentally discarded to waste or visa versa due to the scatter of assay data inherent in typical small charge (25 g) fire assays. ò LeachWELLTM assays very importantly report only that gold which will be recoverable in the heap, viz that which is liberated - an important factor where the coarse crush often leaves ten per cent of gold unliberated. These impacts are of particular importance for many ores (ie most of those recovered from open pit operations and at the margins of rich ore subject to slurry processing) subjected to heap leaching as the oxide zones often present major problems of nugget effects as well as mineralisation that cannot be accurately assigned through interpretation of clear structural controls.

The mining industry seeks to engage with and respond to stakeholders through open consultation processes during the various phases of a mining project (Department of Industry, Tourism and Resources, 2006). Two Australian Coal Association Research Program (ACARP) funded projects conducted in the Bowen Basin coalfields in Central Queensland investigated the use of a stakeholder panel for the evaluation of mine site rehabilitation. The panel members were drawn from the local and regional area, and represented neighbouring landholders, traditional owners, AgForce, local government, conservation groups and non-governmental organisations (NGOs) such as Greening Australia and the Fitzroy Basin Association. The approach of utilising stakeholders to establish rehabilitation criteria was proposed as an alternative to the established practice of assessing rehabilitated areas against a suite of quantitative completion criteria; eg >70 per cent vegetative ground cover or <5 t/ha/a soil loss. The basis of this approach recognises the reality that the definition of completion criteria has proved problematic over the last 40 years with no broad consensus reached on the suite, let alone the metrics; eg the exact cover level that will benchmark acceptance of the mine site rehabilitation.CITATION:Merritt, J L, 2016. The A J Parker Cooperative Research Centre for Hydrometallurgy has recently been established by a major grant from the Australian Commonwealth Government. The participating institutions in this centre are the CSIRO Division of Mineral Products, Curtin University of Technology, Murdoch University and the Chemistry Centre (WA). The Australian Mineral Industries Research Association is also a partner. Information is presented about the research activities of the Parker Centre, which are focussed on the solid/solution interface. Three research programs have been established in the areas of leaching, precipitation and surface processes (adsorption). The initial projects within these three programs are described. Details are also given of the Centre's education program which include honours degree training, masters and doctoral degrees by research, a masters degree by course work and workshops. The importance of collaboration with industry to the successful operation of the centre is stressed.
