The application of new and currently practised mining techniques in new areas and at greater depths necessitates considerable and immediate research effort. This effort is aimed at identifying the factors which make a particular method suitable and economically viable in a given geological, structural and operational environment. These factors, together with greatly enhanced knowledge of a deposit at the exploration and planning stage, allow selection of the most appropriate and efficient mining method in a new area such that coal resource recovery is maximised in a cost effective manner. Current research and future requirements for research into mining methods and associated equipment and mine services are reviewed.

Detailed geochemical analysis of cored and non-cored drill hole data was used to characterise and model the Cenozoic detrital valleys of several deposits within the southern Pilbara region, Western Australia. The purpose of this modelling was to better characterise and understand the relationships between the various geotechnical units comprising mixtures of rock and soil for the purposes of slope stability and depressurisation studies.This paper presents data from several valleys where geological, geomorphological and climatic processes have resulted in the deposition of heterogeneous detrital rock and soil sequences. Seven primary detrital units are recognised as occurring within all the valleys studied, suggesting that the geological processes involved in the erosion and deposition of the units were widespread. Geochemical assessment of cored and non-cored data suggests correlatable geochemical signatures can be recognised for each of the units; however, local variability in the groundwater history of individual valleys is demonstrated by late-stage carbonate precipitation recognised both in the core and through the geochemical signatures, which has resulted in alteration of the parent rock/soil material. This paper discusses how the carbonate alteration may lead to improvements in rock/soil mass strength of a clay unit by comparing laboratory strength test samples of the same parent material with varying degrees of precipitate alteration to those with no discernible carbonate alteration. Following from this, correlations with geochemical assay results have been derived, whereby zones of more favourable strength conditions may be modelled through assessing areas of analogous geochemistry.The paper demonstrates how geochemical assessment can lead to improved geotechnical and hydrological modelling for a detrital valley system without the need for significant coring and laboratory testing. A new concept central to the search for sample correctness is presented. In spite of its simplicity, this concept has already unknowingly formed the implicit basis of already established, current limiting rules of use for certain types of samplers, used as mere examples in this paper. Once explicitly enunciated though, this fundamental principle gives immediate, simple and new practical rules for the design of predictably correct sampling equipment and for sampling device auditing. Examples of application are offered as an illustration, including an earlier, important, albeit unpublished, idea found in Pierre GyÆs earlier works.

Blast exclusion zones are instrumental in protecting equipment and personnel. When there is no constraint in footprint, the exclusion zone can be enormous, practically eliminating the hazard of flyrock. Unfortunately, this may not always be the case and in many circumstances the blast design needs to be altered to suite such scenarios. When a conservative design approach is taken, it could completely eliminate any form of ejection, whether it is from the free face or the bench itself. The degree to which typical flyrock models describe fragment motion through air with ballistic flight equations are not justified when such a high level of control is applied. In July 1994 the Premier, John Fahey MP, announced that the New South Wales Government would make available a total of $40 million over six years in new funding for the Department of Mineral Resources. These funds are to be applied directly to the generation of regional geological and geophysical information. The Government's initiative known as `Discovery 2000', is aimed at providing a major boost to the exploration industry. The Government expects new discoveries to be made and new mines to be developed because of the initiative and, perhaps, the first ever commercial oil or gas production in New South Wales. The Government's return will come from increased economic activity, and from the increased royalty return from higher levels of production. Quality information is the key to successful exploration. In the highly competitive business of mineral and petroleum exploration high quality regional geological and geophysical information improve both the efficiency and effectiveness of the area selection or project generation process. Using the `needle in the hay stack' analogy, Discovery 2000 will vastly improve industry's chances of finding the haystacks. It is up to the mineral and petroleum industries to find their respective `needles'. Careful target area selection is probably the most critical factor in mineral exploration. The ability to select the most prospective areas, or to identify prospectivity that others have failed to recognise, can make all the difference between success and failure. Government geological surveys clearly have a crucial role to play in providing the geoscientific information infrastructure that companies must have if they are to make the discoveries this country needs to pay its way in the world. It is the regional information generated by Governments that sets the scene for efficient exploration. This regional information includes regional aeromagnetics and radiometrics and gravity, regional geological mapping and tectonic analysis, and geoscientific databases. The New South Wales Department of Mineral Resources (by various names) has been providing such information for over 100 years and has led the way in many aspects of the generation and dissemination of geological, geophysical and metallogenic Information.

The Victorian State Government recognises that the extensive brown coal deposits in Victoria are one of the State's key competitive strengths for economic development. The unique properties of the coal, together with the ease of open cut mining, make it suitable for a variety of new applications. Research and development activities are centred around applications which take advantage of the natural attributes and unique properties of the coal. The high reactivity and low ash content of the coal led to its selection for the Japanese brown coal liquefaction pilot plant currently operating in the Latrobe Valley, with support from the Victorian Government and the Coal Corporation of Victoria. Research and development of new brown coal based products together with many other areas of applied and fundamental research are being conducted in Victoria by Government research organisations, tertiary insti- tutions and private industry, with the objective of establishing new indus- trial developments based on Victoria's vast brown coal resource.

The paper summarises the theoretical and experimental studies which led to the development of new industrial equipment designed to recover liberated gold from placer gravity concentrates. The new technology is based on environmentally clean magnetic methods, which avoids use of mercury in the production process and obtains higher gold recoveries compared to the amalgamation technique, and which can reach 98.6 - 99.5 per cent. The complex of equipment thus developed is now commercially used at nine Russian gold mining operations. Six more such complexes are due to come on stream in 1993, some of them outside the CIS. The new technology appears to hold much promise for the recovery of precious stones (diamonds, rubies etc) semi-precious stones (pyropes, chrysolites etc) and also artificial diamonds, for which case there are encouraging laboratory results.

Tailings storage facilities are geotechnically complicated structures that develop heterogeneous strength profiles and varied porewater conditions. The monitoring of porewater pressures is one of the only direct measurements that can be performed to monitor the performance of a facility throughout its life and is of particular importance in upstream facilities. Foundation underdrainage, continuous and staged tailings deposition, climate inputs (rain, snow, humidity, evaporation, etc), and stratified tailings permeabilities can complicate this critical measurement that introduces uncertainty to stability analyses. These difficult conditions manifest in vibrating wire piezometer measurements as very low or negative pressure readings, both of which are within the instrument’s range of accuracy. However, the data can be difficult to interpret, and a range of interpretations are adopted from optimistic low phreatic surfaces to conservative fully saturated tailings. Where tailings are potentially liquefiable, these very low readings introduce further uncertainty regarding the pore space saturation ratio and liquefaction potential above the estimated phreatic surface. This area of uncertainty is the vadose zone, and its affect on tailings behaviour is not well understood. The two facilities analysed in this paper are upstream, raised embankments with tailings classified as clayey, sandy silt that have been found to be potentially liquefiable. The vibrating wire piezometers (VWP) at both sites show very low or negative readings when they are initially installed near the surface and then go through cycles of re-saturation and de-saturation. Eventually the readings settle as the VWPs are buried deeper within the tailings. The instrumented sections within the tailings column do not show consistent readings that would be indicative of a hydrostatic phreatic surface at either site. Rather, they are highly variable and can be interpreted as either representing a high phreatic surface within the tailings or as a ‘perched’ phreatic zone within the tailings layers. How the VWP data is interpreted has a significant impact on how the facilities are raised and operated. The design outcome for Site 1, which adopts a lower phreatic surface, results in an embankment that meets factor of safety (FoS) requirements under residual strength conditions without any buttressing. Conversely, a conservative (high) phreatic surface has been adopted for Site 2 and has resulted in the facility requiring a significant buttress to meet FoS under residual strength conditions.

YOUR Excellency, Fellow Members of the Australasian Institute Of Mining Engineers and Gentlemen:- Nearly a decade has passed, since our Institute first met in New Zealand. May I, at the very outset of this second gathering, congratulate the Institute on the great progress that has been made in the interval. At the first meeting in New Zealand in the year 1903, I understand that less than 20 persons were present, and now in the large concourse before me I believe there are not fewer than 140 persons, while if every member of the Institute to-day where here there would be over 500 which is a great change from a membership of only 250 in 1903. I feel deeply appreciative of the honour you have conferred upon me by electing me your President for the year 1911. In return for the compliment, may I ask you to believe that I shall do everything in my power to further the interests of the Institute throughout the coming year.It is a great regret to me to realise that soon my work in New Zealand will be over. Over the last decade mineral exploration in New South Wales has increased markedly. This is due to various factors including the influx of overseas companies an. capital, increase and stabilization of metal prices and improvements in exploration techniques. The initiation of full-scale petroleum exploration and recent discoveries of large mineral deposits in the west, north-west and north of Australia has increased overseas capital, and brought scientists and technicians into the country. Naturally there has been an overflow into New South Wales, which is less attractive as an area for new and large-scale discoveries. In some fields, rise in metal prices and price stabilization has largely contributed to the intensif- ication of exploration. Increased tin production in New South Wales since 1963 is a direct result of price rise and stabilization, and rise in the price of silver has revived an interest in silver prospecting in recent Years,

A resource rent taxation scheme is based on the concept of taxing the rent or surplus profit generated from primary industry activity. Rent has been defined as profits that remain after deduction of company income which corresponds to the minimum return necessary to attract private investment to a new project.Rent taxation schemes on the mining industry within the Australasian region have been examined and widely discussed during the decades of the 1970s and 1980s. Forms of resource rent taxation schemes have been imposed on Papua New Guinea mining, some sectors of Australian petroleum, the Roxby Downs venture and are being discussed for the New South Wales coal industry. While no introduced applications have been pure rent taxation schemes, the concept has generally come to encompass arrangements which tax rent at a partial rate which may or may not vary with the level of profitability or return.An examination is made of a number of the more recent schemes. Aspects which should be considered in implementation of new forms of this taxation are discussed. It is concluded that there is an increased acceptance for this form of taxation on the Australian mining industry.

As an indication of the overall quality for the three periods the expected run of mine ashes are given. Operating Period R.O.M. Quality Years 1 - 4 22.0% Ash (db) Years 5 - 14 18.8% Ash (db) Years 15 - 20 17.3% Ash (db) The size distribution of the coal was found to be generally as predicted in the 1980 study. However the ash, particularly in the smaller fractions, was found to be higher due to the previously mentioned friable nature of contaminant material. Following evaluation of this additional information, the proposed washery design was reconsidered. Three basic process schemes were examined. 1. A jig with two-stage heavy medium cyclones and spirals for treatment of three different size ranges. 2. A heavy medium vessel, two-stage heavy medium cyclones and spirals for the different size fractions. 3. A jig for initial treatment of the total feed (that is all sizes) with single-stage heavy medium cyclones and spirals for rewashing of the intermediate and smaller size Fractions.

The truly scientific method in the study of such questions at the present day is the reverse of that which was followed in the early days of geology, when after the observation of a few isolated facts, some great geological mind was led to a general theory, and humbler followers were only too apt to do mild violence to nature in order to make her facts conform to it tt accumulates year after year a multitude of facts of patient observation, supported by studies with the microscope, and in the laboratory, avoiding general theories, and only making such deductions in regard to locftl conditions as are supported by the overwhelming evidence of facts. The" Indicator" veins, the great barren lode masses, a later fissure than all of these (" B "), and the auriferous lodes of last series cleaving the wrinkled terraces and the older lodes also are" Indicator" veins. B is a later formed vein that leaves no " depositions" behind. ooe are fragments of the" most ancient'' lode wreckage. Db are the auriferous lodes and correspond with those lodes, also whose auriferous characters are not result of secondary impregnations.

"All underground coal mines in Australia are required to develop a Spontaneous CombustionManagement Plan (SCMP). The New South Wales Government has developed a guideline (MDG1006) to assist operations to comply with this requirement. A reference document is alsosupplied with the guideline that describes the type of information that is needed for input to theplan, including identifying possible tests that can be used for propensity assessment. However,there is no clear indication of what program of sampling and testing is suffi cient to provide adefi nitive assessment of spontaneous combustion propensity prior to and during mining. This paper reviews the existing methods available for quantifying spontaneous combustion propensity and discusses the sampling requirements that are needed from exploration to mining. A new, more defi nitive method of spontaneous combustion testing is also presented that benchmarks coal self-heating performance from mine ambient temperature to thermal runaway. Examples of the eff ectiveness of this new test method for identifying and quantifying reactive pyrite in coal as well as quantifying the diff erence between dry and wet season conditions are provided in the paper."

The Eloise Cu-Au deposit is 60 km SE of Cloncurry in NW Queensland and has a current indicated reserve of 3.2 Mt @ 5.8 per cent Cu, 1.5gA Au and I9g/t Ag. It is hosted by metasediments and metabasic rocks that underwent amphibolite facies metamorphism at 550-600¦C and less than 3.5 kb. Peak metamorphism coincided with the regional D2 event which produced an S2 foliation with north-south strike and variable sub-vertical to steep east or west dip. The deposit is associated with several major shear zones parallel to the S2 foliation. The lodes form part of a large alteration system that is localised by the retrograde shear zones. Homblende-biotite-quartz with minor sulphides occur early in the alteration paragenesis which is overprinted by chlorite-muscovite-pyrrhotite-chalcopyrite ¦calcite+¦nagnetite. The later assemblage replaces the earlier Fe-K alteration as well as Fe-rich metamorphic assemblages such as homblende, biotite and staurolite indicating a post peak metamorphism timing for ore formation. Although replacive textures are the most common, the alteration can display open space infill and brecciation as well as durchbewegung and mylonite textures indicating that mineralisation occurred during ongoing ductile deformation. All these features are crosscut by a later brittle phase of calcite-chlorite-quartz¦pyrite alteration.

A new range of solid and liquid ion exchange extractants for gold based on the guanidine functionality is described. These extractants have pH versus gold extraction isotherms which lie between those of the conventional weak base and strong base resins which have previously been studied as aurocyanide extractants. Possible applications of these new extractants in gold recovery are discussed.

The paper outlines the development of"a process for removal of iron oxides from ilmenite, thereby upgrading the TiO2 content of Western Australian ilmenites, from 55 to approximately 90 per cent. In the first stage, the iron oxides are reduced with solid carbon (coal) to metallic iron. Experimental reduc- tions were carried out in crucibles,, a fluidised bed and a small pilot plant rotary kiln. The reduced'ilmenite is,then agitated in aerated water, in the presence of catalysts, so that the iron "rusts" away from the ilmenite'grains and the precipitated iron oxide is easily separable by decantation. The influence of variables on the rates. of reduction and oxidation are discussed, The oxidation rate was exam- ined for both - the' physical oxygen-transfer characteristics and electrochemically by reference to Peurbaix diagrams, which plot redox potential against solution 'PH, The upgraded ilmenite is expected to be an attractive material. for pigment -manufacture,, and the iron oxide has prospects of being a marketable by-product. The process may possibly be. applied, to .other..ores.

The HYC mineral deposit at McArthur River is about 1.5 kilometres long by 1.0 kilometres wide and 55 metres thick, and contains 227 000 000 tonnes of ore of average grade 9.2% Zn, 4.1% Pb and 41 g/t Ag. Major studies have been carried out continuously since 1955 over the deposit and in the general region. This work is continuing. A small underground mine was developed by driving a decline tunnel to intersect the mineralization 80m below the surface. This provided a fully representative sample of the total deposit unaffected by weathering or oxidation, and was available for the major test program carried out in a pilot plant built to determine the full metallurgical charac- teristics of the ore. The pilot plant operations followed investigations by research institutions, both in Australia and overseas, into the problems of this ultra-fine grained ore. The ultra-fine grained nature of the ore required grinding to an average size of 95% passing 37 micro metres or 400 Tyler mesh. A major feasibility and environmental report was submitted to the government covering all aspects of a development program. The geological, engineering, metal- lurgical, economic, cultural and environmental submissions contained in this report were studied by external consult- ants employed by the government, who agreed with the conclusions that the McArthur HYC deposit is at present Uneconomic.

Semi-massive to massive sulfides were drilled in a shallow-water (630 m) hydrothermal system in an island arc volcanic setting at the Palinuro volcanic complex in the Tyrrhenian Sea,Italy. Overall 12.7 m of sulfide minerlisation were drilled in a sediment-filled depression in a water depth of 630 - 650 m using the lander-type Rockdrill 1 drill rig of the British Geological Survey. The longest drill core recovered consists of 4.9 m of continues semi-massive to massive sulfides + sulfates with abundant late native sulfur overprint. Metal enrichment at the top of the deposit is evident in some cores with polymetallic (Zn, Pb, Sb, As, Ag) sulfides overlying more massive and dense pyritic ore. The massive sulfide mineralisation at the Palinuro volcanic complex contains a number of unusual minerals, including enargitefamatinite, tennantite-tetrahedrite, stibnite, bismuthinite and Ag-sulfosalts, that are not commonly encountered in mid-ocean ridge massive sulfides. In analogy to epithermal deposits forming on land, the occurrence of these minerals and the abundance of native sulfur suggest an intermediate to high sulfidation state for the hydrothermal fluids during deposition, implying that the mineralising fluids were acidic and oxidised rather than near-neutral and reduced as those forming typical base metal-rich massive sulfides along mid-ocean ridges. Oxidised conditions during sulfide deposition are likely related to the presence of magmatic volatiles in the mineralising fluids that were derived from a degassing magma chamber below Palinuro volcanic complex.
