The procurement process for underground construction contracts, in particular those contacts involving tunnel boring machines (TBMs), is subject to many complex and inter-related variables, including national and local politics, public policy, community involvement and media attention û as well as strict environmental and legal requirements. Other restrictions include the time available to adequately investigate geotechnical conditions and viable technical options to determine the best construction methodologies û including selection of tunnel boring machine characteristics and, those construction means and methods suitable for the specific geotechnical and environmental conditions. The latter are, most often, quite imperfectly understood. æGetting it rightÆ implies that an optimal configuration û of machine type, characteristics and associated methodologies û can be found and successfully implemented for a particular project. æFrom the beginningÆ implies that the lack of time issue can be successfully resolved. Within an international context this paper highlights a number of issues of concern which relate to tunnel procurement systems and the ways in which certain key processes are managed during planning, design and construction. The authors argue that there is considerable room for improvement in the way tunnelling projects are undertaken and an approach is discussed which has the potential for substantial gains in cost and schedule and reduction of risk. Savings, however, may only be fully realised if the new methods can be fully implemented by all parties involved. This, we believe, will require the rejection of ætraditionalÆ forms of management and procurement with associated changes in the roles and responsibilities of owner, engineer and contractor. Additionally, risk identification, assessment and mitigation are essential cost and schedule control process which have, to this point, been underutilised by the underground construction industry.

This paper describes the design and construction of twin 400 m long road tunnels as part of the Northern Motorway Extension Project in Auckland, New Zealand. Construction of the tunnel civil works is now completed and installation of mechanical and electrical systems is well underway. The tunnels are expected to be open for traffic at the end of 2008. The paper will address the design aspects of the project including: tunnel alignment and cross-section, geotechnical conditions and rock support, waterproofing and concrete lining and fire and life safety. The paper will cover the bored tunnel section, the cut-and-cover tunnel section, cross passages and portal structures. The design brief included a requirement for the tunnels to be a gateway to Auckland and this required particular attention to be given to the visual appearance of the finished tunnel structure. The final arrangement of the portal structures and a requirement for recesses in the concrete lining for emergency cabinets, deluge pipework and cable runs, reflects these requirements. The tunnels were excavated by a roadheader and road planer using a heading and bench. Initial support was provided by a combination of lattice girders, cement grouted rock bolts and steel fibre reinforced shotcrete. The permanent lining consisted of installation of a drainage geotextile and waterproof membrane, followed by cast in situ unreinforced concrete. Each portal consists of a cut-and-cover section. This paper describes the tunnel construction methods, including the particular requirements for safety, the environment and community relations. The tunnel is fitted with a compartmentalised deluge system for fire fighting purposes. The tunnel control centre is incorporated into the control centre for Auckland Harbour Bridge, some 30 km from the tunnel location.

In 2012 the Bureau of Meteorology, under the banner of the Water Accounting Standards Board, released the Australian Water Accounting Standard 1 (AWAS 1). This standard has been in development since 2007 with key milestones being the release of the Preliminary Australian Water Accounting Standard in 2009 and the exposure draft of the Australian Water Accounting Standard in 2010. Throughout this period, the Minerals Council of AustraliaÆs Water Accounting Framework has developed concurrently with the Australian standards and the standards have informed elements of the framework. However, the framework is not identical to the standard as the objectives between the two are different. The objective of the Water Accounting Framework is to create consistency in water reporting of the minerals industry and to assist companies reporting to corporate sustainability initiatives. The objective of AWAS 1 is to provide information to water management bodies to facilitate decisions about the allocation of water resources. Companies are to report on an annual basis - not only physical flows of water but contractual requirements to supply and obtain water - regardless of whether the transaction has been fulfilled in the reporting period. In contrast, the Water Accounting Framework only reports on flows that have physically happened. The paper will provide summary information on aspects of AWAS 1 that are most relevant to the minerals industry, show the alignment and differences between AWAS 1 and the Water Accounting Framework and explain how to obtain the information for the AWAS 1 reporting statements.CITATION:Danoucaras, A N and Woodley, A, 2013. With the burgeoning opportunities for new gold mines to be developed the opportunity now exists for a reassessment of the optimal processing path for these gold ores. Projects have traditionally followed the path of whole ore cyanidation with either Carbon In Pulp (CIP), Carbon In Leach (CIL) or Merrill Crowe. The challenge ahead is whether these traditional processing methods are the best option for stakeholders, or to go beyond CIP and use a combination of currently available technologies that can be used to provide gold recovery at a significantly reduced capital cost and minimal deleterious impact on the environment. Either stand alone or combinations of gravity concentration and flotation, can produce a gold bearing concentrate that can then be fed directly to a batch or continuous intensive cyanidation unit. Treatment of a gravity/flotation concentrate by intensive cyanidation may be processed by the InLine Leach Reactor (ILR) developed by Gekko Systems of Australia. The advantages of the technology combining gravity/flotation followed by intensive cyanidation are significantly reduced capital costs; improved safety due to reduced cyanide inventories; the majority of tailings un-contaminated by cyanide; less energy required due to an opportunity for an increase in grind size û reducing green house gas emissions; detoxification of concentrate tailings can minimise tailings disposal and containment requirements.

Surface displacements are routinely monitored at multiple points during slope excavation. The monitoring data reveals the safety status of the slope under current loading conditions. They can be used to enhance the prediction of the future performance of the slope by reducing the uncertainties of the prediction model and its model parameters. In a multistage excavation, the observed displacements in the current stage can be used to update the prediction of the displacements in subsequent stages. Besides, due to the spatial correlation of the slope parameters, the prediction of the displacement at one location can also be updated using the monitored displacements at adjacent locations. This study aims to develop a multistep updating method to enhance the prediction of the future performance of the slope using time-series monitoring data at multiple points. This method integrates the theoretical computational model with observational evidence. It considers the inherent uncertainty of the slope, model uncertainty and measurement uncertainty. With more monitoring information being incorporated, the prediction becomes closer to the actual performance of the slope. This paper describes the ventilation analyses performed for the access tunnels at the New Level Mine project (NLMP) at CodelcoÆs El Teniente operation outside of Rancagua, Chile. This new mine is anticipated to reach a final production of between 137 and 180 kt/d. Production from the NLMP is scheduled to start in the year 2017. The main access tunnels (MAT) are approximately 9 km in length, with one for personnel and supply access and the second one for ore extraction through a conveyor system. These two tunnels are a critical component of the initial stage 1 development and will be constructed independently of the existing mine workings. The tunnels were originally designed to be constructed with two tunnel boring machines. However, later analyses changed the construction approach to a conventional drill and blast technique. Because the design included two mid-tunnel ramp-to-surface connections, conventional mining methods would allow for development of the tunnels with multiple working faces to achieve a more rapid schedule. This paper presents the initial baseline considered for the ventilation design and the optimisation methodology applied by Codelco to minimise the airflow and pressure requirements of the ventilation system. Sampling is often the most critical part in process analysis. When the mean of a continuous lot, such as a process stream within a given time interval, is estimated by calculating the mean of several samples, the uncertainty of the estimated mean depends usually on the sampling strategy. Three different strategies can be used: systematic, stratified or random sample selection. The standard deviation of the lot mean is different for these methods so that systematic sampling usually gives the smallest and random sampling the largest standard deviation. Pierre Gy developed a method where the sampling errors of one-dimensional lots for these three strategies can be estimated from a variogram, which is calculated from a variographic experiment, ie from a set of one-dimensional time series measurements with fixed sampling interval. While variogram is an excellent tool for characterising and displaying the variability of autocorrelated processes as function of time, the sampling error estimation from it is quite laborious, however. In this work an alternative method for estimating the sampling errors was developed. The process is divided into strata of equal sizes, varying the length of strata similarly to variographic analysis. For stratified sampling the standard deviation estimates are obtained by analysis of variance and for systematic sampling by fitting a linear regression line to each stratum and calculating the residual variances. By pooling the individual variance estimates the variance estimates that are corrected for autocorrelation are obtained. The new method was tested with simulated and real data sets having periodic, random and/or drift fluctuations. For stationary processes the results agreed well with the results of the GyÆs variographic method. The method can probably be generalised to estimate the sampling variance of higher-dimensional lots.

Based on the cubic law, the hydraulic aperture of rock discontinuities has the most significant effect on the hydraulic conductivity of jointed rocks. The hydraulic aperture of rock discontinuities is a stress-dependant parameter and reduces with increasing applied stress. Furthermore, the rock stress increases with increasing depth. Therefore, hydraulic aperture is a depth-dependant parameter. In this paper, new empirical equations are introduced to calculate the hydraulic aperture of rock discontinuities at different depths. These equations were developed on the basis of back analysis of compiled packer tests from different actual cases. They provide the capability to calculate range of variation and average hydraulic aperture when the orientation of discontinuity and field stress tensor are given. Furthermore, it is possible to calculate the hydraulic aperture of rock discontinuities when its value is given for another depth. A hydraulic aperture of 7.7?µm was calculated by this method, comparing well with a reported site value of 8.3?µm for rock discontinuities at the Stripa mine project at a depth of 385?m. The incidence of colliery disasters has highlighted the need for more centralised and directed coal mining safety research in Queensland, with particular impetus from explosions at Box Flat in 1972, Kianga in 1975 and Moura No 4 in 1986. Inquiries which identified the likely causes recommended measures and, research and two outcomes have been the present Mines Safety Research Advisory Committee and The Safety in Mines Testing and Research Station at Redbank, near Brisbane, dealing with all mining problems, coal and metalliferous. Already, important research into ignition and explosion and other health and safety matters has been accomplished; the Station has become an accredited testing laboratory; and international recognition has been achieved. Now the advisory, testing and research arms are soundly in place to pursue preventive investigations and be ready to provide assistance in any emergencies.

Universal Resources Ltd has acquired a large portfolio of high quality exploration projects in two of Australia's most prospective regions for base and precious metal exploration: the Mt Isa Inlier (the Mt Isa-Cloncurry area) of North West Queensland, and the southern Lachlan Fold Belt in New South Wales. Drilling techniques commonly employed by the company for mineral exploration include diamond core drilling, air core drilling, reverse circulation (RC) drilling, and rotary air blast (RAB) drilling. Using examples from these two regions, each drilling technique is briefly described and compared, with particular reference to the specific advantages and disadvantages of each method for: sampling size, sample representivity, recovery, integrity and potential contamination. The applicability and implications of the different drilling techniques described for subsequent mineralogical and metallurgical evaluation work are discussed.

Development of the Davcra flotation cell has continued over the past seven years. Preliminary testwork on single cells has now been extended to a com- plete Davcra flotation circuit, to cells ranging from 5 to 400 tons per hour capacity and to cells operating on a variety of materials. Operation of both test and production units has shown the Davcra cell to be competitive with conventional flotation machines. It offers a lower capital cost installation than conventional cells and in addition has a number of. operating advantages, particularly in its adaptability to automatic control.'

The Morning Star Gold Mine presents an example of a prolific operation with considerable historical records, mine workings, drill hole logs and countless plans from greater than 20 adjacent mines which have now been consolidated to form the current project. Implementation of 3D computer modelling in the planning stages has provided an additional tool to integrate and refine geological models as a guide to some exploration strategies. It has allowed for a re- interpretation of the host rock units, dimensional constraints, new exploration extensions and provisional resource modelling. The initial consideration of this project was to integrate 135 years of mining history into a single database. Each historic mining area had an unrelated mine grid, often established parallel to the long axis of their main stopes; some were based on magnetic or true north. Survey plans were in chain, imperial or metric units. Through the manipulation and rotation of old grids, previously unrelated mine workings began to form continuous mineralised zones, with unmined portions still remaining in between the existing development. Furthermore the current drillhole database of >433 holes showed numerous confirmatory intersections of new mineralisation. A series of tiered tables were created within a relational database to derive guidelines for assessing data to attribute a Mineral Prospectivity Value [MPV] based on key indicators of mineralisation. Indicator logging now forms the basis of geological descriptions.

The mining of Australia's rich and diverse mineral resources has been central to the development of the continent by "Europeans" over the past two hundred years. Mining has historically been encouraged (to varying degrees) by development-orientated state governments (the. managers of largely Crown-owned resources) and since Federation, by successive Com- monwealth governments (which have seen mineral development as a means of generating export revenue to fund predominantly social-welfare orien- tated budgets). This marriage of convenience between governments and the mining industry has to date served all parties well. However, Australia's entry to a new world economic environment at a time that community percep- tions are changing (owing to an education-inspired challenge to "old" values) is challenging the hitherto held assumption that mining develop- ment is always aligned with the well-being of the State and community. Issues such as the type and extent of State/Commonwealth government taxation, resource ownership and control, the environment, land use con- flict, the extent and desirability of secondary processing and infrastruc- ture funding are being debated in the public arena. Opponents of mining in the community are well-organised and are well funded, articulate and more importantly, they have effective communication channels with most governments, irrespective of political complexion. Apart from some television-orientated corporate image building and recent efforts by AMIC, the industry's response to this challenge has been unco-ordinated, poorly directed and arguably ineffective. Professionals working in the industry are concerned about the community's perception of themselves and their industry. Recognizing that the Australian democratic system ensures that, in the large, government at its various levels, is reflective of and responsive to the views and aspirations of people, the industry's response must be wide- ranging, equally articulate and couched in a form which is politically acceptable. New objectives in providing information to the public and its educators must be formulated. Moreover, professionals are looking for new directions from industry leaders. The Institute is well placed to facilitate this process.

The Airborne Thematic Mapper is an eleven channel digital scanner which acquires image data in the visible, near infra-red, short wave infra-red and thermal infra-red wave- lengths. A description of the system is presented which includes details of the operating wavelengths and performance parameters of the scanner. Consideration is also given to the aircraft installation requirements. During January 1984 the scanner surveyed the mineral rich areas of Leonora, Laverton and Kalgoorlie in Western Australia. This is a region of intense exploration activity for gold and base metals. Some 30,000 square kilometres were systematically surveyed in a period of ten days. This scanner was flown at 7,000 metres altitude giving a ground pixel size of 17.5 by 17.5 metres. The flight line spacing was 8 kilometres. The overall project took some thirty days from conception to completion. The planning and execution of this operation are described in detail. The resulting magnetic tapes provided 11 channels of digital image data over a 30,000 square kilometre area and a variety of image processing techniques were employed in order to capitalise fully on the results. The imagery provides a powerful tool for the geological mapping of the terrain. The data can also be used to monitor the environmental effects of mining operations.

Knowledge of the crystal chemistry of carbonate apatites is very important for the development of the concept of biomineralisation and the creation of a scientific base for new biocompatible materials for medical purposes. The present work is devoted to research results on various synthetic and biological carbonate apatites obtained at Saint Petersburg University over many years. All-important problems will be considered such as the location of CO32- ions in the apatite structure, the ionic substitutions in various biological apatites and the development of synthesis methods for their analogues. Syntheses of apatites were realised by precipitation methods and under hydrothermal conditions (from solid compounds and by calcite treatment). Biological samples used in this study were physiogenic and pathogenic apatites formed in the human organism, eg in teeth and in renal and salivary stones and dental calculi as well as apatites from fossils of different taxonomic families (brachiopods, conodonts, fishes, reptiles, mammal) with different geological ages and burial conditions. The study of the crystal chemistry of carbonate apatites has been carried out by powder (including high-temperature measurements) and single-crystal X-ray diffraction methods, IR-spectroscopy, thermal analysis and various chemical analytical techniques.

Sinter can constitute up to 80–85 per cent of the total ferrous burden in modern blast furnace ironmaking operations. The mineralogy and microstructure of iron ore sinter play an important role in determining its physical and metallurgical properties. As a result, characterisation of sinter phases is a cost-effective and complementary tool to conventional physical and metallurgical testing of iron ore sinter in evaluating and predicting sinter quality. Over the years, CSIRO has developed a scheme for characterising iron ore sinter that classifies primary sinter phases such as unreacted and partially reacted hematite and magnetite, and secondary phases, including prismatic high-temperature silico-ferrite of calcium and alumina (SFCA), microplaty SFCA (SFCA 1), dense SFCA, secondary hematite and magnetite, glass, larnite (dicalcium silicate; Ca2SiO4) and remnant fluxes. Quantification of these phases has traditionally been carried out by manual point counting under a petrographic microscope; however, new technologies based on automated optical image analysis, quantitative X-ray diffraction and scanning electron microscopy are now available for evaluation. In this study, two sinter samples of varying chemistry were prepared and characterised using both point counting and automated optical image analysis. The recovery and concentration of ultra-fine iron ore can provide significant economic benefits. Presently, there are limited options available given the low settling rates achieved by conventional gravity separation and the relatively poor performance of reverse flotation. The Reflux Classifier is a new water-based gravity separation technology that consists of a set of parallel inclined channels positioned above a vertical fluidised section. This arrangement promotes a powerful throughput advantage compared to conventional fluidisation and a highly selective hydrodynamic basis for achieving sharp separations. A high shear rate develops within the inclined channels, which generates sufficient hydrodynamic lift to convey the lower-density particles (even if they are relatively coarse) to overflow while retaining the high-density particles (even those that are ultra-fine) for discharge to the underflow. The technology has previously been used around the world on particle sizes in excess of 0.1 mm. The present work, however, is concerned with density-based separations down to much finer particle sizes approaching 0.01 mm.A major advantage of the Reflux Classifier technology is the achievement of simultaneous gravity separation and desliming via a single-stage separation. A series of continuous experiments was conducted using an iron ore feed with head grade of 35 wt per cent FeT and nominal top size of 0.106 mm, with 59 wt per cent being below 0.038 mm in size. At a low throughput of 1.5 t/(m2 h), the Reflux Classifier produced high-grade products at a high recovery. For the entire feed, grades of 66.1 wt per cent FeT with Fe recoveries of 80 per cent were achieved in a single-stage separation. Within the 0.020–0.038 mm size fraction, grades of 68.8 per cent were achieved with iron recoveries of 94.7 per cent. Excellent recoveries of up to 57.0 per cent were achieved for the -0.020 mm size fraction. The ability of the inclined channels to retain the fine dense material further enhances the effectiveness of the Reflux Classifier by creating an autogenous dense medium effect within the vertical section. The Lihir deposit in Papua New Guinea (PNG) contains an estimated mineable reserve of 454t (14.6M oz) of gold in refractory sulphide ore. The Lihir Joint Venture has submitted a proposal to the PNG Government to develop an open pit mine and to install a process plant and associated infrastructure facilities on Lihir Island. The proposed process plant will employ whole-ore pressure oxidation technology, has a design capacity of 2.825Mt/a of ore containing 7.20 sulphide sulphur, and is expected to average 19.3t/a (620,000 oz/a) in gold production during its first 12 years of operation.An extensive program of process development testwork and feasibility engineering was completed to establish the process plant design for the Lihir Project. Summary results of this test-work as well as key design criteria, the process flowsheet, and major equipment selected for the commercial plant are presented and discussed.

Australia has an enviable global reputation as a leader in health and safety outcomes in the hazardous industry of mining, in part due to an increased application of risk management regarding operational planning and mining practice. In 2010, the Australian Coal Association Research Program (ACARP) initiated a major project, RISKGATE, to build, capture and deliver a national body of knowledge to assist companies with the management of risk in coal mining. The online system contains information for tyres, collisions, fires, isolation, strata underground, ground control open cut, explosions, explosives underground, explosives open cut, manual tasks, slips/trips/falls, outbursts, coal bumps and bursts, human–machine interface, tailings dams, occupational hygiene and inrush. In 2014, RISKGATE is developing content for fitness for work (fatigue, drugs, alcohol, physical well-being, psychosocial well-being).This paper analyses underground mining fatalities in Australia and the United States since 2002 and introduces RISKGATE with a focus on the knowledge base for management of hazards in underground operations. Through capturing coal industry expert operational knowledge, RISKGATE provides a cumulative corporate memory at a time of high personnel turnover within the mining industry.
