The Melbourne City Link Project is a privately funded road infrastructure project linking three significant existing freeways in the vicinity of the Central Business District. The State Government, through the Melbourne City Link Authority, has contracted Transurban to build, own and operate City Link for a concession period of 34 years before the road network is transferred to the State. Transurban has a contract with Transfield Obayashi Joint Venture (TOJV) to design and construct the works. The project is divided into the southern and western sections and the tunnel works comprised the significant component of the Southern Link. Outside of the cut and cover tunnels at the portals, the driven tunnels component was constructed by TOJV direct labour. TOJV subcontracted all design work to a joint venture of Hyder Consulting and CMPS&F (Hyder/CMP). The geology in the tunnel corridor and generally below the city of Melbourne is highly variable and constantly changing. The tunnels were driven, for the most part, in siltstone and sandstone of the Silurian age, but also intersected overlying basalts and clays. The Silurian bedrock is a fractured aquifer that is connected to overlying alluvial aquifers. Consequently, the construction of the tunnels was a complex engineering task. This paper details the operational relationships and procedures developed to deliver a design that was aligned to the construction constraints and delivered an end product that met all technical, quality, cost and program goals.

Ore recovered by North Broken Hill Limited as a result of mining operations at its Broken Hill leases is obtained, at the present scale of working, in the proportions of 80% from the North mine and 20% from the British mine sections, and is composed mainly of a silver bearing, sulphide lead and zinc mineral, in association with the gangue materials mentioned later in the text.The lead-zinc sulphide lode at the North mine is deposited in folds in pre-Cambrian sedimentary schists. These folds pitch north-east at approximately 40° and dip north-west at approximately 60°. In plan the deposit appears as two lenses designated on the mine as the "Southern" and "Northern" ore-bodies.The Southern ore-body yields the main tonnage of crude ore. The sulphide mass here overlies a heavy layer of rhodonite which persists with the pitch of the lode. In the central section of this ore-body the sulphide zone is coarse grained and of high grade with a wide range of minerals in the gangue dilution. Quartz, garnet, ftuorite, rhodonite, and felspar are common, whilst chalcopyrites, pyrites, pyrrhotite and green felspar are often present. The Northern ore-body is dolomitic to siliceous in nature. Dump leaching at Teller in its present form began in the fourth quarter of 1988 as an adjunct to milling operations. Initial plans called for a dedicated dump leach facility capable of processing ore at an annual rate of 2.0 million tonnes. Construction of a dump leach pad, collection and process ponds, carbon adsorption system, elution plant as well as reagent addition and ancillary facilities was initiated in mid-1988. During the course of construction, additional reserves were proven. As a result, design throughput was increased to 4.0 Mtpa. Leach pad capacity and solution supply systems were upgraded to handle the larger throughput. However, the carbon adsorption/elution facilities were not upgraded due to space limitations. During 1990 it was decided to expand the dump leach operation to 6.0 Mtpa. Construction of a second leach pad was required which was initiated in early-1991. Plans were again upgraded prior to completion to a target annual throughput of 10.0 million tonnes was. A further two leach pads have been constructed. The first of these being completed during the latter part of 1992. Construction of the latest and largest pad commenced early in 1994.

The iron blast furnace is the most widely used and efficient producer of liquid iron; however, emissions from sintering and coking cause environmental pressure for the integrated steel works. The combustion of coke fines (breeze) during sintering contributes to greenhouse gases (GHG) (eg carbon dioxide) and is a source of SOx and NOx emissions. Coking capacity is also constrained by environmental concerns and economic factors, such as increased coke consumption, and short supply is leading to high prices. Improved coking practices, which result in reduced production of fines, are also contributing to the tight availability of breeze for sintering. This combination of factors presents an opportunity to consider alternatives to coke as a fuel for sintering. CSIRO Minerals has been investigating the use of wood biomass/char as a substitute for coke during sintering. Wood biomass, or char produced from it, is an attractive carbon source as carbon dioxide liberated during combustion can be sequestered back into growing biomass. It has great potential to reduce the emissions from integrated steelworks and improve their environmental acceptability. Harvested biomass/char is also a renewable and sustainable resource and can be integrated with good land management practices such as remediation of salinity affected land. Weeds, especially woody weeds, can also be used as a source of biomass for charcoal, and integrating char production with weed management can help address a pressing environmental issue in Australia. Previous reported preliminary testwork indicated that the use of Red Gum char as a replacement for coke resulted in a product sinter of comparable quality, improvements in productivity and significant reductions in SOx and NOx emissions. In the latest testwork, CSIRO has examined the properties of a range of potential charcoals, and has conducted a further series of granulation and small-scale sintering trials with them in simulated Japanese Steel Mill iron ore blends. Sinter fuels characterised and evaluated include industry sourced coke breeze, commercially available wood char and a charcoal from prickly acacia (acacia nilotica). Prickly acacia has been declared a noxious weed, is widespread in Australia, and is classified as a æWeed of National SignificanceÆ. The results presented in this paper support the notion that charcoal outperforms coke in many aspects of iron ore sintering and factoring in environmental considerations makes the switch to charcoal even more favourable.

Tourmaline-bearing rocks are a rare rock type of Suites 3, 4 and 5 at Broken Hill. Minor laminated plagioclase-quartz-tourmaline rocks occur in association with the quartz- magnetite rocks of Suite 3 with the greatest abundance of tourmaline-bearing rocks present in Suite 4 intimately associated with lode horizon, scheelite mineralisation and zinc mineralistion - all approximate strike equivalents of the Broken Hill Pb-Zn-Ag deposit. Bedded quartz-tourmaline rocks, tourmalinites, tourmaline-rich pelite and tourmaline-bearing lode horizon have been recorded from suite 4. The bedded tourmaline rocks rarely display cross bedding, graded bedding, slump structures and small scale intraformational breccias. Minor tourmaline-gahnite-bearing pelites are present in Suite 5. The sedimentary structures, metamorphic textures, the stratigraphic position of the tourmaline-rocks and the presence of quartz-tourmaline-gahnite-spessartine (-fluorapatite) lode rocks indicates that the mineralisation at Broken Hill and the tourmaline-rich rocks are all products of submarine exhalative hot spring systems which were most active during deposition of Suite 4 rocks. Tourmaline is chemically different from that associated with granitic activity and from other submarine exhalative tourmaline-rich rocks because the premetamorphic alteration at Broken Hill involved addition of Fe, Ti and F and subtraction of Mg - a feature reflected in the chemistry of tourmaline from Broken Hill.

The ore deposits of the Oobar mining field are confined to sediments of the Early Devonian Cobar Supergroup. The mineralisation is discordant to bedding and parallel to cleavage. The structural association is variable with the deposits near the eastern margin of the Cobar Basin formed in zones of deformation and faulting. The Elura deposit located further to the west is in less deformed sediments within the core of a small anticline. There are wide variations in ore type fran lad sulphide chalcopyrite - pyrrhotite - pyrite to high sulphide sphalerite - galena - pyrrhotite - pyrite assemblages. The deposits ccnmonly contain an inner zone of quartz - sulphide - chlorite veining grading outwards into a chlorite halo containing quartz - carbonate veining. The Elura deposit differs in having an inner massive sulphide zone surrounded by a zone of big-Fe carbonate formation. The mineralisation probably formed during regional metamorphism and deformation in the Early Carboniferous. A possible genetic model involves the injection of metal bearing hydrothermal fluids formed in the upper mantle or lower crust up basement structures into the overlying Cobar Supergroup sediments. An alternate model proposes the leaching of metals from the sediments by brines formed during metamorphism and subsequent emplacement in favourable structural zones.

The initiation of cast Pentolite primers by detonating cord has been examined by the combination of two different experimental techniques with computer simulation by the finite element hydrodynamic code DYNA2D. In the first type of experiment, the cord/primer system was placed in a water aquarium, and photographed using a high-speed image converter camera. This highlighted the emergence of the detonation front through the primer surface and the generation of shock waves in the surround- ings. Numerical simulation was used to interpret the experimental record, establishing where the cord had induced buildup to detonation inside the primer. The second experiment used the plate dent test, where the primer was placed in contact with a block of metal (here aluminium), with the resul- tant dent in the metal surface being a measure of primer output. Detailed numerical simulation of this test confirmed that the observed dent was caused by the development of a complex series of shock waves inside the Primer.

This paper presents the findings from an experimental study of the effects of shock and gas penetration breakage mechanisms in rick blasting. A blasthole liner method, which realistically seperated these two basic sources of energy in blasting, was developed and utilized. The use of four different explosives with contrasting detonation behaviour produced a wide variation in the nature of explosive energy transfer to the rock. Through extensive field experiments it was found that, relative to low VOD dynamite, the high VOD emulsion imparted greater shock to the rock and therefore produced finer fragmentation and greater back damage. The comparatively lower heave energy of the emulsion caused less immediate blast results were obtained with watergel and ANFO explosives, which have detonation behaviour and energy partitioning charecteristics lying between emulsions and dynamite.

The original design of the Bougainville Copper Limited (BCL) concentrator took cognisance of the constraints imposed by the topography, the need to minimise capital cost, and the need to allow for plant expansion which, it was known, would be necessary to maintain copper and gold production as head grades declined.At the same time as spare slots have been taken up with additional equipment, technological innovations have been embraced whenever there appeared to be a chance of improving the productivity ofexisting equipment, or replacing it with a more efficient alternative.There are many examples of this in the BCL concentrator in the areas of process control, process design, instrumentation, materials handling, equipment design and wear part technology.Current process developments also pursue the latest technology. The development of the Omnicone crusher, flotation control, tailings water reclamation, and the variable speed gearless drive on the No. 13 mill are prime examples.

The countercurrent gas-solid-heat transfer during the drying of brown coal briquettes in the pilot carbonization plant at Morwell has been analysed and theoretical gas and solid temp-erature distributions through the drier have been calculated. Although the calculations rest on several simplifying assump-tions, to be corrected as the experimental work develops, the theoretical temperature distributions compare well with those observed in practical operation. Valuable conclusions are reached as to the effects of changes in drier operating con-ditions on the rate of drying of the briquettes which-controls the 2 strength of the char produced. The analysis shows why a limitation was reached in the improvement of char-strength in the pilot plant in 1961 and a prediction is made of ' a way ' in ' which the limitation could be overcome.

The start up operations of Western Mining Corporation's Kalgoorlie nickel smelter encountered troubles due to the high magnesia content of the concentrates. The flash smelter slags, with higher than normal magnesia content, had a much higher melting point than the normal low-magnesia, predominantly fayalite slags usually produced in nickel smelting. Investigations were made of the structures, melting points and viscosities of the Kalgoorlie smelter slags, as produced, and with additions of silica or lime.

The general structural features and the principal mineral relationships of the Black Star ore body, Mount Isa, Queensland, have been described in several previously published papers. But particular reference may be made to the work of Grondijs and Schouten, whose examination of over 200 polished sections revealed some remarkable features in the process of ore deposition. The observations by the present authors are based upon the study of a smaller ·set of specimens complementary to those examined by Grondijs and Schouten and are intended to elaborate certain aspects of the mineral relationships, more particularly those affecting the ore-dressing processes.The work described applies to the primary sulphide ore only, and to the present milling practice of fine-grinding and selective flotation.GEOLOGICAL FEATURESThe Black Star is one of several economic mineral concentrations in the Mount Isa series of thinly bedded carbonaceous shales, which are considered to be of preCambrian age. The nlineralization is apparently connected with pegmatite intrustions located within some miles of the ore bodies, and has been Gontrolled in the main by major folding of the shales and by a shear system which follows approximately the strike and dip of the beds. Under design philosophy, the Hilton concentrator produced lead, zinc and LGM (lead plus zinc) concentrates. The LGM (Iow grade middling) concentrate was produced by combining coarse middling streams from the lead and zinc circuits, regrinding and subsequent flotation. Mineralogical examination of the zinc circuit middling stream prior to regrinding suggested that production of zinc concentrate from the zinc circuit middling stream should be possible by rearranging existing plant equipment. Laboratory testing of samples of plant products, however, showed that regrinding combined wi th the usual reagent suite was nO1 sufficient to produce a zinc concentrate of the required specifications.Examination of the process water highlighted a problem with dissolved salts in the circuit water, which was solved by in-circuit precipitation of the dissolved ions with soda ash. Implementation of the procedure in the concentrator effectively transferred to the zinc concentrate all sphalerite previously recovered to the LGM concentrate.

The acoustic emission (AE) technique has found wide application in rock engineering. Generally, acoustic emission, which is produced by a rapid microcrack growth, is an ubiquitous phenomenon associated with brittle fractures and can provide information on the failure process in rocks. The sudden release of stored energy in the form of an elastic stress wave that travels from the point of origin within the material to a boundary is called an AE signal or a discrete AE event. Based on a number of experiments and analysis, the correlations among the rock type, the complete stress-strain behaviour, mode of failure and AE properties are investigated and the AE pattern has been classified as four types: single-peak AE, double-peak AE, continuous AE and absent AE. Each type of AE pattern corresponds to a certain type of rock and is largely related to the internal structure and imperfection of a rock. Applications of the AE technique in stability monitoring, in situ stress assessment and seismic source location are also discussed.
