The recent (2005) amendments to the Resource Management Act 1991 have made it clear that there is no obligation on an applicant to consult. However the importance and value in consulting with the community, particularly before commencing a major project, cannot be understated.   This paper looks at the provisions of the Resource Management Act as they relate to consultation and public participation in the process, and will discuss the benefits of consultation both before an application is filed and following the filing of the application. Engaging with the local community can help shape a project to better fit the community, engender support and address opposition. In short, taking the extra step to what is legally required, can help smooth what is potentially a bumpy road. Examples in practice of the value of consultation are given.

The Mining Innovation – State of Play was initiated three years ago by VCI in partnership with the University of Western Australia. The ambition was to create a ‘think tank’ type platform to support industry discussion on how it is performing in terms of innovation at a strategic level, what needs to change in the industry ‘ecosystem’, and how businesses may more effectively develop their strategy and architecture to innovate for competitive advantage.The drivers for this ambition were straightforward. The industry recognises itself as being conservative with respect to innovation and it knows the business and community endowment dividend from getting better at innovation is large; however, much of the material that seeks to provide insight on innovation tends to be drawn from industries that do not have the same high capital, long life cycle and market uncertainty characteristics as that faced by mining. Material that does focus on mining innovation is orientated towards technical innovation, not innovation strategy. There exists a significant knowledge gap, and filling it is valuable to both mining businesses and communities.The 2014 Mining Innovation State of Play report (Stanway, Griebel and Mahoney, 2014), based on a survey of over 230 mining executives, uncovered a range of insights but left several questions unresolved. The people with the best perspective on these questions are CEOs. They can see the business issues with sufficient clarity and have the influence to shape both the industry and its organisations, as seen in Figure 1. Discussing these questions with the view to progressing our collective understanding was the primary reason this interview series was conducted.Unsurprisingly, interviewing 15 CEOs and Chairpersons from different industries and commodities, across the globe resulted in a broad range of views. The discussions were frank and often blunt in assessing the short comings in the industry and suggestions for improvement. This degree of candour is hugely valuable as a basis for improvement. Effect of Anionic Surfactant on Silica Particle Attachment at the Oil-Water Interface Controlling particle attachment is crucial where powdered solids come into contact with oil and water. Particles are trapped in a deep energy well at the oil-water interface, stabilising emulsions. Here it is shown that adding anionic surfactant causes dramatic changes to the bulk and interfacial structure of silica particle-stabilised oil-in-water emulsions. Exposing particle-stabilised drops to surfactant concentrations above the critical micelle concentration enhances the rate and extent of creaming and flocculation. Mixing particle-stabilised emulsions with surfactant solutions causes drop fragmentation. As the surfactant concentration increases, the average drop size decreases and particles are displaced from the interface during the mixing process.

Almost a quarter of a century since Bridges (1993) documented techniques for the assessment of ground conditions in a seminal paper in the Proceedings Second International Mining Geology Conference, the necessary role of the geologist in recording geotechnical data on exploration properties and in mines remains. Typically, the geologist is the first professional on the exploration property. Of course, most exploration properties don’t become mines. However, when a property does start to come together and form a coherent mineral deposit and professionals from across the minerals industry spectrum, including specialist geotechnical engineers, become increasingly involved, it remains the geologist who has the most intimate knowledge of the deposit. By association, that knowledge extends to the character of the rock mass.Throughout the various phases of prefeasibility, feasibility, construction and production, culminating in the mature mine, the knowledge of the rock mass held by the geologists continues to grow. In the current era of minimising cost and optimising profit, meeting the requirements and expectations of stakeholders ranging from fellow employees to investors, industry and financial regulators and the broader public, in a social environment where occupational health and safety concerns are of uppermost concern in every endeavour, the value of the geologists’ observations cannot be understated. Mines nowadays employ more geotechnical engineers than they did in the early 1990s when Bridges (1993) wrote his paper. More funds are available for specific geotechnical investigations of exploration properties and mines; none-the-less, those programs remain limited in their extent and there is a wealth of additional data available for collection with the appropriate training, at little additional effort. Fundamentally it is all about the numbers. Any hole not geotechnically logged is a hole that will need to be drilled again if the data is required. Any face, surface or underground, not geotechnically mapped is one that may need to be mapped a second time. That doesn’t mean every hole or every face. However, it is the proposition of this paper that the opportunity for additional geotechnical data to be gathered during traditional geological investigations is an opportunity that cannot be ignored. Occupational health and safety requirements demand that the geotechnical risks associated with mining are appropriately managed. Mining regulations in most Australian and overseas jurisdictions requires the consideration of geotechnical risk through formalised management plans. The Joint Ore Reserves Committee (JORC) Code requires the consideration of modifying factors more than ever before. The benefit to be realised through improved geotechnical understanding by geologists on the ground leads to improved occupational health and safety, optimised reporting compliance, and improved financial and social outcomes for the exploration property and ultimately for the mine that follows.CITATION:Hills, P B, 2017. Mining companies in order to compete and succeed in being viable business propositions must look to the future and select mining methods which guarantee improved efficiency and productivity as well as lower costs. A mining company in adopting a method of mining must now select the equipment most compatible. To some mines compatible equipment may mean the use of drilling jumbos to replace hand held rock drills or the use of load haul dump units to replace scrapers. To other more mechanised mines compatible equipment may mean the use of raise borers and road heading machines. The right decision will be where equipment compliments method in such a way that the working environment is improved, productivity is maximised, cost if reduced and all profit opportunities are optimised. An example of such is where the use of improved mining techniques in underground operations may see cut off grades reduced. By selectively mining these lower grade orebodies, smaller operation's ore reserves improve and the capacity for continued growth is enhanced.

During an eight month period, January to August 1978, nine bore holes were drilled in the Mikonui River gravels. On account of two rebores required from near bottom, the number of bores is in effect 11. Just on 1300 feet were drilled with an average depth of 120 feet. Depth varied from 102 feet to 133 feet. Penetration on average per hole value, varied from 7.4 to 16.4 feet per day. Gold values were even more erratic. Drill rig used was the Keystone churn drill manufactured locally by the Dispatch Foundary. It is skid mounted and requires a crew of two persons.

ArcelorMittal Prijedor is a goethitic iron ore mine located in the north-west of Bosnia and Herzegovina, which mainly supplies ArcelorMittal’s European subsidiaries. Annual production of the asset stands at the level of 1.5–2.1 million tons of iron ore product which is sent to ArcelorMittal Zenica steelmaking plant. Two types of products with approximately 50 per cent Fe are generated in Prijedor through a process composed by crushing, screening, and magnetic separation stages. Within this process one of the tailings produced is called ‘ultrafines’. The ‘ultrafines’ product corresponds to the desliming hydrocyclones overflow in Prijedor plant, which is classified in a size fraction below 25 μm and corresponds to about 5 per cent of feed. This material is richer in iron than the coarser size fractions of the ore but do not present a good performance in concentration processes. In this way, several studies have been carried out during the last years to find solutions to use the ‘ultrafines’ material without success. In this context, the possibility of dehydroxylate the goethite contained in the material transforming the mineral into hematite and thus increasing the iron grade of the final product was investigated. During the research, several dehydroxylation tests with different temperatures and time of exposure were performed. Using dihydroxylation process at temperatures higher than 800°C it was possible to produce a material with 43 per cent Fe from the original 39 per cent Fe ‘ultrafines’ sample. In addition, the dehydroxylation tests confirmed that goethite becomes completely transformed into hematite at 400°C (with an exposure time of 60 mins) and material is completely sintered at 1200°C. A simulation study based on dehydroxylation tests results showed that it would be possible to use a ‘ultrafines’ product with Fe grade higher than 45 per cent to produce a material with 50 per cent Fe through a complete dehydroxylation process.

A 4-component model for settling slurry pipe flow has been previously described by Wilson et al (2006) and Sellgren et al (2014) to predict pipeline friction loss (hydraulic pressure gradient) over a range of slurry compositions: from fine to coarse particle size, narrow to broad particle size distribution, and low to high solids concentration. The method applies a weighted average of established pipeline models for various settling slurry flow regimes, according to the volume fraction of solids falling within the applicable size range for each model. Further development of the model was undertaken by Visintainer et al (2017a, 2017b), based on a comprehensive set of laboratory tests in 203 mm (8 inch) and 103 mm (4 inch) pipelines, and it was also adapted to the modelling of slurry pump performance derates. However, this work was all performed with solids having a specific gravity near 2.65, as is typical for many mineral processing and dredging applications. The goal of the present work is to test the applicability of these models for settling slurries having a higher solids specific gravity, as may often be seen in the mineral processing of iron ore deposits. To that end, a test program was carried out in a 103 mm (4 inch) pipe loop using various compositions of an iron ore product having a solids specific gravity of 4.75 and containing both coarse and fine solids. By screening and flushing operations, a range of particle size distributions were created having different proportions of the coarse and fine elements. In all, 19 tests were performed with d50 particle sizes ranging from 50 μm to 3.2 mm and delivered solids concentrations from 10 per cent to 43 per cent by volume. Particle size distributions varied from very narrow to very broad, with d85/d50 ratios ranging from 1.75 to 26. Pipeline pressure gradient and pump performance data were collected and used to test the applicability of the previously developed 4- component models and to propose improvements to the models for the handling of high-density solids.

A major problem in open pit mine planning is to determine the optimum pit limit of the mine. The optimum pit limit is the one with maximum discounted net profit and satisfies technical conditions. A number of optimisation techniques have been proposed for determination of pit limits. Among these techniques, those based on graph theory are suitable to solve the three-dimensional (3D) problem. In this paper, two maximum flow methods named, Dinic's algorithm and Push-Relabel algorithm have been used to find the optimum pit limit of an iron ore mine. This method has been implemented in Gol-e-Gohar iron mine in south east of Iran in order to find the final pit limit. Issues, like properties of the mine and orebody, are studied. These properties include wall slope, sulfur and phosphor grade restrictions. The result shows that these properties have significant effect on the determined pit limit.

The mineral exploration industry is increasingly aware of the importance of the relationship between mineralogical data and geochemical assay results. However, until recently, the cost and time constraints of most techniques for analysing alteration mineralogy have precluded detailed alteration studies. These impediments have been reduced by the development of the Portable Infrared Mineral Analyser (PIMA), a field portable infrared spectrometer that allows rapid (in field) and cost effective analysis of alteration minerals including subtle variations in mineral crystallinity and composition.   A major application of this technology is in mapping mineralogical variations within hydrothermal alteration systems. Using actual case study examples this paper introduces two approaches to using the PIMA data: 1. for directly mapping alteration systems and using the PIMA data to provide vectors to mineralisation, and 2. for establishing empirical relationships between geochemical data and PIMA spectral data. These applications demonstrate that this technology can be an invaluable tool for targeting and mapping alteration and mineralisation.

Although the Mt Charlotte gold resource was discovered in 1893, it was only in 1954 that geologists correctly interpreted drill data and defined a large low-grade orebody. The mine has been a large, low-cost and profitable producer since 1962 when bulk mining commenced using cut and fill. From 1968 a combination of long hole open stoping with delayed mass blasting was used. This proved to be an excellent mining method for the large, separate subvertical orebodies. The structured but otherwise good quality rock allowed very large stopes to stand unsupported. Exceptionally large equipment, for its time, was used to efficiently mine, muck and move the ore at low-cost. The mine only just survived severe cost pressures in 1974-76, due to very low gold prices. Better gold prices in 1979 and a need to access deeper ore meant a bold commitment to sink the Cassidy Shaft and refurbish the mine to sustain future profitability. In 1997 the Sam Pearce Decline connected to the underground workings, making it profitable to mine upper level remnant ore. Mining-induced seismicity has been a feature of mining at Mt Charlotte. The main cause has been shearing on structures. A mine-wide seismic system was installed in 1994. Large seismic events have occasionally made management question whether a safe working environment can be maintained. Thorough investigations led to an understanding of the problem and development of procedures to minimise seismicity.

Safety remains a critical priority for the Australian mineral resource industry and will receive increased focus in the future. This is particularly evident in underground coal mines where reserves are becoming deeper and more hazardous to extract. The CSIRO, through its Exploration and Mining Division, have recently delivered on two projects aimed at providing step-change capabilities in real-time risk management and hazard control. This paper describes the key outcomes of these projects.

Gold was first discovered in the Shotover by Thomas Arthur in 1862. He left his job as a shearer and soon there were up to 3000 miners working over the length of the river. Some parts were extremely rich and a few early miners recovered as much as 300 ounces in a day. From these early days of hand working the operations progressed through to hydraulic elevating once water races and pipes were installed after the Skippers road was completed about 1890. The riverbed was worked in paddocks with .the gravel being sluiced to a central suction which elevated the material over a sluice box. Use of this system continued intermittently through until 1977 when Joe Schieb retired û the last of the hydraulic miners. Many bucket ladder dredges worked on the lower Shotover near Big Beach where the Sew Hoy family recovered a lot of gold. Just after 1900, at least three worked further upstream, one on the beach where Shotover Jet now operates and one further up below the Moonlight. All the sections for this were transported in over the Moonlight Track and the boiler, steam engine and bucket ladder are still sitting at the edge of the river. up near Maori Point a dredge operated from Dredge Slip upstream. Records are poor on these dredges but they all suffered from the frequent floods and large boulders which damaged the bucket line. The last dredging attempt was about 1930 when a suction dredge was constructed on Maori Beach. This failed as seems to be normal for most suction dredging ventures. The river can drop to very low levels in the middle of a dry summer, and in winter when the water is tied up in the mountains as ice and snow. During 1863 when heavy rain melted snow in the high country, the river rose 35 feet overnight and drowned many miners camped on the banks. The ever present risk of flooding dominates the method of working and plant design.

This paper reviews the likelihood of instability occurring within coking coal cargoes from BHP CoalÆs northern Bowen Basin mines. In coal cargoes, initial moisture redistributes vertically towards the base, saturating the bottom layers unless the bilge wells are pumped regularly. There has been concern in some quarters that saturated coal in the basal layer may be prone to liquefaction, and if the vessel then rolls significantly in rough seas, overall sliding movement of the cargo might occur. However, a review of shipping accident statistics reveals that casualties relating to shifting of coal cargoes are quite rare, and have not occurred in modern large bulk carriers (>15 000 dwt). The moisture redistribution process has been analysed to quantify the extent of cargo saturation that may occur. Results indicate that the amount of redistribution increases with initial moisture content above a threshold of eight to nine per cent. However, the removal of water by pumping from the bilges is remarkably effective in reducing the extent of saturated coal (and therefore the possibility of cargo liquefaction and movement), and in controlling the average moisture content of the bottom layers of cargo. Stability analyses were then performed for deep sliding of a cargo with a saturated and liquefied base. These have confirmed that sliding of a cargo with a liquefied base during rough seas (20¦ roll angles) would require initial total moisture content exceeding 13 per cent, the hold half full or less (width/depth >3), and no bilge pumping so that height of the saturated zone is as deep as possible. Overall, the results indicate that coking coal cargoes from BHP CoalÆs northern Bowen Basin mines will be unlikely to suffer sliding or liquefaction failures when transported in modern large bulk carriers.

A current trend amongst producers is the increase in dewatering of iron ore fines (<0.5 mm), due to an increase in wet beneficiation processes used to upgrade lower quality ore deposits, increased water content in orebodies located below the water table, and increasing focus on transportable moisture limits (TML). Vacuum filtration is commonly used for dewatering of iron ore fines, and as with all filtration processes performance decreases with particle size. Significant improvements are possible with the use of filter aids, usually anionic surfactants and flocculants. Anionic surfactants reduce the surface tension of the associated water, which is then removed more readily leading to improved filtercake moistures. Anionic flocculants used correctly can improve cake permeability, in turn, decreasing cake formation times and increasing filtration rates. In addition to increased throughput, savings and benefits for producers can include: moisture limit penalties, improved handleability, along with energy and water savings.The effect of filter aids on two iron ore fines samples from the Pilbara region were evaluated using a lab scale vacuum filtration unit. The first sample showed a reduction in the filtercake moisture content by 2.3 per cent weight/weight (w/w) with the use of BASF’s Drimax® 1234. For the second sample a reduction in the filtercake moisture of 3.4 per cent w/w along with an increase in filtration rate of 20 per cent was achieved by using a combination of Magnafloc® 5250 and Drimax® 1239 NF, as both filter throughput and cake moisture were considered important by site.CITATION:Haskell, T, Dickie, S and Joe, Y, 2017. Reasons are given for the seemingly excessive public concern with taxation of the mineral industry. Optimality of mineral extraction is a concept that requires careful definition in terms of one or more objectives. Once defined, the impact of taxation upon optimal mineral extraction may be studied; findings from earlier work on this topic are presented for two basically different cases. In conclusion it is observed that the pursuit of optimality requires the availability of highly skilled engineers; in the event of a large-scale mineral development it is this resource that is probably scarcest of all.
