New Zealand depends on foreign investment for economic development. This also applies to the development of New Zealand's mineral resources. For this foreign investment to happen there must be some incentives to attract the investment. While prospectivity is the dominant parameter considered by investors it is not a variable that can be changed, only the perception of New Zealand's prospectivity. Other parameters likely to be considered are sovereign risk, red tape, green tape, land access, civil unrest, land claims, social risk, labour relations, infrastructure and natural disasters. Regulators and political will can vary some of these parameters. Where New Zealand fits internationally can be measured by investors' perceptions of these parameters. Following on from these perceptions New Zealand can be seen to have advantages in some areas and be disadvantaged in others. How to deal with the disadvantages to give investors confidence is not easy in the New Zealand environment where the development of mineral resources plays a small part in an economy dominated by agriculture. Added to this is the current global state of the minerals industry which offers even more of a challenge to attract foreign investment to develop New Zealand's mineral resources.

Equipment maintenance is 30 - 50 per cent of the operating costs for a typical mining company. While this is substantial, its importance is beyond its significance as a cost heading. Modern mining requires large amounts of investment in capital infrastructure and equipment to produce a product sold at a low unit cost. To stay competitive, such a business has to focus on full realisation of its capital investment, ie sustained production at high levels. Maintenance plays an essential role in achieving this goal. Mining companies typically use a mix of breakdown or corrective maintenance, planned maintenance, and some condition-based maintenance. The share of breakdown maintenance has been coming down through more effective planned maintenance and better condition monitoring tools. Planned or preventive maintenance (PM) is playing an increasingly important role in todayÆs mining maintenance. This is the suite of inspection and repair/replacement actions performed at scheduled time intervals as part of a preplanned activity. The activities are scheduled well in advance and, usually, the current wear-state of the machine is irrelevant. For example, the replacement of a major gear may have been planned 18 months in advance; replacement is carried out when the time comes regardless of the actual condition of the gear. The PM costs are significant and include direct cost of parts and labour as well as the opportunity cost of lost production while the machine is under maintenance. It is important to identify the optimum PM effort because over-maintenance should be avoided as much as under-maintenance. A new concept called severity-based maintenance is introduced in this paper. We have seen that measuring equipment ageing in mining merely by counting the engine hours is a very imprecise way of planning and scheduling maintenance because the damage accumulated in one hour varies enormously from operator to operator and with changing pit conditions. We recommend continuous monitoring of duty on all major equipment. This is feasible without having to fit out the machine with an army of sensors because most of the physical sensors required by dutymeters are already installed and maintained as part of the existing performance monitors. While the investment is modest, the potential benefits are huge and can be grouped under three headings:Immediate benefits will come from providing operators with direct feedback on the effect of their behaviour on machine health and training them to use this feedback to correct their operating style. The equipment can operate closer to the limits of capacity, producing more without unduly sacrificing the availability by monitoring and controlling the severity of the operation, ie the duty on the machine. Longer term benefits accrue from establishing correlations between actual time to failure data and measured equipment duty and using these correlations to optimise maintenance effort as well as planning new equipment purchases and warranty conditions.

The use of column flotation cells for recovery of phosphate is becoming more common practice in certain parts of the world (Brazil, Russia) where igneous phosphate ores are processed. Igneous phosphates are generally finer grained (< 200µm) than some of the traditional sedimentary phosphates (<400µm). Australian phosphate from the Georgina basin is sedimentary, but has a much finer grain size (typically < 106µm) than similar deposits in North Africa and the USA.In 2013, Arianne Phosphate completed a bankable feasibility study for the development of their igneous phosphate deposit at the Lac a Paul site in Quebec. Initially, lab test work and bench scale piloting indicated that using traditional mechanical flotation would be able to produce adequate concentrate grade and an economic level of recovery, but would necessitate the installation of a complex and operationally challenging flotation circuit. Later pilot plant testing using column cells resulted in a significant reduction in process complexity and facilitated the processing of the -20µm ore fraction which resulted in a 10% increase in P2O5 recovery and a 5% increase in concentrate grade %P2O5.Flotation column testing achieved a concentrate grade of 38.6% P2O5 at a P2O5 recovery of 90%. Using a mechanical flotation cell circuit, the concentrate grade was 36.4% P2O5 with a P2O5 recovery of only 78.8%. A noticeable feature of the testing was the simplicity of the column flotation circuit configuration (Rougher + 2 stages of cleaning + Cleaner Scavenger) compared to the mechanical flotation cell circuit (Rougher + Scavenger + 3 stages of cleaning).The financial benefit for this case study was estimated using a sales price of US$ 195/t FOB for a 38.6% P2O5 product, and an assumed cost of production of US$ 95/t, the netback price is calculated at US$100/t. For a daily milling rate of 55,000t/d, the improved flotation performance provides additional concentrate production of 1,203t/d. Using the netback price calculated above, this calculates to additional gross profit of US$ 120,260/d.Annualised, this equals US$ 40.7 million in additional revenue for a similar or reduced CAPEX.The use of column flotation on fine grained phosphate ore types often requires fine grinding and desliming to liberate the phosphate value, such as the Australian sedimentary phosphate ores. Prior to rehabilitation, plant cover on quartz gravel overburden at Wangaloa coal mine was highly patchy. Stabilisation techniques have since considerably altered the condition of the main overburden yet deposits in the east and west remain largely intact. On the eastern overburden, three distinct zones of revegetation have naturally developed: Zone 1 represents a dense plant cover, Zone 2 a patchy cover and Zone 3 a sparse cover of isolated plants. Aerial photographs show much of the eastern overburden was deposited between 1940 and 1960s. Yet we found that the temporal scale of deposition did not wholly account for the differences observed in vegetation development. To investigate other influential factors, we set up 12 study plots using four replicates in each vegetation zone. The diversity and density of plants in each plot were measured to quantify the degree of vegetation development. Samples from the substrate in each plot were collected using soil cores to a depth of 10 cm. Cores were analysed for indicators of nutrient availability, metal content and physical composition. We found that substrate chemistry varied between individual study plots, but showed little difference overall along the vegetation gradient. Substrate physical differences were much greater. The ratio of coarse quartz pebbles: fines was considerably higher in Zone 3 than other zones, and within zones where plants were not growing. Bulk density also increased successively from Zone 1 - 3. We found clear evidence for the reversed stratigraphy of excavation superimposed over the time scale of deposition, and the corresponding nature of fine particles. The rate of revegetation was therefore highly dependent upon the substrate composition of the last surface deposit from the dumping truck. Our data suggests an optimum ratio exists between inert coarse material and a fine matrix for progressive natural vegetation development on mine substrates.

Current spontaneous combustion index parameters such as SHT, CPT/RIT and R70 self-heating rate all have deficiencies that need clarifying from a risk management perspective. In some instances they can produce a false negative evaluation and in others they can produce a false positive evaluation. These tests all use a relative rating scheme that does not provide any indication of the time it takes for a spontaneous combustion event to develop, nor do they consider the moderating influence of moisture present in the coal on self-heating rate in the low temperature oxidation region. This is viewed as a major deficiency since the true self-heating behaviour of broken coal is primarily a function of time that is governed by the interaction of the initial boundary conditions (initial ambient temperature and moisture state) with the reactivity of the coal (both intrinsic coal reactivity and accelerated self-heating from reactive pyrite if present). Underground production from the low grade copper orebodies at Mount Lyell in recent years has involved surface subsidence of open cut areas. Relevant structural and lithological features of the geological environment are described. The highly mechanised underground mining system involves sublevel caving and sublevel open stoping with associated hanging wall cave. Monitoring of subsidence and caving has been made by regular visual inspection and measurement of crack development, and by surface profile surveys. These simple techniques have proved adequate in assuring management that ground movement is proceeding normally and safely.

Steelmakers are increasingly motivated to use iron ore resources with a wider range of grades and mineral types that were previously considered unsuitable or uneconomical for sintering. In this respect, specific issues, which now require further investigation and understanding, include the sintering of ore types with:- overall higher gangue content- elements that cause problems in the steel manufacturing operations- distinctive sintering performance compared with traditional hematite-rich iron ores. Laboratory-based investigations of the sintering performance and the behaviour of gangue impurities during sintering is an important step towards the successful utilisation of these resources in steelmaking.In terms of laboratory-based sintering investigations, there are two generally accepted experimental scales utilised prior to undertaking industrial-scale trials, which include: bench-scale tablet (compact) testing and pilot-scale pot testing. The former has the advantages of flexibility and more precise control of sintering conditions; but it is difficult to simulate the heterogeneity of a sinter bed. The latter, which is carried out in pots with diameters between 150–500 mm, simulate the commercial sintering process and conditions quite well, but is time-consuming and labour-intensive due to operational complexity. It is therefore desirable to establish a smaller scale pot testing facility that avoids the disadvantages of the normal sintering pot but can provide comparable information.To explore the feasibility of small-scale pot testing, a ‘millipot’ facility was established to examine the sintering performance of iron ores and other non-traditional ferrous materials. The millipot has a diameter of 53 mm and height of 400 mm. The facility has the capability to monitor the sintering temperature at a number of locations (axial, radial) within the sinter bed and to adjust the suction (‘windbox’) pressure. LANDSAT imagery has renewed interest in linear features first recognised by E. S. Hills in a physiographic model of Australia. Certain of these lineaments are aligned with structures which control mineralisation.Lineament guidelines are potentially useful in many poorlyexposed areas if they can be recognised early enough in exploration and drilling programs leading to mine development.A case history based on the Charters Towers Gold Field indicates that lineament guidelines can be established early enough to guide development ofnew mines. The position of the Charters Towers Lineament was known as early as 1956. Subsequently, more detailed publications identified and classified associated lineaments which provide intersections correlated with gold occurrences. The discovery of a significant orebody at one of the most prominent lineament intersections came in 1975. Mine drilling has confirmed the influence ofintersecting structural trends indicated by lineaments but not by previous regional mapping.Recent gold discoveries south of Charters Towers lie in a grid of prominent lineaments. The development of mines about Charters Towers will provide additional understanding of relationships between centres of mineralisation and lineament intersections. This understanding may in future be sufficient to encourage exploration for a new generation of concealed gold deposits in northeastern Queensland.

Consents Required for Overseas Persons Overseas Investment Regulations 1974 Foreign investment proposals must be reviewed by the Overseas Investment Commission to ensure that these are in accord with national interests. Consent must be obtained from the Commission for: 1. New investment proposals which include: a. An overseas person acquiring 25 per cent or more of any class of share in a company. b. A New Zealand company issuing shares to an overseas person where this will result in that person owning 25 per cent or more of the company. c. An overseas person acquiring business assets for consideration in excess of $100 000. d. An overseas person commencing business in New Zealand. 2. Borrowing in New Zealand: An overseas person must obtain consent to raise funds in excess of $300 000 in New Zealand. 3. Borrowing Overseas: New Zealand incorporated companies must obtain consent to borrow overseas. Current policy is borrowing will be approved where the loan is for a specified fixed term of one year or more.

Shortly after Denny, Robson, and Irwin published their first paper in 1937, on the prevention of silicosis by metallic aluminium, experiments were begun on the practical application of the discovery.It was thought at that time that aluminium powder, to be effective in aluminium therapy, would have to be intimately admixed with siliceous dust at the latter's source. There followed several years of experimental work underground, during which the application of aluminium powder was tested in:(1) Speakers on machine columns, vibrated by drills.(2) Vials placed in drill holes to be blasted.(3) Both homogeneous and heterogeneous mixture with explosives.(4) Packages with tamping.(5) Compressed-air lines.(6) Special compressed-air ejectors for use while drilling and after blasting.(7) The discharge of ventilation fans.(8) The filters of respirators.It was concluded from this research that any adequate method of introducing aluminium powder into a mine atmosphere would require too much extra gear, supervision, and aluminium p;wder, and would interfere unduly with underground routine.Later, animal experiments by Denny, Robson, and Irwin2 showed that aluminium powder provided effective therapy when inhaled independent of silica dust. Therefore, some means of surface treatment was deemed more practical.APPARATUS USED IN THE DEVELOPMENT OF ALUMINIUM PROPHYLAXIS SAMPLINGA basic requirement was a method of sampling to assess accurately the particle-size concentrations of dispersed aluminium powder. Konimetry, though regularly practised at McIrityre, was inadequate for the research in mind. On the other hand, the efficiency of the thermal precipitator was recognized as being very high. Beneficiation of Nickel Lateritic Ore from Montes Claros de Goißs, Brazil Beneficiation is a key factor for both technical and economical aspects of industrial processing of nickel lateritic ores. A combination of comminution, classification and concentration stages are usually used to upgrade the metallurgical plant feed, thus resulting in both capital and operating cost reductions. This paper describes the testwork conducted on Montes Claros nickel lateritic ore in order to investigate the potential for upgrading. A comprehensive laboratory testing program included crushing, scrubbing, screening, grinding, gravity separation and attritioning, for both saprolitic and limonitic ore types from the Montes Claros deposit. The results indicated a clear potential for such an upgrade, which was later validated in a pilot plant program.

The main objective of this work was to develop, at a laboratory scale, a process for treating residues from the settling stage of water treatment so as to remove and recover the aluminium as sulphate. The chemical analysis of residues from different water treatment plants indicated that the aluminium content varied from 15 to 20 per cent w/w. By using the appropriate experimental conditions, it was found to be possible to leach most of the aluminium content. The pH value of the recovered water was suitable for it to be recycled to the water treatment process and the residue appears to be suitable as raw material for bricks. The process developed contributes to the sustainability of the water treatment process.

In November 1999 Waihi Gold Mining Company commissioned its new crushing and conveying plant used to transport both ore and waste from the Martha Mine to its ore processing plant and also its tailings dam construction area. To date, a record monthly throughput of 854 000 tonnes throughput has been achieved. This paper outlines the measures taken subsequent to the commissioning of the system to achieve greater than design throughput and to mitigate the environmental and safety issues associated with operating the system in the middle of a town.

To obtain the combustion process of a coal fire, a high-temperature programmed system is used to simulate the spontaneous combustion process of fresh and weathered coals. Both fresh coal and weathered coals from Liulingou, Inner Mongolia, China, were used to examine the gas releases from constant temperature to 650°C. Moreover, gas release rate was used to calculate the characteristic temperatures. The results showed the coal samples lasted to oxidise under high temperatures, and released plenty of heat to assist self-heating. The humic acid contained inside the weathered coal went through thermal decomposition as temperature rising and generated gases. This resulted in increasing concentrations of CO, CO2, CH4, C2H4, and C2H6. Changes of CH4, C2H4, and C2H6 gases were also similar. For weathered coal, concentrations of three gases were kept in balance under low temperatures, increased rapidly with the temperature rising. After the ignition temperature, the concentration of hydrocarbon was reduced. In addition, particle size affected coal spontaneous combustion. Coal samples with less than 0.9 mm in size produced much more CO than others. Increasing the throughput of the MMG Century operation by over 25% from past practice to preserve cash flow close to the end of life of mine has revealed new throughput and load dynamic instabilities in the SAG mill causing significant time averaged loss of production. A twelve microphone array around the SAG mill (Pax, 2014) using the non-contact acoustic measurement methodology (Pax, 2011, 2012) has been used to diagnose the new dynamics. Dynamic acoustic noise signal information allows discrimination of the behaviour of the steel balls and the rock. Determination of mill load, toe and shoulder angles, water holdup, and proxies for mill load are possible.The instability was diagnosed with the help of an abnormality in the liners/lifters of the SAG mill with one row of lifters having a slightly increased in-mill life compared to the rest. The steel shoulder angle is observed to be disturbed cyclically at a rate of precisely one revolution at low throughputs of 750 t/h. However, at throughputs closer to 1100 t/h, the cyclic signal disappears indicating additional dynamics to randomise the repetitive behaviour of the mill charge. The cyclic signal has been used to operate the SAG mill with improved stability at 1100 t/h by adjusting the feed water addition rate.This paper presents and discusses these results and proposes the suggested origin of the extra dynamics. A small consistent aberration of the lifters circumferentially provides a useful detector of stable mill operation and a novel sensor for the dynamics of the internal operation of a SAG mill.CITATION:Pax, R A and Cornish, B, 2015. Industries in the Kwinana area have embarked on a journey of improving the eco-efficiency of Western AustraliaÆs primary heavy industry area. The Kwinana Industrial Area has some unique characteristics that provide both opportunities and barriers. The Kwinana Industries Council and the Chamber of Commerce and Industry are working with the industries to identify a range of projects that can deliver improvements for both environmental and economic æbottom linesÆ, and to progress these projects using internal and external resources. The evolution of the process, its relationship to the ethos of operating companies, and the availability of resources to pursue projects, is an interesting study with lessons for others interested in taking the same course.
