ENGINEERING COUNCIL is not "about to die," as some persons are saying. Through a natural and foreseen reorganization, Council is entering a new stage of existence with enlarged power for usefulness. Its early constituents have made it possible for many more of their fellow engineers and men of other technical vocations -to take a- share in its activities, responsibilities and support. A new organization is being set up, but it is really a new embodiment of the same spirit of service. Another step is being taken toward the full acceptance by the technical professions of their obligation to the public and to one another for those services which can -be rendered only through effective organization. A brief retrospect is timely. Engineering Council was established in the spring of 1917, as a department of United Engineering Society in response to requests of its Founder Societies. .It followed various attempts of these societies to deal through joint committees with public questions affect¬ing engineers -and with inter-society affairs. These attempts had very limited results. In the new by-laws adopted by United Engineering Society, the purposes and-powers d-powers of Engineering Council were thus defined: "To provide for convenient cooperation between the four Founder Societies, for the proper consideration of questions- of general interest to engineers and to the public, and to provide the means for united , action upon questions of common-concern to engineers.

A first requirement for assessing the safety of a rock slope, either artificial or natural, particularly if the rock behaves in an elastic-brittle manner, is a propw knowledge of the distribution of stresses within the slope and their development with time and advancement of workings. There are a uumber of different methods that can be used, in principle, for obtaining this information, such as (1) stress measurement in situ, (2) photoelasticity,1 (3) analytical methods, and (4) numerical methods. In cases where the stress distribution cannot be obtained by classical analytical methods, as in the one considered herein, either photoelasticity or numerical methods are norrnally used. However, actually, due to the rapid development of high-speed computers, increasing preference is given to the numerical methods. Among the latter, the most successful ones, to date, for determining the stress distribution in slopes have been (1) the finite difference method,2-4 (2) the lumped parameter method,5 and (3) the finite element rnethod.6 However, for determining gravity stresses in a natural rock slope, only the finite difference method has been used until now.7,8 A solution of the same problem by the finite element method will be shown here in which a particular reference is given to the development of tensile fracture zones within the slope. FINITE ELEMENT METHOD The stress analysis using the finite element method originates from an extension of the matrix analysis of structures.9 It consists in decomposing a continuous medium, assumed herein to be homogeneous and isotropic,

DURING a current program of research on the structure and properties of liquid sodium alloys, the need arose for information on the solubilities as a function of temperature of several B subgroup metals in liquid sodium. In the absence of reliable information in the literature for several of these systems, par- ticularly at temperatures in the range 100° to 300°C, an apparatus was constructed to determine solubilities by a direct melt-sampling technique, followed by wet-chemical analysis for both sodium and the solute metal. The details of the technique have been described previously.' The solubility of indium in liquid sodium was determined at eight temperatures in the range 100° to 270°C. The solubility as a function of temperature is shown on Fig. 1; this represents the liquidus line over this composition range. A cooling curve was plotted after the completion of the sampling and an arrest was observed at 94.9°C which must be interpreted as being the result of a eutectic reaction. By extrapolation of the liquidus to this temperature, the eutectic composition was estimated to be about 0.25 at. pct In. The present estimate of the eutectic temperature and composition are in good agreement with the values of 96.0° to 96.2°C and between 0.28 and 0.45 at. pct In, respectively, which were reported by Heycock and Neville.2 However, no further information on the liquidus of this system at the sodium-rich end could be found in the literature for comparison. For the year 1943, exploratory drilling in South Central Texas continued on the sharp decline that started during 1942. Of the 3 counties comprising this district, as now revised to include the same area as is covered by District No. I, Oil and Gas Division, Railroad Commission of Texas, I5 counties are producing oil or gas. Only 29 exploratory wells were drilled during 1943, as compared with 51 exploratory wells in 1942, or a decrease of over 40 per cent. One new oil field and one new gas field were discovered during the year and a new horizon was discovered in an existing oil field. This cornpares with two new oil fields and an extension to an existing gas field in 1942. The one new oil field, South Washburn, in southeastern La Salle County, was discovered by Quintana Petroleum Corporation's No. I-D South Texas indicate in April 1943, flowing 4 bbl. per day, 48" A.P.I. gravity oil with an estimated 4 million cubic feet of gas from Wilcox sand at 6030 ft. This well i's the result of an extensive seismograph survey of the area. It is about 434 miles southwest of the same company's Green Branch field and by the end of the year one dry hole had been drilled to the southwest of this discovery. The one new gas field, which was not named, was located in eastern McMullen County by Edwin M. Jones' No. 102 Ezzell, in November 1943, for an estimated 8 million cubic feet of gas from shallow Jackson sand at 1222 ft. NO addi- tional wells have been drilled in this area, which may also be considered as an extension to the South Calliham field. The one new producing horizon was discovered in the South Campana field in southeastern McMullen County, by Argo Oil Corporation's No. 2-G Edrington, in January 1943, flowing 55 bbl. per day, 21' A.P.I. gravity oil with 40 per cent water from Government wells sand at 2609 feet. None of these discoveries were of major importance and subsequent development in these new areas has proved to be disappointing. Produc'tion for the district during 1943 totaled approximately 6,985,000 bbl. from about 3430 producing wells. This is an increase in production of about 5 per cent over 1942, but a decrease in producing wells of about 10 per cent under the number of wells producing in 1942 for the same district. Average production per well was 5.4 bbl. during 1943 as against 4.8 bbl. during 1942. Approximately 5,320,000 hhl. of this total production, or 76 per cent, was produced by the four Edwards lime fields, Luling, Branyon, Salt Flat, and Darst Creek, which are from 22 to 14 years old. The remaining production came from the 43 other active oil fields in the district. Drilling in the proven fields maintained approximately the same level as for 1942, with a total of 36 wells drilled. Of these operations, 21 were oil wells, one was a gas well and 14 were dry holes. This is a slightly better proportion of producers than for 1942. Washburn field had the greatest number of new producing wells drilled during the year, with a total of 10.

PHASE relations in three isothermal sections (l000°, 1100°, 1200°C) of the system Ag-Fe-Pd have been determined as part of a program to develop improved crucible materials for containing low-melting iron silicates at low oxygen potentials. The following experimental method was used: Two- to 3- g samples of each of forty different alloys within the system Ag-Fe-Pd were made up from metals of 99.9 pct purity. The mixed metal powders were contained in a 1-cc crucible of dense recrystal-lized alumina and heated in a protective atmosphere (90 vol pct A, 10 vol pct H2), first to complete melting for approximately 30 min and subsequently at the desired equilibration temperature (1000°, 1100°, or 1200°C) for approximately 24 hr. The samples were then quenched rapidly to room temperature and examined metallographically as well as by X-ray techniques. Unit cell dimensions were compared with standards obtained by study of one-phase alloys of known compositions. The results are summarized in diagrams (a), (b), and (c) shown in Fig. 1. Heavy solid curves outline areas comprising compositions of mixtures consisting of the phases labeled for each area. Mixtures in which liquid is the only condensed phase present are confined to very narrow areas adjacent to the Ag-Pd join at high silver contents. An enlarged, distorted picture of the phase relations prevailing in these areas is shown in the upper-left circular insert. Commercially pure molybdenum specimens were irradiated in the Materials Testing Reactor for an estimated exposure of 1.9 to 5.9x10 20 thermal nvt. Prior to irradiation, the material was ductile in the tension test; whereas after irradiation, it was brittle. The results of tension tests conducted at various temperatures revealed that the transition temperature for this material had been increased from —30' to +70°C as a result of the radiation exposure. From metallographic studies, it is concluded that the embrittlement is due to submicroscopic changes which raise the flow stress-temperature curve of the material. PRIOR to ten years ago, the bombardment of metals with high speed heavy particles such as protons, deuterons, a particles, and neutrons was primarily of academic interest. These particles existed in extremely small numbers in a few laboratories and only under very special conditions. With the introduction of the nuclear power reactors, these particles are now available in enormous quantities and it has become important from a practical standpoint to learn how well metals withstand severe reactor radiations. The principal radiations of concern in reactors are neutrons and y rays, since the heavier charged particles exist only in limited regions of reactors. Seitz,' in a theoretical approach, has shown that all of these high energy particles, except y rays, have enough energy to knock atoms from lattice sites and that these knocked-on atoms have enough energy to cause additional displacements of neighboring atoms. The result of this process would be a lattice containing many imperfections in the form of interstitial atoms and vacancies. Hence, it would be expected that the properties of metals can be changed by reactor radiations, and such has been found to be the case. Only a limited amount of data have been published in the open literature,2,3 and these data have been for relatively low integrated-neutron-flux exposures. In general, one effect of reactor radiations on the mechanical properties of metals has been to increase strength and decrease ductility. It is now possible to irradiate specimens in the Materials Testing reactor at much higher fluxes and to higher integrated exposures than previously possible.' The data which are being presented here describe the effects of a relatively high exposure on some mechanical properties of molybdenum. Experimental Procedures Material: The molybdenum used in this investigation was obtained from the Climax Molybdenum Co. The two heats from which the material originated were melted under a vacuum of 5 to 30 microns and cast in 7 in. diam water-cooled copper molds. One ingot contained 0.061 pct C and the other 0.066 pct. Both ingots were hot worked by extrusion and rolling into % in. diam rods, after which they were annealed and straightened. The rods were subsequently heated to 1100°C in a hydrogen atmosphere and swaged to ½ in. diam rods at the Research Laboratory of the General Electric Co. The resulting material had an average hardness of 264 VPN, or 99.2 Rb, and had an average of 5000 grains per sq ml in the transverse section, Test Specimens: Substandard-size tensile specimens were prepared according to the specifications shown in Fig. 1. These specimens were used also for hardness measurements. The metallographic specimens were small disks which were polished, etched, and photographed at X1000 prior to irradiation. A study uras made on the creep behavior of cast and extruded SR grade beryllium. It is shown that, for stresses below about 1000 psi in the temperature range 760" to 85o° c, the creep behatior is nearly exactly described by the Nabarro-Herring mechanism. The activation energy is apparently that for self-diffusion, 42 2 kcal per mole, below 1000 psi, but it rises to 88.6' kcal per mole at higher stresses. The slress exponent is 4.5 at the higher stresses. Tertiary creep in this material is clearly related to void formation apparently caused by grain boundary sliding. BERYLLIUM is becoming an increasingly important technological material. A search of the literature has revealed a lack of fundamental studies on the creep of beryllium. This investigation was therefore undertaken to gain insight into the creep behavior of this material. EXPERIMENTAL PROCEDURE Tensile creep samples were prepared from cast and extruded SR grade beryllium. The vendor's chemical analysis of the beryllium tested is shown in Table I. The test specimens were machined as shown in Fig. 1 from i -in.-diam rods. The machined creep specimens were annealed to remove surface damage and to establish a variation in grain size. The heat treatments and their resulting grain diameters are shown in Table 11. The average grain diameters were determined by the intercept method. True average grain diameters were estimated by multiplying the measured average grain diameters by 1.5.' The creep tests were performed at temperatures from 700" to 850°C in a vacuum of 105 Torr or better in a tantalum-element resistance furnace. Loads were applied by an Instron testing machine such that the stress was held constant to within 20 psi. The test temperature was measured by thermocouples on the sample. With one exception the deviation from the desired test temperature was 2"C, and in that case the deviation was 4"C. Elongations were measured by an extensometer within the vacuum chamber which was fastened to the creep specimens at the grooves in the grip ends, as shown in Fig. 1. The precision of measurement of elongation was 1 X loe4 in. The creep tests were begun only after thermal equilibrium had been established in the sample and the extensometer to insure that there was no strain rate component due to transient thermal effects. Two kinds of creep experiments were performed. First, at constant grain size, the effects of varying stress and temperature were studied. In the second set of experiments, the temperature was held constant and the grain size was varied. The activation energy for creep was determined by varying the temperature at constant stress, as described by orn, during the first set of experiments. The variable grain size experiments revealed that creep at low stress apparently occurred by the abarro-errin' mechanism. In all of the creep tests, the stress was held constant only until sufficient strain had occurred to accurately determine the creep rate. The stress was then raised to a new value and the new creep rate determined. This process was reported until tertiary creep occurred. In this manner several data points were obtained from each specimen. The assumption was made that the structure was not changing appreciably between the incremental stress levels. This was verified by reducing stresses to previously tested levels and comparing the creep rates with the creep rates obtained at the lower strains. The re-producibility was within experimental error over strains on the order of 1 pct. EXPERIMENTAL RESULTS A typical series of creep tests is shown in Fig. 2. Primary creep was not observed in any test. Transient creep, which we define as creep rates that are nonlinear with time, was not observed for any change in stress except where tertiary creep occurred. The absence of both primary and transient creep has been previously reported for hot-pressed powder beryllium.= The data for the creep behavior at constant grain size are summarized in Fig. 3. The data show two distinctly different stress dependencies. At stresses below about 1000 psi, in the equation:

Birmingham - A City With a Future COURTING new industries is the time honored duty of the chambers of commerce; but Birmingham, until recently, has done its courting without the benefit of troubadors. This is all changed now for the iron and steel industry is singing an enticing song about steel priorities for new industries from Birmingham's own mills. Along with the increasing industrialization of Birmingham there has been a marked influx of industry into the Southeast and neighboring areas in the south central states which augurs well for business in Birmingham. This important stronghold of the foundry industry (consuming 95 pct of Birmingham's merchant pig iron in 1950) has been the source of important announcements about additions to steel ingot capacity. The virtual abolition of basing point pricing gives the Birmingham iron and steel industry an advantage in the South's new markets. This means more business for Birmingham, but the problem of raw materials supplies is posed.

Minerals - A Key to Soviet Power, by Demitri B. Shimkin. Harvard University Press. $8.00, 452 pp., 1953. -The book is an economic evaluation of the position of the Soviet Union in respect to mineral wealth and development. Various sources are drawn upon, including the reports issued after completion of the various five year plans. The book is of considerable reference value despite the confusion which beclouds information concerning Soviet mineral progress. The theoretical study is the joint product of some of the staff of the Harvard University Russian Research Center. The author's approach to metals and nonmetals in the Soviet Union is systematic and he presents a great deal of data covering the period 1926 to 1950. Indicated weaknesses in the mineral economy are highlighted. Some considerable space is given to Soviet mineral future.
