The results described in this article are based On field work conducted during the periods April-May, I939, and May-July, 1940. The United States Potash Co. is mining potash on Government land under a permit from the Department Of the Interior and the geophysical investigation was completed under a cooperative arrangemerit made between that company and the Conservation Branch Of the Geological Survey. The writer, a member Of the SeCtion of Chemistry and Physics of the Geologic Branch, was assigned to this investigation. Four definite objectives were in mind for the geophysical work in the studies over the salt deposits. The first was to determine the measure Of success that could be attained in this type of work with the resistivity methods that were to be employed. These methods had been introduced into the work of the Conservation Branch by Benjamin E. Jones for the investigation of dam sites, and have been used under his direction by the author for such work. If the method proved to be be an effort was to be made to contour the top of the salt beds and also the other formation boundaries known to be present in this area. Salt-water aquifers were to be studied in an effort to determine their boundaries, and an attempt was to be made to delineate the potash-bearing beds. Earlier Studies Others have made, and reported, restivity studies over saliferous deposits in different areas. Friedell and Messrs. Schlumberger2 reported geophysical work performed in the discovery of the salt domes of Alsace; Carrette and Kelly? described the geology of the same area. Leonardon and Kelly' published a resistivity curve obtained over the Hettenschlag dome, and a further discussion of this same area was given by the Messrs. Schlumberger6 in a communication. Messrs. Alty6 described studies on salt deposits in which the single-probe method was used. sinerez7 mentions that electrical methods were tried over salt deposits in Spain. Geoffrey and Charrin8 show a resistivity curve obtained over marl, gypsiferous marl and salt which is similar to that obtained over the New Mexico salt deposits. Kelly9 reported resistivity work performed with the ground Comparaor of Zuschlag over the salt deposits near Syracuse, N. Y., where the Salina formation is at a depth of 700 to 800 ft. HEREWITH is presented a preliminary report of a special committee, consisting of Erle V. Daveler, Paul D. Merica, and C. H. Mathewson (chairman), dealing with sundry matters of which many are of vital interest to all members of the American Institute of Mining and Metallurgical Engineers. As the report states, the initial purpose of the investigation was to determine ways and means to stimulate "the welfare and growth" of the Institute of Metals and Iron and Steel Divisions. However, it soon became apparent to the committee that most of the problems and possible correctives were of no less vital concern 1o members of the other Divisions and to the "unattached" group of members. Consequently, the Committee has authorized publication of the report and invites written comment from any member on the specific recommendations or on any other phase of the broad subject.

TWENTY-FIVE years ago the training of an engineer was of interest solely to the educator and to the student entering the field. At that time the engineer's position in society was relatively simple. His training emphasized design and operation and he expected to enter industry to handle the engineering problems of raw materials production, mechanical and product design, and the operation of power plants, factories, transportation and communication systems, and similar phases of industrial activity. He was not concerned with or particularly interested in the problems of management, administration, sales, publicity, industrial relations, or of legislation. To a large degree he was content to leave these matters to self-made businessmen, or men trained in law, finance, or commerce. That period in the evolution of the engineer is now history. It is generally conceded that the modern world is dependent upon engineering technology for its day-to-day survival. The continued operation of facilities on which mankind relies is dependent upon the functioning of mines, utilities, chemical plants, and other factories, all of which require the knowledge and the skills of trained engineers. The Federal Bureau of Mines has developed a leach= electrolysis method for recovering lead from galena (PbS). Flotation concentrate is leached with ferric chloride (FeCl3) solution to obtain lead chloride (PbC12) and elemental sulfur, PbS + 2FeC13 -+ PbC12 + 2FeC12 + Sº. Over 99% of the P~S in the condentrate is converted to PbC12. The leach solution, composed of brine (NaC1) and FeC13, dissolves the PbC12 as it is formed, leaving a residue of elemental sulfur plus gangue. Very pure PbC12 (>99.9%).is crystallized from the leach filtrate on cool- ing and is subsequently electrolyzed in a fused-salt bath to obtain molten lead metal (>99.9% Pb). Spent leach solution (FeC12) is regenerated for further use by reaction with the chlorine obtained in the electrolysis of lead chloride, and other values, such as Ag, Cu, Zn, and Sº, are recovered by additional treatments of the leach solution and leach residue. This paper discusses results and conditions of the leaching and electrolysis operations.

COAL occupied a large place in the technical sessions of the Institute at its annual meeting for in addition to three sessions specifically de- voted to coal the two sessions on mine ventilation and the two on ground movement and subsidence, which are reported under their own headings, were primarily concerned with coal. The first session on coal was a joint one with the Iron and Steel Division, on Wednesday afternoon, with F. H. Crockard and J. R. Campbell presiding as joint chairmen and the latter actually officiating. The principal topic of discussion was G. S. Scott's paper "Evaluation of Coal for the Making of Blast- Furnace Coke," which has been published as T. P. 159. The author made a brief statement of its con- tents to start the discussion and the chairman, after briefly reviewing it himself, called on C. A. Meissner to start the discussion. He briefly reviewed the economic factors in the use of coal for coke-making, saying that not only .does the removal of 1 per cent of ash from the coal reduce the cost of pig iron 12 or 13c. per ton, but it also permits coke of satisfactory structures to be made from a coal which otherwise could not be used. He stressed the importance of uniformity in blast-furnace fuel and discussed the benefit of mixing different coals as raw material for the coke oven and cited experience with Illinois coals.

The results of a study on the preparation of thin-film capacitor structures are discussed. The dietectric source material was quartz which was sputtered and deposited onto aluminum electrodes and counter-electroded to complete the metal-oxide-metal structures. This configuration was utilized to evaluate the dielectric, the device characteristics, and related process parameters. The effect of gas sputtering pressure, magnetic field strength, source-to-substrate distance, and power density on the rate of deposition is shown. Increased film thickness uniformity over a 3 by 3 in. area by optimum substrate positioning is indicated. Dielectric constant, dissipation factor, dielectric breakdown strength, insulation resistance, heat treatment, capacitance, and dissipation over the range 400 Hz to 5 MHz are reported. In the fabrication of silicon-integrated circuits, silicon dioxide has found use as a material suitable as a diffusion mask, for surface passivation of the silicon, and for protection of conductive films used for interconnections. Its use as a dielectric for thin-film capacitors in film hybrid circuits has been limited, to a degree, for lack of a compatible processing technique and because of its relatively low dielectric constant. With the recent advent of practical metal-oxide-semiconductor (MOS) field effect devices, the material is now being used to insulate the gate electrode from the conducting channel in the silicon. In this latter application, more stringent requirements have been imposed on .the oxide. A comprehensive resume of the use of silicon dioxide in integrated silicon device technology has been compiled including oxide film and bulk properties, method of oxide formations, and their applications.' A relatively new process to deposit SiO, and other dieIectrics is by rf sputtering, and the purpose of this paper is to describe the behavior of capacitors fabricated with a dielectric which has been sputtered from a quartz target and to indicate the relative effect of several of the process parameters on the film deposition. Work on rf sputtering of SiO2 and other dielectrics has been reported utilizing a triode type of sputtering system as described herein or a diode self-sustained glow discharge system. 2-8 SPUTTERING The process occurs during an electrical discharge in a gas plasma which provides the ions for acceleration to the target to produce the desired sputtering. The necessary plasma can be generated by a dc glow discharge through application of a high potential between two electrodes at approximately 2 to 10 x 10-2

He also reported the securing of lists of the alumni of the Harvard Engineering Schools, and of the Mining Schools at Houghton, Mich. ; Butte, Mont. ; State College, Pa. ; Seattle, Wash. ; Fayetteville, Ark.; Laramie, Wyo.; Montreal, Canada, and Wor-cester and Rensselaer Polytechnic Institutes. Arrangements were made to invite all these to join the Institute. It was suggested that a. member' of the Institute resident in Australia be appointed to this Committee, also one from Japan. Attention of the members of the Committee was drawn to the fact that letters requesting, others to join the Institute will be written in the offices of the Institute if desired. UPWARDS of 200,000 engineers in this country are sufficiently interested in engineering as a profession to have joined a society, but not over 10% of them belong to any one society. There is a widely-felt need of an over-all organization of all the societies to act as spokesman for all engineers on matters of common concern. On a local basis, over 100,000 engineers in 35 metropolitan areas have organized themselves into local councils, and are doing an effective job of intersocietal co-operation within their sphere of activity. In the last few years much has been said and written about a similar organization on a national scale. Everybody wants iteverybody is talking about it-it's in the air-it's coming-it's inevitable. Although it is no longer necessary to talk about why or whether there should be such an organization, there is no such unanimity about what it should be like. This paper outlines a proposed organization by answering four questions-who, how, what, and who will pay for it.

(Cleveland Meeting, October, 1912.) I AM indebted to L. E. Bryant, of Danville, Ky., President of the Virginia Mining Co., operating coal-mines in Scott county, Tenn., for the following information relating to the existence of the Clinton iron-ore under the NW. slope of the Cumberland Plateau in Kentucky and Tennessee. During the past 15 years quite an important oil-field has been developed in a region having Wayne county, Ky., as its center, and a large number of wells have been drilled in that and adjacent territory in the search for oil. Many of' these wells have been carried to considerable depths below the recognized oil-bearing horizon, and one of them was drilled by Mr. Bryant at Pine Knot, a station on the Cincinnati, New Orleans & Texas Pacific railroad, a few miles north of the point where that road crosses the Kentucky-Tennessee State-line. The elevation of the surface at the crossing is about 1,400 ft. above sea-level. The railroad is located on the dividing ridge between the Cumberland river and Big South Fork. At a depth of 1,720 ft. below the surface the drill reached and passed through a formation which the drillers called " red rock," but which Mr. Bryant classified as Clinton iron-ore, as its geological position corresponded to that formation. The ore at this point was 6 ft. thick and appeared to be of uniform quality throughout. An analysis of the drillings gave : Fe, 33; Mn, 0.25; Si02? 3 ; Al203, 2 ; CaO, 13; MgO, 7 ; P,05, 0.333 per cent. ; S, trace. This analysis seems to confirm the belief that the ore is Clinton, and that it is of a quality equal to the average of the deep or unbleached Clinton ores in Tennessee and Alabama. THE use of galvanic cells for the determination of oxygen activities has spread rapidly since the suitability of calcia-stabilized zirconia as a solid electrolyte material was first demonstrated by Kiukkola and Wagner.' In many of these investigations:-7 including several at ARL, the free-energy changes for various oxidation-reduction reactions involving the oxides FexO, NiO, and Cu2O have been measured as a means of assuring that a cell apparatus is functioning properly. As a result, a large quantity of data pertinent to the calculation of the high-temperature standard free energy of formation (?GO) of these oxides has been accumulated. Measurements have been made between 1040o and 1300°C of the equilibrium between chromium metal, chromic oxide, hydrogen, and water. The results are in closer agreement with those deduced from recent thermal data than with previous equilibrium values. They lead to the equation ?G°1300°-1600°k = -266,700 + 59.95T ± 300 cal for the formzation of a mole of Cr2O3 from chromium and oxygen. This same equilibrium has been studied with the chromium dissolved in solid iron, and in this way chromium activities in Fe + Cr alloys have been established. The measuremenis show that there are substantial positive deviations from ideality in the a, and b phases, and support the results obtained by Heymer and Kubaschewski against those of other investigators. There is considerable disagreement between existing data,1"4 which is referred to in the Discussion, concerning the equilibrium Cr2O3 + 3H2 = 2Cr + 3H2O [l] There is also substantial disagreement between the results obtained by various investigators5-' who have measured the activities of chromium in its alloys with iron by the Knudsen effusion vapor pressure method. In view of the importance in metallurgical processes of chromium and its oxide and of Fe-Cr alloys, an attempt has been made to study equilib- rium [I] both with pure chormium metal and with chromium alloyed with iron, at temperatures between 1040o and 1300oC. INDUSTRIAL relations in the United States Smelting Refining and Mining Company's Western operations covers the field of personnel and labor relations, and the principal aims are to render service to the employes of the Company and to its operating departments. Accident prevention Safety is a primary function. A safety engineer is employed at each operation. The wholehearted support of Company officials, staff, and the working force has been most successful in preventing accidents. Constant vigilance has been combined with a policy of building safety into all operating activities whether these are in the construction of a new facility, the developmnt of a mining system, or the direction of the working force. That this policy has produced results is attested to by the fact that the accident frequency rate at the Company's major mining operations in Utah has been reduced approximately 75 per cent in the ten-year period ending Dec. 31. 1946.

Phosphate ore is being mined at Monsanto Co.'s Henry mine, near Soda Springs, Idaho, for the company's three furnace elemental phosphorus plant near Soda Springs. The finished product from the furnaces is elemental phosphorus which is subsequently used in the manufacture of detergents, food preservatives, fire retardants and other consumer items. In stripping and mining, D-9 crawler tractors are utilized to rip and push-load rubber-tired scrapers. The equipment consists of six D-9G crawler tractors, four Caterpillar 657B scrapers, eight Euclid S-24 scrapers, one Reich T750 drill and one Caterpillar No. 16 patrol plus various support equipment. Stripping is performed on a 12- month basis, two shifts per day, whereas mining is mainly in the summer months on a one-shift basis. The hauling season begins May 15 and ends November 1 due to freezing weather and snow conditions. Annual production is 1 million tons of phosphate rock and 2.5-3 million cu yd of stripping. Stripping, mining and hauling is performed for Monsanto by Dravo-Soda Springs, a mining contractor which owns, operates and maintains all equipment used. The contractor is paid for stripping by the bank yard and for ore mined and hauled on a tonnage basis.

Data of several studies on the equilibrium between molten iron and open hearth-type slags have been combined to determine some of the chemical reactions involved in steel-making. Effects of slag composition and temperature on the iron oxide activity, distribution of sulfur between slag and metal, and the carbon content of the metal are discussed. Also, an overall reaction for the equilibrium between sulfur and oxygen is presented. DURING the past 15 years, a number of significant equilibrium studies have been carried out between liquid iron and simple basic and acid slags in an effort to throw light on the chemical reactions involved in steelmaking. This paper is a summary of the experimental reports on investigations which have been conducted at the Massachusetts Institute of Technology, and of related work in other laboratories. The investigations summarized in this paper include the works of Fetters and Chipman1 and Taylor and Chipman,' which dealt with simple slags that are similar to those found in the open hearth. The sulfur determinations of the slag-metal tests of Fetters and Chipman as reported by Grant and Chip-man" are included. Also, the investigations by Win-kler and Chipman' and Grant and ChipmanQ f more complex slag systems are included in this summary. The experimental procedure is described in detail in each of these papers and will not be discussed. Since the previous reports have been somewhat independent, it is desirable to review and combine the data of the various investigations to determine, as accurately as possible, the reactions in the slag-metal systems of the open hearth. It is the object of this report to present the combined data in such a way as to enhance their utility and applicability. Oxidizing Power of Slags of the System (CaO+MgO)-Si0,-FeO in Equilibrium with Carbon-Free lron The slags selected to determine the iron oxide activity in equilibrium with pure liquid iron were those containing less than 2 pct each of P,O,, MnO, or A1,0, on a weight percentage basis. The method used to calculate activities of iron oxide in liquid slags was that developed by Taylor and Chipman.' The solubility of oxygen in molten carbon-free iron under pure iron oxide slags can be expressed by the following eauation —6320 log (pctO)-------------— + 2.734 [1] where T is the absolute temperature. The oxygen solubility values as determined from Eq. 1 were used throughout this study to calculate the iron oxide activity. The iron oxide activities of slags of various iron oxide contents are plotted in Fig. 1 as a function of the basicity, which is defined as the ratio (pct CaO + pct MgO)/pct SiO,, and are based on molecular percentage values of the components. The percent (FeO), is the total iron content in the slag calculated to FeO. Fig. 1 shows that as the basicity increases at constant mol pct (FeO),, the iron oxide activity increases rapidly and reaches a plateau which extends on the basicity scale from about 1.3 to 2.3; the iron oxide activity then decreases rapidly until a basicity of about 3.0 is reached, where it tends to level off. The solid portions of the curves represent the experimental data of Fetters and Chipman and Win-kler and Chipman. Their experimental heats were made in magnesia crucibles, and hence the slags were saturated with magnesia. The broken lines on the left represent the experimental data of Taylor and Chipman, who used a rotating crucible. In general, these slags contained less than 3 pct MgO. The absence of data for slags containing less than about 40 mol pct (FeO), and basicity ratios greater than about 2.5 made it necessary to calculate curves using ionic concepts of slags. The broken lines on the right, which disregard the solubility limits of di and tricalcium silicate and lime, were obtained by following the treatment of Flood and Grjotheim,"

Simulation is a tool useful in the evaluation of the probable effect which various changes may have on the performance of time-dependent systems. This is especially true as far as rail transportation in mining is concerned. The VPI-OCR RAILSIM program is a computer program designed specifically for solving a broad range of problems encountered in the design of haulage systems of new mines as well as in the operation of haulage systems in existing mines. This program is one of several computer applications for evaluating mining systems developed at the Virginia Polytechnic Institute and State University under contract with the Office o f Coal Research of the U.S. Dept. of the Interior. The RAILSIM program uses Monte Carlo techniques to introduce variability in the occurrence of events such as would be observed in real systems. Data are required to describe the haulage network, locomotives, stationary facilities, and other miscellaneous parameters. Output from the program lists measures of performance that are useful in assessing the capabilities and limitations of given system configurations. The output information may cover many shifts of operation to indicate the broad range of variation and interaction which can occur as the system responds to varying levels of demand for service. The RAILSIM program was tested extensively in mining operations. The results of some of these tests are used to illustrate the usefulness of this program.

The standard free energy of ReS2 has been measured in the range of 1050° to 1250°K using H2/H2S mixtures and a slight variation of the method described by Hager and Elliott.1 The result is: The experimental method and apparatus were modified slightly for this study. Measurements on Cu2S were made to verify the application of the method to the work on ReS2. THE EXPERIMENTS AND RESULTS Briefly, the experimental method consisted of exposing a chip of copper or rhenium at a known temperature for 8 hr to a slowly flowing gas stream at the same temperature in which Ph2S and PH2 were known. The chip was withdrawn quickly from the hot furnace, and subsequently it was inspected for the presence of a sulfided surface. In the experiments described here, there was no ambiguity in any case as to the presence or the absence of the sulfide. At a given temperature, gas compositions for sulfidization were explored systematically until two compositions were found whose values of ?G°, Eqs. [I] and [2], were within approximately 100 cal of each other, one of which was sulfi-dizing and the other was not. These are termed the "straddle" compositions and it is assumed that the equilibrium composition lies between them. The chief modification to the apparatus, which is shown schematically in Fig. 1 of Ref. 1, was to support the metal specimen on a small alumina boat which could be moved along the reaction tube, 6 mm ID, by platinum wires. An appropriate seal at each end of the reaction tube permitted the sample to be moved from the cold end of the tube into the hot zone in 2 to 3 sec, and the sample could be withdrawn equally rapidly. Thus, it was possible essentially to quench the specimen from the reaction temperature with the reaction gas or helium flowing and without danger of breaking the reaction tube. The usual practice at the end of the experiment was to switch the gas system to the helium tank, flood the reaction chamber with helium, and pull the sample out of the hot zone. The purpose of the modification was to permit study of the sulfidization of copper without the complication of the back-reaction between the gas and the specimen as the latter cooled during slow withdrawal of it from the hot zone; this was a problem in the earlier work.&apos; A further improvement located the tip of the temperature-indieating thermocouple and the specimen precisely at the hottest part of the furnace. A carefully calibrated thermocouple, with its tip at the position of the specimen and with other conditions duplicating those of an actual experiment, showed that in the temperature range of 900° to 1122°C the temperature of the specimen differed from that of the tip of the indicating thermocouple by less than 0.5°C. The two positions were 0.5 cm apart. The reaction gas was prepared from ultrahigh-purity hydrogen (<l ppm O2, <0.5 ppm H2O) and CP grade hydrogen sulfide (99.5 pct H2S). High-purity helium (99.995 pct He) was used. All of these gases were purchased from the Matheson Co. All flow meters were recalibrated by the soap-bubble method with hydrogen, H2S, helium, and several gas compositions used during the study. These calibrations gave a linear relationship with a slope of 1.0 for the plot of log flow rate vs log pressure drop across the flow meter, in accordance with the Hagen-Poiseuille equation. The analysis of the gas was determined in the same manner as was reported previously. Good checks were obtained between the composition of the gas established by the flow-meter settings and by chemical analysis of the gas taken after the mixing bulb and ahead of the furnace. The pressures of H2S, H2, S2, and HS in the equilibrium gas at temperature were calculated from the following data :3 The pressures of the species S and S8 were negligible for the conditions of the experiments.3 There was no sign of vaporization of ReS2 either by weight loss or deposits in the reaction tube. Thus it is not possible to account for the apparent volatility of the compound reported by Juza and Biltz.2 The inlet gas composition and the calculated equilibrium ratio of PH2 S/PH2 for the "straddle" points of each experiment are shown in Table I. The specimens of metal for the experiment were small clippings of annealed copper (99.9+ pct) sheet 0.005 in. thick that was obtained from Baker and Adamson and of "high-purity" rhenium (99.9+ pct) sheet 0.005 in. thick that was purchased from Chase Brass and Copper Co. A specimen was removed from the apparatus; inspected for the presence of the sulfide, and then stored in a sealed vial. A fresh clipping was used in each measurement. The condition of the surface of each specimen after the experiment is noted in Table I.

THOUGH recent months have seen a rapid decline in lead-smelting activity and consequent uncertainty as to the future, the first half of the year showed progress in keeping with similar activity in other metals. Demand for scrap increased and various lead-bearing materials found their way to plants producing secondary lead. Some of these materials introduced complications into normal smelting procedure and were the cause of many conferences among plant officials attempting to find the most satisfactory method of treatment. If a blast furnace is to do itself justice it must be run with an open charge. Troubles inevitably result when materials are added to a charge which tighten it up and pre- vent free burning of the coke and con- sequent rapid smelting with a clean hearth This fact has long been recognized by plants producing primary lead, but only recently only it received the attention it deserves.

(written discussion).-Permit me to endorse the author&apos;s conclusions and their form of presentation as ,being, in my judgment, the last word &apos;on the subject of lights for the illumination of coal mines. I also feel that the open-flame oil lamp has outlived its usefulness, and that it should go, in the interests not only of safety but of efficiency. Where an open-flame lamp can be used with safety in non-gaseous mines, the acetylene light adds materially to efficiency by its better illumination, and to safety for the numerous reasons given by Mr. Chance. The latter, however, lays chief stress on the value of the acetylene because of its non-fouling and non-obscuring effect on the atmosphere. Another important advantage over any other form of illumination is the clear, bright light projected at the point where the workman may look for danger. The better illumination materially safeguards the worker against obstacles over which he may stumble when traveling, and against dangers from falls of roof or of coal, weakness in timbering, and similar conditions. The acetylene lamp, where it may be used with safety, has advantages even over the present electric cap lamp, in that it gives a higher luminosity; and when the miner comes to learn its signals, as he will in time, just as he learns those given by the open-flame or the safety lamp, he will find that the acetylene lamp is a fair detector not only of methane but of carbon dioxide, as clearly shown by Mr. Chance. The only, serious objection, raised against the use of carbide lamps. has been recently in Pennsylvania, due to the belief of the State Mine Inspection Department that it endangered miners working on pillar work, or other places where carbon dioxide might accumulate, or where there is lack of sufficient ventilation, and because it was believed that the indications of the carbide lamp would not give the miner sufficient warning. On this point Mr. Chance has clearly shown the fallacies of the objections. I may add that for those unable to detect carbon dioxide with the acetylene lamp, the maximum of protection would be afforded by using an open oil lamp or a flame safety lamp in such places; or, because the miner might not watch his oil light, a better, protection still would be offered by a sufficient number of daily inspections of such working places by a fire boss or other official, with flame safety lamp.

As a result of past developments, mainly at universities, the coal industry has had access for a decade or more to a number of computer programs for coal mine planning. Using some of these programs Bethlehem Steel&apos;s Research Department in 1969 launched jointly with Bethlehem Mines Corporation an extensive research and development program aimed at: (1) testing the capabilities of these programs through trial applications as the need and opportunity existed, (2) defining what additional capabilities were required to make mine planning computer systems fully useful in the hands of Bethlehem&apos;s mine-planning engineers in the field, and (3) developing and implementing in the field the mine-planning systems agreed on. This program is now nearing completion, and several of Bethlehem&apos;s operations routinely use the planning tools that were developed. The progress of this research program is discussed in terms of our initial trial applications of computer methods to mine planning and the incorporation of several innovative features into our new set of computer programs, in particular, the use of time sharing, data base management systems, and general-purpose simulation languages.
