Joseph G. Butler, Jr., who represented this Institute on the American Industrial Commission to France, has presented a report to the Chairman of the Commission regarding the steel industry of France in war time. In this report Mr. Butler calls attention to the fact that only a few steel works were visited and that he thinks it probable that there are many plants in France more up-to-date than these. He noticed especially in the plants visited a dearth of labor-saving devices and not very great attention to the safety of the employees. He also noticed that the whole of the iron and steel interests in France are being used at the present time by the Government for war purposes, and he was told on good authority that the production has doubled since May, 1915. When the war is over, it is thought that France can send large quantities of iron ore from Algeria to the United States and take in return American coal to France, an interchange which would doubtless be of mutual advantage. In Mr. Butler's opinion the shortage of coal in France may be overcome to some extent by the use of water-power and by electrical processes for steel manufacture, and lie believes when the war ends France will be able to compete with other countries in exports of general iron and steel products, this trade being facilitated by the port improvements at Bordeaux and Marseilles. The French labor situation is much better than that in the United States from the standpoint of labor unions, but the wages are less and many women are now being employed to do men's work. This has a tendency to keep wages low, but is probably a war expedient only. The cooperation among manufacturers in France is at a high level and both local and national organizations exist for the discussion and voicing of trade problems. The national body which is a combination of the individual organizations is the Comite des Forges de France and it is an interesting fact that many of the members of this body are office holders under the Government, or heads of Government Committees which are organized to look after the very business in, which the individuals are engaged.

The paper reports the development of a large, slow speed ball mill closed circuited with a hvdro-scillator. This increased grinding efficiency 28 pct over conventional units. AS the title indicates, this is a progress report for the first year of experimental operation of a relatively large diameter, slow speed ball mill with 1-in. balls, with and without various classifiers, and including a hydroscillator. Several years ago the authors came to the conclusion that if any further progress were to be made in our flotation process, an understanding of the chemical and physical reactions and the control thereof, in the grinding circuit, was essential. It may be stated, at this point, that the preparation of a correct feed for the flotation process is still the number one objective of our grinding studies. This progress report deals with grinding "per se," and not with the chemical and physical reactions as the result of grinding. Prior to this time we had taken the naive position, that since grinding had been practiced by the industry for some fifty years or more, it had been well exploited and developed by a host of investigators. Consequently, we had given the matter only superficial attention. At the start of our study, we were aware of the fact that some difference in opinion existed, but we were not prepared for the controversial evidence that developed nor for the extent to which the experts differed in their viewpoints. There seemed nothing else to do but to tour the continent and decide for ourselves what was right and what was wrong, read all the published literature and visit with anyone who had ideas about the matter. This we did over the next few ensuing years. Since our study has met with some measure of success, we report, herewith, these data that ultimately they may be of help to other investigators. In 1944 it became necessary to increase our grinding capacity and at the same time to grind the sulphide portion a little finer. This provided the impetus to put our ideas into effect. As has been previously described, our grinding flowsheet at that time consisted of a 6x12 rod mill, followed by two 5x10 ft, and one 6x12 ft trunnion overflow ball mills, with conventional rake classifiers. Naturally, we first considered all the possibilities of altering or adding to the existing equipment. It became evident that if any appreciable increase in grinding efficiency could be obtained, it would pay to scrap the existing small mills and classifiers and install one big mill with adequate classification. The object of this paper is to give a brief description of the coals in the different districts of Arkansas and Oklahoma, their present commercial classification, and the need for a scientific classification that shall be more nearly in accord with their physical and chemical properties and shall place them in their proper position in a general scheme of classification. The paper is based on two seasons of field work in the Oklahoma coal field in 1930 and 1931 and on several weeks spent in visiting most of the operating mines in Arkansas in the same years. Most of the productive districts of the Arkansas-Oklahoma coal field lie in an east-west trending belt immediately north of the Ouachita Mountains, but the northwestern districts in Oklahoma trend northward toward Kansas. With the exception of the Muskogee district, where very little coal has been mined, the coal beds of the last-mentioned districts are all younger than those of the districts in the east-west trending belt. Description of the Coal by Districts Lehigh District, Oklahoma (5).1—In the Lehigh district mining has been extensive, but only three or four mines are operating at the present time. Two coal beds of workable thickness, Atoka and Lehigh, are known in this field. The greater part of the mining has been in the Lehigh, or younger bed, and all analyses available for the field have been of that coal. The Lehigh coal is very tough and blocky, the moisture and ash contents are fairly high, 6.5 and 10.7 per cent respectively, the volatile content is 39.5 per cent, fixed carbon 43.4 per cent, B.t.u. value 11,525, and the fuel ratio 1.1 (average 15 analyses). So far as the writer has been able to ascertain, laboratory attempts to coke this coal have been unsuccessful and no attempt has been made to produce coke commercially. Tulsa District, Oklahoma (l).—All commercial mining in the Tulsa district has been by stripping from the Dawson bed, and production has never been very great. The coal is blocky, contains 6.5 per cent moisture, 36.8 per cent volatile matter, 48.4 per cent fixed carbon, and 8.3 per cent

On Tuesday evening, February 21st, a reception of visiting societies was held in the Windsor Hall. Hon. George Irvine, Q. C., President of the General Mining Association of the Province of Quebec, occupied the chair, and, after welcoming the guests of the occasion in the name of that Association, introduced Mayor Desjardins, who expressed a cordial greeting for the city of Montreal. After appropriate acknowledgements from the President and the Secretary of the Institute, President Birkinbine delivered his presidential address. The first regular session of the Institute was held on Wednesday morning, February 22d, in the Physics Building of McGill University, where all succeeding sessions were also held. THE attention of the members of the Institute of Mining Engineers is asked to a description of the minerals of Southwestern Pennsylvania, as representing the minerals of an enormous area, stretching continuously, with local variations, along the western slopes, and at the base of the Alleghany Mountains, through Western Pennsylvania, West Virginia, and Kentucky, and destined to play no mean part in the future of the iron trade of the country. The particular locality is at and near Dunbar, in Fayette County, where the most careful examinations and extensive developments have been made. The deep gorges cut by the Youghiogheny and Monongahela Rivers, in their passage through the mountains and lower lands, give admirable facilities for observing the measures lying between the sandstones of No. 11 and the upper coal measures. Apart from its varied mineral and agricultural resources this section of country has great historic interest attaching to it. It was down the Monongahela that Braddock led his ill-fated army to its defeat under the walls of Fort Duquesne, and it was up the Youghiogheny River and Dunbar Creek that the shattered remnants hastily fled to gain the camp of Colonel Dunbar, the second in command, who was entrenched upon a high knob, at the head of the creek which bears his name, and which is still known and visited as Dunbar's Camp. Numerous streams, runs, and localities preserve the names of the guides and pioneers who accompanied, in early colonial times, young George Washington, who was pushing his surveys into the trackless and hostile wilderness, and many of them taking up large tracts of

Conditions at the properties of the Consolidated Coal Co. had reached a point where improvements were almost impractical. The mines, sunk years ago, had shafts and entries so small as to preclude the use of large mine cars. A radical change was necessary in the type of mining and also in the type of mine to accommodate such haulage units. After due consideration, the company decided to enter the field of trackless mining, utilizing belt conveyors and chain-flight conveyors, the belt conveyors to take the long haul, and the chain-flight conveyors to be used for gathering. It was decided not to sink a shaft, hut to drive a slope on an inclination of 17½°, which the company believes to be about the limit on which coal can be carried on a belt without rolling back unduly. Sinking the Slope It was decided, in sinking the slope, to make an opencut until rock was reached, which was some 65 ft. below the surface, and then to drive the slope through an inclined tunnel from that point. In making the open-cut, the schedule called for the removal of about 25,000 cu. yd. of clay, holding the banks on an inclination of one and a half to one, the thought being to make this cut in a minimum of time, put in a reinforced concrete slope, and then back-fill. Difficulty was experienced because the clay was of a sort that was called "subsiding base" material by contractors visiting the job. In other words, a "squeeze" occurred, the pressure causing the floor of the cut to move up just as it does in many mines where the coal is underlain by thick fire clay and inadequate pillars have been left. It was necessary to move the waste banks back from the edge of the cut 700 or 800 ft., and even then the floor could not be controlled, the result being that almost 100,000 cu. yd. of clay was handled before the rock was reached. A concrete slope was then rapidly constructed, using 95 tons of special-shaped reinforcing iron. The floor of this slope was made 30 in. thick at the bottom, and 17 in. thick at the top, the sidewalls being 18 in.

There is, in the southern part of the State of Illinois, a series of deposits of fluorspar and galena in which the former mineral occurs on a scale of magnitude unequalled, so far as I know, in any other part of the world. In June, 1891, 1 had an opportunity of visiting the region of their principal development, near Rosiclare, Hardin county, Ill., and examined such of the mines in the vicinity as were accessible at that time. A very large proportion of the mining shafts that had been sunk in this region were unfortunately abandoned for the time being, and full of water. Moreover, detailed maps of the region are unattainable, no surveys having been made there, apparently, since the original land-surveys' of the early part of the century. In spite of these disadvantages I was enabled, in the few days at my disposal, to ascertain with sufficient accuracy certain facts not hitherto published with regard to these deposits, which seem worthy the attention of the members of the Institute. Before proceeding to a description of the deposits in question, I will give a brief abstract of the little historical and geological information hearing directly or indirectly upon them, which I have been able to find in existing publications. Historical. That the mineral was known to the Indians, is proved by the discovery, in some of the pre-historic mounds of the region,* of fluorspar, shaped into ornaments. The earliest scientific mention of its occurrence is found in the first volume of the American Journal of Science (1818+), which describes specimens obtained in the vicinity of Shawneetown by Mr. Joseph Baldwin. Similar notices appear in the same journal in 1820 and 1821, but without mention of the exact locality. They remark on the fetid odor which characterizes the mineral and its association with galena. As elaborate discussion under this heading formed a chapter in one of the reports made by Professor Raymond as Commissioner of Mining Statistics." In a subsequent report? was printed a paper., by Mr. William Main, Jr., of Columbia, South Carolina, containing a theoretical investigation into the effect of the velocity of impact on the effective ditty of stamps. A visit to the Lake Superior copper region last summer suggested an inquiry into the relative efficiency and economy of the enormous steam stamps of the copper-mills, as compared with the results obtained with the cam and tappet stamps commonly used in the West. The atmospheric stomp used at the Phoenix Mill promised to add interest to the inquiry, as giving an example of unusually high speed, this stamp making 160 drops per minute. In introducing his subject Dr. Raymond makes the following remarks, which are quite apropos of the present investigation: "In considering the economical application of stamping machinery, we meet, at the beginning, with serious difficulties in obtaining accurate data for comparison. The weight and fall of stamps vary as the shoes and dies wear out; and this may lead to a change of speed also. Moreover, defects in engines, boilers, or machinery for the transmission of power, may occasion serious losses, which cannot fairly be charged to the arrangements of the stamps proper. Again, the capacity of stamp-mills is directly dependent, in some degree, upon the nature and extent of discharge, fineness of screens, and other peculiarities of the battery. Finally the hardness and tenacity of the rock crushed varies so much that comparisons between different localities cannot be implicitly trusted. The safest experiments are those made in the same mill, by changing first one arid then another condition of working; but this is seldom possible for such

Previous investigations of E. L. Tucker and R. E. Head' related in particular to the effect of cyanogen compounds on galena, sphalerite, and pyrite, and their behavior in the presence of such compounds. The present contribution deals with the floatability of the copper minerals and of pyrite. All experiments were performed on minus 200-mesh material, the method of preparation being the same as that described in the previous article. Flotation tests were made in a small mechanically agitated machine of 50-gm. capacity designed in this laboratory by Gates and Jacobsen.2 General Naval Stores pine oil No. 5 and potassium xanthate were used in constant amount in all of the experiments; these agents were selected because of their present wide use in the flotation of copper minerals. Time additions were varied to secure four final hydrogen ion concentrations, namely, neutral, 0.0005 per cent. CaO, 0.003 per cent. CaO, and 0.02 per cent. CaO. The variation in lime addition was introduced to include the range of alkalinities employed in actual flotation practice. The minerals employed were the purest obtainable. Coal-oil mixture (COM) combustion technology is regarded by the US Department of Energy (DOE) as near term and Potentially applicable to existing utility and industrial steam generators and for injection into blast furnaces. From work done previously, it has been established that COM can be burned in existing boilers and blast furnaces. Therefore, the issues being addressed by the current DOE program are: (1) determination of best available technology to achieve environmentally acceptable long-term reliable operation and (2) determination of applications for which COM can be utilized economically. Some of the technological options have begun to be determined by projects already under way. However, many projects are still in the early stages of development.

WHEN, in April, 1892, the writer began experimenting with the cyanide-process, it had already proved a success in the treatment of tailings, but had not become an important factor as a primary method of ore-treatment. The Livingston, Colorado, mill was running a few small agitators; the Mercur mill, in Utah, was said to be a success, but was " closed down to increase capacity; " and Mr. A. B. Paul, in Shasta county, California, was running ore'through a stamp-mill into leachingvats, using a weak cyanide solution in the battery. Mills had been, or were being, erected in Arizona; on the Comstock lode; and in South Dakota. Some of these never started, and several were shut down or remodelled for other processes. Altogether, the outlook was anything but favorable. Many of these mills were planned to make use of agits tion, and a cyanide solution containing at least 1 per cent. of potassium cyanide was employed. Since then the improvement of the process, both chemically and mechanically, has placed it among the recognized successful methods of oretreatment. Within the past year I have visited a large number of cyanide-mills, and have collected considerable data, of which I publish enough herewith to give an idea of the development of the process and of the methods followed in the principal mills. It is not possible to include in this paper, limited as it is in scope, the many diverse steps toward the reduction of mine accidents that are taken in the mines that produce the nation's coal. Every coal-producing state has enacted laws covering proper mining practices, and the major portion of these are directly related to the safety of the mine employees. The United States Bureau of Mines, the American Institute of Mining and Metallurgical Engineers, The American Mining Congress, a number of national, regional and state organizations, as well as the coal technical press, have covered time and time again all of the '(do" and "don't" phases of mine operation that bear on the important question of mine and employee safety. Within the past 15 years The Union Pacific Coal Co, has attempted to put into practice in its mines in southern Wyoming these many good recommendations, finding some value in all, and yet, to secure substantial results, the management found it necessary to resort in the end to what might be referred to as i'extra-territorial" methods. It is the writer's purpose to show in this paper that marked and even extraordinary betterment, can be brought about when employer and employee work together with due sincerity. In presenting our own experience, one that has been duplicated in so far as results are concerned on numerous other properties, no theory of perfection of management exists; on the other hand, our organization feels that as long as our record of accidents remains as shown by even our latest and best performance we still have far to go. Safety work in some form has been carried on in and about the mining properties of The Union Pacific Coal Co. since the first mine was opened at the now long-abandoned town of Carbon, Wyo., in 1868. On June 30, 1903, an explosion and subsequent mine fire occurred in mine No. 1 at Hanna, taking 169 lives, and a second explosion occurred in the same mine on March 28, 1908, in which 59 additional lives were lost. Looking back with impartiality on the causes leading up to these two unfortunate disasters, we can only conclude that shooting from the solid, the absence of adequate ventilation, rock dusting, the use of water at the face to allay

As part of a larger study to identify factors influencing the practical operating life of wire rope used on large draglines in surface coal mining, field trips to operating surface coal mines were made during late 1975. Wire rope performance information was obtained from personnel at 13 mine sites west of the Appalachians. Seventeen pieces of equipment, utilizing bucket sizes ranging from 30 to 220 cu yd (23 to 168 m), were documented. Draglines at large US surface coal mines can be represented as 120 machines having 60-cu yd (46-m3) buckets, moving 1.8 X 109 cu yd (1.4 x 109 m3) of overburden during 6650 hours of productive availability per year. Based on the limited field study, the calculated downtime resulting from rope-related causes averages 105.6 hours per year for each typical 60-cu yd (43-m3) dragline. The total loss in production from this source alone is thereby estimated at about 25 x 106 cu yd (19 x 106 m3) annually. Although study findings did not reveal anything about dragline rope life that wasn't known or practiced by one operator or another, most operators can expect improved rope life by periodic review of their practices and by adopting one or more life-improvement measures employed at other sites. Since rope productivity was found to vary by a factor of five among the sites studied, considerable improved average performance is possible. As little as 10% overall improvement would increase national productivity by 2 million cu yd (1.5 X 106 m3) of solid overburden removal. Associated savings in rope costs would be some $2 million annually, plus a large reduction of labor-related expenses. This report outlines preliminary findings which may prove useful to many operators in extending wire rope life. Some of these modifications or adjustments in maintenance/operating practices would not require capital investment. During the field survey, no company was found which had tried cost reductions by using presocketed dump ropes, or dump rope sheaves that opened like a snatch block, so these are suggested as possible improvements requiring modest capital input. Data Acquisition During the field visits, mine operators provided rope life information about their machines. Some of the rope life data consisted of gross averages; other data was in the form of detailed records, including rope construction and manufacturer, cutoff and resocketing periods, end-for-end switching, and downtime for rope change-out. Trends of average hoist rope life and average drag rope life determined from the field study are shown in [Fig. 1] as a function of bucket size. The three lines on the graph have slopes of 1, M, and 1/4. A comparison of the data shows that hoist ropes moved about twice as much material as drag ropes prior to retirement, although more than a two-to-one scatter within each category is evident. As expected, the larger machines with the larger buckets moved more total volume of material. The four pairs of solid symbols represent those data for which detailed rope life histories are presented in subsequent figures.

S. F. Emmons, Washington, D. C.: Mr. Malcolmson's paper on the intensely interesting deposits of the Sierra Mojada creates a strong desire to visit the region so well described. Although it is difficult to intelligently discuss a locality that one has never seen, I cannot refrain from offering some remarks in the nature of a tentative suggestion: 1. Age of Beds.—Mr. Malcolmson speaks of the enormous thickness of limestone forming the Sierra Mojada as belonging to the Carboniferous series. If this is not a typographical error, it seems that he should present some evidence for such age, for Chism,* in his previous article on the district, says the only fossils found there were said to be Cretaceous; and it is well known by the investigations of R. T. Hill and others that the great thickness of limestone in this part of Mexico is of Cretaceous age. 2. Structure of Mountains.—Mr. Malcolmson presents good reasons for thinking that the structure of the two related mountain masses (Sierra Mojada and Sierra Planchada) is not the simple anticlinal fold given by Mr. Chism's section, it being evident that there has been faulting as well as flexure. I venture to add that the facts presented by Mr. Malcolmson seem to suggest the possibility that, instead of being simply an eroded anticline, the valley between the two ranges may have been formed, in part at least, by the irregular faulting down of the intermediate block, on the surface of which the volcanic breccia had originally accumulated at a higher level. The sections of the Exploradora and the San Josh mines, in the smooth surface of the contact, with clay selvages and the occasional slickensides, certainly suggest a structural fault between the limestone and breccia. THOUGH the dust-control systems in the crushing plants and other buildings at Morenci do not differ materially from similar installations in other large copper reduction works, it is probable that in few other plants has as much attention been paid to the dust problem. Possibly the most striking feature of the Morenci installation is the manner in which the necessary equipment has been built into the various structures, and the absence of unsightly pipes, ducts, and fan houses. That this result has been attained is due, in no small part, to the basic conception that the control of the dust in a milling plant should be an essential part of the process itself and not something to be tacked on later after the plant is in operation. The control systems were designed and developed along with the general plant construction program and when the first car of ore was dumped into the crusher the dust-control equipment was ready.
