It was shown through high-pressure experiments that tin loss by volatilizatim is necessary for the degrada-tion of the superconducting transition temperature of Nb,Sn associated with high-temperature annealing. Crystallochemical analysis of the degraded Nb3Sn showed that it constitutes a new phase with ordered niobium-site vacancies, created by the migration of niobium atoms to vaccnt tin sites. This new phase was found to form when 4 pct Nb-site vacancies were present. It has a transition temperature of 6'K and a lattice parameter of 5.283A. A similar degradation effect was observed in Nb,Al. Its superconducting transition temperature dropped from 16.5" to 8" K following a high-temperature annealing. The superconducting temperature degradation in these 0-tungsten structure compounds is attributed to the disruption of the interchain d bonding by the periodic interruption of the niobium atom chains. By annealing the degraded Nb, Sn at 1000 C in nitrogen its normal superconducting behavior is restored most likely due to the incorporation of nitrogen atoms causing the elimination of the ordered vacancies. HANAK et al.' have observed low superconducting transition-temperature values (T, - 9"K) in some NbsSn samples deposited from the vapor phase. They attributed such low T, values to disorder in the 0-tung-sten structure. Much lower T values (down to 5.6"K) were reported by Reed et al.zC for NbsSn samples annealed at high temperatures. These authors also attributed this degradation effect to disorder (random occupation of the A and B sites by niobium and tin) but pointed out that such disorder could be brought about (by high-temperature treatment) only in samples containing niobium in excess of the stoichiometric composition NbsSn. Both groups reported that the normal superconductivity behavior could be rever-sibly restored by appropriate heat treatment. Courtney et al., also found that degradation in NbsSn requires excess niobium brought about by the loss of tin during the treatment. However, these investigators proposed that the degradation is due to niobium-site vacancies resulting from the migration of the niobium atoms to the vacated tin atom sites. They did not consider the reversibility of the effect. The present study attempts to establish the nature of the above degradation phenomenon. EXPERIMENTAL PROCEDURES All compounds prepared for this investigation were made from the powders or filings of the elements which were intimately mixed, cold-pressed into a cylindrical pellet at approximately 50,000 lb per sq in., and then submitted to the desired heat treatment. The samples annealed under high pressure were placed in a MgO sample container which was mounted in a pyrophyllite tetrahedron designed for a tetra-hedral-anvil press. Details of the experimental arrangement are given elsewhere. This setup allowed heating at 1800°C or above under pressures in excess of 30kbars for 3 hr. The samples annealed in a vacuum were prepared in a high-temperature vacuum furnace which could reach temperatures up to 2400°C under a pressure of 2 x lo-' Torr. For annealing in a reactive atmosphere, a quartz tube was placed in a clamshell furnace and the desired gas ambient passed through the tube. Lattice parameters were determined using a Debye-Scherer 114.6-mm camera. Cohen's method, programmed for the IBM 7094 computer, was used to calculate the lattice parameter from the measured d spacings. X-ray integrated intensity measurements were made on several samples. These samples were ground to -400 mesh and the powder mixed with a solution of collodion in amyl acetate. The mixture was poured into a depression milled in a bakelite disc. When the mixture dried, the surface of the disc was ground flat leaving a diffraction surface defined by the face of the disc. The disc was mounted in a Philips rotating specimen holder which allowed the rotation of the sample in the plane of the diffraction surface and the integrated intensity measured using a scintillation counter and a pulse-height analysis sys-tem. The superconducting transition temperatures were determined by means of self-inductance techniques.' EXPERIMENTAL RESULTS AND DISCUSSION The Role of Tin Loss in the Degradation of Super-conductivity. The loss of tin during high-temperature annealing can be effectively suppressed by annealing under high hydrostatic pressures. Accordingly, a series of experiments were performed under pressures of approximately 30kbars. This pressure was the minimum under which high-temperature experiments could be safely performed in the particular pressure apparatus employed. Experiments were also designed to test high-pressure effects on the superconductivity behavior of NbJSn. The results of the high-pressure annealing experi-ments are summarized in Table I. In recent years various problems in connection with research work on the preparation and properties of zinc-base alloys have required reliable information concerning the constitution of the zinc-rich portion of the iron-zinc equilibrium diagram. On numerous occasions rather positive indications were obtained that, for example, the solubility of iron in zinc was incorrectly represented on the current equilibrium diagrams. A careful study of all the available literature relating to the iron-zinc system led to the conclusion that much of the early work was unsatisfactory as measured by present standards of experimental accuracy, and as a result it was decided to redetermine the location of the liquidus curve and of adjacent portions of the diagram. Part I of this paper comprises a description of the experimental methods and a summary of the results by means of which the zinc-rich end of- the iron-zinc diagram has been revised in the following ways: 1. Measurements of the solubility of iron in liquid zinc by several different sampling methods, leading to a relocation of the liquidus curve. 2. Microscopic, conductivity, and X-ray studies of the solid solubility of iron in zinc, which, together with thermal analyses, have resulted in new values for the solid solubility and the eutectic temperature and composition. 3. Heating and cooling curves, obtained by a refined differential method, leading to new locations for the two peritectic horizontals. In Part I1 of the paper the attempt is made to review all of the published work having a bearing on the constitution of the iron-zinc system, and to correlate the present results, and some recently published data involving the use of X-ray technique, with the earlier work, much of which was done from 25 to 30 years ago.

In this age of intense international competition the two objectives are closely related. For many decades, the maximum of well-being and ability to maintain national security have moved generally upward. The best single measure-perhaps the only adequate measure -of the level of the rising goal is the per capita real national income (national income corrected for price changes). For centuries before the industrial revolution the income of the world's population changed little from generation to generation. In our country prior to 1800 the growth of national income was hardly measurable from decade to decade. Since 1850, perhaps since the "industrial revolution," the growth of per capita real income has been increasing geometrically. In addition to ten papers (all preprinted) on properties, structure, aid hardenability of, carbon and alloy steels, eight formal papers were presented on one or more phases of steelmaklng, and a symposium on the determination of hydrogen and nitrogen in steel. This last started at 2 p.m. and was going strong with more than a third of the audience still present at 6 p.m.

A general model which represents not only batch but also continuous flotation in multi-cell machines is presented. This model considers both the size distribution and the distribution of flotabilities in a size class for valuable mineral particles in the pulp. The general expression is shown to reduce to several previously reported models. In addition, a number of new models are found to arise for different specific assumptions concerning the flotability distribution and/or the size distribution of the particles undergoing flotation. Several of these new models are tested experimentally using laboratory-scale batch and pilot-scale continuous data. Model parameters are estimated from this data and a comparison of calculated recoveries and those experimentally determined are presented. Finally, the influence of the feed rate, aeration rate and valuable mineral content of the feed on the recovery is examined.

WITH the expiration on April 30, 1941, of the agreement between the anthracite operators and the United Mine Workers of America, a new agreement was entered into, providing for a general wage increase of 7 1/2 per cent effective May 1, to be brought to a total of 10 per cent on Oct. 1. Contract rates were increased from the rates established under the agreement of September 1923, and hourly rates were raised above the agreement of May 1936 as modified from the eight-to seven-hour day in May 1937. The new rates are to be in force for the duration of the agreement, ending April 30, 1943.

I HAVE now the duty—the very pleasant duty—to perform, of presenting to the Hon. Abram S. Hewitt the Bessemer gold medal for distinguished services to the iron and steel trade. When this matter was brought under consideration in London it was well known that, as Mr. Hewitt would be the first to acknowledge, there is more than one man in America upon whom we would gladly have cm ferred this distinction, and to whom this merit might be justly at tributed ; but Mr. Hewitt has been long known to our distinguished members on the other side of the Atlantic as one of the most active minds in the investigation of new methods of manufacture, and one of the most enterprising metallurgists on this side of the Atlantic. Well, gentlemen, we proposed to Mr. Hewitt that he should receive this gold medal, but I think it is quite right, and is his due, that I should state that he at once declined to receive it; and he declined in a manner which rendered it impossible to any one but very per sistent friends and very obstinate Englishmen to refuse. When we heard that our American friends had conferred once more upon Mr. Hewitt the distinction of President of the American Institute of Mining Engineers, and particularly with reference to our contem plated visit, and when we heard that he had been elected unani mously to that position, we felt that we had received the stamp of approval from this side. Gentlemen, as I said before, Mr. Hewitt has long been known to many of us in England as an advocate of scientific education. A report which he made of the metallurgical products at the Paris Exposition in 1867 was one of the matters which drew very clearly and distinctly the attention of the English iron and steel trade to the necessity of further improvement in our technical education as to iron and steel; and it was one of those beginnings which led ultimately to the foundation of the Iron and Steel Institute. A NUMBER of factors, of varying importance, should be considered in assessing mineral land-here specifically coal land -for tax purposes. (1) Is the coal developed or un- developed'! (2) If undeveloped, is it surrounded by active development in adjoining properties? (3) Accessibility of railroad facilities to the property. Sometimes the railroad itself is of importance. (4) Cost of development of the seam under consideration, whether it can be developed by a drift from the outcrop or whether it will require deep and costly shafts or slopes. (5) Is it definitely known that the coal seam being assessed is of minable thickness and quality on the property? (6) Thickness of recoverable coal from the seam. (7) Quality of the coal. (8) Is the seam being assessed likely to be more costly to mine than other seams in the same district? (9) Is there an active market demand for coal from the seam being assessed? (10) Is the coal held only as protection to surface structures and in such location that it can never be mined? (11) Is the coal in a solid piece or is it in pillars that have been standing for some years as a result of incomplete mining in an old operation? (12) Expected percentage of recovery from the seam being assessed as determined by present mining practice in similar properties. (13) Value of the seam as indicated by sales of similar mineral rights in the immediate district. (14) Current royalty rates of leases for coal in the seam under consideration.

Announcement was made in the spring of 1926 that the Boston & Maine R. R. Co. had contracted with the well-known German steelmakers, Messrs. Fried Krupp, for the manufacture of 15,000 tons of basic open-hearth steel rails at the Rheinhausen Works, for delivery to Boston, Mass. The manufacture of rails in the United States has for many years been almost a national pride, and as this feeling is chiefly the result of a long-time liberal and consistent patronage of American rails by American railroads, it is not strange that this somewhat unusual announcement should arouse more than ordinary interest. Since the end of the World War, the importation of foreign rail has been fairly large, principally because the newly created economic conditions have rendered some American competition more difficult, but the tonnage imported, for the most part, has been made up of small orders for miscellaneous use; and the contract referred to constitutes the largest single importation of foreign rail in over ten years. In 1915, the Algoma Steel Co. of Sault Ste. Marie, Canada, supplied the Illinois Central R. R. with 30,000 tons of rails,' and various other American roads with smaller amounts. In 1902, 1903 and 1904, large tonnages of rail from abroad were purchased, the Louisville & Nashville R. R. alone obtaining 30,000 tons from German mills. It is the object of this paper to present, in what is believed to be a new and concise form, figures showing the production and consumption of rails in the United States, and to record some of the testing and inspection results of the recent Krupp rails; also, to direct attention to two quite unique departures from American practice that were regular features of the Krupp process and which are worthy, it is thought, of careful study. Completion and production data presented for three wells in the Oakville area of Live Oak County, Texas, which were completed near the gas-oil or water-oil contact, indicate that coning may not be as prevalent a cause of failure in such cases as is commonly assumed. Failure in the cases discussed is indicated to be due instead to: (I) erosion of the formation, (2) flowing out of mud filter cake, or (3) failure of the cement. An open-hole gravel-pack type of completion procedure is proposed for preventing failures of this kind by preventing movement of all solid material in the space in which completion is made. Various combinations of layers of gravel, sand, and cement are utilized for this purpose. Experimental results and theoretical discussion as to the applicability of gravel pack completion are included. Introduction This paper is primarily a study of the reasons for failure of oil-well completions near the gas-oil or oil-water contact, and suggests a procedure for increasing the efficiency of this type of completion. The value of improvement in completion effectiveness near the gas or water zone is not confined, however, to wells of relatively thin oil columns. Thick oil columns become thin as depletion progresses. It would seem to follow that the minimum distance from the gas or water zone at which completion can be made in a new well indicates the limit to which depletion may be carried in a well having an oil column of any initial magnitude. Only four ways can be postulated in which high gas-oil or water-oil ratio can initially occur if the zone exposed for production is within the oil column: 1. Failure of the cementing material. 2. Vertical coning. 3. Failure along the boundary between the cement and the wall of the well. 4. Failure of the formation comprising the wall of the well. Cementing materials such as portland cement and plastics have reached a high stage of development. Failures of this type are probably due almost always to extraneous causes such as mud contamination rather than to faulty cementing material. Vertical coning can and obviously does occur. However, the usual occurrence of thin impermeable streaks in sand sections and the success with which open-hole drill-stem tests can be made near the gas-oil contact suggest that over-all effective vertical permeability, and in turn vertical coning, is less prevalent than frequently is assumed. Much has been written on failure by flowing out of the mud filter cake between cementing material and the formation. A filter cake is always present if, prior to cementing, mud has come in contact with a permeable formation at pressures exceeding the pressure head of the fluid it contains. IT has long been accepted that blast-furnace practice varies to some degree with the coke used. While the qualities desirable in iron have been known for some time, the qualities in coke that produce such iron have not been established. There are no objective standards for blast-furnace coke, which is usually described in general terms, as good or bad. Many experienced operators believe that coke cannot be measured objectively except by using it in the furnace, noting the result, and labeling the coke according to furnace operations. This is admittedly unscientific, and besides is useless for the two main purposes for which a measure of coke quality is needed: (I) to produce the best possible coke from the coals and equipment on hand; (2) to test new coals and determine their value for blast-furnace coke. In seeking such an objective measure, much work has been done on tumbler tests, shatter tests, sizes of coke, porosity, specific gravity, reactivity or combustibility and other tests, but as yet very little has been published in which conclusive correlations have been established between such objective measures and furnace operation. In our study of the problem during the past 8 years we have developed no new measures of coke quality, but we have collected data that are presented here in the hope that they may assist in further work, so that at some future time there may be developed such positive measures. The purpose of this paper is to show that there are variations in coke and that such variations do influence the operation of blast furnaces. At the same time we must remember that there are variations in blast-furnace operation and it may be the blast furnace that is at fault. This correlation of coke properties with blast-furnace operation will be worked out in the following steps: I. Discussion of a period when a change in the coke resulted in an increase in efficiency on one furnace and a decrease in efficiency on another. 2. Adaptation of the inefficient furnace to the available coke so that normal efficiency was restored. 3. The use of radial distribution: a discussion of the effect of size of ore layer in adapting blast-furnace operation to the coke. 4. An example of a change in size of coke and the detrimental influence on the production of one furnace. 5. An example of a change in size of coke, together with manufacturing data, to show why it changed, the conclusion being that coke is a product with an optimum value. 6. Illustration of the fact that coke has different optimum values on two furnaces, with discussion on adaptation of operation so the optimum values will be the same. 7. Limitations of the use of screen tests as an objective measure of coke quality. 8. Importance of uniformity in coke. With only one certain exception coal was never used by the Indians, before white men came to America, for any purpose except as an ornament or for paint. Within the past few years it has been discovered that the Hopi Indians in Navajo County, Arizona, used lignite for burning pottery, about 1000 A. D., as dated by tree rings. They were able to obtain a clear color in their ware that could not be obtained with brushwood fires. The coal was mined by hammers from outcrop openings, some of which can still be seen, and the tools used have been found in them.1 (See also p. 376.) Small figurines made of splint or cannel coal have been found at various localities in western New York, in Ohio and possibly other places, evidently made for ornaments. There is no reason to think they are of any greater age, if as old, as that mentioned above. Some crushed coal was used by the Indians as a black pigment in painting themselves, but apparently the eastern Indians never used coal for any other purposes. Some think that several tribes of Indians in the Northwest, along the Missouri, used coal as fuel, the basis being a statement attributed to Radisson about 1660. In the Jesuit Relations of 1659-1660 it was stated that Radisson anti Groseilliers had just returned from a visit to Lake Superior and beyond. "In the country of the Poualak, which means 'warriors' they say `as wood is scanty in supply and small in size in their country, nature has taught them to make fire with coal from the earth (charbon de terre) and to cover their cabins with skins.'"2 This statement was only hearsay with the good fathers, and the reputation for veracity of the two explorers is not of the best, and it is extremely probable that instead of coal they used turf, dry grass or buffalo chips. In fact in Radisson's Voyages' he does not mention coal at all in his account of the third voyage, when he was supposed to have seen it used. His accounts of his travels are badly mixed, and he and his companions were much better travellers than narrators. None of the early travellers up the Missouri River saw any evidence even then that the Indians were familiar with the use of coal. In the writer's opinion it is unlikely that coal was used as stated by the Jesuits.

"Titanium is a widely distributed, dark grey metal1ic element found in small quantities in many minerals. It has no important uses." Happily, this early quotation proved to be wrung; titanium has, on the contrary, found a large number of very important uses. The error in the 1926 quotation illustrates the problems associated with forecasting the future development of any metal. 'The paper will nevertheless attempt to estimate what will happen to the European titanium industry over the coming decade with slightly more accuracy. It was not until 1955 that anything other than pilot plant facilities were installed in Europe. In 1955 IMI's plant in England, two plants in Germany, one in France and one in Sweden came into operation. All the companies associated with titanium installed melting furnaces but only IMI Titanium has forging and rolling facilities devoted solely to the production of titanium. The other firms rely on the use of equipment of their parent steel companies for processing the me1 ted titanium ingots.

Some interesting and, to American eyes, rather unusual processes for refining impure aluminum derived from scraps were found by American and British investigators who went into Germany in 1945 for the Technical Industrial Intelligence Committee of the Joint Chiefs of Staff. What was found was recorded in a series of reports (see page ), many of which have been released for general reading. This paper gathers under one title and summarizes the German work in refining light metal scrap. Reference must be made to the original reports for greater detail. Basically, the occasion and stimulus for the German developments in treating light metal scrap were hard necessity. Germany needed the metal for a rapacious war industry. Adequate supplies of new aluminum from reduction works were not assured. Great quantities of airplane and other light metal war scraps were forecast. It was evident that the scrap metal would have to be reabsorbed by the producing industry and would have to be kept of good quality. The normal current production of manufacturing scrap was being and could be consumed as generated. It offered no technical problem. The mixed scraps, especially those arising from crashed and decommissioned airplanes, however, presented problems of another kind. Airplane Scrap The recovery of usable aluminum alloy from the mixed assemblies that made up the piles of airplane scrap was attacked in different ways by different groups and with differing degrees of success. Three procedures actually were used on a commercial scale, one was in pilot-plant stage and another had come to a halt in the laboratory a year before Germany collapsed. Four of these five processes actually involved "refining"; that is, some measure of purification of the metal after melting. Sorting and Separation on a Sloping Hearth The simplest procedure for utilizing airplane scrap involved no refining in the strict sense of the word. This was the practice adopted by two representative plants visited by the author, the Leipziger Leichtmetalle Werke, Rackwitz, Saxony, and the Vereinigte Leichtmetalle Werke, Hanover. These firms did essentially the same thing that was done in England but not with equal success, to judge by their shorter experience, the smaller tonnage handled and by the number and quality of alloys produced. The two German firms named rough-sorted scraps by their easily recognizable alloys, essentially by part and shape. They used hand labor to chop and hack and tear apart. This was the practice adopted by two representative plants visited by the author, the Leipziger Leichtmetalle Werke, Rackwitz, Saxony, and the Vereinigte Leichtmetalle Werke, Hanover. These firms did essentially the same thing that was done in England but not with equal success, to judge by their shorter experience, the smaller tonnage handled and by the number and quality of alloys produced. The two German firms named rough-sorted scraps by their easily recognizable alloys, essentially by part and shape. They used hand labor to chop and hack and tear apart. My first contact with industrial milling was during the time I worked in the electricity generating industry in the United Kingdom. In visits to power stations to investigate either deposits in the boiler furnaces or polluting deposits settling around the stacks. I had to check the performance of the vertical coal pulverizers, since poor pulverization aggravated both problems. Naturally, then, when I came to the USA in 1957 to take a PhD in fuel technology at Penn State, I was put to work to review the science of coal pulverization. After this reviewing, I was completely confused. On one hand, there was a well-developed understanding of stress-strain equations, and a rapidly developing knowledge of how stressed, brittle solids fractured, based on the Grifith crack theory. On the other hand, reading in the grinding literature gave me: -Kick's Law, which was clearly not correct in the light of modem fracture theory; -Rittinger's Law, which was also clearly not correct; -Bond's Third Law of Comminution, which was claimed to have something to do with the Grifith crack theory, but where the connection between the two was made by intuitive pseudo-scientific reasoning I could not accept; -the choice of mill motor power for the most common type of coal mill, the Raymond pulverizer, was calculated from the fan power required to move air through the mill. Although I could accept the empirical connection between the two, it made no sense from the point of view of fracture energy. Even today, most books or review chapters on size reduction start from these laws. Incorrect statements abound in the literature, such as "the Hardgrove Index is based on Rittinger's Law," which it is not, "The Bond theory states that work input is proportional to new crack tip length produced in particle breakage," which is not true, etc. My own test work showed that these "laws" did not fit the data for grinding of coal. At about this time, Epstein (1948) and Broadbent and Callcott (1956), following the original work by R.L. Brown (1941) at the British Coal Utilization Research Association, proposed describing breakage as a series of fracture stages. I took their concepts and developed the basic differential equation for a batch grinding process continuous in time, analogous to a batch chemical reactor. Robin Gardner then joined the project and did his PhD on treating batch grinding in the same way as a batch chemical reactor. He found that the basic equation had already been partially derived by Sedlatschek and Bass (1953) in Ger- many. We confirmed experimentally the validity of the equations for describing batch grinding (1962) and formulated the equation describing steady-state continuous grinding in a fully-mixed mill. At about the time this work was published, Gaudin and Meloy (1962) and Filippov (1961) independently published essentially the same equations, but without experimental proof of the validity of the concepts. I will give a brief overview of what these beginnings had led to in the design of mills for size and power, and show some of the results of this more detailed understanding of grinding processes. Concepts of Fracture Mills such as tumbling ball, rod, pebble and autogenous mills and vertical mills such as the Raymond, and E-type, apply compressive stress to lumps or particles relatively slowly. Compressive stress applied to a particle of an elastic brittle solid imparts overall strain energy to the solid and produces local regions of tensile stress, [(Fig. 1)] (Berenbaum and Brodie, 1959).

Nuclear energy probably has greater potentialities for changing the world's way of life than any other recent discovery. The atomic-bomb bursts over Hiroshima and Nagasaki suddenly changed the concepts of war. Peaceful uses of nuclear energy are advancing so rapidly that no study of economic trends is complete without giving them consideration. The minerals specialist, especially, must be aware of this new force in our lives, as minerals and metals are essential in harnessing the new force, and atomic energy itself is rapidly improving its competitive position in the energy field. Future historians may chronicle December 2, 1942, as the beginning of the Atomic Age. On that day Enrico Fermi and his co-workers at the University of Chicago produced and controlled the first self-sustaining nuclear chain reaction. Lie many inventions, the first application of nuclear energy was as a weapon of war. However, its potential usefulness in man's work and welfare far outweighs in economic importance its destructive use in war, unless its military effect would be considered so great and all-embracing that no major power will hereafter chance a world conflict. Recognition of this potential has generated a vast international effort to exploit the atom for peaceful beneficent purposes. Like its physical manifestation, the advent of nuclear energy has unleashed chain reactions that have pervaded the political, social, and economic environments of the world. The impact of nuclear developments in one of many fields is exemplified by the uranium mining industry. Uranium was discovered in 1789 and in the next century and a half it found only an insignificant use as a ceramic coloring agent; in fact, in the latter part of that period, it was a largely unsalable by-product of the radium and vanadium industries.
