I am happy to welcome you to the twenty-third conference of the National Open-Hearth Committee, and our joint conference with the Blast Furnace Committee, of the American Institute of Mining and Metallurgical Engineers. It is appropriate that, for our fifteenth year anniversary, we should meet in the hotel and the city where this Open-Hearth Committee was inaugurated in 1925. At that first meeting, only a handful of men from a number of steel companies met to discuss ways and means to start a movement to improve the practical and metallurgical technique of open-hearth operations among independent manufacturers, as the United States Steel Corporation had carried on for many years.

SILICOSIS is a term known to almost everyone today. Yet, in spite of a great deal of study, much is still to be learned regarding the disease. Government organizations are still continuing their investigations, begun near Joplin, Mo., 25 years ago. Work is also being done in several universities, as Harvard, Pennsylvania, Rochester, and Toronto, and at least two private organizations, the Air Hygiene Foundation of America, Inc., and the Saranac Laboratories for the Study of Tuberculosis, devote most of their time to this subject. Similar studies have been and are being made in many other countries.

IN making a comparison of mine inspection methods in Europe and the United States, it is necessary to have some basis to start from, which makes this subject rather difficult, as such methods are governed largely by the authority given the inspector by the mining laws. In the United States there are 31 coal producing states and territories and 32 different mining laws under which inspectors operate, as one state-Pennsylvania-has both a bituminous and an anthracite code. Some of these codes are distinctly coal mining codes; others are essentially coal mining but apply also to other mines; several codes are sub-divided referring partly to coal mines and partly to other mines, and a few codes are mainly metal mining but apply in part to coal mining. Having all these different codes in the United States and the departments organized in a variety of different ways, there is of necessity a great difference in inspection methods in this country.

THE relation of annealing temperature to conductivity of copper wire has been determined. Conductivity hard was 98.26 per cent. After a 10-min. heating at 200°C. it was 98.69. By annealing 10 min. at 300° C. a large increase, to 100.93, occurred. Maximum conductivity, 101.15, was attained after a 500° C. anneal; thereafter it decreased to 100.53 after a 950° C. anneal. If copper is gassed the decrease is much more than this. Materials and Methods The work was done on high grade electrolytic copper, 99.942 per cent. copper plus silver, silver 0.0008 per cent. It was hot-rolled to >/4 in., then cold drawn to 0.080 in. The wire was cut into 25 5-ft. lengths and numbered 1 to 25 as cut. Four samples were tested hard. The others were wound into 5-in. diameter coils. For the 100° C. heating a coil was put into water, the water brought to boiling, and the wire kept at this temperature for 10 min. For the higher temperatures the coils were placed in envelopes of sheet copper, a little water added, and the envelopes sealed by folding over the edges twice, and hammering them together. This kept the air out very well. The envelope and wire 'were brought to the desired temperature; this was maintained for 10 min., then the whole was water-quenched.

MUCH has been said and written of the "Big Inch," of the terrific obstacles encountered in its construction, of the colorful and tough men engaged in its building, but little has been publicized of the engineering and economic problems behind the scenes. Long before Pearl Harbor it was apparent to the petroleum industry that a critical oil shortage could be expected along the Atlantic seaboard, owing to delay in tanker deliveries as a result of convoy movements, and to allocation of vessels for foreign shipments. This area, with a normal consumption of approximately 1,800,000 barrels per day of oil and products, was almost entirely supplied by tanker. Pipe lines supplied an average of only 20,000 barrels per day in 1939, 40,300 barrels per day in 1940, and 55,000 barrels per day in 1941. A small amount of oil and products was also delivered via barge.

(communication to the Secretary*):-Mr. Wright, in his introductory paragraph, says: " It is commonly believed by metallurgists that in copper-smelting, the copper in the slags, which is irreducible by continued smelting, is retained in the form of 'prills' of matte." On a recent visit to Greenwood, B. C., I was discussing with J. E. McAllister, the general manager of the British Columbia Copper Co., and the former metallurgist of the Tennessee Copper Co., this very question; and he held strongly to the idea that the copper in slag was in two forms-one portion contained in occluded matte and the other as an oxide. He believed that this same rule would apply to the silver in the slag. From my experience I am strongly inclined to agree with Mr. McAllister; and it appears quite reasonable that in furnaces treating oxidized copper-ores, and to a less degree in furnaces treating sulphide ores, there is always bound to be present a certain amount of copper oxide and silver oxide, which will behave like any base and get into the slag as such. We all know that in Arizona, in the early days, when it was customary to produce black copper, because the ores were nearly all oxidized or carbonates, and sulphur was scarce, the slags as a rule carried 2.5 per cent. of copper and seldom ran less than 1.5 per cent. of copper. The economic point was determined by the extra coke necessary to produce the reducing action. In connection with the extra saving in copper, Arthur L. Walker, now professor of metallurgy at Columbia University, and formerly general manager of the Old Dominion Copper Mining Co., at Globe, told me that with coke at $60 per ton it never paid him to make slags containing less than 2.5 per cent. of copper. *Received Oct. 8, 1909.

FLOTATION practice in Idaho is now about 13 years old. The advance has been steady during these 13 years. The operators have been alert to take advantage of the newest developments and they have themselves made a constant effort to improve their work. The metallurgical improvements are due to the development of (1) better equipment, (2) better reagents, and (3) better understanding and control of the process. During the eight years the writer has been in this district, there has been continuous experimentation by several companies to improve the ore dressing by flotation methods. Gravity concentration has fought hard to hold its place, and although it is true that gravity processes have been improved during this period, nevertheless, in several of the important mills of the district the few tables that managed to hang on have finally given way. On the straight-lead ores, tables and jigs are still used; and, due to better classification, their hold on this job has been strengthened. ORES OF THE DISTRICT The ores of the district are of two general classes: (1) clean lead ores, such as those from the Bunker Hill and Hecla mines, and (2) complex lead-zinc ores. The general impression prevails that the clean lead ores, class 1, are simple and that it is easy to obtain high recoveries and good grade products. This, in a way, is a false impression; there is quite a high percentage of locked middling in these ores at 100 and 150-mesh sizes. Improved classification preparatory to table treatment of this type of ore has made it possible to segregate effectively a high-grade middling which is further comminuted and floated. The complex lead-zinc ores of the district, of which the ore from the Morning mine of the Federal Mining & Smelting Co. is a typical example, always have presented a difficult problem. It always has been comparatively easy to make a clean lead concentrate, but it never has been possible to concentrate sphalerite with a-specific gravity of 4.10 from siderite of gravity 3.88. Also, a large percentage of the galena and sphalerite of this class of ore refuses to separate out until the crushing has been carried

LEAD, silver, and zinc, in quantities of economic importance are found in the Aguilar ore. The lead occurs as galena and the zinc as sphalerite and marmatite. The silver occurrence is more complex. Pyrargyrite and proustite have been identified only occasionally. Galena is silver-bearing and so are the various other sulphides, though to a lesser degree. The principal nonsulphide gangue minerals include calcite, quartz, wollastonite, rhodonite, and various calcium, aluminum, and iron silicates. A typical analysis of, the ore is: Pb, 11.2; Zn, 12.3; Fe, 4.4; Mn, 2.2; Cu, 0.15; S, 11.2; CaO. 7.6; "Insoluble," 50.1 percent; and Ag 263 g per ton. Crushing is done in three stages. The primary crusher at the mine is set to deliver about a 5-in. product. The crushed ore is then transported to the secondary crushing plant by a 3-km cableway where the general practice is to hold the product of the first Symons to about 1 in., and of the second Symons to about 1/2 in. When the ore is soft and rich the product of the first Symons is by-passed directly to the ball-mill bins. Dust control in the secondary crushing plant is effected by enclosing the dust-emanating sources and exhausting the enclosures with a Clarage No. 18 fan driven at 1300 rpm by a 20-hp motor. Use is also made of spray water at one or two critical places. Every effort is made to keep the air free from visible dust. Dust counts taken at the working places show dust concentrations of less than six million particles ner cu ft. The composition

MANY engineers currently are working harder than usual, in part because of the demands being made upon them for increased production in the war effort, and in part because engineers are in short supply so that there is more to do for those who are available. In some instances the question has come up as to what additional payment, if any, should properly be made for overtime work, and to what extent is such payment legally permitted under the rules of the Salary Stabilization Board. Most engineers employed in an executive, administrative, or outside salesman capacity are not paid for overtime. They are paid for doing a job instead of for the hours they put in, and are free to do all the unpaid home work they feel they should do after dinner, as well as to do a bit of thinking and worrying during wakeful hours in bed. But engineers employed in a strictly professional capacity normally have standard office hours. Some employers pay for overtime and some don't. Their practice as it existed on Jan. 25, 1951 may be continued. In the absence of such practice at that time, the Salary Stabilization Board says that the engineer may now receive additional compensation up to his straight-time rate for an extended work week. No formal approval of the Board is required. "A professional engineer," in the mind of the Board, "is a person employed in a professional capacity, who, by reason of his special knowledge of the mathematical and physical sciences and the principles and methods of engineering analysis and design, acquired by professional education and practical experience, is qualified to practice engineering." Inducted Engineers A letter from a young man just inducted into the service and fearful that his engineering training is not going to be utilized reached us last week from Fort Riley, Kan. The AIME, cooperating with the other Founder Societies, is doing what it can, through the Engineering Manpower Commission, to see that engineers are not being wasted in the military establishment. So we passed this young man's letter along to T. A. Marshall Jr., executive secretary of that Commission. Mr. Marshall tells us that the normal procedure now being followed by the Army in handling Selective Service inductees is to have them first complete 16 weeks of basic training before assignment to specialized categories. During that time they are classified. If one has an engineering degree he should be classified as scientific and engineering personnel at the end of the basic training period. He should then be transferred to a technical detachment and assigned an MOS (Military Occupational Specialties) reflecting his education. If a young man is looking for a commission, it might be added that the current policy in the Army is to transfer to OCS (Officer Candidate School) applicants for commissions in the infantry only. The local unit commander can give information on this point, based upon the aptitude shown in tests. In view of the current shortage of engineers, it is believed that a young man should seriously consider remaining in enlisted status unless he can obtain a commission in a branch of the service that can make full use of his technical skills. His work may thus be more to his liking even if his uniform is not. New York or Atlantic City? In which place is it preferable to hold the annual meeting of a professional society like the AIME-New York or Atlantic City? That is, a winter meeting. The American Society of Mechanical Engineers has held its recent meetings at Atlantic City, with increasing attendance and satisfaction. The American Institute of Chemical Engineers chose Atlantic City for its recent December annual meeting. Only twice has the AIME ever met in this famous seashore resort: in 1898 and 1904. Chief advantages of going to Atlantic City over New York are that technical sessions are better attended, there being little else to do there in Winter; the cost to members is less, and hotel facilities are better adapted to a large meeting. As to cost, take a banquet, for instance. The Chalfonte-Haddon Hall, which caters especially to winter conventions, charges about $7 for a banquet dinner of standard quality. A similar dinner at the Statler in New York would cost about $8.50, and about $10.50 at the Waldorf-Astoria. (The charge for tickets is somewhat greater than this because of the cost of music, programs, flowers, and other incidentals.) Rooms, too, are somewhat less at Atlantic City, two in a room being accommodated for about $7 per day each, compared with $7 to $10 at a headquarters hotel in New York. On the other hand, AIME headquarters is put to some extra expense for staff travel, food and lodging, and members living in New York and environs are forced to pay a hotel bill. New York, of course, has more varied amusements to offer, plenty of big stores, and the glamour of a big city. The choice may be discussed at the forthcoming meeting in New York. In the meantime if any reader cares to express an opinion one way or the other we shall be glad to hear it. College Scholarships Most parents of children in the later stages of high school find it necessary to give some consideration to the cost of a college education. Although salaries have increased substantially it seems that the cost of the necessities of life, such as food, housing, and maintaining the family automobile, have gone up even more, so the problem of financing the children's education is as acute as ever. Many overlook the possibility of scholarships, or feel that only a student at or near the top of his class has a chance to get one. As a matter of fact, close to 150,000 scholarships and more than 15,000 fellowships, worth some $42,000,000, are available in 1200 American colleges and universities. Those who are interested should send 55¢ to the Superintendent of Documents, Government Printing Office, Washington 25, D. C. for a 248-page publication just issued by the U. S. Office of Education, entitled "Scholarships and Fellowships Available at Institutions of Higher Education."

It is well known that certain silicates such as the feldspars and beryl can be readily floated from quartz at a low pH value using a long chain cationic collector in the presence of a fluoride.1-3 However, the mechanism whereby the fluoride activates feldspars and beryl is not known. Indeed, only a few authors have even speculated about possible mechanisms.1,3,4 As a first approach to the problem, it is perhaps best to look closely at the interesting character of hydrofluoric acid and how it dissolves silica and silicic acid. Hydrofluoric acid, unlike hydrochloric acid, is a weak acid with a dissociation constant of about 3.53 x 10-4 at 25°C.5 The reason for the weak acidic character of HF lies in the very small size of the fluoride ion.6 The pKa value is 3.45 which means that at pH 3.45 half the HF is present in molecular form and half in ionic form. The anion present is probably HF2.-6 At pH values below the pKa value, molecular concentration increases rapidly at the expense of the HF2- anion. It is known that HF readily attacks glass, silicates, quartz and silicic acid. The equation usually cited pertaining to the first step in HF attack of silica is6-'

THE Board of Trustees, made up of three from each of the four societies, conducts the business com- mitted to United Engineering Society by its Founder Societies under its Charter, the Founder's Agreement and the Library Agreement. A draft of a budget of revenue and expenditures for the ensuing calendar year is presented each September to the secretaries of the Founder Societies for the information and comment of their governing bodies. After revision, the budget is adopted, by the incoming Board of Trustees at its meeting in January.

Introduction. THE New London copper mine, about 81, miles east of Frederick, Md., was visited by the Writers for a few hours in the spring of 1909 and the following brief notes on ore specimens collected are presented as a contribution to studies in chalcocite ores. For certain data on the structural and areal geology of this portion of Maryland the writers are under obligation to the unpublished notes and maps of Arthur Keith. The detailed study of the ores is the work of B. S. Butler. The deposit here discussed has many similarities to those of the Virginia district of Virginia and North Carolina, which have been described y Graton1 and Laney2, except that in the deposits of the New London mine chalcocite is by far the most important ore mineral, while in the Virginia deposits bornite is commonly-the most important sulphide. In the New London occurrence calcite is the most important gangue mineral.

THE Christy Creek clay mine of the General Refractories Co., in the Olive Hill District, ranks with the most important producers in the north-eastern Kentucky fire clay field, both from production of high-grade flint clay, as well as unusual extent and thickness of deposit. The property is but one of a number controlled by the General Refractories Co. in this district, but is given first consideration among them by the operating staff. Its total area is over 5000 acres, owned in fee or by lease of clay mining rights, and although mining operations have been in progress for over five years, scarcely one per cent of the ground has been worked as yet. The mine is near the southwestern end of the clay field, which extends in a belt 12 miles wide and 55 miles long, in a southwestern direction from Kenova, W. Va., which, as the name indicates, is at the junction of Kentucky, Ohio, and West Virginia. Olive Hill, where there is one of the l1Ulin plants of the General Refractories Co., and to which the clay from the mine is shipped, is about 26 miles distant from the mine. Connection is made with the Chesapeake & Ohio R. R. by a spur line . 8 miles in length, owned and operated by the company.

ABOUT one hundred were in attendance when Donald M. Liddell opened the session* on non-ferrous metallurgy at 2 p. m. on Tuesday. F. F. Col- cord was vice-chairman. For the first part of the session the chair was turned over to Frank G. Breyer, who introduced G. L. Spencer, Jr., to read his contribution (T.P. 378), "High Silica Retorts at the Rose Lake Smelter," which was an account of the method of manufacture of high-silica zinc retorts at the Rose Lake smelter, and of the service given by these retorts. The materials used are, by volume, 50 per cent clay, 25 per cent silica flour and 25 per cent grog. Written discussion of the paper by E. M. Johnson, W. R. In- galls and M. M. Neale was read by Mr. Breyer. Mr. Johnson explained that their practice in manufacture differed very little from Rose Lake practice, but that their retorts did not last as long, possibly because Eagle-Picher does not use a hydraulic retort press or sintered ore. He ascribes the longer life of silica re- torts to the fact that they do not bend under heat. Mr. Ingalls pointed out that silica retorts are no better as heat conductors than clay retorts, but that they do have a superior rigidity in the furnace. Most mineralized areas in the central San Juan Mountains, Colorado, are associated with the youngest subsidence structures in a large volcanic cauldron complex that formed concurrently with eruption of the surrounding ash-flow field. Two local types have been recognized: (1) fissure-vein deposits along faults characterized by relatively late movement, and (2) hydrothermally altered and mineralized areas associated with postsubsidence Fisher Quartz Latite centers. The first type has provided most production in the past; the potential of the second type has yet to be adequately tested.

DURING the summer of 1931, I spent four months in a study of the Willow Creek district, Alaska. This work was part of a general investigation of the territory contiguous to the route of the Government- owned Alaska Railroad. It was conducted by the U. S. Geological Survey to determine the real and potential merits of the mineral deposits, to stimulate development of them, and thus to increase the traffic on the Alaska Railroad.

ONE Of the most significant developments in the iron industry in recent years has been the discovery and opening of enormous reserves of low-grade ore in eastern and northeastern Cuba. The two principal fields are the Mayari and the Moa, situated on Nipe bay, in the Province of Oriente. A less well-known district of the same type is that of Baracoa, at the east of the island, and another is in Camaguey province in central Cuba. In the comprehensive estimates of the iron-ore reserves of the world, published during the summer of 1910 by the International Geological Congress in Sweden,' these Cuban deposits are estimated at about 2,000,000,000 tons. Certain it is that the reserve is a large one. The Spanish-American Iron Co., the Juragua Iron Co. (Bethlehem Steel Co.), the U. S. Steel Corporation, and others have been active in this exploration.. The Spanish-American Iron Co. has established a port for the handling of these ores at Felton, has built a railway 16 miles to the ore-fields, and has opened up deposits for steam-shovel mining. Its expenditures have reached an aggregate of about $6,000,000 in preparation for the handling of these ores. Shipment of the ore to Sparrow's Point, Md., has begun and may be expected to rise to a considerable amount in the near future. The ore reaches this point at a cost per unit of iron considerably lower than Lake Superior ores, and the presence of a low percentage of nickel gives a desirable steel. It is not the purpose of this article to consider these ores from a commercial stand-point, but rather to discuss their-origin. 1. Introduction.-The first part of this papers treats of the causes and the restraining of piping in steel ingots; the second& considers the causes and the restraining of -segregation; and the third proposes certain precautions in engineering specifications concerning these two defects. Into their causes I have looked carefully, with the purpose of arriving at rational methods of restraining them, and at efficient ways of detecting. and measuring the harm which they cause, so as to benefit the public by reducing this harm at once effectively and with the least expense to the manufacturer, and therefore in the end with the least expense to the consumer. In Part I., I infer that the pipe is chiefly due to what I, call the virtual expansion of the outer walls of the ingot in the early part of the freezing. I find that the upper and smooth-faced part of the pipe probably forms while the interior is still molten, but that the lower, steep, and crystal-faced part probably forms in metal which is already firm. Of the five causes which may co-operate to limit the depth of the pipe, I find that three-blow-holes, sagging, and the progress of freezing from below upwards-are usually effective. I find that the pipe may be lessened by casting (1) in wide ingots,; (2) in sand molds, especially if these are pre-heated (this is rarely expedient); (3) at the tops instead of at the bottom; (4) slowly; (5) and with the large end up; (6) by the use of a sinking-head or other means of retarding the cooling of the top; (7) by permitting blow-holes to form; and (8) by liquid compression.) Most of these I consider in some detail, and in particular I dwell on the advantages of casting with the large end up, and I propose certain administrative arrangements to permit this.
