First, a definition of a small scale miner is in order. The US Bureau of Mines classifies him as one who produces 360 t/d (400 stpd) of ore or less. In Canada, he would be refered to as a "junior company." Mexico identifies the small scale miner as one whose gross income from operations is less than $880,000 per year. A small surface mine in India employs less than 400 people, and a small underground mine employs less than 150. Peru considers a small scale miner one who produces less than 54 000 t/y (60,000 stpy) of ore. Obviously, the term is relative. What may be a small mine in one country is a medium or large mine in another. This lack of agreement is understandable since small scale mining does not often cross national boundaries. Rather, its effects are felt at the regional and local levels within each nation. Its importance doesn't lie with any huge contribution to the GNP or balance of trade. Instead, its value is as a local employer and as a frontrunner in geologic exploration.

1. INTRODUCTION. THE general impression regarding the preparation of merchantable anthracite is that it is confined to a colossal, grimy structure, called a "coal-breaker." This name is misnomer; for the desired result is not to break the coal, but to prevent its being broken. Preparation may be said to begin at the face of the chamber, with the mining and loading of the coal. Local conditions vary, not only in the same field or basin, but also in the same mine, so that there is no fixed empirical rule governing the method of blasting or cutting coal. Tests should be made, when possible, to determine the explosive, or the mechanical coal-cutter, which will produce the largest percentage of what are locally known as " lump " and " prepared sizes " of anthracite. The prepared sizes are those mostly consumed for domestic purposes. All other sizes might be called by-products of the anthracite industry; for they are not especially desirable, being the degradation resulting from the mining and handling of a brittle or laminated material. Being low in volatile combustible matter, anthracite burns most successfully when nearly of a uniform size, permitting the easy passage of air through the voids. This accounts for the large number of sizes into which the coal is separated. Table I. gives the various sizes, the diameter of ring over and through which each size is made, and the usual purpose for which it is employed.

NEARLY two hundred 'engineers attended the dinner given at the Hotel Pennsylvania on Monday-evening, Oct. 10, to the delegation from the American l3nginiering Societies to Great Britain and France when the John Fritz Medal was presented to Sir Robert Hadfield and to Eugene Schneider. Representatives of the British and French Governments ' and of foreign engineering societies gave to the event an international aspect unique in gatherings of engineers. Messages from men distinguished in science, statesmanship and diplomacy were read. Medals struck by the French Government were presented to the general chairman of the deputation, to the chairman of each' individual delegation and to the president's of the four Founder Societies. The meeting was regarded by engineers as formally ushering in a definite movement for world unity in the engineering profession. J. Vipond Davies, president of the United Engineering Society, acted as toastmaster. The speakers ,were Ambrose Swasey, Charles F. Rand, F. B. Jewett, A. S. Dwight, John R. Freeman, all members of the deputa- tion; and M. Gaston Liebert, French Consul General; Captain G. H. Armstrong, British Counsel General; G. G. Clapperton, representing the British Institution bf Electrical Engineers, and Prof. Jacques Cavalier, spokesman for the French universities. Among the engineers from other cities was Governor. James Hartness of Vermont.

DURING 1943, supplies of lead, like those of most base metals, moved from a position of scarcity to one of ample supply for all possible war requirements. The principal worry in the market, as 1944 began, was that surplus stocks might increase too rapidly to maintain price stability. The problem of postwar stockpiling had definitely entered the picture. The end of the year finds the lead industry having met all use demands, but not without depleting stocks to a critical low in spite of heavy importations. The principal reason for this dangerously reduced stock position is lack of adequate man power, which, without question, has become the lead industry's number one problem. This condition became obvious about the middle of the year, after Selective Service placed in effect orders that no deferments would be given employees under 26 years of age, and to a complacent attitude toward the industry assumed by the War Manpower Commission. It has become progressively worse since then. The WPB continued its policy, started during 1943, of easing restrictions on materials to be used for maintenance, repairs, and operating supplies. The policy of premium payments established by the Metals Reserve Co. was continued and, in spite of expressions to the contrary, has proved quite satisfactory. THE fall meeting at El Paso this year (Oct. 13¬15) will be of unusual interest due to the international atmosphere imparted by the many engineers from Mexico, who are making arrangements to attend this meeting. The meeting will be held jointly with the Western Division of the American Mining Congress. Cooperating in the program will be the representative society of Mexican engineers known as Centro National de Ingenieros of Mexico City, who are plan¬ning on sending many delegates and well known Mexican engineers to the convention. The cooperation of the West Texas Geological Society and the American Association of Petroleum Geologists has also been secured. Brent N. Rickard, manager of the El Paso Smelting Works of the American Smelting & Refining Co. at El Paso, Tex., is general chairman in charge of arrangements. He is receiving splendid cooperation from the Mining Department of the El Paso Chamber of Commerce and from the business people of El Paso, who feel highly honored in having these mining societies meet with them this year.

A two year study was made of the waste disposal of the pebble rock phosphate industry. Solid slimes are impounded in large settling areas and the process water is re-used. Clear effluent was not found to be toxic to fish, or animal life in field tests or in controlled experiments.

ALEXANDER BRYDEN Alexander Bryden, clean of engineers in the anthracite mining field, and a member of the pioneer Pittston family, was claimed by death Wednesday, September 26, 1917. The announcement was not a surprise, as he had been in a critical condition for several days. Mr. Bryden had been in failing health for a year past, but his indomitable will kept him at his accustomed duties until quite recently. Two weeks before his death he attended the regular weekly meeting of the Board of Directors of the Miners' Savings Bank in Pittston, Pa. At that time he apparently felt that his end was fast approaching, as he bade farewell to his associates on the bank board. Until a few days before the end, he continued to give attention to business matters at his home, in preparation for the end, which he met unflinchingly. In the passing of Mr. Bryden, northeastern Pennsylvania loses one of the best-known mining engineers, and the community, a man who, throughout his long life, was actively interested in its social welfare and business prosperity. He was for many years prominent in the management of the mining operations of the Pennsylvania Coal Co., and at the time of his death held the position of consulting engineer of the Pennsylvania and Hillside Coal. INTRODUCTION After a mining company has discovered a mineral deposit, the problem is then how to mine and process that deposit the best way. The principal problem facing managers or engineers who must decide on mine plant size, equipment selection, and long-range scheduling is how one can optimize a property not only in terms of efficiency but also as to project duration. Mine opti¬mization is dependent upon the interaction of con¬tributing parameters which leads to maximizing the net present value (NPV) Realistic mine planning is the key, to the analysis. The process is to be used when evaluating undeveloped properties or when a complete revamping of existing facilities is scheduled The proc¬ess is not intended for detailed mine design but rather for property evaluation and feasibility studies. The derivation of the various input parameters will only be discussed to the point where a meaningful correlation can be made with the overall analysis. The interrelationship of the parameters will be the central point because most company guidelines and financial analysts have their own standards when deriving the various inputs. Assume that the data is totally acceptable and pro¬vides at least the following categories of information and guidelines- (1) mineral and waste inventory; (2) geologic, hydrologic, and geotechnical criteria; (3) topographic layout including property boundaries; (4) metallurgical flowsheet, recovery and design criteria; (5) access, water, power, and environmental base-line study; and (6) financial constraints (minimum rate of return, payback period, etc).

The profitability of miscible flooding in a hypothetical target oilfield is examined. The major costs, including Windfall Prof it Tax, are identified and their re1ative importance are discussed. The sensitivity of profit to important physical and economic variables is evaluated and discussed, including variance in oil recovery, oil price, injectant requirements, injectant cost, and capital requirements. Economic sensitivities to important development and operating decisions such as timing, Spacing, Slug size, and gas recycling are also analyzed. The Windfall Profit Tax (WPT) as it applies to gas miscible EOR projects is reviewed. The effect of WPT on each of the various project cases is analyzed and the effect of reduced WPT on remaining production from existing operations is evaluated. Tax implications are compared for integrated vs. "independent" controlled projects and the alternative of expensing vs. capitalizing tertiary injectants is also evaluated. The impact of the Net Income Limitation in reducing WPT. during early and late project life is determined and discussed.

Fine colloidal gold near Carlin, Nevada is disseminated in leached carbonate strata of the Roberts Mountains Formation in the Lynn "window" of the Roberts Mountains thrust fault. The ore body is generally stratiform and is more or less conformable to altered beds near the top of the formation, underlying Devonian limestones. Two sequences of mineralization are recognized: ( 1) an earlier base metal-barite assemblage related to early Cretaceous intrusives (121 ± 5 m.y.), and (2) a later low temperature Au-As-Hg-Sb assemblage of near surface emplacement. The earlier sequence consisting of sparse galena and sphalerite in barite with anomalous amounts of zinc, lead, nickel and copper, associated with dikes of dacitic composition, is of little economic importance. The later sequence of gold, realgar, cinnabar, and stibnite associated with extensive silicification and argillic alteration of limestone beds, has resulted in important deposits of gold. Argillic alteration of hydrothermally leached carbonate strata has provided the environment in which the most prominent gold deposition took place. Carbonate minerals in the limestone host rock have been replaced by microcrystalline quartz and chalcedony to form stratiform silica masses and recrystallized lenses of euhedral quartz. Zones of porous silicification are light gray to white, elliptical in shape, and more or less follow bedding. Silicification is bordered by argillic alteration and pyritization. Deposition of gold usually lies in a zonal pattern that encircles chimney areas of silicification.

Binary alloys of titanium with silver, lead, tin, nickel, copper, beryllium, boron, silicon, chromium, molybdenum, manganese, vanadium, iron, and cobalt were studied. One-half-pound ingots of the alloys were prepared in an arc furnace, employing a water-cooled copper crucible, an argon atmosphere, and a water-cooled tungsten electrode. The half-pound ingots were fabricated by forging at 1700°F in air to 1/4-in. slab, followed by hot rolling at 1450°F to 0.060-in. sheet. Tensile properties, minimum bend radii, hardnesses, response to heat treatment and aging treatment, and phase relationships were determined for these alloys. EARLY in 1947, as one phase of the evaluation of materials for Air Force Project RAND, Battelle successfully arc melted Bureau of Mines titanium and obtained a few basic properties of unalloyed titanium and several titanium-base alloys. The low density, excellent resistance to corrosion, and high tensile properties of these materials stimulated a great deal of interest among metallurgists and designers seeking better materials of construction. As a result of this early work, Battelle, under contract with the Air Materiel Command, Wright-Patterson Air Force Base, has continued extensive studies of titanium alloys. The result of the first year's work is described in three papers. The present one deals with binary alloys, the second with ternary alloys, and the third paper with quaternary alloys. Melting Method The arc furnace for melting titanium and other refractory metals was developed at Battelle Institute under Air Force Project RAND. During the present work, considerable improvement has been made in the design and operation of this furnace for making small ingots of titanium and titanium alloys. The improved furnace design is illustrated by fig. 1, which shows a cross-sectional view with the dimensions of various parts and their relationship to one another. The essential features of the furnace are the inert argon atmosphere, the water-cooled copper crucible, and the water-cooled tungsten elec- trode. The melting crucible is formed by spinning 0.064-in. annealed copper sheet. A groove for an O-ring seal is spun into the flange of the crucible. A fiber gasket between the crucible flange and the water-cooled brass cover provides electrical insulation. The brass cover is fitted with a sight glass, an opening for the water-cooled electrode, and a tube through which the material is charged. Direct current is used for melting, with the positive electrical terminal connected to the water jacket and the negative terminal to the electrode. A typical heat is made in the new furnace as follows: Approximately, 0.20 lb of titanium under 2 mesh per in. and the alloy addition, if any is to be used, are placed in the bottom of the crucible. The cover is clamped on the crucible so that the O-rings make a tight seal. The remainder of the charge is placed in a glass bottle, and this is connected by a rubber hose to the charging tube of the furnace. The crucible and the charge are evacuated with a mechanical pump to a pressure below 50 mm of mercury, or less if desired, and held at this reduced pressure for 5 min. Hot water is circulated through the jacket during the evacuation period to assist in outgassing the crucible. Following the evacuation, tank argon of 99.92+ pct purity is flushed through the crucible for 5 min and then adjusted to give a positive pressure of 1 to 2 psi. During subsequent operation, an argon pressure regulator introduces only enough argon to compensate for the small leakage which occurs through a mercury trap. Re-evacuation and reflushing the melting chamber with argon produced a negligible reduction in contamination. Two 550-amp generators, connected in parallel, constitute the power source. Normally, about 800 amp are used for melting alloys which are not extremely refractory. The generators are set for 90 v open circuit and 200 amp. The arc is struck and the electrode is withdrawn to produce an arc of 23 to 26 v. INTRODUCTION An efficient refuse-disposal system is a necessary part of the modem cleaning plant. The large-scale refuse system and disposal area, engineered for the lifetime of the plant, has become more important due to the greater tonnages of refuse produced from increased quantities of mechanically mined and prepared coal. Laws and increased government regulations have affected the design and operation of disposal systems. THE EFFECT OF MINE AND PLANT OPERATION Refuse disposal starts at the mining face. The mining system, the type of roof support, the machinery used, and the degree of discipline at the face contribute to the amount and type of refuse that must be removed through the disposal system. Economies gained through modification of the mining system or mining machinery may be partially offset by increased dilution of the mined coal with impurities from associated rock formations. In some cases the change in the mining system and equipment has reduced the dilution. Spurred on by the very high demands for new crude supplies resulting from World War 11, the oil men of Kansas strained every effort in 1943 to find as many new pools as possible. In all, 1761 test wells were drilled, ,of which 895 were successful in finding new oil supplies and 32 in finding new gas supplies. The total number of wildcat wells drilled in Kansas was 577, including the so-called "extension wildcats," which are located less than 2 miles from production. As a result of the very determined effort to find new oil reserves, 49 of the wildcat test wells found new oil pools in western Kansas and 7 found new oil pools in eastern Kansas. There were 289 rank wildcat tests, and among these 28 were successful ventures. They are responsible for 26 of the new oil pools recorded for the year and 2 of the new gas pools recorded. The ratio of dry holes to producing wells among such rank wildcats is thus approximately 10 to I (289 dry and 28 good). This compares with a ratio of II: I in 1942 and 6:1 in 1941; the same in 1940 and 5:Iin 1939. With nearly all wells flowing to their maximum economic capacity, the total production for Kansas during 1943 reached a new high; that is, 107,700,000 bbl., compared with 97,000,000 during the previous year. Similarly, the amount of gas sold during 1943 made a new high point on the production curve. The total amount was 122 billion cubic feet, compared with about 98 1/2 billion cubic feet for the year previous. As usual, the large Hugoton field of south- western Kansas accounted for approximately half of the total gas production. Highlights of the Year Despite the fact that 56 new pools were found in Kansas during 1943, it must be admitted that the future reserves of the state have not been increased greatly. Most of the new pools seem to be of minor value, although it is admittedly impossible to gauge the future production of any pool in Kansas with any exactitude. Judging by the later performance of some of the pools found in 1942 and in 1941, less than five of the new pools are likely to make any great contribution to the state's future oil reserves. Taking up the counties of Kansas in alphabetical order, the following statements summarize the highlights of the year. In Graham County, the Morel pool was extended to the southeast and this pool now promises to become one of the important pools of western Kansas. Several of the older wells have already contributed more than I000,000 bbl. of oil, and such a figure is considered very satisfactory in Kansas. In McPherson County, important new reserves were found by persistent drilling in township 17 S., R. I. W., the most northeastern township of the county. Many new wells in older pools and discovery wells in new pools make this region look promising. The Lindsborg pool, which had a sensational revival during 1942, was also extended in a number of directions and has now become a rather large producing area with a fairly high future potential capacity.

FoR the convenience of those who do not care to enter into the details of this long essay, I begin with a summary of the most important results it presents. The extraction of silver by the lixiviation-process from ores which have been subjected to a chloridizing-roasting, is based upon the fact that silver chloride is easily soluble in solutions of sodium or calcium hyposulphite, and that silver is precipitated from such solutions by an alkaline sulphide, with regeneration of the hyposulphite salts. In case the ore contains lead a large portion of the latter is and dissolved, lead sulphate being soluble in hyposulphite solutions. If, at the same time, copper is present, the sulphides precipitated from the solution, contain silver, copper, and lead, a combination of metals not desirable for subsequent treatment. Mr. E. H. Russell, of Park City, Utah, is the inventor and the patentee in the United States and several foreign countries of a new lixiviation-process, based upon the chemical facts discussed in this paper. Mr. Russell has discovered that lead can be completely separated from a sodium hyposulphite solution, as lead carbonate, by sodium carbonate or purified soda-ash, without precipitating any copper or silver. After decanting the solution from the lead carbonate, silver and copper are obtained from it in the usual way. This method of separating lead prohibits the use of calcium poly-sulphide as a precipitant for the sulphides, because any calcium entering the regenerated lixiviationsolution would also be precipitated as a carbonate with the lead by soda-ash. Hence, a sodium sulphide must be employed. A full investigation has demonstrated that this is by no means detrimental. Sodium sulphide and hyposulphite are more advantageously used in the lixiviation-process than the corresponding calcium-salts. Establishment of a Bureau of Mineral Research at the Michigan College of Mining and Technology, initiated by the State of Michigan with legislation in 1951, is moving toward realization. The Michigan Legislature appropriated $24,000 to cover preliminary costs of plans and specifications for "engaging in a broad, widespread study of the beneficiation of lowgrade ores, of ore dressing, and all the problems of metallurgy that enter into such a program." Ralph C. Calder, of Detroit, who designed Michigan Tech's campus buildings, is preparing plans for the proposed Ores Research Building. Members of the college staff, Professors F. J. Tolonen, W. E. Keck, and Research Engineer Paul Jasberg are assisting in preliminary planning. C. Harry Benedict, retired chief metallurgist of Calumet and Hecla and a member of Michigan Tech's Board of Control, is assisting with technical details. Professor Nicholas Manderfield, head of the department of Mineral Dressing, was assigned to visit other research installations and suggest plans for the Bureau.

This study is concerned with the kinetics of selective oxidation of chromium in a commercial Fe-Cr-Ni alloy. Selective oxidation of chromium in this alloy, by use of a low oxygen-potential atmosphere, leads to the formation of a compact, protective layer of Cr2O3. This layer serves to protect this alloy from gross scaling when it is subsequently exposed to severe oxidizing conditions at high temperature. The interaction of low oxygen-potential atmospheres close to equilibrium with Fe-Cr and Ni-Cr alloys has been studied by others."' These studies werk concerned with the surface-structure variations under slightly oxidizing conditions. NO detailed study was made of the oxide scale formation kinetics, however. The alloy samples were cut from 0.012-in.-thick sheet, with an apparent surface area of 7.1 sq cm. These sheet samples were abraded through 4/0 metallographic paper, and washed in alcohol and acetone. The analysis of the sheet alloy is (in weight percent): 42 pct Ni, 5.5 pct Cr, 0.09 pct C, 0.18 pct Al, 0.36 pct Si, 0.26 pct Mn, balance Fe. The weight gain vs time data were obtained with a 2-g capacity fused-silica spring—cathetometer system. The spring deflection was optically magnified ten times before being read by the cathetometer. A sensitivity of about 0.01 mg was attainable. The spring was enclosed in a water jacket maintained at 60°C to minimize the effect of temperature changes. The sample was suspended from the spring with a fused-silica hangdown and was positioned in the thermal center of a mullite furnace tube. Sample temperature was read with the aid of a thermocouple placed outside the mullite tube and an inside vs outside temperature calibration. Temperature change during the course of a run was ±0.25°C, with a temperature gradient of less than l.O°C over the length of the sample. Total temperature uncertainty was no more than ±3.0°C. Alignment difficulties between the hangdown and radiation shields in the furnace tube required that the sample be positioned in the furnace when cold, and heated with the furnace until the temperature stabilized at the desired point. This required 5 to 6 hr, and was carried out in Matheson ultrahigh-purity hydrogen. Oxidation was started, after evacuation, by introducing a hydrogen-water vapor mixture, obtained by saturating hydrogen with water vapor at 31.00o ± 0.02oC. Oxidation was continued for 90 min. Gas flow was 300 ml per min during heat up and oxidation. Since only several milligrams of oxide are formed on each sample, chemical analysis of the oxide is difficult. A representative analysis is: 80 pct Cr2O3, 5 pct Fe2O3, 3 pct Al2O3, 4 pct MnO, 7 pct SiO2, 1 pct or less NiO. X-ray diffraction analysis of the oxide as formed on the alloy gives rhombohedra1 Cr2O3, and barely distinguishable amounts of a cubic spinel phase, and possibly AlZOs and SO2. The identification of these latter two compounds is by no means certain. The spinel phase could be based on iron or manganese as these elements are present in significant amounts in the oxide. The results of the kinetic studies using 31°C dew-point hydrogen-water vapor mixtures were found to conform to a parabolic rate law. In many cases the parabolic plot consisted of two intersecting straight lines, defining an early and a late rate for a particular run, and in the other cases the parabolic plot consisted of one straight line for the entire run. The slopes of the various straight lines were determined by the method of least squares. Reproducibility of the data was good enough for multiple runs at the same temperature such that the value given for the rate constant is the average for two or more closely similar values, rather than widely varying values of the rate, where more than one determination is indicated in Table I. The exhibition of only one or of two rate constants during a run can happen at the same temperature. Thus, Table I shows that at 11'74°C a single rate constant was obtained from one sample, while other samples oxidized at the same temperature gave an early and a late rate constant. It should be noted that the single rate constant corresponds very closely with the early rate constant. This is also true at 1153°C. The time at which the late rate started to appear was variable, usually occurring 20 to 40 min after oxidation had started.
