PERSONNEL work is a term recently introduced to cover the great variety of activities in industrial work that deal with the human factor. Much attention has been focussed upon individual phases of personnel work, such as accident prevention, sanitation, "welfare" work, reducing labor' turnover, and so on. In most cases these activities have been carried on as though they were distinct and separate fields; as a matter of fact, they are only different phases of the single problem of human engineering, and each has important and fundamental relations with the others. Thus, for example, high labor turnover is one of the most .important causes of a high accident rate, and unsatisfactory housing conditions are an important cause of labor turnover. In the early stages of the study of these problems, it was necessary to take them up separately; the time has now arrived at which it is desirable to consider them as a whole in order to bring them into the right relation to each other. When thus considered as phases of an interrelated whole, they may be grouped as personnel work. A discussion of the importance of personnel work as a means of in creasing dividends in industry may be objected to by some as a too materialistic way of looking upon work that is humanitarian. Nothing could he more mistaken than such an opinion. Humanitarianism, per se, has no place in industry, and nothing is gained and much is lost in pre tending that it has. The only reason why a corporation engages in business is to make profits, and any activity of the corporation that does not tend either directly or indirectly toward that end is poor business. It is equally poor business to overlook any activities that do tend indirectly to the making of profits. On this basis, personnel work can be justified as a corporate activity; there is no justification whatever for abstract humanitarianism from the business standpoint. One characteristic of the American workman is a general high level of intelligence, and it is an insult to intelligence to ask a man to believe that anything so impersonal as a corporation is really desirous of benefiting

Models of photoelastic material were made to simulate a mine roof that had cracked over the edge of the pillars and at the center of the span. Models were restrained from moving laterally outward so they acted as flat arches. Uniform loading was approximated by loading the models along the bottom at eight points spaced equally along the span. It was found that for models with depth to span ratios of 1:3 to 1:6, the maximum stress at the top of the center crack could be calculated directly by the following formula: Elastic stresses in mine roofs composed of sedimentary beds are usually computed by assuming that the immediate roof bed acts as a fully restrained beam uniformly loaded by its own weight and by overlying strata. Very little work has been done to analyze stresses in roof beds or beams which contain vertical (normal to the span) or nearly vertical cracks. Yet every mining engineer has walked safely under roofs that show such cracks. As far back as 1933, Bucky' made model studies of the effect of vertical cracks on the behavior of horizontal strata. He did not make any analysis of the stresses but did show that a cracked beam will stand safely under certain conditions, and also showed that a beam restrained at the ends can crack over the supports and in the middle without collapsing as long as the ends of the beam are not free to move laterally outward. The beam, or rather, part of the beam, acts like a flat arch and supports itself by pushing outward at its supports. In 1941 Evans2 treated analytically the problem of a beam cracked along so many planes perpendicular to the axis of the beam that no tensile stress can operate. He named this type of beam a "voussoir-beam" by analogy to the voussoir-arch. In 1962 ~a~cocks~ modified Evans's solution by including the effect of the shear stress component of the resultant force at the abutment. My topic, Recent Developments in the Design of Electric Mine Locomotives and Mining Machinery, does not require me to go into a general review of electricity as applied to the mining industry. Interesting as that subject always is, what I might say in regard to it, by way of introduction, would be unnecessary use of your time, since such facts are familiar to all. First, we will consider the recent development of the electric mine locomotive. We may well pause for a moment to reflect upon its importance to the coal-mining industry of to-day. With the dawn of the electrical age its advent was inevitable. Our practical interest is aroused not so much by the first crude effort as by the great efficiency attained during the 30 or more years since the electric locomotive made its first appearance. To judge accurately what it means to coal mining, and through coal mining to the industrial field at large, we would have to know how many of these locomotives are in use throughout the country and their aggregate daily performance, and then compare the results with what could be expected with other forms of power. Such data are lacking, but it requires no statistician to make it evident that the electric mining machine is a tremendous factor in modern progress, and that without it the work of the world could never have reached its present magnitude. Not only has the electric mine locomotive served its own special branch of usefulness, but incidentally it has solved in the main the whole problem of electric transportation. It is but a step from the triumph of a 25-ton locomotive leading a long train of loaded coal cars from a mine to the electrification of common carriers. We may or may not be near any great change in this respect. Economical reasons may hold it back for an indefinite period. But the fact remains that in the development of our mine locomotives we have met this larger emergency, in mechanical type and efficiency, whenever it may come.

High purity (99,95) Ni-51 wt pct cr eutectic alloy was unidirectionalty solidified at rates of 0.1 to 8 in. per hr. The resulting material was characterized by large grains, approximately 0.5 mm in cross section and extending through almost the entire length of the specimen, parallel to the growth axis. Swaging to 40 pet reduction in area, followed by a 30-min anneal at 1000c to remove residual cold work, increased the 0.2 pet yield to 260,000 psi at -196°C, dropping to 35,000 psi at 850°C. In this investigation we have evaluated the mechanical properties of the unidirectionally solidified fec-bec eutectic Ni-Cr. In most mineral enterprises, what is the progress, and shift in responsibilities, as the young engineer advances in the corporation? You are all familiar with the normal pattern-in mine production from level boss, to shift boss, to superintendent to manager; in milling from test engineer, to shift boss, to foreman, to superintendent and then manager; in engineering from surveying on to Chief Engineer; and all then aspire to the corporation presidency. Note the shift-from purely technical jobs, say in the first five to ten years in the profession, to administrative positions for 30 to 40 years. What is the average preparation given to mineral engineering students, who can look forward to about 30 years of administrative work? From the catalogs of 21 institutions, offering 36 curricula of four years length, in mining and/or metallurgy, requiring the equivalent of about 150 to 160 semesterhours for graduation, the following results were obtained: Average number of semester hours of economics, 3 hr. Range of requirements, 0 to 8 hr. Thirteen curricula do not require any economics. Accounting and business law, average: 1 semester hr, 26 curricula do not require business law or accounting.

THE iron-ore deposits of Russia were estimated at 2,200,000,000 by the Russian Geological Survey, in 1910; but this estimate must be considered as being far too low. The estimate for Siberia, which had been explored very little for iron ore, was placed at about 27,000,000 tons. The exploration, in 1912-14, of the three iron deposits-Blagodat, Baakal and Kamensk-raised the estimate of the iron-ore reserves or the Urals from 282,000,000 tons to about 400,000,000 tons. Conservative estimates of the explored deposits made by the writer in 1915, gave the following figures: Southern Russia 900,000,000 tons, Ural Mountains 500,000,000 tons, Central Russia 900,000,- 000 tons, Siberia 100,000,000 tons, Caucasus 20,000,000 tons, or a total of 2,420,000,000 tons of iron ore, or 1,200,000,000 tons of pig iron.

Problems involved in applying wet scrubbers to gas cleaning coal dust from thermal dryers are reviewed. Careful consideration of all the elements going into a modem coal preparation plant is required in view of the increasing difficulty of applying suitable gas cleaning equipment. This problem arises not only from the presence of finer coals to be handled, but also from the pressures applied by both the general population and the plant operators to improve the standard of gas cleaning performance. The Peabody scrubber is presented by the author as a machine designed to help improve this cleaning operation. Wet scrubbing of fine coal from thermal dryers poses a number of problems in adapting the gas cleaning equipment to the fine particulate matter. Among them are: 1) Dust in gases leaving the thermal dryer cyclones is often extremely fine with high percentages of total dust loading less than 1p in size. 2) Flue gas entering the scrubber is corrosive since the coal fired in the thermal dryer furnace is in the range of 0.7% by weight sulfur or higher. Therefore, comparatively high cost stainless steel alloys or corrosion resistant linings are required for a satisfactory service life. 3) Requirements for residual coal loadings leaving the gas scrubber are continually being lowered, while modern coal preparation operation is imposing heavier burdens on the collection system through introduction into the thermal dryer system of very fine coal previously not recovered. The advent of flotation systems in increasing numbers is typical of this trend. 4) Installation of a scrubbing system on thermal dryers is made primarily to reduce air pollution and product recovery value is of little or no value. Therefore, the operating costs of gas pressure drop and water requirements must be held to a minimum. We have, then, the basic situation which calls for comparatively high cost stainless steel alloy wet scrubbers, which must be highly effective in removing coal fines particularly in the 0 to 5-p size range. Further, the standards of scrubber performance are continually being raised towards the level where gas discharged from the scrubbers must be essentially free of any coloration due to residual dust. In view of the highly refractive nature of fine coal dust, residual loadings of 0.01 grains per cu ft or less are required to provide a color free discharge gas. In the present specifications under consideration a residual coal loading of 0.05 grains per cu ft would be considered color free, since the discharge gases are saturated in the range of 150°F. The steam plume acts as a masking agent at the point of discharge, and upon dissipation of the 150° saturated vapor stream, the effluent gas stream could be essentially color free. The specification under consideration calls for residual solids loading of 0.05 or less grains per cu ft, given a coal size distribution shown in the basic data in Table I. It is noted that the dust laden coal stream has a size distribution by weight of 33% in the 2 to 5-p size range and 55% in the 0 to 2-p size range. WHEN Vice-chairman Calvert Townley calls the next meeting of the Executive Board of the American Engineering Council of the Federated American Engineering Societies to order in Washington on Sept. 30, it will be the first meeting in that city for almost a year. It is probable that the Board will decide at this meeting whether future board meetings will be held regularly at the headquarters in Washington or whether the plan of meeting at various engineering centers throughout the country, as has been done during the past year, will be followed. The most important business coming before this .meeting will be the election of a president to succeed Herbert Hoover, who resigned after he became Secre¬tary of Commerce. Nominations to fill this vacancy were ordered 'at the last meeting of the Executive Board, to be reported at the September meeting. Special attention will be given the plans for the engineering assembly, extension of employment service, question of licensing and registration of engineers. The engineering assembly, committee has been appointed, with A. P. Davis as chairman, the other members being Philip N. Moore, L. P. Alford, John C. Hoyt and F. A. Vaughn. This committee will work out detailed plans for an assembly to be held in con¬junction with the annual meeting of the American Engineering Council in, January. Tentative plans provide for a three-day session; one day to be given to special meetings of the executive boards of member organizations and committees of the American Engineering Council; one day to the sessions of the American Engineering Council; and at least one day to discussion of some, special topic.

AN IMPORTANT innovation in Alabama in the semi-longwall type of coal mining as applied to low-dipping thin seams has been introduced by the Galloway Coal Co., mining the Mary Lee high-ash seam which averages only 26 in. thick. The property is their Mill Creek mine, near Carbon Hill, Ala., in the Warrior coal field. The results, although not final, indicate that roof conditions can be successfully handled by this method without loss of walls, with a rate of recovery much above that possible with the room-and-pillar method, and at the low production cost necessary for this grade of coal. Double cross-headings are turned off a main haulageway on 60-ft. centers and driven 40 ft. wide with thin chain pillars between. These double entries are turned at 525-ft. intervals, leaving a solid block of coal 440 ft. across; that is, from the outside of one pair of headings to the inside of the next pair is 440 ft. The bottom, which consists of hard fireclay, is taken in these entries 8 ft. wide and 4 ft. deep for head room.

The microstructure in cold-rolled Zircaloy-4 sheet has been characterized by transmission electron microscopy and X-ray diffraction line-broadening techniques. The rate of work hardening is measured in terms of microstrains, particle sizes, micro hardness, the tensile yield strength. The tensile yield strength of Prestrained (less than 10 pet) Zircaloy-4 sheet is found to be a linear function of the square root of the dislocation density, us predicted by work-hardening theories. ZIRCALOY is one of the most important structural alloys for nuclear reactor applications.''2 In order to understand the effects of the nuclear environment on Zircaloy structural members, the preirradiation microstructure must be characterized. This report will describe the substructure existing in cold-rolled Zircaloy-4 sheet as observed by electron microscopy and by X-ray diffractometry. I) EXPERIMENTAL PROCEDURE Commercial Zircaloy-4 strip was cold-rolled and annealed in argon at 760°C for 1 hr. The annealed sheet was again cold-rolled to a maximum of 50 pct reduction in thickness with segments of the strip being retained after 2.5, 5, 10, and 20 pct reductions. One-inch-square portions were chemically polished (50 parts HNO3, 50 parts H2O, 10 parts HF) and mounted onto lucite blocks using double-sided tape to prevent bending during handling. Thin foils suitable for transmission electron microscopy were prepared from each of the sheet samples. The sheets were mechanically polished through 600-grit paper to a 3 to 4 mil thickness and were chemically polished by immersion for 1 to 2 min in a solution containing: 50 parts HNO3, 50 parts H2O, and 10 parts HF, and rinsed in distilled water. The final metallographic procedure was to electropolish for less than 10 sec with an electrolyte of 10 parts perchloric acid and 90 parts glacial acetic acid, at 20 v, at room temperature using stainless-steel point cathodes and a vigorous stirring action. These foils were examined in a Philips EM 200 electron microscope using a 100-kv accelerating voltage.

D. K. Deardorff and Haruo Kato (U. S. Bureau of Mines)—We wish to refute the 1875" 20°C value that Giessen, et al., report as the transformation temperature of hafnium. Although these authors state that their work along this line will be reported later, we can't leave their value undiscussed, for we believe it to be 125°C too high. Our value of 1750° 20°C, which the authors mention, has been substantiated in our laboratories by the use of three other methods. The first method of substantiation was by heating and cooling curves using a hafnium/tungsten thermocouple, the couple having first been calibrated against a t/Pt-10 pct Rh couple. The second method was by quenching and metallography of dilute Hf-Ta alloys. The third cussion, it may be pointed out that the observations of Rogers referred to large unidirectional strains where the internal cracks or voids appeared only after a strain of 32 pct or more. On the contrary the internal fissures observed, as a result of fatigue cycling, occurred for a total extension of some 5 pct and furthermore followed the directions of the slip zones. Finally, it is not our contention, as implied in Dr. Alden's last paragraph, that the tensile stress is an important factor in crack propagation. Indeed, in connection with the reference to the companion report, special note is made of the fact that "Deformation was apparently concentrated in grains which have a slip plane nearly perpendicular to the specimen axis and thus near the plane of maximum applied shear." This dependence of the growth of fissures on the orientation of the slip planes with respect to the direction of maximum applied shear is clearly shown in work on the torsional cycling of single crystals which has been submitted for publication. method was by heating and cooling curves with W/W-26 pct Re thermocouple. Counting the original resistometric method, four different methods have yielded 1750" 20°C as the transformation temperature of hafnium. All our work on determination of the hafnium transformation temperature has shown that the specimen under test must be quickly heated to and through the transformation temperature if the lowest possible transformation value is to be determined; otherwise a higher value not representative of pure hafnium will result. Speed was emphasized in all methods. In our resistometric work the corresponding voltage, amperage, and temperature readings were taken quickly and the transformation temperature was usually reached within 5 min total heating time. AS with Phil Kraft, referred to on this page last month, travel has always held a great fascination for Raymond Frank Baker and for that reason he determined to become a geologist. He had heard that geologists travel and that was what he wanted to do. Now as chief geologist for The Texas Co. his early wish has been fulfilled-he spends almost one third of his time journeying' from one oil field to another. Mr. Baker was born in New Haven, Conn., on Jan. 11, 1892, and went through the public schools in New Britain. A stalwart New Englander, he attended Yale and in 1912 received a degree in civil engineering. For a year following this he worked as a civil engineer for the New York Central Railroad, but his early urge to travel widely could not be satisfied here. So in 1913 he re-entered Yale and until 1916 studied mining and economic geology. He had a little taste of field work, which later became so enjoyable to him, in the summer of 1915 when he worked with the U. S. Geological Survey as a geologic aid. THE solids fluidization process brought out by the Standard Oil Development Co. in the early forties for catalytic cracking of petroleum enabled rapid transfer of large quantities of heat from gases to solids under closely controlled temperature conditions. As the technique developed, it was natural that applications for the process outside the petroleum industry would be sought. The calcination of limestone to ' quicklime requires the transfer of a large quantity of heat at high and closely controlled temperatures. For these reasons, this possible application was one of the first to be investigated. Laboratory work conducted by the Dorr Co. indicated that lime produced by solids fluidization would be of exceptional quality. Calculation of theoretical heat balances showed that savings in fuel could be expected. Accordingly, a pilot plant of 10 tons per day capacity was erected by the New England Lime Co. at Adams, Mass., to substantiate the process. Operation of the pilot plant, previously described,1 showed that excellent lime could be produced with a saving in fuel. The work also indicated the necessity of preparing feed to remove the finer fractions if dust losses were to be held to a tolerable level. A single-stage fluidized solids drier-stripper was developed to accomplish this sizing.2 Subsequently a commercial lime reactor was erected at Adams, beginning operation in June 1949, followed by air sizer facilities completed in November 1951. This paper will describe these two applications of solids fluidization. The raw material for preparation of lime by the fluidizing process is a high calcium crystalline lime stone having the approximate chemical composition shown in Table I. The stone is first prepared by crushing and grinding in conventional equipment to pass a 6-mesh sieve. After crushing, the material is sent to the FluoDry unit for drying and dedusting. Fluidized Drying and Sizing As shown in Fig. 1, the FluoDry unit consists of a 1/4-in. cylindrical steel shell, 9-ft ID by 22-ft 6-in. overall height. Attached horizontally at the bottom is a 6-ft diam combustion chamber, approximately 7 ft 6 in. long. A refractory constriction dome, consisting of first-quality fire brick shapes, partitions the inside into two sections. The lower section is called the windbox and the upper the bed compartment. The vertical wall of the shell is lined with 6-in. first-quality rotary kiln blocks. In the bottom of the windbox a hoppered section is formed with castable refractory to permit the windbox to be readily cleaned via a 6-in. screw conveyor. The combustion chamber is similarly lined with refractory shapes. On the 6-in. diam section, 4 1/2 in. of insulating brick, HW-26, are used. The inner combustion chamber is lined with 4 1/2-in. OCTOBER will be western month for the Institute. With meetings at Spokane, Tulsa, Los Angeles, and San Francisco, and with a large number of American Institute of Mining Engineers members and their families in the party sailing out through the Golden Gate to Japan on the afternoon of the tenth, the major activities of the Institute will, for this month at least, be west of the Mississippi. Despite cancellations due to necessity, most of the officers of the Institute will be present and taking part in some one or more of the Western meetings. Prof. Robert S. Richards, our senior past-president, will attend both the Spokane and San Francisco meetings and then go to Japan. President Bradley will preside at the San Francisco meeting and then head the party going to Tokyo. At Tulsa and Los Angeles, the principal officers of the Petroleum Division will be present and active and at all the meetings, directors, ex-directors and -present and past officers will be on the job and keeping things moving.

I must tell you at the outset that I come to this conference deeply disturbed at the 'role of Government in international dealings in mineral and energy resources'. I am disturbed by- the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the constant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

METALLURGISTS have long believed that martensite in steel forms as plates along the octahedral {111} planes of austenite. Much has been written about mechanisms whereby units of the austenite lattice are pictured as transforming to martensite by shearing movements initiated along the octahedral planes of austenite, supposedly resulting in plates of martensite lying parallel to these planes of shear. A critical inspection of two or three photomicrographs of quenched hypereutectoid steel led us to the conclusion that the orientation habit of martensite, at least in hypereutectoid austenite, could not possibly be octahedral. Inasmuch as recent studies30,31 of the martensite-type reaction in nonferrous alloy systems have established the irrational orientation habit as characteristic of this type of lattice transformation, the need for a thorough restudy of the crystallography of martensite formation in steel was evident. The present paper reports the results of such a study, extended to include both cementite and some of the products of constant-temperature decomposition of austenite. A hybrid finite element-boundary element code with eight noded isoparametric finite elements and three noded boundary elements is described for plane strain and linear isotropic elasticity. In the direct formulation of the Boundary Flement Method, quadratic variation of geometry and displacements, and linear variation of tractions with respect to the element intrinsic coordinates are used. The boundary element region is treated as a "super-element" in the finite element sense.

CLASSIFICATION OF EXPERIMENTAL WORK The experiments performed may be grouped for purposes of description under the following general -headings: I. Collecting agents. a. A method for quantifying collecting effect. b. Coating with undissolved collecting agents (oils) c. Action of dissolved collecting agents. II. Frothing agents. a. A method for quantifying frothing effect. b. Relation between frothing effect and chemical composition. III. Inorganic reagents. a. Methods of studying the effects of these reagents. b. Effect on slime dispersion. c. Effect on sulfides. SUMMARY OF THE ORIGINS OF PRESENT-DAY FLOTATION PRACTICE The first practicable, foolproof method of froth flotation was described in U. S. patent 835120, issued in 1906 to Sulman, Picard and Ballot, and in the equivalent patents in other countries. A number of less simple methods of producing the same result had been described previously in patent publications and otherwise.1 The reagents specified in all of these early patents were "oils" and, in addition, some inorganic substance, usually an acid. The quantities of reagents recommended and added were enormous when' compared with those used today.
