Excessive build-up of methane and water pressures was identified as the leading cause of some Q/the roof falls in a coal mine in the eastern Transvaal. In order to characterize the migration of the methane and water into and around the mined coal seam, a laboratory investigation of the permeability of the roof strata was undertaken. The aim of the investigation was to correlate changes in the fades with changes in permeability to enable the prediction of possible zones of pressure buildup. The tests were carried out on samples from borehole core that had been obtained from the roof strata as part of the mine exploration programme. Permeability measurements were then conducted under atmospheric and triaxial-stress conditions. For the tests under atmospheric conditions, a modified Ohle cell was used and, for the tests under triaxial-stress conditions, a modified Hoek cell was used. The liquid equivalent permeability?s of the different samples were obtained by use of ASTM D4525- 85, and these were then used as a basis for comparison. Facies type, i.e. grain size, was found to have an influence on the permeability but, owing to the variable nature of the sediments, a range of permeability rather than a specific permeability value was associated with each type of Jades. The measured permeability was bound to decrease with an increase in gas pressure. The liquid equivalent permeability was bound to increase with an increase in grain size for the coarser-grained Jades, and to decrease with an increase in grain size for the finer-grained types. The application of an external stress regime to the sample was bound to reduce the permeability, but the amount of the reduction depended on the type of stress. The permeability was also found to depend on the recent stress history of the sample. The authors conclude that the methods described are useful for the correlation of facies type with permeability, but that the results are sensitive to changes in locality.

The U.S. Bureau of Mines (USBM) evaluated empirical equations that predict fragmentation from underground stope rounds. Controlled blasting is necessary for creating leaching stopes that maximize the recovery and minimize backbreak of the perimeter wall. This paper presents the fragmentation results from one of the three drop-raise blasts used to develop a reduced-scale cylindrical stope, 1.8 m in diameter and 6 m in height. The stope is located in the Colorado School of Mines Experimental Mine (Edgar Mine) in Idaho Springs, Colorado. This stope is part of a USBM research effort to determine the feasibility of incorporating in situ leaching of rubblized stopes into active underground metal and nonmetal mines.

The most important event affecting the United States coal industry in 1993 was the strike by the United Mine Workers of America (UMWA). This was a series of selective strikes, beginning with a strike against four Peabody Holding affiliates on Feb. 2, following unsuccessful contract negotiations between the UMWA and the Bituminous Coal Operators' Association (BCOA). Although that strike ended on March 3, the failure to reach a new contract agreement led to walkouts at several Midwestern mines on May 10. During the summer, the strike expanded to include mines of 13 companies in seven states including Ohio, Pennsylvania, Illinois, Indiana, Kentucky, Virginia and West Virginia. About 17,000 miners were idled during the strike. As the prospects for a settlement diminished, the Secretary of Labor appointed a federal mediator. The mediation resulted in a five-year contract. In addition to increases in wages and pensions, it was agreed that 60% of new job openings would be filled by laid off and active UMWA miners. In return, companies won the right to establish more flexible work rules and scheduling of miners. While some health care benefits were expanded, the agreement established a new health care system that was designed to reduce costs. Preliminary Energy Information Administration (EIA) data indicate that US coal production fell by 5% in 1993, to 859 Mt (947 million st) (Table 1). The strike was one of the primary causes of the decline in production. Another significant cause was a 27% decline in coal exports. Also, a very small displacement of domestic coal production resulted from a rise in coal imports.

"Blasting is a principal step in the surface mining process for breaking and, in the case of overburdencasting, moving rocks and minerals. As many surface mines are coming to the end of theiroperational life, blasting can once again play an important role through the earthmoving operationsrequired to rehabilitate the minesite. Since blasting is such an energetic and destructive process, itis difficult initially to envisage its use in rehabilitation. However, blasting has found applications inmany civil engineering projects aimed at rehabilitation, including well digging, channelling and soilcompaction. For surface mine rehabilitation, the main purpose of earthmoving operations is toproduce a stable landfonn that will sustain revegetation. In particular, blasting can be applied toreducing the slope of steep walls left by quarrying and open pit mining through a modified form ofthe overburden casting technique. Blasting can also be applied to breaking up pit floors andbenches to speed and improve revegetation of these areas (subsoiling)."

The U.S. Bureau of Mines estimated the potential availability of titanium from 39 mines and deposits in 12 market economy countries. The evaluated properties account for 76 pet of the market economy country demonstrated resources, which total 603 Mt of contained titanium dioxide (Ti02) in the minerals rutile, ilmenite, leucoxene, and anatase, and represent 95 pct of current production. Approximately 250 Mt of contained Ti02 could be economically recovered from evaluated titanium operations at January 1992 market prices. In terms of mineral concentrates, this equals approximately 19 Mt of rutile concentrate, 110 Mt of ilmenite concentrate, 47 Mt of synthetic rutile concentrate (in addition to the ilmenite), and 160 Mt of titanium slag that could be recovered. Over the past decade, the titanium minerals industry has adapted to the changing market. In the 1980's, titanium producers expanded production because of the rising demand for titanium products. Today, the titanium industry is in a state of overcapacity, and byproduct revenues, such as that from zircon, have become essential in keeping operations profitable. The industry has also witnessed a greater dependence on upgraded ilmenite products, such as titanium slag and synthetic rutile, because of the expense of rutile and the lower wastes emitted from these upgraded products. As a result of this dependence on upgraded ilmenite products, South Africa has become a leading titanium producing country and has displaced Australian production.

Designing rigging systems for complex castings has been more of an art than a science. Foundrymen have used thumb rules based on past experience to develop working designs. Of late, attempts are being made to formalize the procedure through the use of rule based expert systems, process modeling and other tools. Designing risers is one of the challenges of the rigging system design. Once the riser location have been determined, an optimization technique coupled with a casting simulation code can be used to determine the optimum riser dimensions. The main drawback of using a finite element or a finite difference based process simulation code along with the optimization routine is that the computation time involved is too large. Such an approach, thus, is unrealistic for practical situations where different options have to be explored and conclusions drawn in a short period of time. This difficulty has been avoided in the present work. The optimization scheme has been coupled with a modulus based solution routine to optimize the riser dimensions. The modulus calculations provide a good and quick estimate of the freezing time at different points in the casting. A functional, obtained from these freezing time values, is minimized by altering the dimensions of the riser until an optimum shape is obtained. Some examples have been included to illustrate the utility of this technique.

Vermiculite is the mineralogical name generally applied to a group of hydrated, trioctahedral ferromagnesian aluminum platty or micaceous silicate minerals. In microscopic particles the mineral as mineral is differentiated from montmorillonite by a higher Si:AI ratio of approximately 3:l and a higher layer charge and higher cation exchange capacities. Commercial vermiculite, the vermiculite which is mined, beneficiated, and discussed in this chapter, is an important industrial mineral which is formed by the alteration of macroscopic particles of biotite and iron-bearing phlogopite. In natural form it has the size and shape of mica, while possessing the ion exchangeable properties of zeolites and some clays. Within the internal structure of vermiculite lie water molecules, which when rapidly heated to high temperature, transform into steam causing the vermiculite particles to increase in volume. This process of thermal exfoliation produces a lightweight product which finds use in various construction products, agriculture, horticulture, and other industrial applications. In exfoliated form it has the low density and biological inertness of expanded perlite, while maintaining a chemically active surface. Most of the uses of vermiculite are for the thermally exfoliated material. In addition, the cation exchange potential of vermiculite and its layer-silicate structure are properties which can be used as the basis for numerous products including intumescent coatings and gaskets, inorganic films, and the treatment of nuclear and other toxic waste. When chemically and physically modified, it possesses some properties common to organoclays and synthetic compounds. In high purity concentrates and manufactured products, these properties can be altered and optimized in applications to produce superior performance. GEOLOGY Mineralogy Vermiculite was first described as a mineral by Thomas H. Webb in 1824. Webb believed vermiculite to be a variety of talc and described its diagnostic property of thermal exfoliation thusly: "If subjected to the flame of a blowpipe, or that of a common lamp, it expands and shoots out into a variety of fanciful forms, resembling most generally small worms having the vermicular motion exact." Observing that with one exception, all commercial vermiculite has formed by the alteration of iron-bearing phlogopite, a simple definition of vermiculite might be the alteration product of trioctahedral micas, macroscopic particles of which display marked exfoliation when heated rapidly to temperatures above 374°C (the critical temperature of water). The first vermiculite described was found near Worcester, MA, but it was later pointed out by Brush (1866) that vermiculite had been known for some time in Japan as a children's novelty. Because the techniques for mineral analysis were somewhat primitive com- pared to those routinely available today, and because the structure and crystal chemistry of the micas and related minerals were not widely understood, the early literature generated at least 20 "new" minerals which were nothing more than variations in the color and chemistry displayed by vermiculite. Trade names such as Dugarlite, Mandolitem, Strong-LiteTM, and Zonolitem are sometimes used to denote commercial vermiculite, thermally exfoliated vermiculite and their products. Vermiculite particles resemble mica and vary in color from colorless through tan and green to black, depending on the chemical composition. Most physical and optical properties are close to those of biotite, with perfect basal cleavage, hardness between 1.5 and 2.5 Mohs, and specific gravity between 2.2 to 2.8. Fine-sized particles will feel talcose, especially when wet. However, for commercial vermiculite the diagnostic test is that of thermal exfoliation. Vermiculite can display a wide range of compositions, depending on the composition of the original mica and the change of chemistry during weathering and ion exchange. Chemical data for some commercial vermiculites are given in [Table 1]. There are numerous analyses for vermiculite given in the literature, and the analyses of vermiculites from commercial deposits will fall within the range indicated by the average analysis in the table. Many analyses separate the adsorbed water (H2OP) from crystalline water and water as hydroxyl (H20+). The basis of separation of adsorbed water is generally considered to be 100°C. However, hydrate water within the vermiculite interlayer begins to be lost at 75°C and lower. Therefore, measured water content and loss on ignition are combined in the table as H20[total].

The mesothermal quartz-scheelite lodes of the Wakamarina valley are one of twelve known mined or prospected gold-bearing areas in the Marlborough Schist. Recorded production was 556 kg gold, a little silver, and c. 390 t scheelite. 134 m of the 1800 m long Golden Bar reef are accessible in the No 2 level of the Golden Bar mine. The reef is a typical multi-banded mesothermal vein, mostly c. 1.75 m wide, enclosing narrow horses of schist country rock. Scheelite is sparsely distributed, and is more common in small veinlets in the hanging wall schist. The country rocks are textural zone I-1m schists of prehnite-pumpellyite to pumpellyite-actinolite metamorphic facies. Their geochemistry suggests they are part of the Caples Terrane, and of calc-alkaline volcanogenic arc origin. The associated Wakamarina Quartzite is strongly recumbent folded, and of the same metamorphic grade, with abundant pumpellyite, stilpnomelane, and garnet, presumably spessartine. Although it has geochemical signatures of a deep sea sediment, it is depleted in Cr and Cu, and greatly enhanced in K and Ti, when compared with a standard chert. It also has trace element characteristics of a calc-alkaline arc-related sediment. However, associated greenschist has MORB-like incompatible element chemistry. The Golden Bar reef lies within a steeply dipping, normal to transtensional dip-slip fault adjacent to a shallow-dipping mylonite shear zone, which, at least on the footwall side, is 040 m wide. The shear foliation has been severely dragged down to nearly parallel the Golden Bar reef within 1 m of the quartz lode. Preliminary structural analysis suggests that the shear zone is extensional. X-ray diffraction analyses of the wall rocks show a progressive depletion of amphibole, stilpnomelane, and pumpellyite towards the reef, and enhanced illite/muscovite and Kfeldspar adjacent to the lode, along with possible graphitic carbon within 10m. Two zones of intense quartz veining occur, one adjacent to the hanging wall for 12 m and one from 40 m outwards. Quartz vein systems in the country rock are complex and span from pre-schistosity to post-mylonite. They include multiple generations of quartz, actinolite, stilpnomelane, pumpellyite, albite, adularia, chlorites, illite/muscovite, calcite, and scheelite. Metal analyses across the Golden Bar reef showed gold values of 0.13.1 ppm, and low tungsten values, consistent with the observed sporadic scheelite occurrences. As and Sb are at background levels, but enhanced Cr (150 - 430 ppm) relative to the schists (30 - 41 ppm) suggests that the source hydrothermal fluids passed through and leached mafic to ultramafic rocks.

Over the past twenty years people throughout the world, but particularly in the United States, have been taking an increasing interest in the environment, sources and causes of pollution, and pollution abatement. Air quality in the United States has been and continues to be an area of primary emphasis. In 1970, the US Congress passed the Clean Air Act and subsequently revised and strengthened it in 1977 with the issuance of the New Source Performance Standards. The Act has been further strengthened with the passage of the 1990 Amendments. By far the largest single source of sulfur dioxide (SO,) pollutants are coal fued electric generating power stations. Hence, a substantial portion of the flue gas desulfurization (FGD) research and equipment installation has been geared to the utility industry. Several competing FGD technologies were touted during the period 1970 to 1990 with varying degrees of success. Subsequently, the more successful technologies have been accepted, revised, and improved to the point that by 1991 third and fourth generation technology is available. A second area of emphasis for FGD has been coal fired industrial boilers. While individually they are much smaller than any electric utility generating station, they do represent a significant source of sulfur pollution. However, due to the size of industrial boilers and their location within industrial and educational complexes, the wet scrubber technology being employed by the utilities is not appropriate for these applications. Hence, fluidized bed combustion (FBC) technology has been developed for the industrial boilers. Since the installation of the first full scale test unit at Georgetown University, several equipment vendors have come forward with an increasing array of more sophisticated FBC units. Currently, FBC technology has matured to the point that the Tennessee Valley Authority (TVA), in cooperation with the Electric Power Research Institute (EPRI), has installed an FBC system on a 250 MW test unit at the Shawnee Power Station in Kentucky.

The first commercial use of phosphine derivatives as solvent extraction reagents began in the mid 1970's with the construction of several plants to recover uranium from wet process phosphoric acid. The process eventually adopted by all of these plants used the well known trioctylphosphine oxide (TOPO) in synergic combination with D2EHPA to extract U(6+). This prompted the development of other phosphine - based reagents and led to the discovery of a variety of interesting commercial and potential applications which are summarized in this paper. The applications include cobalt-nickel and niobium-tantalum separation and the selective recovery of silver and zinc.

In this U.S. Bureau of Mines report, two drill-split mechanical excavation mining system concepts are described, casted, and cost compared with conventional drill-blast mining systems. The concepts for the two drill-split mechanical excavation mining systems presented are (1) a method for steeply dipping narrow veins 0.6 to 1.2 m wide and (2) a longwall method for fiat-lying tabular ores. In the proposed systems, 70 to 80 pet of the ore is disposed of underground as backfill. For sortable ores, face area crushing, sorting, and direct stowage of run-of-mine waste and low-grade ores are proposed. The underground sorting and stowing of waste reduce materials handling, processing, and waste disposal costs by reducing the quality of ore transported to the surface by 70 to 80 pet (by volume). Because many of the tools and techniques proposed for use in these systems have little or no historical mining industry use, cost assignations are heavily influenced by engineering judgments and presented as prefeasibility-level cost estimates. These estimates, presented as discounted-cash-flow-rate-of-return (DCFROR) values, show the proposed systems to be at least as profitable as, and in some cases 50 pet more profitable than, conventional drill-blast mining.

Successful heap leaching depends on three major factors: 1. Chemical conditions appropriate for the dissolution of the valuable metal; 2. Contact between the leach solution and the valuable metal particles; and 3. Movement of the leach solution through, and out of, the heap. Given that appropriate chemical conditions can be provided, and the individual particles have sufficient permeability to allow solute/solvent contact, the problem of getting the solution to and from the particles remains. Non-uniform percolation of solution throughout the heap, caused by the presence of fines, is a common problem which occurs, to some extent, with all heap leachable ore. The conventional solution to this problem is agglomeration, which involves the attachment of fine particles to larger particles, effectively modifying the size distribution by preventing the fine particles from acting on their own. While agglomeration must be considered as an extremely effective technique with virtually no limit to its application from a technical point of view, its application is limited by economic considerations. A new technique has been developed which is not only a low cost alternative to agglomeration, but also has the potential for enabling the application of low cost heap and vat leach techniques to a significantly wider range of ores than current practice would suggest. The new technique, known as Electrokinetic Leaching, utilises electro-osmotic flow to enhance percolation through the heap. This paper describes and presents results of the laboratory testing, pilot heap operation and commercial application of Electrokinetic Leaching of a low grade gold ore and a tailings deposit. Comparative cost analyses between conventional and the alternative processing techniques are presented.

Several methodologies are available for the remediation of contaminated soils including bioremediation, vapor extraction, chemical fixation, incineration and direct disposal. A proven innovative and cost effective alternative for the fixation of contaminated soils is via cold-mix Environmentally Processed Asphaltm (EPA"'). EPAm methodology utilizes contaminated soil as an ingredient in an industrial process to produce a commercially viable product. Petroleum hydrocarbon and metal affected soil is incorporated with a water-based asphalt emulsion and varying amounts of aggregate to produce a range of cold-mix asphaltic products that fulfills the requirements of a variety of end uses. This viable and creative use which is within the intent and spirit of current regulations in producing, in lieu of a landfill waste, an end product for use as a berm, road base, liner, or other site specific application. Consideration of certain engineering and environmental factors including durability, stability, chemical resistance and ageing, biological resistance, permeability, leachability and geochemical aspects suggests that cold-mix asphalt incorporation of affected soil will perform more than adequately under normal conditions for a long period of time.

A synthetic gold-silver telluride material (mainly sylvanite) has been prepared and its physical and chemical properties checked. Flotation tests using a Hallimond tube were conducted using commercial xanthate collectors. At collector concentrations of 10-3M with the addition of 5 × 10-4 M CUS04, no obvious differences in the mineral recoveries were seen irrespective of whether amyl, secbutyl, isobutyl or isopropyl xanthates were used. However, when the concentration of xanthate was reduced to 10-4 M or in the absence of the copper sulphate activator, the effectiveness of the collectors was in the order: amyl > secbutyl > isobutyl > isopropyl > ethyl. Changes in the slurry pH appeared to have little effect on the recovery of the telluride mineral.Leaching tests of the precious metal telluride showed that both gold and silver dissolve in alkaline oxygenated cyanide solutions but at a much lower dissolution rate than metallic gold or silver. Both leaching tests and electrochemical measurements indicate that the dissolution rate of gold-silver telluride is controlled by the pH and cyanide concentration of the leachant.Roasting the gold-silver telluride materials in air at temperatures between 550 and 750°C resulted in its decomposition into a metallic gold-silver alloy and tellurium dioxide.

Papua New Guinea is geologically prospective for large, medium and small mineral discoveries. All profitable developments to date have been very large mines but for every large mine there should be many small mines which could be developed under appropriate circumstances.The Papua New Guinea Government should, with appropriate changes to fiscal, legislative and policy regimes, create a favourable exploration envir-onment to encourage a major increase in exploration by small exploration companies and subsequent discoveries and mine development.

Soda ash is the common name for sodium carbonate (Na2CO3), an alkali compound that is the 11th largest inorganic chemical in terms of production of all domestic inorganic and organic chemicals, excluding petrochemical feedstocks. Despite that most people have never heard of soda ash, it is an important industrial compound used to manufacture glass, chemicals, soaps and detergents, pulp and paper, and many other familiar consumer products. Natural alkalis have been used by mankind for thousands of years; however, their industrial manufacture dates back to only the latter half of the 18th century. Natural deposits of sodium carbonate have been known as early as about 3500 BC, when the Egyptians used natural soda ash in making glass. They also mixed lime and soda ash to make sodium hydroxide (caustic soda) that was combined with silicate minerals found in the Sinai desert. This made a soluble silica, which when added to aluminum-rich silt from the Nile River, produced a silica- aluminate cement mortar with excellent bonding properties for construction. The Romans in the first century AD also used natural soda ash in glass manufacture but expanded its use medically for the treatment of colic pains and skin eruptions, and in the making of bread. Elsewhere, people used the ashes of wood to obtain their source of alkali. People learned over time that different types of wood yielded various ashes with different properties; therefore, various plants were burned specifically for their ashes. Ash from plants grown in salt-bearing soils (such as saltwort) and from kelp and other seaweeds, especially Spanish barilla, were so different from ashes obtained from other vegetation that it became known as soda ash (due to its sodium content) versus pot ash, a potassium-based alkali ash. About 13 t of barilla ashes produced 1 t of sodium carbonate and 14 kg of iodine as a byproduct. The difference between these two ashes was relatively obscure until Duhamel Dumonceau made the distinction clear in 1736. The word soda ash developed from common usage and is perhaps more well known today than its synonym sodium carbonate. One of the primary ores of soda ash is trona, a sodium carbonate-bearing mineral that's name is traced back to Arabic origin. Trona also is known internationally by other names such as urao (Venezuela), kaum (Nigeria), natron (from Greek nitron and Latin natrium), and szekso (Hungary). The beginning of the Industrial Revolution in Western Europe in the late 18th century soon put a strain on the availability of raw materials to meet consumer demands. One of these scarce materials was soda ash. Because of the Seven Years War with England and the Napoleonic wars with other parts of Europe, France could not obtain sufficient quantities of Spanish barilla or other supplies of vegetable alkali to meet the growing demand. Efforts were needed to synthesize soda ash. In 1775, the French Academy of Sciences offered a large prize of 2,400 livres to someone who could find an inexpensive method to make soda ash. In September 1791 at St. Denis, Nicolas Leblanc (1742- 1806), a French chemist, developed such a technique using salt, sulfuric acid, coal, and limestone. The French Revolution interfered with its development, and his patent and factory were confiscated with Leblanc receiving only token compensation. Napoleon returned his factory to him; however, Leblanc was not able to raise enough capital to reopen it, and he committed suicide in 1806. A small, but not particularly successful, Leblanc plant was established in England in 1814. It was not until 1823 when the process first became commercially successful in Liverpool, England. The process was introduced in Germany in 1843 and in Austria in 1851 (Harness and Coons, 1942). Soda ash production by the Leblanc process reached its peak of about 599 500 t in 1880, after which it began to decline as the Solvay process became more popular. The Leblanc process was used to a limited extent in Europe during World War I but had disappeared by World War II. The Solvay process, also known as the ammonia-soda process, was developed by Alfred and Ernest (1 838-1922) Solvay in 1861 based on a concept by Fresnel that had been known since 1811. For the next 50 years, the implementation of the idea evaded industrial chemists because no large-scale and economic means could be found to commercialize the concept. Although Ernest Solvay was unaware of the existance of an ammonia-soda concept, he solved the problems by utilizing carbonating towers. The Solvay process produced soda ash from salt, limestone, and coke, with ammonia as a catalyst. With a capital of 136,000 francs, the first plant was built by the Solvay brothers at Couillet, Belgium, in 1863 with production commencing in 1865. Synthetic soda ash production amounted to 1.5 tpd in 1866, but reached 10 tpd by 1872. They patented their use of carbonating towers in 1872 that had made ammonia-soda manufacturing a successful continuous process. Their second plant was built in 1872 at Dombasle, France. In 1874, the first Solvay plant in England was built at Northwich by Ludwig Mond, the namesake of Brunner Mond and Co. (formerly Imperial Chemical Industries), the company that currently operates the two English Solvay plants. In the United States, William B. Cogswell in February 1879 heard a presentation on the Solvay process and sailed to Europe to meet with the Solvay brothers to seek their support for using their process in New York. At first, the brothers were not interested; however, Mr. Cogswell was persistent and ultimately gained their support. The Solvay Rocess Co. was formed Sep. 2 1, 1881, and construction began immediately on the first Solvay plant at Geddes, near Syracuse, NY. The plant came onstream Jan. 10, 1884, and produced 11 180 t in its first year of operation. In 1910, rotary calciners were installed that increased capacity to 1 000 tpd. By 1930, plant capacity was up to 2 400 tpd. The facility remained in continuous operation for more than 100 years. By 1939. 10 Solvay soda ash plants were in operation in 6 States throughout the nation. The Syracuse plant was officially closed Jan. 6, 1986, with total shutdown completed by Feb. 1986. Ironically, this facility was the first Solvay plant as well as the last. The geotechnical and environmental aspects of heap leaching are very closely tied during design, operations and closure. Potential environmental impacts from heap leaching are mostly due to land disturbance and water quality issues, including both groundwater and surface water. Water quality issues are mostly related to containment design, which is primarily a function of proper sizing of the facilities and site specific liner design. Geotechnical analyses is the dominant discipline in providing cost efficient, operationally effective and environmentally sound heap leach facility designs. Much has been published on geotechnical aspects of heap leach design, for example Van Zyl, Hutchison and Kiel (1988) and Van Zyl (1987). This paper will emphasize a few specific aspects related to the geotechnical and environmental consideration for heap leach projects. These aspects are: ò site investigation; ò containment design; ò slope stability; ò heap flow dynamics; and ò closure design. Design of a heap leach project must consider not only the operating life but also closure and post-closure considerations. As a matter of standard practice, designing for closure is an extremely important concept. Not only is it important for environmental aspects, but experience also shows that projects designed for closure will be overall more economical for the total life cycle of the project. Closure considerations are also important during project feasibility evaluations to ensure that total life cycle costs are evaluated.

"IntroductionThe Canadian mining industry is under immense pressure to compete with foreign mine operations. The very survival of the Canadian mining industry is threatened by lower ore grades, environmental pressures, high cost of labour, unfriendly tax laws toward exploration and the increasing cost of new technology. In order to compete in the world market, Canadian producers and their suppliers are rethinking age old customer-supplier relationships in favour of preferred supplier relationships which can improve the profitability and enhance the competitive position of both partners.This paper attempts to redefine partnerships with suppliers in the context of a ""win-win"" objective. It will outline the measurable benefits to both partners through a representative product which highlights the keynote structure of any successful supplier partnership The Status Quo...Mines all over North America are plagued with the same recurring questions, ""Who has the best product for my operation at the lowest price... How do we know a product will perform to a supplier's projections after the sale...What do we do if the product fails to perform as expected?"" These questions have been asked by underground mining operators for decades but rarely have long-term solutions with measurable results been achieved.The LHD industry is one example of the status quo where partnerships will provide large gains toward technological advancement, reducing mobile equipment costs. The underground mining industry is out of sync with their surface counterparts in the open pit business.Partnerships with suppliers in the open pit world are not only a standard practice but a culture which has existed for decades. Open pit operators enjoy concepts which fix their mobile equipment costs for the life of the mine and hold the equipment supplier accountable for performance and fleet economics for 60 000 service hours and longer.Manufacturers are attempting to transfer this culture into the underground mining industry. Figure I illustrates the significance of a capital driven decision."

The Coteau Properties Co.'s Freedom Mine is a surface lignite mine that uses large draglines, trucks and shovels, tractor-scrapers and bulldozers to uncover a single coal seam. In 1989, a work order system was instituted to record data by equipment type, cost, productivity and distance. The system was also used to provide historical information to plan the most efficient and economic use of each equipment type in the mining operation. The Coteau Properties Co. is a wholly owned subsidiary of The North American Coal Corp. The company was formed in 1972 to supply lignite from its Beulah-Hazen coal reserve to a coal gasification project and an electrical generating facility located near Beulah, ND. The reserve consists of a single coal seam between 3 and 7 m (10 to 23 ft) thick. The overburden above the coal is predominately glacial tills and clays and ranges from 6 m (20 ft) to more than 60 m (200 ft) thick.
