This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

"Abstract - This is the first reported occurrence of an active hydrothermal field in an oceanic fracture zone setting. The hydrothermal field occurs in a pull-apart basin within the Blanco Fracture Zone (BFZ), which has four distinct mineral deposit types: (1) barite mounds and chimneys, (2) barite stockwork breccia, (3) silica-barite beds, and (4) silica, barite, and Fe-Mn oxyhydroxide in sediments. All deposit types contain minor amounts of sulfides. In barite stockwork, silica-barite beds, and mineralized sediment, Ba, Pb, Ag, S, Au, Zn, Cu, Hg, Tl, As, Mo, Sb, U, Cd, and Cu are enriched relative to unmineralized rocks and sediments of the BFZ. Fe and Mn are not enriched in the barite stockwork or silica-barite beds, but along with P, Co, and Mg are enriched in the mineralized sediments. Silver contents in deposits of the hydrothermal field range up to 86 ppm, gold to 0.7 ppm, zinc to 3.2%, copper to 0.8%, and barium to 22%.Mineralization occurred by diffuse, low to intermediate temperature (mostly <250°C) discharge of hydrothermal fluids through pillow lavas and ponds of mixed volcaniclastic and biosiliceous sediments. Bacterial mats were mineralized by silica, barite, and minor Fe hydroxides, or less commonly, by Mn oxyhydroxides. Pervasive mineralization of bacterial mats resulted in formation of silica- barite beds. Silica precipitated from hydrothermal fluids by conductive cooling and mixing with seawater. Sulfate, U, and rare earth elements (REEs) in barite were derived from seawater, whereas the REE content of hydrothermal silica deposits and mineralized sediments is associated with the aluminosilicate detrital fraction. Fe-, Zn-, Cu-, Pb-, and Hg-sulfide minerals, Ba in barite, and Eu in all mineralized deposits were derived from hydrothermal fluids. Manganese oxides and associated elements (Co, Sb, Mo, W, Cl, and Cu) and Fe oxides and associated elements (Be, B, P, and Mo) precipitated as the result of mixing of hydrothermal fluids with seawater."

Progress made in improving the creep resistance of Mg alloys is reviewed with the emphasis on microstructural interpretation. Experimental results on the increase of creep strain with time at constant stress a measured for limited times and strains are displayed in a transparent form as creep rate-strain diagrams from which the minimum creep rate stress is safely derived. In addition, data on the thermal stress component a derived from high-precision a-reduction tests are reported. Within a simple statistical dislocation model these data allow one to quantify the relation between dislocation velocity v and a . In combination with structure evolution laws this relation serves as a basis for modeling the creep rate. New alloys have distinctly higher creep resistance than AZ91 where precipitation hardening plays a minor role. This is due to hardening by intermetallic phases which may form a continuous skeleton along the grain boundaries (e.g. Ca-alloyed AZ91) and/or submicron-sized precipitates within the grains (MRI230D, Mg-Zn-Ca alloys).

The efficient and profit-maximising daily and long-term management of the Vera Nancy resource depends on decisions based upon assay data. This paper examines the range of sample sources, the methods of sample collection, assay techniques and Quality Assurance used by the mine. The orebody has a relatively low nugget effect for a gold mine (around 25 per cent) and this greatly assists in reducing sampling error and producing reliable assay data for production decision-making. Reconciliation between mine and back-calculated mill grades generally sees the mine under-calling mill grades by around four per cent.

In a recent publication in the SME Transactions of September, 1975, Volume 258, entitled “Potential for Further Lowering Sulfur in Intensively Cleaned Coal at Mines,” the writer discussed: (1) technical findings useful for the management of reserves to further lower sulfur in intensively cleaned coal and (2) a future coal preparation plant concept for the intensive cleaning of sulfur. The purpose of this technical note is to (1) illustrate the nomographs that can be formed when recovery is phased in with previous work, (2) make note of the powerful potential for predicting future cleaning performance in unmined areas, and (3) discuss resulting mathematical interrelationships.

Dry coal separation technology has particular advantages in the applications in arid and cold regions, or low rank coal separation. The hazardous pollutants in low rank coals can not be efficiently removed by conventional wet coal separation processes because a considerable amount of porose and easily friable low rank coals suffer serious particle size degradation problems in water. In this paper, a novel dry coal separation method with a vibrated air-fluidized bed of magnetic fly ash and magnetite is put forward for dry coal beneficiation. The magnetic fly ash used in this study was derived from fly ash obtained as a byproduct of coal combustion. The vibration?s effect on the uniformity and stability of a magnetic fly ash air-fluidized bed was studied. The 6×0.5 mm dry coal separation results with a vibrated air-fluidized bed of magnetic fly ash and magnetite showed that the probable error E value of separation is 0.06-0.08 t/m3.

Success in implementing new technology for metallurgical processes is not a foregone conclusion: This paper includes a survey of 23 new technology-based metallurgical plant start-ups, in which the authors have identified 7 successes, 9 difficult start-ups, and 7 failures. Success is defined not only as meeting the schedule and budget to the end of mechanical completion; the key goal is a fast ramp up to the full design production level, with minimum plant and equipment modifications required after start-up. This paper sets out the key factors that underlie achievement of a quick production ramp up curve, as determined from the authors? project experiences and a quantitative analysis of over twenty metallurgical plant start-ups, both pyrometallurgical and hydrometallurgical. Thorough test-work and pilot plants, plus appropriate scale-up to the full commercial plant, are key determinants of success in implementing new technology in metallurgical processes. Another critical factor is the number of new elements and their interactions. Project phasing is also particularly important for new technology projects, with appropriate review after each phase to develop a risk mitigation plan for the subsequent phase. New technology projects need committed champions to advance the project in the face of sceptics, but also require dispassionate and unbiased experts to ask the hard questions. As a project evolves, it is important to periodically question the appropriateness of assumptions, as well as to re-assess the relevance and completeness of data from test-work / pilot plants / industrial analogues. Sufficient human and financial resources are required to complete the often arduous implementation phase. During the ramp-up period, the operation generates little positive cash flow; however, significant expertise and capital are required for the de-bottlenecking projects that are often necessary to reach the plant?s design output level.

IT is perhaps obvious to most individuals who are interested in the mining industry that a producing mine has been subjected to several phases of engineering attention. In this paper it is the author&apos;s hope that a thoughtful survey of these various engineering phases will emphasize certain points of value and interest which may sometimes be overlooked. The points which we will bring out are being made in an analytical sense and are not in any way a reflection on any individuals or organizations which might see in these illustrations a similarity co chair particular conditions. In other words, we are drawing on our general experience to illustrate the points which we chink are worthy of mention, and which we believe are of a type sufficiently frequent co be emphasized. It is well co point out chat, in this paper, we are not concerned with the relative importance of such theoretical questions as to whether or not a geologisc is more important than a prospector, or the office manager than the surface foreman. We are, however, interested in analyzing the various types of engineering experience required in the bringing of a mining enter-prise from the early prospect stage in co-production, and their importance to the project as a whole. In order to simplify our analysis of the subject, it has seemed best to outline a simple mining organization. In using the terms &apos;industry&apos; and &apos;business&apos;, we feel chat frequently those engaged in mining do not always appreciate that mining is actually an endeavour, or a business, which has the same economic fundamentals as any other business. In the mining industry, the field and producing engineering are counter-parts of the research and production phases of any other type of business. Once this is realized, it is fairly obvious that mining, like any other industry, is a matter of economically acquiring raw materials, processing them, and finally marketing the resultant commodities as favourably as possible. The points may be discussed in a little more detail as follows.

Techniques of testing perlite require a combination of art and science. The modifications made to the perlite Corp. vertical laboratory furnace include addition of instrumentation, flowmeters, vibrators, automatic feeders, and regulators. The basic testing sequence consists of expanded density, furnace yield, compacted density, percent sinkers, and compaction resistance. These tests are modified versions of those specified by the Perlite Institute. This sequence is designed as a preliminary evaluation of a material&apos;s suitability for horticultural-aggregate end uses rather than a detailed measure of filtration capability.

The U.S. Bureau of Mines (USBM) conducted experiments to determine if training using a latent-image, three-dimensional (3-D) slide simulation exercise improved miners&apos; ability to recognize roof and rib hazards. The effectiveness of this innovative type of classroom training was investigated by measuring workers&apos; performance on a hazard recognition task. The study was unique in that hazard recognition skills were assessed in the workplace using actual coal mine roof and rib hazards. Results showed that training with a latent-image, 3-D slide simulation exercise significantly improved each subject&apos;s performance on the in-mine hazard recognition task. Further, the USBM researchers concluded that transfer of learning from the classroom to the workplace occurred.

Temporary local seismic networks were installed in western Crete, in central Crete, and on Gavdos, an island south of western Crete, in order to image shallow seismically active zones of the Hellenic subduction zone. Data acquisition was divided in four campaigns through the years 1996 to 2001. More than 4000 events in the magnitude range between 0.5 and 4.8 were detected and localized. The resulting hypocenter distribution allows the localization of seismically active zones in the area of central Crete from the Mediterranean Ridge to the Cretan Sea. The comparison of the hypocenter distribution and the structure has allowed intraplate and interplate seismicity to be distinguished. A southwards dipping zone of high seismicity within the Aegean lithosphere is found south of central Crete in the region of the Ptolemy trench. Between 20 and 40 km depth beneath central Crete, the Aegean lithosphere appears to be seismically inactive. Especially for the year 2001, 1560 events were localized, by the seismic network installed on Messara, central Crete. Most of the seismic events were located, as expected, in the South region of central Crete. National Observatory of Athens (NOA) maintains a permanent seismic network in Greece. In this work a comparison of the earthquake epicenters obtained from both the NOA network and the BOCHUM-TUC network is presented.

The paper describes the exploration and development activity associated with a series of open pit gold deposits in the Laverton region of Western Australia with an aggregate resource base of 4 million tonnes at a grade of about 3 grammes per tonne. In September 1988, Hill Minerals N.L., now a wholly owned subsidiary of Ashton Mining Limited, completed the purchase of the Cork Tree Well treatment plant from Austwhim. This CIP plant had a rated capacity of 235,000 tonnes per annum, and is located within the Hill Minerals Laverton Project area. Ore is trucked by haulage contractors from each open pit mine to the central treatment plant at Cork Tree Well. Studies were completed and a plant expansion undertaken lifting throughput to 500,000 tonnes per annum. A contract was let for this expansion in November 1988, and construction completed in April 1989. Concurrent with the above project development work, heap leach metallurgical studies are being undertaken on low grade mineralisation associated with higher grade ore zones at several of the open pit mines, notably King of Creation and Craiggiemore. It is anticipated that heap leaching will provide a useful adjunct to gold production from milling higher grade ores.

SINCE Noah pitched his ark within and without with pitch, the use of asphalt in human endeavor has been increasing-for Noah&apos;s pitch was asphalt. Asphalt is a bituminous material found in nature, either pure or admixed with smaller or greater quanti-ties of mineral and non-mineral materials, or obtained by the refining of crude asphaltic-base petroleum under proper methods of control. Native or "natural" asphalts are scattered through-out the world, though the commercial value of the various deposits varies greatly, depending upon both their accessibility and magnitude and the quality of the material found. It is an acknowledged fact that such asphalts have been produced through natural causes by practically the same application of tempera-ture and pressure as are used in the modern refining of crude asphaltic-base petroleum. The best known of all the native asphalt deposits are those of Trinidad Lake in the Island of Trinidad, British West Indies, and of Bermudez Lake in Vene-zuela. Asphalt from Trinidad Lake, after refining to remove organic and some inorganic diluents, contains approximately 35 per cent, of inorganic residue, and the asphalt thus produced must be fluxed with lighter asphaltic or semi-asphaltic base oil to make it com-mercially utilizable. The refined asphalt obtained from the Bermudez Lake deposit contains from 4 to 6 per cent. of inorganic material which cannot be removed. This asphalt, also, must be fluxed to produce com-mercial products. Small quantities of similar materials are available in other locations. The best pure native asphalt&apos; is known as. gilsonite and is mined in com-mercial quantities in the State of Utah. In numerous places in the United States, particularly Oklahoma and Kentucky, there are deposits of sand¬stone and limestone impregnated with bitumen, which are known as rock asphalts. These rock asphalts may be used, particularly in the paving industry, either as found or by slight fluxing; from some deposits the asphalt is extracted and marketed commercially.

THE year just ended was the 50th anniversary of that first flight at Kittyhawk, N. C., in 1903. In this 50-year period the aviation industry made startling developments from flight distances of 120 ft-at snail&apos;s pace-to speeds of over 1300 mph and flights that circle the globe. And 1953 also was the 50th anniversary of the Utah Copper Co., the Father of our mass production porphyry copper ventures. How do developments in the mining industry stack up with the aviation industry? The mineral industry can be as proud of developments over the past 50 years as the aviation industry. Only for the developments of the mineral industry could aviation and other allied industries advance as they have. The year 1953 made its contribution to this progress, with the normal number of process and equipment developments and an abnormally high amount of activity in new plant capacity, particularly copper. Tonnages are on the increase and operating troubles are becoming more and more problems in materials handling and control. We&apos;re approaching molecular dissemination of ores with hydro and pyro methods coming to the front to take over where flotation leaves off.

Having established that sodium chloride reduces the incendivity of explosives, the Bureau of Mines studied the effect of sodium nitrate in reducing ignition hazards. Gallery experiments showed that sodium nitrate reduced the incendivity of certain explosives to 8 percent natural gas in air but increased their incendivity to coal dust predispersed in air. Laboratory experiments using hot jets from explosions of stoichiometric mixtures of methane-oxygen-nitrogen showed that both sodium chloride and sodium nitrate reduced the incendivity to methane, to mixtures of coal dust and methane) and to coal dust. The difference between the gallery and laboratory results with respect to coal dust is attributed to temperature-time effects.

Experimental measurements are reported for the oxygen pressures of iron-silicate slags in equilibrium with solid silica. CO2-CO mixtures were bubbled through the slags in silica crucibles to find equilibrium values of p co2/p co over the entire composition range of silica-saturated slags at 1250°, 1300°, and 1350°C. From the data, the activity vs. composition relationships were calculated for O, FeO, and Fe. SLAGS composed primarily of silica and iron oxides have particular practical importance in copper smelting,&apos; in acid steelmaking, and in accounting for the service behavior of silica refractories. These slags all contain both ferrous and ferric iron, so that, strictly speaking, they are ternary or three-component liquid solutions. For convenience, the components may be taken as the three oxides, FeO, Fe2O3, and SiO2. The constitution of the FeO-Fe,O,-SiO, system at slagmaking temperatures has been studied in a recent investigation described in a separate paper.&apos; This work showed the compositional ranges of iron-silicate melts at temperatures up to 1450°C and also the temperature-composition relationships for melts in equilibrium with various solid phases, including iron, wüstite, magnetite, and silica. Broadly speaking, the compositions of iron-silicate melts at a given temperature should be thought of as varying over a two-dimensional field. In the first place, the silica/total iron oxide relationship varies from maximum silica for silica-saturated melts to minimum silica for wüstite-saturated melts or, at higher temperatures, to zero silica for straight iron oxide melts. In copper smelting, for example, the converter slags approach the low silica limits while the reverberatory-furnace slags have intermediate silica contents, perhaps approaching silica saturation in some circumstances. Liquids formed in the pores of silica refractories presumably are close to silica saturation. The second type of composition variation is in the ferric/ferrous relationship, which depends on how oxidizing or how reducing the process conditions are. Relatively reducing slags, such as acid-steelmaking slags, are lower in ferric oxide and ap- proach saturation with metallic iron. Oxidized slags, such as copper-smelting slags, contain larger percentages of ferric oxides and approach or reach saturation with magnetite. Since these two kinds of compositional variations are closely related to two general properties of interest for all metallurgical slags, basicity, and oxidizing power, it is hoped that the thermodynamic study of iron-silicate slags eventually will throw further light on the significance and nature of these long-recognized but as yet poorly understood slag properties. Measurements of oxygen activity as a function of slag composition, using CO-CO2 gas mixture to fix oxygen activities, afford an experimentally convenient approach to the study of the thermodynamic properties of iron-silicate slags. In a preceding investigation,³ his approach was used in a systematic study of iron-silicate slags in equilibrium with solid iron. The present paper gives the results of a similar study of the iron-silicate slags in equilibrium with solid silica. The experimental work consisted in the determination of CO2: CO ratios in gas mixtures at equilibrium in the system: gas: liquid slag: silica Determinations were made at temperatures from 1250° to 1350°C for slags ranging in composition from iron saturation to magnetite saturation. Also, equilibrium CO,: CO ratios and slag compositions were determined for the univariant systems: gas: liquid slag: silica: iron gas: liquid slag: silica: magnetite Experimental Methods The experimental procedure was essentially the same as that used in the previous study of iron-silicate slags saturated with solid iron," but in order to work with the silica-saturated slags an all-silica crucible assembly was used. A liquid slag was prepared from pure prefused stock materials and brought to equilibrium with the silica crucible at the desired temperature. A study of spatial relations between uranium and other metal deposits and hydro thermally altered rocks in western Colorado demonstrated districtwide and regional zoning. The pattern was later found repeated elsewhere in the Western Hemisphere Cordillera. District mineralization centers are pipelike bodies of pervasively altered rock from which intensity-temperature-pressure gradients decreased outwardly. Uranium occurs in several zonal environments but usually is economic only in outermost zones. The general similarity of zones throughout the tectoni-cally and metallogenically uniform Cordillera may reflect a consistent hydrothermal process involving zoning. By determining positions of zones it should be possible to select for examination the most favorable small portions of districts or provinces. Mineralogical zoning has been discussed by Lindgren,l3 Graton,lo Emmons,&apos; Blanchard,&apos; Park and many others. It is commonly found to some extent in most mineralized areas. The existence of nonmetallic alteration envelopes around lode metal deposits and their relation to metallization were first emphasized by Lovering,l4 Burbank, Sales and Meyer," Sales,2o McKinstry,I7 Lovering and others15 and Schmitt. Also, large areas of nonmetallic alteration containing porphyry-type replacement metal disseminations have long been recognized and are described by Schwartz,25-28 Kerr and others" and Gilully. In some districts, e. g., Bingham Canyon, Utah, and Santa Rita, N.M., base metal lode deposits and their alteration envelopes are zoned around large altered areas which contain porphyry copper replacement disseminations; however, the spatial and genetic relations between lodes and replacement disseminations and their associated alterations do not seem to have received sufficient attention. Bodies of altered rock containing porphyry-type replacement disseminations are many times larger than the alteration envelopes containing lode deposits. The two types are rarely superimposed. INTRODUCTION The Washington Metropolitan Area Transit Authority (WMATA) has let a contract for the excavation of three rock stations, spaced about 3550&apos; (1082m) apart, beneath Connecticut Avenue in Washington, D.C. Two previous rock stations have been completed, one of which had a crown pilot tunnel excavated to explore geologic conditions that would be encountered during the station excavation. This pilot tunnel was primarily for inspection by bidders and design was based on core hole information. The other rock station had no pilot tunnel and was also designed on the basis of core hole information. The three rock station areas, which are the subject of this paper, have been explored by crown pilot tunnels and an as-built report, with geologic maps and sections, has been prepared, for use by the design engineer as the basis of design for support of the structures. The geotechnical report describes the geologic structure in detail and relates it to excavation and support of the three crown pilot tunnels and the running tunnels which will be enlarged to create the 58&apos;W x 44&apos;H x 700&apos;(+)L (17.6m x 13.3m x 212m +) stations. The information was complete enough to permit the design engineer to visualize the geologic structure and compute loads for the various types of rock conditions. It was therefore possible to determine the size and spacing of the steel sets for the several different conditions of rock structure encountered in the pilot tunnels.

The dewatering of stable phosphatic clay suspensions generated from phosphate beneficiation in the central Florida is an issue of practical and theoretical importance. Because of its tiny particle size and surface charge, the phosphatic clay takes up to 20-30 years to settle in water and causes environmental, aesthetic, economic, and handling problems. An efficient and cost-effective dewatering/consolidation process for phosphatic clay is of great interest to the phosphate industry in Florida. In this paper, the consolidation and dewatering behavior of phosphatic clay was studied by use of anionic flocculants with and without sand addition. The effects of pH, initial polymer concentration, polymer dosage, polymer addition steps, and metal cations (K+, Ca2+, and Al3+) on the flocculation of phosphatic clay have been studied. Experimental results indicated that clay suspensions were well flocculated at pH 10.5 by DPW-1-1355 and Magnafloc 5250 flocculants acquired from Ciba Specialty Chemicals. Sand particles from phosphate flotation added to the clay slurry promoted flocculation and increased clay consolidation. K+ showed good performance to improve the flocculation characteristics by neutralizing clay surface charge. The adsorption mechanisms of flocculants on clay particles were also discussed in this paper.

"About 1905, a plant was constructed at C1ayburn, in the Lower Fraser valley, 4'5 miles east of Vancouver, to process shales from Sumas mountain into heavy clay products. In time, mining operations were found to be more favourable on the opposite side of the mountain, and by 1913 a plant, which soon became the centre of activities, was completed at Kilgard. Destroyed by fire in 1949, the plant was rebuilt on modern lines, and a second plant was established at Abbotsford, six miles to the west. The Company, from its beginning, has grown with development of the Province. In recent years, operations have kept abreast of latest developments, particularly in materials handling. Latest innovation has been the complete conversion of fuel from Bunker C oil to natural gas. In 1957 the Company became associated with Harbison Walker Refractories, Limited, a leader in its field in the United States, and its title was changed from Clayburn Company, Limited, to Clayburn-Harbison, Limited. Currently, the Kilgard plant produces sewer pipe, agricultural tile, and flue liner; the Abbotsford plant, refractories and facebrick. Improvement of products and development of new ones are tasks of a recently-completed testing and research laboratory.Almost all ware produced is marketed in Western Canada or Washing-ton State. The Vancouver area absorbs the bulk of structural clay products."
